LOW Lions Golf Tournament to Benefit Food Pantry and Student Scholarships

by Dick Gullickson, Member, LOW Lions Club This year’s LOW Lions/Lionesses Selven Powell Memorial Golf Tournament will be conducted at the Golf Course starting at 1 PM on Friday, May 17. This year we will dedicate the proceeds to helping our neighbors through the Wilderness Food Pantry Lois and Selven Powell and their grandchildren in 2016. and to providing scholarships to Orange County students to honor educator and past Lions president Selven Powell.

The Lions and Lioness Clubs jointly maintain and operate the Wilderness Food Pantry to provide necessities for low income residents. Through both food and monetary donations from local grocery stores, business and individuals, food donated and purchased from the Fredericksburg Food Bank is distributed to Orange County residents. In 2018, the Wilderness Food Pantry served approximately 150 households (about 400 individuals) each month. More than 50 community volunteers distributed 76,000 pounds of free food to qualified persons in need. The Wilderness Food Pantry operates entirely on food donations and financial support provided by generous businesses and individuals in the community. It costs about $3,000 a month to provide food on this scale to the neediest in our community.

Both the Lions and Lioness Clubs provide annual scholarship grants to Orange County High School and Germanna Community College students. These scholarship programs award over $10,000 annually and provide opportunities for our next generation of leaders to fulfill their academic and career training goals.

Glad You Asked – What’s Going on With This Ad Hoc Audit Committee?

First, a quick update on the quarterly financials. Although the third quarter of the Association’s fiscal year ended in January and the initial results were available in February, we have held off publishing the information to accommodate listing the newly-approved budget and related documents in the last Lake Currents. Trying to digest too many pages of financial tables and data at once can make your head hurt! Additionally, we are still cleaning up some previous inconsistent entries related to our former Director of Finance, apparently unrelated to his embezzlement. These do not affect the loss amount.

The initial January budget results show some positive trends, but not in all areas – Mother Nature has not been kind to the golf course and other amenities. One of the bright spots is that our maintenance crews have performed admirably during storms while remaining within budget. For now, it looks like we will finish the year in good shape.

Let’s move to the Ad Hoc Audit Committee. Many members have asked questions about this newly chartered Committee. First, I’d like to say I am honored to be part of such a talented and experienced team. The Board’s goal was to obtain a broad spectrum of expertise in the accounting, financial, auditing, business, information technology and homeowner association disciplines. Our member volunteers have stepped up to the plate and exceeded our expectations.

As some of you know, the first tasks of the committee are to assess the internal financial controls of the Association and make recommendations to the Board of Directors in any areas the committee believes need to be updated.

The process we are using is to match our current staff organizational chart with position descriptions and documented processes or checklists in each functional area. With these as the starting point, we will work with each staff member with financial-related responsibilities for the association to see how closely the documentation and functions align. We have formed small interview teams who have started meeting with the Finance Department staff. Once this first series of interviews is complete, we will refine our interview questions and procedures then expand to additional LOWA functional areas. We believe the end result of the committee’s efforts will be a stronger, more efficient and more effective LOWA financial management process. C’mon Spring! I love to drive with my windows down in these 60 degree days. Ever notice those cameras mounted on posts at the Main Gate and Back Gate? Security is using our gate surveillance cameras to spot stop sign violations as vehicles enter the community. A security officer in the guardhouse observes the violation on the monitor in real time, and radios a road patrol officer to stop the driver and issue a summons. We ask that all drivers obey stop signs and follow the LOWA Regulations contained in Section VI., Use of LOWA Roads and Parking Lots.

“Be on the lookout!” as law enforcement officers say. LOWA Security will be deploying a new Ford Fusion sedan in the coming days. The new sedan is being outfitted with a light bar and patrol markings. It will replace of one of the two Ford Explorers used for road patrol. Why a smaller vehicle? The new sedan will help LOWA control costs for vehicle wear and tear and gas consumption compared to the larger Explorer. The LOWA Board recently extended the Allied Universal Security Services contract for one additional year until April 30, 2020. LOWA will be re-competing the security contract this fall as a way of making sure we get good prices and services.

Trespassing is a concern of members living along the perimeter of LOWA. Members may be interested to know the LOWA Board of Directors is reviewing a new regulation to require all persons, including members, to enter the community through the Main Gate or other designated entrances (like the Back Gate with a barcode.). From time to time, members, tenants, guests -- and trespassers -- enter LOWA through informal entry points such as the Golf Course 16th Fairway from Route 3. Preventing entry from informal entry points can reduce accidents and common area wear and tear. For example, someone crossing the golf course might break a post on the fence, wear a trail, or get struck by a golf ball. The Board invites your comments on this pending amendment to Regulation II, Admittance to LOWA. See Page 5 of this edition.

The Safety & Security Committee is concerned with perimeter trespassing, and initiated the discussion of the regulation change. In the meantime, I encourage you to make a timely call to Security if you see someone walking into the community though an informal entry point. It may be a trespasser. Chief Scott Walker will have one of his officers make a citizen contact.

Thoughts from the Pro

The Board of Directors proposes to amend the LOWA Regulations, Section II.A.2, regarding access to Lake of the Woods. Members are asked to review the proposed change and are welcome to forward written comments to the Board by April 5. Comments may be emailed to: board@LOWA.org.

What is Proposed? The regulation change would specify that all members, tenants, and guests are required to enter Lake of the Woods via authorized gates, and are not to use informal entry points to the community.

Why? Members and tenants sometimes access their homes through informal entry points. From time to time, individuals, including unaccompanied guests, walk into the community across common areas and private properties. For example, individuals walk in through the 16th Fairway and through the front gate entrance pond area. Members living along the Route 3 corridor have expressed concern with walk-in trespassing. Eliminating informal entry points can help reduce common area wear and tear maintenance as well as liability from injury.

Who Proposed It? The Safety and Security Committee initially proposed a regulation requiring unaccompanied guests to come in through the Main Gate.

After receiving advice from the LOWA attorney, the Board decided to advertise a regulation amendment stating that all persons must use the Main Gate or other designated access points. The Rules Committee and the LOWA General Counsel have reviewed it, and the General Manager recommends its approval.

The proposed amendment consists of adding the following paragraph e. to LOWA Reg. II. A.2:

Seniors, refresh your driving skills in the Classroom 1 in Sweetbriar Community Center on Tuesday, April 16, from 9 AM to 5 PM. You will learn:    

Defensive driving strategies New traffic laws and rules of the road Ways to handle highway traffic, right-of-ways, and blind spots on today’s roads.

How to reduce your chances of having a crash or committing a traffic violation

The one-day course includes a working lunch. Please bring a brown bag lunch and snacks since there will be no time to go out to lunch. There will be coffee in the morning. You must be present the entire class time to receive credit for the course. The cost is $15 for national AARP members and $20 for non-members. Checks should be made payable to AARP. Have you lost sleep over your lack of knowledge, because it is not always easy to find information that is not a one-size-fits-all solution? Some folks we have spoken with fear they are experiencing more forgetfulness and no matter what age they are, it compounds into worry if they are suffering from symptoms of Dementia or Alzheimer’s. In our speaker circle, we have encountered several organizations offering similar services, but each has their own unique model ranging from in-home care to living on site. When you are seeking memory care for a family member who wants to remain home, here are some great questions to ask.

• Are your employees Certified Nursing Assistants, with Alzheimer and Dementia Care training?

• If my family member is remaining at home, how will your team help them to maintain their safety and independence while staying in their familiar surroundings?

• What types of services will your homecare aide help with, and will they include all activities of daily living?

• Do you offer respite care from one day up to long term, and where will the care be provided?

• How often does your management team connect with the client family?

On April 11, our guest speakers will describe their offerings for in-home and assisted care facilities in the area.

You are encouraged to consider extending your involvement by becoming a candidate for the LOWA Board of Directors. You will enjoy the satisfaction of addressing and solving the issues and challenges that exist in a community as large and diverse as Lake of the Woods.

We have three vacancies with 3-year terms to fill this year, so we are seeking a minimum of five candidates to run for the three vacancies. To be qualified, candidates must meet the requirements of LOWA bylaws; article V.1., which states “shall be a member in good standing, elected by the Members in good standing. A Director shall not have a conflict of interest as defined by the Virginia Nonstock Corporation Act, and, before election, shall sign a statement attesting that he/she has not been convicted of a felony.”

A member in good standing is evidenced by having a name on the deed, deed of gift, or other qualified conveyance or distribution as recorded in the Orange County Courthouse; and by being current in all LOWA finances.

The deadline for submitting applications is 4 PM on April 30. The official application can be downloaded from our website, LOWA.org, or obtained as a hard copy at the Members Services area in the lower level of the Holcomb Building. Completed applications should be submitted in hard copy to the General Manager’s office.

Those interested in seeking a seat on the Board by petition will need to use the standard LOWA petition which is available on the LOWA website or in hard copy from the Members Services area in the lower level of the Holcomb Building. This petition, signed by at least 250 voting members who are eligible to vote in the election (one signature per lot), must be submitted to the General Manager’s office together with the application by 4 PM on May 15.

The nominating committee is available to answer questions from applicants.

Candidates will be interviewed by the Nominating Committee during May and the committee will give a list of the candidates to the board no later than May 31. The board will announce the names of the nominees at the June 5 board meeting.

Learn About Medieval Bestiary and the Book of Kells

Stage Alive! Welcomes Saxsational

On Saturday, April 6 at 7:30 PM, Stage Alive welcomes Rob Verdi for his third Saxsational concert with us. If you were fortunate enough to see him before you know what a great evening’s entertainment you have in store. Rob’s skill, knowledge and repertoire with the saxophone is remarkable. The first half of the evening will feature his performance with different saxophones, while the second will welcome members of the high school’s band or jazz ensemble for a rousing conclusion.

This concert is the bonus concert for new subscribers. Brochures for our 50th anniversary season will be mailed in March, and will be available at the Holcomb Building and Wilderness Branch Library. You may sample the music at www.stagealive.org, and subscribe online using a credit card if you prefer.

Our 50th anniversary cast of performers includes three returning artists, and three new to Stage Alive. We will open in September with Shades of Bublé, a tribute concert of the music of Michael Bublé. In October we welcome back talented pianist Alina Kiryayeva. November will be a treat for Country -Western fans with the Dan Miller Trio and their Cowboy Music Review. The spring season opens in February with a return of Virginia’s own Brass 5 with their swing era classics. March features Scottish string musicians The Maxwell Quartet. We conclude in April with a return of the Redneck Tenors, with a rousing concert of music from the Great White Way. The venue for the Rob Verdi concert is Eastern View High School, which has ample free parking and is handicapped accessible. Tickets for this concert will be sold at the door by cash or check at $25 adult/$5 student, but a season subscription for our 50th anniversary banner year is a much better bargain at $55 adult/$10 student for seven concerts. There once was a time when people really believed that unicorns existed and that dragons lurked in dark places. During the Middle Ages, people relied on bestiaries to explain the world of nature. A medieval bestiary was an exquisitely illustrated encyclopedia of information about the animals of the world, both real and fantastic. And because Christian faith permeated every area of medieval life, many of the bestiary creatures had moral lessons to teach.

On Thursday, April 4, at 10 AM the Women’s Guild of Lake of the Woods Church will feature an illustrated presentation on the Medieval Bestiary and the Book of Kells, Ireland’s most treasured relic, presented by Rev. Karen Howe. Please join us for this interesting presentation, special music presented by singer and guitarist, Chris Forzano, and a delicious lunch.

The Women’s Guild meets the first and third Thursday of every month from 10 AM to noon in Friendship Hall of LOW Church. Each meeting consists of a short devotion, prayer, and a featured speaker, followed by a simple meal and time for fellowship. The meetings are always interesting, fun, and spiritually rewarding. In addition, the group participates in a service project each month to benefit the wider community.

All women are welcome, regardless of church affiliation. Registration is not necessary, and there is no cost to attend. However, if you need childcare, please contact the church at 540-972-9060 by the Monday preceding the Guild meeting.

LOW Book Club

Nolan, Member, LOW Book Club The tumultuous partnership and marriage of Robert Louis Stevenson and Fanny Osbourne is the subject of Under the Wide and Starry Sky by Nancy Horan (author of Loving Frank), the LOW Book Club’s selection for its April 10 meeting. The always-sickly Scottish author and the tempestuous American divorcee traveled the world for decades, experiencing events and adventures that seem to rival Stevenson’s fictional creations. Under Osbourne’s prodding influence, Stevenson wrote Treasure Island and other timeless and unforgettable tales. Horan drew from letters, journals, photos and biographies to craft this riveting account of her subjects’ eventful lives.

The book is available is all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional).

The LOW Book Club meets a 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome and no prior notification or attendance commitment is necessary.

Be sure to sign up for the Spring Luncheon on Friday, March 29, and the Opening Day Scramble on Tuesday, April 2. Sign-up sheets for both are posted in the ladiesâ&#x20AC;&#x2122; lounge at the Woods Center. Teams for the scramble will be made up of 9 and 18 holers. This is one of the few events where the groups are combined. The scramble will be followed by lunch at Fareways.

Our golf pro, Rea Hargraves, will hold a rules clinic on Friday, April 5 in the Trophy Room of the Woods Center. The cost is $6, and each participant will receive a rulebook. Look for the sign-up sheet in the ladiesâ&#x20AC;&#x2122; lounge. Plan on spending an hour to an hour and a half at the clinic. This session should be very helpful to all golfers, both experienced and beginner.

If you are playing in the Scramble on April 2, please bring a nonperishable food donation. Dottie Lohr will take the donations to the food bank. The first Tuesday of each month during LGA season is our Food Bank day. If you want to drop off donations at other times, leave them in the LGA closet in the Woods Center, and Dottie will pick them up and deliver them.

Please join the Lake Youth Foundation on Saturday, April 20, for our annual Easter Egg hunt at Sweetbriar Park.

The egg hunts will be divided into age groups and will start at the following times: ď&#x201A;ˇď&#x20AC; 2 and under: 11:30 AM ď&#x201A;ˇď&#x20AC; 3-5 years: 11:40 AM ď&#x201A;ˇď&#x20AC; 6-8 years: 11:50 AM ď&#x201A;ˇď&#x20AC; 9-12 years: noon Check-in the day of the event will begin at 11 AM; please do not arrive prior to this time.

The Easter Bunny will arrive at 11 AM and will be available for pictures before and after the hunt. Donâ&#x20AC;&#x2122;t forget to bring your camera and a Basket for each child.

Veterans Club Welcomes Museum Docent Speaker

In case of bad weather, the egg hunt will be cancelled. The Easter Bunny will still be available for pictures and each child will receive a treat. There is no cost for this event, but donations are accepted to help fund our events as well as our scholarship program. Happy Hunting!

The LOW Veterans Club will conduct its monthly meeting Thursday, March 28, at the LOW Community Center starting at 7 PM. The scheduled guest speaker is Dennis Springer, who will provide pertinent information about the Marine Corps Museum at Quantico. As a current docent at that museum, he will discuss past, present, and future items of interest.

The National Museum of the Marine Corps is a public-private venture that opened in 2006. It is considered one of the top tourist attractions in Virginia, drawing over 500,000 visitors a year. The museum is open to the public with free admission.

The museum features exhibits including the Leatherneck Gallery, Legacy Walk, Making Marines, World War II, Korean War, and Vietnam War. Since the original opening, three exhibits have been added: Defending a New Nation (1775-1865), Age of Expansion (1866-1916), and World War I (1917-1918).

The museum includes classrooms, a theater, gift shop, restaurant, bar, and a rifle range laser simulator. Other hands-on, inter-active features include a Korean War section simulating the cold temperature and sounds of the Battle of Chosin Reservoir of 1951.

Springer, a Marine Corps veteran, will describe in greater detail the features and future plans for the museum, located near the Quantico Marine Corps Base.

Garden Club Celebrates Arbor Day The LOW Garden Club will be celebrating Arbor Day on Monday, April 8, at noon at the white bench area in front of the Main Dam. All are welcome to attend the ceremony and also, if they would like, to join us at the Clubhouse for our regular monthly meeting.

This year’s tree is a blue spruce planted in memory of our late president, Carolyn Graham. She was a president of vision, kindness and determination; she counseled at the Lake of the Woods Church and was a founding Board Member of LOWLINC, responsible for setting up the volunteers. She is missed.

Arbor Day began in April in the late 19th century. It is a reminder of how important trees are to our existence. Trees provide cleaner air, more oxygen, wildlife habitat, building supplies, erosion prevention and recreation, to name just a few of their benefits.

Some Arbor Day facts: • In 2004, the National Arbor Day Foundation held a vote for America’s favorite tree and with 101,000 votes, the mighty oak won. Today, oak is America’s national tree.

• In Hawaii, Arbor Day is celebrated on the first Friday in November, while in Alaska, third Monday in May and Canada, on the last Wednesday in September.

• Trees are the largest living organisms on Earth, with some coastal redwoods reaching over 360 feet tall, and giant sequoias that can weigh 4 million pounds.

• They are also some of the oldest organisms on Earth. Some bristlecone pines are thought to be over 5,000 years old.

• You may remember from science class that trees produce oxygen, but you may not realize just how much. According to the U.S. Department of Agriculture, a single acre of forest absorbs six tons of carbon dioxide and puts out four tons of oxygen, which could meet the annual needs of 18 people.

Down town, that is. Our singles group loves to go out to eat every Wednesday. Now that the days are longer, we’re spreading out to some places in Fredericksburg. If you’re single and interested in meeting other people in a comfortable atmosphere, why not join us? We’d like to meet you. Our group consists of retired people with varied backgrounds. Park Day Projects at Fredericksburg Area Battlefields

Vietnam Veterans Day Commemoration At Culpeper National Cemetery

At Civil War parks all across the country, Saturday, April 6, will be Park Day, when volunteers will participate in numerous service projects with national coordination done by the American Battlefield Trust. Local efforts focusing on the Wilderness Battlefield and the Chancellorsville Battlefield will be managed by the Friends of Wilderness Battlefield. Both battlefields are part of the Fredericksburg and Spotsylvania National Military Park.

Volunteers are asked to report to Ellwood Manor, 36380 Constitution Hwy (Route 20), Locust Grove, at 8:30 AM to participate in various projects ending no later than 1 PM. This year’s Park Day will include tasks such as rebuilding fences, painting bollards and signposts, mulching, and trash cleanup.

Several volunteers with pickup trucks are needed. Volunteers will receive a free commemorative T-shirt while supplies last, with priority going to preregistered volunteers. Pre-registration is not required but is encouraged.

Please bring work gloves and safety vests, if possible. Volunteers for this project are asked to register online at www.fowb.org.

The Mousetrap

by Sandie Frame, Member, LOW Players Four weeks until show time for The Mousetrap, Agatha Christie’s murder mystery that is still running in London. Act I begins with the murder of a woman that the audience hears but does not see. The real action takes place in Monkswell Manor, recently converted to a guest house. Giles and Mollie Ralston, the young couple who own the manor, are listening to a radio account of the murder while waiting for their first guests. Four expected guests arrive, as well as a fifth who claims his car was in an accident and that he needs somewhere to stay until he can get help for the car.

The next afternoon finds them snowed in. The Ralstons receive a call from the police saying a Sergeant Trotter will be arriving to talk to them about the Lyon murder. The sergeant arrives, asking how each in the manor could be related to the victim. One of the guests is found murdered. Sergeant

Trotter decides to hold a reenactment of the latest murder in hopes that the murderer will become evident when one alibi is proven to be wrong. To find out more, get your tickets and come to the show.

We are not your parents’ Toastmasters club! Toastmasters has changed, and helps people of all ages learn the art of public speaking. Motivational speaking is the most common type of speaking that a new speaker desires to learn. Becoming a motivational speaker is not hard, but learning the sequence of speaking can be where some motivational speakers cling to the Toastmasters’ model.

A motivational speaker can usually recognize cues from their audience to draw in their full attention, but keeping the audience engaged can be a challenge. The first paragraph may grab them, but can what follows keep them engaged? Body language can tell a motivational speaker whether their audience is captivated or bored, but knowing how to read an audience can be a challenge when you are on stage and cannot read faces, but only see body movements.

One essential of motivational speaking is the story. It needs to be credible, dynamic, funny, engaging, confident and, ideally, the truth. It should be experience driven, not a made-up story of how someone else was successful. It has to be your truth. Toastmasters offers a captive audience to help you become a better speaker. Although Orange County now has single stream recycling, we still have to be cautious about what gets thrown into the recycle bins. We can include new items such as non-corrugated cardboard, but items such as Styrofoam, and bubble wrap non-recycle plastic should be placed in the compactor. Some of the clear plastics used for packaging are not recyclable and you should check for the recycle triangle to be sure. If the recycle bins get too contaminated, the recycle contractor will reject them and the county will have to go the expense of dumping them in the landfill.

At a recent Supervisor meeting, we held a public hearing to readjust the boundary line between Orange and Greene Counties. When a series of 12 residential parcels on the Greene County side of State Route 670 were developed about 20 years ago, they were assumed to be located in that county. The county line actually bisects these properties. They have been taxed in Greene County and the children in those homes attended Greene County schools. The Virginia State Board of Elections recently determined that seven of these homes were located in Orange County, and the affected citizens were notified that they were to vote in Orange County, not Greene.

The Supervisors of both counties agreed that a boundary adjustment was needed, and Greene County hired a firm to conduct the required survey for the boundary adjustment. The new boundary will follow a road and a street so that there is a clear and visible division between counties. As we reexamine the straight line boundary that divides individual properties between Orange and Spotsylvania Counties, we will have to do something similar for that boundary line.

I have mentioned the new Public Safety Radio System that the county is implementing. This is a major and expensive upgrade needed to replace unsupported equipment and achieve more thorough and reliable communications with public safety units throughout the county. This radio system and the Public Safety Building being constructed near the airport is being funded by a $26 million bond issue. We issued a contract for the radio system design last June and the preliminary engineering phase has been completed. The system will consist of eight radio towers throughout the county. We have been able to locate the new towers without having to purchase new sites. We will be using two waste collection sites at the other end of the county, one tower at the Taylor Education Administration Complex in the Town of Orange, a tower at the new Public Safety Building, one on the RSA water tank near the Locust Grove Middle School and another at the RSA treatment plant. We will continue to use the existing tower at the current 911 center and the Clark Mountain commercial tower. The new shelters for these radio towers will be divided into two rooms so that the radio system and the broadband facilities will be separated. Tower construction will begin this summer and the new radio system is expected to be in service in late 2020, in the same time frame as the new Public Safety Building. Part of the major expense for the new radio system is handheld radios for all first responders and the installation of the radios in the many vehicles used by fire, rescue and sheriff.

Administration. Full-Time Salaried Position – Director of Finance.

The ideal candidate will be highly-motivated, energetic and professional and will assume a strategic role in the overall financial management of the Association. This position has primary day-to-day responsibility for planning, implementing, managing and controlling all financial-related Association activities including oversight of Accounting, Finance, Budgeting, Forecasting, Financial Reporting, Collections, Banking Relations, Reserve Funding and Strategic Planning. This position reports directly to the General Manager. The Director of Finance must provide staff leadership and ensure that effective internal controls are in place and compliant with GAAP, Federal, State and Local regulatory requirements. A bachelor’s degree in accounting or finance plus 5-7 years relevant experience required. A Master’s Degree in Accounting or Finance with a CPA is highly desirable.

Excellent communication and people skills are essential. Must demonstrate proficiency in member management software programs preferably Jonas.

Excellent IT skills including Microsoft Office, especially Excel required.

Supervisory experience a must. Attendance at Board of Directors meetings, Finance Committee and other relevant committee meetings and communitywide events will require some evenings and occasional weekends. Clubhouse. Full-Time Salaried Position - Assistant Clubhouse Manager.
