Keep Calm & Carry On‌ At a Distance by Carolyn Brodeur, Communications Manager
Summer is just around the corner and yet we are all cooped up in our houses as we distance ourselves in order to prevent the spread of COVID-19. Most of the amenities have closed, however, LOWA has many other amenities that are available for member enjoyment. We will work to keep these amenities open in some fashion so long as we can still comply with the government restrictions and so long as members do their part by avoiding large gatherings and maintain appropriate social distance.
Lakes / Marina The lakes and marinas will remain open for member use. The gas dock is currently scheduled to open for weekends only beginning April 18 through Memorial Day. Members will need to maintain social distancing and abide by the Responsible Boating Guidelines.

Golf Course The Golf Course is open for play. Members should book their tee times online at www.LOWA.org/TeeTimes. Whenever possible, members should use separate carts and maintain social distancing on the course.

It goes without saying that we are in trying times. The Board, General Manager, and staff have implemented timely and appropriate precautions concerning activities within Lake of the Woods. The General Manager and staff have stepped up to the plate in this crisis with regular systematic adjustments to community restrictions to protect the Members, Tenants, Guests and staff (Associates). The COVID-19 pandemic developed and continues to develop very rapidly, and even the Federal, State, and local governments struggle to adjust to the effects of it. As quickly as Federal, State, and local government restrictions are imposed, we adjust to them. Beginning in March, modifications were made to LOWA activities and schedules, up to and including the last modifications on April 2. All these modifications were posted on the website and disseminated via email blasts. Consistent with instructions issued by governmental authorities, these updates and modifications will be increased as necessary and will continue until it is safe to do otherwise. Some Members have asked about the safety of our cash assets, and whether they are invested in the stock market. Our cash assets, both operating and reserves, are invested in accounts protected by Federal regulations in accordance with our Bylaws. These instruments prioritize preservation of principal overall. None of our funds are invested in the stock market. Monthly, the Director of Finance, General Manager, Board Treasurer, and Finance Committee Chair meet and discuss what funds are needed, when they are needed, and those that can be are invested in layered accounts to be available as necessary. All investment accounts are protected by FDIC regulations. The Community Association Institute recognizes the hardships that some Members may experience in terms of assessments, and recommended that the Board consider options that may help those members. Consistent with that guidance, on April 4, we passed a series of amendments to the published FY2019-2020 and FY2020-2021 fee schedules. We amended the Fee Schedules as follows: (A) waiving the $12.50 Service Per Transaction Surcharge for Payment Plans in the FY2020-2021 Fee Schedule for any Member declaring the fee is a Financial Hardship. (B) waiving the $50 Late Fee Charge for Non-Payment of Assessment after 60 Days in the FY2020-2021 Fee Schedule until July 31 for Payment Plans for any Member declaring the Late Fee is a Financial Hardship. Such Member accounts that are delinquent on Aug. 1 will receive the Late Fee Charge. (C) waiving the 6 Percent Interest Charge for Non-Payment of Assessment after 30 Days in the FY2020-2021 Fee Schedule until July 31 for Payment Plans for any Member declaring the Interest Charge is a Financial Hardship. Such Member accounts that are delinquent on Aug. 1 will receive the Interest Charge.

3. Member Comments on Business Agenda and General Member Comments. A member commented on the need to base new lake rules on factual data. 4. REPORTS 4.1 Report from Orange County Board of Supervisors Supervisor Lee Frame reported the County declared an emergency on March 19 due to the pandemic and explained how essential services and emergency services are being handled to continue to serve residents. All County offices are now closed to public walk-in service. He recommended residents consult the Orange County website and press releases to get information on new hours and changes in operations of county and essential businesses.
1. Assessment Payments. LOWA Members are steadily paying their annual assessment upfront or choosing one of the payment plans: semiannual, quarterly or customized agreement with the Director of Finance. Our Board of Directors has approved hardship waivers for fees and interest. By our Governing Documents, we cannot waive or reduce the Annual Assessment, but we can help with these items. Thank you to those members who have already paid and thank you for your patience as we conduct business by phone, mail and email rather than face-to-face. OPEN SESSION Motion by Clawson, passed unanimously, to enter into Open Session at 10:04 a.m., and to affirm that the Board met earlier today in Executive Session for the purpose of discussing matters involving violations of the Declaration of Restrictions and Regulations for which a member, his family members, tenants, guests or other invitees are responsible; and discussing personnel matters. 2.1 Pledge of Allegiance. 2.2 Confirmation of Quorum and Meeting Notice Secretary P. Brown confirmed that a quorum is present and proper notice sent to all members of record. The Recorder confirmed the physical presence via Roll Call of Directors Wilks, Zukowski and Clawson; Directors Diercks, P. Brown, H. Brown and Forrest were present on speakerphone. President Wilks explained how social distancing measures recommended by the Governor and CDC were the basis for limiting in-person participation of Board members and LOWA members in order to minimize everyone’s risk of exposure to the COVID-19 virus. 2.3 Approval of Agenda Motion by Forrest, passed unanimously, that the Board approve the Agenda. 2.4 Approval of Minutes of the March 18, 2020 Regular Board of Directors Meeting. Motion by P. Brown, passed unanimously, that the Board approve the minutes of the March 18, 2020 Regular Board meeting.
I hope this column finds you taking a break from getting your hands dirty gardening, posting a positive family story on Facebook, or waking up from a restful nap. Who knew these solitary activities could make us heroic in the days of COVID-19?! Hang tough, LOW! Our community is a perfect place for staying home … or close to home! I encourage members to keep up with the latest modifications to LOWA services on www.LOWA.org. Here are five aspects of lake life I’d like to emphasize. ZOOM. On April 4, the Board of Directors conducted its very first virtual meeting using the Zoom conferencing platform, with three directors and the GM physically present in the Community Center and four directors on a phone line, with 23 LOW members and four staffers. That’s more than we normally expect to be physically present for a Saturday morning Board meeting. Unfortunately, because of the Governor’s Stay at Home Order, Member attendance at future Board meetings will not be possible until the Order is lifted. I encourage you to learn how to use Zoom to participate in meetings. Zoom will enable you to make comments during the Member Comments portion of the Board meeting agenda by virtually raising your hand to be recognized by the LOWA President. Parks / Beaches Our parks and beaches remain open although their facilities (such as playgrounds, basketball courts, grills and picnic tables) are closed. Members should avoid gathering with people outside of their household and gatherings of 10 people or more.

Finally, the Board delayed boat decal enforcement until May 16, to allow Members two additional weeks to show insurance documents and purchase and mount decals on watercraft. With these adjustments and waivers, we encourage all Members to pay their assessments by May 1, if possible. If not, there are semi-annual and quarterly plans available. Contact the Director of Finance if you need more flexibility in terms of a payment plan.

Aging Together, the regional nonprofit agency connecting people to resources, perseveres on the principle that partnerships are powerful, especially in this time of pandemic concern. “We realize the immense concern for the safety and wellness of the older adult population right now, especially because the largest percentage of deaths from the COVID virus are age 70 and above,” said Executive Director Ellen Phipps. “We have developed a temporary coalition of regional professionals who meet via weekly webinars to determine priorities and action plans that help lower the risk to older adults.” Phipps says Aging Together will regularly share resources and programs, as well as contact information for existing agencies that are responding with emergency needs such as food delivery, transportation to doctors’ appointments, and other necessities. Aging Together does not provide direct services but is implemental in connecting people to services and resources that help, as well as forming partnerships to resolve issues. 2. Golfing. Members ask me why our golf course can remain open when our other outdoor recreation centers such at the pickleball, tennis and basketballs courts and playgrounds are closed for COVID-19 concerns. Golf is played with a player’s own golf equipment and is spread out over many acres whereas other sports share the same equipment and are in tight spacing. The Governor continues to support open golf courses and here at LOWA we enforce six-foot social distancing and gathering of groups of 10 people. Members who reside in the same household or arrive in the same vehicle may ride in the same sanitized golf cart. All others must use separate sanitized golf carts and keep the six-foot social distancing to protect everyone.Our parks, beaches and trails remain open with the social distancing guidelines in place. Now is the time to enjoy a walk on a trail or through the park. 3. Boating is another terrific solitary or family activity. Please follow our new Boat Responsibly Guidelines: 1. Don’t tie up with other boats. 2. No more than 10 on any boat. 3. Limit passengers to members of your household. (This includes personal watercraft.) 4. Don’t congregate on beaches. 5. Maintain a boat’s length spacing between boats at Clubhouse Dock and Gas Dock My hope and prayer for you is that you stay safe and healthy this spring.

LOW Garden Club: Don’t Forget the Food Bank

One of the coronavirus casualties has been the Food Bank. Absent our regular monthly contributions—along with those of other organizations, the food bank is out of darn near everything. Canned tuna, pasta helpers, small fruit cups, tomato sauce, Chef Boyardee; you get the picture, shelves are as bare as grocery stores have been. You may still drop donations off at the Clubhouse, which will be open Wed-Sun from 4-9 PM (for take-out service only). Were you wondering how the Food Bank is operating? Like a take-out service, bags of food are delivered to those waiting - at a social distance - in their car. Stan Lasover reports business is booming; some area food banks have closed, so it is vital we support our Food Bank. The bare shelves at the local markets have also impacted their contributions, especially meat. Garden Club news of note: Our club was tops in Penny Pines donations in the District with SIX, putting the LOW club right at the top of the Shenandoah District for the year.

We regret that the COVID-19 epidemic has caused the cancellation of our spring show, Four Weddings and an Elvis. If you bought tickets, you should have received instructions on how to request a refund for the ticket cost. Many of our patrons have generously donated some, or all, of their ticket costs as a charitable contribution to the Players, which has been very helpful in offsetting the unrecoverable costs of the play. If you bought tickets, you could send us an email at lowplayers@comcast.net with instructions. We are in the planning stages for our fall musical, Scrooge. Stay tuned for future announcements on auditions later this summer and performance dates in November. Thanks to all who expressed support during this challenging time. State Regent Reports from the Proceedings of the Twenty-Eighth Continental Congress, 1919 Washington: “…The increase in membership has been satisfactory, when the intense interest in the war is taken into consideration, and add to that the widespread disaster of the influenza, which has stricken so many homes and prevented meetings to promote interest among chapters forming… The chapter programs have been interfered with by the necessary war work and the influenza ban, which prevented meeting from October 1918 to March 1919, for more or less of that time…” Colorado: “On account of the ‘ban’ on all meetings, because of the influenza epidemic, many Chapters had no meetings from October 10th until late in January, so a report of strictly D.A.R. work is limited, but there have been no slackers among our members in Red Cross work, campaigns, drives, nor serving emergency work during the ‘flu’…” District of Columbia: “All of these difficulties [war] were complicated a hundred fold by the menace of influenza which seized the city with such violence that it might, with-out quiet, concerted self-sacrificing action, have turned the congested District into a plague-stricken spot at the very moment when its efficiency was most needed.”

Social distancing and staying at home are now expected in our community. As a result, claustrophobia, boredom, and jangled nerves are just some of the symptoms that are probably manifesting themselves. The Woodworkers Club is announcing its Third Annual 1” x 3” x 8’ Challenge to be held on Sept. 26. What better way to keep your mind stimulated and hands occupied than by transforming a piece of wood into your project. All it takes is a piece of 1” x 3” x 8’ pine lumber and Imagination! Our club recognizes that our region may be in a heightened stage of the pandemic. Our prayers are with everyone. By looking out for each other and doing our part to stall the disease, we will get to the end of this ordeal in the best condition possible. Rules for 1x3x8 Challenge: • Participants: Residents of Lake of the Woods or their family members living outside the Lake; Groups or organizations residing within the Lake; Students enrolled in the Orange County High School Carpentry Class. • (Members of LOW Woodworkers Club will not be eligible for prizes.) • Use only one piece of 1” x 3” x 8’ pine lumber (fasteners such as glue, nails, screws, hinges, etc., lighting, and finishes such as stain, paint, etc. are permitted). No other materials can be used. • Contestants must drop off their projects at the LOW Woodworkers table at the LOW Arts Show at the Community Center on Saturday, Sept. 26, between 9-10 AM. Subsequently, judges will review all submitted projects and first, second and third place awards will be presented at 2 PM on Sept. 26. • Projects will be judged on three criteria: Originality, Artistic presentation, and Woodworking techniques. • All participants may leave their projects on display until 5 PM, Sunday, Sept. 27.

It served to remind me that those leaders faced the issue of the flu epidemic as well as the effects of WW I — and they did so with courage. What we are facing today certainly has similarities to 1919. However, we have the advantage of immediate access to information, to the experience of infectious disease professionals, and the certain knowledge that these outbreaks will subside in time.”

Veterans Club Describes Important Separation Document

by Laura Fitch, Member, LOW Childhelp Auxiliary Alice Tyler Village children had a fun-filled and educational visit in February - an exotic animal program, Our Wild World. The visitors included a Ring-tail Lemur, giant hissing cockroaches from Madagascar, and a South American Coatimundi. From Africa came a Prickly hedgehog, and a Hinge back tortoise. A Bearded Dragon, two White green tree frogs, and a non-venomous constrictor and some fluffy bunnies (not housed together!). The children enjoyed a hands-on encounter with the animals after the presentation. These great events are organized through our Special Events Co-Chairs Karen Kovarik and Marian Rood We’ve had to cancel or postpone some of our activities - Easter party, Photo provided Petting Zoo, Leadership Outings, and, A Bearded Dragon entertains most critically, reading buddies and Childhelp kids as part of the Our special friends. We’ve heard the kids Wild World program. miss our visits, but the staff are trying to maintain some normal routine. We are still delivering birthday backpacks and personal duffel bags for departing children. Fortunately, we have a big supply of cuddly blankets and pillowcases for new arrivals. But does our sewing team take a break? No! Ann Nadwodny, Barbara Robinson, Jeannie Dietz, and Sandy Frame have now taken up making protective masks for the Village and local medical teams. Thank you to these ambitious and creative members for always going above and beyond. One event not canceled is our Harvest Moon Dinner Dance and Silent Auction, Oct. 17. This one will be held in a new venue, Fawn Lake Country Club. One thing we are doing is reaching out to those businesses that have contributed in the past, making this event such a success each year. We want to thank them and let them know we will be there to support them individually and personally, by taking advantage of take-out dining, ordering online gift cards, etc. We can’t say thank you enough, but we can demonstrate with actions. Much appreciation to Leslie Andricos, who developed and is spearheading this effort. Be alert for details soon. The Veterans Club would like to describe the most valuable separation document issued to all active duty Armed Forces veterans. The specific document is the DD Form 214, “Certificate of Release or Discharge from Active Duty.” The DD 214 is the capstone military service document. It reflects the complete, government-verified record of a veteran’s time in military service, awards and medals, rate or rank at time of separation from active duty. In addition, it reflects total military combat service and completed military training, and specialty. The DD 214 completed form is commonly used by various agencies; the most significant is the Department of Veterans Affairs. This definitive document is required for Veterans Affairs-provided medical care, home loans, school loans, and is used for any medical claims of service-connected disability. This same document is required by funeral directors to determine eligibility for interment in a VA cemetery and other related veteran benefits. The DD 214 is also required for a surviving dependent application for receiving death benefits. The original DD 214 document should be kept in a very secure location. Copies can be made for proving veteran service for eligibility of any benefits and the original should never be submitted. LOW Veterans Club meetings have been cancelled until further notice. The U.S. Army has made a special request that all interested, and stillqualified, retired medical officers, non-commissioned officers, and soldiers assist with the COVID-19 Coronavirus crisis. Following the reassessment, property tax bills have been restructured to list separate charges for real property and fire and rescue services. Unemployment applications have increased significantly since non-essential businesses have been closed, putting hundreds of people out of work. Ted Voorhees has been hired as the new County Administrator. 4.2 Report from Orange County Sheriff: No report available. 4.3 Report from Allied-Universal Security Security Chief Scott Walker reported that in March staff responded to 160 calls for service, and issued 130 traffic summonses. There was only one theft report, two reports of drug activity, and no vandalism incidents or traffic accidents. Animal complaints were up significantly at 22. Security is providing officer support where needed, but minimizing exposure where officers could encounter any health risk. While no coronavirus cases have been reported inside LOW, there are 4 known cases on Orange County. Security facilities are being sanitized regularly, and health risk conditions will continue to be monitored. 4.4 Report from LOW Volunteer Fire & Rescue, Inc. Fire & Rescue President Jeff Leibold reported that in March the Fire Department responded to 47 calls, 15 inside LOW, 30 outside LOW and 2 for mutual aid to other counties. The Rescue Squad had 20 calls from inside LOW and 17 outside, for a total of 37 calls. Community Risk Reduction messaging in March focused on Flood Awareness Week education. Fire safety messaging in April will include home wildfire preparedness, and how to incorporate fire safety checks into your spring cleaning. 4.5 Report from Orange County School Board: No report. 4.6 Reports of Officers President Wilks explained how the temporary virtual and teleconferencing technology is being used today to accommodate the Board and members, and provide the same level of interaction and participation as prior Board meetings. The Vice President and Secretary had no report. Treasurer Diercks said that possible cuts to the FY2020/21 budget were being reviewed and that the proposed freeze on selected projects that will be considered later in the meeting were driven by the calendar, but will be reconsidered August 1, 2020.

Efforts continue to solicit voting by reminding members via the Assessment notices that went out last week. 4.7 Report from the General Manager, Phil Rodenberg A. Coronavirus and LOWA Community Activities and Business Operations. The GM updated the Board on the current status of LOWA Community activities and business operations which have changed significantly due to the prevailing pandemic throughout the region. Rules for food takeout service from the Clubhouse and Fareways were established and approved by the Board. Where possible, employees are being temporarily reassigned to new tasks in lieu of layoffs. Management will continue to make changes to business operations and restrictions as conditions evolve. B. February Financials In February, we collected $180,392 in current year lot assessments for a total of $6,554,727, or 94.2% of the FY2019-20 lot assessments billed. As of February 29, the Unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $18,226. Due to the viral pandemic, we can expect an overall negative budget variance by the end of the fiscal year due to curtailment of revenue-producing operations sources. The delinquency rate as of February 29 was 7.1%, and the Finance Department is working to reduce this rate closer to historical levels over the remaining two months. Management will continue to work with members to create financing plans for paying the assessment for those who need it.

It has been a challenge not being able to share our speakers and their talents with you, but knowledge fortunately is not silenced by a pandemic. Knowledge is what we are seeking, to become more aware of what affects us. Today, the internet provides us with a wealth of information, and I know you have heard that if it is on the internet, it must be true. Well, unfortunately, that is not the case. Much of what you hear is true, but some of what you read can be a good guess, the right information, or wrong. It depends on who is giving you the information. The next meeting of the club, we hope, will take place on May 13. With the restrictions on social gatherings and the closure of most public buildings, the scheduled April 8 meeting did not take place. The May meeting, of course, will depend on whether current restrictions regarding social gatherings and the closure of Orange County libraries have been lifted We Were the Lucky Ones, the book originally chosen for review at the April meeting, will be discussed in May. The book’s plot was briefly summarized in the March 13 issue of Lake Currents. The Dutch House, by Ann Patchett, describing a family’s attachment to each other and their childhood home, has been chosen for discussion at the June 10 meeting. Looking ahead, The Devil in the White City, by Erik Larson, a best seller of a few years ago, is on the list for a summer meeting of the club. LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome, and no prior notification or attendance commitment is required. NEW BUSINESS 6.1 Consideration of LOWA Financial Position and Operations and Capital Outlook. (D-20-38) The General Manager and Director of Finance provided the Board with an analysis of the Association’s current financial position, expected drop in revenues due to changes in operations caused by the pandemic, safety of our present reserves and investments, and the ability of LOWA to handle the forecasted downturn. Management requested the Board consider a proposal to temporarily suspend or modify some late payment charges, interest charges and transaction surcharge fees currently imposed for late payments, periodic payments and credit card use when paying annual assessment fees. The GM and Finance Director also recommended credits to members or adjustments to the membership fees for members of the Fitness Center and Pickleball/

Board of Examiners Chair Jon Anderson submitted a written report which was accepted by the Board. The Committee continues to make the on-line Boating Safety Test available to members, score test results and incorporate any changes to reflect new rules approved by the LOWA Board of Directors. In 2019, Security cited six individuals who had not taken the test. So far, 3535 members/guests of record have successfully completed the examination. B. Planning Committee Chair Jim Zavrel presented the 2019 Annual Report summarizing the activities of the Planning Committee. Topics included significant actions taken, Committee recommendations for Repair and Replacement and New Capital Projects, and several goals the Committee plans to work toward in the coming year.

We are not exempt from meeting and Wilderness Toastmasters is doing what we do best: learning how to adapt to being outside our comfort zone. As Toastmasters, one of the tools that we use is incorporating distractions as a speaker becomes more comfortable with standing in front a group; they want to be able to master any type of environment. Stretching yourself can be tough, because everyone loves to be in their favorite place, and comfortable, but Toastmasters gives you the opportunity to really grow and take yourself places you never thought you would be. The status of the nation has really moved us to new way of thinking; to do our meetings virtually, a place that we never expected to be. We are accustomed to walking into a room, shaking hands, and really honoring the person who is speaking. Today that has changed, and we have moved our meetings to Zoom. us until this crisis passes. Here is what I realized after our first meeting: • It is very engaging and allows everyone to participate as if they were in the same room. • All the people were able to hold roles and do it easily. • It allowed everyone to participate. The dynamics of a rapidly changing COVID-19 environment continues to challenge Orange County’s delivery of services to its citizens. As of the writing of this article, the Governor has just issued Executive Order #55, implementing a temporary stay-at-home order. This was more restrictive than an order he issued just seven days ago. This recent order does not apply to local government although many of the restrictions regarding size of groups and social distancing are being followed by Orange County. County meetings are being held electronically to carry out essential government functions. Public safety and social service functions are still provided, although with a variety of limitations. Orange County has added a new COVID-19 page on its website, addressing county implementation of this emergency. It also includes links to other credible websites for useful information on how to deal with COVID-19. At a recent Supervisor meeting, the ordinance dealing with tax exemption for elderly and disabled was changed. As a result of inflation, the limits on household income and net worth were considered too low and were raised to accommodate more people who needed relief. People who are 65 years or older and those who are permanently and totally disabled are eligible for tax exemption if they meet the income and net worth criteria. The upper limit on household income was raised from $40,000 per year to $50,000 per year and the upper net worth was raised from $90,000 to $120,000. The value of an owned home is not considered part of net worth. If either income or net worth exceeds these increased values, no exemption is granted. For household incomes of less than $18,750 and net worth of less the $24,000, the exemption is 90 percent. As household income and net worth increase, the exemption drops to 10 percent for those just under these limits. You can find out more information by looking at the tax exemption ordinance on the county website. The Orange Youth Council, made up of students in grades 8 through 12, recently initiated a program called “Rule of Five”. Council members were briefed on the opioid crisis and discussed issues of self-harming, suicidal thoughts, depression, alcohol use, etc. Council members addressed how other students might seek help if they or a friend knew about a serious problem and how they could deal with it. Considerations of breaking a trust, needed action if a life was in danger or who you could go to when serious problems arise led to the “Rule of Five” The rule asks each and every student to think about and identify five adults that they could trust and go to when a serious issue comes to their attention. The Youth Council then began addressing how to get this message out. They developed a T-shirt that contains this message which are being distributed throughout the schools. The Supervisors have hired a new County Administrator who will start in mid-April. He has excellent credentials and we are pleased that he will be joining us. Our experienced interim County Administrator, Brenda Garton, was expected to have an easy time of it. That was before the COVID-19 hit and disrupted everything. She has been doing an exceptional job under very trying conditions and we are grateful that she has helped us out. The ideal candidate reports to the AGM and will oversee golf operations by managing the daily operations and assist promoting LOWA’s golf amenity through marketing endeavors. The Pro/ Manager will ensure efficient operation and coordination of the pro shop, cart service and all other Golf Operations services. The primary focus of this position is to provide guest satisfaction, train and supervise golf staff, merchandising, golf instruction, and implementation and coordination of all golf programs. Fiscal responsibilities include managing operations by meeting revenue targets and controlling expenditures. Attendance at Golf Committee meetings required along with interaction with other Managers and especially community members. Successful candidate must have minimum 5 years management experience in golf and/or hospitality industry, must possess proficiency with computer software including Microsoft Office suite, point of sale systems, handicap software and golf tournament management systems. Must possess PGA Level A1 certification or higher or able to become certified within first year of employment. Associates or college degree preferred. Position requires evening and weekend hours. Must be able to work in a standing position for long periods and to work outdoor events in the heat or cold. Budget experience necessary.
