New Superintendent of Schools

The Orange County School Board voted unanimously to appoint Dr. Daniel P. Hornick as the division’s new superintendent, effective July 1, 2022. Throughout his seventeen-year career in education, Dr. Hornick has focused on establishing trusting relationships, building a positive culture, and providing students access to rigorous and relevant instructional experiences.

For the past fi ve years, Dr. Hornick has served as the principal of North Stafford High School. During his tenure, he spearheaded initiatives to improve literacy instruction across all content areas, enhance the teaching and learning process through Professional Learning Communities, and foster a positive school culture. Dr. Hornick is a strong proponent of Career and Technical Education, and actively seeks opportunities for students to engage in hands-on learning experiences. “I am incredibly honored and humbled to have earned the trust of the School Board, and I look forward to meeting the Orange County community,” said Dr. Hornick. “I am excited to learn more about Orange County Public Schools and collectively develop a plan to take the schools to the next level. As a learning community, we will celebrate and reinforce aspects that are working well and enhance areas needing improvement.”

Before his tenure as principal, Dr. Hornick served as a social studies teacher, coach, mentor, and assistant principal in Stafford County Public Schools. Dr. Hornick earned a bachelor’s degree from Lebanon Valley College (PA), a master’s degree from the University of Mary Washington, and a doctorate in education from Virginia Commonwealth University. He recently completed the Aspiring Superintendents Program through Virginia Tech’s Center for Organizational and Technical Advancement.

Dr. Hornick, his wife, Stacy, and their two school-aged children, currently reside in Stafford County. They are excited about moving to Orange County and look forward to participating in school and community events.

Orange County Supervisor’s Letter

Orange County Supervisors are elected to four-year terms with two elected in one year and three elected two years later. That could result in a different supervisor board makeup every two years. During the fi rst several months of a newly constituted board, we hold a retreat to develop strategic priorities for the next two years.

For the last two years, there were two strategies. The fi rst strategy was a “Vibrant Economic Development.” The fi rst objective of this strategy was providing an open access fi ber optics network for high-speed and affordable broadband service to all residents and businesses. The county established FiberLync as a business entity to implement this service. The effort has progressed very well, with 268 miles of fi ber installed past 4,860 homes and businesses. Over 2,590 customers have signed up for this service. The Supervisors expect to eventually make service available to 92% of the county. We have also established hot spots around the county to enable high-speed service for those not yet connected.

The second objective of Economic Development was to implement the Germanna-Wilderness Area Plan. An applicant has submitted a development plan for “Wilderness Crossing” covering a major part of the Germanna-Wilderness Area. The Virginia Department of Transportation has accepted the proposed intersections for this development and the Rapidan Service Authority has contracted for an additional million gallons per day increase for the water treatment plant. Additional details are being worked in preparation for public hearings.

The second strategy is for “Effective Refl ective Government.” The fi rst objective of this strategy was to implement the “Digital Citizen” for areas of access, transactions, information, engagement, and security. This involves new software for county operations, hooking up county offi ces and libraries. Implementation includes a monthly digital county newsletter, digital payment options at county agencies, and access controls for county facilities. The county has also implemented social media pages on various platforms to provide further access to county information.

The other Effective Government objective was the implementation of key enterprise projects. The two most signifi cant are the Land Mobile Radio System and the Public Safety Building. The radio system implements modern technologies, improves coverage throughout the county, enables connectivity to other levels of government for emergency situations, and provides signifi cant fl exibility for any situation. The Lake of the Woods Security also now uses these new radios, having purchased them through the county. The PSB now is fully operational with the Sheriff, Fire & Rescue, 911 Center, IT Center, and Emergency Operations Center all functioning there. The Emergency Operations Center also serves as the boardroom for Supervisor meetings with much more capacity for citizen attendance.

The Supervisors have recently approved the strategies for the next two years. The economic development strategy remains the same, with continuing effort on fi ber optic broadband and the Germanna-Wilderness Area. The government strategy is changed with the removal of the PSB and radio system since those are essentially completed. One new objective for effective government includes internal government operation improvements and county-wide recreation facility upgrades. The second objective in this area is exploring facility and program delivery options for Career and Technical Education, including high school and adult learners. This involves working with the school leadership, Virginia Career Works, Germanna Community College, and other local stakeholders.
