July saw Sweetbriar Pool invaded by strange and adorable sea creatures for Pirates and Mermaids Day. Thank you to the community for your enthusiastic participation of this first-time pool event. We saw pirates and mermaids of all ages.

The decorations transformed the pool deck to a coral reef and a pirate ship. Pirates played Ring the Hook and Walk the Plank. Sea creatures of all sorts enjoyed games of corn hole. And the shark fins floating in the pool had everyone mesmerized.

Not to be outdone, the Clubhouse Pool hosted the Adult Wine and Cheese Fundraiser, sponsored by FLOW, and staffed with volunteers from the Pools Committee, FLOW, and the community. Thank you to all who helped and attended.

Delicious appetizers provided by the Clubhouse, along with a few sweet and savory treats from Nicole Pappas of Quiches and Sweets. All of our attendees were in a in a very generous mood. Between the ticket sales, the 50/50 Raffle, and the generous bids on the three gift baskets, FLOW raised $3,180.75, and will have the funds needed for the shade structure at the Clubhouse Pool Snack Bar. We will host our Favorite Sport/Team theme day on Aug. 21, again with decorations, food, and fun. Rain date for this event is Sunday, Aug. 22. The first 50 people to come wearing your favorite team or sport apparel will receive a free ice cream. Free hot dogs will be served from 4 to 7 PM, while supplies last.

Next, our first ever Adult Beer and Pretzel Fundraiser on Aug. 28, 7 to 10 PM, sponsored again by FLOW, with live music by Nashville artist Kathy Johnson and line dancing led by Theresa DiCicco. Another 50/50 Raffle and silent auction for gift baskets will round out the event. Bring your cash or checkbooks. On Tuesday, Aug. 3, LOWA hosted the 2021 National Night Out. The Orange County Sheriff’s Office, Virginia State Police, Fire and Rescue Units, and Lake of the Woods Security showcased their equipment and skills. The Sheriff’s canine unit did a live K9 demonstration.

President’s Letter

There are so many people at LOWA who share their time and are dedicated to helping others, or to making LOWA a better community. It has been a tradition to recognize these members at the Annual Meeting of the Membership, which will be on Sept. 6 this year.

To do that, we need Honors and Awards Committee volunteers. During the COVID restrictions, all but one of the committee members resigned. If you are interested in joining the Honor Awards Committee, login and download the form from www.LOWA.org/forms. If you know someone you would like to nominate for an award please fill out a nomination form on the aforementioned web page. Or you can go to the Friday Email Blast and click on the link there. Let us continue to honor those who give so much of themselves on behalf of others.

Golfers will be glad to know that the Board accepted a contract to repair holes 12 and 15 at the Aug. 7 Board meeting. Construction will begin this month and is estimated to be completed within 20 days (weather dependent).

LOWA will work with the contractor to minimize construction impact to golfers and nearby property owners.

Our new dredging equipment is scheduled to be ready in August or early September. The new barge is ready, but will not be picked up until the new dredge is here. If you love to fish, you will be happy to know that LOWA restocked both lakes with 50,000 Silver Shiners, Rosey Red Minnows, and Fathead Minnows and 10,000 Red Gills and Blue Gills on July 9. Restocking of 4,000 Crappie is scheduled for later this month.

The Board considered spending $60,000 for hiring additional help to remove leaves from our ditches at the July 21 Board meeting. Removing leaves helps prevent runoff into our lakes and there are also aesthetic benefits.

Instead of spending $60,000, wouldn’t it be wonderful if we all pitched in and removed leaves from our own ditches. Such a small thing, and it would save money. We have not hired a new Roads Crew employee in 25 years, and the current Roads Crew cannot get to all the ditches in a single year.

Speaking of ditches, please do not throw trash into our ditches. How thoughtless and inconsiderate. We are better than that. Thank you to all of our members who take the time and effort to pick up trash or dispose of trash properly.

How’s your summer so far, LOW? Summer is flying by way too fast, in my opinion.

We will host the fireworks show on Sept. 4. That’s less than one month away!

Members have copied and sent me Facebook posts about persons conducting business on the common areas with the question, “Is this allowed?” I’ll use this as an opportunity to explain how LOWA views this outside business activity. Bottom line up front: You need permission from the GM to do business on the common areas.

What are the common areas? The common areas are anything in LOWA that is not a private lot. The Association owns the common areas, including its buildings, grounds, lakes, dams, amenities, roadways, and parking lots.

Common areas are solely owned by the Association and are not owned in part by the individual lot owners.

What do the governing documents say about use of the common areas?

The LOWA Restrictive Covenants Sections 11 A & B speak to the ownership and use of the common areas. The recreational amenities – parks, beaches, lakes, restaurants, golf course, stables, community center, etc. - are for the enjoyment of individual members, their families, and guests according to the terms and conditions set by the Board of Directors. Individuals; not businesses.

Where are the rules about doing business on the common areas?

Since the common areas, including the recreational amenities, are for the enjoyment of individual members, you cannot use them for other purposes, such as for-profit purposes, unless you have permission. This is the opposite of the use of individual private lots where you have the right to do what you want, unless limited by the Restrictive Covenants. For example, the Environmental Control Committee must approve all plans and specifications for any structure or improvement on the private lot. Another example is you cannot have livestock on the private lot.

Has this been a big issue here? Not really. It comes up from time to time and we handle it. That means we do not have anything spelled out in the regulations. Still, a business may not operate on the common areas without permission. That permission may involve a fee to the Association of 15% of gross receipts or an in-kind equivalent. We may grant permission for nonprofits that bring in for-profits to help with a cause. When in doubt, call the GM’s office at 540-972-2214 or email GMOffice@LOWA.Org. Source: National Highway Traffic Safety Administration The greatest risk to your child is not riding a bus but approaching or leaving one. Before your child goes back to school or starts school for the first time, it’s important for you and your child to know traffic safety rules. Teach your child to follow these practices to make school bus transportation safer.

FOR DRIVERS

LOWA Bus Stop Guidelines Parents parking at the bus stops should observe the white lines set back 50 feet from the intersection, designating the parking area. This line is designed as a visual reference for parents, so motorists are not forced to navigate the congested intersections. Consider carpooling to avoid multiple vehicles parked along the shoulder waiting for the bus. Parents should always park in the direction facing the intersection and safely on the shoulder when possible. Never park along both sides of the roadway. This creates a safety hazard for motorists and children navigating the area. Never block a driveway. Stay clear of fire hydrants.

Safety Starts at the Bus Stop Your child should arrive at the bus stop at least five minutes before the bus is scheduled to arrive. Visit the bus stop and show your child where to wait for the bus: at least three giant steps (six feet) away from the curb.

Remind your child that the bus stop is not a place to run or play.

Get On and Off Safely When the school bus arrives, your child should wait until the bus comes to a complete stop, the door opens, and the driver says it’s okay before approaching the bus door. Your child should use the handrails to avoid falling.

Use Caution Around the Bus Your child should never walk behind a school bus. If your child must cross the street in front of the bus, tell them to walk on a sidewalk or along the side of the street to a place at least five giant steps (10 feet) in front of the bus before crossing. Your child should also make eye contact with the bus driver before crossing to make sure the driver can see them. If your child drops something near the school bus, like a ball or book, the safest thing is for your child to tell the bus driver right away. Your child should not try to pick up the item, because the driver might not be able to see what is happening.

Make school bus transportation safer for everyone by following these practices: When backing out of a driveway or leaving a garage, watch out for children walking or bicycling to school.

When driving in neighborhoods with school zones, watch out for young people who may be thinking about getting to school, but may not be thinking of getting there safely.

Slow down. Watch for children walking in the street, especially if there are no sidewalks in the neighborhood.

Watch for children playing and congregating near bus stops.

Be alert. Children arriving late for the bus may dart into the street without looking for traffic.

Learn and obey the school bus laws in your state, as well as the flashing signal light system that school bus drivers use to alert motorists of pending actions: o Yellow flashing lights indicate the bus is preparing to stop to load or unload children. Motorists should slow down and prepare to stop their vehicles. o Red flashing lights and extended stop arms indicate the bus has stopped and children are getting on or off. Motorists must stop their cars and wait until the red lights stop flashing, the extended stop-arm is withdrawn, and the bus begins moving before starting to drive again.

Share the Road

by Scott Walker, Chief of Security, LOWA New laws are in effect in the Commonwealth designed to protect bicyclists, and these laws will apply on LOWA roadways. New Laws effective July 1; bicyclists can ride two abreast in a travel lane and drivers must change lanes when passing a bicyclist.

Our community roadways have a Photo by NBC Channel 12, Richmond VA solid yellow center line that serves only as a lane indicator. This lane indicator doesn’t prevent a motorist from safely passing bicyclists when the roadway ahead is clear and safe to pass. Motorists must fully change lanes prior to passing bicyclists.

Passing bicycles is not prohibited by LOWA Regulations. The LOWA Regulations VI C.1. only prohibits motorists from passing a moving licensed motor vehicle on any roadway.

Bus Stop Safety Tips

The Lake of the Woods PGA Jr League teams completed their season in early July. This past season, the LOW JR League was made up of three teamstwo 13u teams and one 17u team. These teams competed against other PGA Jr League programs throughout the Fredericksburg region. This season was the sixth that Lake of the Woods has participated in this program.

The 2021 season was filled with many successes. Participation was the highest yet with 26 participants. The 13u A team finished undefeated in their matches. Many first-time players learned to play and enjoy the game of golf. Four players and one coach were selected to represent the Fredericksburg Region in PGA JR League All Stars, winning in the first round and qualifying to compete in the Sectional Championships.

These successes would not have been possible without the support of the golf community and the pro shop staff. A special thanks goes to the following coaches for their time and dedication, Dan Cianci, Eric Wildermuth, Brandon Newton and Brian Barnes.

Fitness Center Membership Growing

4. REPORTS 4.1 Report from Orange County Board of Supervisors Supervisor Lee Frame reported that Orange County will be holding a “tire amnesty” later this month, waiving the tire dumping fee at the landfill. Vouchers for that are available through the County. The trash ordinance addressing dumping on private property without permission has been updated to include significant fines.

Progress is being made on expanding fiberoptic cable throughout the County. The County has been applying for grants to help defray the cost. A public hearing is scheduled for August 10 on a proposed solar farm in the Mine Run area. Public hearings next month will include consideration of instituting a local cigarette tax, and the Planning Commission will have one on Wilderness Crossing.

4.2 Report from Orange County Sheriff’s Office Capt. Jason Smith reported that the National Night Out event was a great success. In July, they received 3828 calls for service in the County, and issued 48 warrants, served 426 civil papers, made 18 transports and issued 98 traffic summonses. In LOW, they received 70 calls for service, served 61 civil papers, and issued 14 traffic tickets on Route 3. There were 6 calls for service from Walmart. Schools will be back in session starting next week and he reminded residents to be mindful of the children and school buses.

4.3 Report from Allied-Universal Security: Major Richard Harrell Statistics for July revealed two reports of vandalism and one report of theft. There were eight motor vehicle accidents, one DUI, 14 noise complaints and 11 animal complaints. Staff responded to 214 calls for service and issued 96 summonses. Staff is looking forward to the Labor Day celebration and fireworks. He thanked the Orange County Sheriff’s office for donating the body cams to our Security staff. Use is still in the testing phase but is going well.

4.4 Report from LOW Volunteer Fire & Rescue, Inc. Staff submitted a written report. In July, the Fire Department responded to 13 calls from inside LOW, and 16 outside. Rescue Squad statistics were not available. August focus will be on safety education, including extreme heat, sun, teen driving, pedestrian safety, and school bus and back-to-school safety.

With the relaxation of COVID19 restrictions for fitness facilities, the growth in memberships in the Fitness Center has surged. As of July 19, there are over 650 members; more than 1,350 cards have been issued. In September of last year, in comparison, the Center hosted just 429 members holding 869 cards.

It is not surprising that now there are a lot more people in the Center at various times of the day. This is great news for our community. The LOWA Board and Management, along with the Fitness Committee, is committed to fostering an environment where members can safely exercise, either aerobically or using up-todate equipment and weights, to maintain or improve their fitness levels.

It is incumbent on all Members, regardless of age, exercise routine, or schedule, to respect their fellow Center users.

To foster good etiquette and courteous behavior in the Fitness Center, rules are posted.

Rule number one is simple: Read the Rules, Obey the Rules.

The other rules are based on this: Treat others as you would expect to be treated, with common courtesy.

Although the Center has numerous aerobic machines, it does not have duplicate weightlifting machines. If you are using one, someone else may be waiting to use it. The courteous thing to do is not monopolize the equipment.

If you are doing multiple sets and resting in-between, allow others to use the machine while you rest.

Don’t sit on a machine and use cell phones between sets. Allow others to work while you rest. Friends exercising together should not take over a particular machine for long periods of time. If someone asks, “May I work in with you?” Please reply politely, “Of course, let me finish this set and then you take a turn.” If you are part of a group, view it like a line of people waiting to use the equipment-- anyone can get in that line wait for their turn. This also applies to personal trainers; if the client is resting between sets, allow someone else to use the equipment. For cardio equipment, such as treadmills, bikes, and ellipticals, limit your time to 30 minutes while others are waiting.

Reserving or saving equipment is prohibited. Some people will place a personal item on one piece of equipment to “reserve” it while they use a different piece. If all users did this there never would be any equipment free to use!

The Center should be treated like any public facility. Clean up after yourself. Wipe down the equipment after you are done and replace any weights back to their storage racks. Some members may not be physically capable of shifting heavy weights or moving equipment.

The posted rules require a commitment from everyone: Be flexible with your routine and use of equipment. Adjust when the Center is crowded. Most important, be courteous to your fellow Center members.

4.7 Report from the General Manager, Phil Rodenberg A. LOWA Amenities, Events, Meetings and Offices – Coronavirus Status There were no changes to LOWA coronavirus policy to announce at this time, although the rise of Covid variants is worrisome and more restrictions could be possible in the future. About 64% of LOWA staff has been fully vaccinated.

B. Lakes Management Report The new dredging equipment is expected to be operational in late August or early September. Both lakes underwent fish stocking the week of July 9. Next month the aquatic vegetation survey and rapid stream assessments will begin. A. Morton Thomas & Associates is compiling a culvert and drainage complaints database.

C. Other Business The deteriorated concrete pad outside the Member Services area of the Holcomb Building has been replaced. The LOWA Buildings Department installed a shade structure at the Clubhouse pool; six more similar structures are planned for the Clubhouse and Sweetbriar pools this fall. The Clubhouse roof replacement is close to completion.

The Patrick Henry Court to Small Marina Drainage Improvement Project is still in progress. A. Morton Thomas is working on the final design and securing permits. Three of the five homeowners’ signatures on the updated plats have been acquired.

4.8 Committee Reports A. Clubhouse Committee Chair Nancy King reported the Committee has continued to meet monthly.

Although sales were severely reduced this past year during the worst months of the pandemic, the Paycheck Protection Program income helped restaurant services ride through the worst of it, as did delivery and take-out service and other procedural changes. Group events had to be cancelled, but they look forward to hosting weddings again and offer a Wedding Open House. On their wish list are shade structures for the deck and heaters to extend deck service into the cooler months. They hope to host the Realtor Open House and Newcomers Receptions again in the fall. The Committee is also looking at cross-training servers who could serve at both the Clubhouse and Fareways restaurants.

The LOW Fun League, a senior mixed bowling league, is seeking new members for the 2021/2022 season. The league bowls on Thursdays at 1 PM at the AMF Fredericksburg Lanes on Kilarney Road, near the Harrison Crossing area, beginning on Oct. 7 and continuing for 24 weeks, generally ending in late March. The league members include LOW residents and friends, and has beginner to experienced bowlers with low to higher averages. We are a league that enjoys bowling for its fun, light exercise, and camaraderie. Be sure to sign up for the annual Member/Member Tournament scheduled for Tuesday, Aug. 24. Place your checks, made out to LOW LGA, in the LGA box in the pro shop. There will be a social with games, door prizes, and a 50/50 on Monday, Aug. 23 from 3 to 5 PM outside the Woods Center. The 9-Hole Invitational is scheduled for Friday, Aug. 27. Deadline to sign up is Aug. 18. The cost is $55 per person. Deposit your checks, made out to LOW LGA, in the LGA box in the pro shop. Flyers were sent to 23 clubs. There is a maximum of 50 participants. Your fee includes a light breakfast and a served lunch at the clubhouse. The annual St Jude tournament is Tuesday, Sept. 21. The cost is $50 for LOW golf members and $80 for nonmembers. Checks should be made out to LOW LGA and deposited in the LGA box in the pro shop. Sign in at 8 AM. There will be a light breakfast and a 9 AM shotgun start. The format is 4-person scramble. Lunch is included. Get a team together or just sign up for a day of fun, raffles, and prizes. The signup sheet is in the pro shop. Aug. 29 at 9 AM is the first day to purchase tickets for this hilarious dark comedy about a family that experiences being sad as their happy. Like many families, this one is facing changes as their kids grow up. How they face these will keep you laughing. In addition to the four main family members, living with them is their moon-loving Uncle Fester, played by Dave Schubert, their 102-year-old grandmother, hoping to find two 90-year-old hotties, played by Barbara Cochran, and their butler, Lurch, played by new Player Pedro Ecchevaria. Now is the time of the annual ritual of calling forth the ancestors. Added to this mix are the normal parents of the young lover, Mal and Alicia Bieneke, played by Tim Carlson and Cyndi Palmer. All in all, you have a strange and crazy group.

Veterans Club Goal: Flagpole Purchase

The LOW Veterans Club has voted to proceed with a facilities project to benefit our community. The project will consist of a 30-foot anodized aluminum flagpole to be installed at the Woods Center on the right side of the main entrance sidewalk. The 6 feet by 10 feet American Flag will be lighted by solar-powered lighting. This project must first be approved by the Woods Center Complex Committee and the LOWA Board.

The proposed project will serve as a permanent Veterans Appreciation Site and will honor and recognize those who have served their country honorably. The site will be accessed by a brick-lined pathway surrounding the flagpole. The Veterans Club expects to complete the flagpole installation

by Nov. 1 and to dedicate the site on Nov. 11, which is Veterans Day. A brick walkway, consisting of 4X8 inch or 8X8 inch personalized bricks, will be available for purchase by family, friends, or individual veterans. The bricks will be engraved with names and service data (i.e., LCDR Jim Jones, USN, 1984-2004) and service emblem.

The Veterans Club will provide these personalized bricks funded by their sale. At this time, the sale price of the personalized bricks, which will include engraving and placement, has yet to be determined. In addition, funding will include personal or organizational donations.

Also, further information will be provided to the LOW community at large, so that they will have the opportunity to contribute directly or to honor a military veteran. That information should be available in a future edition of Lake Currents and on the LOW Veterans Club website, www.lowvets.club.

LOW resident, and retired Coast Guard CWO4, Sean Bottary will be guest speaker at the next Veterans Club meeting, scheduled for Thursday, Aug. 26, at 7 PM in the lower level of the Clubhouse. He will be giving a presentation on U.S. Coast Guard operations in the Persian Gulf during the Iraq War. He served on active duty from 1997 to 2019. All LOW resident armed service veterans are encouraged to attend.

Mark your calendar for Sept. 25-26 when the Lake artists, authors and woodworkers return to the Community Center to share their creations with the community. A wide variety of art media will be featured, included paintings, photography, fiber and floral, wood and ceramics, jewelry and glass, and mixed media.

More than 40 artists and authors will be participating this year, and many are exhibiting and selling their work here for the first time. Check the LOW Arts website regularly at www.lakeofthewoodsarts.com. We will be adding images throughout August and September as a sneak peek of some of what you’ll find at the show.

As in past years, there will also be a raffle of artwork with all proceeds benefiting the art programs in the Orange County Public Schools. Among the raffle items will be a big “basket of art” donated by participating artists. Raffle tickets are just $1 and will be available at the Clubhouse on several dates in advance of the show, starting Aug. 19, and, of course, throughout the show itself. The lucky winners will be notified on Sept. 26 and need not be present to win.

Two local girls recently found a sweet way to raise money for the Lake of the Woods Volunteer Fire & Rescue Company. Tiffany Yawgel and Aibreann Hopewell held a lemonade stand for the community in early July and donated all the proceeds to the fire department.

“I wanted to raise money for the fire station, because you have helped so many people, done more than enough for the entire community and close-by neighborhoods, and I just wanted to help keep that going,” said Tiffany, a rising sixth grader.

“This is the second year she has held a fundraiser for the personnel at LOWVFR, and we truly appreciate the support that this young lady, her friend, and their families give to our local volunteers,” said Fire Chief Mike Cianci.

Tiffany said she was inclined to run the lemonade stand over other fundraisers, as it’s easier for teens to manage. While the girls offered a few other options, such as iced tea, most of their customers picked a traditional lemonade or an Arnold Palmer.

After deciding to run the stand, Tiffany enlisted the help of her best friend, Aibreann, who was happy to lend a hand.

“It sounded like a great idea,” Aibreann said, adding that Dan Cianci, the father of her friend, Jack, also volunteers with the department and serves as the president of its board. Aibreann is entering fifth grade in August.

Tiffany raised $157 last year, and hoped to meet, or surpass, that goal again; she did.

“We had time periods when it felt like barely anyone showed up, and both Aibreann and I felt discouraged, but to get more than $200, probably quite a few people stopped by,” she added.

Tiffany said she was excited to bring the check to the Chief and is already planning on holding another lemonade stand for the department in the future.

“It felt like I was helping make our community safer, by donating to a place that puts out fires and saves people’s lives,” she said.

Parkinson’s is a neurological disease most often characterized by tremors, although there are several other symptoms that can develop over time. There are generally five stages of the disease as it progresses. Michael J. Fox is one of the more well-known individuals with the illness. Because of the associated physical and emotional problems that can develop, a caregiver often is required. The caregivers may develop their own issues over time.

Our support group is designed for sharing our walk together and listening to invited medical personnel share their advice on exercises, latest treatment options, etc. If you have Parkinson’s, are a care giver, or just want to learn about the disease, please join us. LOWA Grounds Department Pesticide Protocol

Under the direction of myself, the Lake of the Woods Grounds Department utilizes pesticides in the following manner: The Virginia Department of Agriculture and Consumer Services (VDACS) states that all herbicides, fungicides, insecticides etc. are deemed to be pesticides, and are grouped together under that label.

Herbicides: We use two different types of herbicides to combat unwanted plant material in the community. The first is Pre-Emergent Herbicides, and the second is Post-Emergent Herbicides. We use the Pre-Emergent Herbicides as our first line of defense against weeds in both turfgrass and landscape beds. These herbicides attack the weed seeds when they sprout so they never see the light of day, and are typically broadcast as a granular product, or sprayed as a water-soluble product. We use Post-Emergent Herbicides to attack the weeds that aren’t controlled by the Pre-Emergent Herbicides, and these are typically sprayed with a backpack sprayer, or a 25-gallon vehicle mounted sprayer. Sometimes we spray a non-selective post-emergent herbicide that kills anything green that it is applied to, and other times we use a selective post-emergent herbicide that only attacks certain types of weeds, either grassy or broadleaf. Please Note: Both Grant Christie and James Leininger are Licensed Pesticide Applicators through VDACS. This is a rigorous test that also requires regular Certification Study Units. At no time do we spray any pesticides that have the possibility of entering the Chesapeake Bay Water System.

When it comes to Insect Pests in the landscape, we follow Integrated Pest Management guidelines for management. Per IPM protocol, we first identify the pest, determine if numbers are sufficient to treat, pick the best treatment, and monitor moving forward. In the nine months that I have been here, we have only used insecticides one time. In this case, we used some contact insecticide on the Emerald Green Arborvitaes surrounding the Tennis Courts at Hollyfield Park. The Arborvitaes were (and are currently) being attacked

by Bagworms. I determined that they were in sufficient numbers to treat, and then chose two treatments to prevent the Bagworms from decimating and eventually killing the Arborvitaes. The first method was to pick the Bagworms off the plant material, squeeze them (thus killing the worm inside) and discarding them. This controlled about 60-70% of the infestation. The rest of the Bagworms were way up high, so I utilized the bucket truck and sprayed a contact insecticide on them, and thus far have taken care of about 95% of the problem. I will b e monitoring the situation over the next few weeks to see if further action will be necessary.

Please Note: About 99% of all insects are either beneficial or benign. The other 1% are the ones that get all the press. Mosquitoes, Ticks, Japanese Beetles, Bagworms, Aphids, Squash Bugs, etc. So what this means is when a company comes into the community and sprays for Mosquitoes, they kill everything, including all of the beneficial insects that attack and eat the nonbeneficials. Personally, I think the best way to prevent mosquito and tick bites is to either avoid the areas where they live and thrive, or apply a repellent. In the case of other bothersome or pesky insects, I either mechanically remove them by hand, or in the case of Japanese Beetles, set traps to keep them off my plants. More often than not, beneficial insects will take care of the pest insects if given the time and opportunity.

Materials: Use only one piece of 1” x 3” x 8’ pine lumber (fasteners such as glue, nails, screws, hinges, etc., lighting, and finishes such as stain, paint, etc. will be permitted). No other materials can be used.

Projects will be judged on three criteria: Originality, Artistic presentation, and Woodworking techniques.

LOWLINC is inviting the community to a special Speaker Series presentation of our new strategic plan on Tuesday, Aug. 17, at 1:30 PM in Meeting Room 2 at the Community Center.

Following our fifth anniversary year and amid the COVID-19 pandemic, the LOWLINC board began a strategic planning process back in January to create a shared vision for the organization over the next several years.

A strategic planning steering committee, consisting of several current and former Board members, spent several months developing a draft plan which was further refined before approval by the board in July. This time was spent in the consideration of ideas, suggestions, readings, Zoom and in-person meetings, a focus group, and many discussions, guided by a management consultant matched with us through Catchafire – an organization which matches professionals who want to donate their time with nonprofits who need their skills.

The plan focuses on eight goals, with several core strategies designed to help meet each of them: Funding, Technology, Transportation, Member Services & Membership, Governance & Leadership, Health & Wellness, Partnerships, and Impact. LOWLINC believes the plan provides a strong statement of our values and purpose as an organization and sets forth important, achievable, yet challenging goals for our continued service to and in our community.

We’ll also talk about the goals and strategies we’ve already begun working on and will be available to answer questions you may have about LOWLINC, the plan, or the process.

(D-21-85) Motion by Clawson that the Board adopt the proposed amendments to the Lakes Committee Charter.

Motion by Wilks, passed unanimously, to amend the text by deleting the words “the ecology and” in Section II.1.1, and removing the phrase “through boater education courses and the LOW boating test.” at the end of Section II.6. Original motion as amended passed unanimously.

6. NEW BUSINESS 6.1 Consideration of Adopting Proposed Amendments to the Legal and Compliance Committee Charter. (D-21-86) Motion by Wilks, passed unanimously, that the Board adopt the proposed amendments to the Legal and Compliance Committee Charter.

6.2 Consideration of Entering Lots for Maintenance. (D-21-87) Motion by Wilks, passed unanimously, that the Board declare a continuing violation of the Restrictive Covenants exists on the lots in Cases #21-0807-02, #21-0807-03 and #21-0807-04, and the Board suspend the voting rights and use of the recreational amenities, including the Main and Back automatic gates, until the violation is corrected, in accordance with Section 12.G.b of the Restrictive Covenants, effective August 20, 2021.

I further move the Board authorize the General Manager to send a legal demand letter in each case to bring the lot into compliance.

6.3 Consideration of Revised Annual Insurance Package. (D-21-88) Motion by Diercks, passed unanimously, that the Board adopt the revised annual Property and Liability Insurance Package for the period August 1, 2021, through July 31, 2022.

6.4 Consideration of Member Complaint (D-21-89) Motion by Diercks, passed unanimously, that upon due consideration of the Complaint filed by Owner Edward Halstead dated July 23, 2021, received in Member Services on July 23, 2021, wherein Complainant alleges a failure on the part of the Board “to provide mandated form and policy regarding the CICB (Common Interest Community Board) upon my request”, the Board determines the following:

1) Complainant Case #CICB 2021-0807-01 is denied and dismissed for the following reasons, none of which are mutually exclusive of the others: a. The Complaint Form is intended for violations of the Virginia Property Owners’ Association Act (“Act”), the Common Interest Community Board Regulations (“Regulations”) and any other applicable common interest community law or regulation, none of which were violated by the Association’s failure to hand Mr. Halstead the Form on July 16. b. The Complaint alleges LOWA did not hand Mr. Halstead the form; however, the form has been available on the LOWA website since 2012 and can be found under the search word “complaint”. c. While the Board reserves all rights and does not waive any rights: i) The Complaint is moot as the Member Services Representative handed the form to Mr. Halstead on July 23; and… ii) The Finance Director discussed with Mr. Halstead his request on July 13, believed that Mr. Halstead did not want the CICB form, and communicated this to the Member Services Lead. Thus, the Member Services Lead thought Mr. Halstead wanted a General Complaint form which does not exist. d. For the reasons stated, the Board did not violate the Act or the Regulations. e. The balance of the Complaint does not allege any violation of the Property Owners’ Association Act or Common Interest Community Board Regulations and does not assert a claim in which relief can be granted in this process and procedure.

2) The General Manager will advise, in coordination with the Association’s legal counsel, the Owner in writing of the Board’s decision herein, and reasons therefore, in accordance with the Association’s adopted Complaint Policy.

This area is not used to conduct business and access is not limited. The purpose of the Administrative Policy is to maintain operational efficiency and member privacy. Moreover, this reasonable rule pertaining to the use and access of the Association’s administrative facilities is perfectly within the discretionary authority of the Board to adopt. c) While the Board reserves all rights and does not waive any rights: i) The Complaint fails to assert a claim in which relief could be granted in this process and procedure. d) For the reasons stated, the Board did not violate the Act or the Regulations.

Clubhouse Garden Restoration Project Reaches Final Stages

Civil War Study Group to Feature Central Virginia Battlefields Trust

The Civil War Study Group will feature one of the country’s most respected battlefield preservation organizations at its next meeting on Friday, Aug. 27, at 10:30 AM. The Central Virginia Battlefields Trust is celebrating its 25th year and its Executive Director, Terry Rensel, will be on hand to recount the organization’s successes of the past and its plans for the future.

CVBT was organized in 1996 by Fredericksburg-area historians with the mission to preserve land associated with the four major Civil War campaigns: Fredericksburg, Chancellorsville, Wilderness and Spotsylvania. Since T er ry R that time, it has saved 1,350 acres of endangered battlefields e n s el from the rapid commercial and residential development of the area.

This year, CVBT has been working with the American Battlefield Trust (formerly the Civil War Trust) to purchase 36 acres of private land on Route 20 adjacent to the Wilderness Battlefield’s Saunders Field and only yards away from the Lake of the Woods boundary. Rensel will report on that project.

Rensel is on the Emerging Civil War Editorial Board and is one of its authors. He has an ancestor who was with the 145th Pennsylvania Volunteers, which fought in the Battle of the Wilderness in our neighborhood.

Rensel has a BA in History/Political Science and Broadcast Communications from the University of Pittsburgh at Bradford, Pa., and a Master of Public Administration from the University of Alaska Southeast in Juneau.

In a change from the previous meeting location this year, CWSG’s August meeting will be held in the lower level of the Clubhouse. The meeting is free and open to the public. Good news for the LOW community! Work on the Clubhouse Garden Restoration Project continues. LOW residents and visitors will see the next phases underway this month and through the early fall.

Members of the Garden Club who have maintained the Clubhouse Garden for many decades will be removing salvageable plants to make way for the final stage of the renovation. These plants will be available at the upcoming Garden Club fall plant sale. (The crepe myrtle, red maple and camellia will remain.)

Next, Greensward LLC. of Culpeper will backhoe the plot and install over 80 plantings to create a low-maintenance garden. The four seasons design with a style between formal and informal is divided into sections, including one for native Virginia plants and areas for immediate color from annuals.

This major renovation was necessitated because of the new fitness center and pool projects which changed traffic patterns. As a result, the original Clubhouse Garden blocked drivers’ visibility and had to be redesigned.

The Garden Club notified LOW administration on its choice of Greensward LLC. of Culpeper. Meetings with the firm’s landscape architect led to the current plan. Donations from the community to this project have helped with funding, as have the Club’s past two plant sales held at the campground pavilion. The Garden Club still welcomes donations which can be mailed to LOW Garden Club, P.O. Box 663, Locust Grove VA 22508.

The LOW community will be updated again on the fall phase of this project and the final ribbon cutting to celebrate the garden’s completion. The LOW Garden Club is a member of the National Garden Clubs, Inc. and the Virginia Federation of Garden Clubs, South Atlantic Region and Shenandoah District.

Tire Amnesty Disposal Event

We are pleased to announce the return of our Tire Amnesty Event with a new format. Unlike prior years, the event will be voucher-based, self-serve, with a disposal period lasting over a month. Call (540) 661-5323 with questions.

Here’s how it will work:

1. GET A VOUCHER, 8/14/21 (10am-3pm) @ 146 N. Madison Road, Orange

Max of 2 vouchers per household, valid for fee-free disposal of 4 tires according to tire criteria and event guidelines. These will be first-come, first-served to Orange County residents/property owners and distributed at an event on Sat., 8/14/21, from 10am-3pm. 150 vouchers will be available. Proof of residency or property ownership will be required. Bring your driver’s license and/or property card printout (both if not a resident). You will have to sign off on agreement with tire criteria and event conditions. The person signing the voucher MUST be the same person who will bring the tires. You CANNOT pick up vouchers for other folks.

2. BRING YOUR TIRES, 8/21/21-10/2/21 @ Orange County Landfill

According to event guidelines and tire criteria, bring the tires (4 per voucher, max of 8) to the Orange County Landfill at 11530 Porter Road, Orange, VA 22960 beginning August 21, 2021. Tires must be personal vehicle tires, passenger car or truck sized. Do not bring oversized, commercial, or agricultural tires. Please be aware of the Landfill’s standard hours of operation, including holidays, and plan ahead to come during their open hours. Bring your identification with you again. You will turn in your voucher upon arrival, so tires must be brought in a single trip. Any tires brought that are not covered by the voucher(s) will be charged the usual tipping fees. Due to the long disposal window, unlike prior years, there will be no unloading assistance.

3. DON’T FORGET, Voucher(s) expires at close of business on 10/2/21

Unused vouchers will expire at the Landfill’s close of business on Saturday, October 2, 2021. Vouchers cannot be replaced and are non-transferable.

The Orange County Fiscal Year 2022 Budget is now available on the county website. At 335 pages, it provides a huge amount of information about the county. It is not just financial information, but contains information on county policies, funding background, county organization, and other organizations that the county must work with. In addition to a lot of financial numbers, there is a lot of narrative information to describe what the numbers represent. The first 20 or so pages provide a good executive summary of the budget for a quick read. For the last several years, the Orange County Budget has received the Distinguished Budget Presentation Award, which recognizes the budget document meeting criteria for program criteria, policy explanation, financial plan, operations guide, and as a communications device. I recommend reviewing this Budget and scanning for those areas that you might find of interest.

At a recent Supervisor’s meeting, Virginia Senator Bryce Reeves presented a joint resolution of the Virginia General Assembly honoring the lifetime service of S. Teel Goodwin, who served as an Orange County Supervisor for 13 years, passing away while still serving in office. He also served the citizens of Orange County in several other capacities during his lifetime. The award was presented to Goodwin’s wife, Linda.

At a recent Supervisor’s meeting, three individuals were presented with Lifesaving Awards for their actions that directly led to the saving of a life during a severe two-car accident. Deputy Bryan McFarlane was enroute to a different call when he came upon the accident scene, with one car overturned in a field and another car 100 yards further down the road. He stopped at the car in the field and helped the female driver out of the car. Bystanders then alerted him to the other car, which had caught fire and had a female trapped inside. Deputy McFarlane responded to the burning car and emptied a fire extinguisher, then went back to his Animal Control truck and grabbed a gallon of water, which he also poured on the fire. Two Virginia Department of Transportation employees, Monacoe Ratliff and Cleacoe Ratliff, arrived on scene and emptied their fire extinguishers without success in extinguishing the fire. With the fire starting to intensify, Deputy McFarlane hooked a tow strap to the door of the burning vehicle and attempted to pull the door open, without success. He then repositioned the strap and used his truck to pull the door open long enough for the two VDOT employees to pull the victim to safety.

These three individuals were praised by the Orange County Sheriff and the VDOT Resident Engineer for their response and resourcefulness in this courageous lifesaving effort. We citizens don’t always appreciate the dedication of our public servants, and incidents like this remind us how important they are to our well being.
