Rea Hargraves Retires by Dan McFarland, copy editor

LOWA Golf Pro Rea Hargraves retired April 18, after serving nearly three decades as the golf course’s main cheerleader, as well as its manager. Originally from Falls Church, Hargraves attended George Mason High School. His father was a golf coach and took Rea along when he golfed with friends. This started a lifelong love of the game, and a long career as a golf professional and a respected instructor. Following high school, Rea enrolled in Hiwassee Junior College in Madisonville, Tennessee, where he played on the golf team, ranked 10th in the nation among junior colleges, as the only non-scholarship golfer on the five-man team. “Playing with those better players,” he recounts, “I learned a little bit about playing the game.” After graduating from Radford University, he took on a succession of jobs starting at Wintergreen Resort, golfing in the summer and skiing in the winter. After several years there, he was promoted to a management job, with responsibility for the crews that kept the public and conference areas of the resort spotless. His next jobs were at courses in North Carolina, where he would play 18 holes of golf mornings before going to work on the evening shift. “By the end of the summer,” Hargraves recalls, “I could shoot 70, 72 on a regular basis.” After joining the PGA, he decided to return to Virginia, where, on April 1, 1990, he started a job as assistant pro at Lake of the Woods. Six months later, the golf pro left to take a shot at the pro golf tour, and Hargraves became the LOWA pro.

Golf here has changed since his arrival, with more competition to attract golfers and tournaments. The Meadows Farms, Fawn Lake and Somerset courses, nearby now, did not exist in the days when, besides Lake of the Woods, the only golf choices were Culpeper to the west and Shannon Green in Fredericksburg, where Central Park now stands. Then, he says, people would buy their golf shirts, hats and golf balls in our pro shop, “because there wasn’t a Walmart or anything else around.” “Since that time, it’s all changed. Now people can buy all that stuff on line. And they don’t care if it has a logo or not. The best price is what they are looking for.” The biggest challenge to the course in the future, Hargraves feels, will be selling merchandise, and attracting outside tournaments. In his early days, a Wednesday Men’s Golf Day would have 120 men doing shotgun starts to use the course, because most LOWA owners were retired. “Since then, the community has changed,” he says. “Now the average homeowner here is a married couple in their forties or fifties, with two or three kids. They both work, and on weekends, one is cutting the grass while the other is doing laundry. That’s what you have to deal with.” The high point of his days at Lake of the Woods, he says, has been “working with the kids! Working with the PGA juniors. And I love the people! That’s what I will miss more than anything.” “I have thoroughly enjoyed working here,” he concludes. “The men’s group, the ladies group, the juniors. I want to thank everybody for letting me work here that whole time. It’s really been great, and I’m going to miss everybody.”

Recently John Licata, Chair of the Nominating Committee, published a notice seeking Board candidates. It was and is a timely notice for those Members who may wish to serve their community. As Board Members, we receive a magazine called Common Ground. The January-February 2019 issue had an article titled Simply the Best, by Kelly G. Richardson, Esquire. For those Members who may decide to run, here are some highlighted recommendations from that article. • Attend at least four board meetings. In addition to Board meetings, you should go to every committee’s meeting at least once. Note: LOWA has 22 Committees and two Ad Hoc Committees, so attending every meeting could be a daunting task, but one meeting of each should be manageable. If you are elected, you will be the liaison to three or more committees. • Talk to the community Manager (General Manager, LOWA) • Read the Budget and Reserve Study • Avoid a predetermined agenda (avoid making promises before you learn whether you are right)

If you are elected and when you attend a Board meeting: • Read the Agenda packet (you will receive the packet in advance of the meeting) If you have factual questions, try to get the answers before the meeting from the General Manager’s office. • Stay on topic (do not move on to a different topic before the current one is concluded) • Speak to your colleagues on the Board, not to the audience. Grandstanding, by speaking to the audience, disrespects your colleagues and encourages a raucous meeting. The exception at LOWA is that Board Members may address issues raised by Members or other appropriate subjects in the Directors Comments portion of the meeting. • Ask the General Manager for input on most motions, as he is the most frequent protector under the business judgement rule. • Do not comment on every motion; if other Board members have already said it, there is no need to say it again. Make your comment count, but what counts is your vote. • Respect your Board colleagues, Directors may disagree on one motion and agree on the next. Disagreement is not disrespect. It should not be personal.

Indian Hills Road March Madness: A Case Study by Jennifer Zukowski, Board Liaison, Maintenance & Ecology Committee

Indian Hills is a short road connecting with Eastover Parkway on both its ends. On it, there are eighteen homes and four vacant lots. Runoff from both ends of Indian Hills feeds into the small lake. LOWA is budgeted for leaf removal once a year for all 82 miles of the community’s roadside ditches. That typically happens at the end of November, after most of the leaves have fallen off the trees. It looks beautiful. leaves. Two had pick-up trucks and helped with hauling. How long did it take? Three hours a day for three days with three volunteers. We are not responsible for removing leaves from our ditches, but there is nothing that says we can’t. So we did! We may have saved the Association a few dollars, but more importantly, we did one little thing to help our Keaton’s Lake. And it was fun, for the most part. Indian Hills Road will serve as a case study for how long it takes for the ditches to fill up with leaves again. A month? Three months? Six months? Stay tuned.

Communication: Second member information session set for April 23, 6-8 PM. Session will feature a video walk-through of the project area and new buildings. The April 30, 2018 Information Session had 109 member participants.

It’s hard to say farewell to significant people and traditions in our community lives. We say farewell this week to our long serving Golf Pro Rea Hargraves, retiring from LOWA after 29 years. Rea will be remembered as the always-smiling golf tournament director, the patient instructor, and the dedicated youth league coach. I’ve always appreciated Rea’s positive, upbeat nature, even when it’s raining! We celebrated Rea with a Resolution of Appreciation at the April 16 Board meeting, and with a farewell party at Fareways Café. Let’s all tip our golf caps to Rea Hargraves! Sadly, there will be no parade this year. For years the LOW Vets, and particularly Stan Lasover, ran the Independence Day Parade, which kicked off a day of patriotic fun activities capped by fireworks. Last year was Stan’s last year as our parade czar. Despite outreach efforts, we could not identify a volunteer leader with the 20plus dedicated assistants to lead this effort. It is no small task to run a parade of our size. So, there is no parade this year. Meanwhile, in this edition and in the coming weeks, you will be hearing of Clubhouse Point events designed to carry on the day of patriotic fun. Inside this newsletter is our Eighth Annual Amenities Guide. It contains Rea Hargraves, circa 2006. lots of useful event dates and sign up deadlines. I hope you will save it and refer to it often as you plan your activities for the summer. Enjoy this terrific spring weather!

1. EXECUTIVE SESSION Motion by Hoh, passed unanimously, to enter into Executive Session at 8:41 a.m. for the purpose of consulting with legal counsel. REPORTS 3.1 Report from Commonwealth’s Attorney Diana O’Connell. Commonwealth’s Attorney O’Connell, accompanied by Assistant Commonwealth’s Attorney Rusty Fitzgerald, updated members on the status of the criminal case being brought against former LOWA Finance Director, Roy Mayberry. Mr. Mayberry is currently being held without bond, and an open court arraignment is scheduled for April 19 at 9:00 a.m. She responded to questions from the Board and members. 3.1A Report from Orange County Sheriff’s Office Sheriff Mark Amos reported that in March there were 1834 calls for service, 124 of those from LOW. Staff served 737 civil papers (90 in LOW), issued 34 warrants, ran 39 criminal transports and issued 334 traffic summonses, 102 of those on Route 3. There were 5 calls for service from Walmart. A bomb threat was called into the Orange County Nursing Home yesterday, but no device was found. Ron Kessner, a retired Albemarle County police officer, has been hired as the new TRIAD coordinator which addresses law enforcement issues for senior citizens. A drug

take-back event has been scheduled for April 27th from 10 a.m. to 2 p.m. at the lower level Clubhouse parking lot. 3.2 Report from Orange County Board of Supervisors Supervisor Lee Frame reported there will be no tax increase again this year. There will be a public hearing scheduled on the budget and proposed tax rates. The supervisors will be working on an agreement with the School Board on how to handle the fiberoptic cable project. They will also be working with VDOT on setting priorities for a 6-year plan for county roads. On April 13th, there will be a recycling event at the landfill, and June 15th will be “tire amnesty” day to accept used tires. 3.3 Report from Allied-Universal Security In March, Security staff responded to 179 calls for service and issued 97 traffic summonses. There were 4 thefts, 1 vandalism report, 5 MVAs and 3 incidents of breaking and entering a vehicle. There were also 13 animal complaints and 8 noise complaints. Chief Scott Walker said security continues to get reports of “car shopping” from unlocked cars. He reminded members that boats on the water must have a current decal posted by May 1st. Security has acquired a new Ford Fusion for patrol duties. 3.4 Report from LOW Volunteer Fire & Rescue, Inc. President Jeff Liebold submitted a written report that in March they had 28 calls to the Fire Department, 7 inside LOW and 21 from outside. There were 37 calls made to the Rescue Squad, 21 inside LOW and 16 from outside. In March, staff held a familiarization training session at Germanna Community College, and station tours were conducted for two scout troops. The report provided fire safety tips for vacationers. 3.5 Report from Orange County School Board Representative Jim Hopkins reported that OCHS alumni sponsors raised $55,000 to upgrade equipment at the Fitness Center at the high school. The new Fitness Center opened on March 17 and is named after Paul Sizemore, a former teacher, coach and athletic director at the school. 3.6 Reports of Officers The President had no report. Vice President Zukowski reported that the Communications Committee is in need of new members. Treasurer Hoh reported that the Ad Hoc Internal Audit Committee is ready to get to work and members will be more available for meetings once “assessment season” is over. Secretary Diercks encouraged members to fill out and return the Member Consent Form included in their Assessment package in order to receive billing, e-voting and other important Association communications electronically. A. Executive Session Actions - Civil Lawsuit Regarding Embezzlement (D-19-33) Motion by Wilks, passed unanimously, that the Board authorize the LOWA general counsel to initiate a civil lawsuit against Roy Mayberry in pursuit of LOWA’s recoverable damages as a result of Mr. Mayberry’s embezzlement at the appropriate time after criminal prosecution is completed. February Financials In February, LOWA collected $187,444 in current year lot assessments. For FY2018-19 we have collected $6,452,084, or 95.9% of lot assessments billed. As of February 18, the Preliminary Unaudited Budget Summary shows a favorable variance of $104,500. B. Lakes Management Report Finish Line Environmental has begun construction of the Golf Course 14th Pond Retrofit with Forebay Project. Management hosted the Flat Run Forebay Project information session at the back gate area with 23 members attending at the project site and 16 members at the following Community Center briefing. C. Clubhouse Area Recreation Complex Project Update The cupola framing is complete. A second information session for members is scheduled for April 23 which will include a video walkthrough of the project area and new buildings.

For the Fishing Club’s season opener, we had 13 boats participating. Fishing was slow at times, but some nice fish were caught. Fish were both suspended and near the bottom. Congratulations to Paul Hibbs, Jr., and Barry Priddy for the winning bag of 18.49 pounds. Big Fish goes to Nathan Sullivan at 6.58 lbs. Come join us for our April tournament. by Charles Brewer, President, Civil War Study Group At 10:30 AM on April 26 in the Clubhouse Great Hall, the Civil War Study Group’s speaker will be well-known National Park Service Historian Frank O’Reilly. O’Reilly will look at William Barksdale and his Mississippians’ innovations that changed the rules of warfare and set the stage for how modern armies would fight. Long before the Union army assailed Marye’s Heights or its terrible stone wall, Robert E. Lee knew he had won the Battle of Fredericksburg. On December 11, 1862, a maverick officer from Mississippi, William Barksdale, ruined the Union plans for battle, setting the stage for Lee’s most resounding victory. Barksdale rewrote the book on defensive warfare, introducing Americans to the experience of city-wide bombardments, riverine assaults under fire, and y l l i 'R e the first urban combat in North America. Stephen J. Farnsworth, professor of political science and international affairs, and director of the Center for Leadership and Media Studies at the University of Mary Washington, will speak on the topic of his latest book, Presidential Communication and Character, at the Community Center on Sunday, April 28. The event is sponsored by the Lake of the Woods Democratic Club, and is open to all without regard to political affiliation. The program will begin at 1 PM in Classroom 2. Farnsworth’s book traces the evolution of White House news management during America’s changing media environment over the t h past two decades. Comparing and contrasting the r wo n s communication strategies of presidents Bill Clinton, r a n F George W. Bush, Barack Obama and Donald Trump, it S te p he demonstrates the difficulty that all presidents have in controlling their messages despite a seemingly endless array of new media outlets and the great advantages of the office. Farnsworth is a recipient of the Outstanding Faculty Award from the State Council of Higher Education for Virginia and is the author of five books and many articles in scholarly and popular publications. One of the few political scientists who focus on Virginia politics, Farnsworth’s research has direct policy implications for both politicians and the news media. He handles hundreds of media contacts each year on local, state and international matters, and appears in or on such outlets as C-SPAN, The New York Times, The Wall Street Journal, The Washington Post, National Public Radio and PBS News Hour. He holds a Ph.D. degree and a master’s degree from Georgetown University and bachelor’s degrees from both the University of Missouri and Dartmouth College. Registration is now open for the Lake of Wood Barracudas Swim Team. Go online to lowswim.org and sign up for daily exercise and fun with friends for your 5-18 year old son, daughter, or grandchild. Eligible swimmers are children or grandchildren of Lake of the Woods residents and returning Barracudas. Speaking of returning, our fabulous coaches, Sheila Wimble and Tanner Kelson, as well as everyone’s favorite junior coach, Mary Helen Getty, will all be returning for another season. This will be Coach Wimble’s 41st year of coaching and she is only getting better. Practices will begin on June 3 in the morning, please see the website for updated practice schedules. The first Meeting of the Membership will take place on Wednesday, May 1, at 7 PM in the gym of the Community Center. Please join us to meet the Board and hear all the new information for the season. New AND returning members of the team are required to attend so that you may order your uniform and sign up for volunteer positions. We will also be talking about the new divisions of the Rappahannock Swim League, and a new meet schedule, so be there or be square. The next Tennis Social will be held on Saturday, May 11, at 9 AM. A Tennis membership is not required. Tennis socials are structured around open tennis play in a round robin format. Play starts at 9 AM and continues until about 11 AM. Partners are changed at 30 minute intervals. Players at all levels of play are welcome. Water is provided if you don’t bring your own. Other Business On March 20th, the 6th Fairway project was completed to help resolve private property stormwater issuesThe AMT engineer and LOWA staff are planning a Homeowner’s Information meeting on April 17th for lot owners in the Patrick Henry Court Drainage project area to discuss drainage improvement options. (Note: Date of meeting later moved to May 8.) On March 27, management met with RSA representatives to discuss coordination of RSA water infrastructure projects and improving the notification process regarding sewer leaks. The RFP soliciting accounting services for the annual audit received 5 responses. Management will be interviewing the companies and present their recommendations to the Board on April 16th. LOWA’s request for a volunteer Parade Coordinator for the July 4th celebration met with no response, so LOWA will not have a parade with year but will concentrate on Clubhouse Point events and activities. Golf Pro Rea Hargraves has retired after 28 years of service. A going-away reception will be held for him on April 17 or 18. 3.8 Committee Reports A. Board of Examiners (BoE) Committee Chair Jon Anderson reported the Boat Safety Test has been upgraded and test questions coordinated with the recently amended Regulation X on Lake boating regulations. A new online testing program was adopted but will not support printout of the test certificate. The BoE is recommending the Board amend Regulation X. B.3.(c) to have LOWA maintain a record of all people having successfully completed the LOWA Boat Operator’s test that can be readily checked by Security to confirm status at any time. 4. MEMBER COMMENTS ON THE BUSINESS AGENDA Members commented on the Member Survey and financial malfeasance prevention safeguards. 5. UNFINISHED BUSINESS 5.1 Consideration of Adopting a Resolution Regarding Amendments to LOWA Regulation II.A.2: Admittance to Lake of the Woods, Regarding All Persons, Including Unaccompanied Guests. (Resolution 2019-7) (D-19-35) Motion by P. Brown, passed unanimously, that the Board adopt Resolution 2019-7, a Policy Resolution, regarding authorized admittance to Lake of the Woods for all persons, including unaccompanied guests, effective immediately.

Pay Your Assessment Quarterly Prior to the mid-1990s LOWA Boards lived within their budgets. Beginning in 1995, successive Boards began a sleight-of-hand funding arrangement. That is, they used the cash they received from assessments in May to pay for the spending and cost overruns they accrued in the prior year. The Board has engaged in a process of borrowing from Peter to pay Paul. That’s why the Board borrowed $5 million for a white elephant (CARP) without member approval. The only defense we have from runaway spending is to pay our assessments quarterly. This will not affect the operation of our Association. But it will deny future Boards the cash flow to continue the Peter-Paul game they are playing. If the Board lives within the budget, there will be no problem. Under the current system, any emergency will require borrowing more money. Paying our assessment quarterly will prevent wasteful spending that has characterized the last several LOWA Boards. Michael P. Balzano President’s Note: LOWA does offer semi-annual and quarterly payment options for those members who need a little more flexibility for payments. It is important to note that if you elect to opt in to a payment plan, then there is an additional $12.50 service charge per transaction. While it is certainly preferable to have all assessment revenue received at the beginning of the fiscal year, it would not have a detrimental impact on cash flow for the Association, even if every member elected for one of these payment options. One letter was submitted to Viewpoints, and it has been printed. Lake Currents prints all Viewpoints submitted that meet Viewpoints Guidelines. The comments and opinions offered by individual members do not necessarily reflect the views of the Association. Letters for publication should be limited to 175 words or less, be submitted by a member in good standing with the association, and emailed to LakeCurrents@LOWA.org. Letters are published as submitted and not subject to editing, except where required to conform to Board approved guidelines. Letters must include writer’s name, lot and section number.

Wilderness Toastmasters by Alayna Stiffler, Member

Traveling for business can be lonely, especially when you are visiting cities and are not adventurous enough to wander around town by yourself in the evening when you do not know anyone or your surroundings. The beauty of Toastmasters is you can usually find a club in most places you are visiting domestically or internationally, because Toastmasters International is a worldwide organization. Many times, a guest will visit our clubs because the DC area has the largest concentration of clubs in the US. Whether you are traveling or vacationing, a Toastmaster can usually visit any open club and will be welcome. As one of our Toastmasters shared in a recent meeting, “I am never alone when I travel, because I find a club and always know that I will be amongst friends who will welcome me with open arms.” When you are involved in Toastmasters, you become family, and most times will meet people with many of the same interests or vocation. Many friendships have been developed that have become life-long. The next time you dread the thought of traveling alone to an unknown city, think about your fellow Toastmasters, scout out the closest club, and visit. Help as we Age

by Alayna Stiffler, LOW Knowledge Club I spent time helping my mother with a mess in another state. As she approached her May birthday, she reminded herself that getting old really stinks, and she also realized that her home needed a good cleaning. But living in the same home for 50 years makes it hard to keep up with the clutter. Many times I had to remind myself to be patient, kind, and to have compassion, because she is getting older and not necessarily wiser. I watched her revert to child-like behaviors, but still fiercely want the independence that she once had. She voiced her fears when she was truly afraid, when she needed help but felt guilty because she was asking for help instead of being able to give it. Then I remembered how fragmented her mind really is, and I wanted to make sure she was getting the right resources and information, instead of what she thinks she knows to be true, but that over time has really changed. Our seniors need some extra TLC. The Knowledge Club meets on the second Thursday at 6:30 PM and the third Tuesday at 10 AM at the Community Center in Classroom 1. On April 16, our guest speaker will share information on fixed income living, and May 9, our speaker will discuss college options. There will not be a May 21 meeting; we will resume in June. Help Lake of the Woods Church Celebrate Missions Week by Dick Gullickson, Member, LOW Church

Our Missions Week 2019, April 27 to May 5, highlights our support for the poor and hungry in our community and throughout the world. Our week begins with a 7:30 AM check-in on Saturday, April 27, for a 5k/1 mile Race/ Walk, sponsored by the youth ministry. The cost is $30 for the 5k and $15 for the 1 mile, with t-shirt and drawstring sports pack for all participants. We will have our first International Dinner that evening at 6 PM, featuring dishes from Europe, Asia, the Middle East, and the Navajo Nation. Tickets are $15 for adults, $10 for children ages 5-12; younger children are free. During the week, five missionaries will speak to different church groups. On Wednesday evening, May 1, at 6:30 PM, we will show The Letters, the untold story of Mother Theresa and the “Missionaries of Charity.” Friday evening, May 3, at 7 PM, we will feature Steve Green: In Concert. Steve is the son of missionary parents, and was raised in South America. He worked with Christian music groups in his early 20’s, and in 1984 he established Steve Green Ministries. He has been honored with four Grammy nominations, 18 number one songs, seven Dove awards, and has been inducted into the Gospel Music Association Hall of Fame. With 40 recordings to his credit, including children’s projects and Spanish-language albums, he has sold over 3 million albums worldwide. We welcome your participation and support for our Adult-Youth Ministry trip to the Navajo Nation in New Mexico, July 6 to 13. Nolan, LOW Book Club An overbearing, but loving, mother’s annual Christmas letter detailing her family’s real, and perhaps imagined, accomplishments begins this witty and dramatic novel about a Minnesota family’s attributes and adventures. Evergreen Tidings from the Baumgartner’s, by Gretchen Anthony, is the LOW Book Club’s selection for discussion at its May 8 meeting. The book’s title echoes the opening line of Violet Baumgartner’s holiday correspondence. The letter’s glowing accolades serve as a counterpoint to the actual discord and drama depicted in this author’s debut novel. The book is available in all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional). The growing popularity of pickleball here led to the club undertaking its first, FUN Tournament, open to all interested LOW pickleball players. Tournament volunteers, led by Toni Keating, Ted Cryblskey and Scott Walker, coordinated the event, which featured randomly assigned two-person teams for players rated on two levels, based on the player rating system used by Photos by Tom Schach the LOW Pickleball Club). Lower Bracket finalists: (L-R) The event generated significant Anne Smith, Mike Akers, Beth response and resulted in seven Graham, Barbara Schach teams signing up for the lower bracket, and 13 teams in the upper bracket. The intent of the tournament was to give players a chance to play with new partners, getting the feel of play under standard tournament rules with a double-elimination format. The event was held Saturday March 30, utilizing all six of the outdoor Hollyfield Park pickleball courts. The action was fast-paced and spirited as teams dinked, lobbed and stroked their way through the tournament brackets. The bracket winners competed in a best two-out-of three final match to determine each division’s champions. Results were as follows: Level 3.0: Beth Graham and Barbara Schach narrowly defeated Upper Bracket finalists: (L-R) Mike Akers and Anne Smith, in a Bob Keating, Barry Menniti, David closely contested tie-breaker. Critchfield, and Aaron Lovell are Level 3.5-4.5: Aaron Lovell and congratulated by tournament Dave Critchfield rebounded from an volunteer official Ted Cryblskey, early defeat to take on Bob Keating and Barry Menniti for the final match, (center) and were able to carry the day in the third game. Final participants in each division were treated to a jar of pickles; division winners were rewarded with a beautifully-monogramed LOW Pickleball towel created by Linda Kadar. One of the major, if not the largest, concerns of local businesses today is getting adequate staffing. With the unemployment rate in Virginia, and Orange County, hovering about 2.8 percent, a major effort is underway to develop additional potential employees through various programs. The federal Workforce Innovation and Opportunity Act is legislation designed to strengthen and improve our nation’s public workforce, and to help employers hire and retain skilled workers. It also has provisions to help get Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers. The WIOA is implemented in Virginia though several programs. The Virginia Department of Aging and Rehabilitative Services provides support for individuals with disabilities. The Virginia Employment Commission helps people with unemployment benefits and job registration. Virginia Career Works has programs for adult workers, youth workers and dislocated workers. The Career Works is implemented on a regional basis and the Piedmont Region covers ten counties, including Orange County and the city of Charlottesville. It is governed by a council of County Supervisor representatives, of which I am the chairman. A board, which includes members of the business community, education and training organizations (including Germanna Community College), state representatives, labor representatives, community based organizations and economic development representatives, is responsible for the oversight and administration of the WIOA programs. The board is populated by business representatives to reflect the business community’s labor needs. The Piedmont Region has identified four areas that are in need of employees. These include health services, business and financial services, information technology and manufacturing/distribution. The region has a budget of about $1.5 million for training and, in some cases, for support services to enable clients to attend training. It is implemented through One-Stop Centers in Charlottesville, Culpeper and the Town of Orange. The Orange County Center has a two-fold purpose: to assist businesses in locating local talent; and to assist job-seekers in finding employment. There are a wide range of services to assist job-seekers, such as computers, fax, assistance in resume writing, interview preparation and access to grants for training and education. Multiple agencies collaborate with, and are available at, the Orange County Center to assist in providing the services. You can learn more about these services at www.vcwpiedmont.org. I recently had the privilege of attending the Orange County High School Junior ROTC Military Ball. This event was completely planned and conducted by the ROTC cadets themselves and was superbly carried out. As a part of the evening, they performed a very moving ceremony honoring those who have given their lives in the defense of their country. It included the placement of the hats of the various military services, as well as hats for police and firefighters, on tables at the end of the banquet hall. During the entire ball, there was always a cadet marching as sentry in front of those hats, in a manner similar to that conducted at the Tomb of the Unknown Soldier at Arlington Cemetery. The citizens of Orange County can be proud of the young men and women who make up the JROTC Montpelier Rifle Battalion. The Veterans Club meeting on Thursday, April 25, will feature guest speaker Mike Landers. The retired Navy captain and former chief executive officer of the Armed Services YMCA will present information on the Navy’s Saturation Diving Program. This Navy diving capability was developed in the 1960’s to support a classified program for use against the Soviet Union. It required Navy divers to be put on the bottom of the ocean at depths down to 1000 feet while breathing helium. Landers will explain the process, and the no-longerclassified program it supported. Also, Landers will provide significant information about choosing the proper charity for supporting military veterans. His vast knowledge and experience in this area will provide informative, interesting, and valuable insight into making the correct choice. Other topics of discussion by the LOW Veterans Club at 7 PM at the Community Center will be regular Club business, as well as the other veteran-related information and issues. Any LOW resident is invited to attend any of our meetings. The club is proud to send a birthday card to a World War II veteran Emil Valentine. The 100 year old served in the 27th Infantry Division during that war. We intend to do the same for other centenarian veterans as we become aware of such achievement. Also, the club is proud to be one of the sponsors of the LOW Lions/Lioness Selven Powell Memorial Golf Tournament on May 17. The Veterans Club would like to recognize Fredericksburg Chapter VA4 of the Blue Star Mothers of America, Inc. This non-profit organization supports the U. S. Armed Forces members, veterans, and others while promoting patriotism through education and service. Their members provide articles of need packages, letters of appreciation from local school kids, and let the recipients know that they are not forgotten.
