President’s Letter

Regular Board of Directors Meeting Community Center July 17, 2018

Some people consider Friday the 13th an unlucky day, and perhaps that thought brings on the expected result - or not. Perhaps by concentrating on the blessings we have, we may become calmer and happier. Thinking about recent good things in my life, I count family and friends first, followed by the Lake of the Woods community and all that we have here. The 4th of July celebrations on July 7 brought so many families and friends together in happy and fun gatherings.

6:00 PM CALL TO ORDER

We can thank our staff and the many volunteers for all the work they did to make July 7th a fun weekend. It is astounding to realize how much work it takes to put on the parade, the food and fun on Clubhouse Point, and the fireworks. Behind the scenes, Security worked to get people through the gates, to keep traffic around the lake moving, and to patrol the lake at the same time. Restaurant staff worked tirelessly to prepare and serve food inside and outside the restaurant. Maintenance staff worked all week to get the public areas ready for all the events. Communications staff sent out information about all the events, road closings and office schedules. Other staff ordered and processed payments for fireworks, food for the restaurant, and whatever was needed for the special weekend.

Carry In, Carry Out for Trash at Marinas The trash cans at the marinas were removed due to an excess of household trash being dumped at those sites. The marinas are now operating as Carry In, Carry Out sites.

LOWA asks all members and their guests to be responsible for their own trash and to help keep our lake beautiful and clean for all to enjoy.

I saw volunteers driving boats and helping the participants for the wonderful ski club show. Many committee members from the Safety and Security Committee and Lakes Committee contributed ideas to help road and lake traffic move smoothly. Ideas from the Clubhouse Committee have helped make the Clubhouse an even more attractive place to take family and friends. People really enjoyed the enlarged deck at the Clubhouse, plus the new umbrellas and seating. Volunteers and staff worked together to make the parade a fun event for all. Other committees I haven’t mentioned work throughout the year to make this such a wonderful place to live. A big thank you to all!

1. LOWA beaches are tucked into various neighborhoods around the Main Lake, with one on Keaton’s Lake. These small-scaled amenities with limited parking are gathering points for neighbors close enough to walk to them. Being so close to homes also means raucous activities can spoil a summer evening for neighbors. Be aware of surrounding homes when you visit. Beaches open at 7am and close at 10 pm.

2. Inviting sand. Our Grounds Department rakes the beaches with a little tractor called a Sand Pro to make the sand look smooth and inviting.

3. Cookout friendly. Some beaches offer picnic tables and outdoor cooking grills, available on a first-come, first-served basis.

4. Fact filled. Cornwallis Beach has a Civil War plaque explaining Gordon’s Flank Attack. Edgemont Beach has a plaque on the history of local family homes.

5. Swimmers welcome. The beaches have float lines to keep boats from coming into swim areas. No lifeguards at the beaches. Swim at your own risk.

6. Kayak friendly. Non-motorized watercraft may be launched from the beaches, but not be left on the sand.

7. Easy to access. Pleasant Grove and Ramsay Beaches have new access steps in the water.

8. Club sandwich, please! Call in a pickup order to the Clubhouse from Clubhouse Beach! Call 540-972-2221.

9. Service dog friendly. No pets on the beach sand, please, but service dogs are welcome.

10. Ramsay Beach is called Cemetery Beach by locals. The Civil War Study Group is researching who is buried there.

11. Cumberland Beach is the only beach on Keaton’s Lake (aka the Fishing Lake).

The Board of Directors proposes to amend the LOWA Regulations, Section V.C regarding overnight parking of trucks, commercial vehicles, farm and landscaping equipment. Members are asked to review the proposed changes and are welcome to forward written comments on the proposed amendment to the board by July 27. Comments may be emailed to: board@LOWA.org.

What is proposed? Why? The proposed amendment specifies what constitutes overnight parking for the purposes of this regulation, and clarifies the weight class of vehicles.

Who proposed it? Following earlier consideration by the Board of Directors, this proposed amendment incorporates input from the Rules Committee.

For purposes of this Regulation, a “truck� is any vehicle used for transporting materials, moving products, or otherwise used for business/commercial purposes or is *titled/licensed or tagged as a truck. (*Reference: Restrictive Covenants Section 8.A(o)) 2. The vehicles and equipment listed below shall not be parked on any LOW residential lot overnight or longer except during and in connection with approved construction projects on that lot: a. Any truck at or in excess of a one ton classification except a truck with a pickup style body. b. Any truck with a flat bed, or dump body. c. Any van with a higher than standard top or with a wider than a cab body except a Sprinter or similar van used for residential purposes. d. Any truck with a utility body or vehicles with commercial markings (writing and or graphics) or with ladders or commercial equipment visible from or on the exterior of the vehicle except those housed in an ECC approved garage or sufficiently screened from view from the street, lake and golf course. Those vehicles are in compliance if screened through the use of ECC approved covers, decorative sections of lattice, and or plants. Blank magnetic signs may also be used to cover commercial markings while parked on any LOW residential lot to meet compliance requirements. e. Farm-license vehicles, farm and landscape equipment may not be kept on any lot overnight or longer except during and in connection with approved construction projects on that lot.

Board Seeks Member Comments on Proposed Amendment to Regulation V

The Board of Directors proposes to amend the LOWA Regulations, Section XIII regarding use of tennis courts to incorporate use of the new pickleball courts. Members are asked to review the proposed changes and are welcome to forward written comments on the proposed amendment to the board by July 27. Comments may be emailed to: board@LOWA.org.

What is proposed? Why? The proposed amendment updates tennis court use procedures to include pickelball.

Who proposed it? Management worked with representatives of the tennis and pickleball communities to incorporate the full range of activity on the affected courts.

by Matilde Barone, Inspector, Environmental Control During the month of June, inspections of Sections 5, 6, 7, and 8 were completed, 88 new issues were addressed. Of these and ongoing issues, 66 were resolved and 6 items were sent to the Board of Directors, for resolution.

The most common violations were maintenance of improvements, unlicensed vehicles, unsightly dead trees, and overgrown lots. If you have any questions or concerns, please call the ECC office at 540-972-2211.

XIII. USE OF THE PICKLEBALL AND TENNIS COURTS (6/2012) A. FACILITIES DESCRIPTION AND ACCESS TO COURTS Courts are designated for pickleball and tennis play only.

1. Pickleball facilities consist of six outdoor lighted facilities at Hollyfield Park and the indoor court at the Community Center in Sweetbriar Park. Tennis facilities consist of four outdoor lighted courts at Hollyfield Park: Courts 1 and 2 are hard courts. Courts 3 and 4 are soft courts.

2. Keys or lock combinations will be issued to persons with annual or daily deposits. Keys or combinations are not to be shared with others. Keys must be picked up and returned to Security at the end of each day.

B. OPERATION 1. Pickleball and tTennis courts are available for daily play between the hours of 7:00 a.m. and 11:00 p.m., seven days a week.

2. Before beginning play, each player must record his/her name on the registration sign-in sheets which are posted for each tennis court on or near the entrance gate. Guests must record their own names and add the name of their sponsor in parentheses ().

3. Tennis Court lights are switch operated and may be used until 11:00 p.m.

4. Last individuals to leave the courts at night must turn off the lights upon exit.

C. RESERVATIONS 1. Pickleball Courts. a. Pickleball court reservations are made by signing up on the Association’s on-line reservation program. If an issue arises preventing the use of the on-line reservation program, please contact the Community Operations Manager. b. Pickleball play is primarily doubles play Singles play, is far less common, except in tournaments or when short of players. In either case, singles or doubles, the same court is used with no size adjustments needed. Time slots are designated for a maximum of eight individuals per court is for a total of two and one-half hours (2.5) of time. c. If a Pickleball court reservation is not claimed by the start of the reserved time by at least two of the reserving party, the court shall be made available to the next waiting twosome or foursome or one player may be invited to complete the foursome of the reserving party. If the incomplete reserving party leaves their reserved court, they must wait until an empty court becomes available since they have now missed their reserved timeslot.

Block time reservations sponsored by LOWA, for tournaments, USAPA leagues, Pickleball lessons by the LOWA sanctioned Pickleball Instructors, LOWA Pickleball-sponsored socials, and other LOWA special events such as hosting other community associations for competitive play, shall have priority use of the six Pickleball courts.

These events will be annotated on the reservation sign-up program.

21. Tennis Courts. a. Tennis court reservations are made by signing the posted reservation sheets located on the bulletin board next to court #4 (nearest the parking lot).

2b. Time is reserved one hour for singles play or one and a half hour for doubles. Longer play may be permitted in one hour increments if a tennis court is available.

3c. If a tennis court reservation is not claimed by the start of the reserved time by at least two of the reserving party, the tennis court shall be made available to two or more players who are present and ready to play.

Duration of the new play will be as scheduled in the original reservation.

4d. Block time reservations sponsored by LOWA, for tournaments, USTA leagues, tennis lessons by the LOWA sanctioned tennis professional, monthly LOWA Tennis Committeelub-sponsored socials, and other special events shall have priority use of the tennis courts. These events will be annotated on the reservation sign-up sheets.

D. COURT RULES 1. Pickleball, Tennis or similar court shoes are permitted on the courts.

A. ACCESS TO COURTS Keys or lock combinations will be issued to persons with annual or daily deposits. Keys or combinations are not to be shared with others.

B. OPERATION 1.

Tennis courts are available for daily play between the hours of 7:00 a.m. and 11:00 p.m.

2.

Before beginning play, each player must record his/her name on the registration sign-in sheets which are posted for each tennis court.

Guests must record their own names and add the name of their sponsor in parentheses ().

3. Tennis Court lights are switch operated and may be used until 11:00 p.m.

C. RESERVATIONS 1.

Tennis court reservations are made by signing the posted reservation sheets located on the bulletin board next to court #6 (nearest the parking lot).

2.

Time is reserved one hour for singles play or one and a half hour for doubles. Longer play may be permitted in one hour increments if a tennis court is available.

3.

If a tennis court reservation is not claimed by the start of the reserved time by at least two of the reserving party, the tennis court shall be made available to two or more players who are present and ready to play.

Duration of the new play will be as scheduled in the original reservation.

4.

Block time reservations sponsored by LOWA, for tournaments, USTA leagues, tennis lessons by the LOWA sanctioned tennis professional, monthly Tennis Committee-sponsored socials, and other special events shall have priority use of the tennis courts. These events will be annotated on the reservation sign-up sheets.

D. COURT RULES 1. Only tennis shoes are permitted on the courts.

In special recognition of our lifeguards for their hard work this season, the week of July 22-28 has been designated as Lifeguard Appreciation Week.

Please feel free to take this time to give praise or provide candy, snacks, and treats to show your appreciation of a job well done. These lifeguards not only handle emergencies, but they also maintain the pool, sell the concessions, and clean the bathrooms and trash cans. Last but not least, they have to be the bad guys and enforce the rules.

Even so, they are helpful, friendly and reliable every day, rain or shine! It’s no easy feat, but summer could not go on without them!

Because Sweetbriar Pool is the only pool open this season, it has been extra busy, and we all know it has been extra hot lately. They really deserve kudos for a job well done! The proceeds from the 50-50 raffle held at the Wine & Cheese Pool Social will go towards pizza and other treats for the crew. So, mark your calendar for the week of July 22-28, and try to stop by and say hello to the pool staff to celebrate this week in any way you see fit.

From June 25 through 29 we held our first Junior Golf Camp of 2018.

We had nine junior golfers participate during the first week. On the first day we walked on the golf course learning the various parts that make up a hole.

Then we spent time putting. For the next several days we learned how to hold the club, posture, stance, hitting sand wedge, mid irons and woods.

On the last day we played five holes on Sweetbriar Golf Links. The winner was Sean Unser, who shot a 19. Then we met at Sweetbriar Pavilion for watermelon, pizza, and sodas. After we ate, each player received a dozen golf balls, a certificate of completion, and raffle tickets for prizes donated

by LOWA golfers. Starting July 2, we will have 10 more students taking our Junior Golf Camp.

3.2 Report from the General Manager, Phil Rodenberg A. CARC Project Update Project Manager Chris Dario of Wack General Contractors provided a timetable for site preparation work for the month of July which the General Manager reviewed with the Board. A Critical Path Schedule will be available by mid-July. LOWA has requested a Cash Flow Statement be available in time for the next progress meeting on July 12th.

B. Other Business The General Manager asked the Board for feedback on the proposed golf billboard to promote golf play. The design and size will be studied for possible changes.

LOWA has been working with FEMA to understand the Flood Plain Maps. On July 17, Don Rissmeyer, P.E. of A. Morton Thomas & Associates, our dam engineering firm, will present to the Board the latest information on the maps and discuss implications to residents along both Keatons and the Main Lake areas.

The Lake of the Woods Woodworkers Club is sponsoring a 1” x 3” x 8’ Woodworking Challenge. All contestants must use only one piece of 1” x 3” x 8’ pine wood to make anything they can imagine. The contest starts on July 7, and ends September 22 when entries must be presented to the LOW Woodworkers table at the LOW Visual Arts Council’s, Fine Arts, Crafts, and Photography Show.

Projects will be judged on originality, artistic presentation, and woodworking techniques. Prizes valued at $75, $50, and $25 will be awarded for 1st, 2nd, and 3rd places respectively.

This could be a fun endeavor for individuals, grandparents and their grandchildren, families, or groups, to fill in some down time in the summer months.

New Free Pickleball Lesson Times

On Friday, June 1, Locust Grove Middle School held its annual 8th grade formal dance. This is an event that allows the students to dress up, get their hair and nails done, and enjoy an evening of each other’s company before going their separate ways for high school. As you can imagine, some of the students have families that were unable to provide a dress, shoes, hair, makeup, etc. or parents who were working and couldn’t be there to help get them ready and sent off to this milestone event. We reached out to the local community to ask for donated dresses, shoes, and hair and makeup services, along with food and monetary donations. The response was amazing! Because of the generosity of several LOW residents and local businesses, 26 grateful young ladies were able to receive “the royal treatment” and attend their formal dance. To quote one young lady “I felt beautiful last night, and that is something I don’t ever feel.”

We have decided to make this an annual initiative, so that all students can look forward to their 8th grade dance, regardless of financial circumstance.

The LOW Sailing Club will be on full display to anyone on the lake or at a beach, Saturday, July 21. The club is embarking on what they hope will become an annual tradition of The Parade of Sail. The club will be sailing around the lake and visiting some of the public beaches. The parade will kick off at 10 AM in front of the dam near â&#x20AC;&#x153;no wakeâ&#x20AC;? buoy 1. Depending on wind conditions, the parade will proceed some distance down the lake and visit several of the beaches and larger coves along the way. It is planned for the parade to last about 2 hours, so participants can be back at the dock by lunch time. â&#x20AC;&#x153;The parade should be quite the spectacle with our boats festooned and lined up in single fileâ&#x20AC;?, said a club spokesperson, â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s very difficult to maintain a specific position with a sailboat because of varying wind speeds and directions.â&#x20AC;? So this should be a sight rarely seen in any sailing venue. It will certainly be a challenge for our club members. There are a limited number of guest spots available for anyone interested in riding along in the parade.

Guests should be at least 12 years old, and an adult must be available to sign the necessary registration and forms. To claim a guest seat, you should arrive at the main marina between 9 and 9:30 AM Saturday morning. Anyone with their own sailboat at the lake is welcome to join in on the fun. Everyone is a know it all! And I enjoy talking to know it allâ&#x20AC;&#x2122;s because they know something that I donâ&#x20AC;&#x2122;t, or even possibly something I do know, but may have something more that I can learn. Recently I experienced this first hand at a new networking meeting at the Community Center. I met a group of ladies who had some of the same lifestyle experiences in business, networking and coaching and because I came in with an open mind, I learned even more. That is how the Knowledge Club works, you may come in knowing enough to help you get along, but we are giving you more information to arm you with something you didnâ&#x20AC;&#x2122;t know or help you to think about it from a different perspective.

We have a year-long calendar of topics ranging from retiring to social security; investing to estate planning; the importance of having more than burial costs in life insurance. We have added a few off-the beaten-path topics that include health, wealth and resources, but more importantly, we would like to hear what you want to know about as well. What are some of your burning questions that you would like to have answered?

Barracudas Season Off to a Great Start

The LOW Barracudas started their season June 20 by hosting an exhibition meet against Spotsylvania YMCA. The meet was shortened due to thunderstorms, but our Barracudas worked hard and showed a lot of potential for the season. On June 27 the Barracudas hosted the first official meet of the year against the College Heights Gators. Five Barracudas broke pool records: Madi Bean, Sam Loughery, Rowan Turner, TJ Wynn and Tiffany Yawgel.

The Barracudas had one triple winner, Christian Bove. The team swims away meets at Chancellor on July 5 and at Hampton Oaks on July 11. On July 18 the team will once again be at home, hosting Austin Ridge. Please note Sweetbriar Pool will be closed all day on July 18 due to the home meet.

Tell Me More About Toastmasters

This week, I wanted to share a story of a fellow Toastmaster, Mary Lou Bowers, who decided to take a leap and help charter our sister club, Toast of Fredericksburg. â&#x20AC;&#x153;In the spring of 2014, I was invited to a meeting about Toastmasters International. Being retired for two years, I had never been asked to give a toast at an event. Wanting to support my friend, I went to the meeting not knowing how my life was about to change. Toastmasters had nothing to do with giving toasts, but it was actually a group of adults, from all walks of life, who wanted to improve their public speaking and leadership skills.

Teaching for 33 years did not exempt me from physically shaking and being nervous prior to speaking to a group of adults. I figured Toastmasters could only be of help to me. The cost was not prohibitive and as long as I was learning, I would only stay. I got involved, and helped to charter our brand new club. We met twice a month and everyone worked at their own pace. Since I had spent the money, I was going to get as much as I could out of this experience.

I was a total wreck before my first speech, which was an Ice Breaker where you tell others whatever you want them to know about you. It did not help that my mom and a few friends were in the audience and would be my harshest critics. Despite my feelings of inadequacy, I completed the speech.

The evaluator was kind, providing praise and great ideas of ways to improve the next speech. That was it. It was hooked. My next speech was on any topic I wanted to talk about. I knew I could do this and I still am today.â&#x20AC;?

Saying yes was her first step to becoming a Toastmaster and sharing her experiences nationwide has changed her.

The LOWVAC 36th annual Art Show and Sale will be held Saturday and Sunday, September 22 and 23, in the Community Center. Replacement of the Clubhouse dock is nearly complete except for a short list of changes being requested by the Lakes Committee which will be addressed.

The finishing tasks for the Pickleball and tennis courts at Hollyfield Park are nearly complete and are expected to be available for play about June 30th.

LOWA maintenance crew completed demolition of the Maintenance building for a savings of $13.5k by using in-house employees. The one responsive bid for interior work came in at $41.6k over budget, and management is working with PJ Williams Company to find ways to reduce this. A table showing preliminary cost estimates for changes to the building structure was reviewed. It is expected the final contract will be presented to the Board for action at their July 17 Board meeting.

Tracie Hayes has been promoted to Community Activities Manager. LOWA has interviewed candidates for the vacant Community Operations Assistant position, and is advertising for a part-time Community Operations Specialist.

3.3 Committee Liaison Reports Communications Committee Chair Ann Felder reported that the Committee is working with LOWA Communications staff and management on a proposed draft of a new LOWA Community Text Messaging Policy.

Once the Committee has reviewed the concept and merits of a plan, they will present their recommendations to the Board for their review and possible action at a later date.

Investment Committee liaison Bob Hoh reported that interest rates have slowly risen over the past year, increasing income from LOWAâ&#x20AC;&#x2122;s conservative investments. He said the Finance Department is looking for ways to improve the bi-monthly Executive Dashboard Financial report and welcomes suggestions from members.

Golf Committee liaison Bob Hoh reported that the Committee has resolved to give maintenance of the forward tees highest priority, but did not give their approval of a proposed billboard design for Route 3 advertising the LOWA golf course.

Director Sheridan reported that the Finance Committee has been reviewing the costs associated with the CARC project. Finance has met together with the Planning Committee to coordinate their activities. They would like to work on developing a couple of financial education courses for LOWA members, but content still needs more work.

3.4 Committee Reports A. External Affairs Committee (EAC) Chair Doug Rogers provided an update on the makeup of the Committee and specific assignments accepted by individual members who attend business meetings of interest to LOWA throughout the County.

Plan and partner with the Planning and Communications Committees to study making broadband available inside LOW. County schools, economic development, public utilities, environmental issues and Orange Chamber of Commerce are just some of the sources being regularly tracked.

B. Finance Committee Chair Olive Kelly shared the professional background of the Committee members and noted each Committee member is assigned as a liaison to another LOWA Committee. Vice Chair Judy Toler reported on the Committeeâ&#x20AC;&#x2122;s review of the preliminary FY2017-18 year-end financial statements, the exceptionally low assessment delinquency rate achieved, and the Committeeâ&#x20AC;&#x2122;s analysis of both positive and negative budget variances experienced this past year. The Committee recommended that the Board work to bring the Repair and Replacement Reserve balance up to the required minimum balance in the next budget cycle.

4. Member Comments on Business Agenda Lakes Committee members shared their concerns relative to the 15 mph night boating speed allowed on the lake, and recommended that additional sedimentation and design studies be done prior to adopting any final plan for the Flat Run Forebay Project.

5.4 Flat Run Forebay Status Report. (D-18-66) The General Manager requested the Board provide management with guidance relative to proceeding with any next step toward design of the Flat Run Forebay project.

Following discussion, motion by Wilks, passed unanimously, that the Board approve spending $5,000 for the Stantec conceptual design of Option #1 for the Flat Run Forebay.

7. MEMBER GENERAL COMMENTS Members commented on drainage and flooding events on their lots following rain events, and unexpected increased costs of the new maintenance building and concrete pad. A request was made that lake water quality testing results be made available to the Lakes Committee and be posted on the LOWA website.

6.4 Discussion of Year-end Capital Report.

The General Manager reviewed the list of major capital projects and provided a year-end status summary. For Fiscal Year 2017/18, LOWA had 89 capital projects in the Capital Spending Plan, including carryovers from previous years. Of those, 60 have been completed, 26 are in progress and 3 are on hold. Those on hold are the Flat Run Forebay project, vehicle license plate reader, and the third gate engineering.

The total amount budgeted for completed projects was $2,374,301.

Those projects that came in over budget totaled $68,282. Projects that came in under budget realized a total savings of $148,405, for a net overall savings of $80,123 when compared to budget.

Finance Director Roy Mayberry provided a short financial summary of construction projects in progress as of April 30, 2018.

Open Mic at Fareways Café

On any given Tuesday night at the Fareways Café you will find Chris Forzano and Mark Tarallo entertaining.

They together run the Cafes’ Open Mic Night from 5:30 to 8:30 PM. Chris and Mark are both retired and volunteer their time to Fareways.

Approximately 10 months ago, when they began this venture, they decided that all tips would be donated to St. Jude’s Children’s Hospital. The response by the patrons of the Café has been fantastic. Thus far the donations are exceeding $3,000. The money will be given on behalf of the community at the St. Jude’s golf tournament this September.

The Open Mic Night was started to give an opportunity to all members of Lake of the Woods to either participate or just join in for good food and entertainment. It has been received by the community very well. On many nights there is standing room only. Entertainment has been varied. There are singers, comedians, Indian flute players, and group sing-a-longs. The age of performers is varied.

To culminate the fundraiser Chris and Mark will be performing a special Music on the Point on August 17 from 7 till 9 PM. A crew from St. Jude’s will be attending to help collect money and give out St. Jude’s gifts to the community in support.

Chris and Mark can also be seen at the Clubhouse on July 20 and Aug 31 entertaining on the deck. Tips on those nights will also be donated to St. Jude’s.

Veterans Club Explains VA MISSION ACT

Recently the Chief of Fire and Emergency Medical Services retired, and the Emergency Communications Center Director/Public Safety Communications System Manager left to pursue other opportunities. Both job descriptions were rewritten to reflect new responsibilities, especially the ECC Director, since that position now supports the Sheriff’s Office as well as fire and rescue in a combined dispatch function. The job descriptions were recently approved and both positions are being recruited.

Last month, I attended a meeting sponsored by the Local Government Advisory Committee (LGAC) of the Chesapeake Bay Executive Council.

This Executive Council consists of the governors of the six Chesapeake Bay watershed states, the mayor of DC, the chair of the Chesapeake Bay Commission and the EPA Administrator. They establish the policy direction for the restoration and protection of the Chesapeake Bay. The LGAC advises the Executive Council on how to engage local governments by sharing the views and insights of local elected officials and enhancing information flow. This long organizational introduction emphasizes the fact that real improvement to the Bay requires local action. Although Maryland and Virginia residents are aware of Bay issues, people in other parts of the Bay watershed such as Pennsylvania and New York may not know that their nutrients can cause problems with the Bay. Much of the focus for future improvements will be on getting communities to improve their own lakes and streams for their own benefit. If a stream gets cleaned up for recreational purposes in rural West Virginia that stream eventually flows to the Bay and helps the health of the Bay. A good example of this is the LOWA regulation restricting the use of phosphorous fertilizers for the health of our lakes. If the phosphorous doesn’t go in our lakes, it doesn’t get to the Bay. Two Chesapeake Bay Watershed Improvement Plans (WIPs) to reduce the nutrients flowing into the Bay have been conducted and WIP III is being drafted. Orange County has participated in the Healthy Watersheds project of the earlier WIPs. Working with landowners and forest managers the Healthy Watersheds project helped identify potential policy and economic incentive tools which might be implemented to reduce nutrients into the Bay. Because of the county’s earlier participation we have been invited to participate in the next phase of the project. This next phase will develop and implement comprehensive plan and zoning/ subdivision ordinances to prioritize protection of high quality forest and agriculture land.

Such efforts would incentivize private capital to invest in the retention of these high quality lands to offset forecast growth and development.

This is an ambitious undertaking that can help the Bay and help the county retain more of its forested and agriculture land.

One element of the LOW Veterans Club mission is to educate members and non-affiliated veterans about benefits that are available to them. The VA Mission Act, recently signed into law by President Trump, contains numerous changes in the delivery of veteran’s health care. This overwhelming bipartisan legislation is an example of where our responsibility comes into play.

Most importantly, this law paves the way for a major overhaul of the Department of Veterans Affairs allowing for access to private sector health care at government expense. The 5.2 million dollar appropriation is included in the Veterans Choice Fund.

The law consolidates seven VA community care programs into one. Also, it authorizes local provider agreements to remove bureaucratic red tape to meet the needs of the veteran. In addition, The Mission Act requires that the cost of privately-provided health care does not exceed that of the VA health care.

Also, it authorizes access to walk-in community clinics for enrolled veterans who have previously used VA healthcare services in the last two years.

The law provides for accountability by requiring the VA to establish and submit to Congress a strategy to ensure all VA and community care programs are operating efficiently and effectively based upon a number of factors including veterans’ satisfaction and access guidelines and quality standards. Importantly the law ensures that providers who are removed or suspended from VA practice do not treat veterans again.

Other provisions of the Mission Act allow for the VA to modernize assets and infrastructure as well as expanding eligibility for VA Caregiver Programs to veterans of all generations.

Everyone who currently uses a handicap flag must register in the pro shop. Current flags will expire July 15. Hand in your completed application and your DMV handicap card or doctor’s confirmation that you require handicap status. Renewal is required yearly. As of July 15, the only handicap flags accepted are those given out on the day of play by the pro shop. The flag must be returned at the end of play that day. New flags will have a LOW logo and a number. A record will be maintained on those who receive a flag.

Note the rules for playing under handicap status. When possible, the person with the flag should ride in a cart alone. If riding with a family member, only the individual with the handicap status can ride on the fairways at a ninety degree angle during “cart path only” status. The family member must walk out from the cart path. If you have questions, clarify with Rea. Golf course marshals will enforce this rule. Once a warning is given, further violations will result in suspended golf privileges for a time.

Summer rules are in effect. Exceptions are holes #5, #6, and #14 where the golfer can lift, clean, and place the ball in the fairway within one club length, but not nearer the hole.
