General Manager Proposed FY 2022-2023 Budget Presentation Via Zoom

On Tuesday, Jan. 18 at 7 PM, I will be holding the General Manager Proposed 2022-2023 Budget Presentation via Zoom. You can find the Zoom information at www.LOWA.org/Budgets or in the yellow box below. This presentation is open to all LOWA Members.

I will present the latest version of the Proposed Operating Budget, Contribution to Reserves, and Capital Budget for Fiscal Year 2022-2023, and Fee Schedule Changes which begin May 1, 2022 (the “Revised FY22 Budget”).

Based on my current assumptions, the Revised FY22 Budget reflects an annual assessment increase of $121 (7%), from $1,739 to $1,860. This increase is driven by many factors, including assumptions for rising inflation, mandatory minimum wage increases, and the addition of a stormwater management crew. In addition, the results from this year’s Reserve Study review and Condition Assessment required additional funds be set aside for future capital equipment repair and replacement. To help offset the increase to the overall Membership, we have incorporated numerous fee schedule changes for individual amenities and activities.

The goal of the Jan. 18 presentation is to discuss the increase in more detail, and to provide an opportunity for you, as Members, to better understand the various components of the budget. Members will have additional opportunities to provide input at the Feb. 5 and Feb. 16 Board meetings.

The Budget approval timeline is as follows: • Jan. 19: GM Presents the Proposed FY22-23 Budget to the Board of Directors • Jan. 21: Deadline for Board Members to submit their budget amendments to the General Manager.

• Jan. 28: The proposed budget is uploaded to LOWA.org and published in Lake Currents.

• Feb. 5: the Board of Directors will vote on the amendments • Feb. 16: Board votes to approve the final FY22-23 Budget and related Fee Schedules • March 15: The final approved budget is uploaded to the website and the Budget in Brief summary will be in Lake Currents.

President’s Letter New Year – New Resolutions

It is that time when we all plan how we will make the upcoming year better through our personal New Year’s resolutions.

More on this in a minute. If 2020 was a terrible year, 2021 was the year that really yanked our chains. Ups and downs, joys and disappointments followed each other at many turns. Overall, things were much better for our amenities. We had steady growth right up until the end. Covid raised its head and put the kibosh on New Year’s Eve at the Clubhouse. Our management made the right decision in canceling the event, having the safety of our members in mind. Our budget process continues with a cautious optimism for 2022.

Safety is always a priority in our community. Behind the scenes, planning goes on for events such as a potential emergency incident at either of our two dams. On Dec. 17, LOWA staged an unannounced mock on-site drill for our employees. Roads, buildings, and grounds crew were given the surprise alarm and staged heavy equipment, loads of rocks, materials, and personnel at the site at Veterans’ Dam, as would be needed in an actual event, within 23 minutes! Management evaluated the response and will implement additional procedures to improve the response time even more. In a real event, there is a well-planned phone chain involving multiple agencies, fire and rescue, and law enforcement and a notification process for persons in the flood inundation zone. We are grateful that our responsibilities are taken so seriously.

I hope your New Year’s resolutions are doable. My diet plans barely last until February. I have been inspired by the volunteer groups we have in LOWA. Their work to benefit others can be an inspiration for realistic resolutions for the rest of us. We can be more helpful to neighbors and friends. Something as simple as picking up tree branches or raking a neighbor’s ditch, picking up the newspaper for an elderly neighbor, or offering to run errands is something we can all do.

Anything you can do to help someone else is a lot easier than a diet!

EXECUTIVE SESSION Motion by Clawson, passed unanimously, to enter into Executive Session at 12:34 p.m. for the purpose of discussing matters involving violations of the Declaration and Regulations for which a member, his family members, tenants, guests or other invitees are responsible; and discussing and considering contracts. 4. PRESENTATIONS 4.1 Lakes and Stormwater Management Plan Don Rissmeyer P.E., CFM with A. Morton Thomas and Associates, Inc. (AMT) updated the Board on the 2021 Lakes and Stormwater Management Plan that will be used to guide LOWA over the next 10-20 years. The comprehensive study included study goals, regulatory enforcement, stormwater maintenance, waste management, lake water chemistry, aquatic vegetation, stream stabilization, fishery health and funding of a 20-year Master Plan. AMT expects to finalize the plan with their recommendations by December 31, 2021, for consideration of adoption by the Board in January.

Mr. Rissmeyer responded to questions from the Board.

New Year’s Day 2022 was soon overshadowed, as LOW and our entire region faced Winter Storm Frida.

The year’s first storm came on Jan. 3, with heavy snow as deep at 14 inches that snapped trees and power poles, and interrupted power, phone, and internet connections. Many of you suffered through days of no power and no heat.

As we get back to normal operations, the Board of Directors and Management at LOWA have been getting a lot of feedback from members that is useful for lessons learned, and I wanted to provide my perspective.

During the storm, members wanted to report damage and to get information.

LOWA Communications sent storm updates every day, sometimes more than once a day.

Frida, a named storm that triggered the Governor to declare a statewide emergency, was like no other I’ve seen in my 10 years at LOWA. I’m left with the image of all those broken tree limbs and entangled utility wires.

LOWA used its tried-and-true Snow Removal Plan (see the Dec. 17 Lake Currents). We have an experienced Maintenance Crew, reliable vehicles and equipment, and stockpiles of sand and salt.

The big difference between this snowstorm and others is the devastation of broken trees in the wires. LOWA snowplow crews normally push toppled trees out of the way with their heavy equipment and keep going. However, when trees are in power lines, they must wait for Rappahannock Electric Cooperative and other right of way easement utility companies to do their work first. Such was the case with Frida.

10 Takeaways: 1. Bravo Maintenance! Our crews worked non-stop with 12 hours on/12 hours off shifts to clear the roads, mail stations, and parking lots.

Many crew members experienced the same power outages and same concerns for their family’s welfare concerns as you did. By Thursday, many were feeling the effects of a long, cold week.

2. Thank you to REC for recognizing the immensity of the task and pulling in crews from Wolf Tree, Inc., and utilities from other states. REC priorities were to (1) repair primary lines by Jan. 7, (2) fix downed lines

by Jan. 9 and (3) repair individual home service by the week of Jan. 1014. LOWA sent storm updates with links to www.myrec.coop, which REC constantly updated.

3. Thank you to LOWA Security for over a hundred wellness checks to member homes and numerous good deeds to help members get through the week.

4. Thank you to members who generously helped their neighbors. I heard several stories of sharing hot meals and warm friendship on those sub-32degree nights. Many of you checked in on your senior neighbors to make sure they were okay. These are what I call Lake of the Woods moments.

5. Thank you to Orange County for opening a warming center at Locust Grove Elementary School. Schools are the best facilities for these events, with ample room, backup power, multiple restrooms and, if needed, large kitchens.

Board Seeks Member Input on Amending Regulation V.B, C, and K, Use of Individually-Owned Property Regarding Vehicles with Advertisements Parked on Private Lots The Board of Directors is seeking member comment regarding proposed amendments to Regulation V.B, C, and K, Use of Individually-Owned Property Regarding Vehicles with Advertisements Parked on Private Lots. Members who wish to provide comment or feedback should email the Board at Board@ LOWA.org by January 28, 2022 What is proposed? Amending LOWA Reg V.B, C, and K. Why? To clarify what constitutes an advertisement on a vehicle on a residential lot, to reinforce that such advertisements are prohibited, and to explain possible acceptable remedies.

Who proposed it? The General Manager and the LOWA attorney, with input from the Rules and Environmental Control Committees, and further input from Director Dierks.

What is the effect? Any vehicle displaying an advertisement, including words and/or graphics, on a residential lot is prohibited, unless screened, garaged, or covered so as not to be visible.

The proposed amendment(s) to Regulation XVII, Use of the Community Center reads as follows: (changes are shown with bold and strike thru) a truck with a pickup style body. (8/4/2018) V. USE OF PROPERTY--INDIVIDUALLY OWNED AND LOWA b. Any truck with a flat bed, or dump body. (8/4/2018) OWNED PROPERTY c. They seek to lead in environmental performance through stewardship, education, employee involvement, and use of integrated pest management and as well as sound best management practices. To demonstrate this commitment, our team is seeking to establish Lake of the Woods Golf Course as an Audubon Cooperative Sanctuary.

Flat Run Forebay Success

LOWA used the new dredging equipment to clean out the Flat Run Forebay the week of Nov. 29. Approximately 144 cubic yards of sediment were removed. This forebay was designed to capture approximately 1,065 pounds. of phosphorus per year, 9,895.48 pounds of nitrogen per year, and 1,500,840 pounds of total suspended solids per year. LOWA will conduct annual inspections of all best management practices, including the Flat Run Forebay, to determine when a clean out is needed.

Golf Course Commitment to Environmental Stewardship

What is Audubon Cooperative Sanctuary Program for Golf Courses (ACSP) ACSP is administered by Audubon International and sponsored by the United States Golf Association, which awards certification to recognize courses that establish and maintain high standards of environmental performance.

Who can achieve certification? How long does it take?

Courses enrolled in ACSP may apply for certification. There are no restrictions on the types of courses that are eligible. Most courses achieve certification within one to three years.

What is involved?

The process begins with a Site Assessment and Environmental Plan. The plan is implemented and documented in each environmental quality area.

Designation as a Certified Sanctuary is awarded to a course upon meeting environmental management standards in five areas: - Wildlife and Habitat Management Protection and enhancement of existing natural habitats and promoting wildlife and biodiversity conservation.

- Chemical Use Reduction and Safety Application of best management practices at the maintenance facility and on the course to ensure chemicals are stored, handled, applied, and disposed of safely and the use of integrated pest management strategies to minimize chemical use.

- Water Conservation Conservation and management strategies to maximize the efficient use of water.

- Water Quality Management Application of the best management practices and how they eliminate potential nutrient or pesticide contamination of water sources.

- Outreach and Education Build support for environmental management program through communication, education, and outreach activities.

No restrictions are placed as a condition of participation. All decisions concerning the implementation remain with the maintenance team and the Association. LOWA Management strongly advises all members to refrain from ice activities, or from walking on ice on the lake. The temperatures in our region and in the lake fluctuate and the ice may be too thin for walking, ice fishing, or ice skating. Members should especially supervise children and pets when near frozen areas on the lake.

According to LOWA Regulation 4.c, Other Water Restrictions: Sitting, standing, walking, running, skating or similar activities on the surface of any portion of the lakes that is frozen is strictly prohibited.

New Equipment for the Fitness Center

Equestrian Committee Offers Riding Lesson Scholarships

LOWA through the Equestrian Committee will once again offer riding scholarships in the spring of 2022 to students who are interested in horses and learning how to ride. We are pleased to offer this opportunity to the youth of our community. It’s an outdoor activity that has thrived at the Equestrian Center during the pandemic.

A riding lesson scholarship would cover the cost of a block of five riding lessons (valued at $245) at the Equestrian Center, to be given by our qualified trainers who have extensive horse knowledge, great people skills, and dedication to the job and horses.

Applicants (ages 7 to 18) must have parental approval, live in the LOW community, and complete an application that includes a paragraph on why they want to be selected. Participants will be chosen, based on need and interest, by a rotating working group of three Equestrian Committee members. The application can be picked up at the Holcomb Building or downloaded from LOWA.org. The deadline for submission of the spring 2022 application is Friday, Feb. 18. Instructions for submission of the application are found on the application itself.

Five scholarships will be awarded by Friday, March 4. If the student shows interest and aptitude, subsequent scholarships could be approved if funding is available.

LOWA is partnering with Friends of Lake of the Woods (FLOW). Anyone wishing to make a tax-deductible contribution toward the riding scholarship program may do so by contacting FLOW. The Hammer Strength Horizontal Calf Machine is the newest piece of equipment at the Fitness Center. This calf machine provides a lower leg strengthening station with numerous benefits.

Force is transmitted through the hips to eliminate spinal compression, and the back pad is adjustable to fit all members.

By extending your feet on this machine, the calf muscles are both exercised and stretched.

Solid steel incremental weight plates make it easy to adjust the amount of resistance. The weight selector pin magnetically locks in place, securing the selected amount for smooth and easy movement.

Fitness Center memberships are currently available for 50% (as of Nov. 1) of the regular annual fee. The rates for membership until April 30 are: Individual: $66; Couple: $75; and Family: $90.

Classes are offered for a fee in Yoga, Forever Fit (a unique exercise class) and others. A fitness center membership is not required to participate in these classes. One-on-one personal trainers are also available on a fee basis. The way TV viewing content reaches you is changing. After you ditch the Cable TV set-top box and replace it with a TV streaming stick, you must decide where to buy TV programming.

Our viewing needs are wide and complex: Local News, Weather, Traffic and Sports Entertainment, Movies, Serials and Children’s’ National, Worldwide News and Commentary National, Worldwide, and non-local Sports Non-fiction documentary and education Religious, Inspirational Foreign Language TV Shopping, Promotional There is internet TV streaming for all of these. To get one, you set up an account, and a payment method, at the streaming service or content provider, not the cable company. Some services are free, but they add commercials.

One example is the Orange County Fiberlync internet company. It does not provide any TV services. Their customers buy their content directly from companies like Hulu, YouTube TV, Apple TV, Disney+, Netflix and others.

There are so many TV streaming companies now, they are fighting for your business. Our cable company may pull shows off Hulu and cable. It will put them on Peacock, so you are forced to buy that service. Disney is fighting back with cheap monthly introductory prices. Others give you a few months free when you buy something expensive. Some stations are going off streaming services entirely and selling it direct. In the end we get better choices, competition, and freedom to take it with us on our portable device.

But if we have more than one person streaming in a house, the internet data we use will multiply by that number. This is because, unlike the old set-top box, each streaming device commands its own data, even if you are watching the same program. You may see data slowing down or data caps costing you more. The solution is fiber optic cable to the home.

On Saturday, Jan.15, members of the Lake Authors Club are excited to attend a local book signing by one of our members. Major General Mari K. Eder will be signing her recently published book, The Girls Who Stepped Out of Line: Untold Stories of the Women Who Changed the Course of World War II at the Barnes & Noble bookstore in Central Park (1220 Carl D. Silver Parkway). Barnes & Noble will host the event from 10 AM to noon.

The event is open to the public.

Interested in learning more about our group or joining us? Our members range from novice writers to published authors. Our works include many genres: fiction, nonfiction, novels, short stories, poetry, young adult books, children’s books, anthologies, and blogs. Susannah Chandler Chapter has had a wonderful year!

Despite the social limitations we’ve all had, we have not let it stop us from doing what we can for our community! We have worked closely with the VA Clinics in Fredericksburg this year, providing support to veterans needing a helping hand.

We have been able to attend DAR meetings and events state-wide, as well as having in-person chapter meetings again.

Our chapter was delighted to host our Virginia State Regent, LeAnn Fetherolf Turbyfill, at our Christmas Party Dec. 11. It was such a lovely visit!

We have welcomed new members this year, enjoyed working with the Community Genealogy Study Group and helping others wherever we can.

We look forward to our new year and invite anyone interested in our DAR mission to promote historic preservation, education, and patriotism to check us out! We are a service organization, and willing to lend a hand.

Our meetings are generally held the second Saturday of each month at the Community Center, beginning at 1 PM. Our programs are open to the public; the business meeting is held afterward for members and those interested.

We sponsor a Community Genealogy Study Group, assisting and encouraging anyone, any age, interested in their own genealogy/family tree. It is open to all, and meets the fourth Saturday of each month, from 1 to 3 PM at the Community Center. Drop-ins are welcome! Next meeting is Saturday, Jan. 22.

by Sandra Frame, Member, LOW Players We hope everyone had a happy Christmas. The Players enjoyed presenting our Show Stoppers singers in We Need a Little Christmas and, for those who attended, we hope you enjoyed it as well. It was a treat to join in some caroling with the audience.

The stage was beautifully decorated for Christmas, including a lovely sleigh and reindeer. A huge thanks goes out to our local Woodworkers’ group, who made these figures for us. Since we have no room to store such large items, we decided to let the audience take part in a free raffle for them.

The winner was drawn at the last matinee. Congratulations to Steve Hein.

Enjoy them as much as we did.

We are heading into the new year with plans for the spring production, Foxfire. Auditions will be held on Sunday, Jan. 30, from 2 to 5 PM and Monday, Jan. 31, from 7 to 9 PM. Cold reading will be done from the script.

The cast calls for actors aged 20 and older. Character descriptions can be found on our website: www.lowplayers.org . Rehearsals begin on Feb. 6.

For most of us, this last year has been spent worrying about how COVID has been affecting our lives, and now the added variant is making the rounds. The kickoff meeting for the LOW Radio Control Boat Club will be held Wednesday, Jan. 26 at 7 PM at the Community Center, meeting room #1.

The intent of this meeting is to see if there are enough people interested in remote control sailing and electric motor boating to reform the previous club that sailed Victoria class boats on Wednesdays. The LOW Veterans Club will conduct its first monthly meeting of the new year on Thursday, Jan. 20, in the lower level of the Clubhouse starting at 7 PM. Club members are encouraged to attend the one-hour meeting that should be informative as well as entertaining.

The LOW Veterans Club would like to inform veterans of the most valuable separation document that is issued to all active-duty Armed Forces veterans. The specific document is the DD Form 214, Certificate of Release or Discharge from active duty.

The DD 214 is the capstone military service document. It reflects the complete government verified record of a veteran’s time in military service, awards and medals, rate, or rank at time of separation from active duty.

In addition, it reflects total military combat service and completed military training and specialty.

The DD 214 form is commonly used by various agencies; however, the most significant is the Department of Veterans Affairs. This definitive document is required for Veterans Affairs-provided medical care, home loans, school loans, and is used for any medical claims of a serviceconnected disability.

Funeral directors require this same document to determine eligibility for interment in a VA cemetery and other related veteran benefits. The DD 214 is also required for a surviving dependent to apply for death benefits.

The original DD 214 document should be kept in a very secure location.

Copies can be made for proving veteran service for eligibility of any benefits and the original SHOULD NEVER be submitted.

4.2 FY2022/23 Budget Overview General Manager Phillip Rodenberg provided the Board with an overview of the proposed budget for FY2022/23. Currently, the proposed increase in the LOWA assessment is 7.9%, driven by anticipated cost increases due to inflation and wage pressures. Fee increases across the board are proposed to help offset the assessment increase. Management welcomes input from all sources to find areas where cost-cutting could reduce the assessment increase down to 6% or less. Additional input from the Finance Committee and coordination with the Miller Dodson plan still has to be factored in before the January 18 GM’s presentation of the proposed Budget to the Membership. Final adoption of the budget by the Board is scheduled for February 16.

5. REPORTS 5.1 Reports from Officers The President, Secretary and Treasurer had no report.

Vice President Vickery reported that the Committee Fair was very successful and resulted in several members joining Committees.

A. Executive Session Actions (D-21-134) Motion by Diercks, passed unanimously, that the Board ratify, and the President sign, the contract settlement agreement as discussed in Executive Session.

Motion by Wilks, passed unanimously, that the Board direct the LOWA attorney to file lawsuits in Orange County Court after January 4, 2022 regarding continuing violations of the Declaration of Restrictions, Rules and Regulations on the lots in Case #21-1215-01 and Case #211215-02 as shown in the Demand Letters of October 6, 2021 to the respective lot owners, unless the violations are resolved by January 4, 2022. In Case 21-1215-01, the member was notified by letters dated April 12, 2021; April 23, 2021; May 17, 2021; June 12, 2021 and October 6, 2021 to correct violations on their lot. Correction has not been forthcoming; therefore, this action is necessary and appropriate.

In Case 21-1215-02, the member was notified by letters dated April 23, 2021; June 4, 2021; June 11, 2021; June 22, 2021; June 30, 2021; July 21, 2021; July 22, 2021; August 30, 2021 and October 6, 2021 to the correct the violations on their lot. Vaccination status of LOWA staff remains at 69%.

B. November Financials LOWA collected $157,223 in FY2021/22 lot assessments for a total of $6,702,549, or 90.5% of the total lot assessments billed, compared to 90.3% of amounts billed in the prior fiscal year. As of November 30, the Unaudited Income Statement Budget-to-Actual Comparison Summary shoed a favorable variance of $381,179, primarily due to better than budgeted performance by almost all departments. The delinquency rate on November 30 was 5.5%, compared to 3.1% at this time last year.

C. Lakes Management Update The dredge operator completed the Flat Run forebay cleanout at the end of November.

D. Staff Changes and Employee Service Awards Sarah Stark has joined the Equestrian Center as the new Assistant Manager. Clubhouse Assistant Manager Eric Fieber will be leaving after 8 years. LOWA is seeking applications to fill his position.

On December 8, LOWA management recognized 38 employees who received length of service awards ranging from 5 years to 30 years.

E. Traffic Management at Front Gate The Security staff implemented an alternate visitor/guest lane entry setup at the Front Gate on Thanksgiving Day, which worked well to mitigate traffic entry backup onto Route 3. The new setup will be used

again on Memorial Day weekend.

5.3 Committee Liaison Reports: None.

5.4 Committee Reports A. Legal and Compliance Vice Chair Bonnie Jackson submitted a written report covering the 11 months from January through November, 2021. The Committee had 1046 docket cases; 683 of those were for speeding, or 65% of the total summonses issued. Seventy-eight percent (78%) of the speeding violations (530) were by non-members. Seventy (70) lake summonses were issued and 62 hearings were held. Ten people were identified as flagrant violators. Security has started a program whereby juvenile offenders may be given the opportunity to perform community service prior to a hearing date. The Committee awaits direction from the Board regarding the need for any changes to the Regulations and/or LCC fines and operating procedures.

B. Golf Committee Chair Bill Halpin updated the Board on Golf Committee activities since their last report in August. They elected new officers, assigned focus groups, provided RFP recommendations, monitored tree removal/ fairway repairs, and will continue to review golf maintenance contract proposals. The effort to increase revenues and reduce the HOA subsidy is ongoing. They participated in the Committee Fair and recommended an alternate site for the Vets Club flagpole.

6. UNFINISHED BUSINESS 6.1 Consideration of Sending to the Rules Committee Proposed Amendments to the LOWA Bylaws Regarding Virtual Board and Committee Meetings. (D-21-136) Motion by Wilks, passed unanimously, that the Board send to the Rules Committee and the LOWA Attorney proposed amendments to the LOWA Bylaws regarding virtual Board and Committee meetings.

6.2 Consideration of Adopting the 2022-2026 Five-Year Capital Plan for Budgeting and Planning Purposes. (D-21-137) Motion by Diercks, passed unanimously, that the Board adopt the 2022-2026 Five-year Capital Plan for budgeting and planning purposes.

6.3 Consideration of Publishing in Lake Currents proposed Amendments to Regulation V, Sections B. C. and K: Use of Individually-owned Property, Regarding Vehicles with Advertisements Parked on Private Lots. (D-21-138) Motion by Wilks, passed unanimously, that the Board approve publishing in Lake Currents the proposed amendments to Regulation V. Sections B, C. and K: Use of Individually-owned Property, regarding vehicles with Advertisements parked on private lots.

7. NEW BUSINESS 7.1 Consideration of Approving the Revised Pools and Community and Youth Activities Charter. (D-21-138) Motion by Vickery, passed unanimously, that the Board approve the revised Pools and Community Activities charter combining and refining the functions of the Pools Committee and those of the now defunct Community and Youth Activities Committee.

7.2 Discussion of Approving Amendments to the Environmental Control Committee Charter.

Director Wilks said the ECC Committee has been working on revising their Charter over past year to include changes and updates. ECC is the only Committee chartered by the LOWA Restrictive Covenants and their Charter must be reviewed every five years to ensure their areas of responsibility are in compliance with LOWA Covenants and Regulations.

Board members will review the revised draft of proposed Charter changes and consider final approval at their next Board meeting on January 5, 2022.

7.3 Consideration of Entering Lots for Maintenance. (Removed from Agenda) 7.4 Consideration of Adopting a Resolution Regarding Outside Play and Setting the Tee-time Schedules at the LOW Golf Course. (Resolution 202129) (D-21-139) Motion by Zukowski, passed unanimously, that the Board adopt Resolution 2021-29, an Administrative Resolution, regarding outside play and setting tee time schedules at the Lake of the Woods Golf Course.

7.5 Consideration of Authorizing Transfer of Funds and Awarding a Contract for Clubhouse Electrical Transformer Replacement Project.

(Resolution 2021-30) (D-21-140) Motion by Clawson, passed unanimously, that the Board adopt Resolution 2021-30, a General Resolution, authorizing a transfer of funds and awarding a contract for the Clubhouse Electric Transformer Replacement Project, funds to come from the Repair and Replacement Reserve.

6. LOWA was fortunate our buildings and other facilities received relatively little damage. We have a list of repairs that we will handle in the coming days.

7. The work continues. The Maintenance Department and its contractors have been steadily working to remove tree debris from the 41 miles of LOWA roadway. We opened the 9.9 Maintenance Area to members to dump the tree debris from their own lots.

8. Lessons Learned. After storms like Frida there are lessons learned that help LOWA improve its responses. We will build in our experiences. We value the feedback of members.

9. Reliable power and warming center. Some members thought LOWA should have opened its own warming center. The big limiting factor is reliable emergency power. LOWA’s largest buildings do not have generators to power an entire building. When we have power during power outages, we welcome members to come in to LOWA restaurants to get a hot meal, and to our offices and facilities to recharge their phones, IF we have power. On Jan. 5, we tried to open the Community Center to members, but only one of three phases of power had been restored and we quickly had to shut down again. On Jan. 6, the Woods Center opened for business and on Jan. 7, Fareways Cafe served meals once again. We are always open to partnering with Orange County and with community groups, such as LOWLINC, to facilitate activities.

All of these activities were and are happening amidst the surge of the COVID-19 Omicron Variant.

Lioness Club Helps Meet Growing Need for Orange County Toybox

by Lee Frame, District 5 Supervisor In my last article, I mentioned that Orange County has been assisting the volunteer fire companies with the purchase of various fire apparatus. On Dec. 7, the Supervisors had approved the lease-purchase of a tanker truck for use by the LOW Fire & Rescue Company. On Dec. 21, the Supervisors approved the lease-purchase of five Vengeant Sandstorm Brush Trucks. Each of the five fire companies in the county will be provided one of these trucks for their use, but ownership will remain with the county. These trucks will cost about $140,000 each and will be paid for over a three-year lease-purchase term. Again, as with the tanker truck, there will be a 9 to12 month delay before delivery.

I mentioned in a previous article that the Virginia General Assembly passed legislation allowing counties to have the same taxing authority as cities and towns. One of those authorities is the ability to tax cigarettes. The legislation allowed a cigarette tax of up to 40 cents per pack. Several months ago, Orange County joined the Blue Ridge Cigarette Tax Board that would execute the cigarette tax for the county. The Tax Board will collect the tax at the distributer level and provide the tax stamps for the individual cigarette packs. The retailers will receive cigarettes from the distributers and adjust their prices as they see appropriate.

After a public hearing, the Supervisors, at their Dec. 21 meeting, enacted a 12 cents per pack tax on cigarettes. I supported a higher amount, for its potential to reduce smoking, especially among young people who had not developed the habit. However, the other Supervisor did not agree. The tax will go into effect on Jan. 1, although retailers will have three months to sell the cigarettes they have on hand without the tax stamps.

On Dec. 21, Orange County held a ribbon cutting to open the new public safety building. There was a reception following the opening and visitors were able to see parts of the facility. The public safety building houses new spaces for the Sheriff, the Fire & Rescue Office, the information technology office and equipment, and the Emergency Communications (911) Center.

It also houses the new Supervisor Board meeting room, which also serves as the Emergency Operations Center to manage major emergencies and disasters. On Dec. 21, the Supervisors held their first meeting in this space. It is much larger than the previous board meeting room in the Town of Orange, and can hold many more people. I encourage you to visit the facility to see how nice it is.

We would like to thank everyone, both in our community and outside the lake, for their generous donations to the Orange County Children’s Toy Box. Donna Waugh Robinson, president of Orange County Children’s Toy Box, reported that the number of needy families increased this year, and she was most grateful for our community’s generosity. Toys were collected in decorated boxes at the LOWA Clubhouse, Velona and Ferris buildings, and Fareways from early-November until Dec. 4. We appreciated the help of Ryan Richardson and the Clubhouse staff and our community’s volunteers. Additionally, we are most grateful to The Licata Group and to Coldwell Banker Elite (Kathy Merritt and staff) who also collected toys in their offices.

Our community has, under the auspices of various LOWA clubs, supported the Toy Box for approximately 20 years. We are known for our generosity, and this year was no exception. Thank you for supporting this very important and worthwhile initiative.

CLUBHOUSE. Accepting applicants for Part-Time positions: • Servers. Successful candidates must have excellent customer service skills, enthusiasm, and energy. Work schedule includes the hours of 4 PM to 10 PM Wednesday through Sunday, along with some holidays. If you are 18 and older, have a positive, out-going personality, and are a team player, this job is for you. Some restaurant experience preferred • Host/Hostess to welcome/greet guests, manage timely guest seating, some computer knowledge.

• Banquet Captain to assist in supervising/coordinating banquet events with service staff, oversee setup, breakdown, cleanup, and reset of club functions. Knowledge of procedures and equipment used in preparing and serving large gatherings required.

• Banquet Servers needed to provide excellent customer service when serving guests and assist with banquet set up and tear down. Must be able to work flexible hours.

• Banquet and Lounge Bartenders. Must be at least 21 years of age and willing to work flexible hours, weekends, and holidays. Must mix and serve beverages and possess superb customer service skills. TIPS certification will be provided. One–two years experience desirable.

• Dishwashers to remove soiled dishes from tables, sanitize tables, ensure silverware, glassware, napkins, condiments are available for patrons. Load, run and unload dishwasher.

• Expeditors to bring food from the line to the table in a timely and organized manner.

CLUBHOUSE. Full-Time Salaried Assistant Clubhouse Manager. The ideal candidate will oversee and coordinate the planning, organizing, training and leadership necessary to ensure highest guest service satisfaction and assist in achieving company objectives in meeting sales goals, maintaining food quality, and ensuring that all safety, sanitation, and food handling standards are consistently met. The successful candidate will ensure all State laws pertaining to alcoholic beverages are strictly adhered to including staff training and certification. Excellent customer service skills essential. A minimum of 5 years progressive experience in similar food and beverage operation is required. Qualified candidates are invited to submit resumes.

EQUESTRIAN CENTER – Part-Time Stable Worker to assist with barn chores, including cleaning stalls and paddocks, cleaning and filling water tubs, feeding the horses, and blanketing when weather requires.

Some assisting with pony rides, trail rides, and helping with special events.

Previous experience working with equines required.

FAREWAYS CAFE- Accepting applicants for Part-Time positions: • Servers are needed to assist with Café operations. Candidates must be 18 years or older and able to work flexible hours including weekends.

Some restaurant experience preferred.

• Line Cooks needed to accurately and efficiently prepare hot food products as well as prepare and portion food prior to cooking. One year experience is preferred and ability to work flexible hours.

MAINTENANCE – Accepting applicants for Full-Time hourly positions: Custodian. Be part of the custodial team responsible for ensuring employees and residents have a clean environment to work and live in!

Responsible for keeping assigned building clean and pleasant for workers and residents. The majority of work is performed in LOW facilities and common areas. Some prior experience is preferred.

Grounds. Join the crew and assist in performing general landscaping maintenance tasks for routine and special events. Must have experience in operation of basic grounds care equipment. Position requires heavy lifting and working in all weather conditions.

Leaf Removal Crew of three, seasonal. For immediate hire to remove leaves from community drainage ditches and culverts. Work has begun and will continue through the end of the leaf pick-up season. Laborers will operate lighter trucks and assist with leaf vacuum operations and traffic control at work site areas. Must be able to lift 50 lbs., and work in all weather conditions in loud noise level. HS diploma/GED equiv.

This photo shows the results of the Eastover Park Water Quality Retrofit, featuring the new walking trail near the forebay and scenic wooded area.

LOWA Roads Department transported about 24 small dump-truck loads of millings (from Lakeview Parkway Paving project old road millings) from a stockpile to the offline-forebay, spread throughout the walking trail by tractors and back-hoe, and roll compacted. The Roads Crew also used the time during this project to vacuum roadside ditches of leaves. This project saved the Association money by utilizing LOWA personnel. and free millings, leftover from Lakeview Paving project.
