President’s Letter

School started on August 12 for those of you with school age children and summer is beginning to wind down. We still have work of the Board to be voted on before the election results and newly elected or reelected Board Members are seated on September 4.

We will then reconstitute the Officers of the Board.

It has been my pleasure to serve on the Board of Directors as President. Together with the other Officers and Directors, we conducted the business of the Association on a wide range of issues. Our successes are the result of teamwork and, on occasion, the frank exchange of differing views. We passed the budget, reducing the potential assessment. The pool, fitness center, and clubhouse area recreational complex was finished and opened to the Membership. Fitness center memberships have doubled since its opening and continue to increase. From my observations, the pool was well attended throughout the summer. Many members have complimented the board and management on the beauty and utility of the facilities and area.

We completed several studies concerning stormwater drainage, water quality, and traffic matters, notably the Patrick Henry Court to the South (Small) Marina, Flat Run Forebay, Back Gate Traffic Study, to name a few. The Ad Hoc Fence Committee completed a study for potential fencing along Germanna Highway (Route 3) and presented their findings to the Board, The Committee was disbanded having fulfilled its charter. Their recommendations will be presented to the Planning Committee for a determination as to the placement of the same in the Five-Year Plan. There is more work to do on these projects (and others) and the next board is tasked with some of that work.

The LOWA Board and Friends of Lake of the Woods (FLOW) successfully negotiated an operating agreement between the parties. This will provide Members the ability to make tax deductible donations through FLOW to pay for projects that will benefit Members amenities without additional assessment charges.

We took action to recover the funds embezzled from the Association and its Members by our former Director of Finance. Our insurance reimbursed us for that loss. However, funds are still being expended in that recovery process. By now, it should be common knowledge that he pleaded guilty to embezzlement and money laundering (Orange County Review). His sentencing is scheduled for October 25. We hope to provide input at the sentencing hearing as to the funds expended determining the extent of the embezzlement and the costs incurred as a result of the theft-costs not reimbursable from insurance. At the April 6 Board meeting, we authorized the LOWA general counsel to initiate a civil lawsuit against Roy Mayberry in pursuit of LOWA’s recoverable damages as a result of Mr. Mayberry’s embezzlement at the appropriate time, after criminal prosecution is completed.

Treasurer Hoh chaired the Ad Hoc Internal Audit Committee and helped with gathering and analyzing data on our internal controls and needed improvements. As of the date of this article, the Committee’s recommendations concerning the need for a permanent internal control or risk management committee have not been presented. It is anticipated that such recommendations will be forthcoming. In addition, a quarterly review and approval of bank reconciliations by the Treasurer has been instituted.

Underlying these efforts were the committees who, with the guidance of their designated Board Liaison, provided positive suggestions for potential improvements to processes, projects and amenities.

While the board made many policy decisions, success was contingent upon the execution of these decisions by our General Manager and staff.

Nine internal control processes have been added by the General Manager and Director of Finance, with three more to be completed by year’s end. Tireless efforts by the General Manager and staff in support of the Association goals were a key factor in the successes achieved.

With all this being said, there is more work to be done, and the Directors and Officers of this Board will do their best to make decisions in the best interests of the Association and Members.

Treasurer Hoh addressed some of the reasons for a considerable increase in our 2019-20 insurance premium, which was well above expectations. Results of the FY2018-19 Financial audit may not be ready by the August 21 board meeting; a Special Board meeting may have to be called near the end of August to address that.

We shift gears in mid-August at LOWA as the kids head back to school. Still, there are lots more summer fun opportunities to be had at the amenities.

At the pools, Clubhouse Pool stays open every day through Labor Day Monday, but Sweetbriar Pool switched to weekends only and Labor Day holiday starting this week. Have you had the opportunity to order nachos or a cold drink from the new Clubhouse Pool Snack Bar? It is accessible from either the pool or the beach side.

At the Gas Dock at the Main Marina, we go back to weekends only after Labor Day. There are still some terrific boating days ahead, and so come fill your boat’s tank with ethanol-free gas.

At the Clubhouse, Island Gerry headlines the Concert on the Point on Friday, August 23, from 7 to 9 PM. Come out and enjoy a free outdoor concert in the beautiful lakeside setting.

On the LOWA streets, be aware of the speed limits and watch for buses as schools go back in session. LOWA Security’s Special Conservators of the Peace are authorized to issue summonses for reckless driving, that is for driving 20 MPH over posted speed or for passing a stopped school bus.

These summonses will be to Orange County General District Court rather than the LOWA Legal and Compliance Committee. I would hate for you to receive one of these summonses, since a reckless driving summons cannot be prepaid. You must attend court to face a Class 1 misdemeanor charge.

On the Golf Course, the 14th Pond Stream Restoration Project is substantially complete and the 14th Hole is open for play. This project is designed to trap sediment and pollutants in the forebay and pond before they can reach Keaton’s Lake (aka the Fishing Lake). This and previous capital projects on the 13th Fairway and at Eastover Park have helped prevent bluegreen algae blooms like those found at Lake Anna this summer. Knock on wood we have not seen algae blooms on either lake. Keaton’s is more prone to this. If we do, we will eradicate the blooms.

D. Referendum Update: President Wilks said it was too early to report on the number of ballots cast on the Referendum.

3.2 Report of the General Manager: Chester Guzek, Asst. General Manager reporting.

A. May and June Financials Unaudited statements of Revenue and Expenses as of May 31 and June 30, 2019 were provided to the Board. In June, we collected $139,246 in current year lot assessments, for a total of $4,872,161, or 70.0% of the FY2019-20 lot assessments billed. The Preliminary Unaudited Income Statement comparing budgeted to actual income and expenses shows a favorable variance of $217,249. The Delinquency rate as of June 30th is 7.6%, which is in line with past years at this point in the budget cycle.

B. Lakes Management Report Contractor Finish Line Environmental has completed work on the Golf Course 14th Fairway Pond Retrofit with Forebay project. The cart path has been reopened. Following allowance for a two-week grow-in period for the fresh sod, it is estimated golf play can resume about August 8.

The Youth Basketball Camp held the second week in July attracted 32 children. The Wine and Cheese event on July 13 hosted by the Pools Committee and FLOW raised $1,485, which will go toward Lifeguard Appreciation and Pool Committee activities.

Fitness Center Memberships have grown from 873 cards issued as of June 30th, to 1195 as of July 26th.

3.4 Report from Orange County Sheriff’s Office Sheriff Mark Amos reported that on July 19 there was a break-in at Village Motor Sports and 7 bikes were stolen. Twenty children attended the kids Youth Academy, and a Citizen’s Police Academy class is scheduled to start September 17. The annual National Night Out is scheduled for August 6 from 6-8:30 p.m.

In July there were 1739 calls for service, 107 from LOW residents. There were 62 warrants issued, 737 civil papers served (68 in LOW), 15 criminal transports, and 194 traffic summons written. There were 7 calls for service from Walmart, and officers wrote 53 traffic tickets on Route 3.

3.5 Report from Orange County District Supervisor Supervisor Lee Frame reported that the new public radio system has extensive capabilities for key law enforcement and administration communications throughout the County. The county is pursuing the availability of very low refinancing rates for bond issues, like the one recently signed for RSA. Five more recycling bins will be added to the LOW Convenience Center in response to complaints that current capacity is insufficient. Plans are to move the LOW Recycling Center to a location near the new Locust Grove Middle School in 4-5 years.

3.6 Report from Allied-Barton Security: Chief Scott Walker reported that in July staff received 262 calls for service and issued 106 traffic summonses. There were 14 reports of fireworks, 10 animal complaints, 3 incidents of vandalism, 3 incidents of breaking and entering, 1 theft and 3 motor vehicle accidents. There were 56 calls for general assistance.

Launch of the new TEKControl Visitor Management System went relatively smoothly, although some glitches have been identified and these are being corrected. Staff is preparing to participate in the annual National Night Out scheduled for this coming Thursday. The new portable Skate Park has been received and staff is working on assembling it for use by our youth.

The greatest risk to your child is not riding a bus, but approaching or leaving one. Before your child goes back to school or starts school for the first time, it’s important for you and your child to know traffic safety rules. Teach your child to follow these practices to make school bus transportation safer.

FOR PARENTS LOWA Bus Stop Guidelines Parents parking at the bus stops should observe the white lines set back 50 feet from the intersection, designating the parking area. This line is designed as a visual reference for parents, so motorists are not forced to navigate the congested intersections. Consider carpooling to avoid multiple vehicles parked along the shoulder waiting for the bus. Parents should always park in the direction facing the intersection and safely on the shoulder when possible. Never park along both sides of the roadway. This creates a safety hazard for motorists and children navigating the area. Never block a driveway. Stay clear of fire hydrants.

Safety Starts at the Bus Stop Your child should arrive at the bus stop at least five minutes before the bus is scheduled to arrive. Visit the bus stop and show your child where to wait for the bus: at least three giant steps (six feet) away from the curb.

Remind your child that the bus stop is not a place to run or play.

Get On and Off Safely When the school bus arrives, your child should wait until the bus comes to a complete stop, the door opens, and the driver says it’s okay before approaching the bus door. Your child should use the handrails to avoid falling.

Use Caution Around the Bus Your child should never walk behind a school bus. If your child must cross the street in front of the bus, tell them to walk on a sidewalk or along the side of the street to a place at least five giant steps (10 feet) in front of the bus before crossing. Your child should also make eye contact with the bus driver before crossing to make sure the driver can see them. If your child drops something near the school bus, like a ball or book, the safest thing is for your child to tell the bus driver right away. Your child should not try to pick up the item, because the driver might not be able to see what is happening.

FOR DRIVERS Make school bus transportation safer for everyone by following these practices: When backing out of a driveway or leaving a garage, watch out for children walking or bicycling to school.

When driving in neighborhoods with school zones, watch out for young people who may be thinking about getting to school, but may not be thinking of getting there safely.

Slow down. Watch for children walking in the street, especially if there are no sidewalks in the neighborhood.

Watch for children playing and congregating near bus stops.

Be alert. Children arriving late for the bus may dart into the street without looking for traffic.

Learn and obey the school bus laws in your state, as well as the flashing signal light system that school bus drivers use to alert motorists of pending actions: o Yellow flashing lights indicate the bus is preparing to stop to load or unload children. Motorists should slow down and prepare to stop their vehicles. o Red flashing lights and extended stop arms indicate the bus has stopped and children are getting on or off. Motorists must stop their cars and wait until the red lights stop flashing, the extended stop-arm is withdrawn, and the bus begins moving before starting to drive again.

The 2019 Member Survey conducted by the Planning and Communications Committees was completed on May 30, and this article presents the results.

The charters of the two committees direct them to conduct Member Surveys.

Previous surveys were completed in 2014 and 2007. The results of the 2014 survey are posted on the Planning Committee page of the LOWA.org website.

The 2019 Member Survey is a joint action of the Planning and Communications committees, supported by the Communications Director.

This survey was designed to update LOWA member demographics as well as to gather member opinions on several subjects. A joint working group from both committees (1) developed questions which maintained continuity with past survey while gaining additional useful information, (2) recommended allowing more than one response per Lot (based on Member ID number), (3) viewed this survey process as a basis for future targeted surveys, and (4) maintained respondent anonymity during the analysis of results. Many of the questions were based on previous LOWA and national community association surveys. A joint session of the two committees finalized the survey questions and parameters, and submitted them to the Board for approval, recommending that only Members be surveyed this time. The LOWA Board approved the survey at the March 20 Board Meeting, the April 5 Lake Currents announced the survey, and the Administration conducted the survey from April 1 to May 1.

This year, online surveys were emphasized, but paper surveys were available. In total, Members submitted 741 responses, of which 33 (4 percent) were written. This year multiple responses per lot were allowed, and 680 of 4257 (16 percent) lots responded, a response rate similar to the 2014 survey.

The results mirror earlier survey results in terms of demographics, ranking of amenities, and overall satisfaction with the community and its governance.

LOWA members continue to be happy with the overall appearance of our community, with 94 percent of the respondents indicating they were between somewhat proud and extremely proud. 74 percent of the members think the Board of Directors is usually or always striving to serve the best interests of LOW, and 80 percent think the Administrative staff provides value and support to the community. In a 13 percent improvement from the 2014 survey, 84 percent of the members feel very safe and secure at LOW. A clear majority of members get their information from the Lake Currents newsletter, followed by the LOWA.org website and LOWA generated emails.

Members indicated an improvement in LOWAâ&#x20AC;&#x2122;s success in keeping Members informed about issues and activities, with either very good (38 percent) or good (34 percent) ratings, an improvement of more than 5 percent overall.

Members rated the following as the top-10 amenities in terms of value to the overall community and property values: Area 9.9 (Yard Waste Disposal), Community Pools, Parks, Marinas, Walking & Exercise Trails, Community Center, Clubhouse Restaurant, Playgrounds, CafĂŠ, and the Fitness Center.

Responding to a new question, Members indicated they use the following 10 amenities the most: Fareways CafĂŠ, Boating on either lake (any type of boat), Clubhouse Restaurant, Area 9.9, Community Center, Walking Trails, Parks, Clubhouse Members Lounge, Beaches, and the Fitness Center.

Members rated eight items that could potentially improve our community.

This year the survey also gathered information on internet service at LOW. Finally, Members provided 603 comments that fell into 39 categories.

A large number of Members expressed concern about ineffective enforcement of ECC regulations, and many Members were concerned about drainage issues, the amount of the annual assessment, and lax security (access) within LOWA. by Alayna Stiffler, Wilderness Toastmasters How did your last business meeting make you feel while you were presenting your proposal? Who did you meet that made you wish your confidence was equal to theirs? When was the last time you volunteered to share your idea with the boss? What makes you shiver in your shoes when you are in front of a room of people waiting for you to speak? Where did you hide so you wouldn’t be called to speak in front of other people during the last staff meeting?

A child’s first communication is crying and will continue to be for many months. First words are usually one or two syllables and as they develop their vocabulary, usually they are not afraid to walk up to another child and create a conversation. As they grow older and listen to fears of parents and peers, usually they adopt the same fears as their own through the power of suggestion.

Isn’t it time to overcome those fears and create goals to help with more confidence in your communication? Even a Toastmaster is not perfect in speaking. Outside of Toastmasters, I find myself saying “um, ah,” and the occasional stutter slips in when I am not focused. If you hear yourself repeating the same words, “like, you know, um” Toastmasters may be something you want to consider.

That time is Saturday, September 28 and Sunday September 29, when the Lake of the Woods Visual Arts Council presents its annual celebration of creativity. The call is sent out now to all residents of the Lake to participate.

First, the community is aware of the many artistic talents that our residents possess. Share your painting in all media, your photography, jewelry making, woodworking, and other crafts with your neighbors. Then, everyone else, come to enjoy the show and the camaraderie. Entry forms containing complete instructions for participants are available in the lower foyer of Holcomb and at the Community Center.

The LOW Woodworkers Club will exhibit the 1X3 Challenge. Judging for that event will take place on Saturday morning. Also partnering with the Art Council on Sunday, LOWLINC will sponsor the wildly popular Taste of Wine from noon until 4 PM. The venue for all events is LOW Community Center. There is plenty of show room and ample and easy parking for both exhibitors and guests. Look for additional information in future Lake Currents. The Ladies’ Club Championship Tournament, originally scheduled for August 17 and 18, will be rescheduled for a weekend in September to be announced. Check with the pro shop for the new date.

The Member/Member Tournament is scheduled for Tuesday, September17.

The format is a two lady team Ryder Cup. 18-holers will tee off at 8 AM and 9-holers at 9 AM. On Monday, August 26 at 4 PM there will be a social at the Woods Center putting green with drawings and prizes. The sign-up sheets are posted in the Ladies’ Lounge at the Woods Center. If you wish to be paired with a particular twosome, there is a separate sheet for that info. The cost is $20 per person and includes the Monday social, lunch following the tournament, and prizes. Make checks out to LOW LGA and note “Member/Member.” Deposit checks in the box in the Ladies’ Lounge. The deadline is Wednesday, August 21.

The sign-up sheet for the St. Jude Tournament, scheduled for Tuesday, September 17, will be posted in the pro shop area. Look for it soon. This is a fundraiser for a great cause. Please also consider sponsoring a hole for $100. Forms will be available for hole sponsors and other donations.

Thanks to the many LGA members who continue to support the Wilderness Food Bank with both food and cash donations. We have collected over $400 since April 1. If you wish to donate, bring non-perishable food items or checks made out to Wilderness Food Bank on the first Tuesday of each month. Dottie Lohr will receive the donations and deliver them to the food bank.

Join us on Sunday, September 29, to sample local wines at The Art of Wine, LOW’s third annual wine tasting and LOWLINC fundraiser. Come to the Lions Pavilion at Sweetbriar Park from noon to 4 PM to taste local wines from seven local wineries. Pair your favorite wine with delicious fare available from two food trucks or enjoy a cheese plate with your wine. Plus, you won’t want to miss the LOW Visual Arts Council Art Sale next door at the Community Center.

Wine-tasting tickets ($15) are on sale now. Just go online to lowlinc.org and follow the instructions to register and purchase your ticket online. The first 500 ticket holders will receive a complimentary wine glass to use in tasting. Your ticket entitles you to free tasting with the seven participating wineries. Per the U.S. Constitution. We conduct a physical count of every person living in our country every 10 years. The first phase of this process has started and will be in full swing by the end of this month. This first phase requires a physical confirmation of every living quarter in the country. I will have 15 to 18 “listers” working in Orange and Louisa counties. They will be going door to door verifying the status of every residence, and trying to make contact with an owner to verify the use of the structure. I know we do not allow door to door solicitations but this is an exception and is dictated

by Federal law. All information you give is held in the strictest of confidence and this first call will only be asking about the house. Nothing else! I will be writing further articles as times seem to require, but for now just be aware that you will be getting a visit from a 2020 Census employee. All employees have 2020 Census photo ID badges and will be giving you a copy of the confidential explanation. World War II Army veteran Alex Salustri will be guest speaker at the LOW Veterans Club next meeting August 22. The 93-year-old LOW resident will discuss his wartime experience in Germany from 1945-47. He served as an infantry corporal with the first occupation forces during that period and has exciting and informative stories for the membership. The meeting begins at 7 PM. All LOW residents are encouraged to attend at the Community Center. This should be the LOW Veterans Club last meeting at our temporary site; starting on September 26 our monthly meetings will return to the LOW Clubhouse.

The LOW Clubhouse has identified November 8 as the Veterans Day Appreciation dinner. All LOW veteran residents are entitled to a free dinner item as a way of thanking the veterans for their military service.

Also, the LOW Veterans Club Christmas dinner has been scheduled for Friday, December 6. Members should start identifying their own, or relatives, pictures in uniform to be placed on our Christmas tree. Last year, the club received very positive reviews and comments about our unique ornaments.

The cast is moving right along with rehearsals for their roles in the irresistible family musical about the rags to riches trials and triumphs of Israel’s favorite son. Joseph and the Amazing Technicolor Dreamcoat is a lively and colorful journey through ancient Egypt. This has been one of Andrew Lloyd Webber’s most popular musicals and one of the most enduring. A diverse score that includes Joseph’s anthems Any Dream Will Do and Close Every Door, as well as colorful ensemble numbers in styles as wide-ranging as country western, ‘50s doo-wop and island calypso.

Tickets for the general public will go on sale on September 2 at 10 AM. Evening performances will be on October 18, 19, 25, and 26 at 7:30 PM, with matinees on October 20 and 27 at 2 PM. Even for a two-hundred year old English country house, Birchwood Manor has seen more than its share of intrigue, murder, love affairs and thievery.

The mansion is the setting for The Clockmaker’s Daughter, by Kate Morton, LOW Book Club’s selection for discussion at its September 11 meeting.

The intricate tale, spanning several generations, is told by Birdie Bell, a clockmaker’s daughter and early visitor to the Manor. Her story includes the fate of an unfortunate artist’s colony, a talkative ghost, bereft children, and a long-missing sizeable diamond.

The book is available in multiple formats in all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional).

LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome, and no prior notification or attendance commitment is necessary. The selection for the October 9 meeting is The Map That Changed the World, by Simon Winchester.

U.S. Colored Troops’ Role in the Civil War

The Lake of the Woods Barracudas swimmers and coaches have done it again. For the third year in a row, the team has finished first in the RSL American League Swim Finals!

The Barracudas were competing against the Hampton Oaks Hurricanes, Grafton Dolphins, and the Salem Fields Sunfish. Even though we didn’t win the season (Hampton Oaks had that distinction), our swimmers swam their little (and big) hearts out to take home Gold at the Finals. The coaches held their breath as the final scores were computed; it came down to the final relay events to determine the winner. In the end the scores were LOW 966, Hampton Oaks 943, Grafton 877, and Salem Fields 717. We even had a Triple Winner with three first place finishes in the Championship meet.

The Lake of the Woods Board of Directors, at their August 3 meeting, voted to approve an operating understanding with Friends of Lake of the Woods (FLOW).

FLOW is an independent 501(c)(3) corporation dedicated to promoting and supporting the Lake of the Woods community. FLOW’s number one goal is to help raise funds through tax-deductible charitable donations, in order to enhance Lake of the Woods amenities, facilities and beautification projects while minimally impacting annual assessments.

The agreement is significant because it establishes that both LOWA and FLOW are separate and distinct corporate entities, legally independent of each other, and that no individual may serve on both boards of directors simultaneously. It also establishes that each organization is solely and independently responsible for its own operations.

The agreement describes a typical sequence whereby a person or group submits for consideration a proposed project to FLOW for which they are willing to lead a fund raising effort. FLOW may review the proposed project considering its Charter, and if endorsed, forward to the LOWA board for approval. For a project to move forward it must be approved by LOWA. The agreement describes projects as additions to, improvements to, or enhancements of LOWA property such as amenities, facilities and common area infrastructure or community or common expense projects. However, FLOW will not become involved in the LOWA budgetary process.

Bowling League Seeking New Members

(D-19-85) Motion by Hoh, passed unanimously, that upon due consideration of the Complaint filed by owner Laurie Brown dated June 26, 2019, wherein the Complainant alleges the Board of Directors violated Section 55-510 of the Virginia Property-Owners’ Association Act (“Act”) for failing to provide her with “information regarding the amount of Association funds that had been paid to contractors for ditch reconstruction…..and how many staff hours have been spent on the reconstruction”, the Board determines the following: 1) The Complaint is denied for the following reasons: a) By the Complainant’s own express assertions in her Complaint, the Complainant did not request that the Board or the General Manager make identified books and records available to the Complainant for examination and copying as contemplated by Section 55-510 of the Act, but instead simply requested “information” as to specific dollar amounts and staff hours spent on a ditch reconstruction project; and, b) Such a request to be provided with “information” is not a request to examine and make copies of the Books and Records of the Association under the Act; and, c) While the Board reserves all rights and does not waive any rights, the Complaint is moot as the information requested by the Complainant is this day provided by the Board in an Open Meeting of the Board; and, d) For the reasons stated, the Board did not violate Section 55-510 of the Act. 2) The General Manager will advise, in coordination with the Association’s legal counsel, the Owner in writing of the Board’s decision and reasons therefore, in accordance with the Association’s adopted Complaint Policy.

4. PRESENTATIONS 4.1 Report from the Security Ad Hoc Fencing Committee: Jim Zavrel, Vice Chair On November 3, 2018, the LOWA Board chartered the Security Ad Hoc Fencing Committee with exploring ways to reduce unauthorized pedestrian traffic into LOW from Route 3. The Committee determined the needs in various sections, including safety and sound abatement, fencing material options, cost estimates, and alternative security measures that could be used to help achieve goals. An early but not yet complete estimate of the cost for recommended work was $231,727, which includes a 20% contingency buffer. On July 30, 2019, the Committee voted in favor of recommending the Board adopt this report as part of the LOWA New Asset and Improvement Plan for the upcoming year.

4.2 Annual Survey Results Planning Committee Chair Allie Felder provided a summary of the results and an analysis of the 2019 LOWA Member Survey. The response rate was 16 percent by lot, which is similar to that realized from the 2014 Study. Comparisons were made to results of the 2014 Survey using charts and graphs. The survey results will be posted on the LOWA.org website and summarized and published in Lake Currents. Findings may be used by the Board, Operation Center Managers and Committees as input for the upcoming budget cycle.

7.7 Consideration of Entering a Lot for Maintenance. (D-19-89) Motion by H. Brown, passed unanimously, that the Board approve entry of the lot in Case #19-0803-01 on or after August 10, 2019 to spray the driveway, and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

7.8 Discussion of Potential Project with Friends of Lake of the Woods (FLOW) for a Lions Pavilion at Hollyfield Park.

Lions Club member Rick Rappaport reported that the Lions have raised $30,000 which they would like to donate to building a Pavilion at Hollyfield Park. It is estimated another $10-$15k will be needed to pay for site work.

The Lions request the Board take up considering their preliminary plans for the project and for partnering with FLOW to help with the additional costs. President Wilks said the Board will take up review of the plans for consideration in the near future.

by Madeline Salustri, PR Chair, AARP 5239 Saturday, September 21, will be the date for the annual collection of food to benefit the Wilderness Food Pantry. The Pantry helps our neighbor families in need throughout the year. Hours will be 10 AM until 2 PM. The parking lot across from LOW Guard House will serve as the collection site.

Items needed are peanut butter (lots), jelly, “helpers” and other meal makers, canned meats (spam-hash-fish-stews and chili), canned beans of all sorts; canned veggies (peas, mixed vegetables, beets), pasta sauce, CEREAL (always need lots of cereal), sides (boxed potato and pasta), soups (chicken noodle is a favorite, but cream soups can help make a meal), condiments such as catsup, mustard, pickles and mayo. Coffee is a pleasant surprise for clients.

Cash and checks are always welcome; Food Pantry staff uses this money to purchase items from the Fredericksburg Food Bank. Checks should be made out to AARP Chapter 5239. Remember that food and money donations are tax deductible!

Many LOW residents are conscientious about recycling and have been disturbed that the recycle bins are often full and unable to receive recyclable material. Many of you have noted and commented to me on this. The county’s original estimate for number of bins was wrong. We have already moved one bin from the other end of the county to LOW, but that is not enough. In the next several weeks the county expects to add up to five more recycle bins to the LOW waste collection site to alleviate the problem.

At a recent meeting the Supervisors granted a real estate tax exemption to the Piedmont Regional Dental Clinic. That action removes about $6,000 per year from the county’s tax revenue. That decision caused the Supervisors to review tax exemptions in the county for their impact on county revenues. Many of the tax exemptions, such as churches, are specified in the Virginia Constitution or the Virginia statutes. Other benevolent or charitable organizations are eligible for a tax exemption if the Supervisors pass a resolution granting such exemption. The statutes identify specific organizations such the Red Cross and volunteer fire & rescue departments as charitable organizations that would be eligible for tax exemption. In looking at the list of tax exempt properties in the county, we find that of the $405 million in total exemption value, local government makes up $205 million. This is understandable when you include schools, courthouse, parks, industrial park and government offices of both county and towns.

Federal, state and regional properties make up about $43 million. Religious organizations make up $48 million and tax exempt groups make up $7 million. There is about $6 million in non-taxable properties in Lake of the Woods. As a private community, LOWA is not exempt, but the value of LOWA properties is reflected in the market and assessed value of LOW homes where it gets taxed though individual homes.

In reviewing tax exemptions, the Supervisors have only approved a total of six exemptions. Given the number of mandatory exemptions, county approvals are not significant in the overall budget revenue. However, as allowed by state law, the county plans to initiate a process requiring owners of exempted properties to submit a short form every three years to show that their exempt status is still valid.

The county supports some charitable groups through contributions in our annual budget. Although budgeted funding for charitable organizations can be eliminated in new budgets if financial times get tough, tax exemptions cannot be eliminated for any organization that continues its charitable function, unless legislation is passed by the General Assembly.

A few years ago, a subdivision developer failed to meet its obligation to construct and maintain the roads in that subdivision. In 2016, Orange County pulled a surety bond that the developer had posted. At a recent meeting the Supervisors adopted a resolution to utilize those bond funds in support of the Virginia Department of Transportation project to upgrade a road in that subdivision.
