LOW Health Fair Hailed a Success!
by Laurie Jacobson, LOW Fitness Committee In case you missed it, the Clubhouse was buzzing with energy, electricity, and excitement on Saturday, March 16, during our first ever Health and Fitness Fair. Twenty health-related businesses from Culpeper to Fredericksburg and everywhere in-between set up booths filled with information, free giveaways and hands-on demonstrations with the goal of helping LOW residents improve their health and wellness. A variety of health-related services were represented, including physical therapists, health coaches, energy practitioners, acupuncture, skin care therapy, and massage therapists. A special thanks goes out to our local Wal-Mart pharmacist who was busy providing free blood pressure and blood glucose Photo by Tracie Hayes screenings all day. A family enjoys their visit to the Health & The weather was perfect; Wellness Fair the glorious spring sunshine no doubt contributed to the large turnout. Attendees flowed into the Clubhouse consistently, and most purchased a raffle ticket for a chance at a free Fitness Center membership, which was given away toward the end of the fair. Of special interest to the crowd were the large placards including design plans, maps, and an artist’s rendering of the new Fitness Center. Special thanks go out to Ryan Richardson, our Clubhouse manager, for his help in setting up the display and the room for our event. In addition, members of the Fitness Committee were on hand to answer questions and lead tours of the old Fitness Center in its current location downstairs. Kudos to our Fitness Committee members who volunteered their time and energy to help out: Donna Price, Ashley Rush, Teri Vickery, Earl Cruse, Janice Johnston, Gene Daly, Greg Stoner, Laurie Jacobson, and Board liaison Walt Diercks. Everyone in attendance shared in the enthusiasm and anticipation of the Grand Opening of the new Fitness Center, scheduled to be completed sometime in June. Take the 2019 LOWA Member Survey by Allie Felder, Chair, Planning Committee
The 2019 LOWA Member Survey is now available for Member response. This survey is designed to update LOWA Member demographics, as well as to gather Member opinions on several subjects. Survey questions address topics such as communication to members, value of amenities, security within LOWA, and general community-wide issues. All registered Members can submit individual responses (each lot can submit as many surveys as are formally registered with LOWA and have a LOWA ID card). The survey will give our community leaders a better understanding of the opinions and concerns of LOW members. We will also use the survey to guide LOWA planning to ensure that our community improvements and maintenance accommodate Member needs. The results of this survey will be published in Lake Currents, and the Planning Committee will present the results to the Board of Directors. Take the Survey online at: www.LOWA.org/2019Survey. A printable version is also available online; members may also pick up and return a paper copy at the Holcomb building. By now, many of you may have seen the update from Orange County describing the arrest of former LOWA Director of Finance Roy Mayberry on eight counts of money laundering and seven counts of embezzlement. Orange County Commonwealth’s Attorney Diana O’Connell has offered to come, along with the Sheriff, to the April 6 Board of Directors meeting to provide an update and answer questions from the Board and Members. We have accepted her offer and welcome her attendance. At the same meeting, the Board will likely consider voting to have our attorneys initiate a civil suit in the matter to attempt recovery of funds we have expended documenting Mayberry’s misappropriation of your funds. The criminal prosecution and civil litigation are separate legal matters and are not tried together.

Incidentally, Keith Epps reports in The Free Lance Star that a former bookkeeper of a southern Stafford County business has charges pending because, according to court records, she used nearly $93,000 in company funds to pay for such things as plastic surgery and her upcoming wedding. As yet, she has not been arrested. This bookkeeper replaced another, at the same company, who pleaded guilty to charges last year after embezzling approximately $150,000.

On a much higher scale of thievery, Erik Pederson reports that Edward Rostohar, the longtime manager of the CBS Employees Federal Credit Union, has been arrested and charged with embezzling more than $40 million from his employer over the past 20 years. According to an affidavit filed with the criminal complaint, from prior to 2000 and continuing until this month, Rostohar used his position as manager of the federally insured credit union to make online payments to himself, or forged the signature of another employee on checks to himself.

You never have a second chance to make a first impression. The Lake of the Woods Association will host the Spring Realtors’ Open House on Sunday, May 5, from noon to 4 PM. Both realtors and homeowners who wish to sell their homes may participate. The Open House generally attracts over 100 people, including some who have never previously been to Lake of the Woods. This recreational community offers houses in a wide range of prices, and amenities including two lakes, a golf course, two restaurants, two pools, a new fitness center, a community center, an equestrian center, beaches, playgrounds, 24/7 security, fire and rescue on site, and a multitude of clubs and organizations. We encourage potential homebuyers to begin their tour by stopping at the Clubhouse and picking up a tour map. The map has a list of all participating houses, the selling price and their location. Along with the aroma of bacon and waffles from the Sunday Brunch, the friendly clubhouse ambassadors greet visitors and promote goodwill and the spirit of community that exists in LOW. The good news about the burned out house in the 700 Block of Lakeview Parkway is the Estate Administrator for the property obtained a residential demolition permit from Orange County on March 22, and demolition of the structure that has sat untouched since May 1, 2018, will be accomplished soon. In the last 10 months, the situation has troubled and concerned members who wanted to know why fire debris could remain on a lot as long as it did in this case, and LOWA has learned a lot from this process. 1. Estate planning. First and foremost, we learned that when someone dies without a will, it can impact immediate neighbors and even an entire community. We were saddened by the loss of the member who perished in the May 1 fire. When LOWA tried to follow up with his heirs, we found we could not properly notify them to enforce the Declaration of Restrictions that require demolition within six months. The situation also left the Estate Administrator powerless to spend the insurance proceeds to remove the debris. Eventually, in December, an attorney fulfilled the role and we had good delivery of notice, BUT... 2. LOWA was powerless to act because we could not get a Demolition Permit from Orange County. In January, the Board of Directors voted to authorize a demolition company to enter the lot and remove the structure. HOWEVER, the County would not issue us the permit, because we did not fill the state requirement to be the owner or the owner’s agent. 3. Orange County has no Property Maintenance Code to expedite removal of a burned out structure. My question for the county has been: “How can you allow this burned out structure to remain here in the middle of a community with homes on quarter acre lots? Why can’t the county handle this?” According to County Administrator Bryan David, the county would need to adopt the state Property Maintenance Code to accomplish this. The county would then have to hire an inspector to administer that code. I asked if Orange County could adopt the Property Maintenance Code for Lake of the Woods only, and have our Covenants and Site Inspector designated as Administrator. He said he would look into it. 4. State law needs to be changed to allow a community association to enter a lot to demolish a burned out structure when the Building Official has condemned the property. I believe we, as a community, should approach our state legislators to help resolve this matter. Requiring the Building Official to declare the structure condemned would keep the use of the change narrow and precise enough to resolve the problem. 5. Replacing a burned out home takes time. In normal circumstances, property owners act relatively quickly to remove the burned out home. Still, it takes time to get insurance proceeds, develop a replacement plan and hire a contractor to do the job. 6. Fencing may be an interim solution. Our Declarations of Restrictions requires the Environmental Control Committee to authorize any structure, such as a fence. Perhaps we should consider allowing fences specifically to keep trespassers off a property with a burned out structure. I encourage you to speak to our county supervisors and state legislators about the ability of our community association to enforce the recorded Declarations requiring removal of a burned out structure. In my opinion, state and local officials must recognize the contractual obligation LOWA has to its members to act to remove a burned out structure when an owner will not or, in this case, cannot. Going forward, we wish the heirs well while rebuilding a home on the lot.

Director Diercks said the Health and Fitness Fair last Saturday was well attended. Director Diercks said the Elections Committee is now active and will be working to increase the number of members voting electronically. Director H. Brown reminded members of the information session to be held on the Flat Run Forebay project on March 28th. The Nominating Committee will meet again on April 11th. March 20 Board Minutes from p. 5 Motion by Zukowski, passed unanimously, that the Board authorize the release of the 2019 LOWA Member Survey. 6. NEW BUSINESS 6.1 Discussion of Environmental Control Committee Appeal Referendum Schedule/Plan. (Deferred to April 6, 2019 Board meeting.) 6.2 Mid-year Update on 2018-2019 Board Goals. General Manager Phil Rodenberg reviewed progress made toward completion of the nine goals the Board adopted last fall. The status of all projects is “in progress” at this point in time. Progress on the 14th Pond construction timeline met with delays due to slow permit approval from Orange County, and the CARC project is about 10 days behind schedule due to excessive rain events. Other projects continue on their scheduled timeline. 6.3 Consideration of Entering Lots for Maintenance. (Removed from Agenda)
In Virginia, playgrounds must be regularly inspected by a Certified Playground Safety Inspector using the Consumer Product Safety Commission Guidelines. Training programs are offered through the National Recreation and Park Association. Lake of the Woods has a certified playground inspector on our staff. LOW offers 5 parks with play features, picnic tables as well as pavilions.

The Kairos Prison Ministry provides a “short course in Christianity” to address the spiritual needs of prison residents. Our Kairos team of approximately 30 volunteers will spend April 24-28 at the Buckingham Correctional Center in Dillwyn, Virginia, to add 40 new members to the Kairos Christian community. Over the last 29 years, the Kairos program has produced more than 1,500 graduates who participate in the closing ceremony at each of our two sessions per year, to welcome new members to the community. The impact of the Kairos weekend is to provide residents with a Christian family within the correctional center where they can share their faith, feelings, and let down their guard among fellow believers. Virginia state prison officials have recognized the Kairos program as a major factor which has contributed to making Virginia the state with the lowest prison recidivism rate in the nation. Would you like to help? First of all, we need your prayers. Donations are always welcome to support this important ministry. by Alayna Stiffler, Professional Women’s Networking Group Networking is an easy way to learn about a person and the services they offer. Sounds simple. Networking involves talking, mingling, trading business cards and nothing else, right? WRONG. Networking is more about building credible relationships and understanding the connection of people. Trading business cards is how many define networking and the measurement for successful networking often lies in the number of business cards that have passed hands. For an experienced networker, quite the opposite. The fewer business cards collected, the more successful the event can be. Why? Because getting to know the person you are talking to will open your mind to who you can connect them to in your circle. If you have spoken with ten people in less than two hours, you unfortunately probably did not learn much about each individual and their business or services. But talking with two to four people in two hours offers a treasure chest of information. In two hours, you can learn about their business, service, family, hobbies, their why and who their idea client is. Honestly, you don’t have to ask many questions. Listening more than talking will help you determine if this is someone you want to get to know better and refer. The Professional Women’s Networking Group meets on the fourth Thursday of the month in the Community Center with registration beginning at 6:30 PM. Varnikos was recruited by NASA in 1964 to study stress on astronauts during space launch, and ways to keep them healthy during weightlessness and their return to earth. She was Director of Life Sciences at NASA’s center in California for 36 years, the last eight years at NASA’s headquarters, until 2000. She won a Lifetime Award of Women in Aerospace, Jo and was inducted into its Hall of Fame last year. Her latest, Stress Beyond 50, helps you to make stress work for you instead of against you. It identifies coping techniques and gives you tools for instant relief. Join the Conversation on Aging
Star Outings Reward Behavior
Aging Together wants to hear about your concerns, opinions and suggestions as you age in our region. We invite you to join us for a Community Conversation on Aging to help identify issues that you see as critical needs in the coming years. These issues might include access to health care, transportation, aging in place, availability of varying housing options. The meeting format will be small group discussions that will ensure everyone’s voice is heard. Aging Together is the organization that brings together individuals and organizations in our area to conduct educational events and expand services for older adults and their families. Among our programs are the annual October Art of Aging Expo and our Spring Senior Prom. We are holding six Community Conversations in the five counties we serve, and are partnering with LOWLINC to conduct the event in Lake of the Woods. We are grateful to LOWLINC for procuring the venue and discussion facilitators. The program will be held April 24 from 10 AM to noon in the Community Center, followed by a free box lunch for pre-registered attendees. You can register by calling Aging Together at 540-829-6405. The AARP Virginia office also is assisting with registration: 1-877-926-8300. Help us plan for the future and make a difference by sharing your opinions and experiences. All ages are welcome.
Besides bowling and winter swimming events, Childhelp’s Star Outings include such community service activities as playing bingo with residents at local senior centers or sorting food items and stacking Photo by Greg Stoner shelves at the Alice C. Tyler Village Star Outing children enjoy a Wilderness Food bowling treat organized by Auxiliary members, Gail Pantry. and Greg Stoner. The Star Outings program, which brings joy to all, is a rewards/reinforcement program to recognize best behavior on a regular basis. It was a spinoff of a Girl Scout Brownie program brought to the Village by Mary Lou McFarland, assisted by Donna Stanford, about 7 years ago and now, as Star Outings, is available to all the Alice C. Tyler Village children. Childhelp staff is now further enhancing the Star Outings program to develop leadership skills over and beyond selfesteem and basic social skills. Childhelp’s A.C.T. Village, in Lignum, is a residential treatment facility for court-referred, severely neglected and abused children. It is a safe place to call home for approximately 60 children, served by a staff of 250 dedicated employees, who provide therapy, love, education, medical attention and guidance, all important to the healing process., For our Childhelp Auxiliary members, April is a very busy month. On April 19, from 10 AM to noon, the Animals Unlimited Petting Zoo will be on hand at the Village. The Easter party is set for April 20, 1 to 3 PM. The Susannah Chandler Chapter, NSDAR, held its monthly meeting in the Community Center on March 9. Our Speaker was Board Certified Audiologist Scott Elbert. As hearing is a very important part of our lives, especially as we age, it was beneficial to us to have him speak to us. We hosted Elbert, a Fredericksburg Audiologist with Live Better Hearing, who was both entertaining and informative, and came prepared with his great tie! We had refreshments after his speech, followed by our business meeting. t Each month, our National Society of the Daughters lb er S c ott E of the American Revolution chapter has meetings on the second Saturday from 1 to 3 PM in the Community Center. We celebrated our chapter’s 16th anniversary last October! We welcome all who wish to observe and attend our meetings, and who may wish to join our chapter. Our next meeting is April 13.
On Wednesday, April 17, at 7 PM in the Clubhouse Great Hall, two guest speakers will address the art of organizing and decluttering our homes, and methods for removal of items in order to gain an easier way of life. Even if one’s home is the perfect fit, there still may be items that can be “released” for simpler living. For many people, stress comes from not knowing how to take the first step of thinking through what should stay or go, while for others it may be not knowing how to sell or where to donate items no longer needed or wanted. Linda Clevenger, professional organizer and owner of Organization Direct, will be our first speaker. She has been helping homeowners downsize, right-size, purge, and eliminate items from their homes for over 11 years. Clevenger helps clients walk through the process of making decisions regarding the need to keep items and how it will impact life both now and in the future. As the spouse of a disabled veteran, she is passionate about helping other veterans and those who struggle with the day-to-day task of living a Lin da clutter-free life. Cle v e n g er Cathy France, owner of CopperStone Auctions and Estates, will provide options for the sale of items no longer wanted or needed. CopperStone offerings include estate sales from the home, consignment and auction services, and complete buyout of a home’s contents. And, of course, the option always exists to donate items to organizations such as the LOW Lions. There will be time allotted for questions, and we hope to see you there!

Where can you go to meet hundreds of square dance enthusiasts from around the country? Each year, the Washington Area Square Dancers Cooperative Association hosts its annual dance festival. This year, the festival was held March 14, 15 and 16 at the Hilton Alexandria Mark Center Hotel. There were over 1,200 attendees at this event and the Lake of the Woods Square Dance Club was present in force, over 30 of our 50 members, as well as some of our newly-minted students, all ready to dance. The theme of this year’s festival was Swing to the Big Band Era and in keeping with that theme, many LOW square dancers wore bow ties and 40’s style hair feathers. The festival is set up so that there is something for everyone: beginners square dance and round dance lessons, advanced lessons, challenge lessons, line dancing, multi-level dances, vendors selling square dance clothing and shoes, gift basket raffles, and, of course, lots of fun and comradery. Because of this broad offering of levels and styles, new students are able to attend and practice the mainstream (beginner level) sessions, and enjoy observing more advanced dancers. Square dance callers and round dance cuers from all over the nation were also in attendance, offering a wide variety of calling styles and music. The LOW Square Dance Club holds regular dances on Friday nights. This is not the square dancing you might remember from grade school. There are many benefits, both to your health and to your social life. The square dance community, both here at LOW and in other areas, are a friendly group. In fact, square dancing has been described as “Friendship set to music.” Beginners square dance lessons will be starting up again right here this fall. by Alayna Stiffler, LOW Knowledge Club Spring, the favorite word of the month because it means a new beginning. School will be coming to an end in a few months, grass will be greener and need mowing, children playing outside, the smell of BBQ will linger in the air, friends will gather outside and enjoy the weather and flowers blooming. Walking with friends takes away from indulging in too much technology But spring also brings out some pretty unsavory characters as well; scammers, thieves, and criminals. As we are enjoying sunshine and fresh air with open doors and windows, remember to lock the screen doors from the inside and don’t let someone convince you that your home needs power washing, driveway repair, roof or siding replacement. If someone takes the time to point it out to you, thank them and call a reputable company that is licensed. Don’t give a drop-by person any money. Every season brings out dishonest people, and we have plenty of honest businesses in our community. Knowledge Club meets on the second Thursday at 6:30 PM and the third Tuesday at 10 AM at the Community Center. Our April 11 meeting will feature three guest speakers who will discuss the differences between care facilities and how to decide which type of care is best for you. by Heather Kuzma, Publicity Chair, LGA By the time you read this, the LGA 2019 golf season will have officially started. Let’s hope Mother Nature cooperates, and we have lots of nice warm and dry Tuesdays in our future. This is the inaugural year for the ladies’ Jefferson Handicap League at LOW. The Jefferson League is a higher handicap (20-36) regional 18-hole league that competes in match play at different area golf courses. The LOW group currently has 19 golfers who are interested in playing in these matches over the season. There will be four away and three home matches. For more information, contact Louise Hoh or Phyllis Sakole. Today, April 5, at 10AM, Rea Hargraves will present a rules clinic in the Trophy Room of the Woods Center. The cost is $6 and includes a new rules book. Since there are so many rules changes for 2019, this is a very good opportunity to keep up with those changes and play by the rules. The LGA Spring Tournament will take place on three Tuesdays: May, 7, 21, and 28. This is an individual stroke play tournament. You compete with the ladies in your flight. The winners are determined by the best two rounds out of three. Note that the first two dates are not consecutive this year. If you are not able to play on one of the dates, you can still compete in the other two rounds. There will be a regular Tuesday tournament each week also.

by Megan Harlan, President, LOW Barracudas Board The Lake of the Woods Barracudas are looking forward to the 2019 summer swim season with lots of exciting announcements. First, registration for the 2019 Lake of the Woods Barracudas begins on April 15. Log on to lowswim.org to register your swimmer before May 24. On May 1, we invite residents of Lake of the Woods with children or grandchildren between the ages of 5 and 18 to join us for our first meeting of the new season. There are exciting changes this season, so whether you are a new family or returning, be there at 7 PM in the gym of the Community Center. Come and meet our new board members and learn about online registration. Swimmers will have an opportunity see the new uniforms and pre-purchase any team swag. Our Board members will be happy to discuss any questions that you have about the various volunteer positions needed to run an effective swim meet and any other questions that you may have. As we look forward to the summer, we think of warm weather and water. What better way for your kids and grandkids to get a good dose of sun, exercise, and water than by joining the Barracudas. With Coach Sheila Wimble returning, and her Assistant Coaches, Tanner Kelson and Mary Helen Getty, we are looking forward to all the new and returning swimmers. Lake of the Woods Barracudas is a member of the Rappahannock Swim League, which incorporates teams from Stafford, Orange, Spotsylvania, Stafford and Caroline Counties. It is a summer swim league, with practices beginning in June and the championships held on August 3 this year. Practices will be held every Monday, Tuesday, Wednesday, and Friday morning, with meets on Wednesday evenings. Stay up to date with the first practice date and any new information at lowswim.org.
Garden Club: Spring Has Sprung! by Karen Kovarik, Publicity Chairman
What a glorious time of year! Daffodils and forsythia brighten the days, and fruit trees erase winter doldrums. The Garden Club April 8 meeting starts with our annual tree planting ceremony. This year, a blue spruce will be planted in honor of our late president, Carolyn Graham. Meet at our park bench below the dam on the big lake at noon for the ceremony. All are welcome. Our regular meeting will start at 1 PM in the Great Hall of the Clubhouse. The program will be The Dirt on Clay by David M Roos. Since all of us who garden battle clay soil, this should be of great interest. Refreshments and socialization follow the meeting, so remember to eat before you come (but leave ample room for the goodies). Do take time to admire the table decorations. You may pick up a few tips to take home. Visitors are welcome. If you miss a meeting, don’t forget you may check out our monthly newsletter on the LOWA website under clubs. Our club is also hosting a nationally-known celebrity on May 11 at 1 PM at the Community Center. The true spirit of pickleball was alive and well on a recent Saturday morning, as the Mighty Tryers comments of “Good Shot”, and “Nice Try” echoed throughout the court. The Mighty Tryers kicked off the first annual LOW Pickleball Tournament. The court’s sidelines were lined with supporters, witnessing an amazing level of play. The sheer size of the crowd had no effect on Richard, as his comedic gestures kept all engaged. Play was highlighted by Sean’s passing shots and his powerful left hand, Richard’s masterful deep serves, Raymond’s unique bounce serve proving to be quite useful, and Albert’s inevitable high-five after his successful serves. Games were tightly contested with all four going to ‘pickle point,’ after which all four players met at the net with smiles for the traditional touching of paddles. The true winners were the spectators, as they were able to observe, first hand, sportsmanship and camaraderie. As Richard so fittingly said “Can you top that?” No, we can’t! Thank you for a great morning!

The LOW Veterans Club will perform a nocost Final Salute ceremony for any deceased veteran who resided in Lake of the Woods. The deceased veteran does not have to have been a member of the club. That the appropriate funeral director has requested our respective service is the criteria of the Veterans Club Honor Squads. Currently the Final Salute ceremony is provided at the Lake of the Woods Church, Laurel Hill and Johnson Funeral Homes. The uniform of the Final Salute is not the uniform of any respective service component, because the LOW Veterans Club membership includes veterans from all military services. The Honor Squad consists of Veterans Club volunteers, in club uniform, who solemnly approach the deceased Armed Forces veteran and respectfully perform a slow-motion salute while Taps is played. The custom has recently been developed to request attending veterans to join in the salute. This ceremony is usually the last formal opportunity for LOW veterans to honor a deceased compatriot. This unique Final Salute honor and ceremony was started in January of 2009 by Joseph Wascalus. For over a decade, more than 100 ceremonies have been performed. Over 200 LOW veterans have passed, but only about half of their surviving family members have requested this honor. Funeral attendees have stated enormous appreciation for the patriotic display of gratitude to the deceased veteran. Volunteers are needed to provide this extremely gratifying experience. The Veterans Club meeting on Thursday, April 25, in the Community Center at 7 PM, will feature guest speaker Michael Landers. by Alayna Stiffler, Wilderness Toastmasters According to Google, Toastmasters International is a worldwide nonprofit educational organization that empowers individuals to become more effective communicators and leaders. The organization’s membership exceeds 345,000 in more than 15,900 clubs in 142 countries. Wilderness Toastmasters is part of these staggering statistics right here in Orange County. On October 22, 1924, Toastmasters launched the organization, and has had many phases of membership from all-male or female clubs to co-ed clubs and corporate clubs. As some companies promote leadership within their business, they have also incorporated Toastmasters into their business model. The benefits of joining Toastmasters include clearer communication, improved leadership skills, enhanced teamwork, effective meetings, increased productivity, positive mentoring. It complements existing training programs, and is very cost effective. A typical club meeting consists of three parts: speeches, evaluations and table topics. One of the biggest accomplishments of a Toastmaster is giving their first, introductory four to six-minute speech. Approaching our first anniversary of launching Wilderness Toastmasters, we are excited to be able to charter our club in a few weeks and want to encourage you to join us. LOWA Embezzlement Case Update The Orange County Sheriff’s Office has an update on the investigation of the embezzlement of funds from the Lake of the Woods Association. On August 30, 2018, the Sheriff’s Office was advised that an embezzlement from the Lake of the Woods Association had occurred. Officials of the association advised that approximately $94,000 had been taken from Lake of the Woods Association funds by a former employee. After extensive investigation, including a forensic audit initiated and funded by LOWA, it appears that an amount more than $450,000 was embezzled from the Lake of the Woods Association over a period of four years. The Orange County Sheriff’s Office completed their investigation and on March 25, Investigator Ryan Brown presented evidence to an Orange County Grand Jury. As a result of the evidence presented, Roy C. Mayberry, 46, of Stafford County, was indicted on eight counts of violating Va. Code Section 18.2-246.3, Money Laundering and seven counts of Va. Code Section 18.2-95 and 18.2-111, Embezzlement. On March 26, Mayberry was arrested at his home with assistance from the Stafford County Sheriff’s Office. Assisting Investigator Brown in this case was Senior Financial Investigator Mark P. de Almedia, of the Virginia Attorney General’s Office. Mayberry is currently being held in the Rappahannock Regional Jail without bond.

At a recent meeting, the Supervisors authorized the advertisement of the Fiscal Year 2020 Budget and Tax Rates. The basics of the budget and the tax rates will be published in the Orange County Review and the details can be examined at the county offices in the Town of Orange. The tax rates will remain the same as last year, but to hold the line on taxes a number of requests for increased spending were not included in the budget. Even though tax rates were held constant, there will be some increase in tax revenue due to additional building construction in the county and to more and newer vehicles. It has been Orange County’s fiscal policy to use these revenue increases to fund the existing level of services to a growing population. A public hearing on the budget and taxes will be held at 7 PM on April 16 at the Gordon Building in the Town of Orange. The Supervisors were recently hosted by the Orange County Virginia Cooperative Extension Office and were briefed on their operations in the county. The Extension Office supports four separate programs: Agriculture, and Natural Resources, 4-H Youth Development, Family and Consumer Sciences and Community Viability. Support for agriculture is an important element of the Extension Office, since Orange County is the eighth top producing county in Virginia with revenues of $91 million, according to the Virginia Farm Bureau. Support areas include livestock management and marketing, soil nutrient management and pesticide training. The 4-H program has 10 different clubs, 490 volunteers and over 1,800 county youth participants. It is interesting to know that only about a third of the 4-H youth actually live on a farm. In addition to raising livestock, there are programs for archery, outdoor education, natural resource education and other short term subjects. Orange County 4-H participants have won awards at state, regional and national levels. The Family & Consumer Science program provides education to address issues of concern to individuals and families. These include food safety, food shopping, home food preservation, financial management and nutrition education. Community Viability includes areas such as leadership and community planning. The Extension Office is a valuable resource to the citizens of the county. A group of citizens concerned about the dangers and disturbance caused by truck traffic passing through their community asked the Supervisors to request that the Commonwealth Transportation Board restrict truck traffic on Rapidan Road near the Town of Orange. The Supervisors held a public hearing to receive input from the citizens before making such a request. Over 20 people spoke on this issue with pros and cons about evenly divided. The affected residents made comments about near-misses with trucks, noise disturbing their neighborhood and the impact on the road, which is a scenic byway. Truckers and affected businesses provided comments about the negative impact on trucker’s income due to longer transit distances and on their business operations. The Supervisors recognized that there was a problem for these affected citizens, and agreed that something needed to be done. However, restricting truck traffic was not the solution because of its effect on the county’s economy. The Supervisors supported other solutions such as better traffic enforcement or calming measures. Former First Lady of Virginia Susan Allen will be our guest speaker on Wednesday, April 24, beginning at 11:30 AM at the Clubhouse. She has traveled the world promoting Virginia’s tourism industry and continues that effort today. She chairs the Virginia Capitol Foundation, which raises funds for Virginia Capitol, Capitol Grounds and Governor’s Mansion projects not funded by the General Assembly. The biggest project currently is the establishment of the Women’s Monument, Voices from the Garden – a first in the nation – that will feature statues of 12 important women from Virginia’s 400-year history. Allen serves on the 2019 Commission celebrating the 400th Anniversary of the General Assembly, the first English women coming to America, and the first Africans coming to America. Additionally, she serves on the American Studies Center Board, which strives to honor and preserve the stories of America’s veterans while continuing to educate citizens about the sacrifices made by so many in our armed services. They host the annual Memorial Day Parade in Washington, D.C., and a PBS television show each Veteran’s Day that has celebrity hosts and American heroes. Politically, Allen continues to speak to groups and also serves on the board of the Conservative Professional Network, which tries to engage young professionals in political activities. And, yes, she is always happy to talk about Ronald Reagan and her book The Remarkable Ronald Reagan, which is now in its second printing. Meet Candidate for State Senate – Rich Breeden.
