Swim tests will be administered by our LOWA pool staff to swimmers under age 12 who wish to use the slide, diving board, or to swim in deeper water; or to children 12 or older who wish to enter the pool areas without adult supervision. My last message discussed Part A of the proposed referendum. Part A would be about an appeal procedure that provides due process in those instances where the Environmental Control Committee denies plans, applications, or details for construction projects that were timely submitted. Part B of the proposed referendum is about our collective ability to help promote the best possible property values within the Lake. Under Section 12 of the Covenants, when a lot owner fails to maintain their premises and the improvements in a manner satisfactory to the Board of Directors, the Association has the right to enter the lot and repair, maintain, and restore the lot and the exterior of the buildings. Prior to entering a lot, there is a process of sending successive letters to the Member requesting that they comply with regulations and, if satisfactory response is not evident, the Board of Directors can authorize entry into the lot to take care of the matter. Some examples include, but are a not limited to, the following:  lot cleanup due to fallen trees, dangerous trees, unkempt lawns,  structures in need of repair, including painting or demolition,  inoperable vehicles, vehicles without licenses or inspection stickers, and  other potential violations (see Covenants, Sections 6-9 and Rules and Regulations, Sections 5 and 16). Because of a 2012 Supreme Court of Virginia decision (Shadowood Condominium Association, et. al. versus Fairfax County Redevelopment and Housing Authority, June 22, 2012) charges to Members must be clearly articulated in the Covenants. Prior to this decision, our Inspector could issue citations to Members for one-time charges of $50 or $10 per day of continuing violations for failure to maintain their property. This encouraged Members to take care of their property or pay the charges. If they did not pay, such charges were added to their assessment bill. Members who wished to protest such charges could appear at the Legal and Compliance Committee hearings and the LCC would render a decision. Any Member who appeared at the hearing and had their protest denied could then appeal to the Board of Directors for a final decision. A Member who did not appear for the LCC hearing did not have the ability to appeal the decision to the Board. Part B of the referendum, if passed, will again provide that authority to the Association to levy charges against property owners who fail to maintain their property and to hopefully gain compliance before engaging the process to enter the lot for maintenance. Such charges are limited by current Virginia statute to $50 for a single occurrence or $10 per day for continuing violations. These types of charges will help with compliance with Covenants and Regulations. We all want our community to look its best and want our neighbors to do their part by maintaining their property. Some might believe that the ECC and LCC appeal processes will cause more work for the Board of Directors. No one can predict the future; however, any Board can come up with administrative mechanisms to process appeals. For example, a Board could use Special Meetings where four Directors hear and decide appeals. Some might say that Directors, unless uniquely qualified, do not have the appropriate technical knowledge to process appeals. However, Board Members can obtain appropriate expertise for any fact circumstances or technical questions that need resolution. Moreover, both the ECC and LCC will play a vital part in any appeal and will have ample opportunity to explain their position and rebut any technical contention asserted by a Member. It is not intended that a hearing of an ECC denial will be the Board starting the process anew. The intention is that the Board will review the contentions of the Member and position of the ECC to determine if there was an abuse of discretion or that the decision was arbitrary, capricious, and contrary to the existing Covenants and/or Regulations. The Board will develop hearing procedures as the referendum proceeds so that they may be available should the measures pass. The current methodology for LCC appeals is that the Board hears from the Chief, LCC representative, then the Member, and the Board then decides the matter and informs the Member, who also receives a

May 1 has come and gone, and the annual big bow wave of Members has passed through the Holcomb Building. It was nice seeing all of you. We are thankful for the 83 percent of members that have either paid the 2019/2020 Annual Assessment up front or have chosen one of the Association’s other payment plans for the year. Members continue to come in daily to make assessment payments. I encourage the remaining Members to make payment arrangements by May 31 (30 days) to avoid the 6 percent interest on their account, and by June 30 (60 days) to avoid the additional $50 late fee. Be advised: Tuesday, June 4 is the day LOWA shuts off vehicle barcodes for non payment. The shut off includes not only Members, but their tenants, co-habitants, blood relatives, and family guests as well. We have a firm but fair policy, and we encourage members to contact the Finance Department at 540-972-2237 if you have questions or concerns about their accounts. Grand Opening Day for the new Clubhouse Pool and Fitness Center is approaching! Save the date of Saturday, June 22, to come and see our community’s newest facilities. We plan to be open for business that day, and we are making arrangements for tours and special activities. Ahoy matey! Members with watercraft in the Lakes need to make sure their LOWA decals are current. This includes the kayak or canoe purchased at WalMart or a local sporting goods store. Members can purchase a watercraft decal at the Holcomb Building (all watercraft) and at the Main Marina (non-motorized). Security Lake Patrol is active on the Lakes enforcing this requirement. I wish you an enjoyable Memorial Day holiday! Let’s all remember and honor the men and women who gave their lives while serving in the United States Armed Forces.

Help for Homeowners with Flooding Issues

by Pete Brown, LOWA Board Member (Summarized from an article in StarExponent.com) The Virginia Conservation Assistance Program offers help to individual homeowners with flooding issues. We have had many instances of individuals in LOWA experiencing flooding of their homes due to greater than usual rainfall. LOWA is responsible for our roads and ditches. Our assessment dues pay for their upkeep. By law, we cannot use assessment money to make improvements to an individual lot. There is, however, money and help available to individuals through the Virginia Conservation Assistance Program (VCAP). The Virginia General Assembly has set aside $1 million for this program in 2019. The program offers free design for plans to mitigate landscape flooding problems. They also will fund up to 75 percent of the cost for construction. If you have experienced flooding problems on your lot, it is well worthwhile to review their website for eligible projects. It is the Virginia Soil and Water Conservation website: www.vawscd.org/vcap.

follow-up notice. The basic process would also apply to ECC appeals. Some might say that if it’s not broke, do not fix it. However, a lawsuit over a denial of plans, specifications, or details can be costly to the Association, so the time to update our Covenants is not after a lawsuit is filed. Parts A and B of the proposed referendum together will provide Members consistent due process in their relationship with the Association. They will have notice and opportunity to respond to the Board of Directors that has a fiduciary responsibility to the Association and its Members. In advance of the Town Hall on May 29, please review the proposed language for both the ECC appeals process and the process for charging Members for lot maintenance violations. There are other matters proposed for changes, such as the number required for a quorum and clarification of rulemaking standards available on the webpage. In a separate document the proposed changes for the LCC charges and appeal procedures is available also on the website.

No Parade, No Problem Car Show Instead

by Bill Derryberry, Coordinator, Car Show The parade will be missed this year, but the antique, classic and modified cars will not be missed. There will be a car show of some great cars from 11 AM to 2 PM on Saturday, July 6. LOW members who own an antique, classic or modified automobile are invited to show their car at this car show. Members of the local Good Time Cruisers Club (some are also LOW members) will also participate. Join us for this car show and also enjoy the festivities on Clubhouse Point, where there will be craft vendors, children’s games/rides and delicious food for sale by the Clubhouse chef. There will be awards for various types of cars, so plan on joining the fun. This is an opportunity to show your car that has been sitting in your garage for the winter or maybe for years in some cases. The clinics will take place at Hollyfield Park, and will be overseen by players, volunteers and staff, and led by LOW Tennis Pro Billie O’Neil. Clinics each day will be from 10 to 11:30 AM. Our semiannual book sale started at 10 AM, and by 10:05, young patrons were enthusiastically browsing the bins of children’s books, a tribute to the efforts of Head Librarian Michelle Beamer and her staff to ensure the library leads the way in developing an early love of reading. These are the work of Amy Cryst, the most senior of the library’s staff. If you are at the library on a Tuesday morning, take care. You may be overwhelmed by the number of toddlers and preschoolers who have come to hear the Youth Services Librarian, Michelle Pursel, read to them. These amazing programs have served almost 700 children and care givers in our area during the first quarter of this year! You may wonder what skills a toddler or preschooler can learn in storytime. Michelle certainly has the answer. Each storytime is carefully planned around a theme and includes early literacy practices that provide a strong foundation for children when they begin school. During the summer months the library offers a summer reading program for preschoolers, school-age children, and teens. There are weekly activities including movie showings, art sessions, and storytimes. Also of note are the free weekly family performances at Locust Grove Middle School. Last summer almost 600 attended, and performances included magicians, wildlife shows, musicians and a scientist story teller. This year the summer reading program’s theme is A Universe of Stories and it runs June 10 to August 3. The WFOL uses a portion of the funds we raise at our book sales to help fund the library’s summer reading program, to help prevent “Summer slide,” the tendency for students to lose some of the achievement gains they made during the previous school year. Finally, thank all of you who supported our book sale. It was one of our most successful, and with the summer reading program coming up, greatly appreciated.

LOW Social with Fawn Lake – On Friday May 3, LOW hosted a pickleball social with Fawn Lake at the LOW courts for some fun and friendly games. A total of 52 players (13 teams each from LOW and Fawn Lake) participated in random timed matches for two hours, followed by open play and topped off with grilled burgers, hot dogs, sides and desserts. It was a great way to meet our pickleball-loving neighbors and have some spirited fun. Special thanks go to Toni Keating and Scott Walker for coordinating a truly successful event. Cinco-de-Mayo Pickleball Tournament – Several men’s, women’s and mixed doubles teams participated in the Cinco-de-Mayo Tournament held on May 4 and 5 at Cosner Park in Fredericksburg. The tournament involved competitors from nearby counties. The matches were hotly contested and the LOW teams held their own in the various divisions, highlighted by a silver medal award to Scott Walker/Aaron Lovell and a bronze medal to Rick Harrell/Tim Zello in the Men’s 3.5 division. Unfortunately the mixed doubles games were cancelled due to rain. Senior Games in Richmond – LOW was well-represented in the pickleball portion of the Senior Games held at the Richmond Raceway Pavilion on May 10 and 11, with players participating in singles, doubles and mixed doubles matches, bracketed by age groups (rather than skill rankings). The Senior Games attracted a large group of highly skilled players from across Virginia and was played on 16 indoor courts. The matches were very competitive. While the LOW players did not make it to any of the medal rounds, they did win some matches and gained valuable tournament experience. The LOW players also enjoyed good camaraderie with the other players who compete regularly on the tournament circuit, which will bodes well for LOW in future events.

Our first tennis social for the year was May 11; 24 players arrived to play and played with a different partner every 30 minutes. Brunch was served and the players enjoyed sharing dishes which everyone brought. The next Tennis Social will be held on Saturday, June 8. A tennis amenity membership is not required. Tennis Socials are structured around open tennis play in a Round Robin format. Play starts at 9 AM and continues until about 11 AM. Partners are changed at 30 minute intervals. All levels of play are welcome. Food and friendship follows the play in the gazebo with everyone bringing a dish to share. A $2 contribution covers new tennis balls and set up for the food and drink. The annual Flag Day Picnic, sponsored by the Lake of the Woods Democratic Club, will feature an appearance by Ann Ridgeway, candidate for the Virginia House of Delegates from the 30th District. The picnic will be at 5 PM Wednesday, June 12, in Marion Pronk Hall at the Community Center. Admission is $10 per person. A fried chicken dinner with potato salad, baked beans and a variety of other side dishes and desserts will be served. There will be drawings for patriotic door prizes. Ridgeway, a native of Fredericksburg, was instrumental in the establishment of the Orange County a y Youth Commission and the Orange County Youth Council, gew A n n R id working with a start-up research grant and a core group of citizens to create these vital public resources. She has served as a substitute teacher with the Orange County schools, on the board of the Orange County Fair, and on a Virginia board focusing on teenage alcohol concerns. The Womenâ&#x20AC;&#x2122;s Guild of Lake of the Woods Church celebrated its 40th birthday on May 2 with a lovely tea party attended by 75 past and present members. President Wilma Hood welcomed past and current members, recognized former leaders, and took us on a memory trip of Guildâ&#x20AC;&#x2122;s past accomplishments. Special recognition was given to Betty Spiher Larson, who has been a continuous member for 40 years! Special music was provided by Marthellen Hoffman on the harp, Irene Robinson on piano, and vocalist Gail Smith. Karen Howe led a reflective devotion and Donna Blackistone paid tribute with a poem she wrote for the occasion. Tables were set with beautiful china and prized tea sets belonging to members, and decorated with exquisite flower arrangements made by Nancy Bowles. There were a variety of teas and delicious treats to sample, coordinated by Vera Moody, and a display of photos and past scrapbooks to peruse. A wonderful time was had by all, connecting with old friends and reminiscing about times past. The Womenâ&#x20AC;&#x2122;s Guild was started by Lyn Nowakowski and Peggy Heiney. The first meeting took place at Peggyâ&#x20AC;&#x2122;s home on March 17, 1979, before Lake of the Woods Church was even built. Womenâ&#x20AC;&#x2122;s Guild is the oldest continuing organization in the church. Today, Womenâ&#x20AC;&#x2122;s Guild meets the first and third Thursday, September through May, from 10 AM to noon, in Friendship Hall of LOW Church. Each meeting consists of a short devotion, prayer, and a featured speaker, followed by a simple meal and time for fellowship. In addition, the group participates in a service project each month to benefit the wider community. All women are welcome, regardless of church affiliation. As Guild winds up its program year, we are grateful for the foresight of our 1979 founders and look forward to the next decade of fellowship and service.

The program is free to individuals 50 and older who understand that life changes may mean taxes are a bit more complicated. IRS-certified volunteers make it easy for you. Thereâ&#x20AC;&#x2122;s no fee, no sales pitch for other services, and AARP membership is not required. In the Locust Grove area (Lake of the Woods), there were five client facilitators and seven counselors working on taxes for the tax year 2018. This tremendous group of volunteers was open for business 20 days (2/1 thru 4/13) and worked approximately 1,120 hours servicing our community. They completed 395 electronically filed federal returns (e-file), 3 paper-filed returns, and several returns for previously un-filed years. A similar number of e-filed state returns were also prepared. These efforts represented the most returns ever prepared at the Lake of the Woods site. These individuals were also responsible for obtaining over $390,000 in federal refunds for those seeking their support. Hats off to this outstanding group of volunteers who provided their valuable time and effort to support those who needed their assistance. Also, a special thank you to the Licata Group who provided materials for the signage.

The Lake of the Woods Adaptive Watersports Foundation is preparing for another great summer of family fun with the support of our beautiful community. We begin with our Wounded Veterans event on June 15, where we welcome over 50 veterans and their families to enjoy adaptive waterskiing, kayaking, paddle boarding, tubing, fishing, boat rides and more. Next comes the SmileS Adaptive Carnival event on July 20 which is geared toward adults, teens and children with disabilities (physical as well as emotional). Finally, we have our Children’s Event on August 10 for kids with disabilities to come and enjoy our lake and waterfront for a day of adaptive water and land activities with their families. All events begin at 9 AM. As a 501c(3) organization, we exist 100 percent on donations and volunteers, so if you have a boat or jet ski in good working order that you aren’t using, consider donating to our Foundation. Lake Authors of the Wilderness is a writers group serving the Orange County community, including Lake of the Woods and the surrounding area. Lake Authors supports and educates writers in polishing, promoting and selling their work. Meetings are usually at the Community Center on the third Saturday of each month. Meeting programs are created and presented by members and volunteers and cover a wide variety of subjects, ranging from the process of writing and publishing to the business of marketing Ch ri s t books. We also share news of literary festivals, i na E a n es conferences, editors and agents, and sometimes hold open readings, write to prompts, or do other writing exercises. For our June meeting, Lake Authors are honored to host Christina Eanes as a volunteer speaker. She is a former FBI violent crime analyst and senior manager. Eanes is now an author, speaker, coach, and podcast host. She specializes in superachieving and is on a mission to help you achieve more in life, mainly by getting out of your own way. Stage Alive! A Big Thank-You

Full Circle, an evening of song, is fast approaching. This cabaret-styled show features the lovely voice of Michelle Ditzler, accompanied by four of her friends. Michelle has performed with The Players over many years. She performed the lead in Mame and, more recently, the female lead in Man of La Mancha, and was one of the featured soloists in Back to Broadway which she directed with her husband Dan. This performance will include old favorites, Broadway tunes, and classics as well as a few new songs. All of us hope that you will join us for this special performance. There are only two shows: Saturday, June 22, at 7:30 PM, and Sunday, June 23 at 2 PM. Doors open one half hour before the performances. The fall production of Joseph and the Amazing Technicolor Dreamcoat is a musical based on the Biblical story of Joseph, the youngest and favorite son of Jacob. He is presented with a coat of many colors. His jealous brothers subsequently sell Joseph into slavery. Thus begins the rest of Joseph’s life and our show. There will be more information as we get closer to the October performance dates. As always, we welcome new members who are interested in the theater. Not everyone needs to act, sing or dance. We need members who like to work behind the scenes, making scenery and, sets sewing costumes, helping in the kitchen, ushering and working with the cleanup detail plus the actual backstage work for the shows. If any of this interests you, please join us. We meet the second Wednesday of the month in Classroom 1 of the Community Center, starting at 7 PM.

Veterans Club Memorial Day

by Fred Pulis, Member, LOW Veterans Club As the nation celebrates Memorial Day on Monday, May 27, the LOW Veterans Club will provide an impressive ceremony honoring those who have died in military service to their country. The approximately one hour long event, starting at 11 AM at the flag pole in front of the Clubhouse, will feature several ways of recognizing those individuals who paid the ultimate price for their country. LOW residents and their guests are invited to witness the true meaning of Memorial Day. The remembrance will include raising and lowering of the American Flag, reading of the names of deceased LOW veterans, a description of the historic meaning of Memorial Day, and the presentation of a wreath. On Saturday, May 25, the Veterans Club will also be involved with remembering fatalities involved in the Battles of Chancellorsville and the Wilderness. The Memorial Day tribute will be held at historic Elwood Manor, the site of a Confederate hospital and the later location of a Civil War Federal headquarters. The one hour event will begin at 2 PM with the presentation of the colors by the Veterans Club. The featured speaker will be Park Supervisory Historian Greg Mertz. The program will conclude with a military tribute to the soldiers from both the Union and Confederate armies who died during the historic battles. Admission is free and open to the public. In the spirit and intent of honoring fallen armed forces personnel, the Veterans Club recommends the Vietnam Veterans Memorial Fund, a nonprofit organization that funded the Vietnam Veterans Memorial Wall in Washington, DC. VVMF has created an In Memory plaque which contains names of the veterans who have lost their lives as a result of their service in Vietnam. Examples of death that fit the plaque’s criteria include: exposure to Agent Orange; PTSD/\suicide; cancer; diabetes; heart disease, and Parkinson’s disease. The calendar says May already and we are busy planning summer activities, but September will be here before we know it. Mark your September calendar now so you do not miss the 37th annual Lake of the Woods Visual Arts Council Art Show and Sale September 28 and 29. Long-time residents know this is a must-see event; a chance to see LOW creativity and to shop for unique items. Newcomers, we hope some of you may be artists who would like to enter the show! All LOW residents and property owners may participate with any visual art media for exhibit only, or may offer items for sale. This is a community show, non-juried, open to all levels from beginner hobbyists to professional artist. We setup on Saturday morning and close Sunday afternoon, so weekenders can participate too. Entry forms will be available in August. The Woodworkers Club will join the show again with their 1x3 challenge; Lake Authors will have books to sell; and, on Sunday afternoon, LOWLINC will repeat their very popular wine tasting event. Author Marie Benedict presents a theoretical version of his marriage and partnership with his first wife, Mileva Maric, in The Other Einstein, the LOW Book Club’s selection for its June 12 meeting. In the 1890s, Einstein and Maric were classmates at a university in Switzerland where both were exceptional math and physics scholars. The author’s story is based on the premise that Mileva was a brilliant and accomplished young woman who struggled with child rearing and domesticity, while also substantially contributing to her husband’s research and findings. The book is available in all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional). The LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome, and no prior notification or attendance commitment is necessary. The selection for the July 10 meeting is The Accidental Presidents, Eight Men Who Changed America, by Jared Cohen.

Lioness Lions Club Presents Scholarships

Lioness scholarship winners for 2019 are (L-R) Savannah Jones, Julie Wisdom, Alexis Evans, and Gara Smith. At its May 9 meeting, the Lake of the Woods Lioness Lions Club presented $1,500 scholarships to four Germanna Community College students who are single parents pursuing an education. Applicants must be enrolled at least half-time and have a minimum GPA of 2.5. Scholarships went to Savannah Jones, who is pursuing a degree as an RN and plans to coordinate emotional, psychological and physical services for adults; Julie Wisdom, a Special Education major, hopes to bring special education to day cares and churches, and eventually own a business working with children who have special needs; Alexis Evans, who recently completed her first semester in the nursing program, plans to continue her studies, eventually obtaining a doctoral degree in anesthesiology; and, Gara Smith, whose long range goal is to obtain a master’s degree in Psychiatric Nursing, specializing in traumatic brain injury. The keynote speaker was Dr. Janet Gullickson, president of Germanna Community College. She provided an update on what Germanna is doing to support the Central Virginia area and expressed appreciation to the LOW Lioness Club for their continued support in providing scholarships to these students who face the challenge of being a single parent but strive to complete their formal education. The mission statement of the Lioness Lions Club is to serve the needs of the local community and wider world, whilst still enjoying fun and friendship.

Our LGA golf season is well under way. The third and final game of the Spring Tournament will take place on Tuesday, May 28. Your best two scores from the three games will be combined to determine the winners. Good luck to all who participated. Our next big event is the Member/Guest Tournament. Everyone should be signed up with a partner by today, May 24. The theme is Rhinestone Cowgirls. There will be a social for the members and their guests and our volunteer helpers at the home of Debbie May on Tuesday, June 4, from 3:30 to 5:30 PM. The tournament will take place on Wednesday, June 5, starting at 7:30 AM, with continental breakfast and photos. The shotgun start is at 8:30 AM. Golf will be followed by a luncheon and awards at the Clubhouse. The format is Best Ball of the twosome (one member and one guest). There will be three flights. If you want to play, but missed the deadline, contact Chair Karen Woods. She may have room for you and your partner. The LGA Match Play Tournament begins on June 10. Look for the sign-up sheet and details to be posted at the Woods Center. Remember our start time in May is 8:30 AM. Sign in by 8 AM. This will change in June. The start time for June, July, and August is 8 AM with sign in by 7:30 AM. As usual, our Food Bank day is the first Tuesday of the month. Bring your non-perishable food donations to the course that day. Dottie Lohr will have her car there with the trunk opened to receive donations. She will deliver them to the Food Bank after play. You can also leave donations in the LGA closet in the Woods Center and Dottie will pick them up from there.

June 7 and 8 are White Cane Days in Locust Grove. LOW Lions and Lionesses will be collecting donations to support activities such as vision and hearing screening, eye exams and eyeglasses, eyeglass recycling, leader dogs for the blind, the local food pantry, local school teaching grants, local scholarships and much more. When you stop by local businesses, including LOW True Value Hardware, the Market at Exxon, Pat Licata Group, Burger King, 7-Eleven, and Walmart, as well as the Velona Building June 7 and 8, you’ll see LOW Lions and Lionesses collecting donations. We don’t ring bells, but we have large signs, plastic buckets and cheerful volunteers. Shoppers may choose to contribute by placing donations into plastic buckets. If you see a Lion or Lioness (recognizable by their name badge) please consider making a contribution. Our volunteers are happy to answer questions about how the money is used to support local projects. Feel free to ask volunteers about their favorite programs. From judging fifth grade science projects to recycling eyeglasses to stocking shelves at the food bank, volunteers have many stories to share. A sincere thank you for all the support Lions and Lionesses receive throughout the year from individuals just like you. We look forward to seeing you during White Cane Days.

by Lee Frame, District 5 Supervisor A Memorandum of Understanding was recently approved by the County of Orange, the Orange County Broadband Authority and the Orange County Public School Board. This MOU addresses the ownership and maintenance of the Core Network fiber optic lines installed in the county. The Core Network consists of 33 miles and 288 strands of fiber that extend the length of the county. The School Board will own 12 strands and the remaining 276 strands are being transferred from the County to the Broadband Authority. In addition to the 12 strands owned by the School Board, 72 additional strands of the remaining 276 strands are granted for the School Board’s use, giving them 84 strands. The Broadband Authority and School Board will contract to a vendor for the maintenance of the Core Network. The Broadband Authority will be responsible for the cost of Core Network maintenance and the School Board will be responsible for fiber and equipment extending from the Core Network to the schools. Although the Broadband Authority is a separate entity from the county, the five Authority Directors currently are the five County Supervisors. The Broadband Authority recently hired a manager for the operation and maintenance of the Core Network and the facilities that will provide broadband internet service to the county. We have made significant progress in developing the system to this point, but need someone with the necessary experience to continue the process. This individual will not only have to deal with the technical issues associated with broadband service, but will have to develop and implement the business model for such service. This will involve dealing with potential internet service providers to get the best service to county residents. The individual we hired has successfully implemented similar services in a community in Georgia and we feel that we have hired someone who can manage this system and service successfully. The Orange County Litter Control Committee has sponsored two recent events to help citizens with their trash. The electronics recycling event took in 8,840 pounds of electronic materials and the shredding event disposed of 2,500 pounds of paper. On June 15 from 8 AM to noon, this committee will sponsor a tire amnesty day. Normally the landfill charges $2.50 for each tire dropped off. Whether the cost or the inconvenience of taking a tire to the landfill is too much for some people, many tires end up in the ditches and streams around the county. By providing one day when tires can be brought to the landfill without charges, we feel that we can reduce the number of tires that pollute our county. During the last amnesty day, two tractor-trailers were filled with tires. In October, the county will sponsor a hazardous waste collection day, during which materials such as solvents, cleaners, paint and other household liquid waste can be taken to the landfill. The county spends about $25,000 to contract with a commercial firm who collects these materials at the landfill and then properly disposes of them. If you have paint that you don’t want to hold until October, you can mix cat litter into the paint to create a solid mass. Leave the lid off the paint with the solid mass and you can deliver it to the landfill at any time. Re: Proposed ECC Appeals Process After 40 years and rapidly approaching build out I don’t think this is necessary. A few thoughts-In 1996 applicable covenant and regulations were split between the ECC and General Manager. In 1997 a part time inspector was established to enforce those items under the purview of the GM. No need for an appeal for these items. There should be an educational program for new ECC members. ECC members may be subject to removal by the board. Members may be sued for negligence. There is a built in consistency factor by having the knowledge of the ECC Inspector imparted to Members. The ECI does all final inspections and tree removal requests. (consistency) The Covenants only require a minimum of 3 people. It has previously been discussed to hire a full time ECC Manager who in concert with the ECI and Secretary would meet the numeric requirement? Ed Taylor This past Friday April 26, I was reminiscing about our rewarding twenty years at the Lake, as we were approaching the main gate to head for a medical appointment in Culpepper. Then, after a few minutes, to our shocking disbelief, we were halted by a Security Officer, who handed my wife a “reckless-driving” summons to appear June 19th or pay a $50 fine. Needless to say, the charge was ridiculous and totally without foundation. Yet, to our further surprise and disbelief, the Officer explained that the summons was based simply on a phone call by a disgruntled truck driver, who had honked his horn while meeting our family vehicle on a side road, Green Street. These circumstances add up, in my mind, to security harassment, not security enforcement. Lincoln Landis

The second, on Saturday, May 11, featured Kent Russell, The Garden Guru, who presented Candy in the Garden. Russell’s interactive, rapidfire narrative boomeranged from his personal horticultural triumphs at the Philadelphia Garden Show with his foxtail rosemary, to gardening tips (pest control, wintering over), to his comic interactions with clients and fans, and finally a show and tell on his serious collection of flamboyant and expensive Christian Louboutin shoes. Russell’s strong vocal cords made the microphone unnecessary and his continuous movement and exaggerated comic voices kept the audience laughing, especially when he teased about himself or garden ladies. Russell also spontaneously assembled small and large outdoor floral arrangements using plants from a collection he’d curated from several nurseries. Grelen Nursery and The Market at Grelen sponsored this LOW Garden Club fundraising event, held in memory of the club’s previous president, Carolyn Graham. After the June 10 program, a period for socialization and refreshments will follow. Visitors are welcome. People at the fitness center have been neglecting to take weights off the machines and placing them back on the racks. It is not only a safety issue, but is inconsiderate to others. Weights are either left on equipment or scattered all over the floor. As a courtesy to other members please take the weights off the equipment when you are done and put them back in the racks. The cutting pattern rivals some of the baseball parks seen on TV. If you turn left coming in the main entrance, turn right and take a look at the dam. Beautiful. What an impression it must make on visitors to the LOW. Bill Derryberry The Lake of the Woods Fun Bowling League enjoyed an excellent buffet at their annual banquet on April 26 at the LOW Clubhouse. Many thanks to Ryan Richardson, Manager, and his staff for making the evening a success. The hors d’oeuvres, especially the Sesame Chicken Skewers, were a big hit, and the buffet was plentiful and delicious. The table seating was arranged as requested, and the Bowling Pins placed around the room by the Clubhouse banquet staff added the finishing touch. Top scoring teams were recognized and all received a monetary gift for their participation in this year’s league. Garden Club: Going Native

For us, the term means favoring plants native to the area under cultivation. Environmentally, it is the correct thing to do! On Monday, June 10, at 1 PM, the LOW Garden Club is pleased to host Elizabeth Mizell, who will discuss the benefits of gardening with native plants. The meeting will be held in the Clubhouse. Since our last meeting, the Garden Club has enjoyed two special events. The first was our pot party at Deep Roots Nursery on Monday, April 29, during which members potted plants. 16

Gather your fishing gear and bait buckets for the Lake Youth Foundation’s 22nd Annual Children’s Fishing Tournament, Saturday, June 15 from 9 to11 AM. The event will be held at the front entrance pond for children ages 5 to 14. Registration begins May 17 and ends on June 12. There is limited space available, so please register early. Wilderness Toastmasters

by Alayna Stiffler, Member, Wilderness Toastmasters After attending an event, a colleague approached me and blurted, “I want to overcome my fear of standing in front of people and having to talk.” The courage it took to say those words was a serious step out of fear and Toastmasters was offered as one of several solutions to overcome the fear of public speaking. There are many organizations offering public speaking classes, yet Toastmasters stands out as a widely recognized international organization that offers many benefits to companies having a Toastmaster on their team. Here are two benefits of being a member in a Toastmasters Club. • A Toastmaster paces their own success, which is not compacted into an accelerated class. • There are multiple learning levels that recognize an individual’s style of speaking. Toastmasters helps people gain confidence, overcome fears, and learn of resources available to help attain more comfortable speaking in front of others. Joining is easy, but participating is what helps people learn the howto of public speaking. One of the best features of being a Toastmaster is that you can always be you when you are with your friends, but when the speaking engagement counts, your Toastmasters training skills will be worth the time spent practicing and preparing. (D-19-51) Motion by Zukowski, passed unanimously, that the Board award a contract for the 2019 Asphalt Program to Chemung Contracting Corporation of Mitchells, Virginia in the amount of $280,806, funds to come from the Repair and Replacement Reserve. (Removed from Agenda) 6.4 Discussion of Back Gate Traffic Study. The General Manager summarized the Stantec Back Gate Traffic Study Report which provided traffic flow statistics and recommendations for alternative options for improving traffic flow at the back gate. A geometric analysis discovered an inadequate turning lane width for buses entering Back Gate Lane from Flat Run Road, and recommended the road be widened to provide a 35-foot turn radius. The Board requested the General Manager obtain contractor cost estimates for widening the inbound turn lanes and installing stop signs, removing the current stop sign at the inbound lane intersection of Backgate Lane with Lakeview Parkway or leaving the stop sign at the inbound lane intersection of Backgate Lane and Lakeview Parkway intersection and in either instance adding stop signs on each side of Lakeview Parkway as it approaches the intersection of Backgate Lane 6.5 Consideration of Approving Union Bank and Trust and Raymond James Corporate Authorization Resolutions. Proposed Referendum Update President Wilks reported that in his most recent President’s letter in Lake Currents he covered the first Referendum issue to adopt an appeals process for applications denied by the Environmental Control Committee. His next article will cover the second part of the proposed Referendum concerning imposing charges on lot owners who fail to maintain their property. Members can share their opinions and ask questions about these issues by attending the Town Hall scheduled for May 29 at 7:00 p.m. in the Community Center. 3.2 Report of the General Manager, Phil Rodenberg A. Clubhouse Area Recreation Complex Project Update Wack Construction completed placement of the acoustical ceiling grid at the Fitness Center. The pool deck is getting poured. The project is still on-budget and on-time for delivery by June 10 for a projected opening the week of June 17. B. Other Business On May 5, 211 people registered at the Clubhouse to participate in the Spring Realtor Open House. Organizers reported a lower inventory of homes this year, with potential buyers coming from nearby states as well as locally. A broker/realtor breakfast in September ahead of the October Open House is being suggested by management. On May 8th, 22 members attended a meeting hosted by engineer Don Rissmeyer to learn more about the Patrick Henry Court/small marina drainage study and provide details of drainage conditions on their lots. Mr. Rissmeyer is scheduled to update the Board on status of the study in June or July. Larry Morlan is the new volunteer coordinator for the Neighborhood Watch program. 3.3 Committee Liaison Reports A. Golf Committee Director Hoh reviewed the amendment to LOWA Regulation IX.E.1: Use of the Golf Course, recommended by the Golf Committee. The amendment will allow groups to reserve tee times on-line in advance of one (1) week. B. Lakes Committee Director H. Brown summarized the issues surrounding the need to re-evaluate the type of mooring fixtures on the new Clubhouse dock as recommended by a unanimous Resolution submitted by the Lakes Committee. By consensus, the Board directed management to study the issue further and decide what type of mooring fixture is most appropriate for the needs of dock users and what the associated costs will be. The Board had an extended discussion on additional options for placement of the Gabion wall for the Flat Run Forebay Project and associated costs, which would include design expense and construction expense. Motion by Wilks to direct management to move forward with obtaining 90% completion plans for the baseline, and bid alternates 1 and 2. Vote: Yea: Wilks, H. Brown, Zukowski and Hoh. Nay: P. Brown and Diercks. Motion passed 4 to 2. C. Pools Committee Director Zukowski reviewed the proposed amendments to LOWA Regulation XII: Use of the Swimming Pools as recommended by the Pools Committee. The proposal to hold lap swim only at the Clubhouse pool met with mixed opinions from Board members and management. The proposed amendments will go to the Rules Committee for their comments next. 3.4 Committee Reports A. Environmental Control Committee (ECC) Chair Mike Rugless reported the Committee has reviewed LOWA Regulation section XVI: Environmental Control and Construction Procedures, and he distributed copies of the amendments being proposed to all Board members. He responded to questions from the Board.

President Wilks suggested the ECC Committee study the types and use of outdoor living spaces to see if they might require any new regulations. B. Pickleball/Tennis Committee Pickleball Chair Tena Marangi reported that the Pickleball roster has 258 members using both the indoor and outdoor courts. An initial in-house tournament was held on March 30th, and they hosted a pickleball social on May 3 with Fawn Lake players. Some new outdoor courts suffered damage following rain events, and the company that constructed the courts will be pursued to perform repairs which are under warranty. Guidance is still needed on establishing procedures regarding waivers for guests and changes to rules and related issues. The first Tennis social this year was attended by 22 members.
