President’s Letter

It has been my pleasure to serve on the Board of Directors and as President (I know, I started my last article in a similar way). Regardless of my role in the reconstituted Board on September 4, 2019, I will continue to further and promote the community welfare and property owners of the subdivision. It is the duty of all Directors to act and make decisions that are in the best interests of the corporation, which is Lake of the Woods Association, Inc., and in accordance with the Declarations, Articles, the Bylaws and applicable Virginia law.

Jennifer Zukowski, Vice-President, is running for re-election and I have been blessed to work with her. In our Monday morning meetings, she provides a balance to the conversation as we plan the agendas for future meetings. She has done an excellent job supervising the Committees and attending to other Board matters, including being an enthusiastic advocate for stormwater management and roads improvements. Jennifer was Board Liaison to the Pools, Communications and Maintenance and Ecology Committees. She is also the Board “English” hawk.

She does not let a misspelling or poor grammar get past her.

Bob Hoh, Treasurer, has done an outstanding job of addressing the needed layers of financial security in the wake of the embezzlement matter.

He successfully managed the Investment Committee, Treasurers meeting, and liaised with the Finance Committee. He actively participated in the efforts to get the audits completed. He suggested, and we formed, an Ad Hoc Audit Committee for that purpose, and they have made progress that will likely continue with the next Board. He came to Board and Committee meetings prepared and was a strong proponent of using the “pro and con” methodology for analyzing solutions. Bob was also Liaison to the Golf Committee.

Walt Diercks, Board Secretary, jumped right into the Elections Committee activities bringing a wealth of corporate and legal experience to the first year of attempting to employ a “local hands off” approach to the voting process. We eliminated the ballot box approach this year and are urging Members to vote electronically or by sending their paper proxy ballots directly to vote-now. He also rose to the challenge of responding to Members electronic messages and did so with tact and diplomacy. He provided many detailed answers to questions when appropriate. Walt served as Liaison with the Elections, External Affairs, Fitness and Planning Committees.

Carl Clawson, Director, served as an unofficial construction liaison during the CARC project by attending the bi-weekly meetings with Wack Company, Downey and Scott, the General Manager and the Director of Facilities. He participated and provided advice to the Board when he thought appropriate.

Carl also championed the Construction Advisory List which has several qualified individuals on it and some of those will likely be called upon should a large project loom on our horizon. Carl served as Liaison to the Clubhouse, Community and Youth Activities, and Legal and Compliance Committees.

Heidi Brown, Director, brought her engineering and leadership training to bear on the issues before the Board. Heidi was an initial and thereafter consistent supporter of a referendum for Member appeal rights when the Environmental Control Committee denies an application and for establishing charges for violations of community standards. The Board subsequently voted unanimously to implement a referendum for those matters. Heidi took an active interest in the Equestrian Center, touring it with the General Manager and discussing its condition. Heidi championed more opportunities for pony rides on weekends and was a big proponent of Lakes issues. She served as Liaison to the Environmental Control, Equestrian Center, Lakes and Nominating Committees.

Pete Brown, Director, served as the Chair of the Ad Hoc Fence Committee and with the Members of that Committee successfully fulfilled the requirements of their charter. They provided a recommendation, complete with preliminary cost estimates, of fencing along our Route 3 property limits. Their recommendation is being sent through the Planning Committee for vetting and further recommendations. Pete was Liaison to the Pickleball/Tennis, Boating Safety Board of Examiners and Safety and Security Committees.

Happy Labor Day, LOW! Who loves a good picnic? Well, the LOW Lions have just gained formal permission from the LOWA Board of Directors to move forward on a pavilion construction project for Hollyfield Park, off Yorktown Boulevard in Section 9. The pavilion will be built between the gazebo and playground sometime in 2020. It will offer park users protection from sun and rain. The Lions Club is known across the county for its involvement in parks. Our local club is ready to put up to $30,000 into this community’s project.

The Board just agreed to a Friends of the Lake of the Woods fundraiser to raise an additional $13,000 - $15,000 for the concrete pad and electrical service.

The pavilion will be 20x40 feet and fit 10 picnic benches. This will provide LOW members with another outdoor venue for birthdays, graduations, anniversaries, etc. We anticipate the pickleball and tennis players will enjoy the use of it for their socials and tournaments. There are already two terrific picnic pavilions at LOW: one at the Campgrounds on Seven Pines Drive and one - the larger of the two - at Sweetbriar Park called the Lions Pavilion (or George Lewis Pavilion). These are both in constant demand.

First Quarter 2019 Fiscal Summary

We have been advised by our voting agent, VOTE.NOW, that only 62 members requested a paper ballot for the Board of Directors election. We currently have 1,433 members signed up for electronic voting. As of August 22, we have received 771 electronic votes. You are able to vote in person at the Annual Meeting; it is not required to stay for the entire meeting in order for your vote to count.

Any members who have named someone as their proxy should always make sure that person will be at the meeting for its entirety. The members who have been named as a proxy will be contacted by the Elections Committee.

Those members will need to sign in twice at the Members Annual Meeting at the Community Center. All members must sign in upon arrival at the meeting.

We currently have issues with 44 of the proxy ballots for the ECC/violation charge referendum. Those members will be contacted by the Elections Committee and given the opportunity to correct their ballots.

At the end of the first quarter, our financial position remains solid, with most departments performing favorably to budget. Overall, our amenities showed improved performance over the prior year, with Golf Operations, Clubhouse, and Equestrian performing particularly well. Assessment collections are trending favorably and repayment of our CARC loan began in July.

LOWA Needs Your Input on the Five Year Capital Plan

Felder III, Chair, Planning Committee The LOWA 2020 Budget Cycle is well under way, with the objective of providing the Board of Directors with a budget for approval by the beginning of the 2020 Fiscal Year on May 1. Since May, the operating centers have been developing their individual budgets, with support from their respective committees. The Finance and Planning Committees have specific roles in reviewing the budget and Five Year Capital Plan proposed by General Manager, and advising the Board on their specific areas of responsibility. The Planning Committee has three major actions: (1) in September, it hosts the Town Hall to receive member input on the draft Five Year Capital Plan; (2) it researches, reviews, and evaluates proposed capital and major replacement projects; and (3) with the Finance Committee, it hosts the December Joint Budget Hearings, where the two committees review each element of the proposed LOWA budget, which includes a Five Year Capital Plan. Both committees independently provide recommendations to the Board for the budget deliberations which culminate in the Board approving the final budget in February.

The Planning Committee charter charges that committee with advising the Board, General Manager, Management, Staff and the Committees that support the Operations Centers as they develop the LOWA operating and capital budgets, including the LOWA Five Year Capital Plan.

The Planning Committee does not propose projects. The charter specifically requires the committee to “communicate requested capital additions and improvements to the Association and subsequently present at a Town Hall to secure LOWA Member feedback.� The Planning Committee Town Hall on the proposed 2020-2024 Capital Plan will be held at 6:30 PM, Tuesday, September 24, at the Clubhouse. The session will identify (1) major Lake Management Improvement Projects valued over $100,000, (2) all proposed capital projects; and (3) all Replacement Reserve projects valued over $100,000.

This is YOUR chance to voice your opinion on what is being proposed.

Your input will help the Planning Committee evaluate each project and make recommendations to the Board as the Capital Plan is refined as part of the budget process. Please come and give us your thoughts or email planning@lowa.org.

Just as importantly, an integral part of the team is the General Manager and staff that implement the actions of the Board. The General Manager and staff are the glue that keeps this organization running. Board members come and go, but the staff is there running the day-to-day activities necessary to keep our community functioning. All successes were due to a team effort on the part of the Board, General Manager, the staff, and in a larger sense, the Members of the community.

2019 Member Survey You Have Spoken…

by Allie Clay Felder III, Chair, LOWA Planning Committee The 2019 Member Survey conducted by the Planning and Communications Committees was completed on May 30, and this article presents the results.

The charters of the two committees direct them to conduct Member Surveys. Previous surveys were completed in 2014 and 2007. The results of the 2014 survey are posted on the Planning Committee page of the LOWA. org website.

The 2019 Member Survey is a joint action of the Planning and Communications committees, supported by the Communications Director.

This survey was designed to update LOWA member demographics as well as to gather member opinions on several subjects. A joint working group from both committees (1) developed questions which maintained continuity with past survey while gaining additional useful information, (2) recommended allowing more than one response per Lot (based on Member ID number), (3) viewed this survey process as a basis for future targeted surveys, and (4) maintained respondent anonymity during the analysis of results. Many of the questions were based on previous LOWA and national community association surveys. A joint session of the two committees finalized the survey questions and parameters, and submitted them to the Board for approval, recommending that only Members be surveyed this time. The LOWA Board approved the survey at the March 20 Board Meeting, the April 5 Lake Currents announced the survey, and the Administration conducted the survey from April 1 to May 1.

This year, online surveys were emphasized, but paper surveys were available. In total, Members submitted 741 responses, of which 33 (4 percent) were written. This year multiple responses per lot were allowed, and 680 of 4257 (16 percent) lots responded, a response rate similar to the 2014 survey.

The results mirror earlier survey results in terms of demographics, ranking of amenities, and overall satisfaction with the community and its governance.

LOWA members continue to be happy with the overall appearance of our community, with 94 percent of the respondents indicating they were between somewhat proud and extremely proud. 74 percent of the members think the Board of Directors is usually or always striving to serve the best interests of LOW, and 80 percent think the Administrative staff provides value and support to the community. In a 13 percent improvement from the 2014 survey, 84 percent of the members feel very safe and secure at LOW. A clear majority of members get their information from the Lake Currents newsletter, followed by the LOWA.org website and LOWA generated emails.

Members indicated an improvement in LOWA’s success in keeping Members informed about issues and activities, with either very good (38 percent) or good (34 percent) ratings, an improvement of more than 5 percent overall.

Members rated the following as the top-10 amenities in terms of value to the overall community and property values: Area 9.9 (Yard Waste Disposal), Community Pools, Parks, Marinas, Walking & Exercise Trails, Community Center, Clubhouse Restaurant, Playgrounds, Café, and the Fitness Center.

Responding to a new question, Members indicated they use the following 10 amenities the most: Fareways Café, Boating on either lake (any type of boat), Clubhouse Restaurant, Area 9.9, Community Center, Walking Trails, Parks, Clubhouse Members Lounge, Beaches, and the Fitness Center.

Members rated eight items that could potentially improve our community.

This year the survey also gathered information on internet service at LOW. Finally, Members provided 603 comments that fell into 39 categories.

A large number of Members expressed concern about ineffective enforcement of ECC regulations, and many Members were concerned about drainage issues, the amount of the annual assessment, and lax security (access) within LOWA. General Manager from p. 3 On a historical note, 50 years ago this month, Hurricane Camille filled the Main Lake in one storm event when developers had told lot purchasers it would take two to three years. In August Before Hurricane Camille 1969, Camille was a Category 5 hurricane. Although it had been downgraded to a Tropical Depression by the time it entered Virginia, it still did $140.8 million in damage within the Commonwealth. I recently spoke to one of our original members who remembered the developer statement and that devastating storm! Thanks, Norma, for sharing her memories of this historical event.

LOWLINC/RRCS to Hold Free Workshop on Living with Chronic Conditions

If you are living with a chronic condition, you have a lot of company. In the United States, approximately 80 percent of older adults have one chronic condition, and nearly 70 percent of Medicare recipients have two or more.

Chronic conditions cover a wide spectrum, including heart disease, arthritis, diabetes, asthma, COPD, Alzheimer’s. All have one thing in common: people who have them will be living with the condition for the rest of their lives.

Stanford University developed a workshop—The Chronic Disease SelfManagement Program--that has been found to help people take control of their chronic condition. The workshop has been attended by hundreds of thousands of participants since it was developed in the 1990s.

This free program is presented in six weekly 2 1/2-hour workshops, carried out in consecutive weeks. The workshops are led by two trained volunteers who also have a chronic condition. They do not provide medical advice to participants, but rather present many self-management topics and techniques, including working with health care professionals, dealing with depression, making informed treatment decisions, medication usage, healthy eating, pain and fatigue management, preventing falls, physical activity, problem-solving, and making an action plan.

The Chronic Disease Self-Management Program is offered in our area through the Live Well, Virginia! Program of Virginia and coordinated in our region by Rappahannock Rapidan Community Services, the local Area Agency on Aging.

This free workshop is being co-sponsored by LOWLINC and RRCS and is open to anyone who has a chronic condition or is a caregiver for one who does. Participation is limited to 16. It will be held Tuesdays October 1 through November 12 (no session October 22) at the Community Center from 1:30 PM to 4 PM. Argument: The referendum is only about two Directors who wanted it.

Answer: Board of Directors collectively decided to consider a referendum as part of its goals and thereafter voted unanimously to proceed with the two-question referendum.

Argument: if the ECC does not respond in 30 days, would the lot owner be allowed to proceed with their proposed project without either approval or denial from the ECC after 30 days have passed?

Answer: No, but it puts the Owner in a favorable position. One of the bases for appeal being proposed is the ECC failing to follow the Covenants, Rules, and Regulations. Accordingly, the Member should view such a situation where the ECC has not approved and/or disapproved an application by the 30-day mark as a denial and appeal to the Board of Directors.

Argument: An affirmative vote for the referendum questions will give the Board greater control over Members who will lose their rights.

Answer: The Board of Directors has no control over members, it can only control assessments and enforcement. Right now, the only right a Member has regarding the denial of an ECC application is to go to court.

A “yes” vote on both referendum questions by Members will result in a gain of a limited right of appeal to the Board of Directors concerning denials of applications by the ECC; and Members will have the right to appeal citations issued for failure to maintain their property, to the Board of Directors. Members could still pursue legal action of any denial by the Board of Directors. Vote in favor of both aspects of the referendum to gain further due process rights. Vote in favor of both aspects of the referendum to help your Association maintain and/or enhance property values.

Argument: Fines have been approved by the Association’s attorneys and the Association has been placing liens on property for decades.

Answer: Liens and fines are two different tools. LOWA is authorized to use liens, along with late fees and interest for nonpayment of the Annual Assessment. Assessing charges is for violating the covenants and regulations, and we need express authority added to the Declaration.

Members are issued summons for certain rules violations and if found guilty by the LCC, levied charges for which they are responsible. Any such charges must be authorized by the Covenants. Right now, the Association cannot issue financial citations for a member’s failure to maintain their property. In addition, placing liens on property is a drawnout process in which there is a diminished likelihood of recouping the charge. Placing a lien on property would still be an option and tool even if the referendum passes.

Argument: Previous Board have made questionable decisions and Members had to live with them.

Answer: Members who oppose decisions by a Board can elect to run for the Board themselves and try to change those decisions. Members have a collective right of appeal in certain matters by calling for a Special Meeting of the Membership. Members do not have a right of appeal under current ECC regulations. Ultimately the Board of Directors, not a Committee, has fiduciary responsibility for the Association.

Argument: Ten days is insufficient time for a Member to send in an appeal of an ECC denial.

Answer: Members can hand deliver their appeal to the Holcomb Building, send it by electronic message, and/or mail it to the Association. Members are invited to the meeting where their application is being discussed and can hear the decision for themselves. A ten-day time limit for appeal is both reasonable and equitable to the Members and the Association.

Argument: The Board may decide an appeal without hearing from the Member, which denies the Member the right to make their case.

Answer: There may be circumstances where a decision of the ECC could warrant granting an appeal quickly. In such a case, the Member effectively prevails in their appeal and it would not be necessary to delay a decision further. This provision is designed to operate to the benefit of the Member and the Association by quickly resolving a dispute.

Please join the Civic Club on Wednesday, Sept. 11, at 7 PM in the Clubhouse Great Hall, as Deputy Sheriff/TRIAD Coordinator Ron Kesner will be providing important information to us. He will discuss the TRIAD programs administered by the Sheriff’s Office and its importance to the safety of community as a whole and to its senior population. Deputy Kesner coordinates senior citizen safety programs between the Sheriff’s Office, the State Attorney Generals’ e office, and senior citizens groups and service snorganizations within Orange County. The program’s e K o n purpose is to promote senior citizen safety and to help f R eliminate victimization of senior citizens. f i r She Kesner is a native Virginian, having been born in Covington. He D e p uty has completed 37 years of continuous law enforcement service. He retired from the Albemarle County Police Department in 2009 as a Master Police Officer, Firearms Instructor, Driving Instructor, Bike Patrol Officer, Fatal Accident Reconstructionist, Special Operations Group Member and Academy Instructor. He also worked for the Louisa County Sheriff’s Office for 10 years and operated the Marine Unit Patrol Boat on Lake Anna as one of his duties. He joined the Orange County Sheriff’s Office in April of 2019 to fill the position of TRIAD Coordinator.

We enjoyed meeting people, talking about the Declaration of Independence, the Revolutionary War and ancestors, and handing out lots of flags and goodies!

This fall, we have a great lineup of programs and activities, including Constitution Week activities Sept. 17 to 23, and a Beginning Genealogy Workshop Oct. 5 at Wilderness Library. The Workshop is Free, and open to anyone interested in learning about finding your ancestors. We will also offer assistance to those needing help with their genealogical journey. This will be a space-available event, Saturday, Oct. 5, from 10 AM-2 PM at the Wilderness Library.

The Susannah Chandler Chapter, NSDAR, meets the second Saturday of each month at the Community Center. We hold many interesting programs, which are open to anyone interested in the program offered. Members are encouraged to bring a friend or neighbor!

The Sept. 14 program is on the Constitution and includes a little Constitution Jeopardy! See how much you really know about our Constitution. We will also be putting together Constitution Kits for the local schools.

The Lake of the Woods Square Dance Club has been holding “drop-in” sessions over the summer and the last one before the official start of beginner lessons is coming up on Friday, Sept. 13, from 7:30 to 9:30 PM at the Community Center gym. If you have been curious about square dancing, please drop in and you will have a chance to learn a few basic steps. You will be dancing to music within minutes. If you can walk to music then you can learn to square dance. Dress is casual; wear comfortable shoes. This is Modern Western Square Dancing and it is for anyone. It is done to all types of music and is easy to learn. The club has had several drop-in sessions over the summer – please join us for some light refreshments, and lots of fun! You may have noticed the members from the Lake of the Woods Square Dance Club having a great time at the Clubhouse or the Community Center. Dances and lessons are held on a regular basis.

We are an extremely friendly group. Newcomers feel instantly welcome.

Lake Currents August 30, 2019

The Lake Youth Foundation recently trained a new crop of nine young babysitters who are now ready, willing and able to care for young charges in the community.

The two-day program featured training in first aid, cardio-pulmonary resuscitation, the Heimlich maneuver, fire and emergency safety, including effectively dealing with the Orange County 911 system to notify proper authorities John Farrell, with other members of the Lake of an emergency, as well of the Woods Volunteer Fire & Rescue Company, as simple solutions to the teaches the Supersitters how to deal with fire day-to-day problems of and other emergencies on the job, including how discipline, bedtime, and to call and deal with the 911 dispatcher. other practical matters.

Sailors Race Around Turtle Island

Once transitioning to paddling, Chitty’s powerful technique allowed him to pull away once again. He rounded Turtle Island well ahead of the rest of the pack, one hour and eight minutes into the race.

As the group returned to the sails-only area of the course, the wind faded to nearly calm, and the much taller masts of the Flying Scot entries were able to make the most of whatever wind there was.

At the finish, Scot sailor Dan Kilgore, with his crew of grandchildren Katie and Alex Reif, scored his second straight win in the Turtle Island Challenge, completing the course in 2 hours and 36 minutes. Sailing Club Commodore Gary Close, with John Padgett crewing, took second place, finishing three minutes later. Chitty had to settle for third, at 2:50 elapsed time.

The Sailing Club’s Fall Racing Series begins Saturday, Sept 7, with an 11 AM start for the first of three races that day. The series will continue Saturdays through September and early October.

Five intrepid sailors, some with support crews, overcame nearly nonexistent wind conditions to complete the Lake of the Woods Sailing Club Round Turtle Island Challenge on Aug. 17.

The club’s only long distance race, an annual event, requires competitors to sail down the main lake, transition from sail power only to any other non-motorized propulsion, usually paddles, to circumnavigate Turtle Cove, rounding Turtle Island before returning up the main lake to finish. A pair of orange pyramid floats marks the area where paddles are allowed.

Winds out of the northerly quarter ranged from one to two miles per hour for most of the race, but eventually dropped to near calm, challenging the weary teams to make the most of whatever drive the conditions allowed.

Sunfish sailor Richard Chitty pulled to a commanding lead off the starting line, but fellow Sunfish skipper Jean Westholt, and Bill Wemmerus, in a Flying Scot with crewmembers Jim and Dana Schuster, wisely chose the left side of the course, catching Chitty as they neared Ramsey Beach.

There are many services and resources, but the answers can be hard to find because there are many who believe they have the answers, but not every solution is a one size fits all situation. We welcome everyone, including family members and friends, who have questions on where to start; we bring in guest speakers to help find the answers. Our upcoming educational events will be held: Sept. 10, 10 AM – Deputy Kesner from Orange County Triad, sharing the latest scams targeting Orange County and older adults.

Sept. 12, 6:30 PM – Why Charitable Giving can be a potential tax savings.

Oct. 8, 10 AM – Virginia Senior Resource. A free service to seniors and children of seniors who are seeking advice about assisted living, rehabilitation facilities and services related to senior living.

Women’s Guild Fall Kickoff Event

The Women’s Guild of Lake of the Woods Church will hold its fall kick-off meeting on Thursday, Sept. 19, at 10 AM in Friendship Hall of LOW Church.

Pat Erickson will be the featured speaker with a talk entitled An Amazing Journey. Pat will chronicle the personal faith journey that changed her from being shy and fearful to the confident woman she is today. A retired special education teacher from Long Island, New York, she has lived at Lake of the Woods with her husband since 2003.

The talk will be followed by a “picnic” lunch of fried chicken, homemade sides and desserts. All are welcome to attend.

Women’s Guild meets regularly on the first and third Thursday of every month, September through May. Meetings are open to all women in the community and new faces are eagerly welcomed. Each meeting consists of a short devotion, prayer, and a featured speaker, plus a light lunch and time for fellowship. In addition, the group undertakes a service project each month to benefit the wider community.

Registration is not necessary, and there is no cost to attend. However, if you need childcare, please contact the church at 540-972-9060 by the Monday preceding the Guild meeting.

Lake of the Woods has always been a “community” in the real sense of the word. We are people who care for each other and share with all.

One example of this community spirit is the LOW Pontoon Boat Trailer Co-op. In 1979, 16 families decided to join together to buy a pontoon boat trailer. Everyone realized that there was a need and no one wanted the individual cost or storage problems of having private trailers.

They pooled their money and bought a new trailer for $750. Then they decided to share it with anyone for a onetime fee of $75. Enough new membership over the next 10 years generated the funds to buy a new trailer in 1991 for $1495. In this, our 40th year, the co-op has a 2017 trailer which cost $3050 and is available to over 50 members.

This sustainable co-op is a tribute to the community spirit of our LOWA membership. If you would like more information about joining the Co-op, please contact Jeff Flynn at jflynn123@comcast.net.

Silhouette Book Page Canvas Art Program

Make sure to wear clothes you don’t mind getting a little messy.

This is a program for adults ages 18 and older. It is limited to 15 participants.

Retired Fredericksburg physician Jay Brock will speak to the Lake of the Woods Democratic Club Sept. 11 on the topic Single-Payer Medicare for All? Liberal? Conservative? Actually Itâ&#x20AC;&#x2122;s Both. â&#x20AC;&#x153;Our current multiple-payer system of health insurance has failed to solve the twin problems of lowering costs and covering everyone,â&#x20AC;? Brock said. â&#x20AC;&#x153;We need to change how we fund and pay for our care -- without changing our medical delivery system.â&#x20AC;?

He will discuss how a single-payer insurance system might cover everyone as it controls medical costs with principles that will appeal to both liberals and conservatives.

The program will take place at 1:30 PM, Sept. 11, in Classroom 2 of the Community Center. Everyone is welcome, without regard to political affiliation.

Brock, a native New Yorker, is past president of the Fredericksburg Area Medical Society and former chairman of the Department of Family Practice at Mary Washington Hospital.

He attended medical school at McGill University in Montreal, Canada, where he also completed a residency in family practice. He joined the medical faculty at McGill, first as an instructor, and then as a full-time assistant professor of family practice.

He retired from active medical practice in 2014.

C. Referendum Update. President Wilks said that over 700 ballots have been returned and encouraged members to vote in favor of the two important issues in the Referendum.

3.2 Report of the General Manager Phil Rodenberg Work has been completed and the 14th hole at the Golf course is now open for play. Golf Pro Chris Brode is working with AGM Chester Guzek on a media advertising program to attract outside guest players.

Fence replacement at the RV/Boat Storage location is now complete.

Members will be notified of the code to be used on the new keypad entry system.

Three Security contractors have been interviewed by the GM and Security Working Group members. The GM expects to have a recommendation ready for consideration by the Board in September.

3.3 Committee Liaison Reports A. Communications Committee Proposed Charter Changes (D-19-92) Motion by Hoh, passed unanimously, that the Board accept the proposed changes to the Communications Committee Charter as presented.

B. Ad Hoc Audit Committee Proposed Charter Changes (D-19-93) Motion by Hoh, passed unanimously, that the Board extend the term of the Ad Hoc Audit Committee and its members to September 30, 2019.

3.4 Committee Reports A. Elections Committee Chair Lisa McKinney reported that as of August 20th, 752 electronic ballots have been cast in the Director election. There are currently 1433 members signed up for electronic voting. A total of 709 votes have been received in the ECC Referendum, but Vote.now has reported they received 44 invalid ballots due to members having cut out the proxy area of the ballot. Those members will be contacted to allow them an opportunity to cast a valid vote.

4. PRESENTATION Clubhouse Area Recreation Complex Project Summary Facilities Director Jessica Graves provided a summary of expenses associated with the Clubhouse Area Recreation Complex project, which is near complete except for a few punch-list items. The project was completed on time and within budget. Pool attendance was up, the new Snackbar has had gross sales of $17,000, and 1311 residents are using the new Fitness Center.

Director of Finance Charles Maneval reviewed the various funding sources used for the project, including income from billing of members and funds collected to date. Of the $5 million in loan funds Mutual of Omaha authorized us to borrow, only $3.714 million has been borrowed to date. Based on the lower loan balance, the Board may want to consider a change in the annual assessment amount or period of the loan when they formulate next year’s budget.

5. MEMBER COMMENTS ON THE BUSINESS AGENDA Members commented on CARC project change orders, Communications Charter changes, and financing sources for the CARC loan repayments.

6. UNFINISHED BUSINESS 6.1 Status Report on FY2019-10 Board Goals.

General Manager Phil Rodenberg provided a status update on the 201819 Board Goals. Progress has been made on all nine goals: one is complete

7. NEW BUSINESS 7.1 Consideration of New Construction and Renovation (NCR) Fund Distribution. (D-19-94) LOWA Reserve Policy directs the Board to review funds accumulated in the NCR at the end of each fiscal year and reallocate excess funds to other appropriate reserves and/or operations.

Motion by Hoh that the Board adopt Resolution 2019-18, a General Resolution, authorizing allocation and transfer of the FY2018-19 New Construction and Renovation Reserve Fund balance of $265,333 as follows: 1) Allocate $100,000 to the 101 Administration Operating Budget account to fund a portion of the Property, Liability and Umbrella Insurance premium increases in FY2019-20; and 2) Transfer $165,333 to the Repair & Replacement Reserve Fund balance for Roads and Stormwater Management projects.

Motion by Hoh, passed unanimously, to amend the motion to: 1) “Allocate up to $100,000” to the 101 Administration Operating Budget, and 2) “Transfer at least $165,333” to the Repair & Replacement Reserve Fund. Vote on the original motion as amended passed unanimously.

7.2 Consideration of Approving a Project to Raise Money for a Pavilion at Hollyfield Park through Friends of Lake of the Woods (FLOW). (D-19-95) Motion by P. Brown that the Board approve a project to raise money for a Pavilion at Hollyfield Park through Friends of Lake of the Woods.

Motion by Hoh to amend the motion to add “Approval is contingent on inclusion of appropriate warranty for materials and workmanship.”

7.3 Consideration of Entering Lots for Maintenance. (D-19-96) Motion by H. Brown, passed unanimously, that the Board approve entry into the lots in Cases #19-0821-01, -03, -04, -06, -07 and -08 on or after August 28, 2019 to complete the work described in the memo dated August 19, 2019 from the General Manager and Covenant and Site Inspector, and that the properties be billed for the costs related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

8. MEMBER GENERAL COMMENTS Members commented on the Federal Census pre-count activities inside LOW and the need for sewer pipe adjustments at Birdie Road.

9. DIRECTOR COMMENTS: Directors commented on the Director election, Referendum issues, and Pickleball and Tennis events scheduled for September. Directors Wilks and Hoh said their terms will expire in September and thanked the Board, management and members for their support.

After retiring from the US Army in 1995 and from the federal government in 2015, he began working with AARP as a legislative volunteer in 2016. He has participated both at the state and federal levels, talking with legislative officials on healthcare and care giving initiatives affecting seniors. He is also a member of the AARP Virginia Speakers Bureau. In 2017, he was presented with the AARP Virginia Rookie of the Year Award.

The LOW Veterans Club is encouraged by recent news that the Veterans Administration has signed a lease for the construction of a community based outpatient clinic in Massaponax. The clinic is expected to serve as many as 10,000 veterans annually.

One element of the Veterans Club mission is to educate members and nonaffiliated veterans about benefits that are available to them. Numerous changes have been made by the federal government concerning burial and survivor benefits.

Any veteran who was discharged under conditions other than dishonorable from any of the armed forces is eligible for burial in a Veterans Affairs National Cemetery. A minimum of 24 months of active duty is required if a veteran’s service was after September 7, 1980.

Upon request, the VA will make eligibility determinations for burial in a VA National Cemetery in advance of need. Veterans are entitled to burial in any open cemetery, including opening/closing of the grave, a government furnished grave liner, perpetual care of the gravesite, and a government furnished upright headstone or flat marker at no cost to the family.

The new burial regulations will permit the VA to pay a flat rate for survivor allowances, thereby enabling automated payments of burial benefits to eligible surviving spouses and decreasing the time required to process other benefit claims.

If the veteran died on or after October 1, 2017, the spouse and dependent survivors will receive a $300 burial allowance and $762 for a burial plot. Prior to that date, the survivor benefit is the same for burial allowance, but the VA would pay a plot allowance of $749.

An eligible survivor can apply by filling out VA Form 21P-530, Application for Burial Benefits. You should attach a copy of the deceased veteran’s DD 214 and appropriate death certificate.

The excitement is mounting as the Lake of the Woods Visual Arts Council wraps up its preparation for the Annual Art Show and Sale. The event is scheduled for Saturday, Sept. 28, and Sunday, Sept. 29.The venue is the Community Center, where there is plenty of parking. So come both days between 10 AM and 5 PM to enjoy breathtaking exhibits of original creations by LOW talented artists and artisans.

Participate in the raffle of four original prizes: paintings by Pete Brown and Patty Bell, pottery by Joe and Elaine Freeland and a private lesson in stained glass technique by Toni Ruther. The raffle tickets will be available at one for $1 and six for $5.

All proceeds from this annual raffle are used to support art programs in Orange County Schools. Last year, LOWVAC donated $3,800 to Orange County art teachers.

LOW Realtor’s Open House – Oct. 6 The Lake of the Woods Association will host the Fall Realtor’s Open House on Sunday, Oct. 6 from noon to 4 PM. The Open House tour begins at the Clubhouse. Sold into slavery by his jealous brothers, his ability saves his life in Egypt when he correctly interprets the Pharaoh’s dreams. As Joseph’s powers increase, his family suffers famine and poverty. by Lee Frame, District 5 Supervisor Orange County has been a long-term recipient of grants for Healthy Youth. In implementing a practice that would have a lasting impact on the health of youth in our community, the Office on Youth and the Parks and Recreation Department requested, and the Supervisors approved, an effort to make county parks tobacco free. Specifically, signs will be placed requesting that the public refrain from using any tobacco product within 50 feet of recreation areas at Booster and Barboursville Parks.

Recreation areas include ball fields, pavilions, courts and playgrounds. Tobacco products include cigarettes, electronic cigarettes dip, etc.

The Supervisors recently authorized the purchase of six 2019 Dodge Chargers for the Orange County Sheriff’s Office. The price for these vehicles was $24,900 each. Orange County gets a good price for these vehicles because we are purchasing them through the Virginia Sheriff’s Association Vehicle Procurement Program. This is just one example of county procurement through statewide groups that are not necessarily a branch of state government. We get our death and disability insurance through the Virginia Association of Counties which is significantly less than that provided through the Virginia Retirement System. We also use the Federal General Services Agency (GSA) and other groups that have good procurement contracts that we can utilize to get the best bargain for the taxpayer.

An interesting demographic about Orange County is where the workers live and work. There are about 8,660 people who work in the county.

Only about 3,360 of those workers live in the county. The rest come from surrounding counties with Louisa, Spotsylvania, Culpeper, Madison and Albermarle providing the most significant number of incoming workers. What is also interesting is that about 9,350 Orange County residents work outside the county. The most significant numbers of out-commuting workers go to Culpeper, Spotsylvania and Albermarle Counties. With about three quarters of county resident workers out-commuting, we have a significant challenge to develop more businesses and jobs in our county. Increasing the number of businesses would also help the tax base.

At a recent meeting, the Supervisors authorized the purchase of an avigation easement. This is an easement for airspace on the glide path for aircraft at the Orange County Airport. This is a safety issue to ensure that no towers are constructed or trees are allowed to grow into the glide path airspace. The county has the right to enter the property to trim and maintain tree height as needed to keep the glide path airspace clear. The easement was purchased with the Federal Aviation Administration covering 90 percent of the cost, Virginia Department of Aviation covering 8 percent and the county covering 2 percent.

The annual election meeting and Employee Appreciation Luncheon is scheduled for Tuesday, Sept. 10. The meeting and election of new LGA board members will start at 10:30 AM in the cart barn. The luncheon to honor the employees who help us with our LGA events all year will begin at 11:30 AM, also in the cart barn. There will be no scheduled LGA golf that day, but ladies can schedule tee times to go out after the luncheon. Look for the signup sheets for the luncheon soon.

The sign-up board for the St. Jude Tournament scheduled for Tuesday, September 17, is posted in the pro shop area. The format is a four-person scramble, open to all golfers, male and female. The cost is $50 per person for annual golf members and $75 for non annual members. Your fee will include continental breakfast, prizes, and lunch following play. There will be some special games and a 50/50 raffle. Purvis Ford is supplying a car for a Hole-in-One prize. This is a fundraiser for a great cause, St. Jude Children’s Research Hospital. Please also consider sponsoring a hole for $100. Forms will be available for hole sponsors and other donations.

Don’t forget to bring nonperishable food items to donate to the Wilderness Food Bank on the first Tuesday of the month. Dottie Lohr will collect the items and deliver them to the Food Bank. Look for her car in the Woods Center parking lot with the trunk open on Tuesday morning.
