Happy Tails Dog Club Update

In accordance with the established rotation of terms for membership on the LOWA Board of Directors, three seats will become vacant in September: one vacancy with 1-year unexpired; and two vacancies with full 3-year terms.

Eight candidate applications were received by the Nominating Committee. All were in good standing and met eligibility requirements for election to and service on the Board of Directors.

The current Board of Directors accepted the slate of candidates for the 2018 Directors election at its June 6 meeting. The candidates are:

Manage Summer Guests Easily

by Roy Mayberry, Director of Finance DwellingLIVE is Lake of the Woods’ visitor management system, and very easy to use to enter guests coming into LOW. While we have had a large number of members using the system, there are still members that have not set up their accounts.

Summer is fast upon us and members have family and friends visiting the lake to enjoy all we have to offer. If you haven’t already, we urge you to sign up and gain access to dwellingLIVE. This will allow you to easily enter your guests via your PC or smartphone, receive notifications upon their arrival, and manage all of those guests arriving to visit you!

The park is located on Lakeview Parkway behind the mailboxes near the Small Marina.

Please note: there is no dog park parking allowed at the mailboxes. A parking area has been created for the Dog Park use.

The 2018 summer solstice, the longest day of sunlight, will be June 21. Many consider that day the start of summer, although the rainmakers don’t seem to realize it yet! It’s a time to enjoy the lakes, pool, golf, horses and ponies, and just being outside. It’s also a time to be thankful for all we have, not just our amenities, but also the people who make it such a wonderful place.

We have so many volunteers who contribute. I will mention a few who work on children’s activities, but this is by no means an exhaustive list. I recently attended the Lake Youth Foundation’s award of two scholarships to graduating seniors. That group’s dedication to helping our youth extends also to sponsoring the children’s spring fishing event and our visit from Santa before Christmas. Kudos for all they do!

Our swim team, ski teams, soccer teams are beginning their summer seasons. Volunteers work with those groups as coaches and general helpers. There will be golf, tennis and pony camps held throughout the summer involving a whole range of volunteers and staff.

Two Member sponsored initiatives have become operational this spring.

Both Pickleball players and Dog Park clubs now have spaces just for their activities. Sponsors for those groups spent a lot of time and effort to make those initiatives become reality and now others in LOW can enjoy them.

Congratulations to all.

All these activities offer positive opportunities for kids to learn new skills and to just have fun. A big thank you to all parents, volunteers and children who make this such a positive season!

Communication:  April 30 Information Session at the Clubhouse success with 109 members participating.

Thank you to all LOWA members who pay your annual assessment on a timely basis! You help keep our Association working efficiently. LOWA achieved the very low 1.2 percent delinquency rate for the Fiscal Year ending April 30, 2018. The 1.2 percent rate means of the $5,771,136 owed to operate the Association, only $69,254 is still outstanding. Over the last three years, LOWA has averaged 1.7 percent. LOWA will continue to pursue outstanding balances with the remaining members through liens, judgements and, if all else fails, public auction.

A key measure of community association health is the delinquency rate. A healthy rate is less than 5 percent. Among other community associations, our rate of 1.2 percent would be considered very low.

What are the keys to LOWA’s success keeping delinquency low?

1. It starts with conscientious members who pay on time.

2. Flexible payment plans. LOWA offers annual, semi-annual and quarterly options. For anyone needing more assistance, the Finance Director can work with a member on a plan to keep the account current.

3. Consistent schedule of letters. The Finance Department follows a strict schedule for sending reminders to members who miss payment deadlines.  30-Day letter (reminder) is mailed by the end of June.  60-Day letter (warning) is mailed by the end of July.  75-Day letter (final notice) is mailed in August.  After 75 days, the LOWA Collection Attorney takes over the file, and places a court lien in September 4. Limits on amenity use. Out of fairness to those who pay, LOWA limits delinquent members from using the amenities including the barcode lanes once an account is 60 days delinquent. Shutting off the barcodes gets most members attention.

You might be interested to know how the members paid their assessment last fiscal year:  60 percent paid in full upfront  25 percent selected a payment plan  15 percent made no payment and the Finance Department pursued them through considerable efforts all year long We give a BIG THANK YOU to members who pay their assessments on time to keep LOWA moving forward. Thank you also to the diligent staff of the Finance Department involved in collections including Roy, Laurie, Janice, Barbara, Caroline, Marlene, Jane, and Diane.

B. Committee Liaison Reports Secretary Zukowski reported that Elections Committee member William Logan, who is also a candidate for Director in this year’s election, has recused himself from Election Committee meetings until the Director election process is over.

Director Zukowski reported that the Lakes Committee is pleased with the new Clubhouse dock and recommended a couple of finishing touches.

The Communications Committee is considering adding a text alert function to notify members of emergency situations.

This past quarter has been a very busy one for members, the LOWA staff and the board of directors. The Lake experienced severe storms with significant damage and cleanup costs. The storm response by a combination of a dedicated maintenance staff, insurance proceeds and specialized contractors has helped us get back to normal so we can all enjoy the summer season. The petition initiative to limit board expenditures was defeated. The new fiscal year started, and the board approved the Clubhouse Area Recreational Complex. Each of these events affected the financial status and well-being of our association.

I am pleased to report that the association finances remain healthy.

Preliminary results for our April 30 fiscal year 2017-2018 closeout are positive, in that we had a favorable variance of $43,510 to budget. Our assessment delinquency rate was 1.2 percent, our lowest in many years, which is considered excellent for homeowner associations. We still have some work to do with our Clubhouse, Golf and Fareways cost centers to improve the balance of revenue and expenses. Tenant fees continued to decline by approximately the same amount as the year before. We should have our fully audited results by my August report.

This month’s question, asked at the last board meeting, is a good one related to the Board of Directors’ maximum cost set for the CARC project: Q: Why is the total cost of CARC higher than the “not to exceed $5 million� set by the board?

A: The $5 million cap was set in January 2017. The current estimate of $5,086,193, which includes the construction contract of approximately $4,300,000, construction contingency reserve of $129,000 and other “soft costs,� exceeds the cap by just over $86,000, or 1.7 percent. Since January 2017, construction inflation, not included in the $5,000,000, has added approximately $300,000, or 6 percent, to the overall cost. I believe the intent of the board’s cap is being met. Any further postponement of this project would add even more inflation costs.

We had 18 players.

The weather was great and everyone had a good time. Our next Couples Event is scheduled for June 29. Sign-up in the Pro Shop.

On May 26, we held the Chancellor Football Golf Event. They had 24 players. This was the first golf event for Coach Glessner, who plans to hold future tournaments at Lake of the Woods.

On June 2, the MGA held the Virginia Veterans Golf Tournament. They had 80 golfers participate. The winning team was Keith Hayes, Guy Breeden, Dan Cronin, and Paul Hibbs III. They shot a 26-28=54. The Men’s Golf Association raised the money for the Fisher House Foundation. Way to go, gentlemen!

We are revising our handicap flag procedures on the golf course. Starting in June, please bring your DMV placard and/or doctor’s authorization to receive a LOWA handicap flag. The authorization must be renewed annually.

In anticipation of our annual Red-Carpet affair, the Honor Awards Ceremony hosted at the Annual Meeting of the Membership on September 3, the Honors Committee has mailed applications to LOW organizations for whom we had contact information. However, nominations are open to all, both organizations and individuals. The only stipulation is that the person being nominated to receive an award must be a resident of LOW. Although only one application was included in our mailing, you are not limited to one nomination. You may get additional applications thru the LOWA website.

The committee was pleased with the number of nominations we received last year and hopes that the trend will continue as we honor the many volunteers the Lake is fortunate to have. Historically the vast majority of awards have been for adults, but we would also like to honor those youths whose activities make this a better place to live.

Cause 4 Paws Plans Fundraiser

Cause 4 Paws, a 501(c)(3) non-profit charitable organization supporting feline rescue operations, will hold a fundraiser at Lake of the Woods Clubhouse on Sunday, June 24. Have a meal at the Clubhouse between 5 and 8 PM, present your server with a donation ticket (see below or obtain a ticket before the event from any Cause 4 Paws member) and the Clubhouse will donate 15 percent of your check (excluding drinks, tax or tips) to Cause 4 Paws.

We will be selling raffle tickets with the grand prize being a beautiful lap size cat quilt made especially for Cause 4 Paws and donated by the Fredericksburg Modern Quilt Guild, plus many additional prizes from our local and other businesses. Tickets are $2 for one ticket, $5 for three, and $10 for eight tickets. The drawing will be held at noon on December 6, in the Cardinal Room at the Woods Center. You need not be present to win, but we would love to see you there.

Members will be present to provide information and to accept donations.

The following cat/kitten food is needed: Purina Kitten Chow, Purina Cat Chow, Friskies Pate canned food and Fancy Feast Kitten Wet Food. We continue to need volunteers. Sunday is Your Last Chance

Sunday, June 17, is the final audition for a role in Hello Dolly.

With a large cast of characters needed, the Players are looking for talented singers, dancers and actors who would like to be a part of this show. Auditions begin at 2 PM in the Community Center. Audition forms and information about each character can be found on our website: www.lowplayers.org.

Before auditioning, please be familiar with the show or movie.

You will need to provide a headshot along with your completed audition form and sheet music, in your key, for your first-choice song and a second song, both in the style of Broadway.

No acapella songs or backing tracks are permitted. Wear comfortable clothes and be prepared for movement and reading from scenes/sides of the show.

Show dates are October 12, 13, 19, 20 for the evening performances and October 14 and 21 for the matinees.

As this is a show that takes place at the turn of the century, period costumes are a must. We have a few volunteer seamstresses who are helping with the large number of costumes, but we can use more. Sailors Host Parade of Sail

The Lake of the Woods Sailing Club will host a Parade of Sail event on Saturday, July 21.

The event’s purpose is to have a fun day of sailing, and to encourage new participants of the sport on the lake, club officials say.

All LOW sail boat owners are invited to join club members in the parade of sail boats over a set course. Depending on wind, the course will pass by the Clubhouse and several of the lake beaches.

This is not a race. We want a no-pressure, fun day of sailing for all sailors or future sailors on the lake.

For folks who might have an interest in sailing, but don’t have a boat, the club will be providing guest crew positions on some of the club members’ boats. No experience is necessary. For more information or to register for the event, contact Dan Kilgore, dan.kilgore@comcast.net, 540-755-2885.

On the morning of Friday, May 25, representatives of LOWA’s Management and Buildings Department, along with some Section 3 residents, gathered on Pleasant Grove Beach for the official unveiling of a set of beach steps, installed in time for the Memorial Day weekend. The four-foot wide, aluminum, two-step unit was privately gifted to our association in memory and honor of Ed and Dorothy Harn, who resided on Pleasant Grove Road for 43 years, until they recently passed away – Ed on April 8, at the age of 100, and Dorothy on November 15, at the age of 97. The Harns especially enjoyed the beautiful sunsets and water views from this area of Lake of the Woods.

The beach steps, obtained from BoatLiftandDock.com, feature upper and lower handrails for ease of use by adults and children, and have grated, anti-algae, antislip and barefoot-friendly tread inserts. The steps, which have adjustable front and rear posts, are designed for longevity and minimal maintenance.

This project, approved by LOWA Director of Facilities Jessie Graves, simultaneously has negligible cost impact on LOWA, enhances safety, and promotes fun for members, tenants and guests – a combination of benefits that is a fitting tribute to two special people, who will forever be a part of the history of Lake of the Woods.

LOW Veterans Meeting Place Has Changed

The LOW Veterans Club general meeting place will now be the Game Room in the Community Center. The meeting location change was caused by the relocation of the Fitness Center to the basement of the Clubhouse. The public is invited to the meeting at 7 PM on Thursday, June 28.

The scheduled guest speaker is retired United States Army Major General Mari K. Eder. She was the highest-ranking e female officer in the Army Reserve at the time d E of her retirement. The 36-year veteran served in K ri both Active and Army Reserve service with her last a M ral assignment being as the first Commanding General of the e n e United States Army Reserve Joint and Special Troops Support M ajo r G Command.

In 2011, Eder received the Vatican Award of the Knight, Grand Cross of the Order of Saint Gregory the Great from Pope Benedict XVI. There are approximately 200 people in the world who hold this chivalric knighthood.

Today, Eder consults, advises, and speaks frequently at major colleges and universities on communications and leadership topics. It is significant that she will be addressing the LOW Veterans Club on this occasion.

Her topics at the meeting will help explain veteran’s rights, benefits, and services. All veterans, members or not, are encouraged to attend and participate in the event.

Players await the start of the 5th Annual MGA Veterans Tournament

On Saturday, June 2, 80 intrepid golfers braved the forecast of more rain and teed it up in the Fifth Annual Veterans Golf Tournament, sponsored by the LOW Men’s Golf Association. This year’s tournament again benefitted the Fisher House Foundation.

After partaking of a delicious continental breakfast provided by the Ladies Golf Association, the golfers began the “Captain’s Choice” scramble event at 9 AM. The rain held off for the duration of the round and the golfers then enjoyed a buffet luncheon.

The winners of this year’s tournament were: First place: Dan Cronin, Gary Breedan, Paul Hibbs III, and Keith Hayes with a score of 17 under par 54. Second place went to the team of Charlie Ostlund, Ryan Ostlund, Dave Moran, and Clyde Waltshire with a score of 10 under par 61. Third place was won in a tie breaker by the team of Steve Cain, Rich Cox, Lee Defibaugh, and Justin Defibaugh with a score of 62. Finishing in fourth place was the team of Dave Lloyd, Mike Dearing, Matt McKenna, and Gene Mulholland also with a score of 62.

In other events, “closest to the line” on hole #10 (men) was Jack Helms; for the women, Louise Hoh took the honors. Closest to the pin on #7 for men was Brian Dean. Closest to the pin for women on #17 was Nancy King. Door prizes, consisting of dining gratuities, rounds of golf and other merchandise were awarded by lottery to the lucky winners.

The MGA wishes to thank our many sponsors for their continued generosity and all the golfers who turned out for this highly successful event.

A special thanks to Kathy Smith and the LGA for providing the continental breakfast and assistance in setting up and serving the buffet lunch.

A mere 18 months ago, we had 25 players, and now weâ&#x20AC;&#x2122;ve grown the Pickleball Club to nearly 180 very passionate members. The stitching is Barbaraâ&#x20AC;&#x2122;s own design, using a technique called â&#x20AC;&#x153;free-motion.â&#x20AC;? The quilt pattern is called Lucky Lemoyne, because the star in it is a Lemoyne Star. If you feel lucky, buy a raffle ticket when you see our members. Youâ&#x20AC;&#x2122;ll see the quilt on display at the Fireworks festival, July 7 and at Sunday brunches at the Clubhouse.

The Civil War Study Groupâ&#x20AC;&#x2122;s programs continue June 22, at 10:30 AM in the Clubhouse Great Hall. Our speaker will be retired Navy Captain Ed Gantt, who, during his career, was a jet fighter pilot, accumulating over 2,000 hours in the F-14. For his last three years of active duty, he was in command of Navy Boot Camp at Naval Station Great Lakes, Illinois.

In retirement, Gantt has devoted himself to ROTC education at the high school level in Washington, DC. Five years ago, he joined Civil War re-enactors with the 23rd Regiment, United States Colored Troops, and is the groupâ&#x20AC;&#x2122;s current president.

Gantt will talk about engagements of the 23rd n tt G a USCT in the Unionâ&#x20AC;&#x2122;s Overland Campaign, beginning at d E Alrich Farm, just five miles east of us.

He is a lifetime member of the Orange Volunteer Fire Company, a member of American Legion Post 156, and is the current secretary for the Virginia Sheriffâ&#x20AC;&#x2122;s Institute.

SARWC to Host Virginia Senator Bryce Reeves

September 22 and 23 are party days at the Lake! Featured throughout that weekend are the annual Lake of the Woods Visual Arts show and sale, the LOW Authors’ Club book signing and sale, and LOW’s Second Annual Wine Tasting event -- sponsored by LOWLINC as a fundraiser. The three events take place at the same venue, the LOW Community Center and the Sweetbriar Pavilion.

Here is the plan. The Art Show and the Authors’ Club will welcome the public both Saturday and Sunday from 10 AM to 4 PM inside the Community Center. LOW artists, representing all media, will exhibit their works and offer items for sale. Also inside, LOW authors will display their original publications in all genre, with books available for purchase.

Then, starting at noon and lasting until 4 PM on Sunday, September 23, the celebration will continue outside. LOW’s Second Annual Wine Tasting, The Art of Wine, will take place at the Sweetbriar Pavilion. Wine tasting will be paired with a variety of refreshments. Online ticket sales ($15 a ticket) begin July 27.

LOWVAC, aware of the new talent that has arrived with recent residents of LOW, encourages artists of all media to enter the show, which has been a Lake tradition for the past 35 years. The LOW Square Dance Club celebrated spring graduation on April 16. Four squares of new and experienced dancers filled the lower level of the Clubhouse. Partners swung and promenaded. Corners were ready with a welcome bow and quick left arm turn. After a processional to Pomp and Circumstance, students received their gold-sealed diplomas and were welcomed to the club as members in good standing. Graduates agreed that square dancing was indescribably fun and a fabulous way to exercise both mind and body.

Virginia Senator Bryce Reeves will speak.

Reeves is a graduate of Texas A&M University. He was commissioned a Second Lieutenant in the United States Army and served as an Airborne Ranger.

Reeves later worked as a police officer for Prince William County, and for the past 16 years, has run small businesses with his wife, Anne.

S Reeves served as Chairman of the Spotsylvania ena t or County Republican Committee, and in November 2011 Br y won the 17th District Senate seat. He was re-elected in ce R e e ve s November 2015 with nearly 63 percent of the vote.

Reeves currently serves as Chairman of the Senate Standing Committee on Rehabilitation and Social Services, overseeing social service, corrections, and alcohol beverage distribution and regulatory matters. He additionally serves on the Courts of Justice, General Laws, Privileges and Elections, Rules, and Joint Rules Committees.

The Virginia Chamber of Commerce has recognized the senator for his probusiness stances. The American Conservative Union Foundation has recognized him with their Conservative Leader and Conservative Achievement awards.

In 2016, the National Rifle Association presented Reeves with the Defender of Freedom Award for his work to restore and expand reciprocity rights in Virginia.

Reeves holds a Master of Public Administration in Public Policy from George Mason University. He completed the University of Virginia’s Sorensen Political Leaders Program and the Sorensen Candidate Training Program, and also completed the Senior Executives in State and Local Government program at Harvard University’s John F. Kennedy School of Government.

(Resolution 2018-8) (D-18-55) Motion by Zukowski, passed unanimously, that the Board adopt Resolution 2018-8, a Policy Resolution, amending Regulation IV: Individual Behavior, regarding rules for the Dog Park.

5.2 Consideration of Approving CARC Project Budget. (D-18-56) Motion by Hoh, passed unanimously, that the Board approve the CARC Project Budget dated May 15, 2018.

5.3 Discussion of Flat Run Forebay Design Status. (D-18-57) Motion by Zukowski that the Board authorize Stantec, Inc. to proceed with a scope of service for a conceptual design update and the conceptual construction cost opinion, and summary conference call in the amount of $5000, with funds to come from the Repair and Replacement Reserve.

Vote: Yea: Zukowski, Wilks and Cumming. Nay: Clawson, Hoh and Sheridan. Motion failed 3 to 3.

Motion by Sheridan, that the Board direct management to investigate through a commercial realtor the market value of one acre of farmland on Rte 601 directly across from the back gate, assign a premium to it, and approach the landowner to discuss an offer. 3.2 Report from the General Manager, Phil Rodenberg A. April Financials LOWA collected $29,465 in current year lot assessments, for a total of $5,700,863, or 98.8% of the FY2017-18 lot assessments billed. The delinquency rate finished the year at 1.2%, meeting the annual goal of less than 2% for the fourth straight year. As of April 30th, the Preliminary Unaudited Budget Summary shows a favorable variance of $43,510.

B. Lakes Management Report Dredging operations continue in the coves on the Main Lake. The Board agreed by consensus to receive the Lakes Management Report only once a month at the first meeting of the month, rather than on the current twice a month schedule.

C. Clubhouse Area Recreation Complex Project Update. Management continues to work with the contractor, Thomas J. Wack Company, on project details and costs. It is expected that a contract will be ready in about a week.

D. Other Business Maintenance staff has installed mooring cleats, solar-powered capacitor lights, dock bumpers and vinyl benches on the new Clubhouse dock. Ladders will be installed this month at the request of the Lakes Committee and the Ski Team.

A lawsuit filed in 2013 by a lot owner against the Association to return the Small Marina dock configuration back to its pre-replacement design was discontinued by the Orange County court due to inactivity.

Comcast determined that their fiber transmitter and wiring was outdated and faulty, causing an interruption in broadcasting our TV Channel 18 programming. Comcast has made the repairs at no cost to the Association and Channel 18 is now fully functional.

Regular rain events continue to hamper completion of the Pickleball courts at Hollyfield Park. Dry days this week should allow for the final surface sealing and paint.

3.3 Committee Reports A. Honor Awards Committee Chair JoAnn Buttimer reported that the Committee started meeting in March for planning and organizing. Due to very few youth awards in recent years, they are focusing on identifying more young people worthy of recognition.

Letters were sent to 50 clubs and organizations in LOW soliciting nominees for Honor awards. With the help of Communications staff, a call for nominees was added to the LOWA website. June 28th is the deadline for nominations.

B. Equestrian Committee Chair Laird Knights reported on several repairs made recently at the Equestrian Center, and a couple more that still need attention. He thanked the Board for providing funds to build the covered ring and restore the lower barn. Currently there are 6 horses owned by LOWA in residence, 5 boarders and 2 on lease in preparation for pony camps this summer. Some of our horses will participate in the July 7 parade. The Dog Show was a great success, and they look forward to partnering with the new Happy Tails Dog Club to discuss future events.

6. NEW BUSINESS 6.1 Consideration of Approving Corporate Resolution for the CARC Project and Authorizing the President and Vice President to Execute Promissory Note and Loan Documents with Mutual of Omaha Bank. (Resolution 2018-9) (D-18-58) Motion by Hoh, passed unanimously, that the Board approve Resolution 2018-9, a Special Resolution, approving the Corporate Resolution for the CARC Project, and authorizing the President and Vice President to execute a Promissory Note and loan documents with Mutual of Omaha Bank.

On April 25, the LOW Woodworkers Club presented a demonstration on how to build bird houses.

Gil Churchill did a great job explaining the building process. He described the types of woods that were most suitable, the tools needed for cutting, drilling, and assembling. Following the demonstration, some people in the audience participated in putting a bird house together.

The members of the club also displayed some of the things they had built, including a wooden model of a 1929 Ford Phaeton, a decorative fireplace log holder, several serving trays, a decorative picture frame, a step stool, and Photo by Rick Rappoport other custom-made items.

Once again, we had to postpone the final two weeks of our Spring Tournament due to the ongoing monsoon season. The latest rescheduled dates are June 12 and 19. Hopefully, Mother Nature will cooperate.

I’m writing this on Sunday, June 3. It has been raining non-stop last night and today. The forecast is for sun the next two or three days. That should be good news for drying out the course before the member/guest. I hope that when you read this, you are enjoying happy memories of a fun tournament.

The Match Play Tournament will begin on June 18. The deadline to sign up was June 12. Good luck to all participants. Look for the ongoing results posted in the ladies’ lounge at the Woods Center.

It’s time to choose your partner and sign up for the Sadie Hawkins Tournament scheduled for Tuesday, July 10. Each LGA member should invite a man (not her spouse) to be her guest and partner for this fun event.

Loretta Yurkus will again be the chair. Look for the sign-up sheet and details posted in the ladies’ lounge at the Woods Center. If you have trouble finding a partner, Loretta will help you with that. She has become an expert matchmaker.

Let’s hope we have better weather for the rest of the summer. The President’s Cup Tournament is scheduled for the three consecutive Tuesdays of July 31, August 7, and August 14. This is an individual stroke play tournament, similar to the Spring Tournament. Your best two rounds out of three are combined for your tournament score. Ladies will compete within their own flights.

Start time for Tuesdays in June is 8 AM. You need to sign in by 7:30 AM.

Hip, Hip Hooray! Mother Nature was good to us for several hours so we could complete our Day of Service at the Paul Stefan Foundation on Wednesday, May 30. It was a memorable day. Many thanks to Joan Albertella, Barb Ehlen, Judy Eiben, Gail Stoner, Bill Ruark and Mr. Reliable, John Trach, who devoted two days to this effort. The team did a masterful job of pulling weeds, planting flowers and tomato plants, and cleaning up the area.

Foundation President/CEO Randy A. James was extremely appreciative of the work done by our group. The Paul Stefan Regional Home and Education Center provides a place for life skills training, nutrition, housing and support services to help women and their babies gain the confidence to transition to independent, productive living.

We had the opportunity of having James as guest speaker at one of our general meetings. Change and Save

by Alayna Stiffler, LOW Knowledge Club Congratulations to all of the graduates of 2018. This is your year of change and you should begin to experience many new emotions that come with change. Some will be minimal and there will be others that will monumental, but the greatest changes will be the ones that you will learn from.

A great milestone you may experience will be your first paycheck. No matter what the amount, there is a feeling of accomplishment and it brings emotions of freedom and you feel rich. Then life changes and the hardest are the ones you cannot control, especially cost of living expenses. From groceries to gasoline, on to daily expenses that are survival necessities and you are not given a choice of whether to use or lose.

Here are a few tips on how to make the most of the income you have and create the beginning of good savings habits.

1. Save your coins. A popular favorite is a polar water jug. Each day, drop your coins into the jug and watch it grow. Believe it or not, your saved change can be the fun money for a future event.

2. Change your spending. Pick a dollar denomination and create a place that you can put your dollars out of sight from everyone.

Once a year, do something special with bills you have collected and you will be surprised at how much you can save.

Small changes can become bigger than you would have expected. I had to experience that for myself. In one year, saving all of my loose change and $5 bills amounted to more than $700 towards a family vacation and it was a nice surprise for our family.

The Knowledge Club will be meeting on June 19 at LOW Community Center from 10 to 11 AM. Our guest speaker will be talking about Behavioral Finance. June is Alzheimer’s and Brain Awareness Month. Events are held to make the public aware of The Longest Day. This unique event is held annually, on or near the summer solstice. The longest day [June 21, 2018] is chosen to honor those who are living with dementia and their caregivers for whom every day is the longest day. Alzheimer’s disease is the sixth leading cause of death in the USA and at present there is no cure. To learn about ways you can help, visit alz.org/abam Here at Lake of the Woods, we have planned an event to raise money for research into this terrible disease. Our Fifth Annual Poker Walk to End Alzheimer’s Disease will be held on Sat. June 16 at 9 AM at Clubhouse Beach.

This is an easy walk around clubhouse point, down around the walkway in front of the dam and to the top of the dam. Along the way, you will collect cards from volunteers stationed on the route. On your return to the beach, the winners will be determined by our judges and prizes awarded. A $10 donation is requested to walk or you may come and donate any amount you wish and cheer the walkers on. Children and dogs walk for free. This special sale will feature sofas/couches donated by your neighbors at LOW. The weekly yard sale will be going on too, from 9 AM to noon, if you looking for other items.

Proceeds will be used for the many ways that the Lions Club serves our community and Orange County--from scholarships to vision exams, from teacher grants to eyeglass recycling, from medical equipment loan program to helping the Red Cross with its blood drive, and so on.

Research until you find something that removes the block. Wilderness Toastmasters Q&A: Where are club meetings held? LOW Community Center, first and third Tuesday of the month from 6:30 to 8 PM. We are considering rescheduling the meetings for 6 to 7:30 PM and would value your opinion about those times.

Orange County contracts with private companies for support in conducting the functions of county governing.

Contracts are let on a competitive basis and are usually structured for a single year with options for two or three one-year renewals.

This structure protects the county, such that if a contractor does not perform well, we are locked in for no more than a year. Contracts can be terminated earlier for non-performance but the renewal process provides a simpler way of ensuring good performance. For contractors that are performing well, the contract can be renewed by a vote of the Supervisors. At a recent meeting, the Supervisors renewed seven contracts covering airport services, IT services, EMT medical supplies, aviation fuel, environmental services, landfill operations and fitting out vehicles. For new contracts, the county solicits on its website and on other venues. At this writing there were four open solicitations covering electrical consulting services, medical insurance, new public safety radios and reassessment services. Bids are evaluated according to a prescribed process by several county staff members, usually including the affected department head.

The Orange County Board of Supervisors routinely conducts a closed meeting session at each of its regular meetings. These closed meetings must meet the requirements of the Virginia Freedom of Information Act. There are a number of allowed subjects for closed meetings, including: individual performance or discipline, disposition of public property that would affect the county’s bargaining position, discussion of a prospective business where no announcement has been made, investment of public funds where bargaining would be adversely impacted and consultation with legal counsel on litigation or specific legal matters. However, by law, no action can be taken in these closed meetings. Any action resulting from such discussions must be taken in an open meeting and recorded in the meeting minutes. The Virginia Property Owners’ Association Act has similar restrictions applied to the Association Board of Directors.

Rappahannock Rapidan Community Services has recently established a Peer2Peer Regional Warmline which is a consumer-run phone service providing peer support, resource referrals, and shared experiences of hope and recovery. The Warmline is an alternative to a crisis line and is run by peers with lived experience in mental health and substance use issues.

There is no cost to the caller for using the Warmline and it is available to individuals in several counties including Orange County. The Warmline provides individuals an opportunity to get things off their chest and get feedback from individuals who may have had similar experiences. Topics can include physical, sexual, and emotional abuse; employment issues; grief and loss; family issues; loneliness; anxiety; anger issues; depression; suicidal thoughts; relationship issues; substance use; gambling; homelessness; etc.

Can I visit more than one club? Absolutely! Visit multiple clubs because you may find a club that is a better fit with your schedule. Our sister club, Toast of Fredericksburg, meets on the second and fourth Tuesdays of the month from 7 to 8:30 PM. How long do club meetings last? Our club has a 90-minute agenda.
