Gather your fishing gear and bait buckets for the Lake Youth Foundation’s 23rd Annual Children’s Fishing Tournament which will be held on Saturday, June 18, from 9 to 11 AM. The event will be held at the front entrance pond for children ages 5 to 14 years old.

Registration ends on June 15. There is limited space available, so please register early. You can register online at www.eventbrite.com (search Annual Children’s Fishing Tournament - 2022). You can also register at www.lakeyouth. org or on the Lake Youth Foundation’s Facebook page. There will be no registrations taken on the day of the tournament.

Check-in on the day of the tournament will begin at 8 AM. The actual fishing tournament will start at 9 AM and end at 11 AM. Snacks and drinks will be served immediately following the tournament for the children and their families who participate in the event. The awards ceremony will start at 11:30 AM. The tournament rules and regulations can be viewed at www.lakeyouth.org.

Warning: Changes are coming.

I am talking about the new proposed Regulation XIV, Schedule of Penalties for Violations. On June 8, the Board will vote on sending the proposed changes to the Rules Committee and the LOWA attorney as part of our rule making process. It will then be published in Lake Currents for member comment later this summer.

So, what is the warning? On June 8, the Board will vote on suspending the use of $50 Fines for violations except for speeding and boating violations.

You may be saying, ”yes!”

But we may also be voting to authorize LOWA Security SCOP officers to issue Virginia Uniform Traffic Summons for non-speeding traffic violations, such as running a stop sign. Basically, any traffic citation you would be issued outside the Lake will now be issued inside the Lake. (They are already authorized to issue the UTS for passing a school bus, excessive speeding, or reckless boating.) This means you will now go to Orange County District Court instead of the LCC to plead your case. With that comes additional time and expense. Another example would be unauthorized parking on the streets. You would get one warning ticket. A second incident would result in towing your vehicle. Compared to the cost and inconveniences that violators will incur, the old $50 fine will feel like the proverbial “slap on the wrist.” The Board may vote to authorize Security to use a system of warning tickets for a short period to allow everyone to get familiar with the coming changes.

General Manager Phil Rodenberg did a presentation of the new Regulation IV in his General Manager’s report at the May 18 Board meeting. These changes are due to the failed referendum. The Board takes no pleasure in making them.

There has been a lot of work over many months to draft the rules. The goal remains simply for compliance and to maintain a safe community.

So, to everyone, please drive safely. If you tend to have a “lead foot,” please change your behavior. Our hope is that no one ever gets a Uniform Traffic Summons.

by Phil Rodenberg, General Manager, ® CMCA, ® AMS, ® PCAM LOWA’s contract with Allied Universal Security Services expires on April 30, 2023, and LOWA is reviewing AUS’s performance, with an eye toward extending that contract by one year.

It was good to see members enjoying the summer amenities over Memorial Day Weekend. The pools, beaches, and lakes were busy. The LOW Vets dedicated the new Veterans Walkway at the Clubhouse flagpole on Monday.

One of the amenities all members benefit from is our Security Force. You may never swing a club on the golf course or sail a Sunfish down the Main Lake, but everyone interacts with Security in some way.

LOWA hires an experienced security company rather than hiring our own employees. This is beneficial for a few key reasons. It takes a lot of manpower to maintain a 24/7/365 security presence and it is advantageous to have the resources of a large corporation with its own human resources and training divisions, and can draw on experiences working for other large community associations. Another important reason is risk management.

Road Patrol and Lakes Patrol officers carry weapons and have arrest powers, so we require the company to indemnify and insure to protect LOWA. We transfer the insurance risk to the security company.

Our security contractor since 2013 has been Allied Universal Security Services, formerly Allied Barton. Chief Scott Walker, a longtime AUS employee, has been our account manager the entire time, since 2013. AUS hires about 20 employees to fulfill its responsibilities to LOWA. This includes having at least one Special Conservator of the Peace on duty for each of its three shifts during the day. The Orange County Sheriff and Circuit Court Judge approve SCOP officers; they have police powers to enforce state law within a set jurisdiction (LOWA).

Security duties include: • Access Control - officers controlling intake of members and visitors at the Main Gate and Back Gate.

• Road Patrol - SCOP officers enforcing the speed limit, traffic laws of the Commonwealth Captain Henslee at the Main Gate of Virginia, as well as LOWA Regulations.

• Lake Patrol - SCOP officers on the lakes enforcing US Coast Guard, Virginia, and LOWA regulations, including checking to make sure boat drivers have passed the Boat Safety Exam and that boats have a current decal to show they are authorized to be on the Lakes.

• Asset protection - Security officers constantly patrol our buildings, grounds, and common areas to ensure LOWA property remains intact and undamaged.

Vegetation Management Program

What prior communication is there with a homeowner before a tree is cut down?

The purpose of this work is to prevent power outages due to trees. 80% of outages at REC are directly related to trees, most of which are from outside our rights-of-ways and often appear healthy to the untrained eye.

REC foresters are out ahead of the tree contractors to identify potential hazard trees by inspecting the crown, the base, the overall health, and other factors. When a tree is identified as a hazard, our foresters go to the front door and attempt to communicate with the homeowner face to face about any trees they identify as hazardous. If our forester is unable to reach someone at home during the day, they will leave informational door hangers so that the member can contact us and discuss the work. These trees are marked with colored ribbon to make them more visible to the homeowner.

In maintained areas (lawns, landscapes, etc.), REC seeks approval from the homeowner before cutting down the trees. Foresters will follow up with any homeowners who do not return calls - multiple times - before scheduling the hazard trees to be taken down.

In unmaintained areas (wooded), multiple attempts are also made to contact the property owner by phone before the tree is scheduled to be taken down. Sometimes it is difficult to obtain a current phone number.

During this time, the foresters confirm if the homeowner needs any special considerations or advance notice before the tree is scheduled to be taken down. They also discuss the work specifications and explain how the trees will be left once the tree crew has completed work on the property (i.e., the wood is cut up into four-foot lengths and left on site).

How does REC decide which trees need to be cut down?

All REC foresters are professional arborists and have received specialized training in identifying hazard trees near utility facilities. Our foresters walk the rights-of-way examining every tree for signs of decline, decay, lean, or other factors which suggest the tree could be a potential hazard to REC power lines in the near future.

Foresters are also looking for trees growing in the rights-of-way which may require significant pruning in order to not grow into the lines in the next five years. REC works with homeowners to determine what course of action is best for their trees. Sometimes it’s best to start fresh and plant a smaller growing tree under or near the power lines.

Are there any recommendations for what members should do with the wood once a tree is cut down? Do you have any vendors that you can recommend?

In maintained areas, REC instructs the tree contractors to cut all large wood into firewood length pieces, so it is easier for the tree owner to dispose of or to be offered as free firewood for neighbors. REC does not and cannot recommend any vendors for removal of wood. The most sustainable practice is for the wood to remain on site so as to prevent spread of disease, further use of fossil fuels, etc.

How can members contact REC if they still have a tree that they feel needs to be cut down?

Call the REC call center at 1-800-552-3904, and ask to create a service order for Vegetation Management. We will follow up with the homeowner about any trees they have questions about. Our foresters respond to these service orders within 7-10 business days. We communicate directly with the member through a door hanger, phone call/voicemail, or in person if they are able.

Homeowners can also send an email message for vegetation management through the REC website or use the Smart HUB app. These requests will also have a service order created, which will be responded to within 7-10 business days.

Board Seeks Member Input on Amending Regulation I General, Regarding Complying with Posted Rules The Board of Directors is seeking member comment regarding proposed amendments Regulation I General, Regarding Complying with Posted Rules.

Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by June 17.

What is proposed? The proposal adds generalized LANGUAGE TO THE rules.

The GM also added the term “authorized occupant” anywhere “tenant” was mentioned as recommended by the Rules Committee.

REGULATION REGARDING COMPLYING WITH POSTED

Why? By requiring that members and their guests abide by posted rules in the common areas, it will help the GM and Security with enforcement. LOWA cannot possibly put every rule that would be posted on a sign at a common area into the regulations. Some regulation sections for amenities already require such compliance to posted rules. Examples are regulations for the swimming pools, Community Center and Fitness Center.

Who proposed it? The General Manager proposed these amendments.

The Rules Committee revised and recommended approval of the amendments. The LOWA Attorney revised the recommendation.

What is the effect? The amendment will clarify that parties must comply with the posted rules even if they are not expressly included in the LOWA Regulations. [proposed amendments are shown below in bold and strike-thru]

Regulation I. General: Regarding Abiding by Posted Rules I.

GENERAL

A. The Restrictive Covenants and Articles of Incorporation of the Association authorize the Board of Directors of the Association to promulgate and enforce Regulations. The Articles also provide for a Legal and Compliance Committee to assist the Board of Directors in Regulations enforcement.

B. A great deal of the effort which goes into making our community function well comes from committees and individual volunteers. Thus, the residents and other property owners play a large role in shaping and enforcing these Regulations.

While the Regulations are enforceable through a system of fines and penalties, the best controls are achieved through the cooperation and participation of all residents and property owners. Therefore, recommendations for changes or additions to these Regulations are welcomed and encouraged.

C. The use of LOWA amenities is authorized for property owners in good standing and their families, guests, registered tenants in good standing, authorized occupants, their families and guests and any individual or organization that has received the approval of the General Manager. All of the above-referenced parties must fully comply with abide by the Regulations and posted rules governing the use of the common areas and facilities. (2/5/2011) D. A Member is eligible to vote, use amenities and receive a membership card when all fees and service charges are paid in full.

E. All persons using LOWA amenities and facilities do so at their own risk and LOWA assumes no responsibility for injury, damage or loss of property resulting from such use, whether officially open or not.

(6/1996) F. Activity constituting, or resulting in, disturbing the peace in LOW is prohibited.

G. Proper decorum must be observed by all persons for any activity in or on the common areas or common facilities of the community. Members may be assessed a charge for violations of the Restrictive Covenants and Rules and Regulations committed by themselves, their families, guests, and tenants orand authorized occupants, as well as guests of their tenants, or authorized occupants and/or their contractors and the contractors of their tenants, or authorized occupants while the contractors are within LOWA. Any person who engages in conduct that either (i) violates the Restrictive Covenants or Rules and Regulations for use of the common area or common facilities of the community, or (ii) is physically or verbally abusive, threatening or belligerent toward any other person in, on or around the common areas or common facilities of the community, or (iii) causes or creates a disturbance, nuisance, inconvenience, annoyance, or alarm or apprehension to any other person in, on or around the common areas or common facilities of the community, or (iv) endangers the person or property of any other person or LOWA in, on or around the common areas or common facilities of the community, or (v) compromises the health and safety of any other person in, on or around the common areas or common facilities of the community, is subject to sanctions by the General Manager or the General Manager’s designee including but not limited to citation, suspension of use that is reasonable under the circumstances (provided that any such suspension for more than one (1) month shall require the prior approval from the Board of Directors), and any other legal remedy available to the Board and/or the Association under the Restrictive Covenants, Articles of Incorporation, Bylaws, Rules and Regulations and applicable laws. Damage to LOWA property must be paid for by the members responsible for such damage, to include damage caused by their families, guests, their registered tenants and their families or their families’ guests orand authorized occupants. Established fees or other charges must be paid by sponsoring members, their guests or their registered tenants, or authorized occupants. Members are responsible for the unpaid fees of their families or guests while using LOWA amenities. (2/5/2011)

The Board of Directors is seeking member comment regarding proposed amendments to Regulation X, Use of Lakes, regarding Prohibitions/Restrictions on Non-Conventional Watercraft, Wake Surfing, and Main Marina and Small Marina Piers Access and Use. Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by June 17.

What is proposed? The amendment makes the following changes:  Defines conventional and non-conventional watercraft with the intent to clarify the Lakes are for conventional watercraft that are normally used on freshwater lakes and that meet applicable U.S. Coast Guard and Commonwealth of Virginia regulations. All others must be approved by the GM for experimental and demonstration purposes with $1 million in liability insurance. (See X.A.4.a-e on Page 7 and X.C.1.o. on Page 10.)  The amendment clarifies that other watercraft operators should be considerate of wake surfing users on the centerline course and that wake boat operators are not allowed to tow other devices while in the wake enhancement configurations. (See X.C.1.n on Page 9.)  Defines Main Marina and Small Marina Access and Use and limits access at both the Main Marina and Small Marina to slip renters and their invited guests. The GM also rearranged some of the requirements in Regulation X to better group the rules. (See Sections A.13, B.4 and D.)

Who proposed it? The GM drafted the initial amendment based on comments from the President, Lakes Chair, and Security Chief, with added wording from the Secretary. On March 21, the Lakes Committee voted to approve a modified version of the amendments that was further modified on April 2 by the Board. On May 4, the Safety and Security Committee voted to support with the April 2 version. On May 11, the Maintenance and Ecology Committee reviewed the amendments. The Rules Committee reviewed the amendments.

The LOWA Attorney recommended changes which have been included.

What is the effect? Members wishing to operate non-conventional watercraft on LOWA Lakes will need to request permission from the General Manager.

Watercaft, other than wake boats operating in the wake enhancement configuration for the purposes of wake surfing will need to be considerate of wake surfers on the centerline course and wake boat operators are not allowed to tow other devices while in the wake enhancement configuration.

Slip renters and their invited guests only will be permitted to access the Marinas.

One More Thing!

The Board is considering requiring use of engine cut-off switch links for motorized watercraft as an additional safety measure. Regulation X already requires use of links for PWCs that are so equipped. This added change might require all or just those so equipped.

Possible amendment: The engine cut-off switch link must be used on motorized watercraft with three (3) or more horsepower and on PWCs while operating on plane or above displacement speed, if so equipped. A link can be either a tether, or an electronic wireless device.

This is not in the current proposal but could be added to the final version.

USE OF THE LAKES (Amended July 16, 2014) A.

WATERCRAFT OPERATIONS AND USAGE.

1. For the purpose of this Regulation the following terms and definitions apply: a. “Watercraft” includes “motorized”, “personal”, “sail” and “nonmotorized” means of water transportation capable of carrying one or more passengers. b. “Motorized Watercraft” includes all gasoline, diesel, or electric inboard, outboard, or inboard-outboard motorboats, pontoon boats, sailboats (when motorized), fibertoons or deck boats capable of carrying one or more persons, of types normally used on freshwater lakes and meeting applicable U.S. Coast Guard (USCG) and Commonwealth of Virginia regulations. c. “Personal Watercraft” (PWC) includes watercraft that are powered by jet pumps, and that persons kneel, or sit on, rather than inside the watercraft. . PWCs are operated by one person, and often have seating space for others. Some models have seating for up to four riders (including the operator). d. “Sail Watercraft” includes all watercraft powered by wind such as sailboats, sunfish and windsurfers capable of carrying one or more passengers. e. “Non-Motorized Watercraft” includes all human-powered watercraft powered propelled by paddles, oars, or pedals, including canoes, kayaks, paddle boats, row boats, and shells/ sculls, and that are capable of carrying one or more persons. f. “Other Recreational Water Equipment” includes all items that are solely human powered by users standing, sitting, kneeling or lying on the equipment such as, but not limited to, water slides, platforms, trampolines, inflatable rafts, hydro/aqua-bikes and stand-up paddleboards (SUPs). g. “Conventional Watercraft” means watercraft specified in Regulation X.A.4.a. h. “Non-Conventional Watercraft” means watercraft specified in Regulation X.A.4.d. i. “Main Lake” means the body of water bounded by Veterans’ Dam to Flat Run and includes all coves. j. “No Wake Zone” means the areas of water from the shoreline to designated “No Wake” buoys and includes all coves. The remainder of the Main Lake is considered a “Wake Zone”. k. “No Wake Speed” means the slowest possible speed required for maintaining or achieving steerage and headway. l. (Small Lake” (aka, Keaton’s Lake or Fishing Lake) means the body of water bounded by Keaton’s Dam and Keaton’s Run located in Section 13. This entire lake is considered a No Wake Zone. m. “Cove” means a body of water extending from the Main Lake more than 100 feet from the No Wake buoy towards the shoreline. n. “Beach” means the any common area or recreational facility space so designated by LOWA and includes the bulkheads, sand and grass areas. o. “Starboard” means the right side of the watercraft when standing inside looking toward the bow/front of the watercraft. p. “Port” means the left side of the watercraft when standing inside looking toward the bow/front of the watercraft. q. “Certified Operator” shall means a person who has passed the Lake of the Woods Boat Operator’s Safety Course. r. “Skiers “or “Tubers” are persons being towed behind a watercraft on a device or apparatus which has no capability for selfpropulsion, such as water skis, tubes or other similar devices.

(2/1/20) s. “High Traffic Times” is are defined as weekends (Saturday and Sundays) and holidays from Memorialfrom the Saturday of Memorial Day weekend Saturday through the Monday of Labor Day Monday between 10:00 a.m. and sunset. (4/21/21) t. “Wake surfing” is a water sport in which a rider trails behind a motorized watercraft, riding the watercraft’s wake without being directly pulled by the watercraft. (2/1/20) u. “Wakeboarding” is a watersport in which a rider, standing on a short board with foot bindings, is towed behind a motorized watercraft, riding and jumping the watercraft’s wake. (5/1/21) v. “Wake Boat” is any watercraft operating above No Wake Speed while deploying one or more wake-enhancement devices, such as ballast, wedges, or gates, for the purpose of creating larger wakes than if such devices were not deployed. Why? With advances in technology, the possibility of seeing unconventional watercraft and devices is more and more likely. President Pete Brown has identified the seabreacher watercraft that can submerge and then launch itself into the air as a potential new technology watercraft for our Lakes.

The amendment also clarifies that other watercraft may boat near the centerline course provided that they are considerate of those using it for wake surfing.

Lastly the amendment limits access to both marinas to slip renters and their invited guests to help prevent vandalism, theft, or accidental damage to boats.

Regulation X from p. 5 2. WATERCRAFT OPERATIONS a. All persons operating any watercraft on LOWA Lakes are subject to the rules and regulations of LOWA. b. No person shall will operate, or supervise the operation of, any watercraft or manipulate water skis, towable or similar devices while using or under the influence of alcohol, narcotics, barbiturates, or other intoxicating substances. c. No person under the age of fourteen (14) years shall will operate any watercraft having more than ten (10) horsepower unless under the onboard direct supervision of a certified adult operator. Onboard direct supervision occurs when a person maintains close visual and verbal contact with, provides adequate direction to, and can immediately assume control from the operator of the watercraft. d. No person shall will operate a PWC nor shall will the owner or any person having control authorize or knowingly permit a person to operate a PWC, unless the operator is at least sixteen (16) years of age. Exception: Any person who is at least fourteen(14) years of age may operate a PWC if 1) He/she can show proof to LOWA Security, on the scene, of having successfully completed a Boating Safety Education Course approved by the Director of the Virginia Department of Wildlife Resources, and 2) He/she has passed the LOWA Boat Operator’s Safety Short Course. e. No person under the age of eighteen (18) shall be allowed to will operate a watercraft that is towing people, whether skiers or person(s) on any towed device. f. The motor/engine of any watercraft must be stopped during the pickup, loading, or unloading of any person(s) from the water. g. Watercraft moving in close proximity to a designated swimming area will must exercise extreme care to ensure safe passage. h. All motorized watercraft must keep a one hundred (100) foot clearance from other watercraft when exceeding No Wake Speed. h. No watercraft carrying one or more persons on-board or towed behind will be operated without an operator physically on-board and at the controls. i. No powered watercraft of any size will be operated through the use of any driverless or remote operator feature. This restriction does not apply to Radio Controlled (RC) small-scale sailboats or electric-powered model boats (less than 60 inches long overall).

3. PROHIBITED WATERCRAFT OPERATIONS. No person shall will operate any watercraft and no skier shall will manipulate any skis in a reckless, erratic, or negligent manner so as to endanger the life, limb, or property of any person. The following actions are prohibited:

a. Operating a motorized watercraft that follows directly behind a skier or person(s) on a towed device at a distance of less than three hundred (300) feet. Following driversOperators of such a following watercraft should must position their watercraft in a path parallel to the lead watercraft’s path and one hundred (100) feet to the side to avoid the skier(s) should they position themselves outside the wake of their watercraft.

Cutting in front of any other watercraft at a distance of less than three hundred (300) feet when operating outside the No Wake Zones.

Operating a towing watercraft in a manner that causes persons using skis to land directly onto the shore, beach, or pier.

Operating a watercraft or manipulating a towed device to purposely maneuver toward any other watercraft or person(s) and veer away at the last moment.

Operating a watercraft, except sailboats, while any occupant is sitting on the bow or gunwale of the watercraft or on the back of the driver’s seat and moving in excess of No Wake Speed. All occupants of a pontoon/fibertoon/deck boat must remain inside the watercraft’s railings when moving in excess of No Wake Speed.

Operating or manipulating any watercraft towing a skier(s) into or out of any cove, access area, or other restricted areas marked by warning buoys at greater than No Wake Speed.

Operating a motorized watercraft closer at a distance of less than one hundred (100) feet from shoreline unless at No Wake Speed.

Operating a motorized watercraft at a distance of less than one hundred (100) feet from other watercraft when exceeding No Wake Speed.

Intentionally dropping or leaving a ski in the water at High Traffic Times, thereby causing a hazard to other watercraft or persons.

A ski may be dropped only in the area between seventy-five (75) feet and one hundred (100) feet from shore and for no more than five minutes. No ski shall will be dropped in the mouth of a cove.

Running a watercraft while another person(s) is in the water hanging on to any part of the watercraft.

Subsections a, f, g, h, and iI do not apply to boat operators and skiers participating in USA Water Ski sanctioned Ski Club practices, competitions, or exhibitions.

l. Ski Club practices, competitions, or exhibitions involving acts of an extraordinary nature require prior written permission from the General Manager based on a recommendation from the Lakes Committee.

4.

WATERCRAFT RESTRICTIONS

a. All watercraft shall meet applicable U.S. Coast Guard and Commonwealth of Virginia regulations Only watercraft and recreational water equipment normally used on freshwater lakes and meeting applicable and Commonwealth of Virginia regulations will be used on the Lakes, specifically: (1) Motorized watercraft (See A.1.b) (2) Non-motorized watercraft (See A.1.e) (3) Deck Boats/Ski Boats (See A.4.b and c) (4) Pontoon or Fibertoon Boats (See A.4.b) (5) Sailboats (non-motorized or motorized) (See A.1. b. and d) (6) Personal Watercraft (PWC) (See A.1.c) (7) Other Recreational Water Equipment (See A.1.f) b. Only electrically powered Motorized Watercraft, Non-Motorized Sail Watercraft or Non-Motorized Watercraft (See X.A.1.) are permitted on Keaton’s Lake. Gasoline, diesel, or similarly powered watercraft, regardless of engine deployment/utilization, are prohibited except for official lakes Lakes management Management operations of LOWA and its agents. c. Motorized watercraft, including deck boats, and sail watercraft are limited to less than twenty-two (22) feet in length, exclusive of motors. pontoon Pontoon and fibertoon boats shall beare limited to twenty-five (25) feet or less in overall length. This Regulation does not affect any watercraft registered prior to May 1, 1999. d. Hovercraft, airboats, stand up/kneeling type jet skis, hydroplanes, parasails, submersibles, electric foils, or any other nonconventional watercraft and devices, including but not limited to those listed below, are prohibited on any LOWA Lake unless they have been evaluated and approved in accordance with 4.e below: (1) Submersible type watercraft that can travel underwater and/or launch out of the water into the air (2) Electric Foils and similar motorized Surf or Paddle boards (3) Any new watercraft or water sports technology that might be developed in the future.

(4) Any remote operation or control technologies rendering a full-size watercraft or PWC (motorized or otherwise capable of carrying one or more persons) driverless. e. The determination of whether a watercraft is authorized or prohibited on any LOWA Lake will be in the discretion of the LOWA Board of Directors or the General Manager. The Board of Directors or General Manager may require an evaluation in order to make such aa determination and may take into account recommendations from the Lakes Committee and the Safety and Security Committee.

Watercraft shall will NOT be used for overnight fd. accommodation. Only toilets having a removable waste container (i.e., porta-potty style) are allowed on watercraft in LOW. Waste may will not be emptied into the lake but must be properly disposed of in a toilet ashore.

Racing of motorized watercraft is prohibited. hf.

All watercraft using the lakes after sunset and before ig. sunrise shall must be equipped with AND required to use proper navigational lights. A watercraft under oars shall must have an electric light or lantern showing a white light which shall will be exhibited in sufficient time to prevent collision. No other lights, including white docking lights, which could impair the visibility of approaching watercraft, shallwill be illuminated. White docking lights mustay t be turned on when nearing a dock to tie up.

Watercraft requiring the use of trailers for transportation to or j.h from the lakes mustay be launched only from authorized LOWA facilities. k.i All marina launching ramps willshall be used on a first-come, first served basis.

Non-motorized watercraft, e.g., canoes, kayaks, rowboats l. m. and windsurfers, may be launched from lakefront lots or LOWA Beaches, but mustay not be left on the sand at any LOWA Beach.

Motorized watercraft with internal combustion engines without m. k underwater exhaust vents or that have not been otherwise adequately muffled to reduce excessive noise are prohibited on the lakes.

Watercraft testing demonstrations may be performed at n. l the specific request of a LOWA member in good standing or registered tenant/authorized occupant. All demonstrations must be performed under the direct supervision of the member

or registered tenant/authorized occupant. The watercraft must be registered with LOWA on a temporary basis with fee for such demonstration set annually by the Board of Directors. Temporary registration is valid for 24 hours. This fee willshall be applied against the annual registration fee if the demonstrated watercraft is then registered by the member in good standing or registered tenant/authorized occupant.

Other Recreational Water Equipment is restricted for use o.m only in the No Wake Zones of the Main Lake and the entirety of Keaton’s Lake.

Aquatic Invasive Species Control. A member or registered p.n tenant/authorized occupant who owns a watercraft must obtain from Lake of the Woods its approved pamphlet on aquatic invasive species and sign a statement acknowledging that he or she has read the pamphlet and agrees to take measures to ensure aquatic invasive species do not enter the Lakes, and are thoroughly removed from watercraft, trailers, and related equipment and gear each time such watercraft, trailers, and related equipment and gear are immersed in waters outside LOW.(See X.D.5) 5.

HOURS OF OPERATION

a. Both lakes may be used 24 hours per day except that PWC shall will NOT be operated after sunset and before 7:00 a.m. b. The time of sunset shall will be as published by the Virginia Department of Wildlife Resources.

Water skiing and towing of people on other devices is only dc. allowed between 7:00 a.m. and sunset.

6. TRAFFIC DIRECTION. All motorized watercraft shall must proceed in a counterclockwise (CCW) direction around the Wake Zone unless they are travelling at No Wake Speed within 50 feet of the shoreline.

Exceptions to this CCW rule may be made forThis CCW rule does not apply when retrieving a towed person or in connection with USA Water Ski sanctioned practices, competitions, or exhibitions.

SPEED LIMITS a. A person shall will not operate a watercraft so as to exceed a reasonable speed under the circumstances and traffic conditions existing at the time. The maximum allowable speed in the Wake Zone shall beis thirty-six (36) mph. Operators of watercraft in USA Water Ski sanctioned practices, competitions, or exhibitions are exempt from this section of this regulation. The maximum allowable speed on the Small Lake shall be is five (5) mph. b. From sunset to 7:00 a.m. the maximum allowable speed in the Wake Zone of the Lake shall beis ten (10) mph. (3/19/20) c. Watercraft are prohibited from operating at greater than No Wake Speed when in coves or within one hundred (100) feet of the shoreline, beaches, piers, boat ramps, or people in the water.

This restriction does not prohibit the pulling of a skier with a rope of less than one hundred (100) feet. d. When an operator’s vision is obscured by fog, heavy rain, or other conditions, the watercraft shall must be operated at reduced speed such that the watercraft can be stopped, if necessary, within one-half the distance the operator is able to see ahead.

In addition, motorized watercraft shall must sound the required signal, one blast of a device meeting X.B.4.f of four to six seconds every two minutes. Sail watercrafts shall must sound a signal of one blast of a device meeting X.B.4.f of four to six seconds plus two one-second blasts every two minutes.

8.

MOORING

a. Watercraft shall must be moored at the property, piers, bulkheads, or beaches of the owner or at the two LOWA marinas.

This applies as well to Renters tenants/authorized occupants of lakefront properties and renterstenants/authorized occupants who have leased dock space from lakefront property owners shall have similar authorization. b. Mooring or tying up of a watercraft to any LOWA beach, bulkhead, riprap, picnic areas, shoreline vegetation, or parking lot is NOT permitted. Sail watercraft may be beached at the clubhouse cove Sailing Beach. Non-motorized and sail watercraft are permitted to land at LOWA beaches but may must not be left on the sand. c. Watercraft shall must not be anchored in the Main Lake except in coves, or for observation of LOWA July 4th fireworks, observation of community events on Clubhouse Point, participation in sailboat events or in case of emergencies. d. Temporary anchoring of motorized watercraft in coves is allowed but must be a minimum of 75 feet from the shoreline or

9. BUOYS a. Watercraft owners and operators shall must familiarize themselves with and adhere to the meaning and intent of all markings on the buoys. b. Tampering with, tying up to, or holding onto any buoy is prohibited, except those specified by LOWA. c. Boaters shall must not change the positions of buoys. Out-ofplace buoys should be reported to LOWA Security.

10. RIGHT OF WAY a. When two motorized watercraft approach each other head on or nearly so, each shall must turn to Starboard and pass Port to Port. When two motorized watercraft approach each other, but it is clear that each watercraft is so far from the other that no collision hazard exists, they may pass on either side. b. When two motorized watercraft approach each other in a crossing situation, the watercraft which has the other on the Starboard side is the give-way watercraft (must stay clear and slow down if necessary). When taking action to stay out of the way, the giveway watercraft shall must make early and substantial maneuvers so that its intentions are clear. The other watercraft is the standon watercraft (must hold course and speed). If the stand-on watercraft finds itself so close that collision cannot be avoided by action of the give-way watercraft alone, the operator shall must take such action as will best aid to avoid collision and give the danger signal (five or more short blasts). c. Motorized watercraft entering the wake zone from the No Wake Zone are tomust give way to watercraft that are following the Main Lake counterclockwise pattern. d. An overtaking situation exists when a watercraft comes up with another watercraft from any direction more than 22.5 degrees to the rear of the beam of the other watercraft. The overtaking watercraft may pass on either side of the overtaken watercraft but must keep out of the way of the overtaken watercraft and, if operating above No Wake Speed, not come closer than 100 feet when passing. The overtaken watercraft shall must maintain its course and speed and shall must not attempt to cross the bow or crowd in upon the course of the overtaking watercraft. e. Sail Watercraft.

(1) When two sail watercraft meet and both watercraft have the wind on the same side, the windward watercraft (watercraft upwind of the other) shall must give way to the downwind (leeward) watercraft.

(2) When two sail watercraft meet and both watercraft have the wind on different sides, the watercraft with the wind on its port side shall must give way to the other watercraft.

(3) When two sail watercraft meet and a watercraft with the wind on its port side cannot determine whether the windward watercraft has the wind on the port or starboard, it shall must give way to the other watercraft. f. Sail watercraft have the right of way over motorized watercraft unless they meet a watercraft which is broken down or restricted in its ability to maneuver or they are the overtaking watercraft.

Sail watercraft shall must exercise special caution when entering the Wake Zone from a cove. Any watercraft operating under both sail and power is classified as a motorized watercraft. g. Non-motorized watercrafts have the right of way over watercraft under power and sail watercraft. h. Any disabled watercraft or watercraft under tow has the right of way over ALL other watercraft. i. All watercraft operators are responsible for knowing and following the applicable navigational rules.

11. REPORTING WATERCRAFT ACCIDENTS. Every operator of a watercraft involved in an accident or collision shall must stop, offer assistance, contact LOWA Security, and give his/her name, address, phone number and identification of his watercraft in writing to any person injured and to the owner of any property damaged. Operators of all watercraft involved are required by law to file a formal, written report of the boating accident with the Virginia Department of Wildlife Resources when there is: a. Damage over $2,000 to the watercraft or its equipment, b. Injury requiring medical help beyond First Aid or loss of life and/or,

12.

TEMPORARY RESTRICTIONS OR SUSPENSIONS OF LAKE USE The General Manager may restrict or suspend use of a certain portion of a Lake (1) in an emergency, (2) when life or property is threatened, or (3) to otherwise protect health, safety, or property, such as, by way of example, during a LOWA-approved special event on common areas adjacent to the Lakes, for a period of time necessary to reasonably address the concern. Any such restriction or suspension exceeding five (5) days shall requires approval of the Board of Directors. During the period of restriction or suspension, no Watercraft watercraft shall will be operated, or no activity pursued in violation of the restriction or suspension. (11/7/15)

13. General Manager Waivers. The General Manager may waive the rules for shows, tournaments, exhibitions, LOW Ski Club practices, hours of operation, landing on beaches and ski take-off areas.

B. WATERCRAFT REGISTRATION AND SLIP/RACK RENTAL REQUIREMENTS. 1. DECALS. All watercraft shall must be registered with LOWA. Each fiscal year, LOWA registration decals shall must be purchased.

Two decals will be issued and shall must be attached on the port and starboard sides of the hull at the forward end of the watercraft so that the decal is clearly visible. The decals must be placed within six (6) inches from the Commonwealth assigned watercraft number, if displayed. Decals must be affixed to watercraft in the water, on canoes and kayaks on LOWA racks or in the designated Dry Sail Parking area by 11:59pm on May 1 each year.

2. REGISTRATION REQUIREMENTS. Watercraft registrants shall must present the following documentation at the time of initial registration:

a. Current LOWA membership or registered tenant/authorized occupant ID. b. Evidence of ownership of watercraft or lease agreement. c. Evidence of the horsepower of the motor and length of watercraft. d. Registrants of motorized watercraft of over 25 horsepower shall must carry watercraft liability of no less than $500,000 per accident or show proof of homeowner or renter personal liability insurance of no less than $500,000 per accident. So long as Registrants show written proof of watercraft liability coverage satisfactory to the Board, umbrella insurance policies may be used by Registrants towards meeting the $500,000 requirement.

Registrants shall must certify that the required limits of insurance will be maintained and in effect for the entire fiscal year. (2/1/20) (Effective March 1, 2020) e. Registrants of non-motorized watercraft and motorized watercraft of 25 horsepower or less shall must carry homeowner or renter personal liability insurance of at least $100,000 per accident.

Registrants certify that the required limits of insurance will be maintained and in effect for the entire fiscal year. f. For subsequent annual registrations of the same watercraft, the owner shall must bring a current LOWA membership or registered tenant/authorized occupant ID and shall must execute an affidavit that none of the specific information about the watercraft has changed from the prior registration, and that the required limits of insurance will be maintained and in effect for the entire fiscal year. If there are any changes, the registration process must be completed in accordance with Subsection 2. g. Watercraft registered in accordance with above Regulations shall maywill not be subleased or rented for use at LOW. h. An individual sale of a watercraft does not transfer a vested right of operation for that watercraft on LOW water. i. Prior to initial registration or watercraft testing, every prospective registrant shall must certify that he/she has read and agrees to abide by all the Lake Regulations set forth herein, and to any other Regulations as may be adopted by the LOWA Board of Directors. j. Hovercraft, airboats, stand up/kneeling type jet skis, hydroplanesor any other nonconventional watercraft are prohibited on any LOWA Lake. k. If in the opinion of the LOWA Board of Directors or the General Manager the preceding paragraphs include or exclude a watercraft or water sport activity of questionable nature, then the Board of Directors or General Manager may request a demonstration in order to make a determination of inclusion or exclusion. l.j. No watercraft shall will be placed or operated on the lakes unless it displays current LOWA registration decals. Invited guests participating in a Sailing Regatta sponsored by the LOW Sailing Club are exempt from this requirement.

The Commonwealth of Virginia and LOWA shall have the mk. right tomay stop and cite watercraft operators and owners for infractions of their respective Regulations.

3. SAFETY COURSE CERTIFICATION. All persons operating a powered watercraft of ten (10) HP or more or PWC must be certified by passing the LOWA Boat Operator’s Safety Course unless they are under the onboard direct supervision of a certified operator. Onboard direct supervision occurs when a certified person maintains close visual and verbal contact with, provides adequate direction to, and can immediately assume control from the operator of the watercraft.

Operators of powered watercraft of less than ten (10) HP, operators of non-motorized watercraft, and users of other recreational water equipment are not required to complete the LOWA Boat Operator’s Safety Course. a. A person who has satisfactorily completed the Virginia Boating Safety Education course may be certified by passing the LOWA Boat Operator’s Safety Short Course. b. A person eligible to take the LOWA Boat Operator’s Safety Course must be a LOWA member, a registered tenant/ authorized occupant, or be sponsored by a member or registered tenant/authorized occupant. c. LOWA shall will maintain a record of all people who have been certified by satisfactorily completing the LOWA Boat Operator’s Test. The boat operator’s boating privileges may be temporarily suspended by the Board of Directors if found guilty of multiple watercraft violations within a 12-month period. (8/3/2019) 4. OTHER WATER RESTRICTIONS. a. Watercraft, swimming, ice skating and fishing are prohibited on the Entrance Pond unless a waiver is obtained from the General Manager. The General Manager may also waive the rules for shows, tournaments, exhibitions, LOW Ski Club practices, hours of operation, landing on beaches and ski take-off areas. b. Under no circumstances shall trash, garbage, yard debris, litter of any kind, pollutants, or any other substance or objects be dumped into the lakes. c. Sitting, standing, walking, running, skating or similar activities on the surface of any portion of the lakes that is frozen is strictly prohibited. (6/5/2019) 54. SAFETY REQUIREMENTS. All watercraft shall must be equipped with safety equipment in compliance with U.S. Coast GuardUSCG and Commonwealth of Virginia regulations. a. All watercraft occupants (operators and passengers) must have available, in the watercraft, a U.S. Coast GuardUSCG-approved (Type I, II, III or V) personal flotation device. This includes U.S. Coast GuardUSCG approved inflatable life vests. All watercraft 16 feet in length or longer shall must also carry at least one USCG approved Type IV throwable flotation device (ring buoy or seat cushion). b. Children under the age of 13 shall must wear a U.S. Coast Guard (USCG) USCG-approved Personal Flotation Device (PFD) on all watercraft when underway. A PFD shall must be worn by all persons operating or riding a PWC; and by all persons engaged in towed watersport activities (skiing or , tubing, etc.); and by all persons occupying a “Non-Motorized Watercraft” when operating outside the No Wake Zone on the Main Lake. . All other operators/passengers on each of the above watercraft regardless of area of operation are strongly encouraged, but not required, to wear PFDs. c. When non-motorized watercraft are operating beyond the No Wake Zones, all passengers are required to wear USCG approved PFDs. d. Other Recreational Water Equipment users are not required to wear PFDs; however, stand up paddleboards (SUPs) users are required to carry PFDs on board. e. All motorized watercraft shall must carry at least one handportable fire extinguisher that is U.S. Coast Guard approved and is readily accessible. f. All watercraft shall must carry a whistle, horn, or other device capable of making an audible blast of 4 (four) seconds duration that can be heard within zero point five (0.5) miles. g. The manufacturer’s specified passenger-carrying capacity of the watercraft shall must NOT be exceeded. h. The cut-off switch lanyard must be used if the PWC is equipped with one.

Regulation X from p. 8 a. Watercraft Slips (1) Only LOWA members/ or registered tenants/authorized occupants in good standing may rent a slip.

(2) Watercraft slips shall will be assigned by LOWA on a first-come, first-served basis.

(3) Once the slip is assigned, the renter shall must pay his/ her renewal fee annually by May 1.

(4) A slip renter shall will not sublet, assign, or transfer mooring rights.

(5) Reassignments to fill vacancies shall will be made by LOWA from its first-come, first-served waiting list.

(6) A deposit fee of fifty (50) dollars, applied toward the first year’s annual rental cost, is required for placement on the waiting list. The deposit fee is non-refundable except in cases of withdrawal of a slip request prior to notification of a slip’s availability.

(7) Watercraft slips revert to LOWA if: (a) The current renter does not pay his/her re-rental fee by May 1; or (b) The current renter violates the above restrictions. b. Canoe and Kayak Rack Spaces (1)

76. DRY SAIL PARKING AREA. a. Only LOWA members in good standing or/registered tenants/ authorized occupants may rent a dry sail parking space. b. Spaces shall will be assigned by LOWA on a first-come, firstserved basis; the previous year’s renter has first option for renewal. c. Once the space is assigned, the renter shall must pay the renewal and decal fees annually by May 1. d. All watercraft in a dry sail space must display both a current Dry Sail Parking sticker and a current LOWA watercraft decal. (See X.B.1.).

C. WATER SPORTS ACTIVITIES. (5/1/21) 1. WATER SKIING/TUBING/WAKE SURFING/WAKE BOARDING. a. Skiers or other towed persons shall will NOT be permitted to take off from or land on any beach or pier. b. During High Traffic tTimes (see A. 5.c.) , no person shall maywill operate a towing watercraft to pull any person(s) on water skis, tube(s), wake board(s), wake surfing boards (whether towed or not), or similar devices unless there is in/on the watercraft (in addition to the operator) a person actually observing the progress of the person(s) being towed. This observer must be at least 12 years of age. In the case of PWCs, the observer must be seated backward. At other times towing is permitted without an observer if the watercraft is equipped with a suitable, marine-grade, wideangle rear view mirror. Personal watercraft must have two (2) mirrors, at least 2 ½ by 4 inches each. (5/1/21) c. Ski flag. All watercraft operations involving skiers, tubers or wake boarders on a towable device shall must have a ski flag readily available. This flag shall must be a red or orange flag measuring no less than 12 inches on each side in the shape of a square or rectangle, secured to a pole or shaft at least two feet long.

(5/1/21) (1) The ski flag shall must be mounted or displayed in such a manner as to be visible from every direction when: (a) A skier, tuber or wake boarder is down, or a rider has fallen; or Or (b) A skier, tuber or wake boarder is in the water and preparing to ski, tube, or wake board.

(2) The ski flag shall must not be displayed at any other time.

(3) The use of this flag will not be construed as conferring any rights or privileges on its users. Operators of watercraft in the vicinity willmust, however, exercise precaution commensurate with conditions indicated. d. All watercraft operators who tow skiers and floatable devices shall must know and ensure their spotters and skiers/riders understand and use a set of hand signals to communicate between the watercraft and the skiers. Passengers shall must remain seated when a watercraft is towing a skier or people on other devices. e. Skiing and towed activities at greater than No Wake Speed shall be are prohibited within one hundred (100) feet of shorelines or in areas marked with “No Wake” buoys, and will be confined to the area of the wake zone. f. At High Traffic Times when two or more skiers/tubers/wake boarders are being towed by one watercraft and one of the skiers/tubers/wake boarders fall, the other skier(s), tubers, wake boarders shall must drop his or her towline immediately. (5/1/21) g. All persons being towed by watercraft shall must wear a U.S. Coast GuardUSCG-approved (Type I, II or III) flotation device or a Type V flotation device designed for the activity such as a ski vest. Inflatable vests shall maymust not be used for skiing or tubing. The use of flotation belts alone shall only be is only permitted when using “trick skis” while an observer is in the watercraft, and it is traveling less than nineteen (19) mph. “Trick and Jump skis” are considered as skis less than forty-four (44) inches in length with no fin. h. When any skier, tuber or wake boarder falls, the operator shall must immediately go to No Wake Speed and turn around on as small a radius as possible to return to the downed skier, tuber, or wake boarder. The operator must attempt to follow the reverse course on the return to the fallen skier, tuber, or wake boarder while not entering the path of other watercraft in the immediate area. The towing watercraft shall must display the skier-down

Only LOWA members in good standing or registered tenants/authorized occupants may rent rack space owned by LOWA. (2) The light watercraft racks are to be used only by rowing shells, kayaks, canoes, or sail watercraft (as designated) weighing no more than 300 pounds. Watercraft with any kind of motor are not allowed.

(3) Rack spaces shall will be assigned by LOWA on a firstcome, first-served basis; the previous year’s renter has first option for renewal.

(4) Once the rack space is assigned; the renter shall must pay his/her renewal fee annually by May 1. Rack storage fees will not be prorated or refunded.

(5) All watercraft on the racks must display both a current watercraft rack sticker and a current LOWA watercraft registration sticker. Watercraft without both stickers will be removed from the rack and the space reassigned. The delinquent watercraft owner will receive formal notification and will have 15 days from the date of notification to correct the deficiency; if the deficiency is not corrected the watercraft will be removed. LOWA is not responsible for any damage resulting from this removal.

An additional watercraft rack sticker will be provided and should be attached to the middle of the bottom rack support. Failure to do so will result in loss of the rack space.

(6) A rack space renter shall will not sublet, assign, transfer rights, or allow others to use the rack space. Doing so will result in loss of the rack space.

(7) Rack spaces revert to LOWA if the current renter does not pay his/her re-rental fee by May 1.

(8) Reassignments to fill vacancies shall will be made

by LOWA from its first-come, first-served waiting list.

(9) Only the number of watercraft allotted to the rack space shall will be stored in the space.

(10) All watercraft must be placed on the rack so as to drain (typically “upside down”).

(11) Ground storage of watercraft, equipment or other items is prohibited; LOW Sail Club watercraft used for training and on dollies with a current rack and LOWA watercraft registration sticker may be stored at Sailboat Beach.

If the watercraft is not repositioned, LOWA will reposition the watercraft. LOWA is not responsible for any damage resulting from this repositioning.

Fallen skiers, tubers, or wake boarders shallmust, as soon as possible raise one arm in the air to signal their location to nearby watercraft. (5/1/21) No person(s) shall will use the Water Ski Jump at LOW unless that person is a member of the LOW Ski Club or under that organization’s instruction and is wearing a helmet approved by USA Water Ski. Only one watercraft shall will use the Slalom Course at any one time. Only jump skis and trick skis shall will be used over the jump.

No person shall will operate or manipulate any watercraft, tow rope, or other device by which the direction or locations of water skis, tube, wakeboard, or similar device may be affected or controlled in such a way as to cause the participants to come into contact with any object or person(s). The provisions of this rule shall will not apply to contact between two or more persons behind the same watercraft or to contact with the top of the Ski Jump, buoys, or similar objects as normally used in competitive or recreational boating or water skiing. (5/1/21) When towing more than one skier, tube or wake board, it shall beis the responsibility of the driver of the watercraft to ensure the towlines for each skier/tuber/wake boarder is are of equal length to all skiers/tubers/wake boarders being towed. (5/1/21) Kite tubing and kite boarding are prohibited.

Suparts Paragraphs a,c,e,f,g,h, and k above do not apply to boat operators and skiers participating in USA Water Ski sanctioned ski club practices, competitions, or exhibitions.

Wake Surfing and Wake Boarding with Wake Enhancement Devices (5/1/21) (1) Wake surfing is allowable allowed behind boats propelled by inboard motors only. Wake surfing behind boats with inboard/outboard motors or outboard motors is prohibited.

(2) Wake surfing is allowed only along the centerline buoy course between Veterans Dam and a line between Buoys 8 and 37. . Other watercraft operators must be considerate of wake surfing users on the centerline course.

(3) Watercraft designed to enhance their wake by ballast or mechanical means are not permitted to operate in wake surfing configuration outside the centerline buoy course and are not allowed to tow any other devices e.g., tubes while in wake surfing configuration. Wake boarding is prohibited within 300 feet of shore and south of a line between Buoys 17 and 28 when a wake boat is deploying wake-enhancement devices.

(4) Wake Boat operators engaged in wake surfing activities, shall must maintain a safe distance from the centerline buoy course but not exceed an operating distance greater than seventy-five (75) feet from the centerline buoy course.

Non-Conventional Watercraft Devices and Recreational Water Equipment (1) No jetpack vessel activity shall beis allowed at LOW, except for flyboarding which is restricted to the Main Lake within a 200-foot safety zone near the ski jump or the Clubhouse dock and only with the prior express written permission of the General Manager, the requester showing additional liability insurance of no less than $1 million, and only for demonstration and exhibition purposes.

(2) All other watercraft, devices, or recreational water sports equipment are prohibited unless evaluated and approved in accordance with X.A.4.d. Exceptions for one-time use may be requested in writing from the General Manager. The General Manager, upon review and in consultation with the Lakes Committee, may grant permission for one-time use provided that the requestoer shows proof of adequate liability insurance of no less than $1 million.

(3) Additional special restrictions may be placed on any one-time use exception granted by the General Manager. These will be determined by the General Manager based on the nature of the exception requested.

2. SWIMMING 12

a. In the Main Lake scuba diving, swimming, and floats shall be confinedare restricted to the areas set out for such activities at

marked beaches or within seventy-five (75) feet from shoreline or within seventy-five (75) feet from a stationary watercraft in coves.

3. FISHING a. All Commonwealth of Virginia fishing laws shall must be complied with when fishing in LOWA Lakes. b. Trotlines of any configuration are not permitted in LOW. c. Fishing lines put out from LOWA property must be attended at all times. d. Use of nets, seines or other types of traps is not permitted, except for LOWA approved testing or fish removal programs. 5. PRIVATE BEACHES a. Lake front property owners are permitted to use mechanical means to clear vegetation from a swimming area adjacent to their property not to exceed 200 square feet. b. A permit must be obtained from the General Manager’s office before installation of lake bottom blanket or weed roller type devices. c. The application of chemicals in the lake shall beis prohibited unless otherwise authorized by the General Manager’s office.

Floats FLOATS (3/15/2016) Flotation devices that are inflatable only and are designed for use when anchored or moored (as opposed to devices used for towing) (for purposes of this Section, “Floats”) are permitted for use on the lakes under the following conditions: a. All Floats shall must be removed from the lakes or securely moored alongside an authorized pier between sunset and sunrise unless specifically authorized by the General Manager. b. Floats shall must be anchored or moored closer than 50 feet or 25% of the distance to the nearest opposing shoreline, whichever is smaller, from the owner’s property. c. The maximum horizontal area of any Float shall beis 150 square feet and the maximum height shall beis 8 feet. d. Floats and their moorings shall must not interfere with watercraft navigation or the ingress/egress from the water of any neighboring properties. e. In addition to the time requirements of subsection (a), above, a Float must be removed from the water entirely when not in use for a period of 72 hours. f. When on land, Floats are considered a toy under Section X, A.1.f and must be deflated, if applicable, and stored accordingly. g. Flotation devices for individual or towing use, such as mattresses, leisure chairs, towing tubes, etc.) ., that are removed from the lake and stored when not in use are not subject to subparts paragraphs (a) through (e), above.

Additionally, Chief Walker and the AUS officers support the law enforcement operations of Sheriff Mark Amos and the Orange County Sheriff’s Office, as well as the Virginia State Police. Orange County will often dispatch LOWA Road Patrol to the scene of a domestic issue in the community, to see if Security can resolve it while a deputy is en route. Chief Walker has done a lot to strengthen the OCSO-LOWA Security relations and OCSO often asks LOWA Security to assist in investigations. Chief Walker gives a report at every Saturday Board of Directors meeting and participates in the monthly Safety and Security Committee meetings.

LOWA has always been a gated community, starting with Dodson Security, which had the contract for decades. The Security building at the Main Gate is named for George Dodson, the first Security Chief. US Security had the contract for a few years before AUS took over in 2013.

During the contract with AUS, we have: • Implemented a visitor management system. The latest is TEK Control.

Members manage their guests from a smart phone or computer instead of calling in a guest at the gate.

• Expanded the surveillance camera network, including adding License Plate Recognition (LPR) cameras at the Main and Back Gates.

• Increased Lake Patrol hours from 750 to 850 hours per year and upgraded the watercraft for a visible presence. ]  Deployed body-worn cameras by SCOP officers.

1. Watercraft, swimming, ice skating and fishing are prohibited on the Entrance Pond unless a waiver is obtained from the General Manager.

2. Under no circumstances will trash, garbage, yard debris, litter of any kind, pollutants, or any other substance or objects be dumped into the lakes.

3. Sitting, standing, walking, running, skating or similar activities on the surface of any portion of the lakes that is frozen is strictly prohibited.

4. Main Marina and Small Marina pier access and use is limited to slip renters and their invited guests.

5. Releasing alien fish, live bait, aquarium fish or plants and any non-native species into the Lakes or indirectly into its watershed is expressly forbidden. This prohibition does not apply to official Lakes Management operations of LOWA and its agents.

How Do I… Find Information at www.LOWA.org?

Here are some safety tips for traveling in LOW by foot or bicycle. Runners and walkers should always walk facing traffic. A person on foot can see what is coming from ahead and get out of the way. People do not see what is coming from behind. Walk single file, especially when vehicles are passing. Carry a flashlight when walking in the dark and/or wear shoes and clothing with strips of iridescent material so you are visible well ahead of a driver passing you.

Bike riders should ride with traffic and ride single file. All bike riders should wear a helmet, wear light/bright-colored clothing, and use reflectors and lights. Keep your bike in safe mechanical condition.

When walking and biking for exercise rather than to get somewhere, try to avoid our busiest streets – Lakeview Pkwy., Mt. Pleasant, and Yorktown. The LOWA website has recommended routes to minimize exposure to traffic risks LOWA.org/WalkingTrails.

Walk and bike defensively on our roadways and enjoy nature’s beauty in LOW!

The Communications Committee, in conjunction with the LOWA Communications Department, wants to help you find the information you need easily and effortlessly. Many of us don’t realize that the Lake of the Woods website – www.LOWA.org - is full of information that you might need. Using the website saves you from having to call or visit the Holcomb Building. Information on the website is very user-friendly and one tool that can help make it easy to find information is the “How do I” feature.

To use, locate the “About” tab in the main menu then click the “How do I..” item in the dropdown menu or scroll down to the very bottom of the homepage where you will see the “How Do I ..” link located in the Quick Links section. Once you are on the “How do I..” page, then it’s as simple as typing a keyword into the search-within-page tool and you will find links to some of our most frequently requested forms, pages, and information.

For example, to find out how to register your boat, just go to the “How do I..” page and then:  Type in the keyword “boat,” a link will appear that says, “Register a boat, get boat decals, or take the boater safety test.”  Click the link and it will take you to the Boat Test & Registration page that features instructions and information about how to register your boat and take the boater safety test.  There is a link on the Boat Test & Registration page that takes you to the Forms page which also has a search-within-page tool which makes it easy to find the correct form.

One thing to note is that you may need to log-in to the website to access member-only content that is linked in the “How do I..” page. To do so, click on “Member Log-in” in the upper right corner of the website and log in with your username and password. If you have not set up your member log-in account, then go to the LOWA.org website and click “member log-in.” There is a video on how to create an account and then click on member registration and follow the instructions. If you need assistance, email websupport@ LOWA.org. It is a simple process and only takes a few minutes.

Lastly, please note that if the “How Do I” feature does not bring you the information you need, there is a full-site search engine on the home page, right under the scrolling pictures. This search engine can search all pages and documents on LOWA.org.

Memorial Day has come, and our pools are open. We want everyone to have a wonderful summer visiting our pools. To ensure a stress-free summer of pool visits, here is a reminder of some or our LOWA Pool Regulations; for a complete list, visit www.lowa.org > Amenities>Swimming Pools.

Pool use is limited to LOWA members in good standing, registered tenants, invited guests, and individuals or groups who receive authorization from the General Manager. Members or registered tenants must present a current LOWA membership ID and are required to check in with attendant each time they enter the pool area. Children under the age of 12 must be accompanied by an adult or other responsible person 15 years of age or older. Unattended children 12 and older must pass a current swim test administered by the lifeguards.

A member must accompany all guests; maximum of 10 guests per household is allowed. Fees must be paid for each guest; daily guest fee is $5 per person. Short term passes for multiple visits may be purchased at Member Services for a discounted price.

Lifeguards and pool management have the authority at any time to close the pools and pool areas to ensure patron safety. A safety break will be called hourly for 10 minutes and all swimmers will be required to leave the pool; at the guard’s discretion, lap swimmers only may be allowed to return to the pool during the safety break.

The NO Rules – no running, no weapons, no abusive or foul language, no glass containers or alcohol, no illicit or illegal drugs, no smoking. (Complete list on www.lowa.org).

Dedicated lap swim lanes are for lap swimmers only. Clubhouse Pool has at least one dedicated lap swim lane at all times except Friday afternoons, 4-7 PM. Sweetbriar Pool will have a dedicated swim lane from 1-2 PM and 7-8 PM. (LOW Lap Swim Guidelines available on www.lowa.org >Amenities>Swimming Pools).

Have fun, be courteous of your fellow swimmers, and be considerate to our hard-working lifeguards. Enjoy your summer!

Have you ever wondered about the role that taste, texture, and smell play on how you experience food? Then join us on Tuesday, June 21, at 1:30 PM in Classroom 2 at the Community Center for our monthly Speaker Series presentation and find out!

In this talk by Kelli Slunt, Professor of Chemistry at the University of Mary Washington, the science behind taste and flavor will be explored. Participants Photo by University of Mary Washington will learn about the sensations of taste Kelli Slunt and smell and the impact of the senses on flavor. In addition, unique food pairings, flavors, and food preparation methods will be discussed. Using provided food samples, participants may discover for themselves why unique unexpected pairings, such as white chocolate and caviar, taste good together. We will also explore artificial flavors such as a mock apple pie made from Ritz crackers.

Kelli Slunt graduated from the University of Mary Washington and the University of Virginia. In addition to teaching chemistry, she is Director of the Honors Program at the University of Mary Washington. Honors program students have volunteered with LOWLINC in the past. The LOWLINC Speaker Series is open to LOWLINC members, volunteers, and Lake residents so please tell your friends and neighbors and invite them to come.

These three ladies have toured the United States extensively, performing their show for thousands.

America’s Sweethearts are an old-fashioned slice of nostalgia!

3. Member Comments on Business Agenda and General Member Comments A comment was given on the proposed amendments to the Planning Committee Charter, and one on penalty fines imposed for violations.

4. PRESENTATION – Amendments to Regulation XIV: Schedule of Penalties for Violations General Manager Rodenberg gave a Power Point presentation to the Board summarizing the findings and recommendations of the Working Group. It has been 10 years since a thorough review/update of Regulation XIV was done, and thus this section no longer mirrored current practices.

The Working Group recommends the Board amend Regulation XIV to establish a set of corrective actions that reflects the post-referendum environment. Key concepts would include imposing suspensions as the main sanction for infractions, with $50 fines limited to roadway (traffic/speeding) and boating violations. Proposed changes to penalties in other areas of enforcement included parking, vandalism, littering, noise, lot violations, firearms, trespassing and members with continuing violations. There are still a few process implementation issues to work out. It is expected the proposed changes would reduce income from violation fees, while incurring higher legal fees for court action. This impact was considered when the new budget was prepared for FY2022/23.

The Board agreed by consensus to cease imposing the $50 fine now for infractions other than roadway speeding and boating violations, and requested the General Manager schedule Board action on June 8 to initiate review of the revised Regulation XIV by the Rules Committee and LOWA Attorney.

5. REPORTS 5.1 Reports of Officers The President, Vice President, Treasurer and Secretary had no report.

A. Executive Session Actions Motion by Wilks, passed unanimously, that the Board uphold the decision of the Legal and Compliance Committee in Case #09588, but waive the monetary charge.

5.2 Report of the General Manager, Phil Rodenberg A. Coronavirus Status: LOWA Community Activities and Business Operations There are no Covid-19 restrictions in place at present. LOWA staff remains 82% vaccinated.

B. April Financials and FY2021/22 Year-end Forecast The report was not yet ready but will be available at the June 8 Board meeting. Overall, April was a strong month and LOWA ended the year with a 97.5% collection rate.

C. Other Business Winkler Pool Management completed power washing and acid washing at both pools on May 5. Last week, they met with the Pools and Community Activities Committee to go over the pool season. LOWA will launch the use of Square to make payments at the pools this year.

An Invitation for Bid (IFB) will go out on May 20 for repair of cracks and a new color coat for the Pickleball/Tennis courts.

Fifteen lake buoys were replaced with new buoys, and another 15 are scheduled to be replaced this summer.

5.3 Committee Liaison Reports A. Communications Committee Charter Changes Director Zukowski reported the Committee has submitted a draft of proposed changes to the Communications Committee Charter. She requested language defining Committee member composition also be added to include the number of voting, alternate and advisors. Adoption of the revised Charter will be put on the next Board agenda for approval.

B. Seeking Advice from LOWA Attorney for Environmental Control Committee Review of Construction Application of Members with Continuing Violations of the Restrictive Covenants.

Director Wilks explained the reasons for requesting a legal opinion on the issue as supported by the memo from the ECC Chair dated May 4, 2022.

Motion by Wilks, passed unanimously, that the Board request a formal legal opinion from the LOWA Attorney regarding Environmental Control Committee review of construction applications from members with continuing violations of the Restrictive Covenants.

5.4 Committee Reports A. Pools and Community Activities Committee

Committee member Pam Derreberry reported the Committee has 7 members, 3 alternates and 1 advisor. The Pools Committee merged with the Community and Youth Activities Committee last year and is now the Pools and Community Activities Committee, allowing them to plan multiple events beyond the 3-month pool season. Shade structures have been installed along sections of the pool deck at both pools, and FLOW funds paid for Snack Bar shade awnings and two benches at the Clubhouse Pool.

Recommendations for new capital projects in the next budget are for air conditioning for the lifeguard rooms at both pools, and expansion of the card-reader functionality at the Fitness Center to include the pool registration process.

B. Board of Examiners (BOE) Chair Jon Anderson reported the BOE reviewed and updated the LOW Boating Safety Manual and worked with the Communications Department to make the Boat Safety Test available to take by computer. Boat operators who have taken the Commonwealth of Virginia Boater Safety Education course can take the LOWA Short Course Test, which has 20 questions.

Those who have not taken the Virginia Commonwealth course, must take LOWA’s Long Course Test, which has 50 questions. The Committee will continue to review and upgrade the Boat Safety Tests and Manual on a regular basis.

C. Pickleball/Tennis Chair Tena Marangi reported some still unresolved difficulties with the guest fees process, deterioration of the courts and court awnings, and low Committee meeting attendance.

A vote on reconfirmation of officers was taken for FY2023. Complaints that the Pickleball Court gate and lock are not working properly continue. The Committee had no recommendations for any New Capital Projects at this time. She reviewed recent accomplishments and goals for the coming year.

6. UNFINISHED BUSINESS 6.1 Consideration of Publishing in Lake Currents Proposed Amendments to Regulation I: General, Regarding Abiding by Posted Rules. (D-22-54) Motion by Rappoport, passed unanimously, that the Board approve publishing in Lake Currents proposed amendments to Regulation I: General, regarding abiding by posted rules.

6.2 Consideration Publishing in Lake Currents Proposed Amendments to Regulation X: Use of Lakes, Regarding Nonconventional Watercraft, Wakesurfing Course Restrictions, and Main Marina and Small Marina Pier Access and Use. (D-22-55) Motion by Rappoport, passed unanimously, that the Board approve publishing in Lake Currents for member comment proposed amendments to Regulation X: Use of Lakes, regarding nonconventional watercraft, wakesurfing course restrictions, and main marina and small marina pier access and use.

6.3 Consideration of Approving the 2022 LOWA Employee Manual. (D22-56) Motion by Vickery, passed unanimously, that the Board approve the 2022 LOWA Employee Manual dated May 18, 2022.

7. NEW BUSINESS 7.1 Consideration of Entering a Lots for Maintenance. (D-22-57) Motion by Wilks, passed unanimously, to approve entry of the lots in Case #22-0518-02 and Case #22-0518-03 on or after May 20, 2022 to perform maintenance as stipulated in the ECC Chair’s letters to the individual lot owner; and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

7.2 Discussion of Amendments to Regulation XIV: Schedule of Penalties for Violations.

Memorial Day 2022 was different for the LOW Veterans Club. The annual gathering for raising and lowering the American Flag is familiar, honorable, and integral to the continued consciousness of those who died in service to the United States of America. The speech by Mike Ferguson, with respect given to Photo provided all branches of the Armed Forces, was LOW Veterans heard clearly and distinctly across the Memorial Walk dedication. lawn of the Clubhouse. This year had a significant addition to the ceremony: the dedication of the Veterans Memorial Walkway. This is the culmination of many minds and hearts as each individual personalized brick has been purchased and placed at the area surrounding the Clubhouse flagpole. The second order of personalized bricks has been installed. The remaining 26 brick requests (submitted after April 15) will be installed later this fall.

The 77th Anniversary of D-Day is Monday, June 6, as we remember the morning 154,000 Allied troops landed across five beaches of France’s Normandy region. This has been called the beginning of the end of WWII in Europe. The bravery, fortitude, and resilience of those that fought will forever be commemorated.

In the continued spirit of support, Flag Day is Tuesday, June 14. This is an opportune moment to not only proudly display the Stars and Stripes, but also to check mature flags for replacement, damage, and fading. There is a locked collection box in the lower lobby of the Holcomb Building for the reverential and dignified retirement of your flags.

The Veterans Club is looking for local veterans to participate in the LOW Independence Day Parade as marchers on July 2. Any veterans who want to join the march should please contact the Club President for further details.

The next upcoming Veterans Club meeting is June 23 at 7 PM in the lower level of the Clubhouse. The guest speaker is Col. Scott Lingamfelter, author of Desert Redleg: Artillery Warfare in the First Gulf War. The Susannah Chandler Chapter had a wonderful meeting May 14, where we were finally able to officially welcome new members who had joined us from 2020. to 2022 during the pandemic.

While this was our last business meeting until September, the chapter has many projects and events continuing throughout the summer.

As part of the National Celebration of America’s upcoming 250th Anniversary in 2026, DAR is planting 250 Trees, each honoring American Revolutionary Patriots. DAR has partnered with American Battlefield Trust on this project, and the first tree will be ceremonially planted June 7 in Yorktown at the Old Customs House (built c 1720), honoring General George Washington. Members of the LOW Square Dance Club visited Dogwood Village in Orange on May 12 to provide some entertainment for the residents during their Mothers’ Day festivities. Sharon Eichelman, the square dance caller, put the LOW club dancers through a series of singing calls that demonstrated Photos provided the dancers’ skills at dancing Caller Sharon Eichelman and a complicated modern western square of Lake of the Woods Square square dance mainstream and Dance Club dancers perform at plus calls. During the dancing, Dogwood Village. the residents clapped their hands and tapped their feet to the music. The members of the LOW Square Dance Club enjoyed chatting with and dancing for the residents of this senior living facility. The residents enjoyed the entertainment, thanked Sharon and the dancers for visiting, and asked them to come again. The Square Dance Club looks forward to future outreach opportunities in the local community.

Twelve members of our Square Dance Club attended the 33rd Virginia State Convention, Roll Away on Broadway from May 19 to 22. The Square and Round Dance Convention was held at the Fort Magruder Hotel and Conference Center in Williamsburg. Club members enjoyed dancing to and supporting some of our club’s Members attending the Virginia square dance callers as well as State Convention are (L-R, Front getting reacquainted with square Row): Carol McMasters, Sue Coakley, dancing friends from around Ed White, Hattie Brinsfield, Mary Virginia and elsewhere. There will be a number of trophies awarded this year, handed out at the parade reviewing stand.

Ninth Annual Shamrock Charity Golf Classic

For the second consecutive year (third overall) the Ancient Order of Hibernians selected “Best in the Burg” Lake of the Woods Golf Course as the venue for the Annual Shamrock Charity Golf Classic on May 9. This selection was based on the excellent service provided by the main Clubhouse and golf management in 2021. Although hard to believe, this year was even better!

Golf Manager Eric Barnes and his Proshop staff did an absolutely outstanding job organizing and preparing the golf carts. Food and Beverage Manager Ryan Richardson and his staff prepared and served another masterpiece meal of prime rib, vegetables, and a tempting assortment of deserts, including a returning favorite chocolate cake. The tables, covered in white tablecloths, were perfect, large enough to accommodate two foursomes. The service staff was exceptionally efficient and pleasant.

Eighty-six golfers played on a sunny, mild Monday morning. The winners were the foursome of Rich McInnis, Terry Sindt, Jim Corsones and Dan Cronin, all MGA members. They posted a 48 (an amazing 23 under par). In a close second place was the foursome of Pete Needham, Charlie Pitts, Dick Hagaman, Donny Tilch at 21 under. This foursome has been in the winner’s circle before. They won the second and third classics.

The LGA held a cocktail party at the Clubhouse on Friday, May 20, to celebrate our 50th Golden Anniversary. There were approximately 80 people in attendance. Phyllis Sakole, Karen Cakouros, and Gayle Buresh coordinated the event. They did a wonderful job! There were great decorations, food, and special drinks back from the 70’s Era. Thank you to Phyllis Sakole for refreshing and reframing photos of Flip Wilson and Former President Gerald Ford playing golf at our course. They are now on display at the Pro Shop.

LOW Garden Club: Waves of Plastic Crashing In

The TREX challenge to collect 500 pounds of plastic generated over 230 pounds of plastic in the first six weeks! Wow! We are well on our way to exchanging that plastic waste for a park bench.

At the May meeting, Penny Pines certificates were awarded to Bill Ruark, chair of the Wilderness Library Garden, Vassa Olson, and to our immediate past president, Linda Ticomb for her outstanding leadership over the past four years. Under Linda’s direction, the Garden Club accomplished the Clubhouse Garden renovation project, the Veteran’s Dam Walk beautification, multiple plant sales, the Joy of Spring flower show, and most significantly a steady and growing membership. Also at the May meeting, new officers were installed for the 2022-2024 term.

We will celebrate National Garden Week with an open house in the Memorial Garden (left of the CH lower-level parking lot) on June 5 from 1 to 4 PM. Garden Club members will be available to answer your questions. Of course, you can visit the garden anytime!

Our meeting on Monday, June 13, will feature a zoom presentation entitled Your Local Habitat and Why it is Important. Our speaker, Sheryl Smith, is an avid gardener and Virginia Certified Master Naturalist. Join us at 1 PM in the Great Hall of the Clubhouse. We will be collecting dessert mixes for the Wilderness Food Pantry. Guests are welcome and should inform Security that they are here for the LOW Garden Club meeting The LOW Garden Club is a member of the Shenandoah District of the Virginia Federation of Garden Clubs, as well as the National Garden Clubs.

It is through the National organization that we participate in Penny Pines. At each meeting, we collect pennies for the purchase of acres to be planted in our national forests to replace trees lost due to fire, drought, or other natural disasters. Our club’s donations are earmarked for Virginia, but individuals may donate a plantation for any state they choose.

Did you know LOW is home to Virginia’s largest freshwater turtle? A common snapping turtle’s carapace (top of the shell) can reach 14 inches long and its weight maxes out at around 35 pounds here. The largest one recorded in Virginia was 18.3 inches long and weighed 51 pounds!

Snapping turtles are brown, with large heads and blunt snouts. Juveniles may be darker in coloration and have rougher keeled shells, which smooth out with age.

Snapping turtles are apex predators that consume anything they can catch. Adults feed on fish, amphibians, crustaceans, muskrats, and birds. Adults have few predators other than humans, but juveniles may fall prey to birds, large fish, and snakes.

Mating takes place in spring, and females lay up to 55 eggs in a nest dug into the soil. The eggs hatch in the early fall.

Snapping turtles overwinter under water. Their metabolism Photo provided slows down, and they don’t need Juvenile common snapping turtle. to breathe oxygen. Instead, they absorb it via blood vessels in their Chelydra serpentina. cloaca (pelvic cavity).

Snapping turtles are known for being defensive on land. They are not mean; they behave that way because they are afraid. They may huff out air and strike. While they do have powerful jaws, they have no teeth, nor can they snap a broom handle in half. Should you ever need to help one cross the road, use a long stick or object to coax it; or pick it up from the very back of its shell, as they can strike backwards up to two-thirds of their shell length.

Never pick them up by their tails. To avoid being struck from the front, stay the length of the turtle away. Always move turtles in the direction they were going and don’t drive them elsewhere. Despite their defensiveness on land, they are docile in the water and are not a threat to humans.

LOW Arts held our spring art display at the Wilderness Library during May with eight of our artists displaying in a variety of media.

We hope you had a chance to stop by and see some of the artwork produced by the artists of the lake.

On June 3, the LOW Art Walks series presents our first exploration to Fredericksburg’s First Friday.

It will include carpooling, dinner at the Capitol Ale House and a leisurely meander through shops and galleries afterwards. Street musicians, sip and stroll, and free trolley rides will add to the experience.

Once again, It’s Showtime! On Saturday, June 25, our artists will set up a new exhibit at Fareways Café with a fresh rotation of artwork. An artists’ reception will follow on Saturday, July 9 between 2 and 5 PM. The reception is open Photo provided to the public and admission is free.

The Skippy Man

by Barbara Robinson, Childhelp Auxiliary When I was a little kid, in my neighborhood a truck came around in the summer with ice cream treats—we called him the Skippy Man. We never knew when he would come, but when he did, there was music, and it was exciting. It was magic. We’d run to ask our mothers for money for popsicles or ice cream treats; a crowd of kids gathered around. Those memories have stayed with me forever as happy childhood neighborhood memories.

At the Village, we often bring a “skippy man” to the kids in the summer months. It is, by far, one of the most fun events we sponsor in the village, and not just for the kids. The staff love it too—they no doubt remember their own childhood experiences. The ice cream truck wheels into the village, music accompanying the “skippy man,” and the kids gather round to wait their turn for treats. There is no lesson. There is no purpose, no responsibility to learn about. No healing to receive from this event. The Skippy Man is—nothing but fun, fun, fun. Sometimes, that’s all you need in a day. Fun. The ice cream truck is coming soon—probably when this article is published. As I write this, I’m thinking maybe we should invite a Skippy Man to LOW. I’d show up at the end of my driveway, wouldn’t you?

JANET COLLEEN HIMMELBERGER Janet Colleen Himmelberger, 80, of Locust Grove, Virginia, passed away May 11, 2022. Janet was born on May 9, 1942 to John C. Goodspeed and Doris L. Sorenson in Moab, Utah.

In 1967 Janet met the love of her life, Keith Guy Himmelberger. After a whirlwind, two-week courtship, they married on July 20th of the same year e and have remained deeply in love for the last 55 years. d best Janet is survived by her husband and en Ronnie friend, Keith Himmelberger, their children Cooper (Laurel Cooper), Angie Marriott (Tim Morris), Jerry Cooper (Kim Cooper) and Keith G. Himmelberger. She is also survived by her sister, Christine Shupe, her brothers Joseph Goodspeed and Phillip Goodspeed, and her siblings in law, Phillip and Irene Himmelberger.

Janet’s legacy and love and devotion to family is best seen in her ten grandchildren and thirteen great grandchildren all of whom she was so devoted to. Each and every one of them truly cherished the time with their Nana.

During her 30-year career as a Project Manager at Hill AFB, Janet gracefully managed her professional life and her family.

Caring for her Keith, and her ever expanding family and large circle of friends was where she truly excelled.

In 2017 Janet and Keith moved to Lake of the Woods, where they could be closer to family. She was active in many organizations, including Lake of the Woods Wilderness Food Pantry, Lake of the Woods Eyeglasses Recycling Committee, Child Help and Lake of the Woods Luncheon and Fashion Show and many other charitable endeavors.

A memorial service will be held June 5, 2022, from 3-5pm at the Lake of the Woods Clubhouse, Locust Grove, Virginia

The Orange County Department of Social Services provides a wide variety of services to the residents of the county. A significant portion of their service effort relates to Child and Adult Protective Services. Both require investigation and follow-up of reports provided by individuals and organizations. Some of these reports are required by law. For children who are deemed at risk, DSS has a range of services from assisting the family to prevent removing the child, placing children with relatives, placing children in foster care, placing children in some form of congregate care and, in some cases, arranging for adoption.

Finding the least restrictive of these alternatives that ensures the safety of the child while minimizing the traumatic impact on the child’s life is the primary emphasis of the process. Currently there are 26 county children in foster care and 23 adoptions.

DSS has implemented a new program to prevent foster care placement.

This program, called In-Home Practice, focuses on engaging and strengthening families. In-Home Practice services include, but are not limited to, providing information and services intended to promote child well-being, safety, and permanency. This program focuses on minimizing harm to children while maximizing the abilities of families to protect and care for their children.

Dealing with adult cases is very different, and sometimes difficult, since competent adults can refuse help even though their circumstances may appear dire. Where appropriate, guardianships may be established, or seniors may be eligible for long term care placement. Currently there are 44 guardianships in the county that are monitored by DSS. In both child and adult situations, the cases may be eligible for programs that would ameliorate the difficult circumstances that led to DSS protective service involvement.

DSS is the go-to place for several other services that help individuals and families. The most familiar is the Supplemental Nutrition Assistance Program, previously known as Food Stamps. Currently, about 1,600 families are receiving SNAP benefits. Another benefit is the Temporary Assistance to Needy Families, which provides supplemental financial assistance; currently 59 families are receiving TANF funding. The Childcare Assistance benefit is being provided to 87 families. There are 5,300 individuals in the county who are receiving Medicaid Assistance. All these programs require DSS staff to review applications and verify eligibility for these benefits. The workload on DSS has been growing and in the FY 23 Budget there are four additional DSS positions being funded.

As a result of Families First Coronavirus Response Act of 2020, the SNAP and TANF programs remain exempt from work requirements. Medicaid eligibility is required to be verified every year, but due to the Public Health Emergency declared by the Department of Health and Human Services, about 2,250 of these renewals have not been processed. Once these restrictions are lifted, there will be a huge backload of eligibility verifications that will have to be processed by DSS staff.

DSS is supported by the Social Services Advisory Board that helps to educate citizens about DSS services and other promotion activities. It meets for approximately one hour every other month and helps the community to better understand and utilize the services provided through general community outreach and a few projects If you have questions about county government or want to let me know your feelings on specific issues, you can contact me at lframe@ orangecountyva.gov.

Speaker at the event will be De Anne Davenport of Friends of Wildlife at the Lake, a new organization devoted to the wild animalss living in our midst. She will share some stories es about encounters with local wildlife and will answer questions. The mission of FOWL is to foster positive relationships between Lake of the Woods’ residents and the wildlife that coexist here, to help preserve and protect habitats and species, and to help residents and the LOW Association in gaining a deeper understanding of the natural environment in our community.

Admission to the picnic is $15 per person, which includes fried chicken, potato salad, coleslaw, baked beans, cornbread, dessert, and bottled water or soda.

• Banquet and Lounge Bartenders. Must be at least 21 years of age and willing to work flexible hours, weekends, and holidays. Mix and serve beverages and have superb customer service skills. TIPS certification will be provided. One-two years experience desirable.
