Pool Happenings

by Darcy Jennings, Pools Committee Our pool season opened with some rain and cool weather. But don’t worry, June’s hot days will warm up the pool water! If you want to know whether the pool is open, due to inclement weather and thunderstorms, you can call each pool directly.

Clubhouse pool: 540-972-2231 Sweetbriar pool: 540-412-6834 Sports Nights will start Friday, June 11, at the Clubhouse pool.

The nets will be set up every Friday night from 4-7 PM and will be open for basketball and volleyball. The lap lanes will not be open during these times.

The Special Meeting of the Membership of the Lake of the Woods Association, Inc. will convene at 5:00 p.m., Thursday, June 24, 2021, at the Community Center, 110 Sweetbriar Park Road, Lake of the Woods, for the purpose of voting on each of the two separate and independent proposed Amendments to the Declarations of Restrictions which would (1) amend Section 5, subsections B, D and E and Section 6, subsection C of the Declarations to clarify ECC quorum and establish an Environmental Control Committee (ECC) appeal to the Board of Directors, and (2) amend Section 12 of the Declarations to add a new subsection H to establish Board authority to assess charges for violations of the Restrictive Covenants (Declarations), Rules and Regulations.

Adult Wine & Cheese Pool Fundraiser: 7 PM, Sat. July 31 This will be at the Clubhouse Pool (the pool will close at 6 PM on July 31) Come and enjoy some great music, time to see friends and have two glasses of wine with special snack foods from the Clubhouse (more wine is available for purchase). Advance purchase of tickets, $15 each, will be required since space is limited. The advance tickets will be sold on-line; the link will open on July 2. This is a fundraiser to purchase shade structures for the snack bar windows.

President’s Letter

I want to share some of the concerns on my mind.

First, there is the referendum. We need to pass Question 2 of the referendum so that we don’t have to take members to court for violations. And we don’t want the members to have to pay for individual lot violations.

Some of you have mentioned that lot violations do not affect you. Many more are concerned that lot violations lower their property value. Others are concerned that it shows a lack of appreciation for the community. We don’t want to turn into a community that has overgrown lots, cars falling apart for months, oversized commercial vehicles parked in driveways, trash or brush piled up on lots for months. It is so much better to send a letter notifying a member that there will be a $10 charge per day than to take a member to court, especially when members usually correct violations as soon as they see that they will be charged for a violation. See the interim referendum voting results on pg. 10 Another concern is about stormwater management, which includes roads and ditches. The Board and Management are working with A. Morton Thomas to come up with a plan that tracks stormwater damage and that can be prioritized in a GIS database.

The least expected upset was when we voted last November to provide porta potties to all the beaches. Porta potties serve the members who use the beaches. We now have two neighborhood beaches where neighboring members object to the porta potty at their beach. We are thinking about what to do that is fair and equitable for members.

And for a little humor, we know of someone who with the best of intentions fed one duck. Soon it became more than one duck. And then there were the cute duckling and the goslings. So adorable. It was fascinating to see the lawn covered with waterfowl. Unfortunately, they began to come onto the patio and beg to be fed. You know what that means. Lots of poop. The waterfowl are no longer being fed. At least not by humans.

Board of Directors Candidate Slate Now Official

In accordance with the established rotation of terms for membership on the LOWA Board of Directors, three seats will become vacant in September 2021: two vacancies with three-year terms for each and one vacancy with a one-year term.

Three applications were received by the Nominating Committee. All were in good standing and met the minimum requirements for election to, and service on, the Board of Directors.

The current Board of Directors accepted the slate of candidates for the 2021 Directors election at the June 9 meeting. The candidates are: Walter E. Diercks Richard J. Rappoport (Rick) Clifton D. 3. Member Comments on Business Agenda and General Member Comments Members commented on the topics of proper gym etiquette, signs and rules at the Fitness Center, the proposal for a Fareways Charter and Committee, and issues relative to porta-potties at the beaches.

• The Main Gate and Back Gate entrances with their seasonal plantings are maintained by the Grounds Crew and are a welcome home to members and good first impression for guests. The crew changes the flowers in the spring and fall. Grounds Foreman Grant Christie says watch for three new flower beds in the fall at the main gate flagpole and both sides of the entrance. The Grounds Crew also maintains flowerpots at our main buildings.

This area was established to handle stormwater runoff when the new pool/ fitness center was built in 2019.

by Walt Diercks, Treasurer, LOWA Board of Directors The 2020/2021 fiscal year is now behind us. If you had asked me a year ago how the year would go for LOWA financially, you would have gotten a very somber picture. With the pandemic picking up momentum and curtailing activity at our amenities, I was expecting very challenging times for LOWA. But through an active program I am happy to report that, of cash and expense management, the receipt and waiver of a loan of due to positive year end over $782,000 through the Paycheck results from last fiscal year, Protection Program, better than we will have significant expected receipts related to New Construction and Renovation fees, resources to help us get and the refinancing of the loan, we through what everyone managed to end the fiscal year expects to be the continued on April 30 with a very favorable actual to budget variance totaling challenges of the pandemic. $469,411, and total cash available for operations and reserve projects of approximately $8.6M. We managed our finances in the fiscal year ending April 30 so that we could handle the continued impact of the pandemic in our current fiscal year. In fact, the current fiscal year’s budget anticipated using significant financial resources remaining at the end of our 2020-2021 fiscal year. I am happy to report that, due to positive year end results from last fiscal year, we will have significant resources to help us get through what everyone expects to be the continued challenges of the pandemic.

Annual assessment collections for the 2020/2021 fiscal year were on par with prior years, thanks to the continued support of all members of the community. Our delinquency rate for the fiscal year, as of April 30, was 2.0%, slightly lower than last year and considered very low by industry standards.

Our program of encouraging members with financial challenges to enter installment payment programs, and our program of hardship waivers of certain fees, resulted in members with challenges finding ways to pay their assessments in installments.

Looking ahead, LOWA enters the 2021/2022 fiscal year with a solid balance sheet. We continue to actively manage cash and expenditures and, based on preliminary May financial results, are already seeing the beginning of the recovery of our restaurants and other amenities. The budget we approved in February was intentionally very conservative, due to the continued unknowns surrounding the pandemic. The budget was designed to allow us the flexibility we might need, should delays in re-opening continue.

We are not out of the woods yet. There are still many concerns. As I noted in last year’s report, “… we continue to proceed with caution this year as our amenities and operations start to come back to the new normal. The first quarter results will be a good indicator of what we can expect for the rest of the fiscal year.” I am cautiously optimistic that, with prudent financial management in both the prior and current fiscal years, and with a gradual easing of the pandemic, LOWA will be able to have another year where we can meet the budget and perhaps provide some financial resources for use in our next fiscal year beginning in May 2022. Yes, we are already thinking ahead to the challenges which may await us a year from now.

June 9 Board Minutes from p. 3 4.2 Report from Orange County Sheriff: None.

4.3 Report from Allied Universal Security Chief Scott Walker reported camera systems have been replaced in some locations. Lakes patrol has been busy. Staff has revamped the buoy system recently deployed. There will be an Adaptive Water Sports event this Saturday on the main lake.

4.4 Report from LOW Volunteer Fire & Rescue, Inc. A written report was submitted. In May, the Fire Department received 26 calls, 7 inside LOW and 16 outside. The Rescue Squad received 47 calls, 20 inside LOW and 27 outside. May events included National EMS Week, National Home Fire Sprinkler Week, National Safety Boating Week, International Firefighter Day and National Nurses Day. They also installed 2021 Rescue Squad Officers. For June, notable events or messaging will include home and pool safety, lightening and heat safety, PTSD awareness, grilling safety and hot car safety.

4.5 Reports of Officers President: No report.

Vice President P. Brown reported a note was sent out to all Committee Chairs advising them that evening meeting times are now available, but support staff will be limited and they will have to arrange their own teleconferencing.

The Treasurer and Secretary had no report.

A. Executive Session Action: Motion by P. Brown to accept the appeal in the Case of Summons #07710. Vote: Yea: Vickery, Clawson, Zukowski, Diercks and P. Brown. Nay: Wilks. Motion passed 5 to 1.

B. Committee Liaison Reports i. Legal & Compliance Committee Charter Change (Postponed to a later date) ii. Planning Committee Charter Changes: Secretary Teri Vickery reviewed the two changes the Planning Committee is recommending to their Charter. iii. Lakes Committee Charter Changes: President Zukowski summarized the changes the Lakes Committee is requesting to their Charter and suggested alternatives to the proposed text. The Committee also submitted a Resolution in favor of installing solar lights on buoys at large coves.

C. Committee Changes Motion by P. Brown that the Board approve the Committee changes as presented on the Committee Change List dated June 9, 2021: (D-21-56) Motion by P. Brown, passed unanimously, to amend the list to add John Undari as a voting member of ECC, term to expire in 2024. Vote on the original motion as amended passed unanimously.

D. Referendum Update Secretary Vickery reported that as of June 8 we have received 2268 ballots in the Referendum. President Zukowski provided details of the interim ballot results to date. A meeting of the membership on the Referendum is scheduled for June 24, 2021.

4.6 Report from the General Manager, Phil Rodenberg A. LOWA Amenities, Events, Meetings and Offices – Coronavirus Status Social distancing restrictions are slowly easing allowing for expanded hours at the Fitness Center with attendants available from 3:00 to 9:00 p.m. Monday thru Saturday. Also open on Sunday and guests are allowed again. Committees are going back to their norm for meetings. Indoor sports still require masks. About 56% of LOWA staff has been vaccinated.

B. Lakes Management Report Bids for the 2021 Crossover Pipe Replacement and Lakeview Parkway Ditch Reconstruction Project are due June 14. Management expects to have a contract ready by June 30th.

C. April Financials In April we collected $51,518 in current year lot assessments for a total of $7,052,399, or 98.0% of total lot assessments billed. As of April 30, we have collected $4,475,620, or 60% of the FY2021-22 lot assessments billed. The Preliminary Unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $726,752, primarily the result of the Paycheck Protection Program loan waiver and income from New Construction and Renovation fees. Delinquency rate at the end of April was 2.0% compared to 2.1% at the end of the prior fiscal year. The FY2020-21 audit is underway and is expected to be ready in July.

Finance Director Charles Maneval gave a brief overview of our financial condition, which remains good. Unaudited results showed 9 Departments ended the year with a positive variance from budget. With the loosening of restrictions at the amenity facilities, preliminary results for May were also very positive.

D. Other Business The Buildings Department installed porta-pottie enclosures at Pleasant Grove and Mt. Pleasant beaches. Plans were to add screening plants on the street side of the enclosures, pending further study and input from neighbors.

A Stormwater Management “Come and Go” information session was held at the Community Center on June 3. Forty people participated, with 20 giving input on their personal stormwater problems. A. Morton Thomas will be preparing a new lakes and stormwater management plan due in the November/December timeframe.

4.7 Committee Reports A. Fareways Committee Charter, Tom Sheridan, Chair Ad Hoc Woods Center Complex Committee.

The Board tasked the Committee with developing a long-term master plan for the Woods Center Complex and all the amenities that are part of it. After researching the significant income produced by Fareways, the type of clientele it attracts and popularity with golfers and other member groups, the Committee recommended the Board approve a separate Fareways Committee Charter which they submitted as a first draft. Committee member Pam Schubert reported the details of the process followed in developing a Fareways Committee Charter, including member interest in serving on a new Fareways Committee and input from the Clubhouse manager.

The Board took no action today, but may consider the proposal further at a later time.

5. UNFINISHED BUSINESS 5.1 Consideration of Sending to the Rules Committee and the LOWA Attorney Proposed Amendments to Regulation XVII: Use of the Community Center. (D-21-57) Motion by P. Brown, passed unanimously, that the Board send to the Rules Committee and the LOWA Attorney proposed amendments to Regulation XVII: Use of the Community Center.

5.2 Consideration of Approving Proposed Amendments to the Rules Committee Charter. (Removed from Agenda prior to meeting for consideration at a later date.)

5.3 Consideration of Sending to the Rules Committee and LOWA Attorney Proposed Amendments to Regulation III.A.1: Registered Tenants, Regarding the Tenant Fee. (D-21-58) Motion by Diercks, passed unanimously, that the Board send to the Rules Committee and the LOWA Attorney proposed amendments to Regulation III.A.1: Registered Tenants, regarding the Tenant Fee. 6. NEW BUSINESS 6.1 Consideration of Accepting the Slate of Candidates for the 2021 Board of Directors Election. (D-21-59) Motion by Vickery, passed unanimously, that the Board accept the Slate of Candidates for the 2021 Board of Directors election as follows: Walter E. Diercks, Richard “Rick” J. Rappoport and Clifton D. Wilks.

6.2 Review of Administrative Resolution 2016-9 Authorizing Non-member Access and Play at Lake of the Woods Golf Course; and Discussion of Use of the GolfNow and EZLinks for Golf Course Tee Times.

Management requested input from the Board of Directors on expanding use of the GolfNow platform by integrating the GolfNow Booking Engine and EZLinks reservation systems into the LOWA Member Management System. The goal is to increase potential revenue through use of the golf course by a wider range of outside players to improve the financial performance of golf operations. It is estimated that the financial benefit to LOWA could grow to $20,000 annually, when compared to the $2,738 realized in 2020. Financial details of costs of this platform to LOWA, and analysis of both direct and indirect costs were provided. Finance Director Charles Maneval provided more details on advantages of using the enhanced GolfNow tools available.

The Board will consider adoption of an Administrative Resolution to expand use of the GolfNow platform as recommended by management at their next Board meeting.

6.3 Consideration of Approving the Primary Banking Relationship with CIT Bank. (Resolution 2021-12) (D-21-60) Motion by Diercks, passed unanimously, that the Board adopt Resolution 2021-12, an Administrative Resolution, approving our primary banking relationship with CIT Bank. (Note: This moves our primary banking relationship away from Atlantic Union, but some accounts will still be kept there.)

6.4 Consideration of Entering Lots for Maintenance. (D-21-61) Motion by Wilks, passed unanimously, that the Board approve entry to the lots in Cases #21-0609-01, #21-0609-03, and #21-0609-05, on or after June 9, 2021 to perform maintenance as stipulated in the ECC Chair’s letters to the individual lot owner; and that the properties be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

6.5 Consideration of Suspending Regulation 1.K: General, and Amending Regulation XVI: Environmental Control Procedures in Subsection XVI.D.4.d to Clarify Language Regarding Height of Ground Level Structures. (D-21-62)

Motion by Wilks, passed unanimously, that the Board suspend Regulation I.K: General, and amend Regulation XVI: Environmental Control Procedures, in subsection XVI.D.4.d to clarify language regarding the height of ground-level structures, which change was intended to be included when the Board approved the Amendment on March 6, 2021.

6.6 Consideration of Awarding a Contract for 2021 Asphalt Paving Services.

(D-21-63) Motion by Clawson, passed unanimously, that the Board Award a construction contract to Chemung Contracting Corporation of Mitchells, Virginia in the amount of $431,084 for the base bid of $400,384, and bid alternates for a walking surface along Lakeview Parkway in the amount of $30,700, funds to come from the Repair and Replacement Reserve and New Asset and Improvement Reserve projects in the Capital Spending Plan.

Motion by Clawson, passed unanimously, that the Board authorize an Owner’s Contingency of $15,000 for this project from the Repair & Replacement Reserve.

Motion by Clawson, passed unanimously, that the Board authorize up to $81,000 in available project funds for additional paving projects to resolve accessibility issues, as outlined in the General Manager’s Memorandum dated June 4, 2021.

6.7 Consideration of Awarding a Contract for the Woods Center Freezer/ Cooler Project.

(D-21-64) Motion by Clawson, passed unanimously, that the Board authorize funds from the 2020-21 New Construction and Renovation Reserve (NCR) Fund balance to cover the shortfall of $29,196.90 and Owner’s Contingency of $7,500 for a total project budget of $102,697.

Motion by Clawson, passed unanimously, that the Board award a construction contract to R. E. Horner Construction, LLC of Rhoadesville, Virginia in the amount of $64,575, funds to come from the New Asset & Replacement Reserve and New Construction and Renovation Reserve, scope to include base bid and Alternate #2.

Motion by Clawson, passed unanimously, that the Board adopt Resolution 2021-13, a General Resolution, regarding disbursement of the New Construction and Renovation funds.

The VCF videos will be available for your viewing pleasure on LOWA.org until Sept. 1.

LOWA board member Pete Brown facilitated technical assistance for those committees who needed help recording their videos. He, along with volunteer Doug Vickery, who served as the videographer, contributed to superb finished products. Communications Manager Carolyn Brodeur provided total support to the VCF, providing the necessary publicity and technical support. Travis Miller, TV18 Station Coordinator, worked to ensure that the videos were perfect and ready by the launch date.

All LOWA committee chairs and their members are to be commended for their willingness to appear before camera to share valuable information about their committees with the community. Their participation was just one more example of their tireless work on behalf of our amazing community.

In addition to the VCF videos, as a bonus, LOWA residents were encouraged to sign up to receive email updates about LOWA Committee activities. Those who signed up were entered in a drawing to win some great prizes.

The raffle drawings took place in front of the Holcomb Building on Friday, May 14, facilitated by Pete Brown, and Communications Committee member Judy Flynn.

• Milkweed, a prime food source for the Monarch Butterfly, has been established in the area below the Veterans Dam near the parking lot. The beautiful purple Irises always catch my eye there, too. The Democratic Club recently helped plant a new milkweed garden at Spotswood Park.

Daughters of the American Revolution Susannah Chandler Chapter Summer has finally arrived!

While our DAR chapter meetings are on hiatus until September, our chapter members are still quite busy! We are welcoming new members, continuing our community service projects, and attending various DAR programs and events.

The National DAR Continental Congress, held each year in Washington D.C., will be presented virtually again this year and promises to be quite the event! Last year it was quickly put together virtually as the country quarantined. It was, however, amazing, and had the highest ever attendance!

This will be the 130th Continental Congress held.

The Community Genealogy Study Group, sponsored by Susannah Chandler Chapter, is quite active again. We have been holding one-onone help sessions at the Community Center and will be holding in-person meetings again beginning Saturday, June 12. It is free to anyone interested in working on their family genealogy, learning more about researching, and getting assistance as needed. We have had a wonderfully diverse group of people from those just starting out, those hitting “brick walls,” and those willing to help others. We have even had three people discover they are cousins!

Friends of Lake of the Woods (FLOW), the 501c(3) charity, along with both the LOWA Equestrian Committee and the LOWA Pools Committee, has initiated fundraising to assist in updates and improvements for both LOW’s pools and Equestrian Center.

FLOW and the Equestrian Committee are engaged in raising donations for a Riding Lesson Scholarship Program. Scholarships will be awarded to participants based upon their interest and need, and are solicited and selected by the Equestrian Committee. FLOW will not be involved in the application or selection process, but will assist in the fundraising. This project was approved by the LOWA Board in May 2021.

The LOWA Equestrian Center has qualified horseback riding instructors, and is initiating the new program to acknowledge students who show an interest in riding, as well as skill development, attitude, determination, and perseverance.

The scholarships will be awarded in blocks of five lessons (current price of $240). The first award will be August 2021.

At the same time, FLOW and the LOWA Pool’s Committee continue to raise funds for a much-needed sunshade awning to be installed over the Clubhouse Pool’s west-facing Snack Bar serving window. The afternoon and early evening summer sun can make the area almost unbearably hot for patrons and service personnel at the service window. A mounted and retractable sunshade structure is needed to remedy this situation. The project was approved by the LOWA Board of Directors in May 2020.

Previous fundraising efforts by the Pools Committee and FLOW, including 50-50 raffle at a LOW Summer Concert and late evening poolside wine and cheese gatherings, were planned for 2020, but due to the pandemic were never realized. They are now back on track and scheduled for this summer.

Again, donations for either or both improvement projects may be made with tax-deductible donations sent to FLOW and suitably annotated for whichever project, or both, the donation is made. Donations may be made by way of the FLOW website, (www.friendsoflow.org) or mailed to: FLOW, Box 282, Locust Grove, VA 22508.

by Jeanne Allen, Environment Committee, LOW Democratic Club A new committee has been formed within the LOW Democratic Club to tackle environmental issues. Our first project focuses on planting milkweed here in Lake of the Woods to bolster the population of monarch butterflies.

The entire monarch life cycle depends on habitat with abundant milkweed. Monarchs rely on milkweed for food, shelter, and a place to lay their eggs. Without milkweed, you don’t have monarchs. However, in the United States, extensive herbicide use and climate impacts like rising temperatures, wildfires, and drought have decimated milkweed habitat. And monarchs are paying the price—more than 90 percent have been wiped out over the past 20 years. Planting milkweed is an easy and effective way to help this beautiful butterfly. However, planting milkweed benefits not only the monarch butterfly, but is also good for birds and bees and other pollinators, creating a win-win for all of us.

With outstretched black and orange wings, the monarch is a welcome sign that summer is on its way. Weighing less than a dime, these tiny wonders can travel 3,000 miles each way north and south. It can take up to five generations to complete the journey, and any help that can be given along the way aids in their survival.

With permission, our Environment Committee planted the pretty orange butterfly weed (Asclepias tuberosa, a variety of milkweed) in Spotswood Park in the center section of the landscape bed along Lakeview Parkway. We are taking turns watering the new plants and watching them grow. Next time you are in the Park, check them out. We are excitedly hoping to see monarch butterflies visiting them soon.

Women’s Doubles Tennis

by Jane Haltmaier, Coordinator, LOW Women’s Doubles Tennis Lake of the Woods has an active women’s doubles tennis group that plays on weekday mornings. Our start times vary from 9 AM in the spring and fall to 8 or 8:30 during the hotter summer months. We usually play for about two hours. Members send the dates they would like to play to me or give them to me at our monthly luncheon (11:30 AM, the first Monday of the month at Fareways) and I make up a schedule that I send to the members and periodically update. Another audition is scheduled for June 27 for those unable to make the first audition. They need to know for scheduling purposes. The musical has several parts for adults ages 30 plus and a couple for the ages 11-13 range and ages 18-25 range. The Addams Family will be presented Oct. 15, 16, 17, 22, 23 and 24.

The teenage daughter of this rather ‘odd’ family falls in love with a nice, not odd, young man. Although she tells her father, she asks him not to tell her mother and the story goes on. This is a family-friendly whacky musical that all ages can enjoy. Tickets will go on sale in September.

Plans are well in the works for We Need a Little Christmas, our musical celebration of Christmas and its meaning, coming during that time of year.

Garden Club: First Impressions

First impressions are often lasting impressions, which is why the Clubhouse Garden Renovation project is so important to the community. What inspired the project was the need to improve visibility for cars coming to the Clubhouse.

Funds are urgently needed to carry on with the redesign and installation.

We are pleased with the response to our initial request. The project will cost just over $8,000. and to date dedicated garden club reserves, the two-plant sale, and contributions from the community have raised just over $6,000.

The LOW Garden Club hopes residents and those who appreciate natural beauty will contribute to the garden fundraiser, so members can complete the renovation. If you can help, make checks payable to the LOW Garden Club and send to Post Office Box 663, Locust Grove, VA 22508.

Veterans Club to Hold First Meeting of 2021

On May 26, the MGA had their second Shamble match of the season.

Coming out on top were Mark Strickler, John Kelly, Ed Connor, and Bill McClary with a score of 332. Just two strokes behind were Dan Cronin, Garth Lamb, Deo Hardman, and John Ressa. Third place went to Mike Dearring, John Farrence, Dave Witmer, and Terry Hill with 343. Two teams tied for fourth place.

The LOW Veterans Club is proud to announce their first regular meeting of the year on Thursday, June 24 at the lower level of the Clubhouse.

The 7 PM meeting will feature guest speaker Mike Landers, who will be displaying and describing his newly created LOW Veterans club website.

This informative innovation should provide Veterans Club users with various means of shared communication.

Landers is a retired Navy Captain and a former Chief Operating Officer for seven years and former Chief Executive Officer for nine years of the Armed Forces YMCA. He also served on the Board of Directors for the Military Officers of America Association.

The LOW Veterans Club received numerous congratulations for their recently conducted Memorial Day Ceremony on May 31 in front of the Clubhouse. An overwhelming crowd enjoyed the patriotic event.

Accolades were also received by the club for conducting the service flags and appropriate songs presentation for the opening of the 2021 LOW MGA Golf Tournament on Saturday, June 12. The proceeds of the tournament were used to benefit the Fisher House Foundation for Virginia veterans.

A similar service flags and appropriate service songs presentation by the club will be conducted on Saturday, June 26, before the opening of the Blue Star Mothers of Fredericksburg, Chapter 4, Lake of the Woods Golf Tournament. The primary focus of Chapter 4 is to support active-duty service members and veterans. One of the many areas of support is to send personal needs packages to troops deployed overseas.

The next club meeting is scheduled for Thursday, July 22, at 7 PM at the lower level of the Clubhouse. Featured guest speaker to be announced.

Orange County Supervisor’s Letter

Proposed Change in Mathematics SOL

by Jim Hopkins, District 5 School Board Member The Virginia Standards of Learning are updated every seven years by the Virginia Board of Education. The Virginia Department of Education is currently reviewing what changes will be made in the Mathematics Standards of Learning. The changes will be implemented in the 2025-2026 school year.

In one of the proposed changes, the course content of Algebra 1, Geometry, and Algebra 2 will be blended into new courses. Algebra 1, Geometry, and Algebra 2 would then be eliminated from the Standards of Learning. I support blending the content into new courses but oppose Algebra 1, Geometry, and Algebra 2 removal from the Standards of Learning.

It would be worthwhile to keep the traditional courses, because it would give students the option of taking the blended courses, the traditional courses, or both. The more opportunities we can provide for our students, the better it is for our school system.

Another reason to keep the traditional courses is to make sure the new blended courses meet the needs of all students. I see no reason to delete the traditional courses until the new blended courses have proven their worth.

The decision to remove or keep the traditional courses in the Standards of Learning will be made at the state level by the Virginia Department of Education and the Board of Education. This decision does not fall under the authority of your local school board. Therefore, I have asked the Orange County School Board to pass a resolution requesting the Virginia Department of Education and Board of Education to keep Algebra 1, Geometry, and Algebra 2 in the Standards of Learning. The resolution was discussed at a school board meeting, but members asked for the decision to be delayed until more information is made available by the school administration. I anticipate a vote on the resolution in July.

If the Orange County School Board approves the resolution, I will reach out to members of the Blue Ridge Virtual Governor’s School Joint School Board and request they consider a similar resolution. If the school board votes on the resolution and it is not adopted, I will comply with the board’s will and drop pursuit of this matter.

I have mentioned in the past about deputies from the Sheriff’s Office protecting county citizens who were being exploited in scams and by other methods. Recently, Adult Protective Services was made aware of a situation in which an elderly, mentally-incapacitated male was potentially being financially victimized; they referred the case to one of the investigators in the Sheriff’s Office. Upon investigation, it was discovered that a male suspect had befriended the victim and convinced the victim to change his power of attorney to him. The suspect was writing “Bills of Sale”, having the victim sign them, and then transferring the property to the suspect’s residence in another county. Working with deputies from the other county, the stolen property was discovered and recovered. The potential loss to the victim could have been more than $60,000. The investigator in this case was persistent in pursuing justice for the victim, and was recognized the Orange County Supervisors for his dedication.

The Orange County Department of Social Services has a variety of functions to support citizens in need, including Temporary Assistance to Needy Families, Supplemental Nutrition Assistance Program (Food Stamps), and certifying Medicaid eligibility. Social Services also has two programs that protect all county citizens from harm. Child Protective Services and Adult Protective Services are programs where social service staff can investigate a situation, determine if the possibility of harm exists, and take action to prevent or mitigate any harm. Most situations can be resolved with the tools and resources of the social services department. Where possible criminal activity is involved, the Sheriff’s Office may be contacted. Other situations may require intervention by the courts. CPS and APS staffs do not go around looking for potential citizen harm situations, but rely on others to let them know when citizens may be at risk. Teachers, medical personnel, and others are required by law to report to CPS or APS if they are aware of harm situations. I have in the past identified situations that required the intervention of protective services. Members of the public are also encouraged to make such reports when they observe or otherwise become aware of situations where children or adults are at risk.

Jim Hutchison has served as the District 5 representative on the Orange County Planning Commission since May 2016. He recently had to resign due to family issues. The Planning Commission often must deal with difficult issues on land use changes that impact property owners and nearby affected citizens. I want to thank him both personally and on behalf of District 5 citizens for taking on this challenge and for his dedicated service to Orange County. Bryan Nicol has been appointed to replace Jim, just at the start of a major project that will have significant impacts on the eastern end of Orange County. Wilderness Crossing is just beginning the process for county approval, and Bryan will have to deal with that challenge very soon.

Part-Time BANQUET AND LOUNGE BARTENDERS. Must be at least 21 years of age and willing to work flexible hours, weekends, and holidays.

Must mix and serve beverages and possess superb customer service skills.

TIPS certification will be provided. One-two years experience desirable.

EQUESTRIAN CENTER – Part-Time STABLE WORKER. The successful, dependable candidate will assist with barn chores, including cleaning stalls and paddocks, cleaning and filling water tubs, feeding the horses, and blanketing when weather requires. Additional duties may include assisting with pony rides and parties, trail rides, and helping with shows and other special events. Previous experience working with equines required.

FAREWAYS – Part-Time SERVERS are needed to assist with Café operations. Candidates must be 18 years or older and able to work flexible hours including weekends. Some restaurant experience preferred. Good communication skills and team spirit important.

Part-Time LINE COOKS needed to accurately and efficiently prepare hot food products as well as prepare and portion food prior to cooking. One year experience is preferred along with good communication skills, ability to work flexible hours and a team spirit.
