Annual Meeting of the Membership September 3, 2018 at 10 AM, Community Center 110 Sweetbriar Park Road The purpose of this meeting is to elect three Directors to serve on the Board of Directors. The Annual Meeting is also the forum for the Annual Report from the General Manager and awards certificates and honors from the Honor Awards Committee.

Board election proxy ballots were mailed by LOWA’s trusted agent, VoteNow.com, to the Membership on July 27, 2018. This year, will we will be selecting three Directors from a field of eight candidates. The two candidates receiving the most votes will each serve a term of three years, with the candidate receiving the third most votes serving a term of one year.

Get Out & Go LOW! Scenic Photo Contest

Winners will receive LOWA Gift Certificates (no cash value) and will be announced and their photos featured in the September 7 issue of Lake Currents.

Although it feels like summer is ending shortly, there is still time for you to enjoy summer at the Lake. You can have dinner on the Clubhouse deck and watch the sun set. Enjoy a casual meal and drinks at Fareways.

There are weeks left for fun on the beaches and in the pool. Just watching boats and water skiers on the lake is fun, too. There will be concerts and music on the Point. You still have time for pony rides at the Equestrian Center. Take a child or grandchild to ride Miss Fancy or Mr. Squishy and watch the smiles. As long as it’s not raining, have fun playing golf, tennis and pickleball. Parks and playgrounds are available for picnics, using playground equipment and just walking. Look around and enjoy the gorgeous landscaping our staff has planted. It’s summer for a while longer- enjoy!

On a more serious note, there is still time for you to vote for three new directors for the Board. I encourage you to vote electronically because it is quick, easy and less expensive for the Association. If you want to learn how to vote electronically, bring your paper ballot and ID to the voting booth sessions in the reading room of the Holcomb Building August 14, August 22, or August 25. There will be people to tell you how to do it.

School will start shortly. Every year we have Members or guests who get ticketed for passing stopped school buses. Please don’t be one of those. We need to keep all our children safe, and that means stopping for school buses picking up or letting children off buses.

President’s Letter

Management by Patrolling Around: Sixth in an Occasional Series

It’s a rainy Tuesday in late July and I’m doing a “ride along” in a marked Ford Explorer patrol vehicle with LOWA Security Chief Scott Walker on the D3 Tour. One of LOWA Security‘s primary duties is to protect LOWA-owned property. “D3” is the mobile application Security uses to ensure and document that LOWA facilities are regularly and systematically checked on all three of the 24/7 Security shifts. Security constantly patrols everything from parks and beaches to dams and buildings. The D3 checkpoints vary from 20 to 40, depending on the time of day.

Our first tour stop is a barcode on a post on Rapidan Road in Section 16 (Stratford Park) across Route 3. Chief has already logged in with his name and date when we began the tour. He holds his mobile phone to the barcode and D3 reads it. Chief explains that officers performing the D3 tour are trained to observe everything associated with the vicinity, and not just read the barcodes. Chief directs his officers to vary the tour so there is not a predictable pattern, especially during the overnight shift.

Day shift tour is mostly about “bathrooms and beaches,” because the buildings are occupied, the Chief explains. Overnight shift covers the unoccupied buildings. We reach Spotswood Park, and read the barcode at the bathrooms. We check each to make sure everything looks normal. We walk the trail and greet a member walking his two dogs.

So what else does an officer do during the D3 Tour? “Community policing” is the short answer. Riding with the windows down, we wave at members working in yards and walking along the street. This aspect of patrolling helps the officer get attuned to the neighborhood – its sights and sounds. It also makes the officer more accessible. We stop and chat with a member out getting some exercise.

We are now at Mt. Pleasant Beach. Everything is in order. There is a family making the most of a cloudy day. At Pleasant Grove Beach, someone asks if I’m a security “trainee.” Just a ride along, we explain. We make our way street by street, and then to the Stables. Equestrian Manager Bridget Hutchens is hosting a barn full of youngsters for Pony Camp. We are walking through Greensprings Park (home of a specimen Red Oak Tree), when I ask about summer vandalism. No graffiti or serious vandalism this year, just “knick knacky stuff” like turned over trash cans. Last summer we had incidents of rock throwing and damage to vehicles parked along a street.

Security worked with the Orange County Sheriff to locate a suspect.

Lake of the Woods Association Overarching Goals and Strategies Adopted July 24, 2018 On July 23 and 24 the board met to consider revising or amending the Overarching Goals and Strategies that provide guidance to the Board and the Association. As a result of the two-day retreat, the board reviewed the 2017 Vision, Mission, and Values Statements as well as the eight Overarching Goal Statements. The opted to keep them “as is, however they made selected modifications to the corresponding strategies under the Overarching Goals.

The Board also determined that the New Asset and Improvement Reserve Projects that are submitted to the board for consideration must correspond to at least one Overarching Goal and Strategy. Lastly, the Board determined that the Annual Goals, set by the Board, will be SMART Goals (Specific, Measurable, Attainable, Relevant and Timely).

Vision Statement A welcoming, diverse, residential, gated community of single-family homes and recreational amenities that supports the evolving needs of members and their families now and in the future.

Mission Statement Enhance the community through sound governance, management and business practices that promote the quality of life for all members.

Values Statement We value diversity, respect for all people and the environment, participation and open communication.

General Manager from p. 2 We pass a home construction site on Confederate Circle, and I ask Chief how many contractors are in LOW today. “Over 200,” he says. What’s been the biggest change since he started? “Members are doing major remodeling and massive makeovers.” Chief Walker began at LOWA on May 1, 2013, when then Allied Barton (now Allied Universal) Security Services won the security contract. We drive to Hollyfield Park. LOWA Groundskeepers are installing new windscreens at the Pickleball courts that opened July 4.

There are two road patrol officers on each of the three shifts covering a 24-hour day. Officers with the Special Conservator of the Peace (SCOP) designation can initiate traffic stops. I ask about speeding. Chief believes speeding is down, partly due to the visibility of patrols. We are on Lakeview Parkway near Harper’s Ferry Drive when Chief flashes his lights as a warning to an oncoming vehicle. The driver slows. Speeding can result in a summons to the Legal and Compliance Committee or, if the speed is 20 miles per hour over the posted limit, the SCOP officer can write a reckless driving summons to Orange County General District Court.

We drive to the Clubhouse and walk near the construction fencing for the Clubhouse pool/fitness construction project. We meet the Wack Construction Superintendent, who explains his crew is disconnecting the Clubhouse Beach bathroom before demolition begins. We discuss the security procedures for the project’s construction employees.

Our last stop on the tour is the Veterans Dam gate controls. Chief places a note in the D3 report that water is flowing over the spillway – as it has been quite often these days! Thanks to Chief Walker for the informative ride along. Chief offers to let me work in the “hub” at the front gate on a busy day.

Perhaps I will!

2. Provide adequate resources to enforce covenants and regulations governing the natural environment.

GOAL 2: MAINTAIN AND UPGRADE OUR LOWA INFRASTRUCTURE Maintenance and Upgrade of Infrastructure Strategies 1. Provide required resources and personnel sufficient to maintain and implement the Emergency Action Plan for Dam Safety.

2. Sustain the appearance and functionality of all LOWA facilities, structures, grounds and equipment through maintenance, repair, replacement or improvement.

3. Implement the plans to upgrade all roads and associated drainage facilities including ditches and culverts.

 All members and tenants are welcome to participate. LOWA employees are not eligible to participate.  All photos must have been taken within LOW during 2018.  Limit one photo submission per person.  Photo entry email must include photographer’s (member’s) name and lot and section and phone number.  Photos cannot include watermarks or text.  All photos must be received by email and timestamped by Monday, August 27, 5 PM.  Photos that feature illegal activities or violations of LOW regulations will be disqualified.  Selfies, collages and family or group portraits should be done in such a way as to showcase our beautiful neighborhood.  Individual submitting the photo warrants that it is his or her original work.  By submitting a photo for the contest, the photographer grants Lake of the Woods Association the right to publish the photo on all forms of media including but not limited to LOWA.org, Lake Currents, and LOWA Social Media.

Bus Stop Safety from p. 1 FOR PARENTS LOWA Bus Stop Guidelines Parents parking at the bus stops should observe the white lines set back 50 feet from the intersection, designating the parking area. This line is designed as a visual reference for parents, so motorists are not forced to navigate the congested intersections. Consider carpooling to avoid multiple vehicles parked along the shoulder waiting for the bus. Parents should always park in the direction facing the intersection and safely on the shoulder when possible. Never park along both sides of the roadway. This creates a safety hazard for motorists and children navigating the area. Never block a driveway. Stay clear of fire hydrants.

Safety Starts at the Bus Stop Your child should arrive at the bus stop at least five minutes before the bus is scheduled to arrive. Visit the bus stop and show your child where to wait for the bus: at least three giant steps (six feet) away from the curb.

Remind your child that the bus stop is not a place to run or play.

Get On and Off Safely When the school bus arrives, your child should wait until the bus comes to a complete stop, the door opens, and the driver says it’s okay before approaching the bus door. Your child should use the handrails to avoid falling.

Use Caution Around the Bus Your child should never walk behind a school bus. If your child must cross the street in front of the bus, tell them to walk on a sidewalk or along the side of the street to a place at least five giant steps (10 feet) in front of the bus before crossing. Your child should also make eye contact with the bus driver before crossing to make sure the driver can see them. If your child drops something near the school bus, like a ball or book, the safest thing is for your child to tell the bus driver right away. Your child should not try to pick up the item, because the driver might not be able to see what is happening.

FOR DRIVERS Make school bus transportation safer for everyone by following these practices:  When backing out of a driveway or leaving a garage, watch out for children walking or bicycling to school.  When driving in neighborhoods with school zones, watch out for young people who may be thinking about getting to school, but may not be thinking of getting there safely.  Slow down. Watch for children walking in the street, especially if there are no sidewalks in neighborhood.  Watch for children playing and congregating near bus stops.  Be alert. Children arriving late for the bus may dart into the street without looking for traffic.  Learn and obey the school bus laws in your state, as well as the flashing signal light system that school bus drivers use to alert motorists of pending actions: o Yellow flashing lights indicate the bus is preparing to stop to load or unload children. Motorists should slow down and prepare to stop their vehicles. o Red flashing lights and extended stop arms indicate the bus has stopped and children are getting on or off. Motorists must stop their cars and wait until the red lights stop flashing, the extended stop-arm is withdrawn, and the bus begins moving before starting to drive again.

Article IV, Meeting of Members of the LOWA Bylaws provides information on the use of proxy ballots when a vote of the membership is taken. As a Virginia Non-stock Corporation, and as provided for in Section 6, Methods of Voting, Lake of the Woods uses proxy ballots as an approved method for members to cast their votes in elections, referendums, or any other meetings, and allows members to assign their individual voting rights to a designated individual who attends the meeting in their place.

As a member of LOWA, when you designate a proxy, that proxy may exercise the following three rights: 1. Cast your vote as marked on your ballot, 2. Count toward establishing a quorum at the meeting, and 3. Cast your vote on motions for continuation of the business of the meeting.

When you complete your ballot in the proxy section, “I do hereby designate and appoint _________,” you are identifying and assigning this individual your three voting rights: 1. Assigning a proxy means that the vote marked on your ballot is cast by your proxy who attends entire the meeting on your behalf.

2. A minimum number of voting members must be in attendance to establish a quorum before proceeding with the meeting. Your proxy representative counts as your voting representative for this purpose.

3. All matters of business requiring a vote may be conducted, from opening to closing of the meeting or any continuation of the meeting, when a minimum number of voting members are present.

When you leave the proxy section blank, you are assigning your three proxy rights to the Board Secretary. If you assign someone other than yourself as your proxy to act on your behalf at the meeting, that individual must attend the full meeting. If you assign yourself as the proxy, then you must be present at the full meeting for your vote to be counted.

The LOWA Elections Committee is providing this explanation to eliminate any confusion and answer questions that have arisen regarding voting rights and to ensure that you, as a member, cast a valid proxy vote.

LOWA Bylaws provide you the ability to revoke your proxy up until the announcement of the closure of the meeting (LOWA Bylaws, Article VI, Section 6.d). Members choosing to revoke proxy must submit a signed revocation of proxy, in writing, to the Board Secretary prior to closing of the meeting in order for the revocation to be valid.

4. Monitor Orange County housing development codes, and develop a feasibility plan that puts LOWA infrastructure in compliance.

GOAL 3: PROVIDE AMENITIES AND FACILITIES SUPPORTING RECREATIONAL AND LIFESTYLE INTERESTS OF MEMBERS Amenities Supporting Recreation and Interests of Members Strategies 1. Develop and implement improvements and enhancements to the Clubhouse area that will serve Member needs and interests.

2. Develop and implement a comprehensive plan to enhance the Community Center Complex to meet the needs of the community.

3. Maintain the appearance and operation of all amenities in an attractive and functional condition.

4. Ensure that the lakes will be able to support: 1) water sports, 2) boating, 3) a productive fishery, 4) public beaches, 5) boat docking for those not on the lake, 6) boat storage, and 7) marinas for launching and servicing boats.

5. Extend the network of walking/biking trails that are easily and safely accessible to all LOWA Members.

6. Explore opportunities to enhance existing amenities and add new amenities that meet the needs and interests of Members.

GOAL 8: EXERT POSITIVE INFLUENCE ON COUNTY PLANNING AND DEVELOPMENT Influence on External Development Strategies 1. Provide input concerning all development in the watershed of the lakes, the inundation zones in the Route 3 corridor, and all property adjacent to LOWA. 2. Encourage LOWA residents to become informed about county issues, attend county meetings, and become involved in county projects.

3. Promote greater representation in local government and nongovernment organizations.

4. Seek opportunities to influence development of areas adjacent to LOWA. 5. Seek opportunities to increase riding, walking and jogging trails on National Park Service and/or other adjacent property.

6. Provide input to the County Comprehensive Plan and the GWAP to the benefit of LOWA. 7. Explore a plan to accommodate the Orange County fiber optic backbone by determining how to appropriately provide infrastructure to bring this capability to LOWA residents.

GOAL 4: PROVIDE A SECURE ENVIRONMENT FOR MEMBERS Secure Environment Strategies 1.Maintain a “gated community� and provide adequate resources to control access, and enforce community regulations.

2. Utilize Neighborhood Watch, Security patrols, surveillance systems, and other media to help maintain vigilance, identify threats, protect resources, and protect Member and community property.

3. Partner with local and state law enforcement and emergency services, including LOW Fire and Rescue, for the continued safety and security of LOWA Members.

4. Provide required resources, training, personnel and equipment, to implement LOWA emergency plans.

5. Develop and implement infrastructure improvements, policies, procedures and compliance strategies that promote safe walking, biking, boating and vehicular travel.

GOAL 5: Enhance Communications With and Between Members Strong Communications Strategies Upgrade information exchange to achieve rapid and reliable communications with and between Members.

1. Maintain a family of regular online and printed publications to provide information to all Members.

2. Explore new technologies for improving video communications.

3. Explore options for new methods for Member communication with the Board and Staff, and for Member-to-Member communication.

4. Explore improving Association and member access to high-speed broadband and Wi-Fi. GOAL 6: PROVIDE HIGH QUALITY ADMINISTRATIVE SUPPORT SERVICES Administrative Support Services Strategies 1.Maintain a compensation structure and competitive benefit package adequate to retain a highly qualified and motivated staff.

2. Continue a “customer satisfaction� mind-set among LOWA employees.

3. Develop and implement plans to use modern technology to work more cost effectively and efficiently in operating the business of the Association and in delivering member services.

4. Establish an internal feedback/audit system for administrative services.

5. Maintain an effective Human Resources program that includes accurate position descriptions, procedures for recruiting, screening, selecting, training and compensating staff, competitive salary and benefits, and periodic performance evaluations.

GOAL 7: INSTITUTE MULTI-YEAR STRATEGIC AND FINANCIAL PLANNING Strategic and Financial Planning Strategies 1. Establish and maintain a repeatable capital planning process that includes a land use study, long term strategic outlook 6 to 10 years, and a 5-year plan of which the first year is the projected annual budget of replacement and new capital projects.

2. Develop a strategic outlook that identifies major capital projects ($100,000 or more) and the impact on the Operating Budget for Years 6 to10. Each project should include a rationale for why it is needed and an estimate of its funding over the five-year period.

3. Update the land use study every 5 years, the long term strategic outlook every 3 years, and the 5-year plan annually.

4. Generate funds through the annual budgeting process, budget surpluses, land/lot sales, and external financing to cover operations, asset replacement and anticipated improvements to the amenities and infrastructure.

5. Establish a competitive fee schedule annually that strives to optimize usage of existing amenities.

6. Every 5 years or sooner, contract the services of an outside specialist to conduct a Reserve Study of all LOWA assets, in order to determine the projected replacement costs and schedule of LOWA existing assets.

7. Consider the recommendations of the Annual Reserve Study Update to determine the schedule of existing asset replacement, annual contribution to the Repair and Replacement Reserve (CTR), the Reserve’s minimum balance, or provide a cost/benefit analysis for other action.

On July 18 and 19 we held the Male/Female Golf Tournament. For this event we had 15 couples participate. The Overall Low Gross Team was Dan and Sharon Cronin. They shot a 84-76=160. The Overall Low Net Team was Bob and Anne Smith. They shot a 59-59 =118. Everyone had fun!

We also had our Third Junior Golf Camp for 2018. We had six students in the class. At the “Sweetbriar Golf Course,” Timmy Furness won the trophy for low score. Everyone really had a good time during the class. I’ll see you on the course.

Of these and ongoing issues, 66 were resolved and 5 items were sent to the Board of Directors, for resolution. The most common violations were maintenance of improvements, unlicensed vehicles, unsightly dead trees, and overgrown lots.

Thanks to the generosity of our community, the ice cream truck will be back, August 22 from 3 to 4:30 PM. On Saturday, August 11, our annual Village Luau will be held from 1 to 3 PM. Volunteers will gather for setup at 11:30 AM. In the event of inclement weather, we’ll set up indoor games. We can use more help with the Pool, Jell-O Toss, and Water Slide, as well as volunteers to decorate. If you want to help out, but haven’t signed up yet, please contact Karen Woods at kandkwoods@comcast.net, 540-972-4807. Lunch for volunteers will be provided after setup.

Wade Hardman, Childhelp’s Director of Community Services, was pleased to report that the Harry’s Ale House dinner event raised $500 for Alice C. Tyler Village. Thanks to Harry’s who donated a percentage of patrons’ tabs to the Village. Keep this in mind for the future - easy participation, great food, and for a great cause.

Other events coming up include a September Bike Rodeo. The bike event is an obstacle course, which includes cones to circumvent as well as “water hazards” for the young bikers. Area police present safety tips on biking and give a demonstration of their motorcycles. The following month, Virginia Wildlife will be on hand again for the children’s delight. And mark your calendars for our annual Village Halloween party, scheduled for Saturday October 27.

Yes, those are universal concerns, and they can be major problems for seniors. On Monday, August 20, Locust Grove AARP 5239 welcomes GenĂŠa Luck, Associate State Director of Multicultural Outreach for the Virginia AARP State Office as speaker.

She will share the latest information on the following topics: Modify Your Home for Comfort and Safety; Protect Yourself from Fraud and Identity Theft; and Social Security: Understanding Your Benefits. These are all of vital importance to seniors.

Luck delivers community-based workshops for the Age-50-and-over populations across the Commonwealth. She is charged with developing stronger u c k community-based engagements to provide insight to all the G en ĂŠ a L unique offerings of the AARP. AARPâ&#x20AC;&#x2122;s 2018 national legislative goals are focused on protecting and strengthening Medicare and other health care benefits, supporting family caregivers, maximizing the independence of older adults, helping people who are 50 and older to lead healthier lives, securing Social Security long-term solvency and adequacy, improving retirement income security, and ensuring that individuals of all ages have the financial resilience to take control of their retirement.

The Lake of the Woods Lioness Lions Club awarded scholarships to two Orange County High School students. At our July 12 meeting, Jan Lemieux presented the $1,500 LOW Lioness Bridge Scholarship to Rachael LaDouceur. Rachael addressed the membership to express her appreciation and tell us about her plans for the future. The Bridge Scholarship is generated by funds paid to Lioness Jan Lemieux for bridge lessons.

The $1,000 LOW Lioness Scholarship was awarded to Dianne Cortes who, due to scheduling conflicts, was unable to attend our meeting. Funds for this scholarship come from various fund raising activities of the club.

Both of these young women are well deserving, as evidenced by their academic and community service accomplishments. We are very proud of both recipients and wish both of them the best of success at George Mason University in Fairfax.

Scholarship applications are solicited by the Lake Youth Foundation from our local high schools in early spring. Lioness representatives sit in on interviews, review applications and choose recipients from those applicants.

Lake of the Woods graduating seniors for next year should check with their guidance counselors to obtain 2019 applications.

He is honored and humbled to fight for these values and serve the people of Central Virginia’s 7th Congressional District, which stretches from Culpepper in the north to Nottoway County in the south.

He has a B.A. in Business Administration from Hope College, a Master of Divinity from Princeton Theological Seminary, and a Ph.D. in Economics from the American University.

Early in his career, he worked in the private sector for the accounting firm Arthur Andersen in Detroit and Chicago, and then at the World Bank assisting developing world economies. Over 20 years ago he accepted a job at Randolph Macon College, teaching economics, and his family made Virginia home. He later became chairman of the economics and business department and also chaired the ethics minor program at the college.

He served two Virginia governors on Economic Advisory Boards. He served as an Advisor to State Senator Walter Stosch, and served as President of the Virginia Association of Economists.

Brat is a member of the House Budget Committee, Education and the Workforce Committee, and the Small Business Committee. He is chairman of the Small Business Subcommittee on Economic Growth, Tax, and Capital Access.

The family resides in Henrico County. Brat and his wife, Laura, have two children, Jonathan and Sophia who attend Virginia public schools.

The tournament will take place on Tuesday, August 28. If you haven’t picked your partner yet, now is the time. The cost is $20, plus any applicable green fees. The format will be Ryder Cup. All LGA members are invited to the social. If you are not participating in the tournament, there is a $5 charge for the social. Lori Barnes and Phyllis Sakole are chairing this tournament, and there is a sign up sheet and details posted in the ladies lounge in the Woods Center.

Be sure to save the date, Tuesday, September 18, for the St. Jude’s Benefit Golf Tournament. Come on out, have some fun, and help the children! Look for more details to follow. Golfers and non-golfers who are music lovers have another fun opportunity to support St. Jude’s. Visit Fareways Café on any Tuesday from 5:30 to 8:30 PM. Chris Forzano and Mark Tarallo will be performing and donating all of their tips to St. Jude’s Children’s Hospital. Their charitable journey will continue with a special Music on the Point” concert on Friday, August 17, from 7 to 9 PM, with all proceeds going to St. Jude’s. There will be fun, music, gifts, and a lot of LOW support for Finding Cures and Saving Children.

Remember, summer rules are now in effect. Exceptions are holes #5, #6, and #14 where the golfer can lift, clean, and place the ball in the fairway within one club length, not nearer the hole.

I left my wallet and watch in one of our golf carts on Wednesday, July 18.

After looking through the carts that evening, riding the cart path and walking much of the course looking for the wallet, my wife and I were greatly relieved by a phone call from the Pro Shop on Thursday morning. Someone had found the wallet (and watch) and turned them in. Thank you whoever you are! You are a great example of the kindness and honesty of our wonderful community.

We enjoyed the music so much we stayed for an after dinner drink made by Ciara (spelling?) the super bartender. All those folks, chef too, made the evening a wonderful dining experience.

Jim Gonzalez Our esteemed President has omitted a tiny, little detail in her letter in Lake Currents (7/27/18). She has claimed that it is a rumor that the new pool is 3 1/2 feet deep. What she has not told the community is that all but the last 15 feet in length is 3 1/2 feet deep. The remaining 15 feet in length is 5 and 6 feet deep. The blueprint that was printed in the Lake Currents neglected to indicate where the deeper part begins. If you look at the little triangles and circles across the width on the right side of the pool, those are the backstroke flags and is where the deep part is. The pool is 82 feet long. Only about 18% of the length is over 3 1/2 feet. The community deserves to know all of the facts, not just the pre-selected ones.

I am continually amazed and disturbed by the numbers of people who frequently walk on the wrong side of our streets and roads. There have been constant reminders, on channel 18 and elsewhere, to walk â&#x20AC;&#x153;facing trafficâ&#x20AC;?, but the problem continues. Coming back from the fireworks recently was particularly disturbing, as entire families were walking with their back to the traffic. Everyone knows that our streets are narrow and not well lit, so safety compels walkers to face oncoming traffic. Please be careful!

Bill Wemmerus Let me begin by saying that, as always, LOWA put on a GREAT fireworks display this year. I think it is as good as, if not better than, the one at the

National Mall. My wife and I strongly urge LOWA to keep the firework display on Saturday evenings. The switch to Fridays that Mr. Rodenberg suggested would reduce the number of families able to view this spectacular display, while creating a traffic jam for people returning from work on Friday evening, without solving the underlying entry backup problem.

Many weekenders and many relatives visiting resident families will not be able to get to LOW for a Friday display, thereby reducing the number of people able to enjoy it. The solution to the backup problem should not be to sacrifice the joy of families getting together to view the fireworks.

Whatever happened to the plan to create a second entry gate off of Route 3? Isnâ&#x20AC;&#x2122;t that the best solution to this entry-backup problem? Thank you.

Getting Ready to Say Hello Dolly

Have you heard the glorious singing in the Community Center lately? Itâ&#x20AC;&#x2122;s our Hello Dolly cast practicing for the big show. The dancers have started dancing, the costumes are being sewn and the set is getting built. Itâ&#x20AC;&#x2122;s going to be quite a stunning production. You will see familiar faces in our cast, as well as some new ones. Did you see our float in the July 4th parade? That lovely young lady who sang so beautifully will be playing Irene Malloy, the milliner who no longer believes in love until Dolly Levi comes along. You canâ&#x20AC;&#x2122;t find happier music than this musical, based on the Thornton Wilder play The Matchmaker. With music and lyrics by Jerry Herman and book by Michael Stewart, Hello Dolly is an all-time favorite American musical.

We are getting such great feedback from you that we have added another performance. The dates are October 12, 13, 18, 19, and 20 at 7 PM; and October 14 and 21 at 2 PM. Tickets will go on sale around the first week of September. We will announce the exact date soon, so stay tuned.

The Players have a few more events coming up like a possible fundraiser and a Christmas play at the Inn at Kellyâ&#x20AC;&#x2122;s Ford. Keep watching for the latest news.

Wilderness Friends of the Library will host local author Gary Close at the Wilderness Branch Library at 2 PM on August 17 to discuss his novel Breakout.

As a recent column in the Free Lance Star noted: â&#x20AC;&#x153;We love authors at the Library.

Without them, the people who are willing to dedicate their time to bringing stories to the world, we could have fewer opportunities to travel the world from the comfort of our homes, live in another time period or view life through someone elseâ&#x20AC;&#x2122;s experiences.â&#x20AC;? (FLS, 7/24/18, G ar Christie Hoerneman). y C lo se Closeâ&#x20AC;&#x2122;s novel has a familiar setting, but with a twist; it is a science fiction thriller set in Culpeper! The author has woven a tale of UFOâ&#x20AC;&#x2122;s, and government cover ups, interwoven with the legal system and the press.

Gary has an extensive jobs resume, including news reporter and later editor for the Culpeper Star-Exponent and Culpeper Commonwealth Attorney. Those experiences are reflected in Breakout, and the result is a frighteningly authentic work.

Gary is a new resident of Lake of the Woods, and has taken up sailing with our sailing club.

Using Your Voice to Capture Your Audience

Imagine waking up one morning and realizing that you are ready for the second stage of your life. It was not planned; you expected to continue on as you did the day before, but bam, your life was changed in an instant. Are you ready to embrace change and transition, or would your emotions spiral into a panic?

A typical life conversation does not consist of “by the way I am not going to be here tomorrow because I’m going to have an accident on the way home and I plan on staying in the hospital for a few weeks because I will be hurt or I may even die.” Our minds were not designed to be having that type of conversation and if your family is anything like mine, when someone leaves, we say, “be careful, drive safely, have a good time, see you tomorrow or I love you. “ One of the many reasons for The Knowledge Club is help you make informed decisions before it is too late. There are many resources that saturate the internet, but there are many not qualified to give correct answers. Often the advice is based on personal experience, which can be disastrous if it is not the right answer for you. In fact, many resort to a Facebook-sponsored fundraiser, because of being unexpected or unprepared. Our goal is to educate you with the free resources that are available before something happens or before the wrong decisions are made.

The Knowledge Club meets monthly at 10 AM on the third Tuesday of the month at the Community Center. Our next event will be on August 21. We will be talking about retirement and health care with our guest speaker. For more information, email LOWKnowledgeClub@gmail.com.

People label. The first word that is uttered is usually an indicator of whether a speaker will grab your attention or tune you out. By the end of the second sentence, you have been captured or released. Recently, I watched a video of a 13-year-old girl who demonstrated shyness and intimidation. As she was being interviewed, she shuffled her feet, held her head low, spoke softly and you could see how uncomfortable she was. Once the music started, though, she captured her audience and drew them in, leading to a standing ovation. Her weak voice became a powerhouse and she knew her super strength. The people who interviewed and intimidated her were the ones who would be judging her, but she didn’t let fear stop her. Her performance was mesmerizing and, honestly, I wonder if her interview was a pre-meditated ploy to shock her judges. Either way, she did exactly what she intended to do. Capture her audience with her voice.

In Toastmasters, there is no judgment; no criticism. There is compassion and also suggestions to help you improve and become the speaker or presenter that you desire to be. There is no homework and the pace is at your speed because it is all about you. Where else can you go to have undivided attention focused on helping you? No matter what age you are, there is never a day that you should not take advantage of learning.

Wilderness Toastmasters meets at 6:30 PM on the first and third Tuesdays of the month at the Community Center. Our club is focused on becoming a Charter Club in this area and we are actively seeking members ages 18 to 125. Living History at Fredericksburg Battlefield National Park Service Press Release

The smells of campfire and gun smoke will once again fill the air on Marye’s Heights at the Fredericksburg battlefield on Labor Day weekend.

Union soldier reenactors will be on hand to show the weapons, uniforms, and equipment carried 155 years ago. Watch as troops march in formation and hear about the fighting techniques used during the Civil War. Visit the camps to learn how the troops lived in the field. The battle-damaged Innis House will be open with civilian living historians relating their experiences.

Lake Currents August 10, 2018

The Junior Sailing Program of Lake of the Woods Sailing Club held two Sailing Camp sessions this summer, offering training to young resident sailors as well as visiting grandchildren of LOWA members.

The first beginner’s session, June 25 through 29, exposed inexperienced sailors to parts of the boat, rigging, boat safety, seamanship, boat handling and teamwork. The young sailors demonstrated their newly acquired skills in Optimist Pram, Sunfish, Laser and Zuma sailboats.

In addition to basic sailing maneuvers like tacking and gybing, the campers were taught safety-related skills such as the safety position and getting out of irons, a condition that exists when attempting to sail too close to the wind results in loss of boat speed and steering control.

The advanced session, July 2 through 6, allowed more experienced young sailors the opportunity to practice more advanced boat handling maneuvers and perfect their sailing technique.

In more than a dozen years operating the sailing camps, the Junior Sailing Program has trained several hundred young campers in the sport of sailing.

On August 25, the Sailing Club will hold its annual distance race, the Round Turtle Island Challenge, down the length of the main lake, around Turtle Island, and returning to finish. OPEN SESSION The Board entered into a discussion to review the vision, mission and values statements and discuss the use of Overarching Goals in setting SMART (Specific, Measurable, Attainable, Relevant and Timely) goals and strategies. This exercise was then applied to further discussion of Goals 1 thru 4; namely, Environment, Infrastructure, Amenities and Security. By consensus, the Board discussed and revised Goals 1 through 4.

Member Comments: A member was concerned that the roadway ditches are eroded more than usual due to the recent storms.

Recess: The meeting recessed at 11:45 a.m. to reconvene on July 24, 2018 at 9:00 a.m.

Retired Army Major General Heidi Brown will be the featured guest speaker at the August 23 Veterans Club meeting. The meeting will start at 7 PM in the Game Room of the Community Center.

The 35-year veteran will discuss her distinguished career, featuring several ground-breaking events as she rose up through the ranks. Her Army achievements started with graduation from the U.S. Military Academy at West Point. She retired from active duty in 2017.

Brown’s last assignment was serving as Director of Global Operations for the U. S. Strategic Command at Offutt Air Force Base Nebraska. She was the first female combatant command operations officer and the first U.S. Army soldier to serve in that position for Strategic Command.

She commanded Fort Bliss’s 31st Air Defense Brigade during the2003 Iraq War, and became the first woman to command a brigade in combat. This was one of her five tours at Fort Bliss, including assignments as Battalion and Brigade Commander and as Deputy Commander of the installation.

All veterans and guests are encouraged to attend this meeting. The LOW Veterans Club is always seeking new members. We are a local social and informational veterans club, not affiliated with any other national veterans group.

The Selven Powell Memorial Golf Tournament, hosted by the LOW Lions Club, will be held Saturday, Sept. 29 at the LOWA Golf Course. The tournament will have a shotgun start at 1 PM and a Putting Contest that begins at 11 AM. The cost for the tournament is $65 per player. This fee includes green and cart fees and dinner after the tournament. Prizes will be awarded to teams finishing in first, second, and third place, and for closest to the pin and closest to the line for both men and women. At a recent meeting, the Supervisors passed a resolution supporting disaster relief for Orange County farmers. Two separate major rain events in May and June caused major flooding on agricultural land. The Rapidan River achieved flood-stage water flow in less than 24 hours from the rain onset, with surges of 23 feet above normal levels. The local Virginia Cooperative Extension, in cooperation with USDA offices, reported major damage on 2,000 acres of soybean, corn, wheat and barley crops and 20,000 acres of mixed forages. An economic loss of approximately $5 million was sustained by Orange County agriculture.

Additionally, cropland erosion, debris deposits, fencing losses and stream bank degradation resulted in another estimated $70 thousand in losses. The resolution requests the Governor of Virginia designate Orange County an agricultural disaster area to submit to the President for consideration of a Presidential Declaration to get federal financial support for the farmers.

The Germanna Foundation is preparing a Time Capsule to be opened in July 2068. The Foundation has invited various organizations that have a connection to the Foundation to provide letters or proclamations that will be placed in the stainless steel cylinder. Orange County has such a connection and the Supervisors have approved a resolution for inclusion in the Time Capsule. Since the 50 year timing is similar to the time frame for the Germanna-Wilderness Area Plan, the opening of the Time Capsule will provide the opportunity to see how the actual conditions in 2068 compare to the Plan adopted in July 2015.

Orange County has 902 miles of Virginia Department of Transportation roads, 189 miles of which are primary roads and 713 miles are secondary roads. It might be of interest to know that the speed limit on all roads in Virginia is 55 miles per hour, unless otherwise marked. Much of Orange County is unmarked and therefore has the 55 miles per hour limit. If a citizen requests a lower speed on some section of VDOT road, the Supervisors will examine the situation and, if considered appropriate, will request that VDOT conduct a speed study. VDOT has conducted six traffic studies at the request of the Supervisors this year. Four of these were speed studies, two of which resulted in reduced speeds, another included speed warning signs and the remaining study recommended no change.

Our local resident engineer from VDOT does a good job of keeping the county informed on issues of interest and assisting in getting road improvements, consistent with available VDOT funding. There are currently six road projects throughout the county that are under construction or about to start; the closest to LOW is the intersection of Routes 3 and 20. In 2018 about 80 miles of roads in the county will undergo some form of resurfacing at a cost of about $3.7 million. Additional projects include pavement marking, culvert replacement, guardrail repairs and maintenance to bridges. A bridge replacement was recently completed on Route 630 over Pamunkey Creek.

In addition to these ongoing efforts, with the resident engineer’s help, the county has submitted five projects for a VDOT road improvement program including three projects for Route 20 intersections.

On September 7, the Central Intelligence Agency Retirees of the VA Battlefields Chapter welcomes fellow retiree and LOW resident, DJ Mallmann to speak on his book Shibboleth. Mallmann is a retired Navy Senior Chief and retired CIA senior analyst. He spent decades authoring intelligence reports for senior policy makers and briefing key decision-makers on developing issues in the Middle East and North Africa.

Shibboleth is about an NSA intercept threatening the President that could have multiple meanings, leading law enforcement and intelligence agencies on different paths. Is the threat exclusively against the sitting President or does it reach to all the former Presidents? Or is it something else? Drones, mines, homegrown terrorists and false flag operations confuse the situation. This book grabs you at the beginning and doesn’t let you go until the very end.

Lunch will be served at the Clubhouse with a choice of VA baked ham or tilapia for $23 per meal. Your meal will also include salad, garlic mashed potatoes, green beans with red peppers and almonds, tea/coffee, and dessert.

On Aug 24 at 10:30 AM in the Clubhouse Grand Ballroom, Civil War Study Group founding member Joe Rokus will present a talk on Union Sgt. Jerome Peirce. Peirce was in the 36th Massachusetts, which saw action in the Western Theater (Vicksburg and other battles) before coming East to be included in Burnside’s 9th Corps.

He was killed at Spotsylvania Courthouse.

His remains were eventually reinterred at Fredericksburg National Cemetery, where for many years an annual delivery of flowers to his Fragment from last letter Sgt. grave was a mystery. Joe tells the Jerome Peirce wrote his wife story of this tradition and adds some prior to his death at the Battle of detail of Sgt. Peirce’s life, gleaned Spotsylvania Courthouse. from his recent study of over 200 Pierce letters loaned to the National Park Service by a Peirce descendant.
