We recently completed a “catch up” on Newcomers Receptions at the Clubhouse for new Members who moved into LOW during 2020 and 2021. It is hard to imagine that Covid set us back so far on this wonderful tradition. Over the past few months, groups from each half of those years were invited to enjoy hors d’oeuvres and cocktails while meeting their neighbors. It was great to see people getting to know one another. They also met the Board of Directors and General Manager and learned about living in Lake of the Woods. There are so many people that work hard to make these events special. Thank you all. Our LOWA staff prepares packets of information that each household receives. Ryan Richardson and his Clubhouse staff prepare a buffet of appetizers and an open bar for the new Members. The Clubhouse Committee serve as greeters and hosts for the event. They intermingle and sit with the newcomers and make them feel welcome. Board members and staff do the same. It is rewarding to see the transformation of people entering the event as strangers and leaving as friends. We talk about the many clubs and organizations that are here for anything in which one has an interest. Of course, we talk about our amenities. We talk about two great places to meet new friends, Fareways Café, and the Clubhouse. For all day breakfast and nighttime activities, such as darts and trivia nights, Fareways Café is the place to be. For enjoying a cocktail and dinner overlooking our spectacular lake view, the Clubhouse beats most vacation resorts. So what about those new members who moved in in 2022? Your turn is coming later this summer. But, in the meantime, don’t wait for that event to begin enjoying the Fareways Café and Clubhouse. Go and try them. They are a bit like the TV show Cheers, in that very quickly everyone knows your name.

AUS is preparing its contract prices for the coming year (2022-2023), and with this inflationary environment, there may be no avoiding the kind of increase we have seen in other contractual services. The AUS annual base contract is $753,850 this year. It could go above $900,000 next year. What are the challenges AUS faces and the opportunities to be more efficient and effective? Here are a few, including one big idea I will call the “technologybased approach” for checking in invited guests overnight.

LOWA’s contract with Allied Universal Security Services (AUS) expires on April 30, 2023, and LOWA is reviewing AUS’s performance with an eye towards extending the contract by one year. See the June 3 Lake Currents Edition for Part 1 of this series.

The final two of five deeds of easement needed from project area lot owners to proceed with the Patrick Henry Court/Small Marina Drainage Improvement Project were recorded in Orange County Court, allowing A. Morton Thomas to proceed to final design.

2.4 Approval of Minutes of May 18, 2022. Motion by Rappoport, passed unanimously, that the Board approve the minutes of the May 18, 2022 Regular Board of Directors meeting.

Growing Contract Expenses: Challenge. Officer pay, fuel costs, and vehicle/watercraft maintenance and replacement all mean it costs more to run our 24/7/365 security operation. We recently lost a couple of excellent Access Control Officers to higher paying jobs. With that loss comes a learning curve for a new officer to know all the aspects of our recreational community. It is in our best interest to retain these officers, which means paying more. With the Minimum Wage set to go to $12 on January 1, the pay for our officers will need to rise. Security vehicles are driven day and night, and need to be replaced after 90,000 miles. New vehicles aren’t cheap, and used vehicles would quickly wear out. We just replaced a vehicle with a more fuel-efficient model, but we have another due for replacement by January 2023. Opportunity. There is a technology-based approach for checking in invited guests overnight that may help avoid/offset growing contract expenses. Security Chief Scott Walker has determined there are an average of only three invited guests per night checking in through Security at the Main Gate between midnight and 6 AM. By switching to a technology-based approach for checking in invited guests overnight, LOWA could avoid $60,000 a year in security contractual services costs. This idea needs more community discussion this summer before LOWA takes action. How would it work?  Security hub would be unstaffed between midnight and 6 AM. Gate arms down at visitor lane and exit lane to prevent trespassing.  Exceptions: Regular staffing of gatehouse for major holidays including New Year’s Eve, Fourth of July, Thanksgiving, and Christmas Eve.  Invited guests will use a TEK Control All Box to look up a member’s fourdigit code and automatically call a member to be let in. Gate arm will open when the member presses a button to “admit.” Much like buzzing someone into a condominium.  If something goes wrong, one of the two road patrol officers can remotely trigger the gate arm to open.  Members with barcodes use the member lane as always.

Introducing Kim Toone, Community Operations Manager by Carolyn Brodeur, Assistant General Manager, CMCA®, CPRP

Lake of the Woods is pleased to introduce Kimberley Toone, the new Community Operations Manager. Kim will oversee a wide spectrum of operations for LOWA, including the Community Center, Fitness Center, Campground, and Pools. She replaces Tracie Hayes who departed LOWA on March 11. Kimberley Toone is originally from Northern Virginia. She recently moved to Lake of the Woods from Culpeper County, where she worked for local government in the Office of Emergency Services. Kim has a long history of being Kim involved in community events and event planning both on Toone a volunteer and professional basis. She has been involved with many committees and boards over the years and, in 2009, was awarded a Commendation by the Prince William County Board of County Supervisors for her work on the Disability Services Board. In her spare time, Kim loves to read, garden, and visit historical sites. Kim is a welcome addition to our team here at Lake of the Woods and her background and experience will help ensure that our Community Operations continue to flourish. Be sure stop by the Community Center and welcome her to the community!

Treasurer’s Report

We are now two months into our current fiscal year, which began May 1. In my next report I will provide some detailed information regarding performance during the first quarter of this fiscal year. I can tell you that, so far this fiscal year, our financial performance is about where we expected it to be. That is good news. In this report I will provide you with information on how LOWA did in the fiscal year ending April 30. Since the annual audit by LOWA’s accounting firm has not been completed yet, the information I am providing here is subject to adjustments by the auditors. We don’t expect that the “final” results will be materially different from what I am reporting here. Overall, LOWA’s financial performance last fiscal year was better than budgeted and was close to the February 2022 forecast. This also is good news during a challenging time. We finished with a positive net income variance to budget of approximately $477,000. This is important because, as you may recall, the current year’s budget relied on significant support from positive results from the just-ended fiscal year: 1. $280,000 in New Construction and Renovation Fees 2. $280,000 from an Unrestricted Operating Cash Surplus First, unallocated New Construction and Renovation Fees last year totaled $431,732, which is $151,732 more than the $280,000 allocated to this year’s budget. This leaves an unallocated positive balance of $151,732. Still more good news. Second, our preliminary calculation indicates that the Unrestricted Operating Cash Surplus will be about $238,000 – about $42,000 less than the amount budgeted for the current fiscal year. Winter Storm Frida was a major factor in this result. We will have to adjust for this $42,000 shortfall. While this is disappointing, it is not a cause for concern. I am confident that the Board can manage these adjustments without any significant impact on our budget or operations. My next report will explain those adjustments. In my report in the Feb. 25 Lake Currents, I wrote that, going forward, LOWA was being challenged by inflation and staffing issues. At that time, I wrote “The budget approved for our next fiscal year includes an assessment increase of about 6.2%, substantially less than year-to-year inflation.” When I wrote that in February, year-to year inflation as measured by the Consumer Price Index was 7.5%. As I draft this report, year-to-year inflation is now 8.6%. In addition, we are concerned that an economic slowdown could occur and adversely affect the financial performance of LOWA’s amenities, as well as the personal finances of our members. The Board and LOWA management are acutely aware of these challenges and are closely monitoring LOWA’s financial performance and adjusting operations as needed. Given that LOWA successfully navigated its way through the pandemic storm, I am confident we can make whatever adjustments we need to meet our current challenges. I want to close with some additional good news: As planned, in May LOWA made an additional principal payment of $35,000 on the CARC loan. This will have the effect of further shortening the length of the CARC loan. This brings the total of additional principal payments made so far to $125,000. These additional principal payments are part of our program to make additional payments from the $191 portion of the annual assessment attributable to the CARC project. If possible, we will continue to make one or more additional principal payments in the next two and one-half years and shorten the term of the loan even further. It is my expectation that the CARC loan will be completely paid off in the last quarter of calendar 2024. Once again, I want to reiterate that 100 percent of the $191 per year CARC portion of the annual assessment has been – and continues to be – applied to pay for the construction of the CARC project and to service the debt. None of the CARC portion of the assessment has been used for any other purpose.

Lake Currents June 17, 2022

On Saturday June 4, the Pool and Community Activities Committee hosted Line Dancing in the Park, led by Christine Bregar, from 7 to 9 PM at Sweetbriar Pavilion. The evening was beautiful and very comfortable for dancing. There were 21 people participating in the line dancing, and eight people enjoying listening to the music and cheering the dancers on. Christine instructed the dancers on the Macarena, Electric Slide and Cupid Shuffles, as well as several other dances. During dance breaks participants enjoyed refreshments and cookies prepared by Nicole Papas of Quiches and Sweets. Everyone had a great time and danced until the end of the event. With this event being such a success, please keep an eye out for future events in the fall of 2022. In the meantime, keep up your dancing technique by joining Christine and her fellow line dancers every Sunday afternoon at 4 PM, in the lower level of the Clubhouse. Future events from the Pool and Community Activities Committee include Frozen Lemonades at the Clubhouse Pool and Beach, Saturday June 18, 1-3 PM; Pirates and Mermaids Day at Sweetbriar Pool, Saturday July 9; and Arts and Crafts Camp at Sweetbriar Pavilion, July 11-13 for school aged children (registration required). For the February-April 2022 quarter, our winner is Brooke Paul. Brooke and her family (including a sister, twin brother, four dogs, and three birds!) moved to Lake of the Woods in 2021 from the Virginia Beach area. Brooke has been taking lessons since she was very young, and her passion for riding has never faded. She began riding with us in May of 2021 after a break while her family moved, and she was so happy to get back into the sport. photo provided Brooke makes her learning fun Brooke Paul, Equestrian of because she works very hard the Quarter with Prescott at getting stronger, improving the effectiveness of her riding position, and building trust between her and Prescott. She loves that Prescott will trot (most of the time) off a voice command. Prescott is her favorite LOWA horse, and the trainers attest that the feeling is mutual. She also loves to chat about her dogs and Starbucks drinks. Congratulations, Brooke! How is the Equestrian of the Quarter Chosen? Our trainers, Bridget, and Sarah, have extensive horse knowledge, great interpersonal skills, dedication to the job and horses, and true enjoyment of the job. They evaluate students on the following criteria:  Must have attended at least eight lessons during the quarter  Prompt and prepared when student comes to lessons  A self-starter – knows what to do and gets it done  Proactive with tasks – i.e., brushing, etc.  Shows progression in learning  Good attitude  Diligent with horse  Takes responsibility to care for the horse Each winner receives a Certificate of Excellence and a gift card. Our next Equestrian of the Quarter winner will be announced in August.

Candidates Approved for Board Election Four Members vie for Three Seats by Rick Rappoport, Secretary, LOWA Board

In accordance with the established rotation of terms for membership on the LOWA Board of Directors, three seats will become vacant in September 2022 (Pete Brown, Cliff Wilks, Jennifer Zukowski). The Nominating Committee received four applications. All applicants are in good standing and meet the minimum requirements for election to, and service on, the Board of Directors. Consequently, at the June 8 meeting the current Board of Directors accepted the slate of candidates for the 2022 Directors election. The candidates are: Leif Henecke William (Bill) Kay Vassa Olson Clifton (Cliff) Wilks Members will have several opportunities to learn more about each candidate through Lake Currents, a recorded one-on-one interview with each candidate (which will be available on the LOWA website and Channel 18), and a Candidates Forum hosted by the Elections Committee and open to all members. LOWA Members are encouraged to submit their vote electronically when voting opens. Along with free flags and things for everyone, this year we will be adding a kids activities corner, with crafts and goodies. Celebrate our nation’s independence by learning more about the men and women who sacrificed their lives and fortunes to form a more perfect union. It was no easy task to unite to free ourselves from a country that dominated the world by conquest; many of our ancestors lost their lives to allow us our freedoms today. There are a few things to remember while living on the Lake of the Woods Golf Course: 1. The white stakes are out of bounds markers for golfers. The stakes do not represent one’s property line. When doing work in your back yard, please visit ECC to check your property plat that marks your corners. 2. When clearing your yard of debris, do not pile it on the golf Photo by Ron DeFreitas course property. Sunset on the 13th Green You must take your debris to 9.9. Golf maintenance will maintain, if possible, to the property line. If you place debris on the golf course property, it will be moved back in your yard. 3. Do not walk your dog on the golf course. Per LOW Regulation IX.2.c, domesticated animals are not permitted on the golf course. 4. Golfers are not permitted on your property. The Golf Pro Shop directs golfers to stay out of property owners’ yards. However, if a golfer comes into your yard to retrieve a ball, you may report the incident, with cart number, to Security. 5. The golfer is responsible for any damage to one’s property. If a window gets broken, the golfer knows to contact the property owner. If the golfer does not contact you, then please get the cart number and report the incident to Security and Golf Pro Shop.

The LOW Veterans Club extends their gratitude to all our members for their support and encouragement during the Memorial Day ceremony on May 30. This necessary and essential event had an 80% increase in attendance. Considering such a great amplification in participants, the occasion was an effective success. The Veteran’s Memorial Walkway was dedicated by Lake of the Woods President Pete Brown and Donald Howell of the Korean War Veterans Association, who placed the dedication wreath to a warm and receptive Lake of the Woods community. The National Anthem was sung eloquently by Sherri Lasover, accompanied by. Karin Mollard on keyboard. The Veteran’s Club is thankful to Ryan and the Clubhouse staff for their accommodations and assistance in making the Memorial Day Ceremony operate so efficiently. The upcoming Independence Day celebration parade is on Saturday, July 2. Veteran’s Club members are reminded to wear their uniform Veteran’s Club white polo shirt, regardless of parade participation. The Veteran’s Club is sounding off for local or visiting veterans to march in the parade alongside club members. The next upcoming Veterans Club meeting is June 23, at 7PM, in the basement of the Clubhouse. The guest speaker is Col. Scott Lingamfelter, author of Desert Redleg: Artillery Warfare in the First Gulf War. He served 28 years in the US Army, commissioned in 1973 with a B.A from Virginia Military Institute in History, beginning his career as a Field Artilleryman. He earned a Master of Arts in Government and Foreign Affairs in 1981. Before retiring from the Army, his last assignment was as Military Assistant to the Director, Operational Test and Evaluation of the Office of the Secretary of Defense. Col. Lingamfelter is also a former member of the Virginia House of Delegates from 2002 to 2018 representing the 31st district in Fauquier and Prince William Counties. During times the golf course is closed for play, members/guests may use the cart path portion of the golf course for walking/jogging. However, LOWA prohibits anyone from being on the golf course proper which includes greens, sand traps, and fairways after hours. No one should be playing golf after hours unless approved by the General Manager or Proshop. I hope this helps to clear up some common questions related to living on the golf course. The LOWLINC Board of Directors is pleased to announce that Jeanne Comeau has joined LOWLINC as Executive Director, filling this critical new step forward in the organization’s evolution. Most recently, Jeanne was executive director for the non-profit National Alliance on Mental Illness Northern Virginia where, during her tenyear tenure, she oversaw a period of tremendous growth in the organization’s membership, programs, and budget. She has experience in all facets of nonprofit management and operations. Jeanne will serve as both a manager and leader of LOWLINC’s day-to-day operations in collaboration u m ea with the Board of Directors and committees. Jean ne C o Jeanne has been a part of the Lake of the Woods community since her family bought a lot in Section 8 while the lake was under development. She attended the LOW church and teen center, worked at the pool snack bar, club house, and pro shop, and was on the swim team. Her father was a member of the LOW volunteer fire department and her mother worked in the Holcomb building. After a period away, the family returned to the lake when her parents retired here, with her daughter and grandson moving to LOW ten years ago. Jeanne currently resides in Orange. LOWLINC’s Strategic Plan envisions continued growth and expansion to better serve our community and help more of the older adults in LOW age in place in their homes and our neighborhood, as well as increase our advocacy efforts on behalf of older adults in our region. Jeanne is looking forward to meeting the LOWLINC community and to contributing to LOWLINC’s success and continued growth. Speaking of success, more than 50 people turned out for last month’s LOWLINC Speaker Series featuring a presentation by Katherine Charapich, Esq., an elder law and estate planning attorney with an office in Culpeper. Join us for this month’s presentation, Would You Like Some Science with That?– a presentation about the science behind taste and flavor by Kelli Slunt, Professor of Chemistry at the University of Mary Washington. This interesting talk is on Tuesday, June 21 at 1:30 PM, in Classroom 2 at the Community Center.

Still vital and creative at 80, Pulitzer Prize-winning author Anne Tyler has published her 24th novel. Like all of her books, French Braid is set in Tyler’s beloved Baltimore. Selected by LOW Book Club for discussion at its July 13 meeting, this tale of a family’s varied crises, joys, and disappointments takes place over six decades and four generations. From a family vacation trip in 1959 to coping with the Covid-19 pandemic, the Garrett family experiences familiar and sometimes unique familial situations. Tyler offers both comfort and surprise about what is remembered and what is left in a family that is, in itself, perhaps not so unique. Please note that this book differs from the previously mentioned selection for the July meeting. The book is available in all three local library systems (Orange County, Culpeper County, and Central Rappahannock Regional). The LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome, and no prior notification or attendance commitment is necessary. Who is That Long-legged Stranger Lurking Along the Lakeside?

It’s just your neighbor, the great blue heron. He likes to gobble up small fish, at the water’s edge, by spearing or grabbing them with his bill, then swallowing them whole. It’s amazing to watch him get his prey down his long, narrow throat, and, yes, he does choke sometimes. These birds may also consume shellfish, frogs, mice, and ducklings. They build large nests, which they often reuse, in trees, and they usually choose Photo by Deanne Lawrence a new mate each year (interesting Great Blue Heron concept!). Some of the great blue herons you see here in winter have come from northern locations, while “our” birds may have flown further south. This water bird grows to four feet tall and has a six-to-seven-foot wingspan, but only weighs about five or six pounds, due to its hollow bones. Because of their size, adult herons don’t have many predators; however, bald eagles can attack them. Eagles will also go after their eggs and nestlings, as will turkey vultures, ravens, crows, hawks, and racoons. Great blue herons have an average lifespan of 15 years. What can we do here at Lake of the Woods to make a more comfortable home for our water birds? According to the Wildlife Rescue League: 1) Pick up all litter, especially broken glass, plastic bags, kite strings, and fishing lines and tackles. 2) Clean up after your pets, otherwise waste gets washed into the water supply and pollutes the water.

Dottie Lohr has requested that the LGA Members continue to leave food items in the closet for the Food Pantry. She will pick them up and deliver them. Match Play Tournament will begin on June 18. Participating will be the 9 Hole Ladies Group, as well as the 18-Hole Green Tees and the 18-Hole Silver Tees groups. This is a fun tournament. Good luck to everyone! The Sadie Hawkins Tournament is coming up on June 28. The cost is $40. The women invite the men to play (not your spouse) and is followed by lunch in the Fareways. This is always a big hit each year! If you need a partner, contact Loretta Yurkus. Community Event Day is Saturday, Sept. 10. Sharon Debnam is organizing a day for children and families to have some fun at the golf course. There will be food and lots of fun things to do. Volunteers are needed. The sign-up sheet is in the Ladies Lounge. There is a sign-up sheet in the Ladies Lounge to participate in the Fourth of July Parade (July 2), representing the LGA on their 50th Anniversary. Sign up and join in on the fun.

Cause 4 Paws will have a booth on Clubhouse Point on Saturday, July 2, from noon to 4 PM. We will be selling Cause 4 Paws t-shirts, items decorated with cat pictures (socks, pens and even spoons), books on cats, pierced earrings, bracelets, and necklaces with animals, fantasy, music, travel, and food themes. You can also purchase tickets for our 2022 raffle drawing: Grand prize is a lap size Cat Quilt entitled “The Real Black Cats of Orange County,” designed and pieced by Carolyn Bohling and quilted by Karen Jones, both members of the Fredericksburg Modern Quilt Guild. Many other prizes donated by local businesses will be awarded. Raffle ticket prices are: $2 for one ticket, $5 for three tickets and $10 for eight tickets. LOW AARP met on May 17, for the first official meeting in over two years. The pandemic has taken its toll on many businesses and organizations. The question we faced was whether AARP, Chapter 5239, would thrive. Based on the strong interest shown by those who attended, the answer was “yes.” The next and most important question is “Who will be our next president, and who will be the supporting cast of officers and board members?” (All current officers and board members have exceeded the term limits of the bylaws. Besides which, we are all suffering from the condition known as burnout.) The nominating committee will seek candidates. If you are called, will you step up? If you have any questions, please email me at dkkovarik@aol.com. Our chapter has thrived for over 20 years, offering monthly programs that are stimulating, entertaining, informative, or educational. Our motto is “We Serve,” and we do. In the past our fundraising activities let us play Santa Claus, enabling us to distribute funds to local charities including Fire and Rescue, the Living Water Clinic, the Orange County Animal Shelter and many more. Our most successful effort, the Election Day Barbecue, was suspended because of the sheer work involved, and the aging out of committee members. Any volunteers? Summer is here and the Players are getting ready for our next few projects. LOW celebrates the 4th of July on July 2, taking part in the return of the Independence Day parade. The Players float will depict a scene from our fall show Scrooge. After having to cancel this show last year due to Covid we were able to secure the rights to it for presentation this coming November. Date, times, and ticket prices will be in the next articles. Now we need to put together the cast Auditions for the various characters in this musical version of the Charles Dickens’ The Christmas Carol will be on Aug. 21 at 2 PM and Aug. 22 at 5 PM. There are a number of parts to be cast, so if you are interested, please put these dates on your calendar. More information will be coming. Looking ahead, we have chosen two musical productions for next year. The spring show will be the Little Shop of Horrors and, for the fall, Mama Mia. The Players are always hoping to find new members who like live theater and would like to take part in it. If you enjoy live theater, come join us. The Players welcome visitors to our meetings, held on the second Wednesday in Classroom 1 at the Community Center, starting at 7 PM. Please come see who we are, and what we do.

The Parade Is Coming! Look for the Red Grocery Carts

On July 2, the LOW Independence Day Parade will be coming down the hill from Yorktown on Lakeview Parkway toward the Front Gate. The LOW Lioness Lions will be marching and collecting non-perishable foods for the Wilderness Food Pantry. Please bring your food item (cereal is a favorite) and put it in the red grocery carts as they are pushed in the parade. If you forget your food item, the grocery carts will be up by Clubhouse Point during the afternoon festivities. Let’s celebrate and give to others.

Director of Finance Charles Maneval reported LOWA’s financial performance for FY2021/22 was better than budget and came in close to our latest financial forecast in February. Our current overall financial condition remains solid. We finished the year with a positive net income variance to budget of approximately $477,732. Amenity performance and NCR receipts for FY 2021/22 finished strong. Revenues came in better than budget by $947,230, and net income also exceeded budget by $477,732. Our outlook for FY2022/23 is cautiously optimistic at this time. On-hand cash balances continue to be sufficient to meet planned operations and capital project activity based on forecasted receipts and spending activity through the end of FY2022/23. We have applied for a FEMA grant to help defray some of the costs from storm Frida and are waiting to hear if our application was accepted. As of May 31, 2022 we had collected $5,512,488, or 70.1% of the total amount budgeted for assessments for FY2022/23. This compares to 70.8% at the same point for FY2021/22. D. Other Business Around 550 members enjoyed the pools over Memorial Day weekend. Continued efforts to automate payments and guest check-in paid off through the use of tablets, QR codes and the Square payment site. We will be adding online purchase of prepaid guest passes at the pools as an option, based on member feedback. Golf memberships are selling well with 61 members renewing their annual individual membership, and 24 families renewing. Fifty-two individual members and 10 families have purchased introductory memberships. Thirty 11-round passes have also been sold. AGM Carolyn Brodeur is now a Certified Manager of Community Associations. Kimberly Toone has been appointed the new Community Operations Manager. Chef Robert Hobel has resigned and we will be looking for his replacement. On May 31, Paul Gordon was appointed interim Grounds Foreman. Diaper-changing stations have been added to the bathrooms at Sweetbriar Park, the Main Marina and Greensprings Park. The FEMA Floodplain Maps for LOWA lakes are now official. Some members with lakefront lots will need to add flood insurance for their property because of new requirements. Members can access FEMA maps via a link available on the LOWA website.

Recommendations are to continue construction of sediment and nutrientremoving structures, reconstruction of eroding roadside ditches and dredging. Public education efforts will continue to emphasize maintenance of stormwater drainage ditches to help prevent erosion and the use of only phosphorus-free fertilizers. Without objection, Vice President Vickery took up discussion on Item 7.8 on the Agenda at this time.

5.3 Committee Reports A. Planning Committee Semi-annual Report Chair Allen Priester provided a review of the Committee’s mission, current membership, and completed projects. Projects currently in progress include updating the LOWA Land-Use Study and reviewing recommendations from AMT on lakes management and stormwater management plans. The Committee will be preparing for the next budget by reviewing R&R and NA&I projects and conducting a Town Hall. They will be reviewing the draft budget and 5-year Capital Spending Plan. B. Honor Awards Committee Chair Helen Brewer reported the Committee has been reconstituted and now has three members. They are in the process of recruiting more Committee members. The Committee has received three nominations for awards to date, but they would like more members to submit nominations before the list of awardees is finalized in August. Last steps will be to order trophies/certificates and plan presentations. They anticipate being able to hold a traditional awards program this year at the Annual Membership Meeting after two years of a modified program due to pandemic restrictions.

5.2 Report of the General Manager, Phil Rodenberg A. Coronavirus Status: LOWA Community Activities and Business Operations There are no Covid-19 restrictions in place at present. LOWA staff remains 82% vaccinated. B. Lakes Management Report – Today the Board will be discussing the 2022 AMT Plan recommendation to modify the Lake Water Quality Sampling Program. (See Item 7.8) C. April 2022 and FY2021/22 Year-end Financials In April, we collected $38,579 in FY2021/22 fiscal year lot assessments, for a total of $7,223,828, or 97.5% of total lot assessments billed. This compares to 98.0% of amounts billed in the prior fiscal year. As of April 30, the preliminary Unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $477,732, primarily the result of better-than-budgeted performance by almost all departments, most notably Clubhouse, Fareways, Golf operations and Fitness Center. Delinquency rate on April 30th was 2.15%, compared to 2.0% at the end of April last year.

The March 2022 AMT Lakes and Stormwater Management Plan suggested we could save time and money (estimated at about $11k) by using the basic Secchi depth test to also serve as a proxy measure for a couple of other water quality measurements currently in use without sacrificing useful lake health data. Environmental Resources Manager Nick Blankenship spoke in support of the modifications as proposed by AMT, but with some slight changes, in particular reducing the number of testing sites. The Board had no objection to the recommended modifications of current procedures at this time. 8. Director Comments: None. 9. Orange County Supervisors are elected to four-year terms with two elected in one year and three elected two years later. That could result in a different supervisor board makeup every two years. During the first several months of a newly constituted board, we hold a retreat to develop strategic priorities for the next two years. For the last two years, there were two strategies. The first strategy was a “Vibrant Economic Development.” The first objective of this strategy was providing an open access fiber optics network for high-speed and affordable broadband service to all residents and businesses. The county established FiberLync as a business entity to implement this service. The effort has progressed very well, with 268 miles of fiber installed past 4,860 homes and businesses. Over 2,590 customers have signed up for this service. The Supervisors expect to eventually make service available to 92% of the county. We have also established hot spots around the county to enable high-speed service for those not yet connected. The second objective of Economic Development was to implement the Germanna-Wilderness Area Plan. An applicant has submitted a development plan for “Wilderness Crossing” covering a major part of the Germanna-Wilderness Area. The Virginia Department of Transportation has accepted the proposed intersections for this development and the Rapidan Service Authority has contracted for an additional million gallons per day increase for the water treatment plant. Additional details are being worked in preparation for public hearings. The second strategy is for “Effective Reflective Government.” The first objective of this strategy was to implement the “Digital Citizen” for areas of access, transactions, information, engagement, and security. This involves new software for county operations, hooking up county offices and libraries. Implementation includes a monthly digital county newsletter, digital payment options at county agencies, and access controls for county facilities. The county has also implemented social media pages on various platforms to provide further access to county information. The other Effective Government objective was the implementation of key enterprise projects. The two most significant are the Land Mobile Radio System and the Public Safety Building. The radio system implements modern technologies, improves coverage throughout the county, enables connectivity to other levels of government for emergency situations, and provides significant flexibility for any situation. The Lake of the Woods Security also now uses these new radios, having purchased them through the county. The PSB now is fully operational with the Sheriff, Fire & Rescue, 911 Center, IT Center, and Emergency Operations Center all functioning there. The Emergency Operations Center also serves as the boardroom for Supervisor meetings with much more capacity for citizen attendance. The Supervisors have recently approved the strategies for the next two years. The economic development strategy remains the same, with continuing effort on fiber optic broadband and the Germanna-Wilderness Area. The government strategy is changed with the removal of the PSB and radio system since those are essentially completed. One new objective for effective government includes internal government operation improvements and county-wide recreation facility upgrades. The second objective in this area is exploring facility and program delivery options for Career and Technical Education, including high school and adult learners. This involves working with the school leadership, Virginia Career Works, Germanna Community College, and other local stakeholders. The Orange County School Board voted unanimously to appoint Dr. Daniel P. Hornick as the division’s new superintendent, effective July 1, 2022. Throughout his seventeen-year career in education, Dr. Hornick has focused on establishing trusting relationships, building a positive culture, and providing students access to rigorous and relevant instructional experiences. For the past five years, Dr. Hornick has served as the principal of North Stafford High School. During his tenure, he spearheaded initiatives to improve literacy instruction across all content areas, enhance the teaching and learning process through Professional Learning Communities, and foster a positive school culture. Dr. Hornick is a strong proponent of Career and Technical Education, and actively seeks opportunities for students to engage in hands-on learning experiences. These collective efforts enabled Da n iel North Stafford High School to close achievement gaps and H o rnic k increase levels of student engagement. “I am incredibly honored and humbled to have earned the trust of the School Board, and I look forward to meeting the Orange County community,” said Dr. Hornick. “I am excited to learn more about Orange County Public Schools and collectively develop a plan to take the schools to the next level. As a learning community, we will celebrate and reinforce aspects that are working well and enhance areas needing improvement.” Before his tenure as principal, Dr. Hornick served as a social studies teacher, coach, mentor, and assistant principal in Stafford County Public Schools. Dr. Hornick earned a bachelor’s degree from Lebanon Valley College (PA), a master’s degree from the University of Mary Washington, and a doctorate in education from Virginia Commonwealth University. He recently completed the Aspiring Superintendents Program through Virginia Tech’s Center for Organizational and Technical Advancement. Dr. Hornick, his wife, Stacy, and their two school-aged children, currently reside in Stafford County. They are excited about moving to Orange County and look forward to participating in school and community events. It is a privilege to represent Lake of the Woods on the Orange County School Board.
