LOW Labor Day Weekend Ski Show & Fireworks

On Saturday, Sept. 4, Lake of the Woods will be hosting the LOW Ski Club Show followed by Fireworks at Clubhouse Point. This year, due to COVID concerns and related budget constraints, there will be no carnival games, parade, or car show. Clubhouse Beach restrooms will be open.

The Clubhouse will be hosting music and a buffet on the deck; reservations are required and space is limited.

Road Closures due to Fireworks on Saturday, Sept. 4: • Closing at 5 PM- Lake of the Woods Parkway (towards the Clubhouse) • Closing at 5:30 PM- Clubhouse Dock • Closing at 7 PM- Fitness Center • Closing 30 mins. before fireworks- Lakeview Parkway closed between Lake of the Woods Parkway and Yorktown Boulevard o Traffic will be detoured at Wakefield Drive and the Main Gate Any unattended belongings (such as chairs or coolers) left at Clubhouse Point, Shoosmith, or any other common area prior to 7 AM on Sept. 4 will be confiscated. President’s Letter

Agenda Fifty-First Annual Membership Meeting September 6, 2021, 10 AM Community Center

This may be my final President’s Letter to you, depending on whether we get 800 member votes to certify the election. Two of the candidates will get threeyear terms. The one with the lowest number of votes will get a one-year term. If we do not get a quorum, the current Board remains in place until we do. We will keep holding Members Meetings until we reach a minimum of 800 votes.

A hard copy of the proxy ballot was included on page 4 of the July 30 Lake Currents, which you can drop off in the Ballot Box at the Holcomb Building. If you would like to vote electronically, please contact support@vote-now.com.

While I have enjoyed my term as President of LOWA, it is time to elect a new President. Indeed, it is time to elect new officers.

The Fifty-First Annual Meeting of the Lake of the Woods Association, Inc. will convene at 10:00 a.m., Labor Day, Monday, September 6, 2021, at the Community Center, Lake of the Woods, for the purposes of giving the Annual Report of the Association, acknowledging outgoing Board Members and recognizing the contributions of volunteers. All members of Lake of the Woods Association are urged to attend.

The Board learned at our most recent meeting that LOWA is implementing Driver Safety Training beginning this fall. Training will be taught by Chief Scott Walter and offered to all employees who operate LOWA-owned vehicles and their own vehicles while at work. The purpose of the training is to help enhance employee and member safety and to protect LOWA assets.

Should this be my final President’s Letter, I want to thank my fellow Directors for their guidance and support. I would also like to thank Management, particularly our General Manager, for all the support, not only to me, but to the Board and the Association. No one can imagine all the work they do on behalf of LOWA.

Most of you are aware by now that we have a serious problem with backup occurring at the front gate and that the Orange County Sheriff’s Office has told us we have to let people through to avoid a traffic accident on Route 3.

GM Phil Rodenberg kindly set up a meeting with VDOT at VP Pete Brown’s and my request. The meeting occurred on Aug. 13, and included Chief Walker and Bobby Jones. We met with VDOT Louisa District Administrator Al Saunders and six other VDOT staff members to discuss traffic congestion on Route 3 due to Main Gate Security screening. VDOT will be reviewing the 2016 Welford Engineering Report. While not very popular at the time, it may be our least expensive alternative. An entry at that gate would remove about 40% of the traffic coming into the main gate. At present, there are so many contractors coming into the Main Gate, removing contractor traffic would be hugely helpful. We asked if Mr. Saunders would mind attending a Town Hall to speak with the Membership, and he said he would be happy to.

Summer is a busy time for LOWA, and I hope you are squeezing all the goodness out of these final summer days before Labor Day. Speaking of busy, it is an understatement to say the LOW real estate market is quite active these days. The LOWA Finance Department processed 437 Disclosure Packets from May 1, 2020, to April 30, 2021. The previous year was 377. And with 437 packets, there were 437 site inspections by our Covenant & Site Inspector and our Environmental Resources Manager.

What is a Disclosure Packet?

Sometimes called the Resale Packet, the Disclosure Packet is a set of LOWA and lot-specific documented items, totaling 21 items, most of which are required by the Virginia Property Owners’ Association Act. The packet is ordered by the seller and normally made available to the purchaser. I always strongly recommend a seller order the packet to avoid headaches before and unexpected trouble at the closing table.

Some members mistakenly assume the Disclosure Packet is unnecessary and just consists of the Governing Documents (Restrictive Covenants, Bylaws and Regulations) already available online on the LOWA website.

However, it includes much more.

Preparation of the packet includes a review of the lot’s financial account for any outstanding balances, such as unpaid assessments and other charges, and a lot file and site inspection of the lot for any outstanding lot violations.

The site inspection includes the driveway culvert pipe, which sometimes fails inspection because it is partially or fully clogged or rusted out. Lately, I have heard from sellers who get the bad news their driveway culverts failed inspection, and they feel the pressure of the real state closing deadline.

I encourage sellers and their realtors to pay close attention to the disclosure inspections and not delay in addressing them.

When it comes to the cleaning or replacement of the driveway culvert pipe, the Environmental Resources Manager in the Maintenance Department can point you in the direction of contractors that perform that work. The main point is do not put off addressing the failed inspections. LOWA will work with you to address the failed inspections, but a lot depends on timely action by the seller.

Stay cool on these hot days and remember we have fireworks on Sept. 4!

As I noted in my last report, our 2020/2021 fiscal year is now behind us. After I provide information on the first quarter of fiscal year 2021/2022, I will report on the accounting wrap up for fiscal year 2020/2021.

As you may recall, when we adopted the budget for this fiscal year, we used conservative assumptions for both revenue and expenses. Because of the uncertainty created by COVID-19 we adopted a program where we would look at the results for the first quarter to see if we needed to take additional steps to weather the COVID-10 storm.

The first quarter results are now in. I can summarize the first quarter in one phrase: “Our financial position is strong.” Amenity revenue has increased significantly over last year. But like every other organization, we face the challenge of inflationary pressures, as well as difficulty in recruiting employees. I note that, despite all these challenges, Fareways actually showed a small profit of over $7,000 for the first quarter. A hopeful sign of perhaps a less stressful time to come.

New Construction & Renovation (“NC&R”) Fees revenue continues to be strong. We budgeted $250,000 in NC&R fees for all of 2021/22. As of the end of the first quarter, we already have collected $167,895, giving us confidence that we will exceed the $250,000 budgeted.

Although our prior fiscal year is now in the rear-view mirror, we have had some accounting and other related tasks to perform. Here’s a summary of those tasks: Our outside auditors completed their audit and gave LOWA a “clean” audit.

We are in the process of preparing LOWA’s tax return. While the Federal government changed its tax code to assure that the proceeds of a forgiven Paycheck Protection Program (“PPP”) loan would not be taxable at the federal level, the Commonwealth of Virginia did not do so for State taxes.

Therefore, we anticipate that LOWA will wind up paying some taxes on the $782,000 it received under the PPP. The outside audit included an estimate for these State taxes. We are in the process of preparing LOWA’s tax return and will know the amount we have to pay soon.

Every summer we look at the prior fiscal year to determine whether we had an unrestricted operating cash surplus or deficit. Due to the PPP forgiven loan and careful financial management we had projected a surplus more than $300,000 and included that amount in our budget for this fiscal year. The actual results are that, despite the need to pay Virginia taxes on our forgiven PPP loan, we had a cash surplus of $323,408. The Board transferred the $23,408 not placed in the current year’s budget into NC&R Reserve for fiscal 2020/2021, increasing the total in that reserve to $233,970, and then transferred that amount into the New Asset & Improvement Reserve to be earmarked for the ongoing Patrick Henry Court to Small Marina Drainage Improvement Project.

I remain cautiously optimistic that LOWA will continue to meet or exceed its budget for this fiscal year.

C. Referendum Update: Secretary Vickery reported that as of today 2,264 ballots have been received in the Referendum, which is essentially unchanged since June.

D. Board Election Update: Secretary Vickery reported that as of today 390 votes have been cast in the Director election, 360 electronic, 23 paper ballots and 7 by phone. Vice President P. Brown emphasized that 800 votes are needed to establish a quorum for a valid election, even when there is only one candidate for each available seat.

4.2 Report from the General Manager, Phil Rodenberg A. LOWA Community Activities and Business Operations: Coronavirus Status There have been no changes made recently to current Covid safety precautions. LOWA is still planning on holding the Labor Day weekend activities as planned, with Fireworks on September 4th. Management continues to monitor the status and make changes if indicated.

B. July Financials and Forecast In July we collected $322,430 in FY2021/22 lot assessments for a total of $5,862,279, or 79.1% of total lot assessments billed. This compares to 76.9% collected at this point in the prior fiscal year. As of July 31, the Unaudited Income Statement Budget- to-Actual Comparison Summary showed a favorable variance of $112,422, primarily due to better than budgeted revenue by the Clubhouse, Fareways and Golf operations. The delinquency rate is 7.1%, compared to 6.7% as of last July.

3. Inoperable vehicles, vehicles in a visible state of disrepair, or vehicles lacking proper registration or license plates, shall not be parked or stored on any residential lot unless parked in a completely enclosed garage.

The Board of Directors, at its Aug. 7 meeting, voted to amend to Regulation V. Use of Property, Section D. regarding pickup and storage of trash and recycling containers.

( Sections E-N remain the same. )

What is the effect? The amended regulation states that members may leave trash and recycled containers by the street “no earlier than 5:00 PM on the evening prior to pick up and stored by 9:00 AM the morning after pickup”.

Exceptions may be granted by the General Manager.

It also clarifies that trash and recycling containers can be sufficiently screened from view from any street, lake, and golf course as well as stored away in a basement, garage or shed. For example, a lattice screen can be added to hide the containers on the side of the house.

Questions and Answers Regulation V. Use of Property, Section D. Amendment Regarding Pickup and Storage of Trash and Recycling Containers

The amendments to Regulation V read as follows:

1. What is the issue LOWA is trying to solve?

Two issues.

(1) Trash and recycling receptacle containers are sometimes left out for days after the pickup day.

(2) Containers are sometimes not properly stored or screened.

(Sections A-C remain the same. ) D PERSONAL PROPERTY/TRASH AND RECYCLING CONTAINERS/ INOPERABLE VEHICLES / UNLICENSED MOTOR VEHICLES 1. Personal property, such as lawn and garden tractors (20 hp or less), equipment, ladders, trash and recycling containers, accumulations of building supplies, lumber, toys, etc., shall not be stored in the front or side yards or in an unsightly manner in back yards. It is recommended these items be stored in a basement, garage, or approved shed, or sufficiently screened from view from the street, lake, and golf course. Installation of any building in which to store personal property requires ECC approval. Trash and recycling containers may be stored in the side yards behind the front planes of the house as long as they are sufficiently screened from view of the street, lake, and golf course.

2. All trash and recycling containers shall be placed by the street for pickup after 5:00 PM on the evening prior to pick up and stored by 9:00 AM the morning after pickup. At all times residents must consider the effects of weather and animals when placing their trash and recycling containers by the street for pick up. Trash and recycling overflow must be contained. Exceptions may be granted by the General Manager.

2. Does LOWA have a grace period during inclement weather such as snow, ice, tornadoes, hurricanes, etc.?

Yes. LOWA inspectors do not do enforcement inspections during these times. Also, County Waste contacts LOWA and homeowners to implement an alternate schedule. Inclement weather days are infrequent – two to three times a year.

4. What is the enforcement process?

The site inspector issues an initial notice letter to resolve the issue before a charge is ever assessed. The inspector will work with a member to resolve the matter amicably.

The LOW Lioness Lions Club invites all Lake residents and their friends to attend our annual Card Party, Luncheon, and Fashion Show on Friday, Sept. 17, at the Clubhouse. The event will take place from 9 AM to 3 PM. Our Clubhouse chef has planned a delicious luncheon; snacks, coffee, and tea will be available throughout the day as well as a cash bar, which will be open from 11:30 AM to 12:30 PM. All types of card games are encouraged. Bridge players should sign up with a partner. Players of other games need to include the names of all persons in their party when they make their reservations. Reservations will also be available for people who wish to attend the luncheon and the fashion show only.

The subtitle of The Devil in the White City, LOW Book Club’s selection for its Sept. 8 meeting, could be considered a summary of the book’s dual themes.

Murder, Magic, and Madness at the Fair that Changed America describes the planning, obstacles, and success of the 1893 World’s Columbian Exposition in Chicago. The book, by Erik Larson, also explores events and details involving the exploits of the man considered to be the first modern serial killer, who used the allure and magnetism of the fair to ensnare his victims.

The book is available in multiple formats from all three local library systems (Orange County, Culpeper County, and Central Rappahannock Regional).

LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome, and no prior notification or attendance commitment is necessary.

It certainly was great to be back at the village again, this time, for an outdoor party. Usually, we would have had our summer luau at the village, but we switched it up a little bit this year, and made the theme a little bit country, and a little bit (not rock ‘n roll) but a retirement party for two of the beloved psychiatrists who have served at the village for years. The kids loved being able to dress up in cowboy hats and bandanas to have their pictures taken, and a lot of the boys kept trying to walk off with the cowboy hats, the only part of their “costume” they couldn’t keep!

Outside, there were lots of inflatable games, like basketball, to play. It was hot, but the kids didn’t seem to notice, and there was lots of laughter. When you first walked into the gym, where lunch was being served, the laughter and happy yelling was nearly deafening; it was simply a happy, happy sight to behold.

Another reminder about our silent auction, scheduled to begin online Oct. 2, and conclude at our annual Harvest Moon Dinner Dance on Oct. 16. Tickets ($65) for the dance are still available, either online, at www. lowchildhelpauxiliary.org, or contact Gayle Buresh at geburesh@comcast. net. You are also welcome to attend just the auction; it’s open to anyone.

Last, but never least, we invite you to join the auxiliary. We meet the first Wednesday of each month at the LOW Church in Friendship Hall at 10 AM for one hour. We have a lot of fun, and several areas where you can participate, like being a pen pal or a reading buddy or helping at the many parties we host. Or maybe you’d rather participate “behind the scenes” — helping wrap presents for birthday backpacks. We’d love to have you.

The Civil War Study Group will host its annual dinner on Sept. 23 at 6:30 PM at the Clubhouse, preceded by a social hour beginning at 5:30 PM. It is open to the public.

Our guest speaker will be award-winning author and historian Gregg Clemmer, whose subject will be Why the Civil War Still Lives. He has been featured on national media, including MSNBC, Fox News, and CBS radio, and frequently leads Smithsonian Institution tours of battlefields and caves.

Clemmer will compare the details and events of the 1860s with today – everything from clothing styles, poems and music, to speeches, food, and quotes of the famous, infamous, and forgotten. But of more importance, perhaps, what is the war’s enduring legacy? And how do Americans today compare with those from that time in their response to devastating events?

Expect the unexpected.

The Orange County Public School’s science, technology, engineering, and math (STEM) bus is a mobile solar-powered classroom in a repurposed school bus, which was largely funded and made possible by a $15,000 donation from the Lake of the Woods Lions Club. While the STEM bus is traditionally used by students to try out computer coding and experiments with robots, among other STEM activities, this summer the bus was used as a location to pass out 548 free grade-appropriate books, STEM activity kits, and math games to Orange County Summer School elementary students. Many of the educational materials distributed this summer were made possible by a Lions classroom grant of $5,000. When the STEM bus was at the Locust Grove Primary and Elementary Schools in June, several LOW Lions came out to tour the STEM bus and help Jessica Sarver, OCPS STEM Coordinator, distribute the educational materials to excited summer school students. LOW Lions also support OCPS students in various other ways, including student scholarships, Leo Clubs, the Head Start program with grants for classroom materials, and state mandated vision and hearing screenings.

Garden Club: A Bouquet of Thank You’s

You’re Invited! Fine Art Show September 25-26

With gratitude, the Garden Club thanks the many who helped make our fundraising for the Garden Restoration Project a success. This list includes the Lake of the Woods Association, those who patronized our two plant sales, and the many, both within the Lake and outside, who contributed to our fundraising efforts. The work has begun, and soon members will be digging up plants near the Clubhouse to make room for the new ones. The best of those will be featured at our fall plant sale in October, in time to be planted in your gardens.

Our support of Penny Pines continues to reforest Virginia’s National Forests. Jeanne Allen received a Penny Pines award from the club, representing a plantation of seedlings bought in her honor for her many contributions to the club. Jeanne has spearheaded our Food Pantry collection, helped with the Dam Walk development (drawing plans, selecting varieties, shopping for trees), and has been very involved with the Clubhouse Garden and other board projects. If you would like to nominate someone for an award, let Linda Ticomb know while we continue to collect our pennies.

A thought on trees from Warren Buffett, who reminds us that “the shade tree we enjoy today is the fruit of someone’s labor in the past.”

Addams Family Tickets on Sale

Finally! Tickets for The Addams Family Musical go on sale to the public on Monday, Aug.30. As I write this, two weeks in advance, we are planning on having our regular seating at tables of 10. If CDC guidelines deem otherwise, we will implement those guidelines.

In previous articles, I wrote about the main characters in this funny musical.

There are more actors in the cast, portraying the dead ancestors. You will have to come to the play to see who they are and what era they portray. If you really can’t wait, go to our website; while there, why not buy your tickets?

On Aug. 11, the game was “Scramble-2 Putts In.” Thirty-three members were divided into two flights. The A/B flight winners were Dan Cronin, Steve Broaddus, Dan Deputy, and Keith Himmelberger. In second place were Terry Sindt, Lem Forrest, Cris Collie, and Gene Mulholland.

The C/D flight winners were JT Darby, Rick McInnis, Reid Beving, and Mike Hill. They were followed by Bob Mackes, Dana Compton, Steve Donohoe, and Jack Burton.

The MGA Senior League team travelled to Regency at Dominion Valley where they lost a close match to the home team. LOW won three of the individual matches and tied a fourth, but the winning scores could not overcome the losing scores differential. Winning for LOW were Terry Sindt and Dan Cronin, Alan Lofdahl and Keith Neeley, and Roy Stein and Gene Mulholland. Jim Corsones and Cris Collie tied their opponents.

Troop 197, based at Lake of the Woods, recently held a Court of Honor for three new Eagle Scouts. Clayton Cangelosi and Matthew Browne became Boy Scouts by crossing over from Cub Scout Pack 19, where each earned the Arrow of Light award. Ethan Eclipse joined the Troop directly in 2014. All three earned their Religious Emblem through vigorous study and service. All three Eagle Scouts were inducted into the Scout’s honor society, the Order of the Arrow.

Cangelosi has filled several Troop positions, Including Quartermaster, Assistant Patrol and Patrol Leader, Assistant Senior and Senior Patrol Leader.

He earned the Eagle rank by fulfilling more than the requirements in merit badges and earning the bronze and gold palms. For his Eagle Scout project, he planned and executed the beautification of the Orange County Animal Shelter’s exterior, adding two stone pathways and a reconstructed garden space.

Browne has filled Troop positions of Assistant Senior Patrol Leader, filling in as Senior Patrol Leader on several occasions, and Troop Instructor. He also earned his Eagle rank by fulfilling more than the requirements in merit badges and earned the bronze, gold, and silver palms. For his Eagle Scout project, he created and placed several houses for the American Kestrel, a small hawk, at James Madison’s Montpelier.

Eclipse has filled Troop positions of Assistant and Patrol Leader, Senior Patrol Leader, and Troop Instructor. He, too, earned his Eagle rank by fulfilling more than the requirements in merit badges, and earned the bronze, gold, and silver palms. For his Eagle Scout project, he built and placed several sturdy benches along walking trails, also at James Madison’s Montpelier.

budget. Our financial condition remains solid and we anticipate we are on pace to finish the year with a positive variance. To date, LOWA has received $839,234 in grant funding and assistance to offset the cost of the impact of the pandemic on the Community and its operations. Amenity performance for the first quarter was strong. LOWA’s on-hand cash balances continue to be sufficient to meet currently planned operations and capital project activity based on forecasted receipts and spending activity through the end of FY2021/22. As of the end of July, we received $167,895 in New Construction and Renovation fees, against the budgeted amount of $250,000 for the fiscal year to be allocated to current year operations.

Finance staff continues to monitor Covid relief grant programs to determine Association eligibility.

C. Board Goals Final Report The General Manager provided a final summary of the status of each of the seven Board goals for the 2020-21 Board term. Two goals, that of maintaining financial stability during the Covid pandemic, and exploring options for safe operation of wake boats are complete. The other five are partially complete and ongoing as those projects need longer time periods to complete.

D. Other Business LOWA is implementing a Driver Safety Training Course this fall for all employees who operate LOWA-owned vehicles and their own vehicles while at work.

On August 11, the Orange County Health Department and Buildings Department inspected our beach porta-potties and had no concerns.

LOWA management will continue to research costs and options for a permanent solution.

LOWA management and Security are exploring with VDOT staff ways to relieve traffic congestion on Route 3 caused by Main Gate security screening. Security will continue to employ temporary measures to manage traffic at peak times until a more permanent solution can be found.

4.3 Committee Liaison Reports: None.

4.4 Committee Reports A. Elections Committee Chair Leighton Cumming reported the Committee has done a lot of work on the Referendum this year. Starting in June, their focus turned to the Director election. They held a Candidate Forum and recorded interviews with the candidates for Channel 18. Return of ballots this year has been much lower than this time last year, and she encouraged members to vote. A quorum of 800 votes is still needed, even when the candidate slate is uncontested. Currently, only 390 ballots have been cast. She reviewed the several different ways members can vote.

B. Lakes Committee: Vice Chair Chris Forzano gave a comprehensive report on the work of the Lakes Committee researching the potential pollution risk factors, issues and challenges inherent in boat maintenance work by boat owners in LOW. The Board will continue to review the study before deciding the best course to take on any pollution policy.

5. UNFINISHED BUSINESS 5.1 Consideration of Sending to the Rules Committee and the LOWA Attorney Proposed Amendments to Regulation V.B., C. and K.: Use of Individually-owned Property, Regarding Vehicles with Advertisements Parked on Private Lots. (D-21-92)

Motion by Wilks, passed unanimously, that the Board send to the Rules Committee and the LOWA Attorney proposed amendments to Regulation V.B.C. and K: Use of Individually-owned Property, regarding vehicles with advertisements parked on private lots.

6. NEW BUSINESS 6.1 Consideration of Approving Additional Funds for the Lakes and Stormwater Management Plan Study for Related project Engineering Services. (D-21-93) Motion by Clawson, passed unanimously, that the Board approve $10,000 in additional funds for A. Morton Thomas and Associates, Inc. for the Lakes and Stormwater Management Plan Study for related project engineering services, funds to come from the Repair and Replacement Reserve Fund balance.

6.2 Discussion of Beach Port-a-Potty Survey Results.

Communications Manager Carolyn Brodeur reviewed the results of the Port-a-potty Survey taken this past month; 436 members responded. An analysis of the overall feedback was that members would like porta-potties to be available seasonally at all beaches, but that Ramsay Beach should have one available year-round.

The Board agreed to discuss this further at their September 15 meeting and management staff will continue to collect more information and data.

6.3 Consideration of Unobligated Cash Surplus and Final Disposition of New Construction and Renovation Reserve Funds.

Motion by Diercks that the Board adopt Resolution 2021-20.

Motion by Diercks, passed unanimously, that the Board postpone consideration of Resolution 2021-20 until the September 15, 2021 Board meeting to allow time for the Finance Committee to send its recommendation to the Board.

6.4 Consideration of Approving the LOW Vets Flagpole at the Woods Center.

(D-21-94) Motion by H. Brown, passed unanimously, that the Board approve the LOW Vets Flagpole Project at the Woods Center for fundraising purposes only. Design and placement will be presented to the Board for approval at a later date.

6.5 Consideration of Entering Lots for Maintenance. (D-21-95) Motion by Wilks, passed unanimously, that the Board approve entry to the lots in Cases #21-0818-01 and #21-0818-02 on or after August 18, 2021 to perform maintenance as stipulated in the ECC Chair’s letters to the individual lot owner, and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

6.6 Consideration of Member Complaints. (D-21-96) Motion by Diercks, passed unanimously, that upon due consideration of the Complaint filed by Owner Edward Halstead dated July 28, 2021, received in Member Services on July 28, 2021, wherein the Complainant alleges a failure on the part of the Board of Directors to: 1) “Respond within 10 business days to my request that a no smoking prohibition be in place at Ramsay Beach pursuant to DCR General Park Rules and Regulations”; and 2) that the “Board failed to respond within 10 days to complaint submitted on 6-20-21. I requested a copy of the record of the vote on my reasonable modification requests for fencing around all of the Section 7/Lot 117”; the Board determines the following: 1. The Complainant Case #CICB-2021-0818-01 is denied and dismissed for the following reasons, none of which are mutually exclusive of the others: a. The Complaint Form is intended for violations of the Virginia Property Owners’ Association Act (“Act”), the Common Interest Community Board (CICB) Regulations (“Regulations”), and any other applicable common interest community law or regulation, none of which were violated by the Associations’ failure to provide a list of proxy voters. b. The Complaint alleges LOWA did not provide a list of proxy voters; however, the General Manager mailed the list of proxy voters to Mr. Halstead on August 4, 2021. c. The General Manager stated “This is unwelcome contact with our vendor. Please cease and desist this kind of contact. If you do not, you will hear from our attorney.” c. While the Board reserves all rights, and does not waive any rights: i. The Complaint fails to assert a claim in which relief could be granted in this process and procedure. d. For the reasons stated, the Board did not violate the Act or the Regulations.

Make Your Winter Bridge Plans

Food Insecurity: Topic of Democratic Club Meeting Combating Food Insecurity in Central Virginia will be the subject of the Sept.

8 meeting of the Lake of the Woods Democratic Club.

Dan Maher, president and chief executive officer of the Fredericksburg Regional Food Bank, and Nicki Buell, director of the Lions Wilderness Food Pantry, will speak about the role of their organizations in addressing the needs of our food-insecure neighbors. They will also discuss the impact of COVID-19 on their programs and offer suggestions for ways citizens can help.

The meeting will begin with a meet-and-greet session at 1 PM in Classroom 2 of the Community Center. The program will begin at 1:30 PM. Everyone is welcome, regardless of political affiliation.

Maher, who grew up in Hampton, Virginia, attended The h er D a n M a College of William and Mary, where he earned a B.B.A. degree in business management. He continued his education at St. Charles Seminary in Philadelphia, obtaining a Master of Divinity degree.

Subsequently, he spent almost 15 years in a variety of roles in ministerial and religious settings in northern Virginia and Washington, D.C., before returning to Virginia to work three years as director of education at The Mariners’ Museum in Newport News. His non-profit organization career path then led him to the Beaumont, Texas, area, where he served as vice president for development and communications with Catholic Charities of Southeast Texas for four years, followed by nearly eight years as chief executive officer of the Southeast Texas Food Bank within the Feeding America network.

Maher’s recent move within the Feeding America network has returned him to Virginia. He began serving the Fredericksburg Regional Food Bank in January of this year.

Buell has been an active volunteer with the Lions Wilderness Food Pantry since 2017. For the past four years, she has been responsible for setting up the “link to feed” program as well as preparing and submitting all monthly federal reports.

Veterans Club

by Fred Pulis, Member, LOW Veterans Club The next meeting of the LOW Veterans Club is scheduled for Thursday, Sept.

23, at 7 PM in the lower level of the Clubhouse. Our featured speaker will be a representative from the Americans in Wartime organization. Besides providing a description of their mission and history, a scheduled recording of willing club members as to their experience in wartime will be possible. These individual stories will be recorded for posterity in the Voices for Freedom Museum.

All LOW resident armed services veterans are encouraged to attend. Informative and entertaining information will be provided in our usual one-hour meeting.

An update of the progress on the LOW Veterans Club Flagpole Project will be provided as promised. All requested information has been provided to the Ad Hoc Woods Center Committee and to the LOWA Board of Directors.

The Facilities staff has completed a new site drawing which includes new handicap parking and the associated sidewalk into the Woods Center, including the location of the flagpole and the associated 70 square feet of Heroes Walkway.

The Walkway will contain a walking path of 24X24” pavers, a border which will contain bricks that will document all ten major armed conflicts, from World War I with dates and number of casualties. This first section will provide an opportunity for members of the LOW community to purchase any of the 178 bricks honoring the service of a veteran.

If you are a bridge player at Lake of the Woods, now is the time to find a partner and sign up for LOW Winter Bridge. Winter Bridge is intended to be a social event and we welcome all bridge players.

Between October 2021 and April 2022, you will play against every other team, meeting new friends and exercising your mind. Each team of two sets its own match dates and times with each other team – typically about 18 games total. Each match is composed of five rounds of four hands each, using Chicago scoring.

Because of Covid, Winter Bridge teams were not able to meet in their homes for the 2020-21 season, but a resolution was found and led us to learn Trickster, a free app for desktop computers, laptops, smartphones, etc. This season, for the first time, LOW Winter Bridge teams have a choice in how they play: they may invite other teams to their homes; or they may play on Trickster. Because some teams have members not located at LOW, every team must be willing to play a few games on Trickster. If you need assistance getting started with Trickster, contact Joe Freeland, David Kraus, or anyone else you know who is familiar with the application.

The entry fee is $80 per team, which provides for end-of-season cash prizes and a luncheon tournament. Teams must sign up before Oct. 1; the entry fee must be received by check prior to Oct. 1, made out to LOW Winter Bridge. As we head into fall (already?), the Susannah Chandler DAR Chapter begins our new program year with welcoming new members, community service projects, events, and interesting programs. Our first meeting kicks off Saturday, Sept.11, at the Community Center at 1 PM; the program will be on the 200th anniversary of the Santa Fe Trail. The first trip began in September 1821 and became America’s first great international commercial highway. What does that have to do with the DAR? Join us for the presentation! All our programs are open to the public.

One of our ongoing community service projects, the Community Genealogy Study Group, has been meeting throughout the summer; it has been great fun encouraging and helping those on their family genealogical journeys. We’ve had great participation and will continue to meet on the fourth Saturday of each month at the Community Center. The next meeting will be Saturday, Aug.28, at 1 PM. Everyone is welcome!

The Orange County Sheriff’s Office has an active Triad Program serving the senior citizens of the county, With 20% of the county residents over the age of 65, programs that deal with seniors are an important part of county services. Services include providing File of Life packets to citizens. These packets enable citizens to record essential medical information so that when EMTs arrive on scene they can ascertain key medical information for emergency treatment when patients or family members are unable to provide that information. The File of Life packet is kept at the home, usually on the refrigerator, with a decal for the home entrance letting EMTs know it is available. Triad also provides the Emergency Wristband Identification with a dedicated PIN# that can also provide emergency medical information when you are not at home on in your vehicle and unable to communicate.

Triad supports the Project Lifesaver program which provides wrist radio transmitters for dementia or autistic individuals that could wander away and become lost. The Lifesaver antenna/receiver can detect the lost individual’s wrist transmitter and locate the individual for safe recovery. There have been multiple actual situations where this system has been successfully employed.

The antenna/receiver has also been tested on aircraft for situations where individuals have wandered great distances. The wrist transmitters are regularly checked for proper operation with battery replaced by a cadre of Triad volunteers. Currently there are 16 clients being served by this program Triad also provides Guardian Alert pendants which are carried on your person enabling you to contact the 911 Center for emergency help if you are unable to reach the phone in your home.

Triad plays an important role in protecting seniors from crime including scams, fraud and elder abuse. It provides education presentations on various forms of crime to various groups throughout the county. The Triad Coordinator will conduct home security surveys for seniors to make your home more secure. In addition to crime prevention efforts the Triad Coordinator has worked with other sheriff deputies and other county offices to follow up with victims of scams, frauds or elder abuse. In a few cases some of the lost money or other valuables have been recovered for the victims. In most cases however, the funds are lost and the Triad Coordinator ensures appropriate crime reporting to local, state and federal officials.

Seniors & Law Enforcement Together (SALT) is a group consisting of local businesses, senior service organizations, law enforcement, emergency services and seniors from the community. SALT acts as an advisory board for Triad activities. Most of the funding for Project Lifesaver and Guardian Alert equipment comes from donations. Volunteers do much of the work for Triad and volunteers are always welcome. If you are interested in becoming a part of the Triad team, please complete the online interest form on the county website or contact the TRIAD Coordinator at 540-672-1536.

The local census numbers are now available. Orange County population increases by 2,773 people. My district, District 5 increased by 919 people, almost a third of the county increase. That means that in the redistricting process, District 5 will have to have about 400 less people to provide equal representation in the county. How the redistricting occurs will be developed by the Board of Supervisors. The process requires public comment and Public Hearings before a final decision.
