Expect Gate Delays Monday, June 4

Please be advised of possible delays Monday, June 4, entering the Lake through either front or back gate barcode entry point as those barcodes relating to family guests, blood relatives and co-habits that have not been renewed for the 2018-2019 year will be deactivated.

Barcodes for these individuals need to be renewed every year with Member Services by completing the proper forms by May 1.

If you have completed all of these related forms during the Assessment period, you have nothing further to do and are ready for the 2018-2019 year.

Gather your fishing gear and bait buckets for the Lake Youth Foundation’s 21st Annual Children’s Fishing Tournament which will be held on Saturday, June 16 from 9 to11 AM. The event, for children ages 5 to 14 years old, will be held at the front entrance pond.

Registration begins May 18 and ends on June 13. There is limited space available, so please register early. You can register online at https://www. eventbrite.com/e/21st-annual-childrens-fishing-tournament-2018-registration-45705270695. You can also register at www.lakeyouth.org or on the Lake Youth Foundation’s Facebook page. There will be no registrations taken on the day of the tournament.

Check-in on tournament day will begin at 8 AM. The actual fishing tournament will start at 9 and end at 11AM. Lunch will be served immediately following the tournament for the children that participate in the event and their families. The awards ceremony will start at noon.

President’s Letter

The job of the LOWA Board of Directors is to make decisions in the best interest of the whole Association, not just the interests of one or two groups or individuals.

Directors must consider what is best for the community now and, to the extent that they can, what is best for the future. The choices considered for resolving issues with the 50-year-old Clubhouse pool, replacing a completely inadequate fitness center and creating enough handicapped parking spaces ranged from small fixes to large scale replacements. Member requests were made covering the whole range of possibilities from a year-round covered pool to doing nothing about any part of it. We got a bid for just repairing the pool and bath house, but it would have cost $2.3 million. We looked at a covered pool, but construction costs were higher and maintenance costs were much higher. The Board, committees and staff considered that full range and in the end the Board decided to proceed with replacing the outdated amenities with a new outdoor pool, fitness center and handicapped parking spaces.

When you receive this Lake Currents, the Board will have awarded a contract to one of the companies who bid on the Clubhouse Area Recreation Project. The contract was conditional on final approval of the loan for which we had preliminary approval awaiting the bids. This conditional approval is like the kind of approval a potential homebuyer gets before making an offer on a house. This is a big deal for LOWA, and not just because of the price.

This project was years in the making, involving consideration of prior Boards’ studies and recommendations for changes to Clubhouse Point. Two years ago, the Board appointed an Ad Hoc Committee to make recommendations for the design of replacements for the pool and fitness buildings. Through the next two years other committees made recommendations about the design and studied how to finance and pay for the proposed improvements. Many avenues were explored to get information about the project to members – town hall meetings, committee and Board meetings and articles in Lake Currents and on the LOWA website.

It will be a very busy summer on Clubhouse Point! There will be more information coming about how the construction site will be restricted to workers and about progress over the next year. So, hang on to your hat – the work is about to start. By Memorial Day 2019, the new amenities should open!

Photo IDs Available at Holcomb As a reminder, all members, registered tenants and their household members ages 5 and above who wish to use the pool and fitness center need a LOWA photo ID card to enter the facilities.

There is no charge for the new ID card. When you come in, you will have your picture taken and receive your new card. LOWA does not issue photo IDs for guests.

Holcomb Building Member Services hours are 8:30 AM to 5 PM, Monday-Friday; and 9 AM to1 PM, Saturdays.

Special Meeting of the Membership on the Referendum to Amend the Declaration of Restrictions April 24, 2018 7:00 p.m., Community Center

1. CALL TO ORDER President Leighton Cumming called the meeting to order at 7:00 p.m. in the Community Center.

2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF AGENDA Motion by Michael Musatow and seconded to approve the Agenda passed by majority vote.

Motion by William Logan and seconded, that Item 5 on the Agenda, Secretary’s Report on Voting, be changed to allow the Chair of the Elections Committee to give a general overview of the Referendum, including how many ballots have been cast as of today; the fact being the vote should not be counted until after the Referendum is closed, at which time the Secretary will certify the count. Motion failed to meet the required two-thirds vote of members present.

4. ESTABLISHMENT OF A QUORUM Secretary Zukowski confirmed that a quorum exists by virtue of members present and by proxy, and further confirmed that proper notice was sent to all members of record.

5. PRESIDENT’S REMARKS President Cumming welcomed members to the meeting, which is being held in accordance with Article IV, Section 2 of the Bylaws in response to the written request of eight hundred (800) voting members of the Association for the purpose of voting on the proposed Amendment to the Declaration of Restrictions by adding the following language as a new Section 12 (H): The Board of Directors shall obtain majority approval (50% + 1) of LOWA members for expenditures of $500,000 or more for any new capital, replacement capital or improvement capital project.

6. SECRETARY’S REPORT ON VOTING The Elections Committee Chair reported that 2604 ballots had been cast, uncertified. Secretary Zukowski deferred the final report on the vote to the Elections Committee Chair, who will report the results later in the meeting.

7. MEMBER COMMENTS Seventeen members spoke on a wide variety of topics including the overall costs of capital projects, the high cost of the CARC project, the importance of member input on projects, the need to maintain our infrastructure, maintaining property values, pool amenity fees, ditches and stronger rules for yard leaf removal.

8. CONSIDERATION OF CLOSING OR EXTENDING THE REFERENDUM PERIOD Motion by Logan and seconded to extend the Referendum period to June 26, 2018 at 7:00 p.m. Motion failed due to lack of a majority vote, including members in person and by proxy.

9. FINAL REPORT OF REFERENDUM VOTE Elections Chair Lisa McKinney reported the final vote count as of the close of the meeting on the Referendum to President Cumming as follows: Percentage of Membership Total valid ballots cast: 2585.17 60.7% Votes to Approve: 1216.42 47.05% Votes to Disapprove: 1368.75 52.95% 10. RESULTS OF VOTE ON REFERENDUM President Cumming announced that based on the ballot results, the Referendum votes cast in favor of the Amendment did not meet the required criteria of 50% +1 for adoption and therefore did not pass.

11. ADJOURNMENT Motion by Neil Buttimer and seconded, passed unanimously, to adjourn the meeting at 8:14 p.m.

It is easy to see member outdoor activity is picking up steam as we move into a steady pattern of warm spring weather. Before we get that huge crush of summer traffic at our front gate, we had LOWA Security conduct a series of random “100 percent ID Checks” in April. On four occasions, Security Chief Scott Walker and officers working with the Finance Director Roy Mayberry and IT Coordinator Patrick O’Loughlin required all drivers members and guests, including contractors - entering via the visitor lane to produce a photo ID rather than show a dash tag or hang tag.

The purpose was to make sure everyone entering LOW is a member, registered tenant, or from their household, or an invited guest.

The results surprised a lot of us, as we found:  Expired LOWA ID cards. Security collected the cards and directed the person to get a new photo LOWA ID at Member Services at the Holcomb Building.  Expired or suspended driver’s licenses. Security issued summonses to court. On one occasion, the Orange County Sheriff’s Office partnered in the effort and issued summonses for license and other motor vehicle violations.  We also identified persons with driver’s licenses showing addresses in LOWA with no LOWA-issued ID card. The Finance Department reached out to the lot owner to ensure any tenant is properly registered and any household member receives an ID. BOTTOM LINE: Anyone who resides in LOWA must have a valid LOWA ID, and be ready to show it to Security at Access Control Points or Patrol Officers on the road or show to LOWA staff before using LOWA Amenities such as the pool or golf course.

Beginning last spring, we asked that all who reside in LOWA get a LOWA photo ID from Member Services. Carrying and showing a valid LOWA Photo ID helps ensure LOWA gate access and amenity use is available to members, registered tenants, their households and invited guests, and not to trespassing visitors or unregistered tenants. LOWA Lot Owners always have the right to enter the gate.

We will likely have another random 100 percent ID check before Memorial Day Weekend.

Board Seeks Member Comments on Proposed Amendment to Regulation IV B: Individual Behavior The Board of Directors proposes to amend the LOWA Regulations, Section IV B: Individual Behavior, and seeks member input on the proposed changes.

Members are asked to review the proposed changes and are welcome to forward written comments on the proposed amendment to the board by June 1.

What is the proposed change and why: The changes to the regulation outline the rules for member use of the Happy Tails Dog Park.

Who proposed it? LOWA Management worked in partnership with the Happy Tails Dog Club to draft the new rules governing individual and animal behavior at the Dog Park. The amendment was reviewed by the Rules Committee and recommended for approval. Recommendations from the LOWA lawyer have also been incorporated into the revised rules.

All animals must be kept leashed and under the handler’s immediate control when on the Common Areas or other Lots. (1/2013) 2. The trapping or killing of wild animals, other than rats, mice, moles and other destructive pests within LOW is prohibited. As an exception, the General Manager may authorize such activities in specific situations.

3. No individual shall raise domestic poultry, ducks, geese or other waterfowl on his/her property.

4. The feeding of wild or stray animals on LOWA property is prohibited. (1/1991) 5. Effective March 1, 2011, the release of fish and wildlife obtained outside of LOW into LOW lakes shall be prohibited, except in the case of live bait, or unless otherwise authorized by the General Manager’s Office. (1/2011) 6. No person shall abandon any dog, cat or other domestic type animal anywhere in LOW. 7. No horse activity shall be allowed on LOW roads or grounds outside the LOWA Equestrian Center, except as authorized by the General Manager for community special events or weddings.

(4/1991) 8. Pet owners shall be responsible for the removal of their pet’s droppings from LOWA grounds, road rights-of-way and also for removal of any pet droppings on their own lot which may accumulate and thereby cause an offensive odor or unsanitary condition.

9. No pet may be kept within the Association which causes a nuisance, results in any annoyance, or is obnoxious to the members of the Association or other residents in the vicinity or is in violation of the rules and regulations regarding pets. Each Owner keeping pets on his or her Lot must comply with all requirements of law applicable to such animal, including without limitation, vaccination and registration of animals, as well as Orange County laws regarding dangerous and vicious dogs. (1/2013) 10. No Owner may keep or maintain on any Lot a “Dangerous Dog� or “Vicious Dog� as defined in the Code of Virginia or Orange County Code, as both may be amended from time to time. If a dog is classified as “dangerous� or “vicious� by Orange County or other governmental authority, such dog must be removed from the property within thirty (30) days of such classification, or such shorter period of time as the Legal and Compliance Committee or the Board of Directors may determine.

You never have a second chance to make a first impression. The Open House began at the Clubhouse where they were greeted by “friendly ambassadors” and the aroma of bacon and waffles. Visitors were given a tour map with a list of houses for sale, the selling price and address. An amazing map of Lake of the Woods was numbered showing the location of each house on tour. Many came early to pick up the map and muse over it while having brunch. They highlighted the houses they wanted to see and were ready to begin their tour at noon. With 84 houses on tour (22 waterfront) there was much to see.

Lake of the Woods amenities were open and friendly “ambassadors” were on hand to answer more questions. Fitness, walking trails, pools, beaches, community center, pickleball, horse stables, pro shop and so much more.

Potential homebuyers were interested and excited with the renderings of the proposed Pool and Fitness Complex. Rea Hargraves was available to talk about our fantastic golf course and hand out a guest pass for a round of golf.

LOWA Directors were available to answer more specific questions.

Realtors hosting their open houses were available to explain more details about the community of Lake of the Woods. ALL of the schools are accredited (quite an accomplishment); taxes are lower than many counties in Virginia. LOW amenities and operations are subsidized by HOA fees, potential homebuyers were surprised by the low annual assessment of $1581 (they thought that was the monthly amount). Lake of the Woods is a selfmanaged recreational community. The County has a Germanna/Wilderness Area Plan that addresses traffic, water, growth for the next 20 years. Lake of the Woods and Orange County is a nice place to live.

I would like to thank Pat Licata, Kathy Merritt, Beth Ross, Lorri and all at Holcomb, Russell Ambrosiak, clubhouse (ambassadors) committee members, security, board directors and the clubhouse staff for all their help to make potential homebuyers feel welcome. The Clubhouse ambassadors welcomed 285 visitors from Arlington, Sterling, Alexandria, Great Falls, Chesapeake, Springfield, Bealeton, Staunton, Leesburg, Manassas, Ashburn, Orange, Gainesville, Annandale, Fredericksburg, Richmond, Harrisonburg, Fairfax, Virginia Beach, Culpeper, Stafford, West Virginia, New Jersey, Maryland, and Florida, among others.

At the end of the tour, some visitors returned to the Clubhouse to ask more questions, research other houses for sale and then relaxed to enjoy that million dollar view. We could not have staged a more perfect day with skiers, pontoon boats, kayaks and kids fishing all in view of the clubhouse deck. What a perfect ending. On Friday, May 4, the LGA hosted a 9-Hole Invitational Golf Tournament.

We had 40 golfers from LOWA, Fawn Lake, Lake Monticello, Rapidan, Augustine, and Meadow Farms attend. They played a Modified Scramble on the front nine. Everyone really seemed to enjoy themselves. A special thanks goes to Dorothea Barnes for organizing the event.

On Saturday, May 5, we held the Cinco de Mayo Scramble. The weather was super for the event. The winning team was Reed Beving, Rod Arnold, John Labarge, and Keith Neeley. They shot a 31-34 =64 for the event.

I would encourage everyone to support the Chancellor H.S. Golf Tournament scheduled for May 26 at 1 PM. Sign-up sheets are posted in the Pro Shop. I’ll see you on the course.

13. Happy Tails Dog Park Specific Rules a. Dogs with their Owners/handlers must be registered with LOWA with up-to-date information on primary residence; record of rabies, distemper and Bordetella shots on file; Orange County dog license and proof of liability insurance. b. All persons inside the enclosure of the Dog Park must wear their designated identifier (Dog Park Lanyard), with current ID. Shoes must be worn at all times and your mobile phone should be handy. c. Dogs shall be accompanied inside the enclosed area in the Dog Park only by owners/handlers aged 16 and older. d. A limit of two (2) dogs per owner/handler in the Dog Park at the same time is permitted. Only one (1) person may be in the entry area with their dog(s) at any time. e. Dogs under six months of age are not permitted in the Dog Park. f. Female dogs in heat are not permitted in the Dog Park. g. Owners/handlers may bring water, in plastic bottles only, not glass, into the enclosure of the Dog Park. No other food (human or dog food or dog treats) or beverages are permitted inside the enclosure of the Dog Park. h. Use of tobacco products is prohibited in the Dog Park. i. To ensure a healthy environment for all dogs, they should be free of contagious conditions, including coughing, vomiting and diarrhea, for at least one week prior to visiting the Dog Park. j. No professional dog training may be done in the Dog Park unless first approved by the LOWA General Manager. k. Dogs must be kept on leash until they are in the designated enclosed off-leash area. All dogs inside the enclosure of the Dog Park must be off-leash. Dogs still on leashes may feel threatened by dogs that are off leash. Owners/handlers must be inside the enclosure of the Dog Park with their dog(s) at all times with leashes in hand. Remember that some dogs may not get along. Watch your dog carefully to prevent possible problems. No dog may be unattended. l. Immediately pick up and dispose of dog waste. Plastic bags and trash cans are available. m. Neither LOWA nor the Happy Tails Dog Club shall be held responsible for any injuries. Owners/handlers are responsible for injuries and/or property damage caused by dogs under their control. If an injury occurs, Owners/handlers shall exchange personal information prior to leaving the Dog Park. Owners/handlers shall report the incident to the General Manager and Happy Tails Dog Club President as soon as possible. n. Owners/handlers are responsible for the behavior of their dogs in and around the outside of the Dog Park. Aggressive dogs (defined as dogs posing a threat to human beings or other dogs) are not allowed in or near the park. Owners/handlers shall immediately remove from the Dog Park of any dogs showing signs of aggression as required. Dogs that are barking persistently should be removed from the Dog Park.

Over 100 people attended and provided management with some helpful feedback. Below is a summary of the top five questions and answers from the info session. Is new pool larger than current? a. Yes by 1,750 sq. ft. as compared to the current pool and wading pool.

What is the timing of the project? a. Bids due May 1. Bids discussed at BOD meeting on Saturday, May 5.

Work to begin mid to late June.

3.

Which trees are staying and which ones are going? a. The LOWA Christmas Tree (Blue spruce) will stay.

Trees between the retaining wall and pool fence will be removed.

Trees between the large fenced basketball court and existing Fitness Center access road will be removed.

4.

When the bathrooms by the current Clubhouse pool are gone, will there be bathroom facilities near the beach? a. Yes, there will be ADA compliant porta-johns.

5.

What are we doing to encourage members to pay the entire [CARC portion] assessment of $1,337 in full? a. We are accepting an advance payment of $191 x 7 which equals the estimated yearly payments over the seven year period of the loan.

If the assessment decreases from the $191 estimate in future years, members who have paid in advance will be credited with the difference.

The thunderstorms of the morning cleared out just in time for trailers to arrive and for horses to school the courses.

LOW riders had a great day, not only helping to run the horseshow but competing themselves. Giuliana Cianci received Leadline Reserve Champion while her older sister Isabella Cianci received her own Reserve Champion in the Pre-Short Stirrup division. Skylar Ruggeri earned a Champion ribbon in Short Stirrup, while Alyssa Strain was able to bring home Reserve Champions in both the Pleasure Horse and Limit Rider Hunter divisions.

Numerous ribbons were brought home by Savannah Buttram and Emily Shipe. We’d like to recognize our “barn moms” for participating in our first “Mommy Leadline Class”: Lynn Ruggeri, Kelley Cianci and Melissa Zukowski.

Thank you for all that you do for the LOW Equestrian Center. Thank you to the Flower Cottage for donating beautiful Mother’s Day flowers for our special class!

Swimmers who have not passed the swim test may not use the slide or diving board, regardless of the presence of a parent or the use of a personal flotation device.

Upon passing the swim test, swimmer is given a colored wrist band to be worn at all times while at the pool which visually helps the guards identify those swimmers who have passed the test. A new one will be given each time swimmer enters/re-enters the pool area. Lifeguards may retest as deemed necessary. Swim tests will need to be retaken once a year.

Friends of Wilderness Battlefield Press Release Please join us Saturday, May 26, as we honor those Civil War soldiers who gave their lives on the Chancellorsville and Wilderness Battlefields. The program will be held on the grounds of historic Ellwood Manor, which served as a hospital for Confederate casualties during the Battle of Chancellorsville and then, one year later, was the site of Federal headquarters operations during the Battle of the Wilderness.

The program will begin at 2 PM with the Presentation of the Colors by the Lake of the Woods Veterans Club. An invocation will follow. Park Supervisory Historian Greg Mertz will give a talk on the fires on the battlefields that took the lives of many combatants. The program will conclude with a tribute to soldiers buried at Ellwood who were later moved to local cemeteries. The program will end with the playing of taps. The program will last about one hour, to allow visitors time to journey downtown for the illuminations at the National and Confederate Cemeteries that night.

Ellwood will be open from 10 AM to 5 PM and Friends of Wilderness Battlefield volunteer interpreters will be available to talk with visitors and to answer questions.

Ellwood Manor is located off Route 20, about three quarters of a mile from the intersection of Routes 3 and 20.

This event is free and open to the public.

Childhelp’s Allice C. Tyler Village, in Lignum, is a residential facility dedicated to treatment of children affected by neglect and abuse.

The weather cooperated as Star Outings Chair Mary Lou McFarland and Gail Stoner planned our May Star Outing. With the children organized in teams, this event featured, first, a scavenger hunt for specific plants at the Culpeper Lowe’s.

The first team to finish won. After the hunt, all were rewarded with dinner at Chick Fil-A. The final stage of the event was planting a garden on the Village grounds.

Chaplain Dave continues to work with the children on the garden throughout the summer. The Star Outing initiative, whereby the children’s consistently good behavior maintained for a period of time (the month) is rewarded by participating in these special events, has been deemed by staff to be a reliably successful program.

Mark your calendars for upcoming events: On June 6 from 1 to 3 PM, Reptiles Alive presenters will be on hand to engage the children in their exciting reptile demonstration. There will be room in the gym and auxiliary members are encouraged to attend.

Scheduled for July 1, Wilderness Run Winery Concert featuring the Journey cover band, Odyssey Road. Tickets in advance are $20 and, at the door, $25. Proceeds benefit A.C.T. Village.

What is pickleball? This question has become a topic of many conversations around Lake of the Woods in recent months. Due to the tremendous growth of pickleball here at LOW in the past 18 months, two tennis courts at Hollyfield Park are now in the final stages of being converted into six state-of-the-art, lighted, pickleball courts. If you would like to know more about this game with the funny name that is fun, a wonderful opportunity to meet fantastic people, and get exercise, please stop by the Marion Pronk Hall in the Community Center any Thursday from 11 AM to 12:30 PM. You can just watch to see all the fun the players are having, or you can join in right away. Great sailing winds on April 28 made the Lake of the Woods Sailing Clubâ&#x20AC;&#x2122;s 37th Annual Invitational Regatta an enjoyable, if sometimes challenging, competition.

Mostly steady winds of 5 to 10 mph from the southwest, down the length of the lake, at times gusted up to 17, adding exciting moments to the three races completed.

Visiting Primary Race Officer Roger Schermerhorn, assisted by Pat Schermerhorn, Flying Scot Capital District Governor Debbie Cycotte, and Mosby West, as well as local Committee Boat Driver Bruce Carruthers, set well-planned courses, resulting in close racing for all.

The 8-boat Flying Scot class was won by the visiting husband-wife team of John and Sharon Wake, of Fishing Bay Yacht Club, with three first place finishes. In second place was the team of David and Karen Meehan, of Deep Creek Lake Yacht Club. They finished second in all three races.

The remaining finishers in that class were LOWSC Immediate Past Commodore Jimmy Lee, with John Sellers as crew; Vice Commodore Dan McFarland, with Emma McFarland crewing, LOWSC member Dan Kilgore, with John Enderle as his crew, LOWSC Commodore Gary Close, with crew Lindsey Rose, visitor Carl Rosene, with Andy Rosene crewing, and visitor Tracy Schwarzschild of Fishing Bay Yacht Club, with crew Tom Gallagher.

Schwarzschild was caught off guard by a sudden shifting gust and capsized during the second race, ending his racing for the day.

First place in the Sunfish class went to visitor Jacob Donkersloot, who scored two firsts and one second place finish. LOWSC sailor Jean Westholt finished second with two seconds and one first. Bill Wemmerus rounded out the Sunfish class races.

The Sailing Club Spring Series racing will continue at 11 AM Saturday, May 19, with make-up races on May 26. For more information on Lake of the Woods sailing or racing, contact Commodore Gary Close at g57close@aol.com.

LOW Community

The SARWC May luncheon will be held on Wednesday, May 23 in the Lake of the Woods Clubhouse. Sign-in and social time will begin at 11:30 AM with lunch at noon. Delegate Nick Freitas, who is seeking the nomination to run for US Senator from Virginia, will speak to the attendees.

Freitas is a compassionate conservative involved in the grassroots Republican movement since the age of 15.

He enlisted in the US Army after high school, and served two combat tours as a Green Beret in the Middle East. After his service, he became Nic k Fre Director of Operations for a service-disabled, veteranit a s owned defense contractor. Freitas is currently serving his second term as our 30th District Delegate in the Virginia House. He is a defender of the Right-to-Life movement and has sworn to uphold and protect the Constitution. Freitas, his wife Tina and their three children live in Culpeper.

Oh, so it’s not even summer? But we know how fast that season goes, especially with the attractions in LOW. We offer you a premier fall attraction, the annual Lake of the Woods Visual Arts Show and Sale. Let’s meet on Saturday, September 22 and Sunday, September 23 at the Community Center. This year show times will be from 10 AM until 5 PM each day.

Save those dates to peruse, enjoy, and perhaps even purchase the works of Lake of the Woods artists of every genre. The annual fall event has become a tradition of community gathering. The council and its many friends welcome newcomers to the event. It is an opportunity to spend a golden autumn day or two at the Community Center richly housed with original works: paintings in all media, pottery, photographs, and jewelry, stained glass, woodwork, as well as art creations from Orange County Schools. You have time also to prepare to participate in the show with your own creative endeavors. There will be follow up information in subsequent Lake Currents as we approach the dates of the show. Auditions: In my last article, I said I would give some notice for the upcoming auditions for Hello Dolly and now is the time. Auditions for all roles will be held on June 10 and June 17 in the Marion Pronk Hall at the Community Center, starting at 2 PM. Those interested in auditioning can find audition forms and information on our website: www.lowplayers.org. Included in the information are short descriptions of each role’s character with anything specific to that part, i.e., singing, dancing, and acting. There are five female and four male principal roles and a large number of supporting roles to be cast.

Under “audition forms,” you can find more information about the characters and what is needed for an audition. Show dates will be October 12, 13, 19, and 20 for the evening performances and October 14 and 21 for the matinees.

Seamstresses: Since Hello Dolly is set at the turn of the century, there are a number of period costumes that will need to be made. We are looking for seamstresses in our community who would be willing to make a costume or two for the show. by Bill McClellan, MGA Communications The Men’s Golf Association will hold its Fifth Annual Veterans Golf Tournament on Saturday, June 2. This year’s tournament will again benefit the Fisher House Foundation for which we raised nearly $12,000 last year.

Players may sign up at the Woods Center. The cost is $75 per player ($50 for LOWA annual golf members). Player registration and a continental breakfast will start the day at 7:30 AM. The tournament format is Captains Choice and play will start at 9 AM. Prizes will be awarded for the first, second, and third lowest team scores. There will also be prizes for closest to the line for men and women and closest to the pin for both men and women.

Lunch will be served at 2 PM, followed by tournament awards and door prize drawings. Entry fees are payable to the LOW MGA. Fisher Houses provide a “home away from home” for families of veterans receiving medical care at military and VA Medical Centers. These homes, not hotels, provide free lodging to veterans and their families during a medical crisis. There are over 70 houses in the US and two abroad. They house over 900 families each night – free. Three of these facilities are located in Virginia - at Richmond, Portsmouth, and Ft. Belvoir. Charity Watch has rated the Fisher House Foundation as A+.

Good luck to all who are competing in the spring tournament. The final round is Tuesday, May 22nd.

If you haven’t signed up for the Ringers tournament, it’s not too late. It is better to sign up as early as possible. The more you play on Tuesdays, the better your chances of improving your Ringers score. This is ongoing and your score will get better every time you post a new low on any given hole. At the end, your best scores on each hole will determine your final score. The tournament will run from May 1 to Sept 30.

Remember to fill out a registration form and sign up for the Member/Guest tournament. Look for the sign-up sheet and forms in the ladies’ lounge at the Woods Center. The theme this year is Dream Cruise. There will be a social with contests on Tuesday, June 5, at Debbie May’s house at the 7th green from 3:30 to 5:30 PM. The tournament will take place on Wednesday, June 6. The cost is $50 per person. The deadline to sign up is Monday, May 21. If you don’t have a partner, Sheran Marks and her committee will help you find one for you.

Our Match Play Tournament begins on Tuesday, June 18. Look for sign up and instructions soon.

Do you suffer from the urge to procrastinate? Does your procrastination remind you of a nag that doesn’t go away? Life Insurance and updating my will was my nag. I knew I needed it, but I was selfish with my time and afraid to schedule an appointment and add an extra need to my full To Do list. Here is what I discovered.

It was easier than I expected and less involved than I anticipated.

People genuinely do not want to procrastinate, but it happens because it is usually an action that you do not want to act upon immediately. You believe there is time and one day it will be a priority, but for now, it continues to stay on the back burner of the eventually get to it list. One of the biggest procrastinations that we see is long term planning needs that are often thought about, but rarely acted upon. Here is a typical life story of a person.

Teens - you believe you are invincible 20’s - adjusting as an adult 30’s - discovering new ways to make ends meet 40’s - a new surge of independence and before you know it, you are in your 50’s - almost when you are ready to embrace the mid-century mentality that our parents experienced, including preparing for family protections such as life insurance, wills, legacy, trusts and estate planning.

For your own protection, stop the procrastination. Life changes every second of the day and we cannot capture the past minutes of our lives.

The Knowledge Club will have a guest speaker on June 19 who will share information about behavioral finance.

We offer free educational events to bring awareness to our local community. We meet on the third Tuesday of the month between 10 and 11AM. Our next evening meeting will be on Thursday, July 19, between 6 and 7:30 PM. We meet at the LOW Community Center and admission is always free, RSVP is preferred, but not required. Help! I’m a Procrastinator

As the nation gets ready to celebrate Memorial Day on Monday, May 28, the LOW Veterans Club will provide an impressive ceremony honoring veterans who have died in active duty military service to their country. The approximately one hour event starts at 11 AM at the flag pole in front of the Clubhouse, and will feature several ways of recognizing those individuals who paid the ultimate price of their lives for their country.

LOW residents and their guests are invited to witness the true meaning of Memorial Day. Some of the patriotic events will include proper raising and lowering of the American Flag, reading of the names of deceased LOW veterans, description of the historic meaning of Memorial Day, and the presentation of a memorial wreath. This ceremony commemorates all men and women who have died in military service of the United States.

Memorial Day is a federal holiday, but started as an event to honor Union soldiers who had died during the Civil War. The day was originally designated as Decoration Day. The current name of Memorial Day was not adopted until after World War II. Other patriotic activities prior to the national holiday include Rolling Thunder XXXI, which begins with a “blessing of the bikes” at the National Cathedral on May 25. Also, U. S. flags will be placed at more than 228,000 veteran headstones at Arlington National Cemetery.

3.7 Report from the General Manager, Phil Rodenberg A. March Financials In March we collected $27,966 in current year lot assessments for a total of $5,671,673 or 98% of the FY2017-18 lot assessments billed. Our current delinquency rate is 1.7%, compared to 2.5% at this time last year.

The Preliminary Unaudited Budget Summary shows a favorable variance of $10,911 as of March 31, reflecting measures taken to keep expenses down.

B. Lakes Management Report Our environmental design firm, Stantec, is working on cost estimates for design and permitting services for the Flat Run Forebay in-lake solution.

Staff will review the estimate with the Board at their June 6 Board meeting.

C. Clubhouse Area Recreation Complex Project Update On April 20, the VA Department of Environmental Quality (DEQ) approved the project’s stormwater management plan. The April 30 CARC Information Session at the Clubhouse was attended by 109 members.

D. Other Business A ribbon-cutting ceremony took place May 4 at 5:30 p.m. for the completion of the Clubhouse deck project, which was approved by the County building inspector.

With the arrival of warmer weather, the new pickleball/tennis courts at Hollyfield can now be painted and should be completed by May 25.

3. REPORTS 3.1 Reports from Orange County District 5: Supervisor Lee Frame reported that the tax rate for County property was set on April 10th and there will be no change. The budget was adopted on April 28th, but has not yet been appropriated. The Supervisors held a retreat last Saturday; one of the main topics was the lack of new fire and rescue volunteers, leading to an increase in the number of paid professionals needed to fully staff emergency services.

New software for home appraisals has been adopted and will be used this year to determine home values for tax purposes. Any new valuation of real estate in the County will not be available until August, 2019.

RSA now has a website where customers can pay their bills online.

The Visitor’s Center in Orange County is in need of volunteers.

3.2 Report from Orange County Sheriff Mark Amos: No report.

3.3 Report from Allied-Universal Security SCOP Sgt. Richard Harrell reported that in April Security staff received 154 calls for service and issued 79 traffic summonses. Of note, there were 5 motor vehicle accidents, 3 incidents of vandalism, 2 reports of illegal burning, 4 reports of breaking and entering, 2 DUI’s and 18 animal complaints. Two arrests were made.

Security has started their seasonal lake patrol and will be checking for current decals on all boats in the water. He encouraged more members to use the dwellingLIVE visitor entry system to reduce the number of calls security staff has to handle.

The Fitness Center will move into the lower level of the Clubhouse the week of May 7. The Fitness Center will be closed throughout that week.

LOWA and A. Morton Thomas, our dam engineers, are working with FEMA on flood plain mapping to insure a fair and accurate model for the 100year flood plain in LOW. A ribbon-cutting ceremony for the new Dog Park is scheduled for May 31. The fence is up, and Fido stations and parking lot completion are expected to be done by May 11.

3.8 Committee Reports A. Elections Committee Chair Lisa McKinney reported that 60% of members voted in the recent Referendum, 1000 of them voting electronically and selected electronic voting for future elections. A new goal of 1500 members voting electronically has been set for the August Board election.

Candidate interviews will be aired on Channel 18 on June 18th, and a Candidate’s Forum will be held on August 5. The Elections Committee could use more members than the current group of 7 voting members, 1 alternate and 2 advisors.

B. Lakes Committee Chair William Lukaczyk reported that LOWA staff, along with Lakes and External Affairs committee members, met with employees of the Virginia Department of Game and Inland Fisheries on March 23. Discussions focused on the abatement of Aquatic Invasive Species issues. The Lakes Committee continues to have concerns relating to boat speed on the lakes at night, and plans are to discuss with LOWA staff ways to expand oversight by security and consider a citizen monitoring. Production of three videos on safe lake operations are still in the discussion stage with the Communications staff.

4. MEMBER COMMENTS ON BUSINESS AGENDA Members spoke on the topics of the lot easement change, sources and allocation of funds being used for the CARC project, and the amendments to Regulation IV relating to the new Happy Tails Dog Park.

5. UNFINISHED BUSINESS 5.1 Consideration of Publishing in Lake Currents the Proposed Amendments to Regulation IV: Individual Behavior, Regarding Rules for the Dog Park. 6. NEW BUSINESS Bill Downey of Downey & Scott, LLC provided brief comments to the Board on their strong company history providing construction services. Mr. Downey introduced Lawrence Tressler, who will be serving as Clerk of the Works for the CARC project.

6.1 Discussion of Award of CARC Project Construction Contract.

GM Phil Rodenberg reported that management is working toward a construction contract for consideration of the Board at their May 16 meeting.

After contacting four general contractors and listing the project via the Blue Book Building & Construction Network, three general contractors responded and attended the mandatory pre-bid meeting on April 9. LOWA received two bids on the May 1 deadline and these are being reviewed by management, the architect team and Clerk of the Works.

6.2 Consideration of Sending to the Rules Committee and the LOWA Attorney Proposed Amendments to Regulation V: Use of Property— Individually and LOWA-owned Property, Regarding Overnight Parking. (D18-40) Motion by Wilks, passed unanimously, that the Board send to the Rules Committee and LOWA Attorney the Proposed Amendments to Regulation V: Use of Property—Individually and LOWA-owned property, regarding defining the term “overnight” in subsection C.2.

(D-18-43) Motion by Sheridan, passed unanimously, that the Board approve a contract with Downey & Scott for Clerk of the Works Services, including both Task I and Task II services, for the Clubhouse Area Recreation Complex Project, in the amount of $145,104, funds to come from the Repair and Replacement Reserve earmarked for the CARC Project.

I am once again writing Wine Talk articles, as the “holiday” I have been on since late January of this year was due to a total knee replacement. Now, it’s time to get wine-serious! So here we go again.

Beyond Ordinary, Cabernet Blend, South Africa, Vintage 2016 – This was a very big surprise for me. Usually, most red wines from South Africa are made from a grape called Pinotage – a hybrid grape combining Pinot Noir and Cinsault. I can tell you that this wonderful wine is much more elegant, with aromas of black cherry and red raspberry. The tannins in this wine are full of ripe fruit, to include blackberry and black cherry, and are very apparent on the palate. If you are looking for value in a wine with ripe fruit, this is a great choice. Great to serve at a barbeque. Price: About $14 a bottle.

Atrevida, Un-Oaked Chardonnay, Mendoza Region, Argentina, Vintage 2016 – I found this “Chard” to be surprisingly delicious. Wine Advocate rates this beauty at 92 points in overall quality. I’m not surprised – aromas of citrus and green apple. The flavors of green apple and citrus follow through on the palate as well. This is a very well balanced wine with a clean and fresh aftertaste. Price: About $10 a bottle.

Cruz Alta Reserve, Cabernet Sauvignon, Mendoza Region, Argentina, Vintage 2015 – This 100 percent Cabernet Sauvignon is totally under-valued! der-valued! Elegant and well-balanced, it is loaded with th concentrated aromas and flavors of red fruits, especially red currant, and a hint of coffee. The ripe tannins really bring out the best in this wine. Bring ng on the steaks, spicy spare ribs, and chicken! Price: ce: About $11.

Prototype, Red Zinfandel, Lodi, di, California, Non-Vintage – If you like great value, alue, along with a red wine with really ripe fruit, this is is something you need to try. Loads of aromas,, to include blackberry and red cherries gush from your glass. Lots of jammy, luscious us blackberry and raspberry flavors in this beauty! This is certainly a wine to serve with barbecued meats. Price: About $9 a bottle. A real steal!

In October, we continue with Maureen McGovern of The Morning After fame. She wowed our Nashville preview audience not only with her Stradivarius voice, but her stage presence. She is the star on our horizon.

In November, we present a Saturday concert that guarantees family appeal. It is Vocal Trash, whose custom-made instruments are made from recycled trash implements. Singing, break-dancing, comedy; these five talented musicians have it all!

We return in February with Cellisimo, a duo of classical cellists whose superb artistry, passion and individuality thrill classical music fans, as well as those less familiar with the cello.

Vox Fortura marches in with a roar. With a powerhouse display of vocal panache and sheer class, these four performers bring classical vocal music back into the mainstream. Their background in musical theatre assures their polish. They were finalists in Britain’s Got Talent in 2016 – need we say more?

Stage Alive! closes the 49th season with a return engagement by Rob Verdi and Saxsational. Those who enjoyed his concert two years ago will remember his astonishing array of saxophones and his entertaining and educational program during the first half of the program. The second half, incorporating high school students, completes a rousing concert.

FEMA Plan May Expand LOW 100-Year Flood Plain Maps

Usually Orange County establishes the tax rate, adopts a budget and appropriates funds for the budget in April. The timing of these actions is important, in that the real estate tax bills must be sent to residents well before the June 5 due date and the School Board must establish teacher contracts for the next school year. The Virginia General Assembly’s delay in producing a budget has created some difficulties in the county’s budgeting process. We were able to establish the tax rates at the April 10 Supervisor meeting. All tax rates remain unchanged. We expected that the legislative special session would produce a budget for our April 24 meeting, but that was not to be. At that meeting, we adopted the budget so teacher contracts could be made, but we have still not appropriated the funds for next fiscal year. As of this writing there is no state budget.

The Orange County Department of Social Services has a program for adult protective services. It is provided to adults age 60 and over and for incapacitated people ages 18 to 59. The month of May has been set aside as Adult Abuse Awareness Month to make citizens aware of the prevalence of this problem in our community. Vulnerable adults can suffer from physical abuse, mental abuse, neglect or financial exploitation. Although there is some abuse that occurs in institutions, about 80 percent occurs in homes.

In Virginia last year, abuse made up 13 percent of the cases, financial exploitation 12 percent, neglect 19 percent and self-neglect 55 percent.

Unlike child abuse, where the protective services have authority to take action, mentally competent adults have the option to refuse help. There are a variety of people, such as medical providers who are required by law to report abuse. Others are encouraged to report situations where they notice seniors or disabled persons who appear to be having difficulty. When such reports are made, someone from social services can contact that person to see if there are services that can be provided to help them. However, individuals do have the right to refuse any assistance. If you note someone who appears to be having difficulty, you can contact the local Department of Social Services at 540-672-1155 during working hours, or the Virginia 24hour hotline at 1-888-832-3858.

The Orange County Parks and Recreation Department offers discount tickets to Kings Dominion and Regal Theatres. There is the potential for considerable savings over regular prices. Check it out on the county website under Parks and Recreation.

As I drove to the last LOWA Board meeting to make my report on the county, it became very obvious why Lake of the Woods is such a great place to live. I first passed the Lionesses collecting food for the Food Pantry. Then I passed the volunteer firemen cleaning their trucks. Next it was the Garden Club putting more plants at the garden and then the Lions running their Saturday Yard Sale. When I pulled into the parking lot at the Community Center, the soccer leagues were in full swing. Finally I made my report to the LOWA Board of Directors. What is special about all of this is that every group I passed and reported to consisted of volunteers. Those are just the volunteers I saw that morning. I know there are many more. What a great community!

The Federal Emergency Management Agency (FEMA) has begun the process of updating the Flood Insurance Rate Maps which may affect Lake of the Woods property owners.

These maps are used to determine the location and extent of the 100-year flood plain (the 1 percent –annual-chance flood event), and consequently, eligibility for property owners to participate in the National Flood Insurance Program.

Orange County has completed a preliminary review of the draft maps. To view the proposed draft map changes, FEMA has an online map available to the public at http://arcg.is/4WqKH. A community consultation meeting is forthcoming, followed by a posting on the Federal Register. A 90 day appeal/protest period will occur while the updates are on the Federal Register; however, comments may be submitted at any time.
