Clubhouse Pool It’s finally May, and both the Sweetbriar and Clubhouse pools will be open soon. You can enjoy time at either pool starting on Saturday, May 29.

Pool Hours: Clubhouse Pool: May 29 - Sept. 6 11 AM-7 PM

Sweetbriar Pool: Opening May 29 1 PM-8 PM Closed Wednesday for swim meets

Visit the snack bars at either pool for treats and yummy snacks. This year, the Clubhouse pool will also have daily specials.

Daily Pool Passes for guests can be purchased at both pools for $5 per person. Or short-term Pool Passes are available for purchase at Member Services in the Holcomb Building: 10 visits for $25; 20 visits for $40; 30 visits for $45.

Each pool has different features: Sweetbriar Pool features a diving board, a slide, and a separate wading pool with play equipment for young children.

Clubhouse Pool features lap lanes, an entry ramp with railings and a splash area with fun play equipment with a beach-like entrance (zero depth entry). Water Aerobics classes are currently full . Come on over and enjoy some pool time!

Please note, opening of the areas with play equipment is dependent on Virginia’s current Covid restrictions.

You are likely to see your Board members out and about as we try to bring the Referendum to a close.

We have already been at the Spotswood Park Mail Station and enjoyed meeting with members and waving to others passing by. We are getting closer to having 2,600 votes and we need your help. You will be seeing us near the compactor in the Ferris Building parking lot on Tuesdays and Thursdays. We will be at the Concert on the Point on May 28 and on May 29, you will see us at the Clubhouse pool. We will either have the Ballot Box or a laptop to make voting easy for you. It’s great to be able to meet and talk with members after all this time due to the pandemic.

Just a heads up about four things the Board has voted on, or is considering. The first is that wake surfers are being asked to use the center line buoy course, and wake boarders are being asked to stay 300 feet from the shore and south of a line between Buoys 17 and 28. Both sports use wake-enhancing devices that cause higher than average waves that wash over lake front property and upset canoes and kayaks in use near the shore.

The second thing is that we are waiting to hear from our attorneys about tenant fees when an owner is using a second lot for blood relatives.

The third is that we are considering what to do about marijuana use, once it becomes legal in Virginia. State law prohibits marijuana use in public spaces.

Finally, I want to remind you that the Board voted, and our attorneys approved, LOWA recouping expenses for lot violations. The first warning letter is free, but thereafter, the homeowner will be charged for employee or attorney time. This amount often exceeds the old charges of $10/day for ongoing violations and $50 for one-time violations.

For those who take care for their property, thank you so much. We are grateful to you. For those who don’t, please bring your lots into compliance. We don’t want to charge you for costs, but we have no other option until the Referendum passes.

It is such a beautiful time of year. I hope you are inspired as much as I am to take care of your lots and enjoy the beauty of LOWA all around you.

Board Amends LOWA Regulation X: Lakes, Wake Surfing and Wake Boarding The Board of Directors, at its May 1 meeting, amended LOWA Regulation X: Lakes, Wake Surfing and Wake Boarding.

What is the effect? All Wake Surfing activities will be limited to the Center Line Course. Wake Boarding activities, with the boat in the wake enhancement mode, limited to certain parts of the lake. Wake Boating without enhancement can be done within the designated areas of the lake for skiing activities.

The amended regulation reads as follows: X. USE OF THE LAKES (Amended July 16, 2014) A. WATERCRAFT OPERATIONS AND USAGE. 1. For the purpose of this Regulation the following terms and definitions apply: r. “Wakesurfing” is a water sport in which a rider trails behind a motorized watercraft, riding the watercraft’s wake without being directly pulled by the watercraft. s. “Wakeboarding” is a watersport in which a rider, standing on a short board with foot bindings, is towed behind a motorized watercraft, riding and jumping the watercraft’s wake. t. “Wake Boat” is any watercraft operating above No Wake Speed while deploying one or more wake-enhancement devices, such as ballast, wedges, or gates, for the purpose of creating larger wakes than if such devices were not deployed.

C. WATER SPORTS ACTIVITIES. 1. WATER SKIING/TUBING/WAKE SURFING/WAKE BOARDING. a. Skiers or other towed persons shall NOT be permitted to take off from or land on any beach or pier. b. During High Traffic times (see A. 5.c.) no person shall operate a towing watercraft to pull any person(s) on water skis, tube(s) wake board(s)or similar devices unless there is in/on the watercraft (in addition to the operator) a person actually observing the progress of the person(s) being towed. This observer must be at least 12 years of age. In the case of PWCs, the observer must be seated backward. At other times towing is permitted without an observer if the watercraft is equipped with a rear view mirror. c. Ski flag. All watercraft operations involving skiers, tubers or wake boarders on a towable device shall have a ski flag readily available. This flag shall be a red or orange flag measuring no less than 12 inches on each side in the shape of a square or rectangle secured to a pole or shaft at least two feet long.

(1) The ski flag shall be mounted or displayed in such a manner as to be visible from every direction when: (a) A skier, tuber or wake boarder is down or a rider has fallen Or (b) A skier, tuber or wake boarder is in the water and preparing to ski, tube, or wake board.

(2) The ski flag shall not be displayed at any other time.

(3) The use of this flag will not be construed as conferring any rights or privileges on its users. Operators of watercraft in the vicinity will, however, exercise precaution commensurate with conditions indicated. d. All watercraft operators who tow skiers and floatable devices shall know and ensure their spotters and skiers/riders understand and use a set of hand signals to communicate between the watercraft and the skiers. Passengers shall remain seated when a watercraft is towing a skier or people on other devices. e. Skiing and towed activities at greater than No Wake Speed shall be prohibited within one hundred (100) feet of shorelines or in areas marked with “No Wake” buoys and will be confined to the area of the wake zone. f. At High Traffic Times when two or more skiers/tubers/wake boarders are being towed by one watercraft and one of the skiers/tubers/wake boarders fall, the other

Boating activity will be at full throttle on Memorial Day Weekend. The diversity of activity on the Main Lake is always amazing to me. Man-powered boats and sail boats take advantage of early morning calm before the power boats and pontoon boats towing skiers and tubers take over. High Traffic Time starts at 10 AM. Pontoon boats tie up together in the evenings. Meanwhile, Keaton’s Lake (aka the Fishing Lake) has its man-powered and electric-powered boats.

Fishing boats are out at the shoulders of the day on both lakes.

So far, LOWA has registered 2,559 watercraft, and we expect to register another 150 or so before the end of May. I’ve included a Watercraft Registration table for you to appreciate the different types of boats we have. If you have not registered your watercraft yet, please contact Member Services at 540-972-2237.

With 2,700 registered watercraft, operator safety is essential. I recommend all boat owners review Regulation X, Use of Lakes, on the www.

LOWA.Org website and this edition of Lake Currents for the latest version of the regulations. Security Chief Scott Walker oversees lake patrol activities and recommends that you also review the summer boating safety tips of the National Association of State Boating Law Administrators at www.nasbla.org.

Before Memorial Day Weekend, LOWA will be setting the buoys for the new Wake Surfing centerline course near the Veterans Dam in the deepest part of the Main Lake. Beginning today, Wake surfing is only allowed along the centerline buoy course between Veterans Dam and a line between Buoys 8 and 37.

With the Governor easing COVID-19 restrictions, it was nice to hear from the LOW Ski Club this week to say the Ski Team will be practicing three times a week and is planning to have a show the day of our community fireworks on Saturday, Sept. 4.

Enjoy your holiday weekend and please honor and remember all the men and women who died fighting for our country.

Welcome back to the Lake for the start of the summer season!

I know you look forward to rest, relaxation, and fun when you are here.

It is also easy to just let those who live here full time make decisions on association matters, but your voice is equally important. One of those matters is the ongoing referendum to amend our Recorded Covenants and Regulations. The Board set a goal of a minimum of 2,600 total votes when we launched the referendum a year and a half ago. We are getting closer, but need your help to complete the task and close the voting.

These are the two questions/issues that affect you: 1. A right to appeal certain Environmental Control Committee decisions, should you need to. (You do not have that right at present).

2. Help the Association enforce our lot violations rules allowing us to once again issue charges for ongoing violations of our regulations, if needed, to prompt the member to bring their lot into compliance.

For many years, we would send a letter to the owner of a lot that was out of compliance. It cited the violation, such as junk piled up, way overgrown grass, etc. They were asked to correct the violation within 30 days. If not corrected, they were subject to a ten dollar per day charge, for up to 90 days as allowed by the Virginia Property Owners Association Act. They were also told to call the ECC office if there were extenuating circumstances. Almost always, the violations were corrected in a timely manner without any charges issued. About five years ago, the Virginia Supreme Court ruled that, unless stated in the Recorded Covenants and Regulations, an association could no longer use that tool. Thus, we need to amend our documents to permit this via the referendum.

So, our two goals are to keep our community the well-kept and clean getaway that you like to come home to, and to give you the right to appeal certain ECC decisions should you ever need to. We would like you to vote, either yes or no (we hope it is yes) to the two questions. It is now easy to do online. D. The Committee shall approve or disapprove plans, specifications and details within thirty (30) days from the receipt thereof. One (1) set of said plans and specifications and details with the approval or disapproval endorsed thereon, shall be returned to the person submitting them and the other copy thereof shall be retained by the Committee for its permanent files. of completed plans, specifications, and/or details in accordance with this Section 5 and Section XVI of the Rules and Regulations, as determined by the Committee.

5. ENVIRONMENTAL CONTROL COMMITTEE ….

The Committee shall have the right to disapprove any plans, specifications or details submitted to it in the event the same are not in accordance with all of the provisions of these Restrictions; if the design or color scheme of the proposed building or other structure is not in harmony with the general surroundings of such lot or with the adjacent buildings or structures; if the plans and specifications are incomplete; or in the event the Committee deems the plans, specifications or details, or any part thereof to be contrary to the interests, welfare or rights of all or any part of the real property subject hereto, or the owners thereof.

The decisions of the Committee with respect to plans, specifications, or details thereof shall be final. (Referendum Aug 1996) In the event that the Committee disapproves or denies the plans, specifications and/ or details submitted, the Committee shall do so in writing to the submitting Owner, providing the date of the disapproval or denial and the Committee’s basis for the disapproval or denial, which shall include any provisions of the Declaration (i.e., recorded covenants), Bylaws, Rules and Regulations (hereafter “Governing Documents”) which the Committee deems applicable and/or supportive of its disapproval or denial.

Members May Also Observe the Meeting on the Zoom Conferencing Platform

The purpose of this meeting is to vote on each of the two separate and independent proposed Amendments to the Declarations of Restrictions which would (1) amend Section 5, subsections B, D and E and Section 6, subsection C of the Declarations to clarify ECC quorum and establish an Environmental Control Committee (ECC) appeal to the Board of Directors, and (2) amend Section 12 of the Declarations to add a new subsection H to establish Board authority to assess charges for violations of the Restrictive Covenants (Declarations), Rules and Regulations.

By vote at the Special Meeting of the Membership of January 25, 2021, the meeting was recessed and continued to June 24, 2021.

Any disapproval or denial of plans, specifications and/or details by the Committee pursuant to this Section may be appealed by the submitting Owner to the Board of Directors (“Board”). The grounds for appeal are limited to (1) the Committee’s denial violates one or more provisions of the Governing Documents or applicable law or statute and/or (2) the plans, specifications and/or details submitted to and denied by the Committee are not regulated by the Governing Documents or law or statute.

Each Amendment is provided below. Language being removed will be shown with strikethrough, new language is shown in bold italics.

AMENDMENT #1.

5. ENVIRONMENTAL CONTROL COMMITTEE ….

B. The Committee shall be composed of not more than seven (7) members, nor less than three (3) members, with staggered terms, and shall be appointed by the Board of Directors. Committee members shall be subject to removal by the Board of Directors and any vacancies existing from time to time shall be filled by appointment. A quorum for this Committee shall be three (3) members. (Ref. Mar 1990) A quorum for this Committee shall be a majority of Committee members.

The appeal must be in writing, with the following information: (1) a copy of the submitted plans, specifications and/or details, (2) a detailed statement of the reasons for the appeal, specifically addressing the grounds for the appeal as limited herein, and (3) the remedy sought. Any written appeal must be received by the Board within ten (10) calendar days from the date of the decision of the Committee. If the tenth (10th) day falls on a Saturday, Sunday or legal Holiday, such receipt of the written appeal shall be due no later than the next business day.

5. ENVIRONMENTAL CONTROL COMMITTEE ….

The Board shall have full authority and discretion to affirm, reverse or revise, in whole or in part, the decision of the Committee. The Board shall have no time deadline during which to decide an appeal, but the Board shall make reasonable efforts to make such determination at a Board meeting within thirty (30) days after an appeal has been submitted to the Board. The Owner will be invited to speak at the meeting during the Board’s consideration of the Owner’s appeal, unless the Board determines, in its own discretion, that the circumstances of the appeal warrant immediate

consideration by the Board, irrespective of the Owner’s attendance at the meeting. Any decision or determination by the Board of an appeal shall be provided in writing to the submitting Owner and shall be final.

The Board shall have authority to adopt and publish reasonable rules, regulations and procedures pertaining to appeals of disapprovals or denials of the Committee to the Board.

6. SIZE AND PLACEMENT OF RESIDENCES AND STRUCTURES ….

C. The Committee shall have the authority to set up propose regulations to the Board of Directors pertaining to the height and size requirements for all other types of buildings and structures, including fences, walls, copings, etc. Any such proposed regulations shall require the approval of the Board of Directors.

12. LAKE OF THE WOODS ASSOCIATION ….

H. In addition to all the remedies and authorities provided to it by this Declaration, the Bylaws, the Articles, the Rules and Regulations and the laws of the Commonwealth of Virginia, the Board of Directors has the authority to adopt reasonable rules and regulations as may be permitted by, and so as to comply with, applicable statute, including a rule permitting the Association to levy and assess any violation charges established by the Virginia Property Owners’ Association Act of the Code of Virginia, 1950, as amended (“Act”) or any other applicable statute.

Any such violation charges assessed against an Owner shall be collectible as an assessment, including but not limited to constituting a lien against such Owner’s Lot and being the personal obligation of such Owner.

Vote.Now.Com, LOWA’s trusted agent, mailed on July 12, 2019 and emailed on July 15, 2019 proxy ballots, according to preference, to the Membership and emailed reminders with a link to the voting site. Vote.Now.Com sent email reminders on several occasions since then to the Members who have not yet returned proxy ballots. The proxy ballots include an “Approve” or “Disapprove” vote on EACH of the proposed amendments, above.

Much of life in the LOWA community revolves around our lakes, and the health of those lakes is of paramount importance to everyone. In order to develop a long-term, effective approach to protect and improve water quality, the Lake of the Woods recently hired a stormwater consulting team led by A. Morton Thomas and Associates (www.amtengineering.com) to investigate and update the 2012 Lake Management Plan. The board has asked our consulting team to work with individual members to identify and map locations of known flooding issues and water quality concerns throughout the community. For this, LOWA needs your help!

We invite you to join us June 3, from 4-7 PM at the Community Center for our “Come & Go” Information Session. Zoom option will also be available. Members will be given the opportunity to provide written comments about any erosion, flooding, or water quality concerns you have experienced in recent years throughout the community.

An additional opportunity to provide input will be provided via an online survey that is planned to open immediately following the “come & go” session and which will include more specific instructions on how to inform the study through your comments, photographs, videos, high water marks, and other information about drainage and flooding issues, water quality problems and stormwater hot spots.

Lastly, as part of the preliminary lake studies, electrofishing surveys were conducted on the main lake and the fishing lake recently, to then consider fisheries improvement recommendations. Additional studies of water sports, water chemistry, aquatic vegetation, erosion, sediment mass loading and other indicators of lake water quality will be performed during the spring and summer months.

Members are asked to vote “Approve” or “Disapprove” on EACH of the above proposed amendments. For those submitting proxy ballots electronically through LOWA’s trusted agent, Vote-Now.com, they must do so on or before 11:59 PM on June 23, 2021. Also, all paper proxy ballots must be received at the Holcomb Building at 102 Lakeview Parkway by 5 PM on June 23, 2021 or mailed to Vote-Now.com to be received on or before June 23, 2021. Alternatively paper proxy ballots may be provided to LOWA prior to the announcement of the closure of the voting at the Special Meeting by the presiding officer. Any person designated by a Member as a proxy holder on the proxy ballot must attend the meeting in person for that proxy ballot to be valid. Association News Lake Currents May 21, 2021

Amended Regulation X from p. 2 skier(s), tubers, wake boarders shall drop his or her towline immediately. g. All persons being towed by watercraft shall wear a U.S. Coast Guardapproved (Type I, II or III) flotation device or a Type V flotation device designed for the activity such as a ski vest. Inflatable vests shall not be used for skiing or tubing. The use of flotation belts alone shall only be permitted when using “trick skis” while an observer is in the watercraft and it is traveling less than nineteen (19) mph. “Trick and Jump skis” are considered as skis less than forty-four (44) inches in length with no fin. h. When any skier, tuber or wake boarder falls, the operator shall immediately go to No Wake Speed and turn around on as small a radius as possible to return to the downed skier, tuber, or wake boarder. The operator must attempt to follow the reverse course on the return to the fallen skier, tuber, or wake boarder while not entering the path of other watercraft in the immediate area.

The towing watercraft shall display the skier-down flag. The use of this flag will not be construed as conferring any rights or privileges on its users. Operators of watercraft in the vicinity will, however, exercise precaution commensurate with conditions indicated. Fallen skiers, tubers, or wake boarders shall, as soon as possible raise one arm in the air to signal their location to nearby watercraft. i. No person(s) shall use the Water Ski Jump at LOW unless that person is a member of the LOW Ski Club or under that organization’s instruction and is wearing a helmet approved by USA Water Ski. Only one watercraft shall use the Slalom Course at any one time. Only jump skis and trick skis shall be used over the jump. j. No person shall operate or manipulate any watercraft, tow rope, or other device by which the direction or locations of water skis, tube, wakeboard, or similar device may be affected or controlled in such a way as to cause the participants to come into contact with any object or person(s). The provisions of this rule shall not apply to contact between two or more persons behind the same watercraft or to contact with the top of the Ski Jump, buoys, or similar objects as normally used in competitive or recreational boating or water skiing. k. When towing more than one skier, or tube or wake board, it shall be the responsibility of the driver of the watercraft to ensure the towlines for each skier/tuber/ wake boarder is of equal length to all skiers/tubers/wake boarders being towed. l. Kite tubing and kite boarding are prohibited. m. Subparts a,c,e,f,g,h, and k above do not apply to boat operators and skiers participating in USA Water Ski sanctioned ski club practices, competitions, or exhibitions. n. Wake Surfing and Wake Boarding with Wake Enhancement Devices (1) Wake surfing is allowable behind boats propelled by inboard motors only. Wake surfing behind boats with inboard/ outboard motors or outboard motors is prohibited.

(2) Wake surfing is only allowed along the centerline buoy course.

Wake surfing is only allowed along the centerline buoy course between Veterans Dam and a line between Buoys 8 and 37.

(3) Watercraft designed to enhance their wake by ballast or mechanical means are not permitted to operate in wake surfing configuration outside the centerline buoy course.

(4) Wake Boat operators engaged in wake surfing activities, shall maintain a safe distance from the centerline buoy course but not exceed an operating distance greater than seventy-five (75) feet from the centerline buoy course.

(5) Wake boarding is prohibited within 300 feet of shore and south of a line between Buoys 17 and 28 when a wakeboat is deploying wake-enhancement devices.

Notice to Boaters Regarding Centerline Wake Surfing Course Be advised that LOWA will be installing buoys for a new wake surfing course by May 31. The centerline buoy course is located between Veterans Dam and a line between Buoys 8 and 37. Wake surfing is only allowed along the centerline buoy course. (Blue X's Represent the centerline course.)

Wake Boarding is prohibited within 300 feet of shore and south of a line between Buoys 17 and 28 when a wakeboat is deploying wakeenhancement devices. Otherwise, Wake Boarding is allowed 100 feet from shore in the Wake Zone.

We would like to remind members that our beautiful community is called Lake of the ”Woods” and we wish to preserve as many trees as possible.

Recently, we have had a number of members arbitrarily taking down large trees without first receiving written permission from the ECC. To be sure everyone is aware, our Restrictive Covenant 8.A.(q) states: “No tree over six inches in diameter shall be removed from any lot in the Section or Subdivision without the written consent of the Environmental Control Committee.” (The measurement for the six-inch diameter is made 1 foot from the ground.)

Please help us protect our environment by seeking the proper approvals before removing those trees covered by our regulations. Tree Removal request forms may be obtained either from the ECC office or online at LOWA.org (go to Administration tab, then Forms tab). For additional information please call 540-972-2211.

Top Ten Violations in LOW As a courtesy to our members these are the most common violations that the LOWA Covenant Site Inspector sees in the subdivision. LOWA is providing these as a helpful way for members to avoid being cited for violations. For more information, contact Matilde Barone, Covenant and Site Inspector 972-2211.

Violation # 1 Unsightly Lot: Covenant 8 (1): (I) All lots, whether occupied or unoccupied, and any improvements placed thereon, shall at all times be maintained in such manner as to prevent their becoming unsightly by reason of unattractive growth on such lot or the accumulation of rubbish or debris thereon.

Regulation V.D.1.

Personal property, such as lawn and garden tractors (20 hp or less), equipment, ladders, receptacles for trash, accumulations of building supplies, lumber, toys, etc., shall not be stored in the front or side yards or in an unsightly manner in back yards. Itis recommended these items be stored in a basement, garage, or approved shed.

Installation of any building in which to store personal property requires ECC approval.

Regulation V.F.1.c. c. All lots, open decks, porches, docks and carports shall be maintained in a neat and orderly condition (e.g., no debris, rubbish, appliances or interior furnishings).

Violation # 2 Unlicensed/Wrecked Vehicle: Restrictive Covenant 8.A.h: No stripped down, partially wrecked or unlicensed motor vehicle or sizeable part thereof shall be permitted to be parked on any street in the section or subdivision on any lot, unless it is parked in a completely closed garage.

Violation # 3 Commercial Vehicles: Regulation V.C.2 The vehicles and equipment listed below shall not be parked on any LOW residential lot overnight or longer except during and in connection with approved construction projects on that lot: Regulation V.C.2d Any truck with a utility body or vehicles with commercial markings (writing and or graphics) or with ladders or commercial equipment visible from or on the exterior of the vehicle except those housed in an ECC-approved garage or sufficiently screened from view from the street, lake and golf course. Those vehicles are in compliance if screened through the use of ECC approved covers, decorative sections of lattice, and or plants. Blank magnetic signs may also be used to cover commercial markings while parked on any LOW residential lot to meet compliance requirements.

Regulation V.C.3 No vehicle may be parked on a LOW residential lot at any time in such a way to constitute an advertisement.

Regulation V.C.6 Official government vehicles, except for school buses, are exempt from this Regulation.

Violation # 4 Dead Tree : Regulation V.F.l.a: Dead trees (whether standing, leaning or lying on the ground),tree cuttings, piles of underbrush, unstacked rotting or decayed logs, or any debris or items other than natural growth, must be removed.

Violation # 5 Unapproved Tree Removal: Regulation V.F.3.a: Removal of trees six inches or greater in diameter (measured no higher than 12 inches above the ground) from any lot or parcel of land without the written approval by ECC is prohibited.

Violation # 6 Unapproved Structures: Restrictive Covenant 5 A: All plans and specifications for any structure or improvement whatsoever to be erected on or moved upon or to any lot, and the proposed location thereof on any lot or lots, the construction material, the roofs and exterior color schemes, any later changes or additions after initial approval thereof and any remodeling, reconstruction, alterations or additions thereto on any lot shall be subject to and shall require the approval in writing before any such work is commenced of the Environmental Control Committee (herein called “Committee”), as the same is from time to time composed.

Violation # 7 Covers: Regulation V. K: Covers used for covering wood piles, parked cars, lumber piles, boats, lawn equipment, etc., must be in muted tones of dark green, browns, khaki, or camouflage and must be maintained in a neat and orderly condition.

Violation # 8 Illegal Signs: Restrictive Covenant, 8.A.g:

All signs, billboards, or advertising structures of any kind are prohibited except upon application to and written permission from the ( E n v i r o n m e n t a l C o n t r o l ) Committee.

Regulation V.H. 3.

Political Signs, Political Flags and Political Banners: Only one political sign, political flag or political banner per issue or candidate, no larger than four (4) square feet may be displayed on any residential lot. All political signs, political flags and political banners are regulated by the Recorded Covenants Section 8.A (g) whereby political flags and political banners and all similar structures are considered to be “advertising structures of any kind”. Any such political sign, political flag or political banner may be displayed no earlier than sixty (60) calendar days prior to Election Day and must be removed the day after Election Day. Political signs, flags or banners on Association property are not allowed except for two exceptions. The first exception is on Election Day. The second exception is on the day of a scheduled political event at which the candidate or candidates will appear in person. For both of these exceptions, the number, size, content, type and location of signs, flags or banners shall be determined by the General Manager, in his/her sole discretion.

Regulation V.H. 5.

Nonprofit, Fund Raising, Informational, Organizational Signs: These signs may be temporarily placed in designated areas with written permission from the General Manager.

Violation # 9 Unregistered Yard Sales: Regulation V.M.: Yard sales shall be subject to prior notification to ECC. Residents who wish to conduct yard sales are requested to coordinate their activities with Security to assure required provisions are provided for parking, to avoid unsafe road conditions.

During the yard sale, one sign no larger than one and a half (1-1/2) by two (2) feet will be allowed on the resident’s property. Signs on LOW property are prohibited.

Yard sales shall be limited to the resident’s driveway and garage.

Items hanging from trees are prohibited.

Balloons and other attractions are prohibited Yard sales are limited to two (2) consecutive days, three (3) times a year per lot. Otherwise, all yard sale merchandise shall be removed from sight.

Yard sales shall be limited to LOW residents and their guests. They shall not be open to the general public.

Violation # 10 Unscreened Fuel Tank: Restrictive Covenant 8.A.(i): Every tank for the storage of fuel installed outside any building in the Section or Subdivision shall either be buried below the surface of the ground or screened to the satisfaction of the Committee by fencing or shrubbery. Every outdoor receptacle for ashes, trash, rubbish or garbage shall be installed underground, screened or so placed and kept as not to be visible from any street, lake or golf course within the Section or Sub-division at any time except during refuse collections.

LOW Community

Thanks to Linda Compton and her Hospitality Committee for their hard work making the Spring Luncheon a success. This was no easy task, but they managed to make the Lions’ Pavilion a welcoming setting, despite heavy pollen and gusty winds.

The 2021 LGA booklets were distributed to members in attendance.

Remaining booklets are in the ladies’ lounge at the Woods Center. Please pick up your copy soon. If you notice an error, send an email to Karen Woods at kandkwoods@comcast.net with the correction. Karen will compile a corrections list and send it to the members.

The LGA Lock Box has been moved from the ladies’ lounge to a new location in the Pro Shop near the VSGA computer.

The Farm Team started on May 5. If you are willing and able to mentor for this program, contact Nancy King.

The signup sheet and entry forms for the Member/Guest Tournament are now in the ladies’ lounge at the Woods Center. The tournament theme is Boot Scootin’ Boogie and it’s scheduled for Wednesday, June 9. Now is the time to invite your guest. The cost is $50 per person. This includes green fees and lunch following golf at the Clubhouse. Please ask your guest for their GHIN #, handicap index, phone number, and the name and phone number of their home course. Your guest can not be a member or resident of LOWA. This is an 18-hole Best Ball of the twosome format played from the green tees. The event is open to 9 and 18-holers.

Cart sharing is being encouraged by the Pro Shop. Golf carts with plastic barriers are available if you are uncomfortable sharing a cart. New carts are expected to arrive later this month.

The LGA’s 50th anniversary takes place in 2022. If you have any ideas of special ways for us to commemorate and celebrate, please let President Karen Woods know.

The Tuesday start time is 8:30 AM for the month of May. Please arrive at the golf course by 8 AM to check in and get ready to play.

Veterans Club Honors Deceased on Memorial Day

As the nation gets ready to celebrate Memorial Day on Monday, May 31, the LOW Veterans Club will provide an outside ceremony honoring those individuals who have died on military active duty during service to their country. The approximately onehour-long event, starting at noon at the flagpole in front of the Clubhouse, will feature several ways of recognizing those individuals who paid the ultimate price of their lives for their country.

Memorial Day was originally called Decoration Day on May 5, 1868, because it was a day to decorate the graves of lost loved ones. Subsequently the name was changed to Memorial Day and was declared to be a national holiday honoring the men and women who died while serving in the United States military.

LOW residents and their guests are invited to witness the true meaning of Memorial Day. Some of the patriotic Photo By Dan McFarland events include proper raising and lowering of the American Flag, reading of the names of the LOW veterans who died in 2020, description of the historic meaning of Memorial Day, and the presentation of the wreath. Also, newly assigned LOW Veterans Club bugler Tom Ackman, a member of Buglers Across America will perform taps. The LOW Veterans Club plans to distribute commemorative lapel poppy flowers to the attendees.

In the spirit and intent of honoring fallen armed forces personnel, the Veterans Club recommends the Vietnam Veterans Memorial Fund, a nonprofit organization that funded the Vietnam Veterans Memorial Wall in Washington, DC. VVMF has created an In Memory plaque which contains names of the Vietnam veterans who have lost their lives because of their service in Vietnam.

Veterans so honored have succumbed to: Exposure to Agent Orange; PTSD/ Suicide; Cancer; Diabetes; Heart Disease, and Parkinson ’s Disease. For more information, contact VVMF at InMemory@vvmf.org.

It is with a heavy heart that we inform you that our long-time Head Coach, Sheila Wimble, has retired from the Summer Swim League. We will be breaking in a new head coach, but welcoming our Junior Coach from 2019, MaryHelen Getty, back as our official Assistant Coach. Yay! You are probably wondering what the season will look like with COVID still in the equation. There will be several changes, starting with a shortened season. Our first meet this year will be on or around June 16, with the last one being the week of July 26. Unfortunately, with COVID restrictions, we will not be able to plan for a Championship Meet this year. Due to the shortened season, for this year only, the Barracudas have reduced our registration fees: one child is $120, two children will be $220, and for three or more children, it is just $260. Lake of the Woods Barracudas are a member of the Rappahannock Swim League, which incorporates teams from Stafford, Orange, Spotsylvania, Stafford County, and Caroline County. The Lake of the Woods Barracudas swim team is open to children and grandchildren of residents of the Lake of the Woods community in Locust Grove. Swimmers must be between the ages of 5 and 17 as of June 1, 2021.

Men’s Golf Association News: Mike Dearring Leads Team to Victory

LOW Lions Award Scholarships

On April 27, the first Shamble match of the year brought outstanding weather and the best of Mike Dearring as he shot a season low 73 to lead his team to a first-place victory over twelve other teams. Dearring received ample support from teammates Paul Hibbs, Terry Hill, and Harry Lee as they won by seven strokes over their closest rival, the team of Steve Broaddus, Mike Rieley, Skeeter Marcum, and Bill Halpin.

What was anticipated to be a wet day on May 5 turned out to be just the opposite. Twenty-seven golfers played individual low net score. Tied for first place in Flight A were Mark Strickler and Dan Cronin. Winners of Flight B were Keith Himmelberger, Luis Amador, and Gene Mulholland. Dave Witmer won Flight C followed by Rick McInnis in second place.

The MGA Senior League team opened the season with a tough road loss to the Regency Blue team on May 6. Of the nine individual matches, LOWA tied one and won four, however, the four-win point differential was not enough to overcome the four individual match losses.

Lamborghini Tournament--As of May 9, only one first-round match has been reported. In that match Bill McClellan and Jim Hoffman defeated Bill Halpin and Tom Wertz to advance in the winner’s bracket. Halpin and Wertz dropped to the loser’s bracket in the double elimination tournament.

Reminder—Signups are now underway for the Spring 2-Man tournament scheduled for June 5 and 6 and the Veterans tournament on June 12. See bulletin board for info and tournament applications.

The play is on. There are tickets available for the Saturday and. Sunday matinees starting at 2 PM, as well as the Saturday evening performance starting at 6:30 PM for Four Weddings and an Elvis. You can purchase tickets via www.lowplayers.org, or by calling Sandie Frame at 540-972-6385.

Tickets cost $20. There will be no reserved seating. There will be designated seating areas outlined on the lawn. Please come and enjoy this delightful funny comedy.

The Players singing group, The Show Stoppers, will be entertaining us again on June 18 on the Clubhouse deck. Songs from Broadway shows and other popular venues will fill the evening. Their performance begins at 6:30 PM. Make your reservations through the Clubhouse.

Although we are focused on our current play, we are looking at the upcoming fall musical The Addams Family. Auditions will be this summer, so watch for the dates and times in the coming issues. This is a fun show for the whole family. We hope by the time of the performances we will be back inside the Community Center.

LOW Community

The Lake of the Woods Lions Club has announced this year’s high school and community college scholarship winners. These scholarships are only one of the many programs the LOW Lions support through partnerships with the Orange County Public Schools and Germanna Community College.

There were three Germanna Community College scholarship winners. Timothy Atkins of Rhoadesville is taking courses at Germanna CC which will lead to a career in either cyber security or firefighting. Kiree Cooper of Orange will pursue a course of study at Germanna CC to become a Registered Nurse. Morgan Gardiner-Alger of Haywood will attend Germanna CC to pursue a career as a primary school teacher. Each Germanna Community College scholar received $1,000.

There were five Orange County High School seniors who received scholarships. Julie Long of Locust Grove plans to study Biology at Florida Gulf Coast University. Virginia McGlothlin of Lake of the Woods plans to major in History at James Madison University. Siboniso Sihle Mthethwa of Orange plans to major in Business in college. Taylor Munger of Louisa will major in Chemistry at Germanna Community College. Jayden Warren of Unionville will study Aerospace Engineering at Virginia Tech. Each high school scholar was awarded $2,000.

Our OCHS Seniors have many things in common. They have excelled in AP, Honors, and/or Blue Ridge Virtual Governor’s School classes. They have participated in varsity sports and/or school band programs. They have been active in their school and community, promoting school spirit, social programs, youth sports, and diversity awareness activities.

Lions Scholarship Committee Chair Joe Sauro was very glad to receive so many worthy scholarship applications from people who live the Lion’s motto of We Serve by contributing so much to their schools and their communities. A Year Makes A Difference!

New Clubhouse Garden on the Way! The Garden Club maintains three gardens in our community, the largest and most visible being the Clubhouse Garden. Following completion of the Pool and Fitness Center and expanded parking lot, the traffic pattern around the Clubhouse changed, raising concern about sight lines. Additionally, the growing reputation of the Clubhouse as an event venue created a desire to have a more formal-looking garden for arriving guests, wedding parties, and photography sessions. As a result, LOWA met with the Garden Club and asked us to take on the task of renovating the Clubhouse Garden.

A Clubhouse Garden Committee was formed, and soon realized that a major garden renovation was beyond our capabilities. We then hired a landscape design professional. Greensward LLC from Culpeper presented a detailed plan, following our requests that plantings be low in height and provide all-season color, with simple maintenance requirements. The plan’s cost includes removing/ relocating existing plantings, conditioning the soil, providing and planting all flowers and shrubs, and mulching. Work will be completed this fall. The new garden plan will be displayed in the Clubhouse—take a look!

While Garden Club members will continue to maintain the garden, our limited funds will not cover the total cost of renovation. We are asking local clubs and organizations to consider contributing to improve this community landmark. We are also inviting community members to donate to the garden with individual contributions. The new Clubhouse Garden will be a community showcase! It is the first thing visitors to the Clubhouse will see, a beautiful and fitting location for wedding photos and Veterans’ Day remembrances. Upon completion, we will hold a dedication ceremony to which the entire community will be invited.

We hope that all our friends and neighbors will support the Garden Club’s efforts to improve and beautify our surroundings here at Lake of the Woods, so that all who visit will enjoy its beauty for years to come.

A light at the end of the tunnel. Vaccinations are readily available, Covid infections are down, and social restrictions are easing. And yes, the LOW Woodworkers Fourth Annual 1”x 3” x 8’ Challenge will be held this year!

We will be returning to our regular format: the challenge will be held at the Arts Club Fair on Sept. 25-26, at the Community Center. Contestants are asked to drop off their projects at the Community Center on Saturday, Sept. 25, from 9-10 AM at the Woodworkers Club table. Judging will start at 11 AM and awards will be presented at noon. Visitors are welcome. Social distancing and the wearing of masks will follow community guidelines in effect at the time of the fair.

Last year, contestant’s imaginations were running wild. We had a plethora of entries; a Moby Dick-themed scroll saw puzzle, a time out chair, a duck, a foot massager, an interlocking serving tray made without glue or fasteners, a small stepstool, a hanging planter, a Mason Beehive, and Native American flutes.

Hello LOW community; we are the Turner family, and we are grateful to be back this year with our summer drive-in movie series for the children and their families of LOW. The Sailing Club kicked off its spring sailing season with the first day of Pandemic Cup racing Saturday, May 8. Last year’s Pandemic Cup series required sailors to single hand their boats, in accordance with LOWA boating guidance. The recent relaxation of the Boating Responsibly Guidelines allowed this year’s series to include more than one person per boat.

Pandemic Cup organizer and Sunfish sailor Richard Chitty and three Flying Scot entries encountered a wide range of wind conditions through the day’s racing. The morning featured very light and shifty winds, which built later to nearly 10 knot winds that, at times, shifted through almost 90 degrees, largely from the northwest.

Flying Scot sailors Jim Schuster and Bill Wemmerus swept the race day with three first place finishes. In a three-way tie for second place for the day were Chitty, Gary Close, and John Padgett, who logged a second, third, and fourth place each.

The Pandemic Cup races will continue for three more Saturdays, with racing starting at 11 AM. No races will be held on Memorial Day weekend.

by Lee Frame, District 5 Supervisor Jim Hutchison, the current District 5 representative on the Orange County Planning Commission, has submitted his resignation, but has agreed to continue serving until a replacement can be in place.

There are some significant upcoming land use issues in the county which will require the Planning Commission to research and review those issues, conduct public hearings on them and make recommendations to the Board of Supervisors.

Wilderness Crossing is a major development that will influence the character of the Route 3 corridor. If you are interested in participating in the process for making these changes in the county, please contact me at the address below.

Orange County is in the process of introducing NextGen 911 service which will introduce a whole new range of capabilities to enhance better response to emergency situations in the county. This service should be implemented later this year and I will provide more information on its capabilities as we get closer to implementation. The current Smart 911 service was introduced in Orange County several years ago, but has not been widely used. Currently, only about 800 households in the 22508 zip code, including Lake of the Woods, have signed up for this service.

The Smart 911 is a safety database that provides the Emergency Call Center (911 Center) and emergency responders with enhanced information about conditions that they will encounter when they respond to an emergency call that you make to 911. It allows citizens to create a free Safety Profile for their household that includes information you want emergency responders to have in the event they are responding to an emergency at your home. When you dial 911 from one of the phones listed in your profile, the information you provided is immediately displayed at the Call Center, allowing for a better understanding of you and your emergency. The additional information about the scene can be provided to the emergency responders before they arrive, making them better prepared to handle the emergency. During an emergency, minutes can make the difference in saving a life.

Orange County

On Tuesday, May 4, crews from multiple departments responded to assist Lake of the Woods Volunteer Fire and Rescue Company with a reported structure fire in the 4400 block of Flat Run Road.

Early activation of the emergency services network was critical to the outcome of this call, as the fire spread quickly from the home to the garage, vehicles, and nearby wooded areas. The occupant was able to get out in time, while one pet that suffered burns was taken to a local hospital.

Swiftly responding, the composite crew, of two career and one volunteer firefighter, found a fully involved fire; they immediately established that no occupants remained in the house and went to work extinguishing the fire. As further crews responded, they immediately worked on suppressing the structure fire while additional crews worked on containing the fire that had spread to the nearby woods.

Over the course of several hours, 18 firefighters used 53,000 gallons of water, over 2,000 feet of supply line and several hundreds of feet of attack line in extinguishing the fire, while concurrently addressing the impact of the volatile storms that rolled through our area.

Crews from Mine Run Volunteer Fire Company 21, Orange Volunteer Fire Company 23, Gordonsville Company 24, Culpepper Tanker 6, County of Orange Fire and EMS, Spotsylvania Station 7, Orange County Sheriff’s Office, Rappahannock Electric Cooperative and Virginia Department of Transportation assisted Lake of the Woods Volunteer Fire Company 29 units and worked quickly to control and prevent the fire from spreading.

The Lake of the Woods Volunteer Fire & Rescue Company responded to over 680 calls for service in 2020 and serves the various residents, commercial businesses, houses of worship and academic institutions located in the Locust Grove, Germanna, and Wilderness areas of Eastern Orange County along Route 3 and Route 20.

The Safety Profile can include a variety of information about the household, including individual mobility limitations, photos and medical situations for individual household members, family contacts, and even pets that could complicate a situation. If the caller is alone and experiencing some medical crisis that would make it difficult to communicate with responders, having this advance information would significantly aid whatever treatment is required. I urge citizens, especially those with chronic medical conditions, disabilities, or other unusual situations to create a Safety Profile. The data is kept private and secure, and only made available when they call 911. A Safety Profile can be created anytime by logging onto www.Smart911.com.
