President’s Message

Hello Fellow Members: My message today is about the election process this year. It is a unique situation for many reasons.

The first is that it is an uncontested election; there are two qualified candidates for the two vacancies that will occur in September. The second is that, as of today at least, we are still dealing with the COVID-19 pandemic and the restrictions imposed by the Governor’s orders, the Center for Disease Control, and other governmental agencies.

First, as far as the uncontested election, the current candidates are Carl Clawson and Teri Vickery. Some have questioned why an election is needed since the number of qualified candidates equals the number of slots to be filled. The answer to that question is simple and based on the Bylaws of the Association; Board Members are elected. To have an election, we must announce the meeting, send out proxy ballots and at least 800 Members must vote by submitting ballots, which are also needed to establish a quorum for the meeting. The Bylaws require that the election then be closed at the Annual Meeting of the Membership, when possible.

Barring complications with the voting process, the results of this election will be announced at the meeting. The only complication might be whether there is a quorum for the meeting.

Second, we do not know what restrictions may be in place due to COVID-19. Presuming the mandates are the same as they are now, we cannot have a typical Annual Meeting of the Membership. The number of people allowed in the building and distancing restrictions are such that we can allow no more than 50 to 75 members at the meeting. Many more can observe via ZOOM; however, they are not considered as being present for quorum and voting purposes. We will likely make special allowances for those Members who are proxy holders to attend. As President, I preside over the meeting and give a report, as does the General Manager. There is also a need for the Community Operations and Communications staff to be present.

In addition, the awards process has been modified due to COVID-19 and those Members being recognized need not personally attend (the number and identity of these are not known at this time).

I sincerely hope that no future Annual Meeting of the Membership must take place with the type of restrictions currently needed.

The proxy ballots will go out near the end of July, and I urge all of you to vote when you get your notice. I also urge you to not appoint any Member as a proxy, as they would have to attend the meeting for your vote to count. This will ensure that the Board Secretary will hold sufficient proxies to establish a quorum so that your selections on the proxy ballot are counted. This will enable the voting process to be completed, the election can be closed, and the results announced. I hope you enjoyed the Fourth of July weekend, and are staying safe at home and in public. It was strange not having the Independence Day events, capped off by the fireworks show. I always enjoy walking around Clubhouse Point during the Independence Day event and talking to members and their families. As a consolation prize this year, I thought the almost full Hay Moon helped make up for the loss of the pyrotechnics. We have postponed the entire day’s events – parade, Point events, ski show and fireworks - to Saturday, Sept. 5. LOWA will likely have a set of requirements for the day to reinforce physical distancing and use of masks. We will announce these as we get closer to Labor Day. LOWA Fun Fact #1: LOWA has issued over 2,000 Annual Family Guest Passes, a wallet-sized colorful paper card to show the Access Control Officer at the Front Gate. Over 900 members have purchased at least one of these $13 passes for a daughter, son, or someone else in the family who frequently visits, but does not live at, LOWA. • Please remind your pass holder to always ask for and display a dash pass from Security at the Front Gate. This is especially important when your guest is parked at the Clubhouse Complex, beach, or park. The exception is if the family guest pass holder gets a barcode. Then tell them to always make sure the barcode is showing when parked in the common areas, and not on a rolled down window.

• Members complain to the Board and Management that we have unauthorized guests at the Clubhouse Complex and at the beaches and parks. Security Chief Walker and I believe many of these are family guest pass holders who are not displaying their passes. Security uses the orange violation sticker to mark cars not displaying barcodes or passes. Please help your guests avoid getting one of these stickers!

LOWA Fun Fact #2: LOWA has a series of 45 buoys placed around the Main Lake indicating “Slow No Wake” zones between the buoys and the shore. Boats operating between the buoys and the shore are required to operate at No Wake Speed. This is for safety and erosion control.

Two related items.

• First, from time to time Security catches youth swimming to the buoys.

This is dangerous. Security Chief Scott Walker reminds me the buoys are often farther than a swimmer’s ability, and that the buoy itself can have sharp edges from propeller cuts and have fishing lines and hooks attached that can injure or entangle a swimmer. Please do your part to stop anyone from swimming out to and holding on to the buoys.

• Secondly, some of the buoys have had their cables broken or cut by either boaters intentionally hitting the buoys or by someone cutting the lines.

We have seen an increase in these incidents. If you have any information about this, please contact Security at 540-972-2020. We have seen an increase in “Wake Surfing” activity which generates a sizable low energy wave. The wave intensity, coupled with small cable rigging, is creating a situation where the buoys are subject to massive shock loading that will snap a deteriorating cable assembly. When buoys break loose, the Lakes Patrol or the Environmental Resources Manager must retrieve and reattach them. Sometimes the wave action from boats cause the buoys to “walk” several feet from their original locations. That is why ERM Bobby Jones and Security Chief Walker have been systematically replacing the cables with much heavier cables attached to drag chains and heavier anchors. So far in July, five buoys have been modified in this way.

Please remain vigilant against the spread of the Coronavirus as you use your community beaches, pools, and other common areas. Thank you.

The handling of animal excrement is doubly important for the health of our lakes. Pet waste runoff causes an overabundance of nutrients such as nitrogen and phosphorus. Under conditions including abundant nutrients, algae and aquatic plants will continue to grow and multiply well beyond the amount needed to support the food web. The excess growth then dies and decays which triggers a release of ammonia and a reduction in oxygen. The impact in the reduced oxygen may not be readily visible but can result in extensive fish kills.

Pet waste can also lead to a buildup of excessive nutrients. In a lake, the nutrients cannot be carried away (unlike in moving water like a river or stream).

This excess can cause thick mats of algae, scum and foam, odor and taste problems and death and disease of fish and other aquatic organisms.

An increase in the water’s pH as a result of the increased growth of algae is another impact that is not directly visible. High pH can be toxic to fish and other organisms, it can also make other substances, such as ammonia, even more toxic than they are otherwise.

These overgrowths of algae and aquatic plants such as Nitella and Hydrilla cost LOWA time and money in the effort to minimize the effects of this eutrophication. Approximately $13,000-$17,000 is spent most years on aquatic algaecides, and herbicides.

The most effective way for pet owners to minimize the impact of pet waste on the lakes and also on vegetable gardens is to simply clean up and dispose of the pet waste.

• Slide a plastic newspaper bag, grocery bag, or disposable glove over your hand and arm, carefully pick up the poop, then roll the bag down your arm and tie the doggy doo inside for disposal in the trash.

• Another way of disposing of pet waste is to purchase or build your own doggy loo. A doggy loo is a pet waste digester installed in the ground where decomposition can occur. For around $90 you can purchase a model such as the “Doggy Dooley kit.” It contains a galvanized steel tank with a polymer lid, a supply of digester powder containing bacteria to speed up decomposition, a long-handled scooper, and an odoreliminating solution.

As the population of Lake of the Woods increases, so does the number of pet companions in our neighborhoods, creating increasing amounts of waste.

Pathogens are a great concern associated with pet waste. These pathogens can be harmful to humans if accidently ingested by swallowing lake water, or consumed in foods from our gardens after rain runoff spreads the pathogens from the waste all around.

• Pet waste can carry microbes such as Salmonella, and E. coli. These can cause abdominal gas, diarrhea, and even more serious illness. They may even be fatal to those with weakened immune systems.

• Pet waste, especially dog waste, often contains roundworms, hookworms, ringworms, tapeworms and other parasites.

• Cat waste can also contain Toxoplasma gondii, which is highly resistant to most disinfectants. Toxoplasmosis is a serious health concern for pregnant women and also those with compromised immune systems.

Studies performed on watersheds in the Seattle, Washington, area found that “nearly 20 percent of the bacteria found in water samples were matched with dogs as the host animals.”

Pets should not be allowed to defecate near streams, ponds, or lakes.

Stream banks should not be the normal territory of our pets. Walk pets in grassy areas, parks, or yard. Don’t leave waste near the road or ditches. It can get washed down the ditches and eventually could make it to our lakes.

LOWA Regulation IV.B.8 states: “Pet owners shall be responsible for the removal of their pet’s droppings from LOWA grounds, road rights-of-way and also for removal of any pet droppings on their own lot which may accumulate and thereby cause an offensive odor or unsanitary condition.”

Don’t leave it on your lawn. Rain runoff can spread it to gardens and also to the roadside ditches and drainage easements which flow to our lakes.

LOW Arts Meetings Continue Via Zoom

I am writing this article two days before our scheduled Opening Day and will be hoping all went well on July 7. The Match Play Tournament began on July 10. Good luck to all participating members.

The Presidents Cup Tournament begins on Tuesday, July 28, with the second round on Aug. 4, and the third on Aug. 11. Sign-up sheets are in the ladies’ lounge at the Woods Center. This is an individual stroke play tournament. Players will compete with the others in their flight based on handicap. Winners are determined based on your combined best two rounds out of three. If you are unable to play one of the days, you can still compete, and your two rounds will be counted. You must sign up to play each week, as usual. You will pay an additional one-time $2 fee to play in the Presidents Cup. There will also be a regular Tuesday game each week with the usual $3 fee.

A special thanks goes to Jeanne Woodward for all her hard work on our LGA booklets. This was no easy task, considering all the major changes to our schedule due to COVID-19 rules.

Our start time for Tuesdays in July and August is 8 AM with sign-in by 7:30.

The inability to meet in person over the past several months has been disappointing. We have adopted Zoom video conferencing to keep in touch and allow our artists to continue to share their talent with fellow members. In May, Sigrid Wares demonstrated her encaustic painting (painting with wax) technique, using her iPhone on a tripod for an up-close look at her tools and techniques. In June, Linda Shaw created a video demonstration that we viewed on Zoom. She answered questions about the artistic use of alcohol inks. In July, our artists shared their works in progress in anticipation of the September art show. It will be exciting to see those completed works now that we have seen the earlier versions.

Speaking of the show, the LOW Arts 37th Annual Art Show (formerly the LOWVAC Art Show) is scheduled for Sept. 26-27. We are cautiously optimistic that we will be able to put on a show for the community as planned. However, our final decision will be made after our Aug. 5 meeting as we see how things are going with Phase 3 of the re-opening. Recently, the Supervisors initiated a process to locally administer the Virginia Stormwater Management Program.

The program was administered by the Virginia Department of Environmental Quality, but extensive delays in getting permits approved was seriously delaying projects in the county and creating significant costs for developers.

The Virginia General Assembly mandated this program several years ago, but due to locality objections of unfunded mandates, it gave the option to have DEQ administer it, which Orange County elected to do. However, the delays and difficulty in navigating a large state agency located in Northern Virginia made in difficult to get anything accomplished. To help to maintain Orange County as a good place to do business, the Supervisors decided to initiate local administration. The county will engage a qualified engineering firm to provide Virginia-licensed professional engineers to work with the Planning Department for review of site development plans and conduct of site inspections to ensure compliance with the VSMP. The local developers will defray the costs of the effort, but they have been positive about the improved efficiency.

Orange County has an active Virginia Cooperative Extension Office dealing with a number of programs of interest to counties, especially rural ones. The Extension Office works with Virginia Tech and Virginia State University, who provide the expertise and programs that contribute significantly to all citizens of the county. One of the areas of significant economic interest is agriculture, with about 24,000 head of cattle in the county. The Extension Office helps in terms of education, quality assurance and marketing. It also provides youth livestock education, community outreach, and pesticide application safety education. The Extension Office has Master Gardener and Horticulture programs, including lawn testing, to address nutrient runoff to the Chesapeake Bay.

Family and Consumer Sciences are also a part of Extension Office programs. These include food safety classes for civic, church and school groups that serve food to crowds, food handling classes for people who work in that industry, and water quality testing and protection for people getting their water from wells. Another major program of the Extension Office is 4-H. 150 Orange County youth participated at the state level in horse, livestock, dairy, and archery competitions, with several youth winning awards at state and eastern national events. There are also 66 active participants in the youth leadership program. At a recent joint Supervisor/Extension Office meeting, several of these leaders made impressive presentations. These joint meetings always give me confidence in what our youth can achieve.

Orange County is being affected by the COVID-19 pandemic with 154 cases, 14 hospitalizations and three deaths. Counties to the east and north are experiencing higher rates of infection and those to the south and west experiencing less. Although many nursing homes are being dramatically affected by the pandemic, Dogwood has experienced no resident infections; three staff infections were quarantined to protect residents. Orange County citizens are being more widely affected by the pandemic economic impact, with about 1,500 people drawing unemployment at the end of June.

PRO SHOP/GOLF OPERATIONS – Full-Time Salaried Position, Golf Professional/Pro Shop Manager. The ideal candidate reports to the AGM and will oversee golf operations by managing the daily operations and assist promoting LOWA’s golf amenity through marketing endeavors. The Pro/ Manager will ensure efficient operation and coordination of the pro shop, cart service and all other Golf Operations services. The primary focus of this position is to provide guest satisfaction, train and supervise golf staff, merchandising, golf instruction, and implementation and coordination of all golf programs. Fiscal responsibilities include managing operations by meeting revenue targets and controlling expenditures. Attendance at Golf Committee meetings required along with interaction with other Managers and especially community members. Successful candidate must have minimum 5-years management experience in golf and/or hospitality industry, must possess proficiency with computer software including Microsoft Office Suite, point of sale systems, handicap software and golf tournament management systems. Must possess PGA Level A1 certification or higher or able to become certified within first year of employment. Associates or college degree preferred. Position requires evening and weekend hours. Must be able to work in a standing position for long periods and to work outdoor events in the heat or cold. Budget experience necessary.

MAINTENANCE – Full-Time Salaried Position - Director of Facilities. This position reports to the General Manager and has responsibility for planning, organizing, scheduling, supervising 32 full-time employees, participating, and maintaining administrative oversight of the Buildings, Grounds, Roads and Environmental Services Departments. Responsibilities include providing: Leadership, Project Management, oversight of the Stormwater Management Program and Lakes Management Implementation Plan, including the two dams and serving as Emergency Program Manager for the LOW Emergency Action Plan.

The Director of Facilities is expected to provide staff support to the Maintenance and Ecology Committee and attend Board meetings and other relevant committee meetings and community-wide events as requested. The ideal candidate must have a bachelor’s degree in project management, facility management, engineering, architecture, planning or a field related to the core duties and position responsibilities and considerable progressively more responsible experience in facilities and operations management, some of which must have been in a supervisory and managerial role or any equivalent combination of education and experience that would provide noted knowledge, skill and ability. Must be knowledgeable in capital projects, procurement of operational materials, financial management and reserve studies and be familiar with OSHA general industry safety standards. Progressive experience of emergency management procedures highly desirable. Excellent communication and people skills are essential. Must demonstrate proficiency in Microsoft Office Suite, especially Excel. Proficiency in project management software highly desirable. The salary for this position is negotiable based on qualifications and experience.

MAINTENANCE – Full-Time Grounds Foreman (Salaried). Oversees maintenance of 200 acres of common areas including trash removal, beach care, building entrances and walkways, turf and plant management, park equipment, site furnishings, tree care/removal, dam maintenance, weed control and leaf removal programs. Min. HS diploma + 10 years exp in grounds maintenance industry. Operational knowledge of equipment including backhoe, trencher, tractor, commercial mowers, etc. VA Chemical applications license with category attachments of 3A-ornamental control, 3B-turf pest control, 5A aquatic pest control-general and 6-right of way pest control. Comprehensive knowledge of turf management, safety procedures, soils and amendments, insect/disease control, plant nutrition, pruning methods, grounds care chemicals and standard industry practices. Botany, landscape architecture and irrigation engineering experience. Management experience required.

MAINTENANCE – Full-Time Roads Laborer. Join the crew and help maintain community streets, rights-of-way and drainage systems. Position operates vehicles and equipment as required to perform repairs. Also performs hole patching, installation of street signs, cutting back brush and repairing and cleaning culverts. H S Diploma + 1 year experience in road maintenance operations required.
