The LOW Veterans Club is proud to announce that the purchased bricks are now on display in front of the Clubhouse. That area will eventually be known as The Veterans Memorial Walkway.

Each brick is individually created with personally developed messages including a selected emblem.

The Veterans Club has received numerous compliments about the Photo provided The Veterans Club Veterans Memorial Walkway display. Please take time is now available for viewing. The structure reflects to visit and reflect on the each veteran’s personal identification on each service and sacrifice of our brick, but also includes individual bricks with the local veterans.

The Veterans Club thanks dates of engagement and list number of casualties from the ten different armed conflicts that America the good people at Red Twig has been involved in.

Landscaping for the free site preparation and installation of the memorial bricks. Specifically, owner Zsolt Frecska and his team cut out the old concrete, demolished the old monument, and prepared the base for installation of the bricks. They donated all their labor and supplies for this project.

All orders received by April 15 will be installed in time for the official dedication ceremony on Memorial Day, May 30. Final deadline for brick purchase is Dec. 31.

The next scheduled meeting of the LOW Veterans Club is Thursday, April 28 in the lower level of the Clubhouse at 7 PM. Our guest speaker is Major General John M. Epperly, currently assigned as Deputy Commanding General at Army National Guard, U.S. Army Futures Command.

We All Pay for Our Amenities

We are an amenity rich, common interest community, which is why most of us moved here. We all pay for our amenities whether we use them or not.

Operating and maintaining our amenities has a cost.

Many of our amenity users pay extra to use them, such as golf, fitness center, pickleball, tennis, etc. These fees help pay part of the operating expenses, but cannot cover the entire costs. We have a stake in our buildings, grounds, and amenities. As owners, we are responsible for their upkeep. Our repair and replacement reserves are the funds designated for these repairs, as required by law.

One other reason often cited for moving to LOW is our Security team.

This is a cost which is also part of our annual HOA assessment. I encourage everyone to review our budget which can be found through a link on the main page of our website, www.LOWA.org.

There is a wide range of interests among our membership, as evidenced by the large number of clubs and organizations available here. If something interests you, there likely is a club that shares your interest.

As I mentioned in my last article, the Board is reviewing committee charters and rules. It is always necessary to have rules in a homeowner’s association. Rules help us live in harmony with our neighbors.

Our rule making process has multiple steps. Here is a simplified explanation.

1. Rules may be proposed by any Member, Committee, General Manager, or Board Member. Submit to Board for approval to send to Rules Committee and legal counsel. 2. Rules Committee researches and prepares proposed wording.

Legal counsel reviews. 3. Board reviews, publishes in Lake Currents for Member Comment period of two weeks. 4. Board considers Member Comments, makes final adjustments, and publishes the final proposed amendment for another two weeks for comments before final approval by the Board.

As you can see, it is an involved process. The most important rule we should always consider as good neighbors is the Golden Rule.

2.2 Confirmation of Quorum and Meeting Notice Secretary Rappoport confirmed that a quorum is present and proper notice made to all members of record.

Motion by Rappoport, passed unanimously, that the Board approve the minutes of the March 9, 2022 Regular Board meeting.

I’m glad to see all the members that came to the Holcomb Building for early boat registration. As of today, the Finance Department has registered 1,500 watercraft on our way to 3,000. Thank you to the members who have already registered and received decals! We appreciate your diligence in taking care of business early in the season.

We began boat registration for new watercraft on April 1. Please remember to place your decals on your boats by May 2, when Lake Patrol begins enforcement on the Main Lake and Keaton’s Lake.

LOWA will open the gas dock at the Main Marina on Saturday, April 9. We sell non-ethanol fuel, motor oil, and skier down flags. We are open on weekends only until Memorial Day Monday. Then it is six days a week, Tuesday through Sunday.

Boaters, I encourage you to make sure your safety equipment is in good condition. Lake Patrol will be on the Main Lake doing safety checks throughout the season.

April Fool’s Day Fun. Some members got fooled by our two April Fool’s Day stories in the last edition.

Here is my Top 8 list of favorite April Fool’s Day stories we’ve included in Lake Currents, social media, and e-blasts: 1. Seaplanes to deliver Maine lobsters to Clubhouse three days a week.

2. Eureka! Californian Loof Lirpa pans for/finds gold nuggets in Main Lake spillway.

3. Pony express. Horses from the equestrian center deliver Fareways carry out during COVID-19 lockdown.

4. Pink Cadillac found at the bottom of Keaton‘s Lake.

5. Canal to connect Main Lake to Keaton‘s Lake and make way for gondola travel.

6. Community farm to open at Hollyfield Park and Campgrounds to supply food for restaurants and member tables.

7. Golf course to host polo matches with horses from equestrian center.

8. Sky Bar opens on the roof of Sweetbriar Park Lions Pavilion.

Each year, those clever staffers in the Communications Department Carolyn, Lisa, Chris, Dan, and Travis - come up with a new story to reel us in - a story just believable enough for us to take the bait.

Board Seeks Member Input on Amending Regulation XV, Establishment of User Fees, Assessment Settlement and Other Charges The Board of Directors is seeking member comment regarding proposed amendments Regulation XV, Establishment of User Fees, Assessment Settlement and Other Charges. Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by April 22, 2022.

What is proposed? Proposed amendment updates Regulation XV, Establishment of User Fees, Assessment Settlement and Other Charges to show the increased charges and fees where required.

Why? Regulation XV has not been comprehensively reviewed or updated for over 10 years. The increased charges reflect changes needed to accommodate our current way of doing business.

Who proposed it? The proposed amendments are the results of a review of the Regulation by Staff. The Director of Finance discussed the amendments with the Finance Committee on June 7 and January 3. The committee was supportive, submitted comments, and asked to see the version with the LOWA Attorney’s input before giving a final committee vote of recommendation on March 7.

What is the effect? The updated charges can be found in the FY 2022-2023 Fee Schedule, the fees will be set each year during the annual budget cycle.

The amended Regulation changes the late fee amount from $50 to “up to 5% of the balance due.” (See D.4.) [proposed amendments are shown below in bold and strike-thru] Proposed Amendments to Regulation XV. XV. ESTABLISHMENT OF USERS FEES, ASSESSMENT SETTLEMENT AND OTHER CHARGES

A. GENERAL User fees, when established by the LOWA Board of Directors, shall be charged for the use of the amenityfacility certain LOWA amenities.

To assist each Amenity in minimizing its subsidy requirement uUser fees shall be set to balance the competing goals of encourageing the use of the facility amenity and producinge revenue for offsetting expenses for LOWA. (June 30, 2007) B. FEES All User Fees and other charges of LOWA shall beare payable in cash, or check,or with check or credit/debit card either electronicallyon-line or in person at a designated Amenity or other LOWA payment processing area or electronic portal. An additional charge will be assessed for dishonored checks. Redemption of such dishonored checks will be by cash, money order or some other type of certified funds.Credit card purchases, may be made at the Clubhouse, Fareways Cafe, Holcomb Building, Marina and the Golf Pro Shop. Fees may not be paid using Loyalty Dollars, Sweeps Funds, or Gift Cards. Fees are payable in full when due unless optional payment plans are authorized in writing by the Board. (5/4/13) C.

ASSESSMENTS Annual Assessment charges are due and payable on or before May 1, annually. The Board of Directors may, at its discretion, provide other payment optionsschedules. Additional fees apply for Assessments not paid on or before May 1, annually.

Assessments are payable in cash, check, or with credit/debit card either electronicallyon-line or in person at a designated LOWA payment processing area or electronic portal. An additional charge will be assessed for dishonored checks and the use of a credit card to pay the Annual Assessment. Redemption of such dishonored checks will be by cash, money order or some other type of certified funds. Assessments may not be paid using Loyalty Dollars, Sweeps Funds, or Gift Cards. (3/7/2015) LATE OR NONPAYMENT OF ASSESSMENTS, FEES, AND/OR FINES DUE LOWATHE ASSOCIATION The Board hereby delegates and directs the General Manager to establish fair yet firm procedures necessary to collect assessments, fees and/or fines due LOWAthe association. These procedures include any or all of the following:

1. Reminders. Publishing reminders when assessments and other fees are due as described in Sections XV.B and C above.

2. 1 Statements. Provide monthly statements by e-mail and quarterly statements by regular mail.

3. 2 Interest Charges. For those accounts thirty (30) days past due, adding interest charges will be added to the account on the amount outstanding balance due at the maximum rate provided

by Virginia law will be added to the account. Interest will continue to be added to the accountcompounded until the balance is paid in full.

4. 3 Late Fees. For those accounts sixty (60) days past due, adding a late fee of up to 5% of the balance due fifty (50) dollars to the account if other payment arrangements have not yet been formalized in writing with the Finance Department.

5. 4 Deactivating Deactivation of Member Barcodes. The deactivation of barcodes will extend to all members, authorized occupants, family members, occupants, tenants, guests andor invitees of the delinquent memberLlot, including the families of the same. After giving a the member prior written notice and an opportunity for a hearing, the Board of Directors shall have the right to may suspend a members’, authorized occupants’, tenants’, invitees/guests,’ and the their families’ of all the same, use of the barcode lanes because of nonpayment of assessments, and/or fees owed to LOWAthe Association that are more than sixty (60) days past due. The member may, at his/her expense, be represented at the hearing by an attorney licensed in Virginia. Deactivation of the barcode shall not in any way prevent a member, authorized occupant, tenant, guest and invitee of the Lot, including the families of the same, from entering Lake of the Woods by way of the visitor lane of the Main Gate upon presenting proper identification. A member for the purposes solely of this section shall include spouses and dependent children. (10/7/17) 6. Restricting Restriction of access to and use of recreational amenities.

7. 6 Staff follow up and direct contact with the owner(s) and legal representatives of the property including phone calls, e-mails, and correspondence.

8. 7 Placement of ing a lien on the property.

9. 8 Involvement of a collections attorney or other collection agency.Turning the account over to a collections attorney.

10. 9 Forcing Enforcement of the sale of the property to recover assessments, fees and fines due the Association.

E. PRORATIION AND/OR REFUNDS NG OF ANNUAL AMENITY FEES FOR FISCAL YEAR (MAY 1 – APRIL 30) 1. Annual Golf Membership Fees will be reduced twenty-five (25) percent each quarter (Aug. 1, Nov. 1, and Feb. 1). Annual Golf Mmembership Fees are not proratable or refundable except as described in E.97 below.

2. Annual Boat Registration Fees will be reduced fifty (50) percent on September 1 each year. Annual Boat Registration Fees are not proratable and refunds are only available with the return of unused decals.

3. Annual Golf Cart Fees will be reduced Fifty (50) percent on November 1 each year. Transfer of ownership of a private golf cart during the fiscal year will not entail an additional fee from the new owner.

4. Campground Annual Fees will be prorated on a monthly basis.

Renter will be charged through the end of the month of the notice of cancellation. after July 1 each fiscal year. Pro-rating will be accomplished by subtracting the monthly rental fee from the annual renting fee and subtracting twelve and a half (12 ½) percent of that result from the annual rental fee for each month after May 1.

5. Marina Slip Rental, Vehicle Storage Rental, and Dry Sail Storage Fees Fees will be pro-rated fifty (50) percent as of September 1 each year. When a renter wants to give up a Marina Slip or Vehicle Storage Space, the rental may be prorated if a new renter is available. The current renter will be charged through the end of the month of the release and . Aa full prorated refund will be given for all unused months. The new renter will pay for all remaining months.

6. Canoe/Kayak Rack Fees are not proratable and refunds are only available with the return of unused decals.

76. Annual Fitness Center and Pickleball/Tennis Fees will be reduced fifty (50%) percent on November 1 each year.

8. Tenant Fees may be prorated as further described in Regulation III of the LOWA Regulations.

Resolution 2022-11 A General Resolution Imposing A Moratorium On The Registration Of New Wake Boat-Type Watercraft For A Twelve-Month Period Beginning April 20, 2022

F. FAMILY MEMBERSHIP For the purpose of amenity use, “Family Membership” is defined as LOWA members, co-habitants, blood relatives, tenants in common, and lessees in good standing (not to exceed two (2) adult persons) and the dependents of the LOWA member or lessee living in the household who are: 1. Children eighteen (18) years or younger.

2. Full time students through the age of twenty-two (22) years.

3. Dependents of any age who are legally handicapped and legally dependent upon a LOWA member or a registered tenant in good standing.

G. GUESTS Owners Individuals or adult family members who do not qualify for membership in paragraph F above will be considered “Guests” for the purposes of amenity use. LOWA-Established Guest Fees will be charged for each guest, and for any group sponsoring an activity which is held at any LOWA amenity. Those activities deemed “reciprocal” by the General Manager are exempt from this rule.

WHEREAS, Wake Boats create a significantly larger wake than other LOWA-approved watercraft, and WHEREAS, many members have complained that the wakes from these boats have adverse effects on bulkheads, watercraft moored to docks, shorelines and beaches, and WHEREAS, many members have complained that the wakes from these boats have adverse effects on the safe enjoyment of the water by swimmers, particularly children swimming near docks and bulkheads, and by paddlers, and

Members owning a LOWA currently registered Wake Boat-type watercraft may re-register the same watercraft to the same owner during the moratorium, or Members owning a LOWA currently-registered Wake Boat-type watercraft may transfer that registration to a new Wake-Boat type watercraft purchased by the same owner during the moratorium, or Members may register a new Wake Boat-type watercraft upon presentation of proof of purchase, or proof of a valid purchase order, completed prior to (date of first publication of this draft resolution in Lake Currents).

Self-serve Amenity payment and access is expanding! In the past, if you wanted to use the Fitness Center or the Pickleball/Tennis Courts and did not have an annual membership, you had to come to Member Services, pay the necessary daily use or guest fees, and pick up a key or proximity card in order to use the amenity. While you can still follow this process, you now have more options.

Now, when you arrive at the Fitness Center of Pickleball/Tennis Courts with someone who has purchased an annual membership, you can use your smartphone’s camera to scan the QR code at the facility, agree to the waiver presented, pay the daily use or guest fees, and begin using the facility immediately without having to make a trip to Member Services.

If you are a LOWA community member who has not purchased an annual membership for the Fitness Center or the Pickleball/Tennis Courts and are not with an annual member, you can still gain access to these facilities in a more expeditious manner.

Just bring your LOWA ID and your smartphone to one of three locations.

While there, scan the amenity QR code with your smartphone’s camera, agree to the waiver presented, pay the appropriate fees, show the payment receipt to the staff person on duty, and then check out a Fitness Center proximity card or Tennis/Pickleball court key. The locations are: - Member Services - Monday through Saturday during normal business hours - Community Center - Monday through Friday during normal business hours - Security – Monday through Sunday, 24x7

5. UNFINISHED BUSINESS 5.1 Consideration of Approving Amendments to the LOWA Bylaws and Associated Administrative Resolution Regarding Entirely Virtual and Hybrid Board of Directors and Committee Meetings. (Resolution 2022-7 and Resolution 2022-8) (D-22-32) Motion by Diercks, passed unanimously, that the Board adopt Resolution 2022-7, a Policy Resolution, amending the LOWA Bylaws regarding entirely virtual and hybrid Board of Directors and committee meetings, effective immediately.

5.2 Consideration of Sending to the Rules Committee and the LOWA Attorney Proposed Amendments to Regulation X: Use of Lakes, Regarding Non-conventional Watercraft and Wake-Surfing Course Restrictions. (D-22-33) The General Manager led a discussion to get feedback from the Board on which specific types of watercraft should be kept on the prohibition list and which should be removed or be assigned limited use before sending the draft to the Rules Committee and the LOWA Attorney. The GM noted the changes to the draft as recommended by the Board.

4. REPORTS 4.1 Report from Orange County Supervisor Lee Frame: No report available.

4.2 Report from Orange County Sheriff’s Department In March, staff had 282 calls for service in the County, 115 in LOW. There were 550 civil papers served, 70 warrants, 16 transports and 12 traffic tickets issued on Route 3. There were 9 calls from Walmart. Chief Deputy Michael Lacasse reported there was an incident of sexual assault on a minor, for which the offender is in custody. The new portable radios have significantly improved communication relayed between officers and emergency and law enforcement stations. A high number of transports lately has required diverting staff away from normal duties. There is one new officer coming in and 5 more in the police academy now.

4.3 Report from Allied-Universal Security Major Richard Harrell reported that due to vandalism concerns, security checks are being done more frequently at several amenity locations.

The new radios are providing officers with much improved area coverage and reliability for timely communications among dispatch pathways.

In March, staff responded to 159 calls for service and issued 112 summonses. There were three motor vehicle accidents, one incident of breaking & entering, two reports of vandalism, two reports of drug activity and two others involving alcohol. There were 13 animal complaints and six noise complaints.

4.4 Report from LOW Volunteer Fire & Rescue, Inc. Fire Chief Mike Cianci reported in March the Fire Department responded to 35 calls, 12 inside LOW and 22 outside. There were 8 structure fires, 6 public service calls, 4 cardiac arrests and 4 brush fires. Rescue covered 23 shifts. A document shredding day is scheduled for April 30th.

Training exercises are ongoing and new volunteers are needed.

4.5 Report from Orange County School Board Representative Jim Hopkins reported our Superintendent of Schools will be retiring in June. There are 10 applicants for the open position who will undergo interviews, and they expect to select a new Superintendent by the end of May. Wednesday, August 10 will be the first day of school for the 2022-23 academic year.

4.6 Reports of Officers: President Brown reported that the Association sold the lot on Chesterfield Court for a net profit of $49,300. Vice President Vickery reported the Association hosted its first Newcomers Reception in two years on March 25th, and three more are planned in order to catch up and welcome all the new families.

The Secretary and Treasurer had no report.

4.7 Report of the General Manager, Phil Rodenberg A. LOWA Amenities, Events, Meetings and Offices – Coronavirus Status There are no new Coronavirus restrictions or recommendations at this time. Current staff is 71% vaccinated, and any new hires will be required to be vaccinated prior to starting work.

B. Lakes Management Report Reconstruction of the ditch at the corner of Green Street and Broken Iron Court has been completed and will improve drainage by conveying water via the 10th fairway to Keatons Lake.

Replacement of the collapsed pipe near the 12th tee is nearly complete.

C. February Financials In February we collected $143,595 in FY2021/22 year lot assessments, for a total of $7,120,413, or 96.1% of total lot assessments billed. This compares to 95.9% of amounts billed in the prior fiscal year. As of February 28, the Unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $488,788. This favorable balance is primarily due to better-than-budgeted performance by almost all departments, most notably Clubhouse, Fareways, Golf Operations and the Fitness Center.

D. Other Business The Veterans Memorial Walkway project in front of the Clubhouse has been completed. A dedication ceremony is scheduled for Memorial Day on May 30.

New playground equipment has been ordered for the playground on Seven Pines Drive.

Eric Barnes will be serving as Managing Lead at the Golf Course following the departure of PGA Pro Jack Diehl. Management welcomes input from all sources to help with recruiting his replacement 4.8 Committee Reports: None.

Garden Club: Waking Up to Spring

Foxes – Enjoy Them from A Distance

The next regular meeting of the LOW Garden Club is April 11; our speaker is Anne Little, co-founder of the Virginia Bluebird Society.

The Garden Club has accepted a challenge from TREX, the composite decking company, to help them recycle plastic film. For every 500 pounds of plastic film we collect, the reward is a new park bench for Lake of the Woods.

And think of how great it will be to keep all of that out of the landfill! The plastics we are collecting must be clean/dry and include bags for groceries, bread/rolls, dry cleaning, ice, re-closable food storage, cereal, salt, and produce as well as shipping envelopes, newspaper sleeves, bubble wrap, and wrap/stretch film for bulk items. The official program kick off will be at our April 11 meeting. The program will run for six months. Start collecting now, and invite your friends and neighbors to join in. Bring your plastics to our monthly meetings for collection. One of our newer members, Rebecca Heggemann, is chairing the recycling committee. Her phone number is 443600-0960, if you have questions.

The Joy of Spring Flower Show will be held in the Clubhouse on Saturday, April 30, from noon to 4. It is free and open to the public, so invite your family and friends. This small floral design show offers two creative ways for members to participate: floral design and displaying plants in the horticulture exhibit.

Next up will be the Spring Plant Sale on Saturday, May 14. This is an all-hands-on-deck affair. Members may participate by donating plants, cashiering, or setting up/taking down.

The Lake of the Woods Garden Club meets the second Monday of the month at 1 PM in the Great Hall of the Clubhouse. Guests are welcome and should tell Security they are here for the meeting.

Fox mating season begins in January; kits are born late February/early March. The mother stays with the kits while the father hunts for food. After 4 to 5 weeks, the kits begin to emerge from the den and are weaned at 8 to10 weeks. The parents encourage them to emerge by leaving food at the den opening, so you might see adults during the day or the kits sunning, playing, and exploring.

It’s best not to feed them. Fox kits have extremely capable parents.

Healthy foxes do not need our help. They are wild animals and acclimating them to humans is dangerous for them.

For their safety, please don’t share the exact location of the den.

Relocation is illegal in Virginia. The mother carefully chose the den location near humans to reduce predators; it’s an intricate, efficient structure, up to 50 feet long, 3 to 8 feet deep, with multiple entrances and burrows inside for birthing, raising young, and storing food. Moving a fox family to another location with no prepared den is almost certainly a death sentence for the kits.

If you have a professional remove them, they will be euthanized. Wildlife removal companies are required to euthanize animals they remove, and rehabbers cannot take in healthy animals.

Kits will be with their parents for a few months before venturing out on their own. Young female foxes may stick around to help raise future litters, until they find mates of their own.

Some people are afraid and find foxes threatening. If you want them to move on, mylar balloons work and hazing is extremely effective—be loud, act big, wave your arms, make a lot of noise, or spray hose water in their direction.

Is there anything you should do? Leave them alone and keep your distance. Take photos with a zoom lens, watch them, enjoy them. Let them remain wild, safe, and wary of humans.

FLOW, (Friends of the Lake of the Woods), a 501(c)(3) charity, in partnership with two separate LOWA Committees, has successfully completed its 2021 fundraising activities with both LOWA’s Pools Committee and Equestrian Committee.

The Pools Committee completed its special-project fundraising activities by orchestrating a special Wine and Cheese Swim evening in July and a summerending Beer and Pretzel fundraiser in August. Jointly sponsored by FLOW, donations and contributions collected provided for a sunshade structure at the snack bar area of the Clubhouse Pool.

Remaining funds will provide benches at the entrance to the facility for members convenience. A bonus due to the generosity of our community.

2022 Projects: The Woodworkers Club has been granted use of the old bath house at 9.9 to create a workshop.

This organization has done much for our community; from building the bridge at Memorial Garden and the beautiful display cases at the Clubhouse for our 50th anniversary memorabilia and the Civil War Study Group, to the shade structures at the The new Clubhouse Pool structure Dog Park. This workshop will provide shades refreshment customers. another opportunity for members interested in woodworking. Contributions are currently being accepted. Watch for upcoming fundraising events for this worthwhile project.

Our Spring Luncheon and Annual Meeting was held on Friday, April 1, and Opening Day was April 5.

This year we have 47 LGA members in the 18-Hole Ladies Group and 45 LGA members in the 9-Hole group.

On March 15, the 9-Hole group met for a festive lunch and social time in the Woods Center Trophy Room, hosted by the 9-hole leaders: Kitty MacFadden, LGA 2nd Vice President; Karen Cakouros, Secretary; Judy Ludvigsen and Mary Jane Atwater, 9-Hole Tournament Chairs. President Karen Woods briefed the group on the upcoming season, including exciting plans for our 50th Anniversary celebration, followed by testing their knowledge of golf rules. Loretta Yurkus was there to help clarify some rules for them. It was a great way to meet new golfers and catch up with our fellow 9-hole players.

We also have a wonderful group of LGA members, the Golden Girls.

These ladies are very special former active members who want to stay involved and keep in touch.

Fun Day in Town of Orange: LOWLINC Speaker Series

Spring is a perfect time to go on a day trip!

Come join us for this virtual trip – that you can then use to plan your own trip to the Town of Orange – on Tuesday, April 19, at 1:30 PM in Classroom 2 at the Community Center. The Executive Director of the Orange County Chamber of Commerce, Judi Cooper, and Charlotte Cole, Executive Director of the Orange Downtown Alliance: LOVEOrangeVirginia, will lead us on a virtual visit by PowerPoint to downtown Orange and answer your questions along the way.

Judi will open with some information about places to see and visit on the way to town, as well as some areas beyond. Recently named Executive Director of the Chamber, she held positions in finance and human resources with local companies, and has been involved with the Chamber for several years.

Charlotte will focus on specific spots of interest on a walking tour of the Main Street Business District. She came to Orange and the Main Street program in 2019 with a rich background in media relations and project development.

As part of the tour, they will touch on a bit of history, shopping opportunities, and restaurants, as they know we love to eat lunch out. Come hear a unique presentation and discussion about downtown Orange and the surrounding area. Then plan for a trip this spring to experience what you learn.

Also on April 19, LOWLINC is hosting a Volunteer Open House at the Community Center from 4 to 7 PM. Many local organizations will have representatives available to talk about opportunities for LOW residents to volunteer their time and talents. The Lake of the Woods Pickleball Club has a new group of players. John Keating, who turned 70 on Jan. 1, started a new group of older players in February of this year.

As to why John wanted to start Photos by Greg Stoner this Seniors Pickleball League, he (L to R) Ray Farmer, Rich Troast, said, “Many senior members enjoy Craig Benedict, and Ben Vandervliet. playing with other seniors. As I was about to turn 70, I thought it might be nice to start a senior’s group. We are now a group of 30 and still growing. The only requirements are being 70+ and wanting to have a good time. One of our players is Ben Vandervliet, who turned 92 last year.”

Pickleball grew in 2021 to 4.8 million players in the U.S., an incredible two-year growth rate of 39.3%. This is per the Sports & Fitness Industry Association’s 2022 Topline Participation Report, released in February. The SIFA report also proclaimed pickleball once again as the fastest growing sport in the U.S. The growth of the sport in Players in the 70+ Pickleball recent years has a lot to do with Group: Front row (L-R) Linda the fact that it is easy to learn and Kadar, Gail Goza-MacMullan, Jean fun for mixed groups, no matter Westholt, and Jill Iglehart. I got too old for basketball, and it feels like a miracle to find this. It’s exercise, it’s fun, it’s friendly people, and it has a mental component to it that causes you to think.”

Pickleball is also relatively easy to pick up; the underhand serve is less technical than tennis and the smaller court (about one-third the size of a tennis court) makes it less strenuous.

No equipment is necessary; just wear a good pair of athletic shoes, but not running or cross training shoes.

Spring Arrives at the Village!

Spring is a miracle every year. The village is open, and activities have resumed. A magic show. The kids are witnessing the fruits of their fall bulb planting and are now planting a spring garden. They held their first ever horse show! (Equine therapy is very popular with the children.) In art therapy, it was clay day; Lots of three-dimensional art exhibits on display. Absolutely, spring is blooming at the village, AND the masks are finally off!

People often ask about contributing or helping, but can’t come to meetings, or join the Auxiliary. They ask, what can they do? Here’s one idea: we now have a new “donate” button on our website. You can go on the donate button and select any amount that you want and, if you want to, you can make it a monthly donation. Maybe you can contribute $25 a month — which funds a great number of hotline calls. When you select $25, or input any number into the “custom” box, you can also select “make this monthly.” For me, this is the easiest way to contribute. After a few times you forget about it, like your mortgage or your car payment. It’s an easy way to help if you can’t join.

Businesses can contribute as well. Childhelp is a 501(c)3 organization, so donations may be tax-deductible. Although we are not a fund-raising organization, I’ve been asked these questions, so I am answering them in this article—I am not soliciting funds. A father and his young son make their tortuous way south over a bleak and barren landscape. The Road, by Cormac McCarthy, details life after an unspecified cataclysm that has destroyed industrial civilization and almost all life. Father and son are distinguished by their will to survive. To do this, the pair must contend with the few survivors, and compete, often violently, for food and shelter. Each day is a fight for life.

Published in 2006, the novel won a Pulitzer Prize, and is considered one of the great novels of the early 21st century.

This fictional work is the selection for LOW Book Club’s May 11 meeting and is available from all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional).

The Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome, and no prior notification or attendance commitment is necessary.

It is seen through flashbacks while she talks to her dead husband.

Although he is present in her mind only, through “magic” we can see him too.

Annie is trying to figure out what to do going forward. She has had an offer from a developer to buy the property that has long been in the family. Along with this, Annie’s son, Dillard, has come home for a visit -- or longer. Dillard is a singer who will actually sing a few of his songs, backed by the Stoney Lonesome Band.

Performances will be on April 8 and 9 at 7:30 PM, and a matinee on April 10 at 2 PM. Tickets are $22 for adults and $18 for students. Tickets may be purchased on our website, www.lowplayers.org, or by calling Sandie Frame at 540-972-6385.

Starting on April 23, the Show Stoppers singers will be entertaining diners on the deck at the Clubhouse. You can make reservations through the Clubhouse.

Motion by Rappoport, passed unanimously, that the Board approve sending to the Rules Committee and the LOWA Attorney proposed amendments to Regulation X: Use of the Lakes, as amended, regarding nonconventional watercraft and wake-surfing course restrictions.

5.3 Discussion of Moratorium on Registration of New Wake Boats Secretary Rappoport led a discussion of a revised draft of the proposed Resolution to impose a 12-month moratorium on new wake-boat registrations so that the Board can further assess the impact of wake-boats on lakefront properties and lake activities. The new Resolution would allow a fair exchange of a wake-boat currently in use with a newer one (no net gain in number of wake boats), and registration of a new wake boat only if one was already under purchase contract at the time a moratorium was approved. A moratorium would provide time to gather further data and feedback from members and lake users so the Board can make an informed decision on whether to adopt the Resolution at their April 20th Board meeting.

Without objection, the Board asked the General Manager to identify $5000 in the budget which could be used to hire A. Morton Thomas to do a study on wave damage to lakefront properties.

Recess: President Brown called for a short recess at 12:02 p.m., and called the meeting back into Open Session at 12:14 p.m.

5.4 Discussion of A. Morton Thomas (AMT) Final Lakes and Stormwater Management Plan.

AMT, with the assistance of a community working group, used study results and the prior 2012 studies done by Williamsburg Environmental Group to develop a comprehensive 20-year implementation plan to improve all aspects of the health of our lakes and management of our stormwater systems. Management recommends the Board review the plan with all its detailed recommendations and prepare to vote to accept it at the April 20 Board meeting. Once the Board accepts the new Plan, work can begin on new implementation priorities. The Plan is on the LOWA website for all members to review.

5.5 Discussion of Ad Hoc Audit Committee Final Report.

Treasurer Diercks led the discussion on the Ad Hoc Audit Committee’s history, member composition, tasks assigned to it and impediments encountered as their work progressed. The Committee was asked to assess LOWA’s internal financial controls and the need for establishing a standing LOWA Audit Committee. The Committee offered recommendations for changes which will be taken up again at the April 20, 2022 Board meeting.

Motion by Zukowski, passed unanimously, that the Board approve the purchase of Well Lot #5 in Section 2 from Rapidan Service Authority in the amount of $1,000, funds to come from the New Asset and Improvement Reserve Fund balance.

6.2 Consideration of Sending to the Rules Committee and the LOWA Attorney Proposed Amendments to Regulation I: General, Regarding Abiding

by Posted Rules; and Regulation X: Use of Lakes, Regarding Use of the Main Marina and Small Marina Piers Access and Use. (D-22-35) Without objection, Director Diercks suggested amending language proposed in Regulation I, Sections C, H, and I, for purposes of consistency.

Motion by Rappoport, passed unanimously, that the Board approve sending to the Rules Committee and the LOWA Attorney proposed amendments to Regulation I: General, regarding abiding by posted rules; and Regulation X: Use of the Lakes, regarding use of the Main Marina and Small Marina piers access and use.

6.3 Consideration of Entering a Lot for Maintenance. (D-22-36) Motion by Wilks, passed unanimously, that the Board declare a continuing violation of the Restrictive Covenants exists on the lot in Case #22-0402-01, and the Board suspend the voting rights and the use of the recreational amenities, including the Main and Back gates, until the violation is corrected, in accordance with Section 12.G.b of the Restrictive Covenants, effective April 12, 2022. I further move the Board authorize the GM to send a legal demand letter to bring the lot into compliance.

6.4 Discussion of Employee Manual Updates.

General Manager Rodenberg highlighted the four main changes/edits recommended by management for the annual Employee Manual update.

Following discussion the Board recommended other changes/edits. The GM will obtain more details relative to the Board’s comments today and bring the document back to the Board at their next meeting before a final vote for adoption scheduled for May 7.

6.5 Discussion of Board Goals Update General Manager Phil Rodenberg submitted a written report updating the Board on progress made toward completing the five Board goals for the period September 2021 through August 2022. The Board had no comments at this time.

Orange County Supervisor’s Letter

The Orange County Sheriff’s Office Triad, in cooperation with the Lake of the Woods Church, will be hosting a one-day free Senior Crime Prevention, Health and Safety Conference, Thrive Beyond 55, on Tuesday, May 10.

The conference will start at 9 AM and continue until 3 PM, and will be held at the Lake of the Woods Church. We will be featuring three speakers on topics relative to seniors, such as financial planning, scams (how to recognize and avoid them), and a keynote speaker from the Virginia Attorney General’s Office. A free lunch to all attendees will be provided. Vendor tables featuring providers of senior services and related topics will be on site and door prizes will be given during the conference.

Registration is mandatory as seating is limited and, again, registration is free. Water Ski Club Open House

Join us to find out more about the club and membership or to sign up. Club members range in age from 7 to 80 plus, and while most are youth, there is also an active small contingent of adult skiers.

Orange County

The county has scheduled an electronics recycling event for April 9 from 8 AM to noon at the Orange County Landfill on Porter Road in the Town of Orange. It is across Route 20 from the airport. This is an opportunity to dispose of recyclable electronics properly (at NO cost) and keep them out of our landfill. “E-Waste” can be dangerous if disposed of improperly. Electronic waste is generally considered anything that plugs into a wall or accepts batteries. They will accept computers, copiers, printers, VCR/DVD players, telephone equipment, and other electronic equipment. They will not accept televisions or large appliances.

The Orange County Supervisors authorized a public hearing on April 12 for the proposed FY 23 Budget and the 2022 tax rates. As I have mentioned before, the county has split the real estate taxes into two categories; general government and fire & rescue. The proposed tax rate for the general government remains the same at $0.61 per hundred assessed value.

There is a proposed fire & rescue tax rate increase from $0.72 to $0.75 per hundred.

There are three significant elements contributing to the fire & rescue increase. First, as I mentioned in my last article, the county will be increasing its support to the volunteer fire companies. Assisting the active volunteers for this critical public safety mission ensures that the volunteers have the necessary equipment and training to safely carry out this mission and it reduces the need for additional county staff. The second element is increasing the number of full-time ambulances in the county from four to five.

Given the number of times Orange County has had to request assistance from adjacent counties for ambulance support, the fifth ambulance is needed and will ensure better response to citizen emergency medical requests. The third element is the cost of fire and rescue’s share of the new public safety building and the new radio communications system.

The tax rate on automobiles and trucks is proposed to be reduced from $3.75 to $3.50 per hundred assessed value. Due to problems in getting computer chips, the car manufacturers are producing significantly fewer new cars. As a result, new and used cars prices have risen considerably and the original tax rate on the increased value of these vehicles would have produced more revenue than needed for the budget. Therefore, the Supervisors decided to propose the reduced tax rate for cars and trucks.

As mentioned earlier, the FY23 budget is also the subject of a public hearing. I will discuss it in more detail in a future article. However, you can view the proposed budget on the county website and, if you desire, provide comments at the hearing or in writing.

• Banquet Servers to provide excellent customer service when serving guests and assist with banquet set up and tear down. Must be able to work flexible hours.

• Banquet and Lounge Bartenders. Must be at least 21 years of age and willing to work flexible hours, weekends, and holidays. Mix and serve beverages and have superb customer service skills. TIPS certification will be provided. One-two years experience desirable.

COMMUNITY ACTIVITIES MANAGER: Full-Time Salaried. Oversee, manage and coordinate daily operations including facility events, pickleball/ tennis courts, campground operations, pools and fitness center activities. The CC Manager will direct the CC operations staff in scheduling and monitoring use of facilities. The successful candidate will plan and coordinate special events, maintain community events schedule and regularly attend, participate and follow up with Committees. The CC Manager regularly interacts with Community membership and Management. Excellent communication and organization skills must be demonstrated. Budgeting experience desired.

HS diploma required with some college preferred. Experience working with diverse customer base, including children and seniors, preferred. Minimum three years’ progressive experience in similar or related environment such as a Community Center, Recreation Center or Recreation program. Ability to work some evenings and weekends for special events. Applications received no later than COB April 16 will receive priority consideration.

EQUESTRIAN CENTER – Part-Time Stable Worker/Instructor to assist with barn chores, feeding horses, and blanketing when weather requires.

Assisting with pony rides, trail rides, and special events. Previous experience working with equines required.

FAREWAYS CAFE- Part-Time positions: • Servers Must be 18 years or older and able to work flexible hours including weekends. Some restaurant experience preferred.

• Busser/Dishwasher Remove soiled dishes from tables, sanitize, and other duties. Operate dishwasher. Minimum age is 16.

GOLF OPERATIONS - Pro Shop Attendant Part-Time. Provide excellent customer service to golfers. Salesmanship and conversational golf knowledge a plus. Must work a minimum of three days/weekly including weekends. Basic computer skills essential and retail sales experience desired.  Bag and Cart Attendants Part-Time. Provide excellent customer service to LOWA golfers. Salesmanship and conversational golf knowledge a plus. Handles all outside duties of the golf operation, and cart management. Must be able to reach, bend, stoop and lift up to 50 pounds. Must work a minimum of three days/weekly including weekends.

MARINA – Part-time Attendants. Assist in operating the marina fuel center. Excellent customer service and record keeping ability required. Must be willing to work flexible hours and weekends. Age 16 or older may apply.
