When Every Second Counts Residential Number Posts

by Matilde Barone, Covenant/Site Inspector LOWA requires all member properties to have a house number post or similar structure at the street property line. More importantly, can First Responders find you in an emergency? Fire and Rescue, Law Enforcement and Security personnel sometimes have difficulty finding the correct house when the number post is not in place or readily visible. For a life-threatening emergency, minutes can make a difference.

Please, all members, go down to the end of your driveway and look at your address post and see if the post and numbers meet our Regulation.

LOWA Regulation V.F.2. states: All house numbers shall be displayed on a post or similar structure at the street property line using reflective numbers of contrasting colors at least three inches high. The numbers must be placed so that they may be read from either direction.

If your post does not meet our Regulation, please replace the post and/or the numbers. You may be able to get the materials at our nearby hardware store.

The numbers must be displayed so that they are readable from the street at night when illuminated with vehicle headlights.

Board Amends LOWA Reg V Regarding Vehicles Displaying Advertising on Residential Lots At its March 9 meeting, the LOWA Board of Directors amended Reg V, Chapters B, C, and K, dealing with advertisements on vehicles parked on residential lots. The amended regulation is in effect immediately.

What is the Effect? Any vehicle parked on a residential lot overnight (between 7 PM to 7 AM), displaying an advertisement, including words and/or graphics, on a residential lot is prohibited, unless screened, garaged, or covered so as not to be visible.

Spring is here! Time to get outside to play golf, tennis, pickleball, soccer, baseball, softball, and other sports.

Nature walks and walking through our neighborhoods reveal the beauty and resilience of our trees and yards as they recover from the recent winter storms.

Another side of spring brings lawn mowing, pollen cleaning, and all the neglected household chores we put off during the cold weather. Even with these tasks, I’ll take spring any day over winter!

One thing to note as we begin our winter yard clean up, please don’t blow leaves into the ditches or lakes.

Spring also brings in new rounds of scams. We received text messages, supposedly from our bank, that our accounts had been frozen due to mismatched information. We were asked to reply to an extremely long code of letters, symbols, and numbers that obviously were not from the bank. Even more crazy, we got the same message five times from separate numbers.

Never answer such things. Call your bank directly.

Now that the budget has been completed, the Board will be reviewing some of our committee charters and rules that need to be updated.

March Madness. Do you know anyone who still has an unbroken bracket?

(Hint: none exist) I hope your favorite team is still in the running. If not, again it is a great time to do something fun outdoors.

2. OPEN SESSION Pledge of Allegiance 2.1 Motion by Wilks, passed unanimously, that the Board enter into Open Session at 2:04 p.m. and affirm that the Board met earlier today in Executive Session for the purpose of consulting with legal counsel, and discussing a personnel issue.

2.2 Confirmation of Quorum and Meeting Notice Secretary Rappoport confirmed that a quorum is present and proper notice made to all members of record.

2.4 Approval of Minutes of February 16, 2022.

Motion by Rappoport, passed unanimously, that the Board approve the minutes of the February 16, 2022 Regular Board meeting.

3. Member Comments on Business Agenda and General Member Comments Glynn Smith of the Woodworkers Club spoke in favor of the Board approving the Club’s project application with Friends of Lake of the Woods.

Without objection, President Brown took up a vote on Item 6.4 at this point.

4. PRESENTATION- Automation of Amenity Payments, Board Goal #3 Director of Finance Charles Maneval updated the Board on progress being made to automate amenity payments. Key areas being addressed are early amenity and boat registration, and guest access to the Fitness Center, Clubhouse and Sweetbriar pools and the Pickleball/Tennis courts. Use of the

The LOWA Board of Directors will discuss the plan, with all its detailed recommendations, maps, and tables, at the April 2 Board Meeting, and vote to accept it at the April 20 Board Meeting.

1. For those of you that like to get to the bottom line, check out the Executive Summary and Chapter 9 – 20-Year Implementation Plan. You will find that AMT took a comprehensive approach that covers everything from aquatic vegetation and fisheries to stream stabilization.

2. The plan is a roadmap to improve the health of both the Main Lake and Keaton’s Lake, and to improve our stormwater systems. By improving our upper watersheds, LOWA can help improve the water quality in both lakes for all the aspects that members enjoy – boating, fishing, swimming, etc.

3. The new 2022 AMT Plan is the follow-on engineering study to the 2012 Williamsburg Environmental Group (WEG) Plan. The WEG Plan primarily focused on lake health. Its impetus was a fall 2011 outbreak of Blue Green Algae blooms in Keaton’s Lake. We have come a long way since that study by building forebays and improving roadside ditches.

4. The AMT Plan brings in stormwater management aspects. AMT, with the assistance of a community working group, used study results to develop lake and stormwater improvement recommendations for a 20-year budgetary estimate included in Chapter 9.

5. The new plan’s key study goals include a fisheries survey and management plan; lake aquatic vegetation survey; lake water chemistry analysis, stream health assessments for erosion issues, roadside ditch and culvert evaluations, stormwater hotspot issues, watershed mapping with hydrology modeling, and related water quality evaluations.

6. The plan recognizes that common areas, such as the golf course, can be used to help trap sediment and nutrients in stormwater runoff. The plan recommends, for example, that LOWA reconstruct Golf Course Hole #10 to include a wet pond adjacent to a newly constructed green in a location that shortens the hole and adds native vegetation and stream daylighting behind the green, closest to Birdie Road.

7. The plan recommends that LOWA make it a high priority to fully implement the Patrick Henry Court to Small Marina Drainage Improvement Project.

LOWA will have the necessary funding for construction in place by May.

March 9, Board Minutes from p. 3 Square pay platform was launched at the Pickleball/Tennis courts with some early success. Management will begin with paperless early boat registrations this spring and a pay-on-site option with the pickleball/tennis courts and pools. Management will continue efforts to automate other member and guest fees as the automation project advances its objectives.

5.2 Report of the General Manager, Phil Rodenberg The General Manager will present the February Financials at the April 2 Board meeting.

A. LOWA Amenities, Events, Meetings and Offices – Coronavirus Status As of March 2, all Covid-19 restrictions have been removed. Committees may meet in-person and members and employees are no longer required to wear masks unless they wish to do so. Management will continue to monitor trending of Covid-19 prevalence and reinstate restrictions if transmission levels increase.

B. Lakes Management Update Dredging operations started back up this past week at Keatons Lake.

The new dredge is not yet in service as we continue to search for a trailer to move it. Easement deeds have been signed by 4 of the 5 homeowners affected by plans in the Patrick Henry Court to Small Marina Drainage Improvement Project. Once all are signed, A. Morton Thomas (AMT) can begin the final project design and continue securing project permits as needed.

C. Status Report on Internal Controls Director of Finance Charles Maneval provided a status update on the internal control environment. He summarized improvements made over the past 10 months, overall progress over the past two years and upcoming plans. He provided a written summary of internal control changes. The Finance team and LOWA managers continue efforts to improve the LOWA internal control environment and related processes, procedures and systems, and will make changes as the organization evolves. The goal is to make the overall financial and information systems control environment reliable, secure and sustainable.

D. Proposed Amendments to Regulation I: General, and Regulation X: Use of the Lakes, Regarding Access to Marinas.

The GM is proposing two new amendments to the Regulations. One will limit pier access at the marinas to slip renters and their invited guests, and one will require those using the common areas and facilities to abide by posted rules. The Board will consider these proposals at their April 2 Board meeting.

E. Staff Changes Community Activities Manager Tracie Hayes has accepted another job and will be leaving LOWA on March 11. Management will be advertising for her replacement.

F. Other Business Edgemont Beach and Skyline Beach will have porta-potties installed this summer, and options are being studied to move the one at Mt. Pleasant Beach to a different location.

Management is meeting with two engineering groups in an effort to get proposals and cost estimates toward resolving the Main Gate traffic congestion during busy periods.

The Capital Projects Manager recommended bundling the Velona building re-roofing project with the remodeling of the Spotswood Park and Hollyfield Park restrooms projects in an effort to attract construction vendors and lower overall costs.

5.3 Committee Liaison Reports Vice President Vickery reported the Nominating Committee will be meeting on March 15th to prepare for this year’s Director election.

President Brown reported the External Affairs Committee has discussed

having ECC ask REC about cutting back or removing trees within 10 feet of power lines along our roadways.

No action was taken.

5.4 Committee Reports Communications Committee Chair Nadine Daniel reported the Committee successfully completed a virtual and in-person Committee Fair, and followed up with an after-event questionnaire to get feedback. Current and future prospective activities include a review and revision of the Communications Committee Charter, revising Committee goals, collaboration with the Planning Committee on the LOWA Land Use Study, a LOWA Member Survey, and outreach articles for Lake Currents.

6. UNFINISHED BUSINESS 6.1 Consideration of Approving Proposed Amendments to Regulation V., Sections B, C. and K: Use of Individually-owned Property, Regarding Vehicles with Advertisements Parked on Private Lots. (Resolution 2022-6) (D-22-26) Motion by Wilks, passed unanimously, that the Board adopt Resolution 2022-6, a Policy Resolution, regarding amendments to Regulation V., Sections B, C and K: Use of Individually-owned Property, regarding vehicles with Advertisements parked on private lots, effective immediately.

6.2 Consideration of Publishing in Lake Currents for Member Comment Proposed Amendments to Regulation IV.F: Individual Behavior, Regarding Smoking. (D-22-27) Motion by Zukowski, passed unanimously, that the Board approve publishing in Lake Currents for member comments proposed amendments to Regulation IV.F: Individual Behavior, regarding smoking.

6.3 Consideration of Publishing in Lake Currents for Member Comment Proposed Amendments to Regulation XV: Establishment of User Fees, Assessment Settlement and Other Charges.

(D-22-28) Motion by Diercks, passed unanimously, that the Board approve publishing in Lake Currents for member comments proposed amendments to Regulation XV: Establishment of User Fees, Assessment Settlement and other charges, and the amendments to Administrative Resolution 2012-13 regarding collection of assessments.

6.4 Consideration of Approving Lake of the Woods Woodworkers Club’s Friends of Lake of the Woods Project Application. (D-22-29) Motion by Rappoport, passed unanimously, that the Board approve the Lake of the Woods Woodworkers Club’s Friends of Lake of the Woods Project Application. (Note: The Board asked to have a final cost estimate for improvements before LOWA signs an agreement with the woodworkers for use of the 9.9 building and site.)

7. NEW BUSINESS 7.1 Consideration of Introduction of a Resolution to Impose a 12-month Moratorium on the Registration of New Wake Boats at Lake of the Woods.

(D-22-30) Secretary Rappoport explained the reasons for proposing a moratorium on registration of any new wake boats on the lake. The Board agreed by consensus to put consideration of a proposed Resolution on their April 2, 2022 agenda.

8. Director Comments Director Rappoport reported that the Lions Club will hold their Annual World Relief Yard Sale on March 12. All proceeds will be donated to Ukraine relief this year.

The Board of Directors is seeking member comment regarding proposed amendments Regulation IV.F, Individual Behavior, Regarding Smoking.

What is the effect? The amendment also identifies the Clubhouse Deck and Woods Center Patio as non smoking areas. It also enables the General Manager to designate certain community-wide events primarily intended for children such as the Front Entrance Pond Fishing Tournament and Halloween Treats on the Point as non smoking events. The new tobacco smoking prohibitions at beaches will affect: • • • • • • • • •

What is proposed? Amending LOWA Regulation IV.F Individual Behavior, regarding smoking Why? To enact additional tobacco smoking restrictions for LOWA beaches, LOWA restaurant outdoor areas, and community-wide children’s events.

Who proposed it? The proposed amendment is a result of a discussion at the Board Retreat in September 2021. The amendment incorporates changes made by the Rules Committee and LOWA Attorney.

LOWA Management conducted a survey seeking member input regarding additional regulations / restrictions regarding tobacco products and electronic smoking devices for other outdoor common areas, amenities and events.

The survey launched August 20, 2021, and closed September 2, 2021, we received 437 responses.

Lake Currents March 25, 2022

Due to the rising costs of fuel, food, and commodities, LOWA has opted to convert Hollyfield Park and the Campgrounds into a Community Farm. Food produced by the farm will be used to support the restaurant operations at Fareways and the Clubhouse.

Each area will accommodate a different farm animal or crop. Some of the areas will be converted into community gardens and will offer farming opportunities for members.

Members who choose not to participate in the community garden may still purchase locally grown produce and meat from the farm stand which will be hosted at the Hollyfield Pavilion.

“Farm-to-Table initiatives enhance the lives of LOWA members, making sure they have fresh & locally grown food for their tables,” said the VA Farm Burro representative Lirpa Sloof, “Projects like these bring communities together.”

A small snack bar will be constructed at Hollyfield Park, the snack bar will be called the Cattle Low Café. The Café will be situated near the petting zoo portion of the farm. Members will be able to enjoy locally made ice cream, artisanal sandwiches, and fresh fruit, all while watching their children play and frolic with goats, lambs, and chickens.

V. USE OF PROPERTY--INDIVIDUALLY OWNED AND LOWA OWNED PROPERTY B. RECREATIONAL VEHICLES AND TRAILERS OF ANY KIND 1. No recreational vehicle configured for living accommodations (motorized or other) shall be parked, placed or stored on any LOW residential lot. Individual variances may be granted by the ECC. Limited temporary parking may be permitted at the discretion of the ECC, for the purpose of loading or unloading and seasonal cleaning and maintenance: duration usually not to exceed four (4) days. (3/16/2016) 2. Under no circumstances shall any recreational vehicle (motorized or other) be used as living accommodations while parked, placed or stored on any residential lot, or any other area in LOW other than the Campgrounds. (3/16/2016) 3. Other vehicles including but not limited to boats, other watercraft, trailers of any kind or nature whether recreational or nonrecreational, including but not limited to, boat trailers, work trailers, construction trailers and all other trailers (open or closed) may be parked, placed or stored on residential lots in locations where the vehicle or trailer is reasonably inconspicuous, primarily from the roads and secondarily from the lakes and golf course. A vehicle or trailer may be considered as reasonably inconspicuous through use of covers (See Regulation V.K.), privacy landscaping, or screening (e.g., lattice-work, etc.). Vehicles or trailers should be close to and at the side or rear of the owner’s residence. In the event that the design of the residence and/or lot precludes placing the vehicle or trailer at the side or rear of the owner’s residence, the vehicle or trailer may be parked in close proximity to the front of the residence.

Vehicles and trailers may also be parked in garages; or in suitable carports that have been approved by the ECC. Wherever these criteria cannot be met, such vehicles or trailers may NOT be placed on residential lots. Owners must use reasonable and considerate judgment in this respect. (3/9/2022) 4. Deleted in its entirety April 2, 2014.

C. TRUCKS, COMMERCIAL VEHICLES, FARM AND LANDSCAPE EQUIPMENT, AND VEHICLES THAT DISPLAY AN ADVERTISEMENT (3/9/2022) 1. For purposes of this Regulation, a “truck” is any vehicle used for transporting materials, moving products, or otherwise used for business/ commercial purposes or is *titled/licensed or tagged as a truck. (*Reference: Restrictive Covenants Section 8.A(o)) (8/4/2018) 2.

The vehicles and equipment listed below shall not be parked on any LOW residential lot overnight (defined solely for this rule as 7 p.m. to 7 a.m.) or longer except during and in connection with approved construction projects or emergencies on that lot: (3/9/2022) a. Any truck at or more than a one-ton classification except a truck with a pickup style body. (8/4/2018) b. Any truck with a flat bed, or dump body. (8/4/2018) c. Any van with a higher than standard top or with a wider than a cab body except a Sprinter or similar van used for residential purposes.

Any truck with a utility body or vehicles with ladders or commercial equipment visible from or on the exterior of the vehicle except those housed in an ECC approved garage or sufficiently screened from view from the street, lake and golf course. Those vehicles are complying if screened using ECC approved covers, decorative sections of lattice, and/or privacy landscaping. Blank magnetic signs may also be used to cover commercial markings while parked on any LOW residential lot to meet compliance requirements. (3/9/2022) e. Farm-license vehicles, farm and landscape equipment, which may not be kept on any lot overnight or longer except during and in connection with approved construction projects on that lot. For any vehicle parked, placed or stored on a residential lot that displays an advertisement (writing and/or graphics), such a display on a vehicle constitutes a “sign” according to Restrictive Covenants 8.A (g) and is prohibited unless the vehicle on which the sign is displayed is garaged, or screened or covered as described in Regulation C.2.d., so that the sign is not visible from or on the exterior of the vehicle.

Individual variances may be granted by the ECC taking into account the provisions of Section 9 of the Restrictive Covenants. (3/9/2022) 3. No vehicle may be parked on a LOW residential lot at any time in such a way to constitute an advertisement. (4/2014) 4. Lawn and garden tractors of less than a 20 horsepower motor may be stored on lots provided they are stored under an ECC-approved cover or stored in an ECC approved garage or shed when not in use. Vehicles and equipment that are not compliant with this Regulation kept on a lot during and in connection with construction on the lot shall be removed not later than four days after completion of construction.

Lake Connector Canal

Looking for a Few Good Members

by Tom Sheridan, Chairman, Nominating Committee You have already made a significant personal investment in Lake of the Woods by making your home here. If you have a desire to contribute to the future of our community life, why don’t you give serious consideration to running for election to our Board of Directors? Serving on our Board of Directors will not only give you a voice in preserving and improving the value of our properties, but to enhance the quality of life for all of us in this community. Board membership in a community as diverse and large as ours is both challenging and rewarding.

There is no limit on the number of candidates who may run for the Board.

This year, there will be three Director vacancies, so we are looking for at least four candidates. Directors serve a term of three years. Generally, there are two Board meetings a month, on the first Saturday and third Wednesday, and each Director also serves as Board liaison to specific LOWA Committees.

You will find the application form for Board candidacy on the LOWA.org website and the Member Service’s document rack located in the Holcomb Building lower level. Applications must be returned to the General Manager’s office: Attention Chair, Nominating Committee, no later than Monday, May 2, by 4 PM.

Lake of the Woods is pleased to announce the installation of the LOW Canal. For many years, members have asked for a quick and easy way to get from one lake to the other by water. After decades of research and a thorough evaluation of our funding, we are thrilled to be able to offer this new waterway for members.

The Canal will connect the Main Lake from near the 100 Block of Birchside Circle to Keaton’s Lake (the small lake) near the 14th hole of the golf course. The Canal will add new and exciting water hazards to the golf course, increasing the challenge and excitement for players.

Due to the directional flow of the water in our region, the Canal will also feature several locks to ensure smooth travel for boaters. LOWA has also partnered with a local marina who will provide gondola rides during the summer season. The gondolas will be equipped with screens to protect riders from golf balls.

The capital project plan will be available for members to view beginning April 1, at www.LOWA.org/Canal.

Do you know where to easily find last year’s budget information? Do you know who manages the health of our lakes? The Lake of the Woods Communications Committee wants to help you find the information you need, easily and effortlessly. Many of us don’t realize that the Lake of the Woods website, www.LOWA.org , is full of information that you might need; we may not even be aware of its availability. Of course, you can always call the Holcomb Building for information, but the website is a quick and straightforward way to get exactly the information you need. Thanks to the diligence and demanding work of the LOWA Communications Department, information on the website is very user-friendly and the “How do I” feature makes it easy to find what you are looking for. It’s as simple as typing in a key word and you will find links to some of our most frequently requested forms, pages, and answers to questions. Once you click on the link, you will find what you are looking for.

For example, you can see previous years’ budgets, a list of all LOWA employees, including their job descriptions and contact information (even a current photograph). There is a link to all our amenities, TEKControl (to register guests and vendors), past and current issues of Lake Currents, a calendar with all upcoming events, a list of all 21 of the LOWA committees, what they do, their meeting schedule, and who to contact for each committee. You can see your loyalty balance and even see your HOA invoices and pay them online!

In future Lake Currents, we hope to feature a couple of areas that can provide you with information that you need at a moment’s notice. This week, we want to highlight the procedures to obtain a barcode for a member/resident vehicle. This procedure can be found under Security on the LOWA web page (LOWA.org). President Biden in his State of the Union Address stated that veterans care will be provided to those suffering from breathing and other issues associated with their exposure to harmful substances, toxins, and other environmental hazards from burn pits in Iraq and Afghanistan.

LOW area veterans can receive more information from the Virginia Veteran and Family Support at its Central Regional offices in Orange County at 804-690-3217. The VVFS is operated by the Virginia Department of Veterans Services and provides outreach, connection, and support to veterans and their families. The VVFS serves veterans of any branch of military service who are state of Virginia residents.

Physical and mental injuries are coordinated with community service boards, brain injury service providers, VA medical facilities, and other public and private agencies. Additionally, VVFS provides direct confidential support via personalized care coordination, peer to peer mentoring, caregiver skill building, and other support groups including suicide prevention.

The next scheduled meeting of the Veterans Club is Thursday, April 28, in the lower level of the Clubhouse at 7 PM. The featured speaker is Major General John M. Epperly, currently assigned as Deputy Commanding General at Army National Guard, U.S. Army Futures Command.

Scientifically, opossums and possums are different species— Virginia opossums live in the Americas and possums live in Oceania. This article will discuss the “opossum” which is pronounced either “possum” or “o-possum”.

The only marsupial in North America, opossums can have one to three litters per year—usually in February through June. Females have two uteruses, so a litter can comprise up to 20 young. After birth, it is survival of the fittest. The young are the size of a dime at birth. Only the strongest and fastest get to the 13 teats inside the pouch (or marsupium). They stay in the pouch for 2 1/2 months, then move to the mother’s back, and are carried while she searches for food; the young are weaned at three months.

Interestingly, opossums have an opposable thumb on their back feet and, contrary to popular belief, do not hang from branches by their tail. They use it to grasp/carry nesting materials and for balance.

Opossums are nocturnal. When threatened, they first puff up and bare their 50 sharp teeth, hiss/growl, act sick, or emit a horribly smelling green liquid to scare their predator. Most likely, though, they’ll “play possum” by falling over unconscious (this catatonic response happens automatically).

Their heart rate drops to 3 to 4 beats per minute. They will awaken from minutes to hours later.

Opossums usually stay only two to three days in one area. They prefer to be alone. If you encounter one, move on; it will do the same.

Opossums are smarter, cleaner, and more beneficial to humans than many other wildlife species. It is exceptionally rare for them to carry rabies, as their core body temperature is too low to support the virus. They are scavengers, will eat pretty much anything, and are beneficial as rodent and carrion eaters. Gardeners should welcome them, because they consume grubs and other harmful insects. They also eat snakes — including venomous ones — and specialize in destroying ticks. A peptide in their blood neutralizes the snake venom of several species. County Republicans Elect New Chairman

The Republican Committee of Orange County elected Ken Wyvill as its new chairman. Wyvill has been a lifelong conservative. He sold his business in Maryland, and retired to a farm in Orange County.

We all love the sparkle the Monarch brings to our gardens, so I am saddened to report that the avocado’s success as a cash crop for Mexican farmers is threatening them. The farmers are clearing land for more plants reducing the number of trees the Monarchs utilize for their winter retreat.

(New York Times among many googled). So our messages this month for garden club members and readers is “plant native plants” (Going Native the subject of our March meeting) and “give up Texas Toast,” more narrowly avoid avocados from Mexico. Look for Florida avocados or hunt for the country of origin for guacamole, my label shows: distributed by Megamex Foods, LLC in California, which I infer is from Mexico.

The LOW Garden Club meets in the Great Hall of the Clubhouse at 1 PM, on the second Monday of the month. Visitors are welcome and should tell Security they are here for the meeting.

The LOW Garden Club anticipates its first flower show (post pandemic) on Saturday, April 30. What better way to celebrate the arrival of spring and the departure (we hope) of the pandemic? This is a perfect time for members to display their artistry in flowers, and for us all to admire and perhaps even learn ...don’t we all start as buds?

We know it doesn’t seem like spring is just around the corner, snow is falling as this is drafted, but it is time to start thinking about what you can have ready for the Spring Plant Sale on Saturday, May 14.

Foxfire’s opening performance is next Friday, April 1. As I write this article, two weeks before publication, there are tickets available for all performances.

While Foxfire is a play, there are musical numbers sung by Dillard, Annie Nation’s country singer son who has returned home. Not only does Jeff Kyer (Joseph in Joseph, Gomez in Addams Family) do the singing, he has live backup by The Stoney Lonesome Boys’ Band. The most notable song he sings is likely My Feet Took T’ Walking at the end to Act 1. Annie Nation’s battle to decide her future takes her through some funny, touching, and magical flashbacks from her life with her dead husband, whose presence is really in her mind. (OK, the audience can see him too.) Part of Annie’s problems stem from the brash developer who has tried to get Annie to sell the property that has long been in the family. He hopes to turn the land into a fancy resort.

Performances will be on April 1, 2, 8, and 9 at 7:30 PM; and matinees on April 3 and 10 at 2 PM. Tickets are $22 for adults and $18 for students.

Lioness Mardi Gras Fundraiser Over the Top!

Welcome to Spring - I hope. Seems like the six more weeks of winter predicted by the groundhog was just about accurate!

MGA Day starts March 30; Alan Lofdahl has sent out a sign-up for the first two weeks of the season. If you haven’t been playing this winter, you might want to get a couple of rounds under your belt before opening day. Please remember that a USGA Handicap is required for MGA Day play. If you are an annual golf member, a handicap is included; if you are not, contact the pro shop to set one up. Speaking of annual golf membership - there was a recent email about what’s included with annual membership. If you play around 50 times a year, it is probably the way to go. More information can be obtained at the Pro Shop.

A Rules of Golf/Handicapping seminar is currently scheduled for Tuesday, April 19, at 2:30 PM. Last I heard, it will be at the Clubhouse, there will be refreshments, and the cost will be about $8. There are about 30 LGA members going, and I got 16 responses from MGA members. If you are interested, please let me know. More information will be available prior to the 19th.

The Winter League season is over for LOW. We were defeated in the March 10 semi-final by three points by Fauquier Springs at their course.

Despite the weather, we had a pretty good run. We’re going to want some home matches early next year!

LOW will have two teams playing in the Senior League this summer; the season starts May 5. May 26 will be a big day as LOW Lakes plays LOW Woods, at LOW, of course. If interested in playing in the Senior League, let me know.

Hopefully, I’ll see everyone on March 30!

by Sheran Marks, Communications, LGA LGA Season is coming up soon! Opening Day is Tuesday, April 5. We will begin with an 18-Hole Fun Scramble with 9- and 18-hole ladies. The sign-up sheet is in the Ladies Lounge. The deadline for signing up is noon, April 3.

This is a great way to start off our season. Sweeps will not be collected for this game. Save your 3 one dollar bills for the following weeks.

There will be a USGA Rules Class conducted by a VSGA instructor on Tuesday, April 19. Class will start at 2:30 PM in the Main Dining Room at the Clubhouse. There will be light refreshments, and the cost is $8. Make your check payable to the LOW LGA with Rules Class on the memo line. You can pay with cash, but please put your payment in an envelope with a note stating your name and Rules Class. Please place payments in the LGA Lock Box in the Woods Center, or you can pay at the Spring Luncheon, Friday, April 1. Deadline to sign up is April 12.

Impaired Vision Support Group Presentation

by Gail Sauro, Impaired Vision Support Group The Impaired Vision Support Group of the Lions Club invites you to a presentation on Your Life, Your Way. Our speaker is Sandy Halverson, coordinator of Silver Bells for Seniors. She represents the Northern Virginia Federation of the Blind Blind all her life, Sandy has an impressive bio. She was the first totally blind court reporter in the country, using the traditional stenograph machine.

Sandy worked for many years transcribing medical records for Veterans Administration facilities. She also worked as a rehabilitation teacher with a high caseload of seniors, so this program is a real interest to her.

The presentation will be held on Tuesday, April 5, at 10 AM, in the Community Center.

A Stunning Event - the Lioness Club Mardi Gras Dinner Dance Event on Saturday, March 5, was a complete sell-out. Mardi Gras Chairperson Lynne Travis and the Mardi Gras Committee along with the Lioness Membership hosted an awesome Mardi Gras Party. Highlights included the festive decorations, centerpieces, beads (lots of beads), music by the Reunion Band, the extraordinary Gift Baskets by Darcy Jennings and her team, auction items from art work to gift certificates, and more. We appreciated the guidance and assistance by our Clubhouse Manager Ryan Richardson for a fabulous dinner menu and the professional and top-notch Clubhouse Staff.

We want to thank all of the attendees from Lake of the Woods and nearby friends, the support of the personal sponsors and local businesses in Locust Grove, Culpeper, Orange and Fredericksburg communities, the silent auction contributions all of which made the Mardi Gras Event a fun and successful fundraiser with all proceeds to be used for charity and the needs in our community. It was a fun-filled day of meeting the artists, great conversations, music, and fantastic art created by your neighbors of the Lake. We could not have done this without your attendance and support.

While having lunch there, stroll past the walls to appreciate the work of 17 talented artists displaying over 50 pieces of artwork. Don’t forget, there is additional artwork in the adjacent meeting room.

Orange County has five volunteer fire companies that provide fire protection to county citizens and businesses.

For many years, these fire companies did their own fundraising to procure operating supplies and fire trucks. The county has historically provided a donation to the Volunteer Fire Chiefs Association which represents the five volunteer fire companies and a separate donation to the Lake of the Woods Rescue Squad. However, due to the increasing cost of fire trucks, other equipment, personal protective gear, and other expenses associated with operating a fire station, Orange County is entering into an agreement to provide increased levels of financial support to the fire companies. Given that citizens’ taxes fund these efforts, it is appropriate to document the specific purposes for the funds, as well as any limitations placed on their use.

In this agreement, Orange County agrees to provide operating funds that help support a number of specific expenses. These include fuel, insurance, station utilities, equipment maintenance, personal protective equipment, annual financial audits, and several other routine expenses associated with operating the fire companies. Major capital expenses to be supported include fire trucks, communications equipment, and major renovations of the fire stations. The communications equipment support is part of the $15 million upgrade to county emergency communications supporting the sheriff and school system as well as fire & rescue. It is understood that the agreement will not necessarily cover everything that the fire companies request, but will be subject to the annual county appropriations process and any other applicable financing arrangements.

This agreement requires the volunteer fire companies to provide annual operating and capital budget submissions in sufficient detail to understand their requests. Other financial provisions include adopting company policies regarding conflicts of interest and records retention, limitations on borrowing, and appropriate tax filings. In addition to the specific financial provisions of this agreement, there are many other provisions. These include providing fire and EMS services in accordance with national and state standards, establishing standard operating guidelines, providing services to other counties in accordance with county mutual aid agreements, and maintaining non-profit status including articles of incorporation and bylaws.

This agreement should assist our fire and rescue volunteers in continuing to provide the citizens with the service they expect. It also provides stronger accounting of county government expenditures.

In my Jan. 28 article, I explained revisions to the Orange County Zoning Ordinance to address required floodplain issues to ensure that the county remains eligible for the National Flood Insurance Program. The draft ordinance was submitted to the Virginia Department of Conservation and Recreation for their review and approval. There were no significant issues from their review. The ordinance change was then set for a public hearing on March 8. There being no input from the public, the Supervisors approved the revised ordinance. It will now be submitted to the Federal Emergency Management Agency for their approval. More details of what the revised ordinance requires can be seen in my Jan. 28 article, or you can go to the county website and look at the ordinance directly.

EQUESTRIAN CENTER – Part-Time Stable Worker/Instructor to assist with barn chores, cleaning stalls and paddocks, cleaning and filling water tubs, feeding the horses, and blanketing when weather requires.

Must be able to reach, bend, stoop and lift up to 50 pounds.

Must work a minimum of three days/weekly including weekends.

FITNESS CENTER – Part-Time Attendant. Ensure members workout in a safe and welcoming environment. Duties include opening/closing daily, greet and check in guests, answer inquiries, assist in keeping equipment and facility clean and well maintained, demonstrate commitment to fitness and personal wellness.
