Annual Meeting of the Membership Lake of the Woods Association, Inc. September 6, 2021, at 10:00 A.M., Community Center 110 Sweetbriar Park Road Members who view the Annual Meeting by the Zoom Conferencing Platform are observers only and may not participate in the Meeting. The purpose of this meeting is to elect three Directors to serve on the Board of Directors. The Annual Meeting is also the forum for the Annual Report from the General Manager as well as awards certificates and honors from the Honor Awards Committee. This Board election information (i) was emailed to Members with emails on record with LOWA by LOWA’s trusted agent, Vote-Now.com, (ii) was included in the July 30 Lake Currents, and (iii) is available at the Holcomb Building Member Services. This year we will be selecting three Directors from a list of three candidates. Two candidates receiving the two highest number of votes will each serve three year terms, and one candidate receiving the third highest number of voted will serve a one year term. Invasive and non-native species are commonly mistaken to mean the same thing. However, this is not the case. To be considered invasive, a non-native animal or plant species must displace and/or out compete one or more native species. The National Park Service defines invasive species as a non-native species that causes harm to the environment, economy, or human, animal, or plant health (Please visit https://www.nps.gov/subjects/invasive/learn.htm to learn more about these species). The National Park Service defines non-native species as organisms that do not occur naturally in an area, but are introduced as the result of deliberate or accidental human activities. There are types of non-native plants and animals that can be destructive when, accidentally or intentionally, released outside their normal range. This includes family pets such as rabbits, turtles, fish (including goldfish), snakes, and cats and/or dogs that should not be released intentionally. These family pets can also be destructive to the natural environment. Aquatic, as well as many non-aquatic, invasive species, such as Zebra Mussels, Northern Snakeheads, and Starry Stonewort, are readily spread by flowing water. In addition, many aquatic invasive species are capable of survival out of water for extended periods of time. To help prevent the accidental introduction of such organisms to Lake of the Woods, all watercraft and equipment that are used outside of LOW should be cleaned to remove invasive species, including any fragments, seeds, or other materials, prior to being used here. The following are some guidelines to help prevent the transfer of nonnative species to our lakes: Drain • Drain every conceivable space or item that can hold water. • Follow factory guidelines for eliminating water from engines. • Always drain the bilges of the boat by removing the drain plug. Bilge pumps are not capable of removing all water from the boat hull. • Drain live-wells, bilge, ballast tanks and transom wells. • Empty water out of kayaks, canoes, rafts, flotation devices, etc. Clean • Remove any visible plant or plant fragments, as well as mud or other debris. Plant material, mud and other debris routinely contain organisms that may be an invasive species. • Check trailers, including axle and wheel areas, in and around the boat itself; also inspect the anchor, props and engines, ropes, boat bumpers, and paddles. • Clean all parts and equipment that came in contact with water. Dry • Allow everything to completely dry before launching into Lake of the Woods.

PRESENTATIONS 4.1 Annual Independent Financial Audit Report for Fiscal Year-end 2021: Steve Bernhardt, Senior Manager with Adams, Jenkins and Cheatham, CPA’s. (presented via Zoom) Mr. Bernhardt reported their auditors have assigned an “unqualified opinion”, the highest level of approval, to the Association’s FY2020-21 Audit Report. The Association requires an annual financial audit by an independent third party to ensure the accuracy and completeness of the Association’s financial records.

Have you been to the Clubhouse, Fareways Café, or Golf Course lately? Lots of you have, based on our excellent statement of income and expenses. Three months into the fiscal year that began May 1, all three of these amenities are exceeding their revenue projections and will likely end July with a positive variance in their budgets. Golf did well during the peak COVID months, but our restaurants suffered because of statewide restrictions. Why such good participation at restaurants now? Some of it is pent-up demand, but I believe it is also consistency of offerings. Clubhouse offers music on the deck and Sunday brunch. The next big event is the Music on the Point Concert with Island Gerry on Friday, Aug. 27. Fareways offers breakfast all day and fun events such as trivia night and a dart league. Golf has 115 members, excellent daily play (which translates to good greens fees income), and better-than-expected merchandise sales, due to improved offerings. Golf has three tournaments in August. By the way, a tip of the golf cap goes to Kim Morefield, Eric Barnes, and the rest of the Pro Shop, plus the Bag and Cart staff for keeping operations going until our new PGA Golf Pro, Jack Diehl, arrived last week. We are hosting a meet and greet for Jack on Tuesday, Aug. 10. Come out and say hello to Jack. One thing that has hurt our restaurants is availability of staff. We have had to close Fareways early a few evenings because we could not hire additional staff, as staff goes on to take other jobs. This is true for other restaurants throughout our region, according to our Food and Beverage Director Ryan Richardson. We believe this will improve in October and beyond. If you haven’t already, build into your monthly routine a stop at one, two or all three of these excellent amenities!

The summer is going by so fast; our pools season is more than half over. With school starting in early August, the Sweetbriar Pool will switch to weekends only Aug. 7 through Sept. 6; Clubhouse Pool will remain open daily 11 AM to 7 PM during these dates. But the fun isn’t over yet. On Saturday, Aug. 7, from 8 to10 PM, Sweetbriar Pool will host Movie Night with The Croods, A New Age. Free popcorn, popsicles, and drinks for everyone. On Saturday, Aug. 21, our second theme day at Sweetbriar Pool is Favorite Sport or Team. Come dressed for your favorite sport or team and receive a free ice cream. (Sorry, folks but swimming as a favorite sport and swimsuits are disqualified for this give away.) Sport and team decorations will abound; special games will be available and other give aways will happen throughout the day. On Saturday, Aug. 28, from 7 to10 PM, Clubhouse Pool will be the site for our first Adult Beer and Pretzel Fundraiser sponsored by FLOW and hosted by the Pools Committee. This event is to raise funds for shade structures at the Clubhouse Pool Snack Bar. Advanced ticket purchase is required, and space is limited. Tickets are $20 per person and include two glasses of beer and snacks. Additional glasses of beer may be purchased the night of the Fundraiser for $5 each (cash only and while supplies last). The evening will include live music performed by Nashville artist Kathy Johnson, and music for a little line dancing. There will also be a 50/50 Raffle, so be sure to bring extra cash. July 21 Board Minutes from p. 3 Without objection, Vice President P. Brown took up Item 7.1 on the Agenda, accepting the Annual Independent Audit Report for Fiscal Year-end 2021. 4.2 Property and Liability Insurance Package Review (presented via Zoom) Bill Mackey, Lead Agent for Bankers Insurance, LLC provided highlights of the proposed insurance package renewal for August 1, 2021 through July 31, 2022. Bankers competitively shops our various insurance coverages to identify sources for the best coverage and prices. Final quotes have not yet been received for second and third tier umbrella coverages. Premiums for other coverages total $490,749, which represents an increase of $24,597, or 5.3% over the prior year. Management recommended the Board approve the Annual Property and Liability Insurance package for the next insurance year provided the cost does not exceed the LOWA budgeted amount of $581,364 plus 3%. Without objection, Vice President P. Brown took up Item 7.2 on the Agenda, approving the annual Property and Liability Insurance Package for the period August 1, 2021 through July 31, 2022. 5. REPORTS 5.1 Reports of Officers The President, Vice President and Treasurer had no report. Secretary Vickery reminded members of the upcoming Director Election. There are three openings on the Board, two for 3 years and one for 1 year. There will be four ways members can vote: electronically, by phone, by paper ballot or at the Membership meeting on September 6th. An orange ballot box will be available to members for the Director ballots, not to be confused with the green ballot box for Referendum ballots. Cut-out paper ballots will also be available in the July 30th Lake Currents. A. C. Referendum Update: Secretary Vickery reported that as of July 20, 2265 votes have been cast in the Referendum, an increase of three since her last report on June 30. LOWA Amenities, Events, Meetings and Offices – Coronavirus Status Sixty-two percent of the LOWA workforce has been vaccinated. The Employee Covid-19 Vaccination Bonus Program was extended one month and will expire on July 31, 2021. Senior staff meets weekly to discuss the latest guidelines, statistics and trends to identify the need for any changes to LOWA facility operations affected by the Covid environment. B. June Financials In June we collected $285,945 in FY2021-22 lot assessments, for a total of $5,530,936, or 74.7% of total lot assessments billed. This compares to 71.8% collected by the same time in the prior fiscal year. The June financial reports were made available for distribution on July 16. The delinquency rate as of June 30 was 6.4%, compared to 7.5% last year. Statistics are currently showing a favorable variance to budget of $81,799 at the end of the first two months of the new budget year. C. Lakes Management Update The LOW Ski Club relocated the ski jump on the main lake the week of June 28. This reduces wake erosion potential at Clubhouse point and prevents the jump from being an unattractive backdrop for wedding photos. There were 304 cubic yards of sediment removed from the Keatons Lake boat ramp area. LOWA Roads Crew has reconstructed 991 feet of roadside ditches; their annual target is 4000 feet. D. Other Business Security is performing unannounced 100% ID checks for limited timeframes at the visitors lane, which helps them identify unregistered tenants and undeclared rental properties. 5.3 Committee Liaison Reports A. Resolution on Improving Walking Paths – Fitness Committee Secretary Vickery presented details of the Fitness Center Resolution on improving the walking paths. It was recommended the Board consider approving funds for a 4-foot wide pedestrian path around Lakeview Parkway, to be constructed as part of the scheduled repaving of Lakeview Parkway. The Board already approved extended shoulders at two locations for FY2021-22 and is committed to considering future locations as scheduled repaving is priced out and contracted.

After a hiatus of 17 months, Lake of the Woods Book Club has resumed monthly meetings! At the hastily convened July 14 meeting, a small group discussed We Were the Lucky Ones (originally scheduled for discussion at the April 2020 gathering). The Dutch House, by Ann Patchett (originally scheduled for the May 2020 meeting) has been chosen for Aug. 11. The story describes a family’s devotion to each other and an almost obsessive attachment to their house in the Philadelphia suburbs. The book is available in multiple formats from all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional). LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome, and no prior notification or attendance commitment is necessary. The Devil in the White City, by Erik Larson, a best seller of a few years ago, is the selection for the Sept. 8 gathering. For further information about the club, call 540 972-9284.

On July 15, the Senior League team traveled to the Gauntlet Golf Club, where they suffered their first loss of the second half of the season, the team’s second half record is 1-1. They are 5-4 overall for the season. Chip Shot A golf course in Florida decided to use goats to keep the wild undergrowth low as golf courses do in Scotland. In a few months they had to get mowers. They forgot Scotland doesn’t have alligators.

The 37th Annual Fine Art Show and Sale will be held at the Community Center on Saturday and Sunday, Sept. 25-26, and space is still available for Lake artists to participate. The duck and ducklings pictured were crafted by Jim Klein and painted by Lisa Spencer Ballard. We’ll be selling raffle tickets at the show and on several dates in advance of the Art Show at the Clubhouse – starting Aug. 19. Support the arts in our schools! The next meeting of LOW Arts will be held on Wednesday, Aug. 4 at 2 PM in the Game Room of the Community Center. Our focus will be on preparing for the September art show and all participating artists (or those who want to learn more about participating) are encouraged to attend. We’ll discuss layout, schedule, promotion, show operations, and more. As always, new members are always welcome to join us.

The Lake of the Woods Lions Club held an installation ceremony for incoming officers at the Community Center on June 17. Second Vice District Governor and Zone Chair Donalda Lovelace officiated at the ceremony. Bill Kay, an active member of the Lions Club for the past four years, was installed as club president for 2021-2022. Kay said, “I am looking forward to leading the LOW Lions as we grow our member ranks and our commitment to serving the community.” Since the club’s chartering in 1982, its members have worked on a variety of projects in the local community, such as the Wilderness Food Pantry, eye glass recycling, loaning Photo by John Schumitz medical equipment, and Donalda Lovelace (L) installs Bill Kay as vision/hearing screenings. Lions Club president. Proceeds from fundraising events, such as the weekly yard sales at the Velona Building, the club’s annual golf tournament, the Tree of Love, and the White Cane Days have allowed the club to make donations to numerous local charities and to fund community needs grants, teacher grants, and student scholarships. The Lions Club has about 100 members and meets on the first and third Thursdays of the month. The first Thursday is a club business meeting held at the Community Center, or via Zoom. The third Thursday is a full membership dinner meeting held at the Clubhouse. Lions’ clubs are a group of men and women who identify needs within the community and work together to fulfill those needs. LOW Ladies ’n Friends is a senior ladies bowling league that meets at the AMF Bowling Center in Fredericksburg each Monday from10 AM to noon. Teams of three ladies bowl three games each week, for 27 weeks. The season ends by April 2022. The 2021-2022 Season will begin on Monday, Sept. 13. A brief planning meeting will be held on Monday, Sept. 13, at 9 AM, prior to bowling that day. We will meet at the lanes to confirm returning teams, review league rules, review weekly costs, and meet any new members. Membership is open. Congratulations to LOW LGA Lady Hawks, the 2021 Ladies Golf League of Virginia Regional Champions. We know that “winning isn’t everything--but wanting to win is!” Team captain Jeanne Woodward said that the camraderie on the team has been refreshing and fun! They maintained the lead most of the season, and the final match was at LOW! The last time our team took first place was in 2004. All the volunteers helped to make a hot, steamy day more comfortable and run smoothly. From the bag boys, spotters, water and cold towel ladies, to the Pro Shop Staff (Kim, Eric, Carolyn), to Ryan, Carletta and the Fareways Staff, they all made Lake of the Woods shine in the eyes of our guests. They loved our course, and they loved our hospitality! If you couldn’t play in the first round of the President’s Cup tournament, you can still participate on Aug. 3, and Aug. 10. Pay the one-time entry fee of $5 when you check in. You will also pay the usual $3 for the regular Tuesday game. The annual Member/Member tournament is scheduled for Tuesday, Aug. 24. The social on the afternoon of Aug. 23 will be included. Co-chairs Kathy Smith and Nicki Buell are busy planning this event. Look for the signup sheet and details soon. The St Jude tournament is Sept 21 - it is a 4-person scramble - with prizes, raffles, food, and fun. Please consider sponsoring a hole to save the children. Tuesday, Aug. 3, is the first Tuesday of the month. Please bring nonperishable food donations for the Food Bank. Look for Dottie Lohr’s car with the trunk open to accept your donations. Wanted: Pool shooters over 55! The LOW Fun Bunch meets every Tuesday from 10 AM to 1 PM at the Community Center. This is a very informal meeting, using local 8-ball rules. We shoot as partners so we can pair up less experienced players with more experienced shooters to keep things even. If you are in for more of a challenge, we have a second group meeting from 1-4 PM on Fridays. The LOW Veterans Club has developed and produced its own userfriendly interactive website. This innovation should provide Veterans Club users with various means of shared information and communication. The highly interactive website can be utilized for obtaining club member information, club by-laws, military veteran related information, as well as daily updates from the national Veterans Administration. The new website can be found at www.lowvets.club. As a service to all veterans, the Veterans Club would like to review the most valuable separation document issued to all active-duty Armed Forces veterans. The specific document is the DD Form 214 entitled “Certificate of Release or Discharge from Active Duty.” The DD 214 is the capstone military service document. It reflects the complete, government-verified record of a veteran’s time in military service, awards and medals, rate, or rank at time of separation from active duty. In addition, it reflects total military combat service and completed military training, and specialty. Regardless of military service performed, including different services by the same veteran, the DD214 remains the definitive official government form reflecting a veteran service history. The DD 214 completed form is commonly used by various agencies; however, the most significant is the Department of Veterans Affairs. This document is required for Veterans Affairs-provided medical care, home loans, school loans, and is used for any medical claims of service-connected disability and other related veteran benefits. The DD 214 is also required when a surviving dependent applies for death benefits. The original DD 214 document should be kept in a very secure location. Copies can be made for proving veteran service for eligibility of any benefits; the original should NEVER be submitted. The next Veterans Club meeting is scheduled for Thursday, Aug. 26, at 7 PM at the lower level of the Clubhouse. All LOW resident armed service veterans are encouraged to attend. Yes, you may subscribe later, but you will not receive tickets until Sept. 9, the night of the performance. We anticipate Let’s Rock Broadway, starring the Diamonds, will attract single-ticket buyers, so the ticket booth may be busy. Avoid the hassle; sign up now! Brochures were mailed to all those who have subscribed in the last three years, but you may find brochures/applications at the Holcomb Building, the Wilderness Branch Library, or online at www.stagealive.org. Credit cards are accepted online only. Once the Governor gave Culpeper Schools the green light, we quickly confirmed the season we had hoped for with only one hiccup. The John Denver tribute concert date conflicted with the available date, and, at the very last moment, the Philadelphia Brass became available. Serendipity! Our brochure describes the season in colorful detail, but the Richmond Symphony on Saturday, Oct. 2, is a feather in our season’s cap. Do plan to join us for live entertainment at bargain prices. To make up for lost time and book sale revenues, Wilderness Friends of the Library is thankful that the Wilderness Branch Library staff was able to give us three days, Sept. 23 to 25, for our fall book sale. You are all invited to join us, and the staff has promised fresh books will be displayed each day (a plus side of the pandemic). WFOL was bequeathed books from the personal library of Don Lundry, who died this spring. When volunteers visited his library, we were overwhelmed by books, floor to ceiling overflowing bookcases, tables, and chairs. We each gathered boxes of as many as we could personally store until the book sale. (The library couldn’t begin to accommodate the collection.) Knowing Don’s taste included science fiction, I made a beeline for those books. I was delighted to discover old favorites, Asimov, Bradbury, Arthur C Clark, and Heinlein (Strangers in a Strange Land). His science fiction collection also included over a half dozen Orson Scott Card works, starting with Enders Game. All these books are hard cover and in mint condition. This is just a small sample of the many, many books in Don’s extensive collection, and we hope we have selected some that will appeal to you. We intend a special display table in memory of Don Lundry.

Our last article gave the names of the two lead cast members in The Addams Family musical. We have three new young actors joining our group. Anna Sammel will take on the role of Wednesday, the young adult dark princess daughter of Gomez and Morticia Addams. Wednesday has fallen in love with a very normal young man which leads to some “merry or hairy” moments. Her love interest, Lucas Beineke, is played by Sam Cook. Pugsley is being played by Leighton Carter. As Wednesday’s younger brother, he is worried that Wednesday is becoming too nice and won’t want to torment him anymore. His antics create some issues. The Addams Family full cast list can be seen on our website, www.lowplayers.org. This production is being directed by Dan Ditzler, with Michelle Ditzler assisting him as Stage Manager. You have seen them on stage as actors, as well as behind the stage directing other shows. Michelle also sings with our Show Stoppers group. The cast is well into rehearsals for this funny family musical. Tickets for The Addams Family will go on sale Aug. 30 at 9 AM. Dates for the play are Oct. 15, 16, 22, and 23, with shows starting at 7 PM. Matinees will be on Oct. 19 and 24, starting at 2 PM. Ticket prices are adults: $29, students: $24 and children under age 12: $15. The Show Stoppers singers have been performing monthly at the clubhouse to sold out crowds. Their next show is on the Clubhouse deck starting at 6:30 PM on Aug. 13. July 21 Board Minutes from p. 5 5.4 Committee Reports Environmental Control Committee Chair Tom Gray reported on a very busy FY2020-21. ECC approved 57 new home construction projects and 160 upgrade requests. Final inspections were done on 140 projects. Four hundred requests were filed for tree removal and 356 of those were granted. Approved new construction and addition projects resulted in $800,961 in fees being collected, a significant increase from the previous year. Future goals include timely final inspections for all projects, reviewing Regulations to identify changes to improve clarity, providing consistent follow-up on violations to resolve them in a cooperative and timely way, and exploring the recruitment of a non-voting alternate to fill-in when there is a shortage of regular staff.

The General Manager summarized the current status of each of the seven goals Board goals adopted for this year. Of the seven, one is complete, four are complete and ongoing and two are ongoing. He provided details of the necessary steps to completion and anticipated completion timelines. 6.4 Discussion of Full-time Leaf Removal Crew Proposal. The General Manager requested the Board discuss and give guidance to management on whether to hire three additional crew members to perform leaf removal this fall, rather than wait for the next budget. The Board was asked to consider four funding options to cover the costs estimated for multiple job efficiency (speed levels). The Board recommended they continue the discussion and review the options for consideration at the fall Board retreat.

Orange County Supervisor’s Letter

7.3 Discussion of Amending Regulation V.C: Use of Individually-owned Property, Regarding Commercial Vehicles on Private Lots. After considering input from members and previous discussion to get guidance from the Board, management proposed amendments to the LOWA Regulations to clarify restrictions in the areas of vehicle covers, screening landscaping, and what constitutes an advertising sign. Staff also proposed adjusting the overnight parking window. The Board requested the GM schedule further discussion following input from ECC. 7.4 Discussion of Mid-summer Pool Survey Results. The Communications staff conducted a pool patron survey from June 25 through July 9 in order to monitor management and identify any issues. There were 129 respondents. Response was generally favorable toward the lifeguards, but enforcement of rules, attention to duties and safety met with mixed opinions. Results were shared with the Swim Club Management Group which manages our pools and provides the lifeguards. This has been a difficult year due to a shortage of lifeguards affecting many other pool communities. An end-of-summer survey will be done for comparison purposes. 7.5 Consideration of Entering Lots for Maintenance. (D-21-78) Motion by Wilks, passed unanimously, that the Board approve entry of the lot in Case #21-0712-01 on or after July 21, 2021 to perform maintenance as stipulated in the ECC Chair’s letter to the individual lot owner, and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants. Motion by Wilks, passed unanimously, that the Board declare that a continuing violation of the Restrictive Covenants exists on the lots in Case #21-0712-09 and #21-0712-10, and the Board suspend the voting rights and the use of the recreational amenities, including the Main and Back automatic gates, until the violation is corrected; in accordance with Section 12.G.b of the Restrictive Covenants, effective July 31, 2021. I further move the Board authorize the General Manager to send a legal demand letter in each case to bring the lot into compliance if there is no corrective action by the deadline. 7.6 Consideration of Approving Purchase of an HVAC Unit for the Clubhouse Pool Snackbar with Funds to Come from the Community Area Recreational Complex Fund Balance in the Operating Budget. (Resolution 2021-16) (D-21-79) Motion by Diercks, passed unanimously, that the Board adopt Resolution 2021-16, a General Resolution, approving purchase of an HVAC unit for the Clubhouse Pool Snackbar, funds to come from the FY2020-21 New Construction and Renovation Reserve Fund balance. 7.7 Consideration of Transferring Project #328.00: Digital Radio System, Maintenance from FY2023-24 to FY2021-22 and authorizing Expenditure from the Repair and Replacement Reserve Fund Balance. (Resolution 2021-17) (D-21-80) Motion by Diercks, passed unanimously, that the Board adopt Resolution 2021-17, a General Resolution, transferring Project #328.00, Digital Radio System, Maintenance, in the Capital Spending Plan from FY2023-24 to FY2021-22, and authorizing a sole source purchase from Motorola Solutions, the current provider.

Director Wilks praised Tom Gray and the ECC staff for their efforts working to achieve mutually agreeable solutions among the parties when differences arise.

The Board of Supervisors Vision for the future focuses on three principles for guiding their efforts on behalf of the citizens. They are a vibrant economy, effective reflective government, and sustainable land use. The effective reflective government includes efforts to provide the greatest citizen visibility into the activities of county governing. The full description of the vision is on the county website which also provides links to the following information. At each Orange County Supervisor meeting, the agenda is published several days before the meeting. You can not only see what the Supervisors will be considering for decisions, but also the agenda documentation provided to the Supervisors about those decisions. Included in that documentation are minutes from other organizations that the county is involved with. These include the Rapidan Service Authority, the Dogwood Nursing Home, monthly Virginia Department of Transportation reports, the Culpeper Soil & Water Conservation District, Parks and Recreation, and the Children’s Services Act report. The minutes of all Supervisor meetings are also published. You can view these agendas and minutes by going to the Orange County website. Alerts of incidents, such as water and sewer line breaks or any cutoff of service for other reasons, will be provided to customers who would like to be kept informed. These alerts can be received by email or text message, or both if you desire. Individuals can sign up for these alerts by going to the RSA website at www.rapidan.org. Any incident that would impact service anywhere in Lake of the Woods will go out to all who have signed up for alerts, which may mean that some of the alerts will not affect you directly. Currently we are unable to direct alerts to only those affected. The Orange County Public Safety Building is nearing completion. At some point there will be an open house for citizens to tour the building and see what their tax dollars have built. In advance of the building’s opening, the county has produced a short YouTube video showing some parts of the building.
