Get Out & Go LOW 4.0! Scenic Photo Contest LOWA is pleased to announce our Fourth Annual LOW Scenic Photo Contest. We are looking for great photographs that showcase our community, amenities, and activities. Perhaps you have already taken some fantastic shots, or maybe you want to explore LOW and take some now. All photos that primarily feature a scenic view of common areas within LOW are welcome. Any type of camera may be used to take the photo. Got your cell phone handy? Then snap a great shot and send it to us! Winners will receive LOWA Gift Cards (no cash value) and will be announced and their photos featured in the August 27 issue of Lake Currents. LOWA Gift Certificates will be awarded as follows: first place $50, second place $25, third place $10. Winners will be selected by the LOWA Communications Staff. I hope all of you saw the Meet and Greet flyer in our most recent email blast. It is for the Section gatherings which begin at 4 PM on Wednesdays at the Clubhouse. I heard from a member who attended the first Meet and Greet on July 7. She said it was a huge success. I encourage you to come and meet your neighbors while having a wonderful time at our Clubhouse. The schedule is below. Did you know that Security had to let everyone in the gate six times on the Fourth of July weekend? Did you know that during weekdays our visitors’ lane is predominantly used by contractors? As much as we avoid talking about a third gate, it is time to consider what we are going to do. We know it will be expensive, and the longer we wait the more expensive it will become. Do I want to pursue the creation of a third gate during my presidency? Definitely not, but it is something we all should be considering. Another reminder for those of you who use the back gate. Be kind and drive quietly. If there is any way you can avoid loud mufflers, backfires, or revving your engines, we ask that you please do. There are members living nearby who are sensitive to loud noises and who lived here long before there was a back gate. You are probably not even aware that you are causing a disturbance. Might I suggest that you look up at the trees from time to time, especially when you go for walks. You will find that living in Lake of the Woods is like living in a national forest. Enjoy the beauty that surrounds us. We are very fortunate.

How’s your summer going, LOW? Amenities are in full swing these hot summer days, and I hope you are taking full advantage. This is one of the columns I’d rather not write, but I need to. It is about lot owners who ignore letters from LOWA for action. LOWA takes a fair yet firm approach that has consequences when a lot owner does not act. Violations Consequences. On July 7, LOWA prevailed in Orange County court against a LOW lot owner who failed to maintain the lot properly for over a year. The judge ordered an immediate cleanup and awarded LOWA $7,000 in attorneys and court fees going back to September 2020. If the amount is not paid soon, LOWA will put a lien on the property, and possibly garnish wages. On April 23, LOWA prevailed in Orange County court against a LOW lot owner who did not pay the annual assessment and a lot cleanup charge from a lot violation. The judge awarded LOWA $4,900 in annual assessment, contractor charges, and attorney fees. Because the owner still refused to pay, our attorney is garnishing wages. I look at these cases as hollow victories. We had to involve our attorneys to sue your fellow lot owners to get satisfaction. We would much rather work with a lot owner on a cleanup or payment plan. We give plenty of time to resolve a lot violation or payment issue. By the time we are in court, LOWA has sent the lot owner at least three letters and an attorney demand letter. Non-Payment Consequences. On July 12, the Finance Department sent out the first batch of delinquency letters to lot owners who have not paid, or made arrangements to pay, the annual assessment due May 1. The letter informs them that their account has already been charged a $50 late fee and 6% interest. If the assessment remains unpaid, LOWA will send a certified letter in the next 30 days that says LOWA will soon take away access to amenities, including the automatic gates at the Main and Back gate and voting rights in the annual Board election. If there is still no response, we will send a third letter saying they have 10 days to pay or be turned over to our collections attorney, and that all future contact will be through the attorney. We always hate to see an account get turned over to the attorney for collections. The Finance Department is always willing to work with a lot owner to develop a payment plan, if needed, to keep the account current. We offer annual, semi-annual, and quarterly plans. We can also work with a lot owner to develop a customized plan to stay current. Please call Member Services at 540-972-2237 if you have concerns about your account. To those LOWA lot owners who pay on time we thank you for your part in keeping LOWA running efficiently. Our annual assessment delinquency rate is normally less than two percent – better than the industry-wide five percent - because of lot owners who pay on time, and because of LOWA’s diligence in following our fair but firm collections policy.

Board Amends Regulation IV: Individual Behavior, Smoking & Marijuana The Board of Directors, at their June 30 meeting, approved amendments to Regulation IV: Individual Behavior, regarding smoking and marijuana use on common areas. What is the effect? The amended regulation prohibits marijuana smoking on all common areas and adds playgrounds to the list of areas where smoking, including the use of electronic smoking devices, is prohibited. The amended Regulation IV reads as follows: IV. INDIVIDUAL BEHAVIOR (Sections A-E remain the same.) F. SMOKING 1. Smoking, including the use of electronic smoking devices is prohibited in LOWA buildings, LOWA vehicles and enclosed spaces, pavilions and gazebos, and on playgrounds on LOWA-owned property; provided however, the General Manager may designate areas where smoking, including the use of electronic smoking devices, is permitted. The General Manager may designate areas where smoking is permitted. 2. For the purposes of this Regulation, “electronic smoking device” means any electronic device that can be used to deliver an inhaled dose of nicotine or other substance, such as an e-cigarette, e-cigar, e-pipe, e-hookah, or vape pen, or under any other product name. 3. Notwithstanding anything to the contrary in this subsection F, marijuana smoking is strictly prohibited on and in all common areas and facilities. (Sections G-H remain the same.) VIII. USE OF THE CLUBHOUSE A. GENERAL 1. No alcoholic beverages are permitted in the Clubhouse except in strict compliance with Regulations established by the Alcoholic Beverage Control Board of the Commonwealth of Virginia. 2. No outside commercial catering will be permitted in the Clubhouse OR on its grounds without the express approval of the Board of Directors. 3. The various facilities of the Clubhouse will be open at such hours as are determined by Management and the membership will be informed of those hours through the various LOWA means of communication. 4. Smoking, including the use of electronic smoking devices, (see IV.F.2.) is not permitted in the Clubhouse or on the Clubhouse Deck. Smoking, including the use of electronic smoking devices may be permitted in designated areas outside. However, marijuana smoking is strictly prohibited in the Clubhouse or on the Clubhouse Deck. 5. For the purposes of this regulation, Management shall be interpreted to mean the General Manager or the General Manager’s designee. Designees include Assistant General Manager, Clubhouse Manager, Clubhouse Management Consultant, Dining Room Manager or other employees as necessary. (2/2009) (Sections B-F remain the same.) XII. USE OF THE SWIMMING POOLS (Sections A-D remain the same.) E. RULES OF CONDUCT 1. Water Safety Rules pertaining to the pool and pool areas, including but not limited to the following, will be posted and enforced at all times: *No pushing, running, dunking, wrestling or other actions that could result in injury; *No fireworks, sparklers or explosive devices; *No weapons of any type; *No spitting, lewd behavior, abusive or foul language; *No chewing gum or glass containers; *No alcohol, except for events with written approval of the General Manager; *No illicit or illegal drugs; *No smoking; including the use of electronic smoking devices (see IV.F.2.); Marijuana smoking is also strictly prohibited *No throwing objects or playing on the pool deck; *No prolonged underwater swimming for time or distance. 2. Playing water games in the Pool is subject to lifeguard approval. 3. Only Type II or Type III Coast Guard approved personal flotation devices (PFD) may be worn by children with adult supervision. The following flotation devices are not permitted in the pools: rafts, arm water rings, water round rings, and swimsuits with flotation devices. Exceptions to the above-mentioned flotation devices may be used during instructor-led aquatic classes. 4. Kickboards may only be used in the lap lanes. 5. Noodles may be used in the shallow end of the pool, but not in the deep end or lap lanes. 6. Consumption of food and beverages will be limited to the designated table areas provided at the pool facilities. Members/tenants/guests are

responsible for cleaning up their area before departing. 7. Designated lanes are for lap swimmers only. 8. In addition to the rules herein, use of diving board and slides is also subject to any and all rules and regulations. (6/3/17) The Association, Board of Directors and lifeguards will not be held responsible for loss or damage to any personal property of any kind. These rules may be revised or amended at any time at the discretion of the Board of Directors. Patrons who violate these rules or a reasonable request of staff may be ejected from the pool and pool area(s) and shall be subject to any and all applicable sanctions authorized by the LOWA’s Declarations, Bylaws, these Rules and applicable law or regulation. XVII. USE OF THE COMMUNITY CENTER (Sections A-C remain the same.) D. CONDUCT 1. Smoking, including the use of electronic smoking devices, (see IV.F.2.) is not permitted in the COMMUNITY CENTER. Marijuana smoking is also strictly prohibited. 2. No advertising shall be permitted except as approved by the Management. 3. No items shall be stored in the COMMUNITY CENTER without express permission of the Community Operations Manager or GM. 4. No publications, pictures, decorations, dishes, utensils, or other articles or property of any kind shall be removed without permission from the Management. 5. Flowers and shrubbery around the grounds are not to be cut for personal use. 6. Pets are NOT permitted in the COMMUNITY CENTER without the express permission of the Community Operations Manager or General Manager. A person with a disability shall have the right to be accompanied in and around the Community Center by a dog trained and in service as a service animal. (1/2013) 7. Rough or boisterous conduct or use of profane language is not permitted. 8. Telephones will be used only for official LOWA business or in the event of illness or other emergency. Telephones may be used for short messages, such as a request for pickup after an event. 9. Suggestions and complaints should be made to the Management directly, or in writing, for appropriate action. 10. No items shall be left in the refrigerator overnight without the express permission of the Community Operations Manager or the GM. 11. Users are liable for damage caused to LOWA property and / or the property if individuals or groups that have prior permission to store items in the COMMUNITY CENTER. (Sections E-G remain the same.) XVIII. USE OF THE FITNESS CENTER (Section A remains the same.) B. Equipment 1. FC Users are prohibited from relocating exercise machines and equipment from their established locations. 2. Equipment must be used properly, without causing potential damage to, or excessive stress on the equipment. FC Users are liable for the damage they cause to LOWA property. 3. Equipment must be cleaned using the provided wipes after each use. FC Users must clean up after themselves. 4. All weights must be re-racked and equipment put in their proper location after use. 5. The deadlift platform must be used at all times when performing deadlift exercises. 6. Use of cardiovascular equipment such as treadmills, ellipticals, and recumbent bikes must be limited to 30 minutes when others are waiting. 7. Food, tobacco, and alcoholic beverages are not permitted in the Fitness Center. Only closed plastic beverage containers are allowed. Smoking, including the use of electronic smoking devices, (see IV.F.2.) is not permitted in the Fitness Center. Marijuana smoking is also strictly prohibited. 8. Fitness Center vandalism or structural damage must be reported immediately to the attendant, if on duty, or Security by calling 540-972-2210. 9. LOWA is not responsible for personal property lost or stolen in the Fitness Center.

What is proposed? The proposed amendment to Regulation V. Section D. regarding the proper storage of trash and recycling containers, would clarify when containers can be placed by the street for pickup and how they must be stored after pickup. Why? Members sometimes leave trash and recycling containers next to LOWA roadways past the regularly scheduled pick-up days which creates an annoyance and nuisance. By amending Regulation V. Section D., LOWA intends to clarify such times that are appropriate to leave trash and recycled containers by the street. Who proposed it? The General Manager proposed the change, the Rules Committee and LOWA Attorney provided input. What is the effect? The regulation will state that members may leave trash and recycled containers by the street no earlier than 5:00 PM on the evening prior to pick up and must be stored by 7:00 PM the evening of pickup. It will also clarify that trash and recycling containers can be sufficiently screened from view of any street, lake and golf course as well as stored away in a basement, garage or shed. For example, a lattice screen can be added to hide the containers.

LOWA REGULATION V. SECTION D. USE OF PERSONAL PROPERTY D. PERSONAL PROPERTY/ TRASH AND RECYCLING CONTAINERS /INOPERABLE VEHICLES / UNLICENSED MOTOR VEHICLES 1. Personal property, such as lawn and garden tractors (20 hp or less), equipment, ladders, trash and recycling containers, receptacles for trash, accumulations of building supplies, lumber, toys, etc., shall not be stored in the front or side yards or in an unsightly manner in back yards. It is recommended these items be stored in a basement, garage, or approved shed, or sufficiently screened from view from the street, lake and or golf course. National Night Out at LOW by Larry Morlan, Member, Safety and Security Committee

The Fourth annual LOW National Night Out will be held on Tuesday, Aug. 3, from 6 to 7 PM at the Community Center Pavilion. The event was canceled in 2020 because of the pandemic, but we are pleased to hold it this year. This is the designated evening when communities across America come together to meet and greet public safety groups to promote law enforcement, community partnerships and neighborhood camaraderie to help gain safer neighborhoods. This year’s event is again sponsored by Neighborhood Watch and the Safety and Security Committee. Participants in the event will be the Virginia State Police, Orange County Sheriff’s Office, Inland Game and Fisheries, LOW Fire and Rescue, and the LOW Security team. All groups will have officers available for discussion, as well as having equipment on display. Tentative plans are for LOW Security to be serving hot dogs and water to residents. Everyone is invited to the festivities, to meet the officers, to view equipment, and to meet your neighbors.

A. Legal & Compliance Committee Charter Changes Director Wilks reviewed the proposed changes to the Committee’s Charter. This will be put on the July 21 Board meeting agenda for consideration of adoption. B. Communications Committee Secretary Vickery reported that the Communications Committee will hold their former virtual Committee Fair live on November 20, 2021 from 12 to 4 p.m. C. Honor Awards Committee President Zukowski said the Committee currently has no members and is looking for volunteers to help with the nominating process this year. Interested members should contact her. 4.4 Committee Reports A. Equestrian Committee Report, Sue Flores, Chair The Committee continues to support a variety of equine activities and seeks to find more ways to get young people involved and build programs for the community. A Riding Lesson Scholarship Program and “Equestrian of the Quarter” program are being developed. They would also like to improve the parking lot to create safe turn-around space for horse trailers, and make food service available at horse shows. They will be reviewing the budget and addressing planning to forecast future needs.

Members commented on the controversy over porta-potties at the beaches, asphalt paving projects and the crossover pipe and ditch reconstruction project. 4. REPORTS 4.1 Reports of Officers The President and Treasurer had no report. Secretary Vickery reported some members received anonymous letters in support of re-naming Confederate Drive. She mentioned that we do not control the map and noted such a change would impact numerous other government and legal records and processes, such as deeds and land records. A. Executive Session Actions Motion by P. Brown, passed unanimously, that the Board authorize the President to work with the LOWA attorney and the GM to draft and sign correspondence from the Board to an owner concerning Security procedures. B. Committee Changes Motion by P. Brown, passed unanimously, that the Board approve the Committee changes as presented on the Committee Change List dated June 30, 2021: (D-21-65)

C. Referendum Update: Secretary Vickery reported that as of today, 2,262 ballots had been cast in the Referendum, down from 2,268 on June 8. The decrease is due to residents moving out of the community, causing their ballots to be removed from the count. Efforts to obtain more votes will continue to focus on public events and at locations frequented by members. 4.2 Report from the General Manager, Phil Rodenberg A. LOWA Amenities, Events, Meetings and Offices – Coronavirus Status The Governor’s state of emergency requirements expire today relative to masks and social distancing. Unvaccinated residents should continue to follow social distancing and mask recommendations. The Board agreed to eliminate masks for staff at the Equestrian Center and in our restaurants, and to allow those involved in indoor sports to reserve space and eliminate masking. B. May Financials In May we collected $767,408 in FY-2021/22 lot assessments, for a total of $5,229,359, or 70.6% of total lot assessments billed. Through June 21, an additional $217,405 has been collected, bringing total collections to $5,446,764, or 73.5% of total lot assessments billed for FY-2021/22. No members were delinquent in current year lot assessments as of May 31. As of May 31, the Unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $81,680, due primarily to increased performance in restaurant operations and better than expected income from New Construction and Renovation Reserve fees. C. Other Business Jack Diehl has accepted the position of PGA Golf Operations Manager at our Golf Course and will start work in mid-July. He has 20 years experience in golf operations and will be moving to Virginia from Birmingham, Alabama. The Clubhouse roofing replacement project is underway and expected to be completed by October 1. Four teens caught trespassing at the Clubhouse pool have been given the option of paying the $50 fine or doing 10 hours of Community service picking up trash. Management and Security worked together to offer this option, and LCC supported the community service initiative. A member Pool Survey was launched to get feedback from members on the pools and staffing this year. The survey ends July 9th. Management acquired pricing from Chemung for several potential projects, and provided four Options for the Board to consider. A few of you may recall the LOW Chess Club which, like much else, unfortunately fell victim to the COVID pandemic last spring. Pre-COVID, the LOW Chess Club met one night a week at the Community Center, from 6:309:30 PM or so, and generally had a half dozen or fewer players show up. The purpose of this article is to gauge interest in restarting the club, now that it seems we’ve largely turned the corner on COVID. If you’d be interested in joining or rejoining a LOW Chess Club, or would like more information, please contact me at kurtheinz6103@gmail.com. Let me know your ideas on when a club should meet (weeknights or weekends? Daytime or nighttime hours?). Should the club endeavor to do more than just provide a place to play chess (e.g., instruction)? Should vaccination or masks be required? Is it too soon to be comfortable sitting across a table from opponents for extended periods? I look forward to hearing your thoughts! In the meanwhile, COVID has provided an excellent opportunity to explore chess online, if you’re so inclined. Many (including professional chess players) have built up a vibrant online chess community, via sites such as lichess.org and chess.com. I particularly like Lichess – it’s a free, opensource site that requires no personal information, contains no ads, and can provide free computer analysis of your games if you like. You don’t even need a board and set – it’s all part of the interface. Games can be played 24/7 with people all over the world. Give it a try!

Congratulations to the top winners: Overall Low Gross: Sue Richards and J T Darby Overall Low Net: Anne Smith and Claude Rogers Also, congrats to all the winners in each flight (too many to list here). A great time was had by all. The President’s Cup Tournament takes place on three consecutive Tuesdays, July 27, Aug. 3, and Aug. 10. This is an individual, flighted, stroke play tournament. Winners are determined by their combined two best rounds out of three. If you can’t play one of the Tuesdays, you can still compete with the scores from the other two. The entry fee is $5, paid one time, in addition to the usual $3 fee, to be paid when you check in on the first Tuesday. There will also be a regular Tuesday game each week and participants must sign up each week, as usual. Ladies, our president, Karen Woods, is currently the only female voting member on the Golf Committee. Anne Smith is an alternate and Nancy King is an advisor. Both are non-voting positions. This committee needs more female representation. If you are interested in seeking an alternate position on the committee, contact Karen Woods. The alternate moves to a voting slot when a voting member leaves or their term ends. The Golf Committee meets on the fourth Monday of each month at 3 PM in the Trophy Room at the Woods Center. You are welcome to attend meetings to see if you might be interested in serving. The LOW Lioness Club is having a School Supply Drive. LGA member Judy Ludvigsen placed a basket in the ladies’ lounge at the Woods Center to collect school supply donations. A list of specific needed items is posted there also. The work of the LOW Garden Club continues this month in three gardens that the club maintains: Memorial, Clubhouse, and Wilderness Library. Many members regularly plant, transfer, weed, thin, divide, and water the garden plants for the benefit of the community. You will see major changes to the design and plants by fall. Contributions to the Garden Restoration Project continue to arrive and the LOW Garden Club hopes to reach its goal by Aug. 1, the cut-off date. You may track the progress on the poster in the Clubhouse lobby, which is updated as the fund grows. Contributions may be mailed to the LOW Garden Club, P O Box 663, LOW 22508. Our Aug. 9 meeting in the Clubhouse features Matt Peterschmidt speaking on the restoration project at Stratford Hall. ‘Tis the season! The LOW Garden Club is a member of the Shenandoah District, the Virginia Federation of Garden Clubs, and the National Federation of Garden Clubs.

The award will be presented at the LOWA Annual Membership Meeting on September 6, 2021 at 10am.

Along with most other committees and clubs here at Lake of the Woods the regular work of the Honor Awards Committee was detoured by the COVID-19 virus. But the response of this community to the virus has been notable, and we would be remiss if we failed to honor those who stepped forward to meet the challenge. Volunteers are already hard at work planning and getting ready for LOWLINC’s annual fall fundraiser – The Art of Wine. It is being held on Sunday, Sept. 26, from noon to 4 PM, at the Lions Pavilion at Sweetbriar Park. Again this year, LOWLINC is pairing The Art of Wine with the LOW Arts annual Fine Art Show & Sale happening the same weekend at the Community Center. Cheryl Brown, who chairs this year’s planning committee, agrees that one of the fun parts of serving has been visiting wineries in the area and inviting them to participate! Nobody wants to have wine without food, so the committee has also arranged for food vendors. Other work includes arranging sponsorships, coordinating the event with LOW Arts, recruiting volunteers to work the event, ticket sales, set up and clean up, parking, and so on. The list goes on. That’s why Cheryl is pleased to be joined by so many other volunteers from our community to serve on the committee and work at the event. “With this group of volunteers, I know this year’s Art of Wine will be a fun experience for all,” she says. Mark your calendars now and make plans to attend this year’s Art of Wine fundraiser. Tickets go on sale Aug. 15. Tips for Creating a Pollinator Garden • Choose colorful, fragrant species and wildflowers that are native to your region. Plants and insects that evolved together belong together. • Include plants that bloom from spring to fall to attract insects that thrive in each season. Also consider night-blooming flowers for moths and bats. • Plant food sources. Birds, butterflies, bees, and other pollinators are attracted to seeds, berries, and nectar. Some require food for larvae, so grow a few extras and expect some plants to be eaten. • Don’t “clean up” everything. Bees and other insects require hollow stems, spaces among dead limbs, leaves or other habitats for shelter. • Provide water and “puddling” stations. Leave shallow pools of clean, slow moving water, but change the water frequently to avoid hatching mosquitoes. • Avoid pesticides as they kill both “good” and “bad” insects. Investigate natural remedies but remember that even “natural” materials include chemicals with related consequences.

are completed, 38 are still in progress, and one is on hold. The large number still in progress is directly attributed to management-imposed delays due to the pandemic. The total amount budgeted for completed projects was $1,950,394. Of those, projects that came in over budget totaled $57,922; those that came in under budget totaled $222,304, for a net overall savings of $164,382 under budget. Total spent on completed projects was $1,786,011. Overall we are in good financial shape to get Capital projects back on track and expect to complete 18 more projects by the end of September, 2021. 6.6 Discussion of Beach Restroom Facilities. Director of Facilities Bobby Jones briefed the Board on the history of porta-potties at the beaches and the logistics that were used for placement, screening, unit size and priority locations. He asked for guidance from the Board regarding status of the most recent units installed at Pleasant Grove and Mt. Pleasant beaches. Board members were in favor of keeping the units, given the lack of options agreeable to all parties having a legitimate interest, but that research on alternative solutions continue. Management will work with abutting neighbors and residents to determine best placement and screening aesthetics at current and future sites. 6.7 Consideration of Entering Lots for Maintenance. (D-21-72) Motion by Wilks, passed unanimously, that the Board approve entry to the lot in Case #21-0630-01, #21-0630-02 and #21-0630-03 on or after June 30, 2021 to perform maintenance as stipulated in the ECC Chair’s letters to the individual lot owner, and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants. Motion by Wilks, passed unanimously, that the Board declare a continuing violation of the Restrictive Covenants exists on the lot in Case #21-0630-4, and the Board suspend the voting rights and use of the recreational amenities, including the Main and Back automatic gates, until the violation is corrected, in accordance with Section 12.G.b. of the Restrictive Covenants, effective July 9, 2021. I further move the Board authorize the GM to send a legal demand letter from the LOWA Attorney to bring the lot into compliance. Tucker Excavating, Inc. of Mine Run, Virginia in the amount of $95,286.55, funds to come from the Repair & Replacement Reserve and designated in the FY-2021 Capital Spending Plan. 6.4 Discussion of Adopting the Fareways Committee Charter to Establish a Fareways Committee. (D-21-72) Motion by Wilks, passed unanimously, to amend the Agenda to provide for consideration of establishing a Fareways Committee. Motion by Clawson, passed unanimously, to adopt the proposed Fareways Committee Charter to establish a Fareways Committee. Director Clawson volunteered to serve as Board liaison to the Fareways Committee. The Board asked the General Manager to publicize to members that a new Fareways Committee has been approved and they are looking for members to serve on the Committee. The Board would like to be able to approve Fareways Committee members at their July 21 Board meeting. 6.5 Discussion of FY-2020/21 Year-end Capital Projects. Director of Facilities Bobby Jones summarized the current status of all Capital Projects as of April 30, 2021 and provided highlights to selected items on the list. For FY-2020/21, there were 96 capital projects in the Capital Spending Plan including carryovers from previous years. Of those, 57

Men’s Golf Association News

by Gene Mulholland, Communications, MGA MGA Day On June 23, Matt Hibbs shot a one under par 70 to lead his team to victory in the best three balls of four match. His teammates were Bob Mackes, Ralph Sonntag, and Claude Rogers. Second place went to the team of Dave Lloyd, JT Darby, Bernie Hamilton, and Joe Quimper. Mike Dearring, John Lockhart, Ed Connor, and Dave Witmer finished third, followed by Keith Himmelberger, Dick Delio, Terry Hill, and Jim Funk. Neither heat nor humidity, nor the burning sun, could keep 45 MGAers from completing their morning round on a sweltering June 30. Fifteen teams battled it out in a shamble format. Coming out on top was the team of Mike Rieley, Luis Amador, and Jack Burton with a score of 246. One stroke behind them in second place were Paul Hibbs, Garth Lamb, and Harry Lee. Steve Broaddus, Robert Smith, and Jim Ogletree finished third with a score of 248. Fourth place, with a score of 250, went to Rich Cox, Rick McInnis, and Tom Wertz, while Mike Dearring, Gene Mulholland, and Mike Hill finished fifth with a score of 254. MGA Senior League Taking advantage of an off week, and in preparation for the second half of league play, an intra-squad match was played on July 1. The results follow:

The Addams Family full cast list can be seen on our website, www.lowplayers.org. You will recognize many names like Jeff Kyer as Gomez, the Addams Family father; Jeff was Joseph in Joseph and the Amazing Technicolor Dreamcoat. Playing his wife Morticia is Mallory Wilkinson, last seen in the Full Circle concert. There will be more about others and their characters in future Lake Currents. Keep these dates on your calendars for the play: Oct. 16, 17, 18, 22, 23, and 24. Tickets will go on sale in early September. This comedy-filled musical with its original script is very loosely based on the TV show of the same name. I did not know that there were reruns showing of those original comedies, but while surfing channels ran across one. Unfortunately, I did not see what channel offered them. The dates for the Christmas concert, We Need a Little Christmas, have been set for Dec. 16, 17, 18 and 19. While this is going to be a family show filled with Christmas music, it is not a children’s show. There will be more about this concert as we get a little closer to that time. A quick reminder: the Show Stoppers singing group is entertaining tonight, Friday, July 16, on the Clubhouse deck. Check for reservations through the Clubhouse.

The Commonwealth of Virginia has enacted legislation to create an alert system for emergency call responses to mental illness, substance abuse, and developmentally challenged situations. These efforts are being implemented to better deal with behavioral health crises and prevent tragic outcomes. Usually, law enforcement is called to respond to these situations, but the new legislation, called Marcus Alert, seeks to promote a behavioral health response to these crises using a mobile crisis response team. Law enforcement would be available as backup for such a team when necessary. The behavior health response includes both mental health professionals and peer recovery specialists who can deal with the crisis, as well as direct those who need continuing services to the appropriate providers. The legislation calls for developing the Marcus Alert system procedures at the state level, as well as at regional levels. The state level defines four levels of engagement with individuals experiencing a behavioral health crisis. At level 1 (routine), the 911 Center can transfer an individual to a regional call center to deal with a health professional by phone. At level 2 (moderate), in-person behavioral health support is warranted. For level 3 (urgent), an emergency custody order may be utilized. Level 4 (emergent), involves full response of law enforcement, EMS, fire, and behavioral teams. There are guidelines for determining which levels will be implemented. The state also establishes levels of training and competencies for behavioral health professionals, law enforcement, and others dealing with individuals experiencing behavioral health crises. Rappahannock-Rapidan Community Services has sponsored meetings on how to implement Marcus Alert at the regional level. Identifying issues with implementing Marcus Alert in a rural environment is critical, since rural implementation is likely to be significantly different from that in urban areas. Orange County has representatives at these meetings, including the sheriff’s office, the 911 center and social services. One of the challenges for regional implementation of Marcus Alert is developing a data base of individuals who voluntarily provide information that would help first responders or law enforcement in responding to a behavioral health crisis. That data base was to be implemented by July 1 for individuals and families to provide input. For Orange County, the data base is being implemented by RRCS. The Orange County Broadband Authority (FiberLync) is making excellent progress at getting the county wired for fiber optic broadband. County and school facilities have been connected, and getting fiber to the rest of county businesses and residences is ongoing at a rapid pace. As of July 3, 129 miles of fiber have been placed along roadways, passing 2,476 homes and business locations. Some 979 locations have signed up for service with 807 already connected. This is a take rate of 39.5%, which exceeds that needed for financial success. The take rate may be affected by customers that already have long term contracts in place and who may sign up with FiberLync after their current contracts expire. The average lead time for connection is 21 days. FiberLync has teams installing fiber along roadways and other teams making fiber installations into homes and businesses. There are three levels of service, ranging from $49.99 per month for 100 Meg Download/50 Meg Upload, up to $79.99 for 1Gig Download/500 Meg Upload. What is interesting is that about half (467) of the customers are signing up for the top-level service. The federal and state governments are making available various grants to speed up the rate of getting broadband to businesses and citizens. FiberLync is well positioned to utilize any grants and is actively pursuing them.
