2022 Independence Day CelebrationWas a Blast!

The 2022 Independence Day Celebration took place on July 2 and was a fantastic success. The weather held off and allowed us to enjoy the day. This was our first full-day event since 2019, and it included the parade, carnival on the point, ski show, and fireworks.

This was the first time that LOWA has used our new fireworks vendor, Innovative Pyrotechnic Concepts, LLC, and their show was amazing. They worked with us from start to finale to choreograph the perfect aerial display for our community. We look forward to working with them again next year.

Security utilized our new modified traffic pattern at the Main Gate which helped them to reduce the stacking in the visitor’s lane. This was the first time in many years that we did not have to open the gates in response to a request from State Police or Orange County Sheriff’s Office.

LOWA would like to thank all the volunteers and staff who worked to make this year’s event a success. Special thanks go to Stan Lasover, who once again volunteered to coordinate the parade.

President’s Letter

At our June 29 meeting, the Board authorized the President to sign a letter of intent allowing FiberLync to do a test area of fiber internet service in Lake of the Woods.

Once final details of the letter are completed, FiberLync will begin the project. The areas they have chosen, and that we support, are section 7, and parts of sections 9 and 10, which are all near the back gate. If the test and take rates are successful, they will build out the rest of LOW with a subsequent agreement.

You may have seen signs for FiberLync throughout the county. FiberLync is owned by the Orange County Broadband Authority, under the Board of Supervisors. Their first order of business was to serve our schools and public services with fiber internet broadband services. Their next priority was to serve rural unserved areas of our county. At present, they have over 2,700 customers from their start up just over one year ago.

The LOW Broadband Working Group, chaired by Doug Rogers, has met with three other providers over the past three years. Each of them wanted a guarantee of 100% take rate by LOWA to fund the buildout of $9-10 million.

This was not feasible in our judgement. A special thank you to the team for bringing LOW and FiberLync together.

FiberLync sees the economic opportunity that we present, with nearly 4,000 homes near each other. They propose to build the internet-only system at no cost or obligation to LOWA. Members will be able to sign up for the service as the underground lines are laid. The service ranges from $49 to $79 per month with speeds of up to 1 gigabyte. Customers may elect to utilize streaming services for their favorite television programming through the internet. FiberLync will soon do a demonstration for our members on how to stream your favorite television shows.

This is long-awaited good news for our members! The advantages of fiber optic over cable have been discussed in previous articles. Finally, we had a wonderful Independence Day celebration. A special thank you to Stan Lasover for once again organizing and directing our parade to kick off the day. Many thanks to all the participants and volunteers who helped the effort. Our management and staff did a wonderful job of arranging the activities on the point. The ski show was a hit and our fireworks wrapped up a wonderful celebration. Even with all this activity, everything was cleaned up and back in order by Sunday. Thank you to all our staff who worked so hard to make this happen. We are the size of a small town that celebrates as well as any big city.

Why should you participate? Because everyone interacts with LOWA Security in one way or another. At the gates. On the road. On the lake.

The LOWA GM is hosting a town hall because LOWA’s contract with Allied Universal Security Services expires on April 30, 2023. LOWA is reviewing AUS’s performance with an eye toward extending the contract by one year.

The Board of Directors and GM need your feedback. How do you think AUS is doing with all the duties entrusted to Chief Scott Walker and his officers to run this 24/7/365 operation? Security duties include: • Access Control - officers controlling intake of members and visitors at the Main Gate and Back Gate.

• Road Patrol – Special Conservators of the Peace (SCOP) enforcing the speed limit, traffic laws of the Commonwealth of Virginia as well as LOWA Regulations.

• Lake Patrol - SCOP officers on the lakes enforcing US Coast Guard, Virginia, and LOWA regulations, including checking to make sure boat drivers have passed the Boat Safety Exam and that boats have current decals to show they are authorized to be on the Lakes.

• Asset protection - Security officers constantly patrol our buildings, grounds, and common areas to ensure LOWA property remains intact and undamaged.

Please come/tune in to the Security Town Hall. The GM will facilitate the meeting. The panel will consist of Security Chief Scott Walker, Director of Operations William Lowery (AUS Richmond Office) and General Manager Joseph Ruggiero (AUS Richmond Office). We will take questions from the audience both in person and on Zoom.

3. Member Comments on Business Agenda and General Member Comments President Brown reviewed the meeting conduct guidelines. Maintenance and Ecology Committee Chair Jack Simons addressed issues facing the Maintenance Department work progress, in particular the need for more manpower. Another member commented on ditch maintenance.

4. PRESENTATION – Main Gate Congestion Relief Preliminary Report Tim Kirk, PE, A. Morton Thomas and Associates, Inc. reported the results of the traffic study done to alleviate recurring congestion and backup that impacts traffic entering LOW at the Main Gate via Route 3. The most important operational issue identified was visitor traffic over-whelming the gating system and creating a queue extending into Route 3 that inhibits member access. Based upon evaluation of the collected data and three alternative traffic pattern options, AMT made a preliminary recommendation that Alternative 3 be further evaluated to create an easily scalable second visitor lane with active officer control to be used during peak incoming traffic

Board Amends LOWA Regulation I, General, Regarding Complying with Posted Rules The Board of Directors amended Regulation I, General, Regarding Complying with Posted Rules at its June 29 meeting. The amended regulation took effect June 29.

What is the effect? The amendment will clarify that parties must comply with the posted rules even if they are not expressly included in the LOWA Regulations (see I.C).

I. GENERAL A. The Restrictive Covenants and Articles of Incorporation of the Association authorize the Board of Directors of the Association to promulgate and enforce Regulations. The Articles also provide for a Legal and Compliance Committee to assist the Board of Directors in Regulations enforcement.

B. A great deal of the effort which goes into making our community function well comes from committees and individual volunteers. Thus, the residents and other property owners play a large role in shaping and enforcing these Regulations. While the Regulations are enforceable through a system of fines and penalties, the best controls are achieved through the cooperation and participation of all residents and property owners. Therefore, recommendations for changes or additions to these Regulations are welcomed and encouraged.

C. The use of LOWA amenities is authorized for property owners in good standing and their families, guests, registered tenants, authorized occupants, and any individual or organization that has received the approval of the General Manager. All of the above-referenced parties must fully comply with the Regulations and posted rules governing the use of the common areas and facilities.

D. A Member is eligible to vote, use amenities and receive a membership card when all fees and service charges are paid in full.

E. All persons using LOWA amenities and facilities do so at their own risk and LOWA assumes no responsibility for injury, damage or loss of property resulting from such use, whether officially open or not. (6/1996) F. Activity constituting, or resulting in, disturbing the peace in LOW is prohibited.

G. Proper decorum must be observed by all persons for any activity in or on the common areas or common facilities of the community. Members may be assessed a charge for violations of the Restrictive Covenants and Rules and Regulations committed by themselves, their families, guests, tenants or authorized occupants, as well as guests of their tenants or authorized occupants and/or their contractors and the contractors of their tenants or authorized occupants while the contractors are within LOWA. Any person who engages in conduct that either (i) violates the Restrictive Covenants or Rules and Regulations for use of the common area or common facilities of the community, or (ii) is physically or verbally abusive, threatening or belligerent toward any other person in, on or around the common areas or common facilities of the community, or (iii) causes or creates a disturbance, nuisance, inconvenience, annoyance, or alarm or apprehension to any other person in, on or around the common areas or common facilities of the community, or (iv) endangers the person or property of any other person or LOWA in, on or around the common areas or common facilities of the community, or (v) compromises the health and safety of any other person in, on or around the common areas or common facilities of the community, is subject to sanctions by the General Manager or the General Manager’s designee including but not limited to citation, suspension of use that is reasonable under the circumstances (provided that any such suspension for more than one (1) month shall require the prior approval from the Board of Directors), and any other legal remedy available to the Board and/or the Association under the Restrictive Covenants, Articles of Incorporation, Bylaws, Rules and Regulations and applicable laws.

H. Damage to LOWA property must be paid for by the members responsible for such damage, to include damage caused by their families, guests, their registered tenants, or authorized occupants and their families or their families’ guests.

I. Established fees or other charges must be paid by sponsoring members, their guests or their registered tenants or authorized occupants.

Members are responsible for the unpaid fees of their families or guests while using LOWA amenities.

J. Violation of LOWA Regulations may be reported by a LOWA member to the Security Office for appropriate action, and the reporting member may sign as a witness to the violation.

With sufficient evidence, Security may issue a citation which can result in the levying of penalties by the LOWA Legal and Compliance Committee.

(See Regulation XIV). Revocation of privileges may also be imposed by the Board of Directors.

K. PROCEDURE FOR NEW AND AMENDED LOWA REGULATIONS: (11/6/21) These Regulations may be amended by the Board of Directors, at a regular meeting or at a special meeting of the Board of Directors called for this purpose. All Regulations become effective when promulgated and/or amended according to the following procedure.

Step 1: Any proposed amendment to the Rules and Regulations may come from any Member of the Association, any of the advisory committees, the General Manager, or any member of the Board of Directors. All proposed amendments must be submitted to the Board of Directors who shall determine whether the proposed amendment is necessary or otherwise in the best interest of LOWA, and if so, send the proposed amendment to the Rules Committee and LOWA Counsel for review. If the Board determines that the amendment is wholly administrative and non-substantive, the Board may approve the amendment without further review.

Step 2. If the proposed amendment is submitted by the Board to the Rules Committee, the Rules Committee must conduct research to determine if the proposal is ambiguous, redundant, or in conflict with the Declaration, Bylaws, Articles of Incorporation, other Rules and Regulations or applicable law. The Committee must also consider if the proposal is fair, reasonable and enforceable. The Committee shall prepare proposed wording and submit recommendations to the Board to eliminate and/or correct any deficiency referenced above. LOWA Counsel will be requested to perform the legal review and report their findings to the Board of Directors and General Manager.

Step 3. After receiving the reports from the Rules Committee and LOWA Counsel, the Board may approve, modify, or reject the proposed amendment.

If approved, the Board shall forward the proposed amendment to the General Manager for publication in the “Lake Currents.” The Association Members will then have two weeks from the date of the “Lake Currents” publication to forward written comments to the Board of Directors.

Step 4. The Board shall take into consideration the comments received from the Members and shall adopt, reject, or modify the proposed amendment. If the Board determines that the changes to the proposal are significant, the proposed amendment will be published in “Lake Currents” for additional member comment. Following the designated two weeks for comments and final approval by the Board, the approved amendment shall be incorporated into the Regulations. A majority affirmative approval by the Directors on the Board is required for any amendment to the Regulations to become effective. The Board shall, upon adoption, announce the effective date of the amendment. (Amended June 15, 2016.)

Step 5. The GM shall ensure the adopted amendment is published in “Lake Currents” in a timely manner.

Join Us for National Night Out

by Larry Morlan, Chair, Safety & Security Committee National Night Out will be held on Tuesday, Aug. 2 from 4:30 until 6:30 PM at the Community Center Pavilion, Sweetbriar Park. This is the designated evening when communities across America come together to promote law enforcement-community partnerships and neighborhood camaraderie to help make safer neighborhoods. Neighborhood Watch and the Safety and Security Committee sponsor this event.

Participants will be the Virginia State Police, the Orange County Sheriff’s Office, Virginia Department of Wildlife Resources (formerly Game and Inland Fisheries), LOW Fire and Rescue, and the LOW Security team. All groups will have officers available for discussion, as well as having handouts and equipment on display. Tentative plans call for a K-9 unit to put on a demonstration starting at 5:30 PM. As usual, residents are requested not to bring their dogs to this event.

Free hot dogs will be served by LOW Security, who will be manning the grill.

Water will also be available.

Everyone is invited to attend, to meet the law enforcement officers, and to view the equipment and presentations. Bring the whole family for a fun and educational evening.

The Board of Directors is seeking member comment regarding proposed amendments to Bylaws to Article IX, Officers and Their Duties, Regarding Assistant Treasurers. Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by 5 PM, Friday, July 29.

What is proposed? Why? The Board proposes to add Assistant Treasurer roles to the Bylaws. These Assistant Treasurers would report to the Treasurer and, among other things, would assist the Board, Treasurer, and LOWA management in evaluating accounting functions, systems of financial and operational internal controls, information technology internal controls, and other areas of risk management.

Who proposed it? The Ad Hoc Audit Committee proposed the addition of up to five Assistant Treasurers. The Committee advised that the Assistant Treasurers were needed in order to have an effective risk management function provided by members. The Board has already sought and incorporated input from the Rules Committee and LOWA Attorney.

What is the effect? The Board may elect up to five Assistant Treasurers for Risk Management whose terms shall be determined at the time of their election and whose duties are set forth in Section 8. f. of this Article IX. Insurance wise, Assistant Treasurers will be covered under both LOWA’s Employee Dishonesty Policy and Directors and Officers Policy.

Shall cCertify to the eligibility of the Members to vote at any meeting and shall be authorized to certify the validity of proxy ballots and ballots upon their submission to the Association in accordance with these Bylaws; and iv. Function as the Board Liaison to the Elections Committee.

e. Treasurer. The Treasurer shall serve as the Financial Officer

of the Association and as liaison to the Association’s Finance Committee and the External Financial Auditors. The Treasurer shall, through the General Manager, cause to be kept complete financial records of the Association, including such books, ledgers, computer accounting software and other records of financial transactions as generally accepted accounting principles dictate and the Board of Directors requests. The Treasurer shall monitor the financial statements and operational reports on a monthly basis including income by source, expenditures by purpose and category, assets, liabilities and members’ equity as may be required by the Board. The Treasurer shall ensure that all funds of the Association are kept in the name of the Association, in banks and other depositories as approved by the Board of Directors and in compliance with the relevant provisions of the VPOAA, and shall ensure that disbursements from such funds are in accordance with the approved budgets, Boardapproved policies and/ or other duly authorized procedures. The Treasurer shall provide oversight of oversee adherence to the annual operating and capital budgets, and replacement reserve schedules, and ensure that safeguards are in place to protect the Association’s Members’ Net Equity. The Treasurer shall review the Association’s annual independently audited financial statements and reports and bring the final draft to the Board for its acceptance. The Treasurer shall supervise the Assistant Treasurers for Risk Management.

Section 1. Enumeration of Officers. The Officers of this Association shall at a minimum be a President, Vice President, and Secretary who shall at all times be Directors. The office of Treasurer and such other Officers as the Board may from time to time create by resolution, may be filled by a Director or any other member of the Association. The President, Vice President, Secretary, and Treasurer shall be bonded, at the expense of the Association, if deemed appropriate by the Board or as required by law.

Section 2. Election of Officers of the Association. The election of the Officers listed in (a)-(d) below shall take place at the Annual Meeting of the Board following each Annual Membership Meeting in order as follows: (a) Elect President of the Association (b) Elect Vice President of the Association (c) Elect Secretary of the Association (d) Elect Treasurer of the Association The nominee securing the largest number of votes for each office shall be elected. Cumulative voting shall not be permitted.

Section 3. Term. The Board shall elect the Officers of this Association listed in Section 2 above annually and each shall hold office for one (1) year unless he/she shall sooner resign, or shall be removed, or otherwise become disqualified to serve.

Section 4. Special Appointments. The Board may elect other such Officers as the affairs of the Association may require, each of whom shall hold office for such period, have such authority, and perform such duties as the Board may, from time to time, determine. (a) Pursuant to this Section, the Board may elect up to five Assistant Treasurers for Risk Management whose terms shall be determined at the time of their election and whose duties are set forth in Section 8.f. of this Article IX. The Board may elect Assistant Treasurers at any Annual, Regular, and/ or Special Meeting of the Board. Assistant Treasurers must have their election re-affirmed by the Board at each Annual Meeting of the Board.

Section 5. Resignation and Removal. Any Officer may be removed from office with or without cause by majority vote of the Board. Any Officer may resign at any time giving written notice to the Board, the President or the Secretary. Such resignation shall take effect on the date of receipt of such notice or at any later time specified therein, and unless otherwise specified therein, the acceptance of such resignation shall not be necessary to make it effective.

Section 6. Vacancies. A vacancy in any office may be filled by appointment by the Board election. The Officer appointed elected to such vacancy shall serve for the remainder of the term of the Officer he/she replaces.

Section 7. Multiple Offices. Except as otherwise provided in the Articles of Incorporation, no person shall simultaneously hold more than one office

except in the case of special offices created pursuant to Section 4 of this Article (Special Appointments).

Section 8. Duties. The Duties of the Officers are as follows: a. Officers Generally. Each Officer The President, Vice President, Secretary and Treasurer of the Association may have check signing authority as designated by the Board of Directors. Each signer may sign checks for $1,000 or less. All checks that are greater than $1,000 require two authorized signatures. b. President. The President shall serve as President of the Association. He/she shall set the agenda and preside at all meetings of the Board of Directors; shall see that orders and resolutions of the Board are carried out; shall sign all leases, mortgages, deeds and other written instruments; and shall cosign checks and promissory notes. The President is the primary representative of the Association in relationships with outside individuals and organizations. The President shall actively participate in the budget process and, specifically, shall review the salary levels of the employees with the General Manager or his designee each year during the budget process. c. Vice President. The Vice President shall act in the place and stead of the President in the event of his absence, inability or refusal to act, or when specifically requested by the President.

The Vice President also shall supervise the functions of all the Committees; review applications from volunteers who wish to serve on committees, consult with the respective Chairs, and present the names to the Board for approval. The Vice President shall perform any other duties as may be placed upon him/her by the Board or the President from time to time. d. Secretary. The Secretary shall record the votes and keep the minutes of all meetings and proceedings of the Board and of the Members; keep the corporate seal of the Association and affix it on all papers requiring said seal; serve notice of meetings of the Board and of the Members; and, perform such other duties as required by the Board, including, but not limited to, the following: i. Shall, tThrough the General Manager, cause to be kept, a complete and accurate list of the names and addresses, including current mailing addresses, of all Members of the Association;

The Board of Directors amended Regulation X, Regarding NonConventional Watercraft and Wake Surfing Course Restrictions and Main Marina and Small Marina Piers Access and Use at its June 29 meeting. The amended regulation took effect June 29.

What is the effect? Members wishing to operate non-conventional watercraft on LOWA Lakes will need to request permission from the General Manager.

Watercraft, other than wake boats operating in the wake enhancement configuration for the purposes of wake surfing will need to be considerate of wake surfers on the centerline course and wake boat operators are not allowed to tow other devices while in the wake enhancement configuration.

Slip renters and their invited guests only will be permitted to access the Marinas.

X. USE OF THE LAKES A. WATERCRAFT OPERATIONS AND USAGE. 1. For the purpose of this Regulation the following terms and definitions apply: a. “Watercraft” includes “motorized”, “personal”, “sail” and “nonmotorized” means of water transportation capable of carrying one or more passengers. b. “Motorized Watercraft” includes all gasoline, diesel, or electric inboard, outboard, or inboard-outboard motorboats, pontoon boats, sailboats (when motorized), fibertoons or deck boats capable of carrying one or more persons, of types normally used on freshwater lakes and meeting applicable U.S. Coast Guard (USCG) and Commonwealth of Virginia regulations. c. “Personal Watercraft” (PWC) includes watercraft that are powered by jet pumps, and that persons kneel, or sit on, rather than inside the watercraft.

PWCs are operated by one person, and often have seating space for others.

Some models have seating for up to four riders (including the operator). d. “Sail Watercraft” includes all watercraft powered by wind such as sailboats, sunfish and windsurfers capable of carrying one or more passengers. e. “Non-Motorized Watercraft” includes all human-powered watercraft propelled by paddles, oars, or pedals, including canoes, kayaks, paddle boats, row boats, and shells/sculls, that are capable of carrying one or more persons. f. “Other Recreational Water Equipment” includes all items that are solely human powered by users standing, sitting, kneeling or lying on the equipment such as, but not limited to, water slides, platforms, trampolines, inflatable rafts, hydro/aqua-bikes and stand-up paddleboards (SUPs). g. “Conventional Watercraft” means watercraft specified in Regulation X.A.4.a. h. “Non-Conventional Watercraft” means watercraft specified in Regulation X.A.4.d. i. “Main Lake” means the body of water bounded by Veterans’ Dam to Flat Run and includes all coves. j. “No Wake Zone” means the areas of water from the shoreline to designated “No Wake” buoys and includes all coves. The remainder of the Main Lake is considered a “Wake Zone”. k. “No Wake Speed” means the slowest possible speed required for maintaining or achieving steerage and headway. l. (Small Lake” (aka, Keaton’s Lake or Fishing Lake) means the body of water bounded by Keaton’s Dam and Keaton’s Run located in Section 13.

This entire lake is considered a No Wake Zone. m. “Cove” means a body of water extending from the Main Lake more than 100 feet from the No Wake buoy towards the shoreline. n. “Beach” means any common area or recreational facility space so designated by LOWA and includes the bulkheads, sand and grass areas. o. “Starboard” means the right side of the watercraft when standing inside looking toward the bow/front of the watercraft. p. “Port” means the left side of the watercraft when standing inside looking toward the bow/front of the watercraft. q. “Certified Operator” means a person who has passed the Lake of the Woods Boat Operator’s Safety Course. r. “Skiers “or “Tubers” are persons being towed behind a watercraft on a device or apparatus which has no capability for self-propulsion, such as water skis, tubes or other similar devices. This includes wake surfers.

Want A Choice For Internet Provider?

by William Lukaczyk & David Florence, Members, LOWA Broadband Work Group Prior articles in the Lake Currents have addressed why fiber optic cable to our homes is better than our existing systems in LOW. It has also been noted that services by communication carrier companies for any electronic device we use is going more and more in the direction of using the Internet, such as the examples of TV viewing, telephone calls, listening to radio, obtaining information, and sending and receiving mail.

Many residents here want better Internet service. We don’t want buffering when watching TV or a delay in our Internet uploading. We want more choices for what we can view. We don’t want our Internet interrupted by a bad storm, and do not want more wires above ground. We want simple, nofrills billing and services and programs at the lowest price. We also want the option of getting our Internet from another company if we are unhappy with our current communication carrier.

A company called FiberLync is installing a fiber-optic cable system throughout Orange County. On Wednesday, June 29, our Board of Directors approved a document permitting FiberLync to install their fast, fiber optic cable-to-the-home system in section 7, and parts of Sections 9 and 10, as a trial run for residents who want it. If enough of them sign up, this will be used as a predictor of financial feasibility for the community at large. Then, FiberLync will install fiber-optic cable throughout LOW, for voluntary use of it, at no cost to the LOWA. f. Assistant Treasurers for Risk Management. The Assistant Treasurers for Risk Management report to and are supervised by the Treasurer. The Assistant Treasurers for Risk Management shall assist the Board, Treasurer, and/or Association Management, where appropriate in evaluating the following: i. Accounting functions ii. Accounting principles/best practices iii. Systems of financial and operational internal controls iv. Computer systems and software, network mapping, password and data security, information technology internal controls, security and change-management policies; and v. Other areas of risk management including but not limited to identification and risk mitigation of control weaknesses and inefficiencies.

The Assistant Treasurers for Risk Management are charged with evaluating material aspects of the Association’s financial reporting, internal controls, and audit functions, but are not authorized to direct or supervise the activities of the External Financial Auditors, Management, or Staff. The Assistant Treasurers for Risk Management shall assist the Board in monitoring and assessing risk of loss areas and internal control procedures in the Association’s operations. The Assistant Treasurers for Risk Management, after consultation with the Treasurer, shall report significant or material accounting or operational internal control concerns or other significant or material risk-related concerns to the Board and provide recommendations for action. This includes a focus on the qualitative aspects of financial reporting, organization processes for the management of business/financial/information technology risk, and compliance with significant applicable legal, ethical and regulatory requirements. Each Assistant Treasurer for Risk Management must sign a confidentiality agreement when elected and the agreement shall be maintained in the Association’s files. In addition, due to the sensitive nature of the duties of office, each Assistant Treasurer for Risk Management shall undergo a formal background check. Each Assistant Treasurer for Risk Management should have knowledge in two or more of the following areas: (1) knowledge of the primary activities of the organization; (2) the ability to read and understand nonprofit financial statements, including statements of financial position, statements of activities and changes in net assets, and statements of cash flows and key performance indicators; and (3) a basic understanding of key operational, legal and/or financial risks, and related controls and control procedures.

Anyone who regularly visits our community has encountered traffic congestion entering through the front gate. The LOWA Board and Management have examined this congestion problem in the past and several steps have been taken to improve traffic flow (VDOT lengthened the turn lane from westbound Route 3 into the LOW front entrance). However, the problem persists. The current Board set a goal of addressing inbound congestion and exploring strategies for a third gate. In January, to address this goal, the GM formed a Main Gate/Third Gate Working Group, comprised of members of LOWA staff, our Security contractor, a Board member, and representatives from the Maintenance and Ecology, and Safety and Security Committees.

The Working Group developed a problem statement and worked with the GM to contract with a consultant to provide external analysis and recommendations. The Working Group opened a competitive solicitation for a contractor to provide a detailed analysis of the congestion and to propose solutions. Analysis was critical, since the Board (which selects a solution) and the Members (who will pay for and live with the solution) must understand the effectiveness of that solution. LOWA selected A. Morton Thomas and Associates, who recently completed the 2022 Lakes and Stormwater Management Plan, based on their demonstrated analytic capabilities. AMT created models with their Vissim microscopic simulation modeling software and used data gathered through review of videos of front gate traffic flows to populate those models. They examined both the current state and potential alternative front gate configurations.

Their analysis concluded that “the most important operational issue … is visitor traffic overwhelming the gating system…” They recommended two solutions: (1) increase visitor lane vehicle “stacking” capacity and (2) increase the ability to rapidly increase visitor processing during surge entry periods. In short, since the congestion is caused by volume in the visitor lane, AMT concluded that, unless it is manned, a third gate would not solve the critical problem of visitor traffic congestion at the front gate. AMT presented preliminary findings to the Board on June 29. The Working Group will continue working with the contractor to develop an effective and affordable solution to reduce traffic congestion at the LOW front gate. Stay tuned.

2. WATERCRAFT OPERATIONS a. All persons operating any watercraft on LOWA Lakes are subject to the rules and regulations of LOWA. b. No person will operate, or supervise the operation of, any watercraft or manipulate water skis, towable or similar devices while using or under the influence of alcohol, narcotics, barbiturates, or other intoxicating substances. c. No person under the age of fourteen (14) years will operate any watercraft having more than ten (10) horsepower unless under the onboard direct supervision of a certified adult operator. Onboard direct supervision occurs when a person maintains close visual and verbal contact with, provides adequate direction to, and can immediately assume control from the operator of the watercraft. d. No person will operate a PWC nor will the owner or any person having control authorize or knowingly permit a person to operate a PWC, unless the operator is at least sixteen (16) years of age. Exception: Any person who is at least fourteen(14) years of age may operate a PWC if 1) He/she can show proof to LOWA Security, on the scene, of having successfully completed a Boating Safety Education Course approved by the Director of the Virginia Department of Wildlife Resources, and 2) He/she has passed the LOWA Boat Operator’s Safety Short Course. e. No person under the age of eighteen (18) will operate a watercraft that is towing people, whether skiers or person(s) on any towed device. f. The motor/engine of any watercraft must be stopped during the pickup, loading, or unloading of any person(s) from the water. g. Watercraft moving in close proximity to a designated swimming area must exercise extreme care to ensure safe passage. h. No watercraft carrying one or more persons on-board or towed behind will be operated without an operator physically on-board and at the controls. i. No powered watercraft of any size will be operated through the use of any driverless or remote operator feature. This restriction does not apply to Radio Controlled (RC) small-scale sailboats or electric-powered model boats (less than 60 inches long overall).

3. PROHIBITED WATERCRAFT OPERATIONS. No person will operate any watercraft and no skier will manipulate any skis in a reckless, erratic, or negligent manner so as to endanger the life, limb, or property of any person.

The following actions are prohibited: a. Operating a motorized watercraft that follows directly behind a skier or person(s) on a towed device at a distance of less than three hundred (300) feet. Operators of such a following watercraft must position their watercraft in a path parallel to the lead watercraft’s path and one hundred (100) feet to the side to avoid the skier(s) should they position themselves outside the wake of their watercraft. b. Cutting in front of any other watercraft at a distance of less than three hundred (300) feet when operating outside the No Wake Zones. c. Operating a towing watercraft in a manner that causes persons using skis to land directly onto the shore, beach, or pier. d. Operating a watercraft or manipulating a towed device to purposely maneuver toward any other watercraft or person(s) and veer away at the last moment. e. Operating a watercraft, except sailboats, while any occupant is sitting on the bow or gunwale of the watercraft or on the back of the driver’s seat and moving in excess of No Wake Speed. All occupants of a pontoon/ fibertoon/deck boat must remain inside the watercraft’s railings when moving in excess of No Wake Speed. f. Operating or manipulating any watercraft towing a skier(s) into or out of any cove, access area, or other restricted areas marked by warning buoys at greater than No Wake Speed. g. Operating a motorized watercraft at a distance of less than one hundred (100) feet from shoreline unless at No Wake Speed. h. Operating a motorized watercraft at a distance of less than one

hundred (100) feet from other watercraft when exceeding No Wake Speed. i. Intentionally dropping or leaving a ski in the water at High Traffic Times, thereby causing a hazard to other watercraft or persons. A ski may be dropped only in the area between seventy-five (75) feet and one hundred (100) feet from shore and for no more than five minutes. No ski will be dropped in the mouth of a cove. j. Running a watercraft while another person(s) is in the water hanging on to any part of the watercraft. k. Subsections a, f, g, h, and i. do not apply to boat operators and skiers participating in USA Water Ski sanctioned Ski Club practices, competitions, or exhibitions. l. Ski Club practices, competitions, or exhibitions involving acts of an extraordinary nature require prior written permission from the General Manager based on a recommendation from the Lakes Committee.

4. WATERCRAFT RESTRICTIONS a. Only watercraft and recreational water equipment normally used on freshwater lakes and meeting applicable and Commonwealth of Virginia regulations will be used on the Lakes, specifically: (1) Motorized watercraft (See A.1.b) (2) Non-motorized watercraft (See A.1.e) (3) Deck Boats/Ski Boats (See A.4.b) (4) Pontoon or Fibertoon Boats (See A.4.b) (5) Sailboats (non-motorized or motorized) (See A.1.b. and d) (6) Personal Watercraft (PWC) (See A.1.c) (7) Other Recreational Water Equipment (See A.1.f) b. Only electrically powered Motorized Watercraft, Non-Motorized Sail Watercraft or Non-Motorized Watercraft (See X.A.1.) are permitted on Keaton’s Lake. Gasoline, diesel, or similarly powered watercraft, regardless of engine deployment/utilization, are prohibited except for official Lakes Management operations of LOWA and its agents. c. Motorized watercraft, including deck boats, and sail watercraft are limited to less than twenty-two (22) feet in length, exclusive of motors.

Pontoon and fibertoon boats are limited to twenty-five (25) feet or less in overall length. This Regulation does not affect any watercraft registered prior to May 1, 1999. d. Hovercraft, airboats, stand up/kneeling type jet skis, hydroplanes, parasails, submersibles, electric foils, or any other nonconventional watercraft and devices, including but not limited to those listed below, are prohibited on any LOWA Lake unless they have been evaluated and approved in accordance with 4.e below: (1) Submersible type watercraft that can travel underwater and/or launch out of the water into the air (2) Electric Foils and similar motorized Surf or Paddle boards (3) Any new watercraft or water sports technology that might be developed in the future.

(4) Any remote operation or control technologies rendering a full-size watercraft or PWC (motorized or otherwise capable of carrying one or more persons) driverless. e. The determination of whether a watercraft is authorized or prohibited on any LOWA Lake will be in the discretion of the LOWA Board of Directors or the General Manager. The Board of Directors or General Manager may require an evaluation in order to make such a determination and may take into account recommendations from the Lakes Committee and the Safety and Security Committee. f. Watercraft will NOT be used for overnight accommodation. Only toilets having a removable waste container (i.e., porta-potty style) are allowed on watercraft in LOW. Waste will not be emptied into the lake but must be properly disposed of in a toilet ashore. g. Seaplanes must NOT land or take off from any LOW Lake. h. Racing of motorized watercraft is prohibited. i. All watercraft using the lakes after sunset and before sunrise must be equipped with AND required to use proper navigational lights. A watercraft under oars must have an electric light or lantern showing a white light which will be exhibited in sufficient time to prevent collision. No other lights, including white docking lights, which could impair the visibility of approaching watercraft, will be illuminated. White docking lights can only be turned on when nearing a dock to tie up. j. Watercraft requiring the use of trailers for transportation to or from the lakes must be launched only from authorized LOWA facilities. k. All marina launching ramps will be used on a first-come, first served basis. l. Non-motorized watercraft, e.g., canoes, kayaks, rowboats and windsurfers, may be launched from lakefront lots or LOWA Beaches, but must not be left on the sand at any LOWA Beach. m. Motorized watercraft with internal combustion engines without

Oh, Those Baby Blues!

Yes, those baby Eastern Bluebirds are definitely here! To date, 57 Eastern Bluebirds have fledged on the golf course bluebird trail (the 19 bluebird nest boxes on the LOW golf course). This is right on track with previous years. Also, 7 Carolina Chickadees, 7 House Wrens and 7 Tufted Titmice have fledged. This is also the first time in seven years of monitoring the golf Photo courtesy of Virginia Bluebird Society course that a Tufted Titmouse has nested in one of the bluebird boxes.

Speaking of new, Lake of the Woods has added five more bluebird nest boxes along the walking trail below Veteran’s Dam. Madelyn Chappell, a LOW resident, is monitoring the new boxes for the Virginia Bluebird Society (VBS). The predator guards were also provided and installed by VBS. This makes 24 nest boxes in LOW that are part of the network of VBS bluebird trails in Virginia and ours is the largest trail in Orange County. On a recent check of these boxes, one of the predator guards was torn off the front of the box and found flattened on the ground. This may have been caused by vandalism but we hope not. All five boxes are occupied by Tree Swallows and Eastern Bluebirds. To date, 5 bluebirds and 14 tree swallows have fledged, with more on the way!

We want to thank LOWA for its support of native cavity nester conservation. To date, Eastern Bluebirds, Carolina Chickadees, Tufted Titmice, House Wrens and Tree Swallows have all benefited by nesting in LOWA boxes. And this doesn’t count the many, many nest boxes in the yards of LOW residents! We also thank the Ladies Golf Association for providing financial support and the LOW Woodworkers Club for building 17 new nest boxes on the golf course.

The excitement at our June meeting was palpable. Would AARP fold?

The nominating committee gave its report, and no president had been found. Just when it appeared that President Carolyn Durphy would adjourn sine die, Pierre Payette offered his services if other members would serve as officers and board members. The flood gates were open and within minutes a slate of volunteers came forward. The final slate will be offered at our July meeting and elections held.

Other members offered to continue vital support activities. Dave and Marianne Kraus will host coffee, and Ann Wood, the refreshment table. However, could we start a meeting at 10 AM without that half hour beforehand to meet, socialize and snack? Vi Liberti will continue as our Sunshine Chairman, sending cards. The spirit was contagious, and I found myself volunteering for publicity.

The meeting concluded with a standing ovation for President Carolyn Durphy, whose leadership held us together during the pandemic. Following AARP national guidelines, we were unable to meet for many long months, a restriction that included even board meetings.

The program for our Monday, July 18 meeting features Stuart VonCanon, a detective with Henrico County Police who is currently assigned to the FBI Richmond Cyber Task Force. As a member of the Task Force, Stuart is responsible for the investigation of cyber-crime matters, including computer intrusions, intellectual property rights infringements, theft of trade secrets, wire fraud, and the use of computer networks to facilitate such schemes. The meeting will be held at the Clubhouse at 10 AM. Dues will be collected at our meeting. Unlike the State, we have no federal funds to tide us over, and our coffers are bare. Finally, it is not too early to be planning for Christmas at the Biltmore, December 6-9, hosted by our president, Pierre Payette. Details can be found either on a flier from our meetings or online at www.AARP5239.org. No passport required, and no airport hassle. This will be a comfortable door-to-door bus ride from the lower level of the Clubhouse parking lot.

Second Annual Book Fair A Success

The Ladies Golf Association held their 18th Annual Sadie Hawkins Tournament on June 28. Loretta Yurkus has coordinated this event every year. Loretta and her committee did a great job! Lunch and door prizes were provided after the tournament. Everyone had a great time! The top winners were: Overall Gross: Melinda Wertz and Chris Collie; Overall Net: Deb Newton and Gene Mulholland.

Match Play Tournaments have started. We have 9-Hole, and 18Hole (both Silver and Green Teams) participating. Through the process of elimination, the matches will run until the end of September when the winners will be determined.

The Presidents Cup Tournament, which is in honor of the Past Presidents of the LGA, will begin on Aug. 2. The two best scores out of three will determine the winners. Sign-up sheets will be available soon in the Ladies Lounge.

The LGA will be hosting a Community Day on Saturday, Sept. 10, in honor of our 50th Anniversary. This event will be focused on children 10 and under.

There will be lots of games, food, and drinks. We hope to have a great turnout, The Jefferson League (Lady Warriors) are part of the LGA that teams up with other golf associations in friendly competition for Match Play tournaments. It has been a great way to meet other lady golfers from other golf associations.

The Lake of the Woods Childhelp Auxiliary sponsored the Second Annual Book Fair at the Alice Tyler Village Academy on June 27 and 29. Children are allocated a specific dollar amount, and encouraged to select books that interest them, to help them to make wise choices.

Librarian Jennifer Jenkins and the teachers work with children to ensure books are appropriate for their respective reading grade levels. LOW auxiliary volunteers are instrumental to the success of the book fair. Volunteers unpack the books, set up appealing, colorful displays, interact with the children, and handle all sales and financial reports, as well as repack unsold books to return to Scholastic (the vendor providing the books) once the fair has ended.

The auxiliary also donates books to teachers, based upon their requests, for their classrooms. Chair Pat Almany, with co-chairs Deb Clarken and Susan Meyer, work as a team alongside Jennifer Jenkins to make this an event the children look forward to. Their delight was obvious by their smiles and excitement. Seventeen auxiliary volunteers participated in this popular event.

Summer Fun & Safety: Beware of Boat Dock Dangers

Rappahannock Electric Cooperative Press Release Summer is almost here and that means it’s time for some fun in the sun. If you head out to the lake or beach, Rappahannock Electric Cooperative has a few safety tips to keep in mind when near boat docks.

Whether at home or on vacation, boating, fishing, and swimming can be fun ways to enjoy the great outdoors. REC recommends that you don’t swim around docks with electrical equipment or boats plugged into shore power.

Outdated wiring and lack of proper safety equipment can cause situations where electricity “leaks” into the water. As the saying goes, “If you feel a shock, swim away from the dock.”

If a person is in the water and feels an electric current, that individual should shout to let others know, try to stay up right, tuck their legs up and swim away from anything that could be energized. Do not head to the boat or dock ladders to get out – if possible, swim to shore.

If you see someone who you suspect is getting shocked, don’t immediately jump in to save them. Throw them a float, turn off the shore power connection at the meter base and/or unplug shore power cords. Try to eliminate the source of electricity as quickly as possible, then call for help.

The Lake of the Woods Veterans Club was honored to march in the Independence Day Parade on July 2. The hail of cadence, “Your left, your, right,” echoing through the hot air was a refreshing splash of remembrance.

The Veterans Club would like to extend its gratitude to the many cheering residents on that warm Saturday morning.

A relatively new, though vitally important, event is coming up; it was just established in 2017. On July 25, we bring attention to National Hire a Veteran Day. Veterans bring an array of qualities to the workforce: dedication, punctuality, leadership, teamwork, and pride in getting the work done are merely a few. The Department of Veteran Affairs heavily promotes hiring veterans within its own organization and can be easily approached through this website at: www.vacareers.va.gov.

Another resource to find a job as a veteran is www.dol.gov/agencies/vets through the Department of Labor. USAJobs.gov is the official job portal for the Federal Government.

Each year we celebrate July 27 as National Korean War Veterans Armistice Day. It is a time to remember that as many 50,000 American troops sacrificed their lives and over 100,000 were wounded with thousands as prisoners of war. An armistice was signed at Panmunjom in 1953, with North and South Korea splitting into two nations, though technically the war has never ended.

National Buffalo Soldiers Day will be celebrated on Thursday, July 28.

This holiday commemorates the significant contributions of some of the earliest Black troops in the United States military. The term Buffalo Soldiers through the Indian Wars became synonymous with all six Black regiments formed in 1866.

Each Lake of the Woods resident veteran is invited to the Veterans Club Meeting on Thursday, Aug. 25, at 7 PM in the lower level of the Clubhouse.

The Magical Lights of Summer Nights

Ever wonder what causes lightning bugs, often referred to as fireflies, to light up? The magic of two chemicals that are found in the tail/abdomen; luciferase and luciferin, which light up in the presence of ATP, the energy currency molecule of the cell that every animal possesses. When these chemicals are injected into diseased cells of humans, they detect changes in cells that are useful in studying diseases such as muscular dystrophy and cancer. Amazingly, spacecraft have also been fitted with electronic detectors built from these chemicals to detect life in outer space. On earth, they are used to help detect bacterial contamination.

There are estimated to be more than 2,000 species of lightning bugs, inhabiting every continent except Antarctica. Emanating from the abdomen/ tail, the light emitted by some of these species is green, some an amber flicker, and some emit no light at all; some simply glow with a green or blue light!

Typically, it is the male who flies around, lighting the night as a mating call to attract a female who is lounging in the trees. If she is so inclined, she will light up after the male’s last emission to signify that she is a willing participant. After mating, the female deposits eggs onto the ground, with the larvae then feeding on snails, slugs, and earthworms. The adults feed on pollen and plant nectar, or may not eat at all, as they only live long enough to mate and lay eggs.

Sadly, lightning bugs appear to be disappearing! This is most likely due to light pollution and loss of habitat. Our forests and fields are diminishing because of development, and as our population grows, so does our need for electricity. Too much light at night interrupts the mating ritual; both factors are having a negative impact on our population of lightning bugs.

Let’s hope these “stars of summer” continue to shine in LOW and everywhere! My wish is that our future generations will also have the opportunity to enjoy the magic and mystery of the “flying lights.”

Lee Moore leads the support group; he is a retired Episcopal priest who was with Saint Matthews Church in Richmond where he and his wife Nancy lived for 9+ years. Lee was a director of systems planning in the Customs Service.

He has an MEA from George Washington University, and also attended the divinity school at Virginia Theological Seminary in Northern Virginia. He has a background in counseling and pastoral care.

Emily Slunt, a board member of LOWLINC, was our speaker on July 14.

She discussed LOWLINC and the services that group provides for seniors with illnesses such as Parkinson’s Disease and other ailments.

“Perseverance, analysis, intuition, and luck” is an accurate description of the qualities needed by cryptologists. This is a quote from Code Girls: The Untold Story of the American Women Code Breakers of WW II by Liza Mundy, the book chosen for discussion at LOW Book Club’s Aug. 10 meeting.

During the war thousands of women were recruited from colleges and small towns to decipher coded communication intercepts from Germany and the Axis powers. The author’s exhaustive research and interviews with some of the surviving code breakers sheds light on this almost forgotten segment of the war. Sworn to lifelong secrecy, these women never disclosed their work, even to close relatives and friends. The author’s hours of archival searches from all branches of the military service have resulted in an excellent recounting of not only the technical aspects of their work, but the personal experiences of these exceptional women.

The book is available, in multiple formats, from all three local library systems (Orange County, Culpeper County, and Central Rappahannock Regional).

Watercraft testing demonstrations may be performed at the specific request of a LOWA member in good standing or registered tenant/authorized occupant. All demonstrations must be performed under the direct supervision of the member or registered tenant/authorized occupant. The watercraft must be registered with LOWA on a temporary basis with fee for such demonstration set annually by the Board of Directors. Temporary registration is valid for 24 hours. This fee will be applied against the annual registration fee if the demonstrated watercraft is then registered by the member in good standing or registered tenant/authorized occupant. o. Other Recreational Water Equipment is restricted for use only in the No Wake Zones of the Main Lake and the entirety of Keaton’s Lake. p. Aquatic Invasive Species Control. A member or registered tenant/ authorized occupant who owns a watercraft must obtain from Lake of the Woods its approved pamphlet on aquatic invasive species and sign a statement acknowledging that he or she has read the pamphlet and agrees to take measures to ensure aquatic invasive species do not enter the Lakes, and are thoroughly removed from watercraft, trailers, and related equipment and gear each time such watercraft, trailers, and related equipment and gear are immersed in waters outside LOW. (See X.D.5) 5. HOURS OF OPERATION a. Both lakes may be used 24 hours per day except that PWC will NOT be operated after sunset and before 7:00 a.m. b. The time of sunset will be as published by the Virginia Department of Wildlife Resources. c. Water skiing and towing of people on other devices is only allowed between 7:00 a.m. and sunset.

7. SPEED LIMITS a. A person will not operate a watercraft so as to exceed a reasonable speed under the circumstances and traffic conditions existing at the time.

The maximum allowable speed in the Wake Zone is thirty-six (36) mph.

Operators of watercraft in USA Water Ski sanctioned practices, competitions, or exhibitions are exempt from this section of this regulation. The maximum allowable speed on the Small Lake is five (5) mph. b. From sunset to 7:00 a.m. the maximum allowable speed in the Wake Zone of the Lake is ten (10) mph. (3/19/20) c. Watercraft are prohibited from operating at greater than No Wake Speed when in coves or within one hundred (100) feet of the shoreline, beaches, piers, boat ramps, or people in the water. This restriction does not prohibit the pulling of a skier with a rope of less than one hundred (100) feet. d. When an operator’s vision is obscured by fog, heavy rain, or other conditions, the watercraft must be operated at reduced speed such that the watercraft can be stopped, if necessary, within one-half the distance the operator is able to see ahead. In addition, motorized watercraft must sound the required signal, one blast of a device meeting X.B.4.f of four to six seconds every two minutes. Sail watercraft must sound a signal of one blast of a device meeting X.B.4.f of four to six seconds plus two one-second blasts every two minutes.

8. MOORING a. Watercraft must be moored at the property, piers, bulkheads, or beaches of the owner or at the two LOWA marinas. This applies as well to tenants/authorized occupants of lakefront properties and tenants/authorized occupants who have leased dock space from lakefront property owners. b. Mooring or tying up of a watercraft to any LOWA beach, bulkhead, riprap, picnic areas, shoreline vegetation, or parking lot is NOT permitted.

Sail watercraft may be beached at the clubhouse cove Sailing Beach. Nonmotorized and sail watercraft are permitted to land at LOWA beaches but must not be left on the sand. c. Watercraft must not be anchored in the Main Lake except in coves, or for observation of LOWA July 4th fireworks, observation of community events on Clubhouse Point, participation in sailboat events or in case of emergencies. d. Temporary anchoring of motorized watercraft in coves is allowed but must be a minimum of 75 feet from the shoreline or designated swimming areas except when mooring to a LOWA designated buoy or in emergencies.

9. BUOYS a. Watercraft owners and operators must familiarize themselves with and adhere to the meaning and intent of all markings on the buoys. b. Tampering with, tying up to, or holding onto any buoy is prohibited, except those specified by LOWA. c. Boaters must not change the positions of buoys. Out-of-place buoys should be reported to LOWA Security.

10. RIGHT OF WAY a. When two motorized watercraft approach each other head on or nearly so, each must turn to Starboard and pass Port to Port. When two motorized watercraft approach each other, but it is clear that each watercraft is so far from the other that no collision hazard exists, they may pass on either side. b. When two motorized watercraft approach each other in a crossing situation, the watercraft which has the other on the Starboard side is the giveway watercraft (must stay clear and slow down if necessary). When taking action to stay out of the way, the give-way watercraft must make early and substantial maneuvers so that its intentions are clear. The other watercraft is the stand-on watercraft (must hold course and speed). If the stand-on watercraft finds itself so close that collision cannot be avoided by action of the give-way watercraft alone, the operator must take such action as will best aid to avoid collision and give the danger signal (five or more short blasts). c. Motorized watercraft entering the wake zone from the No Wake Zone must give way to watercraft that are following the Main Lake counterclockwise pattern. d. An overtaking situation exists when a watercraft comes up with another watercraft from any direction more than 22.5 degrees to the rear of the beam of the other watercraft. The overtaking watercraft may pass on either side of the overtaken watercraft but must keep out of the way of the overtaken watercraft and, if operating above No Wake Speed, not come closer than 100 feet when passing. The overtaken watercraft must maintain its course and speed and must not attempt to cross the bow or crowd in upon the course of the overtaking watercraft. e. Sail Watercraft.

(1) When two sail watercraft meet and both watercraft have the wind on the same side, the windward watercraft (watercraft upwind of the other) must give way to the downwind (leeward) watercraft.

(2) When two sail watercraft meet and both watercraft have the wind on different sides, the watercraft with the wind on its port side must give way to the other watercraft.

(3) When two sail watercraft meet and a watercraft with the wind on its port side cannot determine whether the windward watercraft has the wind on the port or starboard, it must give way to the other watercraft. f. Sail watercraft have the right of way over motorized watercraft unless they meet a watercraft which is broken down or restricted in its ability to maneuver or they are the overtaking watercraft. Sail watercraft must exercise special caution when entering the Wake Zone from a cove. Any watercraft operating under both sail and power is classified as a motorized watercraft. g. Non-motorized watercrafts have the right of way over watercraft under power and sail watercraft. h. Any disabled watercraft or watercraft under tow has the right of way over ALL other watercraft. i. All watercraft operators are responsible for knowing and following the applicable navigational rules.

6. TRAFFIC DIRECTION. All motorized watercraft must proceed in a counterclockwise (CCW) direction around the Wake Zone unless they are travelling at No Wake Speed within 50 feet of the shoreline. This CCW rule does not apply when retrieving a towed person or in connection with USA Water Ski sanctioned practices, competitions, or exhibitions.

Such temporary anchoring is limited to daylight hours only and should not exceed four hours. In addition, no watercraft will be anchored in a position which impedes access to any dock. e. Temporary mooring is allowed at the Clubhouse, Small Marina piers, and the LOWA fuel facility.

11. REPORTING WATERCRAFT ACCIDENTS. Every operator of a watercraft involved in an accident or collision must stop, offer assistance, contact LOWA Security, and give his/her name, address, phone number and identification of his watercraft in writing to any person injured and to the owner of any property damaged. Operators of all watercraft involved are required by law to file a formal, written report of the boating accident with the Virginia Department of Wildlife Resources when there is: a. Damage over $2,000 to the watercraft or its equipment, b. Injury requiring medical help beyond First Aid or loss of life and/or, c. Disappearance of any person from a watercraft.

12. TEMPORARY RESTRICTIONS OR SUSPENSIONS OF LAKE USE The General Manager may restrict or suspend use of a certain portion of a Lake (1) in an emergency, (2) when life or property is threatened, or (3) to otherwise protect health, safety, or property, such as, by way of example,

Regulation X from p. 17 during a LOWA-approved special event on common areas adjacent to the Lakes, for a period of time necessary to reasonably address the concern.

Any such restriction or suspension exceeding five (5) days requires approval of the Board of Directors. During the period of restriction or suspension, no watercraft will be operated, or no activity pursued in violation of the restriction or suspension. (11/7/15) 13. General Manager Waivers. The General Manager may waive the rules for shows, tournaments, exhibitions, LOW Ski Club practices, hours of operation, landing on beaches and ski take-off areas.

B. WATERCRAFT REGISTRATION AND SLIP/RACK RENTAL REQUIREMENTS. 1. DECALS. All watercraft must be registered with LOWA. Each fiscal year, LOWA registration decals must be purchased. Two decals will be issued and must be attached on the port and starboard sides of the hull at the forward end of the watercraft so that the decal is clearly visible.

The decals must be placed within six (6) inches from the Commonwealth assigned watercraft number, if displayed. Decals must be affixed to watercraft in the water, on canoes and kayaks on LOWA racks or in the designated Dry Sail Parking area by 11:59pm on May 1 each year.

2. REGISTRATION REQUIREMENTS. Watercraft registrants must present the following documentation at the time of initial registration: a. Current LOWA membership or registered tenant/authorized occupant ID. b. Evidence of ownership of watercraft or lease agreement. c. Evidence of the horsepower of the motor and length of watercraft. d. Registrants of motorized watercraft of over 25 horsepower must carry watercraft liability of no less than $500,000 per accident or show proof of homeowner or renter personal liability insurance of no less than $500,000 per accident. So long as Registrants show written proof of watercraft liability coverage satisfactory to the Board, umbrella insurance policies may be used

by Registrants towards meeting the $500,000 requirement. Registrants must certify that the required limits of insurance will be maintained and in effect for the entire fiscal year. (2/1/20) (Effective March 1, 2020) e. Registrants of non-motorized watercraft and motorized watercraft of 25 horsepower or less must carry homeowner or renter personal liability insurance of at least $100,000 per accident. Registrants must certify that the required limits of insurance will be maintained and in effect for the entire fiscal year. f. For subsequent annual registrations of the same watercraft, the owner must bring a current LOWA membership or registered tenant/authorized occupant ID and must execute an affidavit that none of the specific information about the watercraft has changed from the prior registration, and that the required limits of insurance will be maintained and in effect for the entire fiscal year. If there are any changes, the registration process must be completed in accordance with Subsection 2. g. Watercraft registered in accordance with above Regulations will not be subleased or rented for use at LOW. h. An individual sale of a watercraft does not transfer a vested right of operation for that watercraft on LOW water. i. Prior to initial registration or watercraft testing, every prospective registrant must certify that he/she has read and agrees to abide by all the Lake Regulations set forth herein, and to any other Regulations as may be adopted by the LOWA Board of Directors. j. No watercraft will be placed or operated on the lakes unless it displays current LOWA registration decals. Invited guests participating in a Sailing Regatta sponsored by the LOW Sailing Club are exempt from this requirement. k. The Commonwealth of Virginia and LOWA may stop and cite watercraft operators and owners for infractions of their respective Regulations.

3. SAFETY COURSE CERTIFICATION. All persons operating a powered watercraft of ten (10) HP or more or PWC must be certified by passing the LOWA Boat Operator’s Safety Course unless they are under the onboard direct supervision of a certified operator. Onboard direct supervision occurs when a certified person maintains close visual and verbal contact with, provides adequate direction to, and can immediately assume control from the operator of the watercraft. Operators of powered watercraft of less than ten (10) HP, operators of non-motorized watercraft, and users of other recreational water equipment are not required to complete the LOWA Boat Operator’s Safety Course. a. A person who has satisfactorily completed the Virginia Boating Safety Education course may be certified by passing the LOWA Boat Operator’s Safety Short Course.

b. A person eligible to take the LOWA Boat Operator’s Safety Course must be a LOWA member, a registered tenant/authorized occupant, or be sponsored by a member or registered tenant/authorized occupant. c. LOWA will maintain a record of all people who have been certified by satisfactorily completing the LOWA Boat Operator’s Test. The boat operator’s boating privileges may be temporarily suspended by the Board of Directors if found guilty of multiple watercraft violations within a 12-month period. (8/3/2019) 4. SAFETY REQUIREMENTS. All watercraft must be equipped with safety equipment in compliance with USCG and Commonwealth of Virginia regulations. a. All watercraft occupants (operators and passengers) must have available, in the watercraft, a USCG-approved (Type I, II, III or V) personal flotation device. This includes USCG approved inflatable life vests. All watercraft 16 feet in length or longer must also carry at least one USCG approved Type IV throwable flotation device (ring buoy or seat cushion). b. Children under the age of 13 must wear a USCG-approved Personal Flotation Device (PFD) on all watercraft when underway. A PFD must be worn by all persons operating or riding a PWC and by all persons engaged in towed watersport activities (skiing , tubing, etc.). All other operators/ passengers on each of the above watercraft are strongly encouraged, but not required, to wear PFDs. c. When non-motorized watercraft are operating beyond the No Wake Zones, all passengers are required to wear USCG approved PFDs. d. Other Recreational Water Equipment users are not required to wear PFDs; however, stand up paddleboards (SUPs) users are required to carry PFDs on board. e. All motorized watercraft must carry at least one hand-portable fire extinguisher that is U.S. Coast Guard approved and is readily accessible. f. All watercraft must carry a whistle, horn, or other device capable of making an audible blast of 4 (four) seconds duration that can be heard within zero point five (0.5) miles. g. The manufacturer’s specified passenger-carrying capacity of the watercraft must NOT be exceeded. h. The cut-off switch lanyard must be used if the PWC is equipped with one.

5. WATERCRAFT SLIP AND CANOE/KAYAK RACK RENTALS a. Watercraft Slips (1) Only LOWA members in good standing or registered tenants/ authorized occupants may rent a slip.

(2) Watercraft slips will be assigned by LOWA on a first-come, firstserved basis.

(3) Once the slip is assigned, the renter must pay his/her renewal fee annually by May 1.

(4) A slip renter will not sublet, assign, or transfer mooring rights.

(5) Reassignments to fill vacancies will be made by LOWA from its firstcome, first-served waiting list.

(6) A deposit fee of fifty (50) dollars, applied toward the first year’s annual rental cost, is required for placement on the waiting list. The deposit fee is non-refundable except in cases of withdrawal of a slip request prior to notification of a slip’s availability.

(7) Watercraft slips revert to LOWA if: (a) The current renter does not pay his/her re-rental fee by May 1; or (b) The current renter violates the above restrictions. b. Canoe and Kayak Rack Spaces (1) Only LOWA members in good standing or registered tenants/ authorized occupants may rent rack space owned by LOWA. (2) The light watercraft racks are to be used only by rowing shells, kayaks, canoes, or sail watercraft (as designated) weighing no more than 300 pounds. Watercraft with any kind of motor are not allowed.

(3) Rack spaces will be assigned by LOWA on a first-come, first-served basis; the previous year’s renter has first option for renewal.

(4) Once the rack space is assigned; the renter must pay his/her renewal fee annually by May 1. Rack storage fees will not be prorated or refunded.

(5) All watercraft on the racks must display both a current watercraft rack sticker and a current LOWA watercraft registration sticker. Watercraft without both stickers will be removed from the rack and the space reassigned. The delinquent watercraft owner will receive formal notification and will have 15 days from the date of notification to correct the deficiency; if the deficiency is not corrected the watercraft will be removed. LOWA is not responsible for any damage resulting from this removal. An additional watercraft rack sticker will be provided and should be attached to the middle of the bottom rack

At 19, I came to the U.S. in 1982 from the old Soviet Union. Later as a Flight Attendant with Eastern Airlines, I met and married a Navy F-14 Fighter Pilot.

We moved to Lake of the Woods in 1990 with our two children. The same year I received my Realtor’s degree from Germanna College. I also managed my husband’s construction company that he started at the lake.

I am proud of my grown children, now 30 and 31. They grew up right here at the lake.

Today, both my son and son-in-law proudly serve in the military, both NAVY SEALs. My dedication to this community and its members speaks loudly. Within the last 30 years, Lake of the Woods is transforming into a 4000-homes, vibrant, amenitiesfilled community.

I have served on the Clubhouse and Pool Committees, and organized the LOW Walkers Club, currently 86 members strong. I enjoy being a member of the LOW Garden Club.

LOWLINC Holds Dementia Information Session

LOWLINC would like to share some basic information about dementia with the Lake of the Woods community. We invite you to learn how you can become a “dementia friend” at our July Speaker Series on July 19, at 1:30 PM at the Community Center.

While many of us have neighbors, friends, or family members who have been diagnosed with dementia, you do not need to know someone with dementia to become a “dementia friend.” This one-hour session will help you understand the many different aspects of dementia.

Dementia is more than just forgetting things, and it may include difficulty understanding visual images, an alteration in judgment, confusion with time or place, and even changes in personality.

You will learn techniques and strategies to help you communicate patience and care for the person experiencing dementia, whether the person may be newly diagnosed or be in a more advanced stage. You will learn to become a “dementia friend” and make a difference through providing support and encouragement in helpful ways.

As a dementia friend, it is also anticipated that you can help caregivers and the person living with dementia to better understand each other. The session focuses on preserving quality of life and dignity. Being the primary caregiver for an older adult is a challenging labor of love and dedication, and your support will be greatly appreciated.

This is an informal session and includes fun activities and interaction.

You will receive a workbook for activities and will take home tips for communicating with people who have dementia. The session will be led by LOWLINC volunteers who are also Dementia Friends Champions: Carolyn Rourke and Emily Slunt.

(8) Reassignments to fill vacancies will be made by LOWA from its firstcome, first-served waiting list.

(9) Only the number of watercraft allotted to the rack space will be stored in the space.

(10) All watercraft must be placed on the rack so as to drain (typically “upside down”).

(11) Ground storage of watercraft, equipment or other items is prohibited; LOW Sail Club watercraft used for training and on dollies with a current rack and LOWA watercraft registration sticker may be stored at Sailboat Beach.

C. WATER SPORTS ACTIVITIES. (5/1/21) 1. WATER SKIING/TUBING/WAKE SURFING/WAKE BOARDING. a. Skiers or other towed persons will NOT be permitted to take off from or land on any beach or pier. b. During High Traffic Times (see A. 2.s.) , no person will operate a towing watercraft to pull any person(s) on water skis, tube(s), wake board(s), wake surfing boards (whether towed or not), or similar devices unless there is in/on the watercraft (in addition to the operator) a person actually observing the progress of the person(s) being towed. This observer must be at least 12 years of age. In the case of PWCs, the observer must be seated backward. At other times towing is permitted without an observer if the watercraft is equipped with a suitable, marine-grade, wide-angle rear view mirror. Personal watercraft must have two (2) mirrors, at least 2 ½ by 4 inches each. (5/1/21) c. Ski flag. All watercraft operations involving skiers, tubers or wake boarders on a towable device must have a ski flag readily available. This flag must be a red or orange flag measuring no less than 12 inches on each side in the shape of a square or rectangle, secured to a pole or shaft at least two feet long. (5/1/21) (1) The ski flag must be mounted or displayed in such a manner as to be visible from every direction when: (a) A skier, tuber or wake boarder is down, or a rider has fallen; or (b) A skier, tuber or wake boarder is in the water and preparing to ski, tube, or wake board.

(2) The ski flag must not be displayed at any other time.

(3) The use of this flag will not be construed as conferring any rights or privileges on its users. Operators of watercraft in the vicinity must, however, exercise precaution commensurate with conditions indicated. d. All watercraft operators who tow skiers and floatable devices must know and ensure their spotters and skiers/riders understand and use a set of hand signals to communicate between the watercraft and the skiers.

Passengers must remain seated when a watercraft is towing a skier or people on other devices. e. Skiing and towed activities at greater than No Wake Speed are prohibited within one hundred (100) feet of shorelines or in areas marked with “No Wake” buoys, and will be confined to the area of the wake zone.

6. DRY SAIL PARKING AREA. a. Only LOWA members in good standing or registered tenants/ authorized occupants may rent a dry sail parking space. b. Spaces will be assigned by LOWA on a first-come, first-served basis; the previous year’s renter has first option for renewal. c. Once the space is assigned, the renter must pay the renewal and decal fees annually by May 1. d. All watercraft in a dry sail space must display both a current Dry Sail Parking sticker and a current LOWA watercraft decal. (See X.B.1.). e. The delinquent watercraft owner will receive formal notification and will have 15 days from the date of notification to correct the deficiency. f. A dry sail space renter will not sublet, assign, transfer rights, or allow others to use the space. Doing so will result in loss of the space. g. Dry sail spaces revert to LOWA if the current renter does not pay the re-rental fee by May 1. h. Reassignments to fill vacancies will be made by LOWA from its firstcome, first-served waiting list. i. A watercraft stored in this location must be placed so that it does not pose an impediment to use of the adjacent launch and/or parking areas. The owner of any watercraft deemed by LOWA to pose such an impediment will receive formal notification and will have 15 days from the date of notification to reposition the watercraft. If the watercraft is not repositioned, LOWA will reposition the watercraft. LOWA is not responsible for any damage resulting from this repositioning.

f. At High Traffic Times when two or more skiers/tubers/wake boarders are being towed by one watercraft and one of the skiers/tubers/wake boarders fall, the other skier(s), tubers, wake boarders must drop his or her towline immediately. (5/1/21) g. All persons being towed by watercraft must wear a USCG-approved (Type I, II or III) flotation device or a Type V flotation device designed for the activity such as a ski vest. Inflatable vests must not be used for skiing or tubing. The use of flotation belts alone is only permitted when using “trick skis” while an observer is in the watercraft, and it is traveling less than nineteen (19) mph. “Trick and Jump skis” are considered as skis less than forty-four (44) inches in length with no fin. h. When any skier, tuber or wake boarder falls, the operator must immediately go to No Wake Speed and turn around on as small a radius as possible to return to the downed skier, tuber, or wake boarder. The operator must attempt to follow the reverse course on the return to the fallen skier, tuber, or wake boarder while not entering the path of other watercraft in the immediate area. The towing watercraft must display the skier-down flag. The use of this flag will not be construed as conferring any rights or privileges on its users. Operators of watercraft in the vicinity must, however, exercise precaution commensurate with conditions indicated. Fallen skiers, tubers, or wake boarders must, as soon as possible raise one arm in the air to signal their location to nearby watercraft. (5/1/21) i. No person(s) will use the Water Ski Jump at LOW unless that person is a member of the LOW Ski Club or under that organization’s instruction and is wearing a helmet approved by USA Water Ski. Only one watercraft will use the Slalom Course at any one time. Only jump skis and trick skis will be used over the jump. j. No person will operate or manipulate any watercraft, tow rope, or other device by which the direction or locations of water skis, tube, wakeboard, or similar device may be affected or controlled in such a way as to cause the participants to come into contact with any object or person(s). The provisions of this rule will not apply to contact between two or more persons behind the same watercraft or to contact with the top of the Ski Jump, buoys, or similar objects as normally used in competitive or recreational boating or water skiing. (5/1/21) k. When towing more than one skier, tube or wake board, it is the responsibility of the driver of the watercraft to ensure the towlines for each skier/tuber/wake boarder are of equal length to all skiers/tubers/wake boarders being towed. (5/1/21) l. Kite tubing and kite boarding are prohibited. m. Paragraphs a,c,e,f,g,h, and k above do not apply to boat operators and skiers participating in USA Water Ski sanctioned ski club practices, competitions, or exhibitions. n. Wake Surfing and Wake Boarding with Wake Enhancement Devices (5/1/21) (1) Wake surfing is allowed behind boats propelled by inboard motors only. Wake surfing behind boats with inboard/outboard motors or outboard motors is prohibited.

(2) Wake surfing is allowed only along the centerline buoy course between Veterans Dam and a line between Buoys 8 and 37. Other watercraft operators must be considerate of wake surfing users on the centerline course.

(3) Watercraft designed to enhance their wake by ballast or mechanical means are not permitted to operate in wake surfing configuration outside the centerline buoy course and are not allowed to tow any other devices e.g., tubes while in wake surfing configuration. Wake boarding is prohibited within 300 feet of shore and south of a line between Buoys 17 and 28 when a wake boat is deploying wake-enhancement devices.

(4) Wake Boat operators engaged in wake surfing activities must maintain a safe distance from the centerline buoy course but not exceed an operating distance greater than seventy-five (75) feet from the centerline buoy course. o. Non-Conventional Watercraft Devices and Recreational Water Equipment (1) No jetpack vessel activity is allowed at LOW, except for flyboarding which is restricted to the Main Lake within a 200-foot safety zone near the ski jump or the Clubhouse dock and only with the prior express written permission of the General Manager, the requester showing additional liability insurance of no less than $1 million, and only for demonstration and exhibition purposes.

(2) All other watercraft, devices, or recreational water sports equipment are prohibited unless evaluated and approved in accordance with X.A.4.d.

Exceptions for one-time use may be requested in writing from the General Manager. The General Manager, upon review and in consultation with the Lakes Committee, may grant permission for one-time use provided that the requester shows proof of adequate liability insurance of no less than $1 million.

(3) Additional special restrictions may be placed on any one-time use exception granted by the General Manager. These will be determined by the General Manager based on the nature of the exception requested.

June 29 Board Minutes from p. 3 periods. Major Richard Harrell of Allied Universal Security addressed the issues facing staff managing traffic and need for additional personnel using various proposed new traffic patterns.

Next step will be to get preliminary input from VDOT. The Main Gate working group will meet next week to further develop plan options and estimate operating costs. More information on progress will be available at the August 17 Board meeting.

C. Board Election Schedule Secretary Rappoport reviewed the Board Election Schedule for July through September.

5.2 Report of the General Manager, Phil Rodenberg A. Coronavirus Status: LOWA Community Activities and Business Operations There are no Covid-19 restrictions in place at present. LOWA staff vaccination rate is now 89%, up from 82% earlier this month. The GM recommended that LOWA continue to require new hires be vaccinated.

B. May Financials As of May 31, the Summary of Operation Center Income Statement Compared to Budget showed a positive variance of $141,410. Good new construction income is still coming in, and Golf Operations is also doing well.

Income from the Clubhouse and Fareways restaurants did not meet budget expectations, but are expected to show better results as the summer progresses.

Internal Controls and Risk Management Quarterly Report Director of Finance Charles Maneval reported the Finance team continues efforts to improve the current LOWA internal control environment and its related processes, procedures and systems. This is an ongoing process and will change as the organization evolves. He reviewed progress made since March in the areas of controls, process reviews, procedure documentation, internal audits, training, risk management and Information Systems Security, as well as future plans for improvements in these areas.

C. Allied-Universal Security Contract Renewal. This contract expires April 30, 2023 and the GM recommends extending the current Security Contract for one year. A Town Hall has been scheduled for July 21 at 6:00 p.m. to gather member input on the Security Contract.

D. FY2021/22 Audit: The final report on the annual independent Financial Audit is scheduled for presentation at the July 20th Board meeting.

E. Staff Changes: Gabby Barone was promoted to Sr. Accountant and Michael DeMaio was promoted to Staff Accountant in the Finance Department.

Taylor Hazelton is now Accounting Assistant. Kristina Johnson and Melinda Garvey were hired to fill two vacancies in Member Services. Daniella Campfield was hired to work with Kimberly Toone in Community Operations.

F. Other Business A Vandalism Summit was held June 23 which included LOWA, Allied Universal Security and Orange County Sheriff’s Office staff. Attendees had a good exchange of ideas to help prevent vandalism in our community, especially over the summer months.

The Main Gate exit wall is undergoing repairs. Plans are to pare back both the right exit and entrance walls to allow more shoulder room for driving safety. The GM will submit details of the proposed changes for the Board to review.

The Facilities Director is overseeing the removal of dead and dying trees from LOWA common areas, including the Golf Course.

5.3 Committee Liaison Reports: None.

5.4 Committee Reports Equestrian Committee Chair Sue Flores reported the Committee continues to support current projects, including fundraising, the Equestrian of the Quarter program and the Riding Lesson Scholarship Program. They review the budget and planning documents to identify future needs. Pony Camp was full this summer. The Committee continues to look for new ways to get more residents involved in equestrian activities.

Recess: President Brown declared at short recess at 3:40 p.m., and brought the meeting back into Open Session at 3:47 p.m.

6. UNFINISHED BUSINESS 6.1 Consideration of Adopting Proposed Amendments to Regulation I: General, Regarding Complying With Posted Rules. (Resolution 2022-17) (D-22-68) Motion by Rappoport, passed unanimously, that the Board adopt Resolution 2022-17, a Policy Resolution, about amendments to Regulation I: General, regarding complying with posted rules, effective immediately.

6.2 Consideration of Adopting Proposed Amendments to Regulation X: Use of Lakes, Regarding Non-conventional Watercraft, Wake Surfing Course Restrictions, and Main Marina and Small Marina Pier Access and Use. (Resolution 2022-18) (D-22-69) Motion by Rappoport, passed unanimously, that the Board adopt Resolution 2022-18, a Policy Resolution, about amendments to Regulation X: Use of Lakes, regarding nonconventional watercraft, wake-surfing course restrictions, and main marina and small marina pier access and use, with the following amendment to Section X.A.4.i: to delete “must” and replace with “can only”, so it now reads “No other lights, including white docking lights which could impair the visibility of approaching watercraft, will be illuminated.

White docking lights can only be turned on when nearing a dock to tie up”, effective immediately.

6.3 Consideration of Publishing in Lake Currents for Member Comment Proposed Amendments to Bylaws Article IX: Amendments, Regarding Assistant Treasurers. (D-22-70) Motion by Diercks, passed unanimously, that the Board approve publishing in Lake Currents for member comment proposed amendments to Bylaws Article IX: Amendments, regarding Assistant Treasurers.

7. NEW BUSINESS 7.1 Discussion of 2021-2022 Year-end Capital Report Facilities Director Bobby Jones reported that in FY2021/22 LOWA had 78 capital projects in the Capital Spending Plan, including carryovers from previous years. As of April 30, 2022, 38 are complete, 35 are still in progress, and 5 are on hold. The large number of projects shown still in progress are due to the impact of Covid-19, winter storm Frieda, supply chain issues, staffing changes, and final punch list issue resolution with vendors. Board members were given a summary list of status of all line items.

7.2 Consideration of Approving Carry-over FY2020-21 Capital Projects. 7.8 Consideration of Entering Lots for Maintenance and Lot Violation Enforcement. (D-22-77) Motion by Wilks, passed unanimously, that the Board approve entry to the lot in Case #22-0629-02 on or after June 29, 2022, and every three weeks thereafter until October 1, 2022, to perform maintenance as stipulated in the ECC Chair’s letters to the individual lot owner, and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

2. SWIMMING a. In the Main Lake scuba diving, swimming, and floats are restricted to the areas set out for such activities at marked beaches or within seventyfive (75) feet from shoreline or within seventy-five (75) feet from a stationary watercraft in coves. The “Divers Below” flag (a red flag with a white diagonal slash), or a white and blue, swallowtail, (Alpha) signal flag must be displayed during scuba diving activities. b. Swimming is not permitted between the Ski Jump and shore, except for skiers in sanctioned Ski Club practices or exhibitions. c. Swimming is not permitted from or within twenty-five (25) feet of any Marina or Fueling Dock or any access ramps in either Lake.

3. FISHING a. All Commonwealth of Virginia fishing laws must be complied with when fishing in LOWA Lakes. b. Trotlines of any configuration are not permitted in LOW. c. Fishing lines put out from LOWA property must be attended at all times. d. Use of nets, seines or other types of traps is not permitted, except for LOWA approved testing or fish removal programs. Hand landing nets to land legally hooked fish are permitted.

4. BEACHES a. Beaches and their associated parking areas are closed from 10:00 p.m. to 7:00 a.m. (2/19/2020) b. Fishing is not permitted from any LOWA Beach. c. Pets are NOT permitted on any LOWA beach sand. However, a person with a disability may be accompanied on the beach sand by a dog trained and in service as a service animal. d. Playing of any active sports games (e.g., volleyball, football, etc.) involving more than two persons on any LOWA beach is limited to a period of two hours per day. e. Open and/or charcoal fires are permitted in LOWA furnished, grills, or a resident’s personal tabletop fire pit or tabletop grill. (5/2015) f. No lifeguards are posted at LOWA beaches, therefore swimming is at the swimmer’s risk. g. Children who cannot swim MUST be actively and responsibly supervised.

7. FLOATS (3/15/2016) Flotation devices that are inflatable only and are designed for use when anchored or moored (as opposed to devices used for towing) (for purposes of this Section, “Floats”) are permitted for use on the lakes under the following conditions: a. All Floats must be removed from the lakes or securely moored alongside an authorized pier between sunset and sunrise unless specifically authorized by the General Manager. b. Floats must be anchored or moored closer than 50 feet or 25% of the distance to the nearest opposing shoreline, whichever is smaller, from the owner’s property. c. The maximum horizontal area of any Float is 150 square feet and the maximum height is 8 feet. d. Floats and their moorings must not interfere with watercraft navigation or the ingress/egress from the water of any neighboring properties. e. In addition to the time requirements of subsection (a), above, a Float must be removed from the water entirely when not in use for a period of 72 hours. f. When on land, Floats are considered a toy under Section X, A.1.f and must be deflated, if applicable, and stored accordingly. g. Flotation devices for individual or towing use, such as mattresses, leisure chairs, towing tubes, etc., that are removed from the lake and stored when not in use are not subject to paragraphs (a) through (e), above.

5. PRIVATE BEACHES a. Lake front property owners are permitted to use mechanical means to clear vegetation from a swimming area adjacent to their property not to exceed 200 square feet. b. A permit must be obtained from the General Manager’s office before installation of lake bottom blanket or weed roller type devices. c. The application of chemicals in the lake is prohibited unless otherwise authorized by the General Manager.

Players Auditions for Scrooge

I am disappointed to say that we will not be presenting Mama Mia or Little Shop of Horrors next year. The company that owns the rights to these works has informed us that they are going to take these shows out on national tours; thus, they are no longer available to us. Our script committee is busy looking for other shows for next season.

Scrooge auditions will be held Aug. 21, at 2 PM and Aug. 22 at 7 PM. There are twenty plus roles to be cast; some singing, some non-singing, and a least one non-speaking. The roles range from three Ebenezer’s at different ages, to the young boy who buys a turkey for Scrooge. There are a number of roles for children from Tiny Tim to the family of Bob Cratchit, father of Tiny Tim and the rest of his brood, plus others. There are roles for pre-teens through late teens plus all the adult characters. Something for everyone.

With all the roles out there, there is always a need for help. WFOL: Meet Hal Wiggins, Author of Virginia Native Plants

At 2 PM on Wednesday, July 20, Hal Wiggins will speak at the Wilderness Branch Library. He is a professional wetland scientist, wetland ecologist, naturalist, and author. Hal has led field trips into the Great Dismal Swamp, and now leads river trips, or perhaps you can catch him in his own art gallery, Hal’s River Gallery, on Fall Hill Avenue.

His awards have been many, including the Meritorious Civilian Service Award, Embrey Dam Removal Team, Governor’s Award for Environmental Excellence – Protection of Crow’s Nest Peninsula, and the Ralph Happel Award for Battlefield Preservation.

Hal will be available for book signing after his talk, and, of course, for a period for questions. Hal has written three books: Virginia Native Plants, A Field Guide to Crow’s Nest, and, most recently, The Fascinating Guide to Wild Edible Plants.

Plan to come and meet Hal Wiggins. Hal is as close to a Renaissance man as we are likely to find.

Orange County

The Orange County FY 23 Budget includes $67,140 to help support the human services provided by the Rappahannock-Rapidan Community Services Board (RRCS). RRCS provide services to the citizens of Orange County as well as the citizens of Culpeper, Madison, Fauquier, and Rappahannock Counties.

These services address a variety of issues including behavioral health, developmental disability, substance use disorder, and aging.

The Supervisors were recently briefed on RRCS’s last year’s activities.

Since much of their services are provided in a direct personal manner, COVID significantly impacted that delivery. As a result, Telehealth became the primary mode of providing support to clients. An interesting result of using Telehealth, was that appointment no-show rates went down. A large number of people participated in live Resiliency and Life Skill webinars to assist with coping skills exacerbated by the pandemic. Because the Senior Centers had to be closed during the pandemic, their operations converted to home delivered meals.

RRCS provides behavior health assistance to law enforcement for crisis calls. Behavior health professionals engage with first responders and law enforcement officers on calls considered mental health situations in attempts to defuse situations. This can divert individuals from jails and emergency rooms and direct those individuals in crisis to appropriate behavioral health care. RRCS was chosen as a pilot location for the Marcus Alert Legislation implementation.

As a rural area, this is a comprehensive approach to behavior health emergency response. It involves the 911 Center, crisis hot lines, 24-7 response teams and training for law enforcement and other first responders. RRCS cited a couple crisis incidents where assistance to law enforcement by behavioral health professionals resulted in avoiding arrests and providing treatment.

RRCS provides the S.E.E. Recovery Center in Culpeper. The S.E.E. stands for Support, Encourage, Empower. It is an immediate access point for people to connect with a Peer Recovery Specialist or Crisis Counselor.

S.E.E. staff can provide the community with mental health or substance abuse services 24 hours a day. It has special services to military veterans and their families. RRCS also provides housing support, transportation assistance through a volunteer driving program and a parent and family support program to avoid foster care.

Many residents of Orange County have received one or more of these services. Developmental services have been provided to 113 residents, mental health service to 396 residents and 44 residents received substance abuse services. Aging services including transportation, senior center operations, adult day care, home delivered meals and assistance to seniors and their caregivers to connect with a variety of other services.

RRCS has a budget of about $32 million. It receives funding from federal, state, and local sources as well as fees for some of its services. RRCS is governed by a board of directors with three representatives from each of the five counties. It has a website, www.rrcsb.org where you can find more detail on services and how to connect with those services.

FAREWAYS CAFÉ: Full-Time Evening Shift Supervisor needed to oversee staff, delegate work assignments to staff. Duties include maintaining food inventory, stocking and re-stocking supplies, ensuring all monies and banking is performed properly by following financial policies and procedures, performing closing duties, providing resolution to customer issues elevated by staff and ensuring daily sales sheets are properly recorded. Two years of experience in similar restaurant environment, excellent customer service and friendly outgoing personality are desired. ServSafe Food Manager Certification desired but will be provided by LOWA. Work schedule varies. Restaurant open Sunday through Saturday and some holiday availability will be necessary.
