Little Library at Sweetbriar Park

What may seem like an ordinary box sitting on a post in Sweetbriar Park is actually a portal to many exciting and different worlds; it’s a Little Library. A Little Library is a box that houses books and not only do books have fictional worlds written within their covers they also have many benefits including mental stimulation, memory improvement, and vocabulary expansion.

I successfully completed this project for my Girl Scout Gold Award. The Gold Award is the highest award a girl can earn by completing a public service that should have a minimum of 100 hours of work. I chose Little Libraries because of my love for books. I also placed libraries at Booster Park and at the Ruritan Building at the corner of Route 20 and 522.

Any type of book is accepted, such as children’s, self-help, young adult, nonfiction, cooking, etc. Take a book, leave a book; it is there for your enjoyment!

Please enjoy the Little Library and use it!

President’s Letter

My three-year term on the Board of Directors will end shortly after Labor Day. The three years have been filled with challenges, interesting new things to learn, and the opportunity to meet people I hadn’t met before. There are many more things I will miss about being a director than those I won’t miss at all. I will leave it to your imagination to guess which activities fall in each category!

The Work of the Board LOWA Boards of Directors are like a local form of representative government. Much as Federal, State and County governments have elected representatives, LOW Members elect Directors to make decisions for our Association, which is made up of all Members. Thus, Directors must address the needs of the entire Association and the membership as a whole, not just the needs of the individual Members who elected them. They must address current needs, plus anticipate future needs as best they can.

Matters requiring Board decisions come from the General Manager, from Directors themselves, from Committees, and from individual Members. One of the biggest parts of the Board’s work is approval of the annual budget.

There is a schedule for consideration and approval of the budget beginning in August, going through discussions in town halls, committee meetings, Board discussions etc. The final budget is approved in mid-February.

Work of the Current Board This has been a very active year for the Board. One of our primary responsibilities is to maintain the Association’s common areas, meaning our roads, parks, pools, Clubhouse, golf course, equestrian center, lakes and various Association buildings. What does it mean “to maintain the common areas”? Does it mean that we are only required to keep the common areas to the level they were 51 years ago? Most Members would probably say that the common areas should be kept in good condition and updated as necessary. Given that requirement, we worked this year on a variety of projects including our biggest project, the Clubhouse Area Recreation Project. We approved the project design and timetable, approved a loan from Mutual of Omaha Bank for up to $5 million, awarded a clerk of the works contract to Downey and Scott to keep construction on schedule, and awarded a construction contract to Wack Construction. Demolition is underway with construction to start shortly. We made a recent change in the design of the pool to have the midpoint depth be 4 feet with a gradual slope to 6 feet at the end of the pool.

Other projects included • paving the roughest part of Lakeview Parkway near the compactor site , • adding an extension to the Clubhouse deck and replacing the Clubhouse dock, • instituting the first part of a point of sale system covering orders for the Clubhouse restaurant, • converting two tennis courts to six pickleball courts and overseeing a new tennis/pickleball committee arrangement • authorizing the sale of the Germanna House and applying the proceeds to the CARC project, • and finally, this Board completed the work of three prior boards and many committees in approving final versions of the LOW vision and mission statements, and overarching goals.

It has been an honor and a privilege for me to serve on the LOWA Board.

Glad You Asked Treasurer’s Report for the First Quarter May – July 2018

by Bob Hoh, Treasurer, LOWA Board of Directors First of all, LOWA’s financial health is excellent. Considering the severe weather impacts so far this year, our Assessment and Operational Center status are good, resulting in an overall positive variance to budget after the first quarter. For this article I had hoped to provide the results of our final audit for our 2017-2018 fiscal year that ended on April 30. Unfortunately, even though we have been told there are no problems with the audit, it missed the deadline for this article submission so we’ll plan to cover it in the next quarterly report. Instead, I would like to address a member’s question regarding another important financial matter with a quick overview.

Q: Why does LOWA have an investment committee?

A: There are two main reasons our Association has an investment committee. First, it is required by Lake of the Woods Association, Incorporated bylaws. It is covered in our bylaws Article XIII, Financial and Investment Management. Second, it makes good sense because LOWA is a multi-million-dollar entity. I will expand on each of these reasons.

The bylaws provide guidelines to help the Board of Directors carry out its fiduciary responsibility to “promote, maintain, create and preserve a peaceful enjoyment of the property and the protection of property values in the Association.” The objectives of these guidelines are to provide financial stability, safety of principal, liquidity and accessibility of funds, and yield on

1. New Clubhouse Pool. On August 15, after receiving design input from pool patron members, the Board of Directors approved a change order to modify the middle of the new lap pool to deepen it from 3.6 feet to 4.0 feet, which increases the exercise area for deep water aerobics. The change order costing $40,000 for design and construction (mostly additional materials) is charged to project contingency. The lap pool portion of the new Clubhouse Pool is designed for leisure lap swimming, lessons, and aquatic exercise classes. Target completion date is May 24, 2019.

2. Don’t forget. Sweetbriar Pool is open for two post-Labor Day weekends, September 8-9 and 15-16 from 11 AM to 8 PM This is the second year of a two-year Pools Committee experiment to see if members enjoy the additional time. Also, remember our Soggy Doggie Swim at the pool is September 22 from 10 AM to noon. We allow resident dogs to swim when accompanied (on the pool deck) by the owner/handler. Pre-registration is required. See pool schedule at www.LOWA.org/Pools. Be sure to fill out our annual Pool Patron Survey on page 9.

3. You may recall my column from July 27 floated the trial balloon of moving Independence Day fireworks to Friday night to enhance the familyfriendly member-guest experience and avoid the heavy traffic crush at the front gate. Some liked the idea, but most members contacting me said they did not. The main concern is Friday evening traffic at the front gate will mix commuters coming home with event visitors. Another point is not everyone has Friday off, and those traveling to LOWA will be rushed. Additionally, the Ski Club said it wanted to keep the ski show and the fireworks together. So at this point, the fireworks show is still planned for Saturday, July 6, 2019.

4. Board Election. Some members using Vote-Now.com are sending feedback that we pass to the Board of Directors and Elections Committee.

Many find the process easy and convenient. If a member sends an email identifying an issue with the site, we contact Vote-Now.com immediately.

James Claiborne, the owner of the company, has been very responsive.

LOWA encourages those that received paper ballots to use the code number to vote online, on or before September 1. The Board set a goal of 1,000 members voting online.

LOWA Launches Loyalty Program The Amenity Wide LOWA Loyalty program will launch on September 4. All members and tenants will automatically be opted-in to the program and will be able to earn Loyalty Dollars by making purchases at any amenity (exclusions apply).

Members will be required to present their LOWA ID card at the time of purchase, and points will be tracked using the primary member number of the household. Members will earn $0.05 per dollar spent at all amenities (Ex. $5 per $100 spent) and $0.025 per dollar spent on all Annual Amenity Memberships (Ex. $2.50 per $100 spent).

The program will be reviewed in March of 2019 and periodically thereafter. Members will be able to log-in to LOWA.org to track their Loyalty Dollars online. Loyalty Dollars will expire 12 months from the earning date, when a property is sold or transferred, or when a member/tenant is no longer residing in the community. Loyalty Dollars are NOT transferrable.

3. REPORTS 3.1 Report from Orange County District 5 Supervisor Supervisor Lee Frame reported that the County is pursuing development of a new ordinance which would set up a Registry for short-term house rentals. There has been a significant increase in shortterm rentals over the past few years. Due to the lack of any regulations governing these businesses, the transient occupancy tax is not being collected.

The Supervisors passed a resolution asking the State government to declare Orange County an agricultural emergency to provide relief for farmers who have lost much of their crops due to the persistent rain. The State has also agreed to fund a Route 3 corridor study.

The Germanna-Wilderness Area Plan now includes two new zoning districts which will allow a business or developer to come in with a master plan. A consultant was hired to provide a detailed summary of the demographics in the Germanna-Wilderness area.

3.2 Report from Orange County Sheriff’s Office: No report available.

3.3 Report from Allied-Universal Security Chief Scott Walker reported that on July 7th Guard Gate staff processed a “crushing” volume of incoming traffic. Considerable rain events have interrupted the Lake patrol schedule. Two homeowners have experienced significant financial scam losses from an outside contractor; he encouraged members to report all such events to Security. In July, staff responded to 203 calls for service and issued 53 traffic summonses.

There were no DUI’s and no arrests made. Reports of vandalism have been unusually low over the summer.

3.4 Report from LOW Volunteer Fire & Rescue, Inc.: No report available.

Secretary Zukowski explained that when appropriate, some e-mails she receives from members are referred to the General Manager so they get the best response to their concerns.

Treasurer Hoh said that the financial and audit reports for FY2017/18 should be available by the Board’s mid-August meeting.

A. Executive Session Actions Motion by Zukowski that the Board approve the Executive Session action regarding the General Manager’s contract and compensation.

Vote: Yea: Wilks, Zukowski, Sheridan, Hoh and Johnson. Nay: Clawson.

Motion passed 5 to 1.

B. Committee Liaison Reports Director Hoh reported he met with the Golf Committee chair and other members to gather feedback on the proposal to post a road sign on Route 3 advertising golf at LOW. C. Committee Changes Motion by Wilks, passed unanimously, to amend the current Committee Change List to indicate Dennis Villareal as removed from the Elections Committee, and barring him from any Committee appointments for a one-year period.

Motion by Zukowski, passed unanimously, that the Board approve the Committee Change List as amended. (D-18-82)

On Saturday, August 11, we held the “Fat Boys” Golf Tournament at Lake of the Woods. They had 40 players participating. This event was sponsored by Tim Grant and Dan Cronin. The format was Best Ball Net of the Two Person Team. The first place team was Keith Neeley and Dustin Priddy. They shot a 29-27=56.

That afternoon, we also held the LOWA Junior Club Championship / Junior Golf Event. This event was originally scheduled for July 21, but was rained out. For the Junior Golfers ages 11 to 13, Trevor Funk was our Junior Club Champion. Chase Whelan was the Junior Tournament Winner. For ages 7 to 10, our Junior Club Champion was Jack Barnes. Chad Maclin was the Junior Tournament Winner.

The next Open Tennis Social will be held on Saturday, September 8, at 9 AM. Tennis Socials are structured around open tennis play in a Round Robin format. Play starts at 9 AM and continues until about 11 AM. Partners are changed at 30 minute intervals. All levels of play are welcome, Tennis Social play bears no resemblance to Davis Cup, or USTA tournament play. Water is provided if you don’t bring your own.

Food and friendship follows the play in the gazebo, with everyone bringing a dish to share. A $2 contribution covers new tennis balls, and set ups for the food and drinks. The LOW Lions are pleased to have a strong partnership with Orange County Public Schools. We provide scholarships and teachers grants, support the robotics team, and perform vision and hearing screening in the schools. As a result of our dialogue with past School Superintendent Brenda Tanner and OCHS Principal Kelly Guemple, we added new scholarships this year for technology and career and technical education.

Our first two winners, Corrado Apostolakis and Franklin Farrell V, were recommended by their teachers Darron Breeden (Hornet Technology) and Laurie Jamerson (Robotics). Both are outstanding role models for launching this program. Both have impressive technical credentials, including participation on the winning OCHS Air Force Association Cyberpatriot’s Team, and the OCHS Robotics Team, for which they designed, built, programmed, and tested the robots.

More importantly, the two epitomize the Lions motto “we serve” through their support of our community. Corrado and Franklin teach disabled vets and handicapped kids to water ski in the Adaptive Water Sports program.

Franklin also works with On the Edge, the parent organization of Adaptive Water Sports, to organize training and volunteer events, work with disabled kids and vets, and keep the boats running with his mechanical skills. Corrado teaches kids in grades K-5 in the Smithsonian Camp Invention program about electrical circuitry and outer space.

Both scholarship recipients will attend George Mason University in the fall. Corrado will study cybersecurity engineering, and Franklin, mechanical engineering, which he hopes will lead to a career in the automotive industry.

Lake of the Woods resident and Marine Corps veteran James Lee Corbin celebrated his 100th birthday on Thursday, August 9, 2018.

Corbin, born in De Funiak Springs, Florida, enlisted in the Marine Corps in August of 1940. Because of his patriotic upbringing, there was never a doubt about his entering the service. He stated, “I am so glad I’m a Marine.”

After completing boot camp specialty training in artillery, he was assigned to the patrol gunboat USS Erie, located in Panama. His duty was to help provide the ship’s antiPhoto by Dan McFarland aircraft defense and protect the Marine Corps veteran James Corbin Panama Canal. celebrated his 100th birthday August 9.

Shortly after his wedding on June 4, 1942, Corbin and the Erie were deployed to escort a British convoy near Trinidad. On November 12, the ship was struck by a torpedo and the crew was ordered to abandon ship. The Erie was temporarily restored by the Navy and Corbin was one of 15 marines tasked with remaining on the ship. However, the Erie began taking on water again, and the 24-year-old Corbin had to abandon the same ship for the second time.

Two years later, this member of the greatest generation was sent to the island of Guam as a sergeant. Shortly thereafter he was assigned to a special duty on the island of Tinian. He was ordered to guard a box about 12 feet long. “It was roped off and there was a canvas over it,” recalled Corbin.

Corbin remembered his superior’s orders: to “shoot anybody that doesn’t halt and I will court-martial anyone who does not carry out that order.” The artillery expert was guarding a B-29 bomber that was being painted, the “Enola Gay.” The box contained one of the atomic bombs that would be dropped on Hiroshima. Three days after that, on Corbin’s 27th birthday, a second bomb was dropped on Nagasaki.

The 5-year Marine veteran went on to a very successful career as an independent pharmacist. Corbin and his family moved into LOW in 1979.

It’s time to say ALOHA to summer, and that means the final show of the season

by The Lake of the Woods Ski Club. This year’s tropical themed show will take place at noon on September 2.

We look forward to the end of summer show because we get to showcase all the new skills our members have been working on all summer.

Our skiers are always looking for ways to improve their technique and work on their new skills. They are often taught by visitors from other clubs or groups to help learn these skills step-by-step; a lot of times these visitors become part of our club too!

Tim Gaylord (Sea World and LOW), and Josh Setina (Wisconsin ski clubs and LOW); each have many years of past ski show experience. Our club was also fortunate to have the expertise of Avery Ditmars whose ski club group, the Sarasota Ski-A-Rees, won the Southern Regionals Show Ski Championships of 2018. They have taught our members how to do Boat O’s, pyramids, jumps off the ramp, hop docks, adagio, ballet and swivel.

At the show you’ll see a wide variety of these improved acts! Our skiers really love to have an excited audience to perform for, so please plan to attend on Sunday, September 2, at noon! Thank you for your continued support!

Fear is powerful. Do you believe it? Are you willing to debunk it in your life? Voices are used by everyone in the world in a multitude of languages, some we understand, and others we cannot make heads or tails out of. Fear is in everyone, in every language and in your lifetime, certainly you have met someone who has witnessed the depth of fear.

Are you personally driven by the fear within you? Fear that makes your heart race, palms sweat, traps your voice and makes you shudder at the thought of speaking at an event or of talking to someone in a setting where your voice can be heard? Often, fear can expose the raw nerves. A person’s voice can get trapped inside and, at a young age, will most likely be labeled as shyness, which follows into the adult years.

Toastmasters can help you to overcome your inner fear of success, because you can fail repeatedly in Toastmasters without receiving a grade for performance. There are no tests in a Toastmaster’s Club, but there is a lot of recognition for positive strides, as you slowly or quickly reach your own personal milestones. Most importantly, there is no pressure to speak until you are ready. Your personal growth is paced at the speed you want to go. Toastmaster’s has helped many improve in their networking skills, presentations, and has helped people achieve the job promotion that they have been striving for.

If you want to learn more about Toastmasters, and how we can help you personally and professionally in your own development, give us a try. We meet on the first and third Tuesdays of the month at 6:30 PM in the Community Center classroom. The Lake of the Woods Lioness Club is planning their annual Card Party, Luncheon and Fashion Show. The party will take place on Friday, September 28, from 9 AM to 3 PM at the Clubhouse. The chef-inspired luncheon will feature chicken salad with fruit and apple torte. The fashions will be by Designs of Occoquan. Snacks, coffee and tea will be available all day, as well as a cash bar from 11:30 AM-12:30 PM. In addition to the games, luncheon and fashions, there will be a raffle for fabulous gift baskets and a silent auction.

Reservations will begin to be taken on August 24 and continue until the event is sold out.

Bridge players should sign up with a partner.

Players of other games should include all members of their party with reservations.

Space is available for those who only wish to come to the luncheon and fashion show. Tickets are $26 per person to benefit the Lioness Benevolence Fund. For reservations, contact Jan Lemieux at 540-972-8888.

Wine Talk

by Joe Szadvari, Sommelier Quality, quality, quality!! I love it when you get great quality and value in a wine. Here are some that I recently tried and recommend: Sanrocchetto Verdicchio Jesi, Marches, Italy, Vintage 2017 - What a lovely little wine this is! Nicely smooth on the palate, the full flavor of ripe peaches, with a hint of citrus, makes this a real charmer. The amphorashaped bottle is a characteristic of Verdicchio wines. Serve with fresh cheeses, tasty smoked meats, summer salads, or as a summer “sipper”.

Price: About $12 a bottle Montresor, Valpolicella, Il Veronese, Veneto, Italy Vintage 2015 – This entry-level wine to the world of Amarone (powerful red wine) was a pleasure to drink. Corvina, Rondonella, and Molinara grapes make up this superb wine from an area near Verona. Loads of ripe fruit, especially cherry, both in the aroma and flavors, make this the perfect wine to try. It would even please those who want to try dry, red wines, but don’t want the bitter and astringent mouth-feel. Price: About $15 a bottle.

Vistamar, Corte de Campo, Andes Red, Rapel Valley, Chile, Vintage 2015 – If you like a wine with loads of flavor and great structure, this is one you should try. Four grape varietals, Cabernet Sauvignon, Carmenére, Petit Syrah, and Petit Verdot, make up this great blend. Aromas and flavors of ripe blueberries with hints of herbs and cedar make this wine an outstanding value. It will need about one hour of aeration though, to experience its great flavors.

This is the perfect wine to serve with grilled or barbecued meats. Price: About $15 a bottle.

Bellini, Tuscan Dessert Wine, Italy, NonVintage - The traditional Italian dessert wine, Vin Santo (Holy Wine) of Tuscan fame, is quite expensive, but this offers a much more affordable price. A good, traditional dessert wine, it is dark yellow, with an amber hue, and offers aromas of dried apricot and nuts.

Medium-bodied and medium sweet, it has a lovely, creamy, nutty after-taste. The perfect pairing with cheese or fruit drizzled with honey! Price: About $10 for a 500 ml bottle.

1" x 3" x 8' Rules: Participants must be residents or organizations/groups residing within Lake of the Woods. Members of the LOW Woodworkers Club cannot participate.

Use only one piece of 1” x 3” x 8’ pine lumber (fasteners such as glue, nails, screws, hinges, etc., and finishes such as stain, paint, etc., will be permitted). No other materials can be used.

Start date July 7. Contestants must register with LOW Woodworkers by submitting an email referencing the 1x3x8 Woodworking Challenge with your name and email address to glynn.smith123@gmail.com, up until September 15.

Each contestant must drop off their project at the LOW Woodworkers table at the LOW Visual Arts Council’s Fine Arts, Crafts, and Photography Show located at the LOWA Community Center on Saturday, September 22, between 9 and 10 AM. Subsequently, judges will review all submitted projects and the 1st, 2nd, and 3rd place awards will be presented at 2 PM on September 22.

All participants will be allowed to leave their projects on display until 5 PM on Sunday, September 23. Projects will be judged on three criteria: Originality, Artistic presentation, and Woodworking techniques.

AARP to Collect Food for Wilderness Food Pantry

Saturday, September 8, will be the date for the annual collection of food to benefit the Wilderness Food Pantry. Hours will be 9 AM until 1 PM. The parking lot across from LOW Guard House will be the collection site.

Items needed include peanut butter (lots), jelly, “helpers” and other meal makers, canned meats [spam-hash-fish-stews and chili]; canned beans of all sorts; canned veggies, (peas, mixed vegetables, beets) pasta sauce, cereal (Always NEED lots of cereal), sides (box potato and pasta), soups (chicken noodle is a favorite, but cream soups can help make a meal), condiments such as catsup, mustard and mayo. Coffee is a pleasant surprise for clients.

Cash and checks are always welcome; Food Pantry staff uses this money to purchase items from the Fredericksburg Food Bank. Checks should be made out to WILDERNESS FOOD PANTRY. Don’t forget that food and money donations are tax deductible!

Dining for Charity is another way to help the food pantry and other Orange County Charities.

Bella J Cucina will donate a percentage of dining for lunch or dinner on Tuesday, August 28. Please enjoy a meal out and help a neighbor. Invite friends to join you for lunch or dinner. No coupons are needed.

Study Says Runners Live Longer

We know the benefits of exercise and all exercise is good, but, according to Runners World magazine, an international study of 55,000 men and women between the ages of 18 and 100 showed if you just start running between one and two hours per week, you can lower your risk of cardiovascular and cancer related deaths dramatically. According to the study, runners live far longer than those who exercise regularly, but don’t run.

With all the statistics, we can certainly make choices about what exercises we feel are most beneficial for us personally, but with the statistics about running, I think it’s top-notch. So lace up your jogging shoes and kick up some dirt for a longer, healthier you. Pickleball is the fastest growing sport in the country and the fastest growing club in Lake of the Woods.

It is a great way to get some exercise, have fun and meet many of your fellow LOW neighbors.

You will meet some wonderful folks in the LOW pickleball community and have the opportunity to make many new friends. With the LOW Pickleball Club membership nearing 200, you will meet and make friends with a very diverse group.

Although approximately 60 percent of present day players across the country are over 60 (the oldest LOW player is 89), the sport in recent years has caught on with younger folks in a big way. Due to the tremendous growth of pickleball among the country’s youth, the USA Pickleball Association established the USAPA Juniors Program for ages 7-19 to promote the sport with this age group.

At Bethel Park High School, near Pittsburgh, Physical Education Coach Nick Santora hosts classroom after classroom of kids interested in pickleball.

He stated in an article in Pickleball Magazine (September/October 2016) that, “We have many sport units for kids to choose from, but pickleball ranks in our top two every semester. It seems that pickleball is easy enough to play that beginners love it, while the more advanced tennis kids enjoy it equally at a higher level.”

The LOW Pickleball Club will be offering free introductory lessons on Monday, August 20, from 7:30 to 9 PM and on Saturday, September 8, from 9 to 11 AM. These lessons will be held at Hollyfield Park on the six new outdoor courts. All equipment is provided. Just wear a good pair of athletic shoes. Running shoes are not recommended. The Club also offers free introductory lessons every Thursday, indoors in the Marion Pronk Hall at the Community Center, from 11:30 AM to 1:30 PM. The Stage Alive Community Concert Association is an all-volunteer, 501(c)(3) non-profit organization which has been presenting internationally acclaimed artists to the community since 1970. Stage Alive!, as we are known, sponsors six concerts each concert season, between September and May. Our association serves the counties of Culpeper, Fauquier, Louisa, Madison, Orange, Rappahannock, and Spotsylvania.

The goal of our association is to bring a wide variety of professional musical entertainment to the broadest possible segment of our community, at the most reasonable price possible. Our concerts feature artists with proven regional, national or international reputations. In each concert year, we try to book something for everyone -- a mix of classical, popular, dance, vocal, and instrumental music.

We are fortunate to receive a grant from the Virginia Fine Arts Commission that helps us bring this excellent orchestra to Culpeper, and we appreciate being one of the 200 or so audiences who will have the opportunity to hear them this year. Based on the $60 cost of the season subscription ticket, the concert costs you just $10, which would only cover parking at the Carpenter Theater in Richmond. The high school, of course, has free parking and is handicapped accessible. This is a cultural bargain right in your own backyard! Don’t miss it. Single admission tickets will be sold in the lobby before the concert for $25 adult or $5 student.

LOW Ladies ’n Friends is a senior ladies bowling league that meets at the AMF Bowling Center in Fredericksburg each Monday from 10 AM to noon. Teams of three ladies bowl three games each week, for 27 weeks.

The season ends by April 1. The 2018-2019 season will begin on Monday, September 17.

A planning meeting will be held Monday, September 10, at 10 AM. We will meet at the lanes to confirm returning teams, review league rules, review weekly costs and meet any new members.

The Lake of the Woods Visual Arts Council’s 36th annual Art Show and Sale will be held Saturday and Sunday, September 22 and 23, at the Community Center.

Set-up is September 22 from 8 to 10 AM, with the show open from 10 AM to 5 PM both days. For LOW artists, photographers, and crafters, there is still time to enter; the deadline is September 15.

Lake of the Woods residents are privileged to be offered a valuable Medicare Workshop on Wednesday, October 10, 1 to 4 PM at the Clubhouse. The workshop, jointly sponsored by Locust Grove AARP Chapter 5239 and LOWLINC, aims to inform Medicare recipients of their rights and benefits under the several different Medicare parts. Hospital, Health Insurance and Prescription plans will be discussed. Many residents are Medicare enrollees. How well do we understand the intricacies of all the plans and the benefits that are available? This information is essential for all, especially Medicare enrollees, to understand.

Two Medicare experts will present the workshop: Ridge Multop is an AARP Virginia Community Ambassador, who will give the Medicare 101 lecture: Plans A, B, C and D—coverages and costs. Prior to his retirement, he was Director of Congressional Relations and Political Affairs at AARP. His areas of expertise include Social Security, retirement security, Medicare and health care.

Poppy Foddrell is Aging Support Coordinator with Rappahannock Rapidan Community Services/Area Agency on Aging. She is also the coordinator of the Virginia Insurance Counseling Assistance Program. She will delve into the details of Medicare Part D – Prescriptions. She will have information on the prescription plans available for 2019 and will provide information on how you can ensure you have the best plan for your needs.

The Lake of the Woods Square Dance Club is offering beginner level square dance lessons starting Monday, September 10, at 7:30 PM. This is a FREE lesson and a chance to sign-up for the 15 week series. The instructors are Chris Stacy, who learned to call while working at MIT, and Steve Futato, reluctant husband, who discovered that he loved to dance and to teach! It promises to be a great time for all. Held in the Community Center, the cost for 15 lessons is $75. Youngsters accompanied by a parent are free.

The Sailing Club completed its rescheduled Parade of Sail August 4, with a field of eight sailboats participating. Very light winds constrained the parade to the northernmost area of the main lake, but the sailors finished at the Clubhouse Dock, then retired to the Clubhouse to celebrate the occasion. The club hopes to make this an annual event.

Finally, do you know what show the LOW Players are doing this fall? The answer to that last question is, of course, Hello Dolly! It’s an American classic and we are proud to bring it to you. It’s going to be a fun-filled show with some familiar faces in our cast as well as some new ones. 5. UNFINISHED BUSINESS 5.1 Status Report on 2017/18 Board Goals.

The General Manager provided a summary of progress made and current status of the nine FY2017/18 Board Goals adopted last fall.

Two are complete (Major Capital Project tasks and Pool/Fitness center preparation and planning stages), two are complete and ongoing (Improving LOWA Income stream, Dog Park), and three are partially complete (Tennis/Pickleball Committee and Charter chores, adoption of ways to increase Amenity Usage using Loyalty Programs, and increasing member participation in Electronic Voting. The Lakes Management Implementation Plan continues to progress in the areas of the Flat Run Forebay design and the 14th Fairway Pond project. Strategies to improve the Youth Activities Program are also complete except for adoption of a Comprehensive Plan.

5.2 Discussion of LOWA Amenity-wide Loyalty Program.

Finance Director Roy Mayberry presented the results of the pilot Summer of Fun Loyalty punch card program which was initiated to encourage member usage of LOWA amenities. Management recommended the Board approve buildout to an annual, amenity-wide Loyalty program using our existing Jonas Club Management System for program launch on September 4, 2018. An overview of how the program would be administered was provided. Although there is no upfront cost to initiate the program, budget staff would still need to estimate the offsetting revenue and expense related to conducting the program.

5.3 Consideration of Approving Amendments to LOWA Regulation V: Use of Property—Individually-owned Property, Regarding Overnight Parking.

(Resolution 2018-12) (D-18-83) Motion by Johnson, passed unanimously, that the Board adopt Resolution 2018-12, a Policy Resolution, regarding overnight parking effective immediately.

5.4 Consideration of Approving Amendments to LOWA Regulation XIII: Use of the Tennis Courts, Regarding Pickleball Rules. (Resolution 201813) (D-18-84) Motion by Clawson, passed unanimously, that the Board adopt Resolution 2018-13, a Policy Resolution, regarding Pickleball rules, effective immediately.

7. MEMBER GENERAL COMMENTS: Members commented on how FLOW administers their projects and benefits the LOW community; an opportunity for members to elect new Directors who would focus more on member rights; and a suggestion to improve communications by holding a Town Hall in September to get feedback on what issues concern members the most. Announcements included reminders to members of the Candidate Forum on August 5 at 4:00p.m., and the Civic Club meeting on August 8th at 5:30 where members will have an opportunity to thank community volunteers.

3.6 Report from the General Manager, Phil Rodenberg A. June Financials In June we collected $188,819 in current year lot assessments for a total of $4,851,631, or 72.1% of FY2018/19 lot assessments billed.

As of June 30, the Preliminary Unaudited Budget Summary shows a favorable balance of $152,613, reflecting a solid start to the current fiscal year. As of June 30th, the delinquency rate is 6.3%, which is in line with expectations at this point in the budget cycle. We have collected 100% of estimated boat registration fees forecast, but tenant fee revenue continues to fall as more owners sell their homes rather than continuing to rent. Golf operations revenue remains under budget and this continues to be under regular review.

B. Lakes Management Report Progress continues to be made on the 14th Pond Retrofit and Forebay Project. A 90% conceptual design was presented on July 17 and the design reviewed and comments taken at that time. A joint permit application has been submitted to the Army Corps of Engineers, and the design was also submitted to Orange County for review.

Contractor Solitude Lake Management applied algaecide to Keaton’s Lake on July 13.

After going over the dam during high water events, 14 large grass carp were rescued from Flat Run below the Main dam and released back into the lake.

C. Clubhouse Area Recreation Complex Project Update LOWA now gets a weekly report from WACK construction as the project progresses. Regular updates are printed in each issue of the Lake Currents and every Friday by e-mail to members on the E-mail list.

D. Other Business Due to a change in Virginia law effective July 1, our Special Conservators of the Peace officers can no longer use the word “police”.

6.3 Consideration of Entering Lots for Maintenance. (D-18-86) Motion by Sheridan, passed unanimously, that the Board approve entry of the lots in cases #18-0804-01, 18-0804-02 and 18-0804-03 on or after August 4, 2018 to have the yards mowed and cleared of debris and that each property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

6.4 Discussion of LOWA and Friends of the Lake of the Woods, Inc. (FLOW) Memorandum of Understanding.

The General Manager asked the Board to review the draft Memorandum of Understanding between LOWA and FLOW to give guidance on the next steps. A copy has been sent to the LOWA attorney for review. The draft will be put on the next Board meeting agenda for further discussion and approval.

This is accomplished by focusing our investment instruments to FDIC Insured Money Market (MM) Funds, FDIC Insured Certificates of Deposit (CDs), Certificate of Deposit Account Registry Service (CDARS), U.S. Treasury Bills and U.S. Treasury Notes. All these are very safe and insured.

A committee makes good sense because LOWA currently has an investment portfolio of over five million dollars, primarily from our assessments, collection of which begins at the start of each fiscal year. Our portfolio has two categories - Operating Funds and Board Restricted Investments. Our Operating Funds of approximately $2.4 million include a checking account, two MM accounts and two CDs (one three month and one six month). These are used to pay our bills and make purchases to operate the Association for the year. Board Restricted Investments of approximately $3 million include moneys set aside to fund our reserve accounts used to maintain and replace Association assets and infrastructure, for example repaving our roads and replacing our amenities as needed. This category includes five CDs with maturities from three to nine months. We are purposely keeping the terms to less than a year to take advantage of rising interest rates.

The Investment Committee members are the President of the Board, the Treasurer, the General Manager, the Director of Finance and the Chair of the Finance Committee. The Treasurer chairs the committee, which meets monthly. The Director of Finance is our “point man” in working with our advisors. I invite any interested members to join us at our meetings.

It is a nonfiction account of the planning, construction, inhabitants and guests of the palatial Biltmore House built in the western North Carolina mountains by George W. Vanderbilt in the 1890s.

Still in existence and open to the public, the estate remains in the builder’s family, and this book brings the reader right up to date on the continuing significance of the house and its environs in the 21st century.

The LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. The selection for the October 10 meeting is Carnegie’s Maid, by Marie Benedict. It is a fictional tale of a young Irish girl working in the household of another Gilded Age magnate.

The LOW Fun League is a group of bowlers at all skill levels, out to have a good time while getting a little exercise. Surveys have shown that there are a significant percentage of homes with children under twelve years old that keep guns in their homes. In order to increase the safety of these guns, Rappahannock Rapidan Community Services and the Rappahannock Rapidan Health District are assisting in the distribution of gun trigger locks. The Health District has purchased universal trigger locks that work on rifles, handguns, and shotguns to block trigger access, and will be providing them free at community events in the health district. In addition, the locks will be available at the front desk of each local health department. The Health District is also collaborating with local pediatricians, who will distribute the trigger locks to their patients. Additionally, locks will be available at the following local Community Services locations: • Culpeper Behavioral Healthcare Clinic, 650 Laurel Street, Culpeper • Community Services Administrative Office, 15361 Bradford Road, Culpeper Another step in implementing the Germanna-Wilderness Area Plan (GWAP) was completed recently with the Supervisors’ approval of two new zoning categories for the GWAP area. The zoning for Planned DevelopmentMixed Use and Planned Development-Business districts encourages all future development in these areas be conducted with master development plans. These zoning categories have fewer specifics and allow for more flexibility and creativity by the developer. Once the master development plan is approved, that plan then becomes the guidance for all development in the area covered by each plan.

I have mentioned over the years the changes that the 1998 Virginia Personal Property Tax Relief Act has on the amount of taxes you pay on your personal vehicles. Although the personal property tax (car tax) is a local tax, the state was reimbursing up to 70 percent of that tax through a payment to the localities. Because of the ever-increasing costs of this reimbursement, in 2005 the state held the amount paid to the localities at a fixed value. In Orange County’s case, it is $2,763,073. Because of the increased number and value of vehicles in the county, this fixed dollar amount covers an ever smaller percentage of the individual tax on each vehicle. Starting at 70 percent in 2005, the reimbursement steadily dropped to 32.08 percent last year. Since last year, the number of vehicles has increased from 35,382 to 35,565 and their average value has increased from $8, 217 to $8,422.

As a result, the percentage reimbursement has dropped to 31.44 percent.

Each year the county finance department calculates this percentage and the Supervisors approve this tax change by resolution. Any increase in the tax rate would reduce the state reimbursement to an even smaller percentage.

However the Orange County personal property tax rate of $3.75 per $100 valuation has not changed for several years.

Make Marbled Clay Coasters at Wilderness Branch Library
