National Night Out-LOW

The Third Annual LOW National Night Out will be held on Tuesday, August 6 from 6 until 8:30 PM at the Community Center Pavilion. This is the designated evening when communities across America come together to promote law enforcement/community partnerships and neighborhood camaraderie to help create safer neighborhoods. This year’s event is sponsored by Neighborhood Watch and the Safety and Security Committee.

Participants in the event will be the Virginia State Police, the Orange County Sheriff’s Office, Virginia Department of Game and Inland Fisheries, LOW Fire and Rescue, and the LOW Security team. All groups will have officers available for discussion, as well as having handouts and equipment on display. One K-9 unit will put on a demonstration starting at 6:30 PM. As in previous years, residents are requested not to bring their dogs to this event. Free hot dogs will be served by LOW Security officers manning the grill.

Water will also be available.

Everyone is invited to attend the festivities to meet the law enforcement officers, to view the equipment that will be on display and to observe K-9 units that may be giving demonstrations.

We are excited to announce the Second Annual LOW Scenic Photo Contest. We are looking for great photographs that showcase our community, amenities and activities. Perhaps you have already taken some fantastic shots, or maybe you want to explore LOW and take some now. All photos that primarily feature a scenic view of common areas within LOW are welcome.

Any type of camera may be used to take Photo by Dan Reams the photo. Got your cell phone handy? Then snap a great shot and send it to us!

Winners will receive LOWA Gift Certificates (no cash value) and will be announced and their photos featured in the August 30 issue of Lake Currents.

LOWA Gift Certificates will be awarded as follows: first place $50, second place $25, third place $10.

Winners will be selected by the LOWA Communications Staff. All decisions are final, including any disqualification due to contest rule violations. Please see below for contest rules & entry instructions. All eligible entries will be uploaded to LOWA.org on August 30 for members to view.

When I was in high school years ago and learning how to type (on a typewriter), there was a practice sentence that we had to use. It went like “Now is the time for all good men to come to the aid of their country.” Substitute the word “people” for “men” and “community” for “country” and this sentiment is appropriate and applicable in today’s world. Five candidates have stepped forward and are asking for your vote to allow them to volunteer (without pay) to manage the affairs of our community. These candidates wish to come to the aid of our community.

By the time this article is published in Lake Currents, there will be an election proxy ballot sent out, for your consideration and action. This latest ballot is for the election of three Members to serve on the Board of Directors for three-year terms. Their biography information is available on the website and in the Lake Currents. Both the Candidate Interviews and Forum were recorded and are also available on the LOWA website, under “Administration,” then “Videos.” Please look over the information and contact the candidates if you have questions. Read the proxy ballot instructions and information. If you have kept up your reading of the Lake Currents and the information on the website, you should be familiar with the issues of concern to our community.

Someone here once said that Members of our community who do not reside here leave elections of directors to the Members that do. I urge those Members not residing here to prove that statement wrong.

Previously, a referendum proxy ballot was sent out for consideration and action by you, the Members. My previous message and your Board of Directors urge that you vote to approve both referendum measures.

The actions that all good members of this community need to take are very simple – vote (one vote per lot) in both ballots before you. Vote to approve both questions on the referendum and on the elections ballot vote for up to three candidates in the election.

Lake of the Woods is your community; now is the time for all good members to come to the aid of their community-VOTE.

The purpose of this meeting is to elect three Directors to serve on the Board of Directors. The Annual Meeting is also the forum for the Annual Report from the General Manager, as well as awards certificates and honors from the Honor Awards Committee.

August Tennis Social

1. Convert the Lakeview Parkway and Back Gate Lane intersection to a Two-Way Stop with new stop signs posted on Lakeview Parkway. The stop sign on Back Gate Lane at the intersection would be removed. The stop sign at the gate arm, however, would remain.

2. Construct the roadway, drainage and signage improvements at the intersection according to the Stantec Traffic Engineering Report dated May 13, 2019.

3. Modify the information sign package along Flat Run Road at the Back Gate to discourage non-barcode vehicles from attempting to enter the Back Gate.

4. Authorize the General Manager to develop a Project with its related costs to present to the Board for approval at an upcoming Board meeting.

In July 2018, the Safety and Security Committee unanimously passed a motion recommending traffic control at the intersection of Back Gate Road and Lakeview Parkway be changed so that vehicles approaching from all three directions must stop.

In August 2018, the Board authorized the GM to hire an engineer to review the traffic flow pattern at the Back Gate, and make recommendations to relieve congestion. Stantec was chosen, and Senior Traffic Engineer Robert Milstead conducted the study February through April. Notable in the study findings is that the intersection already functions at Level A. However, the two-way stop alternative clears the Flat Run Road (Route 601) and Back Gate Road queues.

July 16 Board Minutes from p. 3 3. REPORTS 3.1 Reports of Officers The President, Vice President, Treasurer and Secretary had no report.

A. Executive Session Actions Motion by Clawson that the Board deny the Appeal in Case #619-86. Vote: Yea: Zukowski, Diercks, Hoh, P. Brown, H. Brown and Clawson. Nay: 0. Abstain: Wilks.

B. Committee Changes Motion by Zukowski, passed unanimously, that the Board approve the Committee Change List dated July 16, 2019 as presented: (D-19-69) Name Action Committee Term-End Date Earl Cruse Voting Fitness July 15, 2022 Janice Johnston Term of Service Fitness C. Referendum Update President Wilks reported that paper ballots for the Referendum were mailed last Friday. Electronic ballots were issued today. 3.2 Report of the General Manager A. May Financials were not available at this time and will be deferred to the August 3 Board meeting.

B. Lakes Management Report Finish Line Environmental initially gave a new estimated date for completion of work on the Golf Course 14th Fairway Pond Retrofit as July 12, but this has since been extended further. Recent rain events and other issues have caused delays.

C. Back Gate Traffic Analysis Update The General Manager requested the Board review his memo of July 15, 2019 and updated information on the Stantec engineer’s back gate traffic study. The Board is being asked to consider changing the traffic pattern at the back gate to improve traffic flow. This will be taken up again at the next Board meeting.

D. Other Business Five contractors attended the mandatory site visit in response to the Security RFP. Proposals are due by July 29th.

As of July 7th, 532 memberships in the Fitness Center have been sold.

Clubhouse income over the Independence Day weekend was $21,800. Due to July 4, 2020 falling on a Saturday, the fireworks show will be held on Friday, July 3 next year. Director H. Brown mentioned that a member has come forward to organize and plan next year’s parade.

3.3 Committee Liaison Reports Director Diercks explained the process the Elections Committee will use to respond to member questions at the Candidates Forum to be held July 21 from 4-6:00 p.m. at the Community Center. Director Zukowski reported that the Pools Committee Wine and Cheese event was a success, and funds raised will be used to support Lifeguard Appreciation Week and to pay for swim lessons for children. A summer Basketball Camp is being formed for children.

Director Hoh said the Ad Hoc Audit Committee met this month and is drafting a charter for Board approval to request this be made a Standing Committee in the future.

Director Clawson reported that the Community and Youth Activities Committee will meet this coming Thursday at 7:45 p.m. He encouraged interested members to join the Committee to help plan future events.

3.4 Committee Reports: Environmental Control Committee (ECC) Chair Mike Rugless reported this past year’s activities as of April 30, 2019. Since May 1, 2018, ECC approved 33 new home construction projects

and 148 requests for upgrades or additions, which resulted in $472,126 in New Construction/Renovation fees collected. Final inspections were done on 126 projects and 400 tree removal requests were reviewed. Following review of Section XVI of the LOWA regulations, recommendations for changes were submitted for Board approval. They developed and submitted recommendations to allow “No Trespassing” signs be posted by members who live in specific areas of LOW. Plans are to continue their work to provide a consistent review and approval process for all projects, expand Committee member expertise through cross-training, identify the most misunderstood Regulations to revise and clarify them as necessary, and perform timely inspections of all projects.

4. PRESENTATIONS 4.1 Annual Survey Results: Allie Felder, Chair, Planning Committee.

(Deferred to August 3 Board Meeting) 4.2 Board Goal #2: Communications.

Discussion Regarding the Possibility of Placing More Information on the LOWA Website or Auxiliary Websites for Member-Only Access.

Communications Manager Carolyn Brodeur summarized the efforts made in researching software options for establishing a digital library, comparing the various features and costs. Communications staff and management recommend LOWA hold off on pursuing the digital library project at this time until a more cost-effective, user-friendly software option becomes available. Due to the cost of both storage access and capacity, President Wilks suggested the Board and LOWA members provide feedback on priorities for website content before taking any further steps.

5. Member Comments on the Business Agenda: A member commented on the back gate study.

6. UNFINISHED BUSINESS 6.1 Consideration of Accepting the Year-end 2018 Financials and Restated Year-end 2017 Financials. (D-19-70) Motion by Hoh, passed unanimously, that the Board accept the Yearend April 30, 2018 audited Financials and restated Year-end April 30, 2017 audited Financials 6.2 Consideration of Adopting the Revised Amendments to Administrative Resolution 2015-1 Regarding the Reserve Policy for Lake of the Woods Association (Resolution 2019-11) (D-19-71) Motion by Hoh, passed unanimously, that the Board adopt Resolution 2019-11, an Administrative Resolution, regarding amendments to Administrative Resolution 2015-1 on the Reserve Policy.

Motion by Diercks, passed unanimously, that LOWA make this report available in the “members only” area of our website.

6.3 Discussion of a Memorandum of Understanding (MOU) Between Lake of the Woods Association and Friends of Lake of the Woods (FLOW).

FLOW President Brenda Anderson provided a slide presentation on the history, purpose, mission, and past and present projects of FLOW. The MOU provides a basis for clarification of the separate and distinct roles of LOWA and FLOW and puts a consistent process for handling projects and donations in place. The next step will be to send the MOU to the LOWA attorneys for review.

6.4 Consideration of Approving the Flat Run Forebay 90% Plan and Directing the General Manager to Proceed to Final Planning, Permitting and Bidding. (D-19-72) Motion by H. Brown, passed unanimously, that the Board direct the General Manager to proceed to final planning, permitting and bidding for the Flat Run Forebay Project.

7. NEW BUSINESS 7.1 Consideration of Approving Carrying-over FY2017-18 Capital Projects. (D-19-73) Motion by Hoh, passed unanimously, that the Board approve carrying-over the following capital projects: Reserve Project #569: Chain Link Fence/Boat Storage $ 40,001 Reserve Project #715: Birdie Road Culvert Retrofit Construction $ 35,750 Reserve Project #716: Flat Run Forebay Construction $138,100 Reserve Project #3Gate: Third Gate Project Engineering $ 36,000 7.2 Discussion of 2018-19 Year-end Capital Report.

Director of Facilities Jessica Graves provided a summary of the carryover projects and status of all Capital projects as of April 30, 2019, giving attention to selected items of particular interest. Ms. Graves responded to questions from Board members.

7.3 Discussion of the 2016-9 GolfNOW Resolution Regarding Nonmember Access and Play at Lake of the Woods Golf Course.

Management is recommending the Board approve continuing the current fees, conditions and limitations in place for non-member golf course patrons.

AGM Chester Guzek provided statistics on rounds of play at the Golf Course during the past fiscal year where both VSGA and GolfNow have been a good source of non-member play, resulting in income of $12,085 from May 2018 through April 2019. The Board took no action at this time.

7.4 Consideration of Purchasing a Bunker Rake. (Resolution 2019-12) (D-19-74) Motion by Hoh, passed unanimously, that the Board adopt Resolution 2019-12, a General Resolution, approving the purchase of a bunker rake in the amount of $14,736.74, funds to come from the Repair and Replacement Reserve.

7.5 Consideration of Approving an Expenditure for a Clubhouse Salad/ Sandwich Prep Cooler in the Amount of $5,040.36. (Resolution 2019-13) (D-19-75) Motion by Clawson, passed unanimously, that the Board adopt Resolution 2019-13, a General Resolution, ratifying the decision of the General Manager and approving an expenditure for a Clubhouse Salad/ Sandwich Prep Cooler in the amount of $5,040.36, funds to come from the Repair and Replacement Reserve.

7.6 Consideration of Sending to the Rules Committee and LOWA Attorney Proposed Amendments to Regulations Regarding “No Trespassing” Signs for Private Lots. (D-19-76) Motion by H. Brown that the Board send to the Rules Committee and the LOWA Attorney the proposed amendments to the Regulations regarding “No Trespassing” signs for private lots.

Vote: Yea: Diercks, H. Brown, P. Brown, Zukowski and Wilks. Nay: Hoh and Clawson. Motion passed 5 to 2.

7.7 Consideration of Entering Lots for Maintenance. (D-19-77) Motion by H. Brown, passed unanimously, that the Board approve entry to the lot in Case #19-0717-01 to mow the yard on or after July 23, 2019 and every three weeks thereafter until October 1, 2019; and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

Motion by H. Brown, passed unanimously, that the Board approve entry to the lot in Case #19-0717-02 on or after July 23, 2019 to remove two trash cans, and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

Sierra Club Speaker to Address Democratic Club

The Old Testament story of Joseph and his coat of many colors gets a splashy, vigorous treatment with our energetic cast, Las Vegas-style glitz and catchy, eclectic songs like Any Dream will Do, Close Every Door, the peppy Go, Go, Go Joseph and various bits of country, calypso and Elvis in the stage version of Joseph and the Amazing Technicolor Dreamcoat.

I am looking forward to seeing the dance numbers the cast has been working on performed on stage and in costume.

Hearing some of the music in its various styles has been intriguing. Directing this production are Dan and Michelle Ditzler, who last directed Back to Broadway.

Michele entertained us with her own show in July.

Bob Shippee, legislative committee chair of the Virginia Chapter of The Sierra Club, will speak to the Lake of the Woods Democratic Club Wednesday, Aug. 14, on the important environmental issues facing the General Assembly in 2020.

The Virginia Chapter of the Sierra Club, which has more than 20,000 members, is part of the national Sierra Club, the nation’s largest and most influential grassroots environmental organization. The concerns of the Virginia Sierra Club Chapter include work in climate action, offshore wind, solar energy, fracking, coal ash, coal dust, oil and gas pipelines, environmental Bo justice, and legislative and political engagement. bS hi p p e The program will begin at 1:30 PM in Classroom 2 of the e Community Center. Everyone, regardless of political affiliation, is welcome to attend.

Shippee has bachelor’s degrees in economics and industrial engineering from Syracuse University, and master’s degrees in business administration and labor relations from Cornell University. He worked in financial services for 28 years before retiring in 2015. He ran for county office in 2015, which led him to become active in politics.

He became co-chair of the chapter’s Legislative Committee in 2017 and chair in 2018. In that capacity, he serves as a full-time volunteer advocate in the General Assembly.

Shippee is treasurer of the Henrico County Democratic Committee and vice chair of the Henrico Electoral Board.

He is the father of five children, ages 13 to 30.

Lake Currents August 2, 2019

The Lake of the Woods Barracudas are well into their 2019 season. We are four meets in, with only three more to go before the championships on August 3. The first meet of the season against Hampton Oaks had to be postponed due to weather and was completed July 8. Unfortunately, the delay didn’t bring a win; the final score: Hampton Oaks 295, Lake of the Woods 208. On July 26, the Grafton Dolphins visited LOW. In a hard fought meet, the final score was decided by just one relay race. And it just wasn’t the Barracudas day, with the final score of 249 to Grafton’s 260. On the eve of Independence Day, it was the Barracudas vs. Salem Fields. It was a scorcher outside and for the Barracudas, who were on fire when they defeated the Salem Fields’ team 268 to 235. On July 10, the Barracudas again faced Salem Fields, but this time Salem Fields came out on top 262 to 242.

The Barracudas would like to congratulate the Triple Winners from these meets. These are swimmers who placed first in three of their events, both individual and relays. Kenley Dodson, Izzy Cramer, Sam Loughery, and Rowan Turner have each achieved this distinction in one of our meets this year.

Let us also congratulate Madi Bean, who has been a Triple Winner in all four of the meets of the 2019 season.

The LOW Barracudas will have their championship meet on August 3 at the Spotsylvania YMCA. Wish the swimmers in your life good luck! The team appreciates all the support from the members of Lake of the Woods.

Recently Alice C. Tyler leadership group children were treated to a tour of the Lake of the Woods Volunteer Fire and Rescue Company.

The group meets monthly for a fun and educational outing. Mary Lou McFarland and Greg and Gail Stoner spearhead this rewardsbased initiative.

The next scheduled Ice Cream Truck visit is August 13 from noon to 3 Photo by Dan McFarland PM. On Saturday August 17, the annual Luau starts LOW Firefighter/Medic Brad Renau describes at 1PM. The Party Ladies, equipment and uses to Leadership Outing children.

At the AARP 5239 August 19 meeting, Mike D’Ostilio will coach us on how to keep our senior brains healthy. Mike retired from the US Army in 1995 and from the federal government in 2015, where he served as the Chief of Investigations, Assistance, and Hot Line Branch for the Army Inspector General Agency. He was also Senior Instructor at the Army Inspector General School, where he developed curriculum and monitored instruction.

D’Ostilio began working with AARP as a legislative M ik e D' volunteer in 2016 and has participated at both the state and O s ti li o federal levels, talking with legislative officials on healthcare and care giving initiatives affecting seniors. He is also a member of the AARP Virginia Speakers Bureau and has presented such topics as Brain Health, Home Fit, and Making Chapters More Effective. In 2017 Mike was presented with the AARP Virginia Rookie of the Year Award.

His presentation, The Five Pillars of Brain Health, stresses the fact that it is never too late to take charge of brain health. Even into old age, our brains are constantly changing and making new nerve cells. We can take care of our brain health and improve our quality of life. The overall message is to stay mentally, physically and socially active – while paying special attention to a healthy diet, cardiovascular health and stress reduction.

The Lake of the Woods Volunteer Fire & Rescue Company recently received $10,000 from the Culpeper Wellness Foundation through their Healthy Living Grants program. “When responding to accidents with potentially life-threatening injuries, both time and appropriate resources are critical to our responders and the victims,” said Fire Chief Bob Mars. “These funds have allowed us to update our equipment to assist with rapidly stabilizing vehicles on the scene of an accident, in order to allow firefighters safer access to injured/entrapped individuals. The updated designs of the APEX Texas 3 Point Kit from MidAtlantic Rescue Systems includes: a smoother design, allows for easier deployment and gives our personnel the ability to focus on any potential victim(s) inside the vehicle.”

Each year the Culpeper Wellness Foundation provides Healthy Living Grants to support health and wellness related programs and activities in the Foundation’s service area of Culpeper, Madison and Orange counties.

“Grant programs such as the Healthy Living Grants program are crucial to volunteer departments such as the Lake of the Woods Volunteer Fire & Rescue Company,” emphasized Mars. “I want to thank the Culpeper Wellness Foundation and the Healthy Living Grant review committee for awarding us this much-needed grant funding.”

The LOW Volunteer Fire & Rescue Company expects to begin deploying this equipment over the summer after all personnel have been properly trained on it.

The 2019 Healthy Living Grants were awarded to 13 area organizations, totaling more than $120,000 for health and wellness projects serving Culpeper, Madison and Orange counties.

Lake of the Woods held four basketball camps this year. Varsity Coach Austin Ager coached two weeks of camp for kids ages seven to eleven in the morning and twelve to sixteen in the afternoon. Ager focused on drills, building team spirit, and inspiring kids to do their best.

Free Hands-Only CPR Workshop

According to the American Heart Association, each year more than 350,000 cardiac arrests occur outside a hospital. Cardiac arrest is an electrical malfunction in the heart that disrupts the flow of blood to the brain, lungs and other organs. Survival depends on immediately receiving CPR. For an adult, Hands-only CPR, when performed in the first few minutes, can be as effective as CPR with breaths and, according to the AHA, double or triple a cardiac arrest victim’s chance of survival.

In this workshop, instructors from Mary Washington Healthcare will demonstrate the techniques for Hands-only CPR, and participants will have an opportunity to practice on mannequins. The instructors will also demonstrate the Heimlich Maneuver for choking, and go over the steps for using the Heartstart Automated External Defibrillator (AED). (LOWA has AEDs, along with First Aid boxes and Bleeding Control kits, in the Community Center, Fitness Center and Clubhouse.) Finally, the instructors will point out differences in performing CPR on an infant or child. LOW Fire & Rescue volunteers will assist in the practice sessions.

All are welcome to attend, but if you are under age 16, a parent or responsible adult must be present. This session is an opportunity to learn the basics of CPR for the adult. You will go home with a handout you can keep in your wallet and review with family. Register for this workshop at www.lowlinc. org by September 3. Cardiac arrest can occur at home or out in the community. If you learn and practice the steps for responding to an unresponsive person, you are more likely to initiate lifesaving activities. Hands-only Cardiopulmonary Resuscitation is CPR without mouth-to-mouth breaths. This technique saves lives. Learn how to do it by coming to a free workshop, sponsored by LOWLINC and Mary Washington Healthcare, on Thursday, September 5, from 4 to 6 PM, in the Community Center.

Tracie and her team are unfailingly pleasant and competent in helping LOWLINC prepare for the meetings, presentations and classes it holds at the Community Center. First off, I want to thank security for keeping Lake of the Woods safe, but sometimes their use of bad judgement and lack of common sense baffles me. Let me give you an example. Recently my son was enjoying the lake by taking friends skiing. My son is very aware of lake rules and did pass the lake’s boat test. It was approximately 8:40 PM and the skier was heading back to the boat. The boat was off, the orange flag up, anchor lights on, and the skier was heading for the boat. About 8:45 (still light out) a security officer (I won’t mention any names here) pulled up to the boat and told my son he had a skier in the boat past sunset and gave him a citation. I find this overly aggressive.

There was nothing unsafe here or even wrong according to lake rules. A simple warning under these conditions would have sufficed in my opinion.

Winter Bridge Gearing Up – Join the Fun!

Looking for a new, low-key bridge game? Then you have found it in LOW Winter Bridge. It provides an opportunity to establish new friendships and continue old ones in the comfort of LOW residents’ homes.

Each team plays every other team once over the course of six months, with pairs of teams scheduling when they will play each other and who will host. Hosts generally serve light snacks and drinks. Matches may be played any day of the week, daytime or evening. Each match is composed of five rounds of four hands each, using Chicago scoring.

The entrance fee is $80 per team. All funds will be applied to the end-ofseason Winter Bridge luncheon and tournament and to cash prizes (all teams get cash back, based on their performance during the season).

Pairs of players may sign up now through Oct. 1. The roster, rules, instructions, and score sheets should be in everyone’s hands by Oct. 7.

Matches may begin as soon as you receive the roster. All competition must be completed by April 11, 2020.

The annual Winter Bridge luncheon and tournament will be held at General’s Quarter in Locust Grove, at 10 AM on Thursday, April 16, 2020, and all participants are invited to attend. At the end of the day’s play, a group meeting will be held and cash prizes for the winners of the luncheon bridge tournament will be awarded. The group coordinators will conclude the day’s event by announcing the results of the Winter Bridge play to include the first, second and third place teams, and will distribute the cash prizes to all teams that completed all their games.

It’s hard to believe that August has arrived already. Let’s hope for a break in the heat since this is a very busy time for the LGA. The President’s Cup Tournament will continue for the next two Tuesdays, August 6 and August 13. If you didn’t play last Tuesday, you can still compete. Just let the ladies know that you want to participate when you sign in and pay the $2 entry fee.

The Ladies’ Club Championship is scheduled for Saturday, August 17 and Sunday, August 18. This event is opened to all LOW ladies. The sign-up sheet is posted in the pro shop.

Our annual Member/Member Tournament is scheduled for Tuesday, August 27. On Monday, August 26, there will be a putting contest and social from 4 to 6 PM at the practice green. This is for participants in the Member/ Member only. The two-lady teams must be LGA members. There will be three 18-holer flights and one 9-holer flight. Lunch after play and prizes are included. Look for the sign-up sheet and details posted in the ladies’ lounge at the Woods Center. Grab a partner and sign up.

Be sure to save the date of Tuesday, September 17, for the St. Jude Tournament. This LGA sponsored event is open to all golfers, men and ladies. The format is a Four Person Scramble. The entry fee is $50 for annual golf members and $75 for non-annual golf members. This is a fundraiser for St. Jude Children’s Research Hospital. All proceeds will go to the children. Donors may sponsor a hole for $100. Any other donations are welcome. Look for the sign-up poster in the pro shop soon. More details will follow. Remember, the start time for August is 8 AM with sign in by 7:30.

Lake Authors of the Wilderness is a writers group serving the Orange County, Virginia, community of Lake of the Woods and the surrounding area since 2011. Our mission is to support and educate writers in polishing, promoting and selling their work.

Meetings are currently held at the Lake of the Woods Community Center on the third Saturday of each month. Meeting programs cover a wide variety of subjects, ranging from the process of writing and publishing to the business of marketing books. We also share news of literary festivals, conferences, editors and agents, and sometimes hold open readings, or do other writing exercises.

For our next meeting, we will present a program at Riverside Writers Club on Saturday, August 10, Salem Church Branch Library from 1 to 4 PM. The panelists are Elaine Lewis, Bill Wilson, Bronwen Chisholm and Melinda Crocker. In addition, we will provide refreshments from our cookbook and have copies of the book for sale. See www.

Friday, August 9 (7:30 PM) Dazed and Confused (Gramercy Pictures, 1993 – rated R*) Director Richard Linklater’s affectionate look at the youth culture of a bygone era is set during the bicentennial year of 1976, celebrating the joys of beer blasts, pot smoking and the Frampton Comes Alive album. The film follows the random activities of a sprawling group of Texas high schoolers as they welcome the arrival of summer, their paths variously intersecting at a freshmen hazing, a local pool parlor and finally at a keg party.

Featuring a killer soundtrack and an ensemble cast of actors who would later become stars, including Ben Affleck, Parker Posey, Milla Jovovich, Adam Goldberg, Renée Zellweger and Matthew McConaughey, Dazed and Confused received overall positive critical reviews with Desson Howe of The Washington Post, writing, “Dazed succeeds on its own terms and reflects American culture so well, it becomes part of it.” 104 min. *No one under the age of 17 will be admitted without a parent or guardian.

Saturday, August 10 (2 PM) Woodstock: Another Look (Warner Bros., 1970) Woodstock, the historic outdoor music festival held August 15 - 18, 1969 in Woodstock, NY, drew an audience of more than 400,000, with 32 acts performing throughout the often rainy weekend. The event was captured in the Academy Award-winning, 1970 documentary film Woodstock, which will be shown at the Packard Campus Theater at 7:30 p.m. that night. This program of outtakes from the festival includes additional numbers (not seen in the original 184 minute release) by Richie Havens, Arlo Guthrie, Joan Baez, Country Joe McDonald, Santana, John Sebastian, Sly and the Family Stone, The Who, Joe Cocker, Country Joe and the Fish, Crosby, Stills, & Nash, Sha Na Na and Jimi Hendrix, as well as performances by acts that were omitted from the film: Bert Sommer, Tim Hardin, Melanie, Canned Heat, Creedence Clearwater Revival, Janis Joplin, Mountain, Grateful Dead, Jefferson Airplane, The Band, Johnny Winter and Quill. 120 min.

Friday, August 16 (7:30 PM) Beverly of Graustark (MGM, 1926) Marion Davies stars in this romantic comedy as Beverly, an American college girl, who gets talked into masquerading as her cousin Oscar (Creighton Hale) who happens to be the Prince of Graustark, a small European monarchy. Complications arise when she falls for her bodyguard (Antonio Moreno), a shepherd who rescues the “prince” from an ambush.

The film, often cited as Davies’ most profitable, was directed by Sidney Franklin with a screenplay by Agnes Christine Johnston, based on one of the Graustark series of novels by George Barr McCutcheon. Also on the program, the two-reel comedy short, You’re Darn Tootin’ (1928) starring Laurel and Hardy. Live musical accompaniment will be provided by Ben Model. 70 min.

Saturday, August 17 (2 PM.) You’d Be Surprised (Paramount, 1926) Raymond Griffith, the tuxedoed and top-hatted comedian who delighted silent movie audiences with his quirky plots and witty comedic touch, stars as a coroner detective called to the scene of a murder most foul, which ruins his plans to spend the evening at the theater. When the search for the killer turns out to be more complicated than he had expected, he must use every trick in the book to reveal the culprit. This sophisticated comedy murder mystery was directed by Arthur Rossen and the title cards written by humorist Robert Benchley are a particular highlight. Also on the program, the two-reel comedy short Dog Shy (1926) starring Charley Chase. Live musical accompaniment will be provided by Ben Model. 66 min.

Saturday, August 17 (7:30 PM) The Pajama Game (Warner Bros., 1957) This adaptation of the hit Broadway musical - with much of its original cast intact - virtually defines the word “exuberance.’’ Doris Day is a joy as the head of a factory grievance committee who unexpectedly falls in love with the new foreman (John Raitt, in his only starring film). Wilderness Toastmasters

by Alayna Stiffler, Member, Wilderness Toastmasters What matters most to you? Is it sitting quietly in a corner listening or is it talking to someone about anything that triggers the moment? In Toastmasters, there are many roles from talking to listening and participation.

There is never a dull and boring moment in our Club because we encourage participation from everyone that wants to participate. There are many ways to learn by listening and speaking, but the one that brings the most fun is the Table Topics, because you never know what kind of story you will tell in two minutes or less. The questions can be funny or serious and your answer does not need to match the question. Table Topics are usually the most fun during a meeting and many enjoy the opportunity to participate and tell their two minute story. At our last meeting, we had a theme for Table Topics and the answers had everyone laughing and enjoying the theme.

Wilderness Toastmasters meets on the first and third Tuesday of the month at the LOWA Community Center at 6:30 PM. We hope you will consider joining us and you are welcome to bring a friend with you to ease the fear of walking into a room by yourself. For more information, email WildernessToastmasters@gmail.com.

Our LOW Church team consisting of eight teens and 20 adults was pleased to return to the Navajo Nation for our third mission trip. The team traveled to the Crownpoint Indian reservation in northwest New Mexico to help the First Navajo Baptist Church buildings meet federal standards, improve the home of the pastor of another Navajo church, and minister to the youth with dance and sports camps and Bible stories and songs. The team also provided teacher training to adults to better prepare them to conduct Sunday school classes and Good News clubs at school. We plan to continue this training in visits to the Navajo Nation throughout the year and on next year’s mission trip.

The First Navajo Church is working to have their buildings improved to meet federal standards so that they can renew their lease with the U.S. government. Our first project was to improve the church by widening doors, enlarging bathrooms, and installing carpet while encapsulating asbestos floor tiles so the church can comply with the Americans with Disabilities Act, providing better access for the handicapped.

Pastor Adam Colson, our trip leader, emphasized the importance of sharing stories. The Navajos have an oral tradition of telling stories to preserve language, custom, and history to future generations. We have an important message to share with the greatest story ever told. The team served community dinners to 40-45 Navajo each evening, an opportunity to share our experiences and stories. We also shared our stories in individual sessions between LOWC members and Navajo youth and adults.

LOWC Elder David Blackistone was moved once again by the multigenerational opportunity provided by our mission trip on both sides.

Our eight teens learned the power of God’s word and works through the mentoring and example provided by our hard working adults and the opportunity to serve. The Navajo youth, adults, and elders shared their culture and were blessed by this reminder of the care and concern the Christian community has for their nation.

LOWC would like to thank the community and our members for their generous donations and their gift of service that made this mission trip possible.

Years ago when I was working and allowed myself the time to daydream, I would always start with “someday.” ‘Someday’ when I’m retired and have time, I would like to give back to the community; ‘someday’ I would like to roll all this experience up and use it for the common good; ‘someday’ I would like to show others my real talents. Then when I did retire I would say ‘someday’ I’m going to get out there and meet people who have my interests and make some good, solid friendships. The good news is, you don’t have to wait for ‘someday’.

If you’ve thought of or felt any of these dreams, I would like to invite you to join the Lake of the Woods Lioness Lions Club. We are a group of talented women who care about our community, see a need, and find a way to help.

And the real kicker to it all is that we have fun doing these things together.

David Roos will be the featured speaker at the August 12 meeting of the LOW Garden Club. If you remember, Roos was previously scheduled, but was detoured by security, and graciously agreed to try again. His topic, clay, is certainly of interest to all who garden here in LOW. Is there dirt hiding within that concrete?

The business meeting will summarize the on-going projects, as well as look to the future. You will be given ample opportunity to participate.

The meeting starts at 1 PM in the Great Hall. All are welcome. Light refreshments follow the meeting along with a period to meet your fellow gardeners.

Finally, if you haven’t already discovered it, note the Clubhouse parking lot has ample handicapped parking!

The LOWA Board of Directors will join the Civic Club of LOW in honoring the more than 200 members who serve on Lake of the Woods committees. A reception recognizing our committee members will be held at the Clubhouse on Wednesday, August 14, from 5:30 to 6:30 PM. All Lake of the Woods residents are cordially invited to show their appreciation to our neighbors who spend a substantial amount of time and effort making Lake of the Woods such a great place to live.

Volunteers serve on 21 committees, which all meet at least once per month. Most committees are comprised of seven voting members, plus alternates and advisors. The committees serve as advisors to the Board of Directors. Since committees reconstitute next month, this is the perfect opportunity for the community to say “thank you” to those people who have represented us so well during the past year.

“Be Concerned, Be Informed, Be Involved” is the motto of the LOW Civic Club, which hosts monthly speakers and provides an open forum where homeowners can learn about issues that affect their lives, interests, and investment in the LOW community.

The reception to recognize LOWA committee members is open to all residents. We hope to see you at the Clubhouse on Wednesday, August 14 at 5:30 PM!

Knowledge Club

In the middle of the storm, there always seems to be an answer, but often it takes hours to get the answer, especially when you are calling an organization or company for information. Long hold times, automated calls, press one for this department or two for another department. By the time you listen to all of the prompts, you forget which button to push. I find this extraordinarily frustrating and a waste of my time. I want to hear a voice when I make a phone call, because my time is valuable and automation is not a human voice.

Knowledge Club has the goal of serving others with information and not having to go through the prompts to get the answers quickly and efficiently.

Our desire is to bring in guest speakers who are a voice to answer your questions or will offer to find the answer to your questions without having to be placed on hold. Our topics cover a wide range, because everyone has a different need and our club is open to all ages.

Knowledge Club meets on the second Thursday at 6:30 PM, and third Tuesday at 10 AM at the Community Center. On August 8, our guest speaker will talk about the benefits of a plant-based diet. She is a registered dietician and has some great ideas for many with health issues. Our August 20 speaker will talk about protecting your long range financial goals. Pending Veteran-Related Legislation

The LOW Veterans Club would like to bring veteran residents’ attention to the pending United States Congress legislation concerning expanding American Legion member eligibility. The LEGION Act (Let Everyone Get Involved in Opportunities for National Service) has been deferred to a House Subcommittee for further action.

The LEGION Act was passed unanimously by the United States Senate in June and referred to the House as S 504. The proposed legislation would allow any veteran who served honorably under federal orders since World War II to join the American Legion.

Currently armed service veterans who served in years between January 1947 and June 1950; February 1955 and February 1961; and May 1975 and August 1982 are not eligible by law for American Legion membership with associated rights and benefits.

Because American Legion membership periods are congressionally chartered, the organization is prevented from expanding membership without an act of Congress. Therefore, the Legion change in membership standards can only be done with congressional approval.

Passage of this legislation would ensure all veterans are able to be recognized for their contributions and sacrifices in service to this country.

Veterans who performed all military duties assigned to them deserve to be given the option to join the American Legion.

World War II Army veteran Alex Salustri will be our guest speaker at the next Veterans Club meeting on August 22. The 93-year-old LOW resident will discuss his wartime experience in Germany. The meeting begins at 7 PM. All LOW residents are encouraged to attend at the Community Center.

The Virginia tourist advertising slogan Virginia is for Lovers is 50 years old. Developed in 1969, this slogan has endured through multiple generations and remains effective today. A couple years ago, many organizations throughout the state created various forms of the word “LOVE” as part of tourism promotions. Ten years ago, the slogan was inducted into the Madison Avenue Advertising Walk of Fame, taking its place alongside other famous advertising icons such as the Budweiser Clydesdales. Orange County, in conjunction with Madison and Greene Counties, received a $10,000 “50 Years of Love” grant from the Virginia Tourism Corporation to help celebrate this 50-year anniversary. The local slogan is 50 Ways to Fall in Love with the Foothills. A campaign highlighting 13 different festivals in the three-county region will run from August 31 to October 19. Local destinations, restaurants, wineries, breweries and retail shops will be offering a variety of specials and promotions. A special website, www.lovevafoothills.com, provides more information on this campaign.

I recently attended a job fair at the Train Station in the Town of Orange. It was well attended by potential job applicants and there were a number of businesses, mostly local, hoping to attract potential employees.

Several of the businesses were looking for specific skills, but I was surprised at the number willing to hire people with no specific skills.

What they would accept are applicants with soft skills. The term soft skills addresses things such as the ability to regularly show up on time, to dress appropriately for the job, to work effectively with others, a willingness to learn and other attributes that many of us take for granted. Those businesses would be willing to train people to develop the skills they need for their operations. In many cases they would train people to gain certifications that would be marketable elsewhere. If you or someone you know is looking for work, go to the Workforce Center in the Town of Orange to connect with an appropriate employer.

A constituent asked if money donated to the Animal Shelter actually went to the shelter or went to the county’s general fund. Funds donated for various activities in the county go to those designated activities. However, those funds must then be formally appropriated to the designated activity by a budget amendment before they can be spent on that activity. At each regular meeting, the Supervisors approve multiple budget amendments as part of the consent agenda. These amendments range from donations, insurance proceeds from an accident, reimbursements for lost library books, forfeited assets proceeds and individual fees for Parks and Recreation Department programs.

Even received grants, which were not a part of the budget, must also be appropriated. Other budget amendments might include shifting department funds from one category to another when it makes sense. If the Supervisors decide to use some of the contingency funds for some unexpected expenditure, those funds must also be appropriated to that purpose.

LOW Ladies ’n Friends is a senior ladies bowling league that meets at the AMF Bowling Center in Fredericksburg each Monday from 10 AM to noon.

Teams of three ladies bowl three games each week for 27 weeks. The season ends by April. The 2019-2020 season will begin on Monday, September 16.

A planning meeting will take place on Monday, September 9, at 10 AM. We will meet at the lanes to confirm returning teams, review league rules, review weekly costs and meet any new members. Free bowling will be available for team members after the meeting, so bring your equipment or plan to rent shoes.

You may join as a team of three or as an individual willing to be placed on a team. If you bowled last season as a sub and wish to change your status to member please contact me ASAP.
