General Manager’s Annual Report 50th Annual Meeting Lake of The Woods Association, Inc.

It was my honor to present the Annual Report at this 50th Annual Meeting, on Sept. 7, summarizing the year and discussing future challenges. Since the membership last met, the Coronavirus has disrupted life at LOW in a BIG way. COVID-19 changed the way we used the amenities as we followed the Governor’s orders. More members played golf and went boating. Fewer used the restaurants, fitness center and the pools. Park and beach going continued about the same. Just the other day we reinstalled the basketball hoops at the parks. We cancelled our large community events including Independence Day Celebration and Treats on the Point.

The good news is that we are four months into the 2020/2021 Fiscal Year and assessment collections for the current year are on target with approximately 80% of annual assessment collected. This is consistent with the prior year. Balances in the four Reserve Funds total approximately $3.5M as of Aug. 31, and Reserve Cash is adequate to cover this year’s remaining capital spending requirements of $1.7M This includes loan repayments related to the Clubhouse Area Recreation Complex Project. Operating Cash stands at about $2.7M and includes loan proceeds received from the Small Business Administration Paycheck Protection Program (PPP) of $782,100.

If the PPP loan is forgiven, which we expect it to be, operating cash will be adequate to meet our operations and maintenance obligations for this fiscal year. Assessment delinquency rate, compared year to year, is 2.1% this year compared to 1.7% last year. Through Finance Department and Collections Attorney diligence, we have whittled down the delinquency rate to 1%. The industry standard is 5%. The independent financial audits were presented – one in December and one in August - for the last two fiscal years. LOWA received unqualified or “clean” opinions for both years.

LOWA remains the largest concentration of homes and population in Orange County with 3,889 completed homes as of April 30 on the 4,258 private lots, up 45 homes from last year. We are 23% of Orange County’s population.

Our housing stock is a key indicator of a healthy community, and so it is good news that from May 2019 to April 2020, the Environmental Control Committee approved 33 new home construction projects (up 22 from previous year) and approved 100 renovation projects (up 40 from previous year). Our Finance Department issued 377 resale packages during the same period for properties changing hands (up 43 from previous year). Home construction and sales seemed unaffected by COVID-19.

The Board of Directors and Management spent significant effort on the eight stated Board Goals, which included starting new Lakes Management Projects; improving Stormwater Management; improving Financial Internal Controls and Risk Management; improving Golf Amenity; Approving an ECC Appeal and Violation Charges Referendum; increasing Voter Participation; registering Short Term Rental Properties; and preventing Amenity Use by Uninvited Guests.

The Board adopted the Five-Year Capital Plan, and a Golf Business Plan.

The Board amended the Bylaws to allow Subcommittees and Virtual Board and Committee meetings. It updated Regulations on watercraft liability insurance, wake surfing restrictions, no trespassing signs, long term and overnight parking restrictions on common areas, night time lake speed limit, ski flags, tenant check out and fee refund, and suspensions for bad conduct on common areas.

When we look back on the year, we will remember COVID-19 for sure, with the emphasis on preventive measures such as washing hands, social distancing and wearing masks. We got together on Zoom instead of physically going to meetings, which meant there were a few family pets and children participating as well! We will also remember completing the Flat Run Forebay Project on the Main Lake, Spotswood Playground, Hollyfield Lions Pavilion, and Canoe/Kayak Racks at locations on both lakes.

There were significant personnel changes. Mike Harvey was hired in August as Golf Pro replacing Chris Brode. Ryan Richardson was promoted to Director of Food and Beverage over both Clubhouse

and Fareways Café when Assistant General Manager Chester Guzek departed. We are currently searching for a new Director of Facilities to replace Jessie Graves and a Grounds Foreman to replace Michael Margrave.

Communications Manager Carolyn Brodeur worked alongside other departments (Finance and Environmental Resources) to develop new tools, such as the LOWA Beach Status web page and the early boater registration email notification. She also developed the interactive LOWA Amenity Map webpage and the employee macro calendar to help deconflict event scheduling.

Carolyn also worked with the Communications Committee to plan the LOWA Committee Fair (postponed).

The LOWA Communications team continues to produce the bi-weekly Lake Currents newsletter (with special pieces, such as the Zoom Background Photo Contest and the Valentine’s Day couples piece); and the LOWA Low Down with new features such as the LOWA Low Down Mysteries: Solved.

We continue to strive to increase member use of digital services which can help offset some costs associated with paper and in-person / telephone services. As a result of the pandemic, LOWA has seen a major uptick in the use of the website.

Communications Statistics • Key Statistics (July 31, 2019 – July 30, 2020) o Clubhouse Online Emails: Total of 5,180 (+327 subscribers, 6.7% from 2019) o Facebook: Total of 3,508 Likes, (+314 subscribers, 9.83% from 2019) o Facebook Video: 23,638 Minutes Viewed (-29,489 minutes, 55.51% from 2019) o YouTube: 22,440 Minutes Viewed (-36,280 minutes, 59% from 2019) o Website Users: 76,613 Users /Year (+13,690 subscribers, 21.76% from 2019)  Pre-Pandemic Average (thru 3/15): 4,939 users per month  Pandemic Average: 10,358 users per month The primary challenge is to continue to identify potential advertisers and to identify other means of communications revenue to help cover the cost increases of other services such as music licenses and text alerts.

Information Systems and networking support are now outsourced. A considerable amount of time has been spent this year updating infrastructure and network security. Accomplishments include the successful migration and upgrade of all MS Office applications and e-mail, security training for all staff, system wide upgrades to Jonas and TEKControl, and the upgrade to the Internet speed at several locations. Current projects underway include a phone system upgrade, Section 16 camera on Rapidan Road and 9.9 Maintenance Area camera installations, and upgrades to all point of sale devices and merchant services support team.

The ongoing emphasis of the Security Force continued to be on reducing wait times at the front gate and working closely with Orange County Sheriff to deter crime.

Total front gate/back gate count for the year was approximately 2.3 M, down from 2.5M last year. We received 1.8 M vehicles through the front gate, of which over 600,000 were visitor entries. The Back Gate vehicle count was 500,000. I encourage members to use the TEKControl phone app rather than call Security to manage their guests. We also moved the issuance and support of barcodes to Member Services, and now issue Parking Passes to Member Guest Pass users to display on their dashboard at all times. These two items should continue to reduce the amount of time for vehicles to get through the front gate.

Chief Scott Walker continues to emphasize good customer service at the front gate, on the roads, and on the lakes. This year Lake Patrol stepped up its enforcement of the Lakes Regulations and safety checks on the Main Lake.

Allied Universal is in its eighth year with LOWA, after winning a competitive bid for another three-year contract.

Challenges ahead include continuing to encourage member use of TEKControl, completing the Surveillance Camera Project for Section 16 on Rapidan Road, continuing to building strong relationships with Orange County Sheriff and other law enforcement partners, continuing a customerservice focused program, and managing COVID-19 protocols moving forward in our changing environment.

Other key statistics: • Number of households with active TEKControl accounts: 2,099 • Number of Active Barcodes: 16,925 Our Finance Department, led by Charlie Maneval, again had a busy year at the Holcomb Building with heavy property transfer activity bringing many new members to the community. In the past 12 months, 406 properties have changed hands compared to 356 last year, up 50 properties. The Finance team supported the Board’s annual update of the Replacement Reserve Study review of our assets; continued collection efforts to hold delinquencies below the 2% rate achieved for the last five years; implemented several new internal control procedures; revamped the vehicle storage tracking and reporting system; assisted in the expanded use of both the electronic notice regarding member accounts and electronic voting using Vote-Now.com; and continued to manage through the impacts of the COVID-19 pandemic. Electronic voting levels have increased with 1,520 Members registered to vote electronically, compared to 1,413 last year. Challenges include keeping the assessment delinquency rates below 2%, managing the budget during COVID-19, internal control procedures, continuous improvement, training, lack of automation, Member Services application limitations, and merchant services service and support.

Boat registrations are up to 2,703 boats this year compared to 2,620 last year. There are 1,680 powered watercraft compared to 1,646. There are 1,023 non powered watercraft compared to 974.

Lake Currents September 11, 2020

Our Maintenance Department takes great pride in maintaining roads, parks, buildings, and lakes. The Buildings Department’s water line troubleshooting repairs helped reduce operating costs at the Clubhouse, Stables and Community Center. The department also built new canoe/kayak racks to accommodate a growing interest in water sports, and installed LED lights in maintenance buildings. The Grounds Department continued to maintain the over 200 acres of LOWA common area. The Roads Department renovated the RV/Boat Storage area. The department, through a contractor, completed a resurfacing on Lakeview Parkway from RV/Boat Storage to 736 Lakeview Parkway and Sweetbriar Walking trail by the end of last September.

Health of the Lakes remains our overarching concern and Environmental Resources Manager Bobby Jones, along with Stormwater Inspector Nicholas Blankenship, are leading a concentrated effort to combat nitrogen and phosphorous levels that are three times the EPA standard in Keaton’s Lake and 2.5 times the EPA standard in the Main Lake. Keaton’s Lake water clarity has continued to improve, but we have much more work to do.

As part of our Lakes Management Improvement Program for the Main Lake, LOWA has completed the construction of the Flat Run Forebay. This Best Management Practice structural project as-built survey shows it has the potential to catch and contain over 372 tons of sediment per year at the Flat Run entrance to the Main Lake near the Back Gate. Here, the sediment can periodically (estimated at once every 1.4 years) be removed before it is carried by lake currents and deposited throughout the Main Lake. This

can improve water clarity and water quality for the Main Lake. Maintenance oversaw 4,378 feet of roadside ditch reconstruction in 2019, and continues to reconstruct roadside ditches in-house weekly, for a total of over 13 miles of reconstructed ditches. Eight years into the program, we have completed 58% of the 23 miles of roadside ditches. One mile of reconstructed roadside ditch removes 54 tons of sediment a year from entering the Lakes.

As for Keaton’s Lake, the 14th Pond Retrofit with Forebay Project is complete. The pond had been filled in with years of stormwater sediment, to a shallow depth of 1-2 feet. The pond was excavated to approximately a 6-foot depth, and a forebay was built upstream of the pond, to catch and contain sediments, prior to entering the pond, and Keaton’s Lake. This BMP structural project can catch and contain 4,346 pounds of sediment, 38.6 pounds of Total Nitrogen, and 5.2 pounds of Total Phosphorous per year.

Environmental Resources conducted Bacteriological and Algae monitoring on our Lakes and Front Entrance Pond throughout the swimming season. We have not had any swimming/water activities closures this season; we have been below recommended thresholds for safe swimming and water activities.

The challenge on the horizon is Stormwater Management, including manpower, funds, and coordination to get the grass to grow after stabilizing the reconstructed ditch lines throughout LOWA. LOWA’s Roads Crew will continue to reconstruct sediment-filled ditches throughout the year, along with its seasonal daily duties.

FY2019 contained $140,000 for outside contractor work in our Stormwater Management Program. These funds were allotted to stormwater management. The Patrick Henry Court to Small Marina Drainage Improvement Project is the first pilot project in the stormwater management program. The allocated funds for the Project were used to hire A. Morton Thomas and Associates, Inc to design the project. All five Phase 1 easements have been obtained, and AMT can proceed to 90% design level.

LOWA also purchased two undeveloped properties on Yorktown Boulevard for stormwater retention.

At the Community Center, Manager Tracie Hayes and her team were able to host many events through March. Community Youth Activities also hosted three events, including S’mores Night, Family BINGO, and the Family Date Night. In September, with the help of the Pools Committee, Sweetbriar Pool ended the season with the Sixth Annual Soggy Doggie Swim. This is an event that is enjoyed by more than just the dogs! The second Small Business Day was held in the Sweetbriar Lions Pavilion in September as well. This was a great opportunity for members to see the local talents of their neighbors.

October’s Treats on the Point turned into Treats in the Community Center and despite the nasty weather forecast, over 1,000 people came through the Community Center!

Last December, we hosted the Ninth Annual Christkindlmarkt in the Community Center. This is one of the most anticipated events of the year.

The first day of registration, vendors are lined up at the door waiting to reserve their space. Over 500 shoppers attended.

In March, COVID-19 caused the Community Center to close its doors to the members. Member use dropped to 22,135 compared to last year’s 54,072. By April, we all had become accustomed to the virtual world. The Marion Pronk Hall became the ZOOM Room. It was no longer filled with pickleball players paddling little yellow plastic balls, or kids playing basketball with their friends. The Marion Pronk Hall would usually be packed during the LOW Players performances; instead, the curtains remained closed. The shows just could not go on.

The Fitness Center and Pools were also greatly affected and had to delay opening until June. Once opened, members had to choose an available time slot to make reservations. The Fitness Center has 422 memberships compared to the 998 we ended with last year. Pools brought out 11,658 people this summer compared to 20,000 last year, with almost 1,108 individual lots represented. Meanwhile, Pickleball/Tennis memberships were 140 this year compared to 231 last year.

Political Signs At its Sept. 3 meeting, the ECC voted to uphold the covenants and regulations regarding political signs. Any political sign posted on any residential lot prior to Sept. 22 will be in violation.

Members are requested to voluntarily remove any posted signs now and refrain from posting any new signs until Sept. 22. All signs, once posted, must adhere to the regulation “Only one political sign per issue or candidate, no larger than 4 square feet may be displayed on any residential lot. Political signs may be displayed no earlier than six weeks prior to an election and must be removed the day after the election.

Members establish and promote ideas, actions and programs that provide positive recreational and growth experiences for the youth, families, and adults in our community.

During this time of social distancing, the usual activities that CYAC organizes cannot be held, but we want everyone in our LOW community to continue to have fun and feel involved. So until we can get together again for Bingo, Family Date Night, March Madness, or S’Mores Night, if you have some “out of the box” ideas and some spare time to volunteer, please consider joining the Community and Youth Activities Committee. We are rapidly approaching our Special Meeting of the Membership on Oct. 27. I am hopeful we will have reached our goal of 2,600 total ballots by that date. If we don’t have the 2,600 ballots in total, the new Board could vote to extend the referendum window. For those who want the referendum to fail by voting “no,” thinking not voting will kill the initiative, you may undoubtedly NOT like the unintended consequences of higher HOA assessments as failure to pass the referendum will result in higher legal fees for enforcement.

To be clear, we must and will continue to enforce our covenants. If the referendum passes, we can go back to levying charges to violators of $10 per day for up to 90 days. In the past, it was extremely rare for anyone to pay the charges as they simply corrected the violations.

However, without the “teeth” of the potential charges, our letters for compliance are often ignored. Perhaps you have seen examples of some of the long-term violations such as overgrown lawns, untagged vehicles, etc. If the referendum fails, the Association will have to get the violations corrected utilizing the legal system, which costs each and every Member.

The onus for correcting a lot owner’s violations should by right and obligation be placed on the violator, not all Members. The first demand letter from the attorney costs the Association $200.

If that does not get the violations corrected, we must initiate a lawsuit that costs our Members between $2,000 to $6,000, depending on the length of preparation and trial time. Our budget line for legal expenses will continue to greatly increase.

Each year the LOWA Planning Committee hosts a Town Hall meeting to familiarize the membership with updates to the Five-Year Capital Plan.

The presentation identifies and discusses (1) major lake management improvement projects valued over $100,000, (2) all replacement reserve projects valued over $100,000, and (3) all new proposed capital projects The Planning Committee itself does not propose these projects. Rather it researches, reviews, and evaluates proposed capital and major replacement projects from management, LOWA committees and individual members, and then makes recommendations to the Board on their disposition as the Capital Plan is refined during the annual budget process.

This year’s Planning Committee Town Hall on the proposed 2021-2025 Capital Plan will be held at 7 PM, Wednesday, Sept. 23, at the Community Center, and on Zoom. In-person attendance will be limited to a maximum of 20 members to enforce social distancing. Masks will be required. This is YOUR chance to voice your opinion on what is being proposed. The Elections Committee has four vacancies and would welcome new members! The work of the Committee primarily takes place between March and September. Committee members review ballots for election of members to the Board of Directors and ballots for voting on a referendum. The Committee conducts a LOWA forum so members can ask written questions of Board candidates. Committee members also conduct the member checkin at the Annual Meeting of the Membership. Electronic voting has made the work of the Committee easier and tabulation can now be completed quickly, but paper ballots are still used by a significant number of LOWA members. Bowling League Seeking New Members

If we are lucky, history will not repeat itself. We hope to be back to our normal activities next summer, but we were fortunate here at Lake of the Woods. We had the lake… the beaches…and the pools.

While attendance was lower than previous summers, the Pools Committee thanks all swimmers for their patience as schedules and rules were modified to meet ever-changing state regulations, and for adhering to the guidelines for social distancing and cleanliness while visiting the pools.

We thank our serious swimmers…. the less serious, more fun, and adventurous swimmers – experienced and new! and our water fitness fanatics.

At the Clubhouse Pool, we were able to conduct water fitness classes, and the classes were filled. COVID challenges of no shared equipment were met by attendees purchasing their own equipment or ‘checking out’ group equipment and carrying back and forth between classes. Social distancing was maintained with the use of lane lines and distancing.

Movie Nights, the Wine and Cheese Party, and Soggy Doggie Swim had to be cancelled for this season. To our four-legged friends, don’t despair.

Soggy Doggie Swim plans to be back next year, bigger and better than ever with more participants, easier registrations, and lots and lots of balls.

The league bowls on Thursdays at 1 PM at the AMF Fredericksburg Lanes on Kilarney Road, near the Harrison Crossing area, beginning on Oct. 1, continuing for 24 weeks, generally ending in late March. The league’s members include LOW residents and friends, and it has beginner to experienced bowlers with low to higher averages. We are a league that enjoys bowling for its fun, light exercise, and camaraderie. The AMF facility is operating under Phase 3 protocols of the pandemic reopening process, thus, social distancing while bowling and mask wearing except when bowling, eating, or drinking are required. LOW Garden Club: The Sounds of September

On behalf of the Lake of the Woods Lioness Lions, we would like to thank our Lioness for again supporting this project, the LOW Lions, and LOW AARP Chapter 5239 for helping with the purchase of PPE Masks, hand sanitizer, disinfectant wipes plus many other items requested by the schools. This year we concentrated on the basic school supplies, no backpacks or frills. We wanted to make sure that the children had what they needed to make this a very successful year. We would also like to thank the following LOW community members for supporting our School Supply Drive with very generous donations that allowed us to help the Orange County, Locust Grove Primary and Locust Grove Elementary Schools with many items that will be needed in both the classroom and at home, Karen Kovarik, Larry and Karla Pringle, Jane Haltmaier and John Yurechko, Don and Frances Allen, Donald Wright, Warren and Barbara Lee, Joann Strawhun. Jim Bois, Richard and Linda Ticomb, and Virginia Wright.

We also received a very generous gift from Dave and Barbara Francis that allowed the Lioness to purchase special items to help the younger children with stressful situations that might arise during this very difficult school term.

We were also able to provide funds to the Orange County Nutrition Department to help offset Cafeteria Balances for the Locust Grove Primary and Locust Grove Elementary schools. We wanted to make sure that every child receives a healthy meal.

Again, thanks to the Lake of the Woods community members, the Lions and AARP Chapter 5239 clubs and members of the LOW Lioness for supporting the Lake of the Woods Lioness 2020 Annual School Supply Drive. Our Community Rocks! This shows that if we work together, we can do anything.

Our Lioness motto is: We Serve!

Sept. 14 breaks the meeting drought. After six months, the Garden Club meets at the Sweetbriar Pavilion at 10 AM. This is a change from our usual starting time and is to accommodate warm weather. The first hour will be spent getting reacquainted and planning for our plant sale and Christmas decorating days. Members will enjoy meeting Barbara Fakoury, the Butterfly Lady, whose subject is the Monarch Butterfly, from eggs to caterpillar to liftoff. Remember, bring your own beverages and a snack if desired and do wear masks and name tags to help us see who is behind the mask. Sorry, members only, as space is limited to accommodate social distancing.

Then on Saturday, Sept. 26, the Garden Club hosts a plant sale at the campgrounds pavilion from 10 AM to 2 PM. We will be selling, at a reasonable price, plants members have successfully grown in their homes or yards. This should be just in time to plant them before the cold weather. Masks and social distancing will be observed, watch for updates in Lake Currents and online. All residents of LOW are welcome.

Additionally, there will be a review of the LOWRC Bylaws and a request for approval as well as approval for the inclusion of the Young Republicans of Orange County, an affiliate of the LOWRC. The YROC will include ages 15 to 40 years of age.

Due to current Virginia legislative activity covering several political issues, there will also be a short training session by the Legislative Action Committee Chairman on Legislative Action Alerts, and a sign-up for participation volunteers.

We are seeking volunteers for poll workers for the Nov. 3 election, and will have a sign-up sheet. We need 48 poll workers to service our four voting locations: The Community Center, the Clubhouse, the Locust Grove Middle School, and the Locust Grove Elementary School. There will be two workers for shifts of two hours each from 6 AM until 8 PM. We have new shelters, tables, chairs and will have literature on the Republican Candidates and a list of their accomplishments and/or goals.

The LOW Woodworkers Third Annual 1”x 3” x 8’ Challenge will be held this year! Modifications to the times and location of the event were necessary due to COVID considerations.

The event will take place on the same day as originally scheduled, Saturday, Sept. 26, from 10 AM until 1 PM, at the Lions Pavilion, Sweetbriar Park (next to the Community Center).

Contestants are asked to drop off their projects at the Pavilion between 9 and 10 AM on the 26th. Judging will start at 11 AM, and awards will be presented at noon. Visitors are welcome. Social distancing and the wearing of masks will be in effect. There is still time to get your projects done!

Our Independence Day Celebration was postponed to Sept. 5 for a Celebration of Patriotism but, for the safety of our members and of our employees, the decision was made to cancel it. But the summer was not completely lost; special thanks to the Turner family for organizing and hosting several family movie nights, Challenges for the upcoming year will be readjusting to all the changes that were made due to COVID-19.

Our Golf maintenance contractor, IGM, has been with us since 2005 and Superintendent Mike Kuhn and his crew are keeping the Golf Course in excellent condition. This year we removed trees and made improvements to the fairways and the bunkers to improve playability. Our new Golf Operations Manager Mike Harvey and his team report golf rounds at 18,079 in FY20192020, up from the FY2018-2019 total of 17,518. Annual memberships are at 145, up from last year’s 133, and showing consistent memberships year over year. Immediate challenges are to continue to grow membership and increase afternoon rounds played. The IGM contract is up for renewal and the new Board will be asked to determine if we should renew the contract or bring golf maintenance in house.

Fareways Café revenues of $432,753 (Budget $431,940) was $19K less than prior year, but would have been higher except for the COVID-19 closure.

The number of CHITS (orders processed) remained consistent at 34K from prior year. Fareways top-line sales would have exceeded prior year sales if not for the COVID-19 shut down. Open mic night, Schutzenfest, Karaoke, trivia night and football evenings during the season were very popular, along with the SOLD-OUT performance by the Acoustic Onion. Fareways Café, led by Carletta Johnson and Sandy Stanley, is poised to continue to service our membership through new and upgraded menu options and live entertainment, working closely with Food and Beverage Director Ryan Richardson and Golf Pro Mike Harvey to attract tournaments and banquets.

Ryan Richardson and the Clubhouse staff has hosted a variety of events in the past year including wine tasting, club events, weddings, Clubhouse Luau, The Silver Tones and Dinner with Santa to name a few.

Staff hosted 48 special events this past year, including 12 weddings; 11 fewer events than last year (due to cancelations during COVID-19 shutdown). We expanded and changed our menu to emphasize monthly and daily specials. Seasonal specials and farm-to-table offerings have been well received. Favorites include, prime rib, sautéed halibut with lobster butter, crab stuffed rainbow trout, and cedar plank salmon. Top-line revenue was just under $1.12 million, eclipsing the $1 million in sales mark for the eighth straight year. This was a $80K decrease from prior year, because the Clubhouse was closed for 2 weeks and had a to-go/delivery only for six weeks following COVID-19 closure. We expect lower sales in the restaurant and catering business with scheduled events cancelled or postponed, and lower sales in restaurant dining. We expect to see a decrease in topline sales as staff served fewer guests this year than last year. Many of the cancelled events have been rescheduled for the upcoming year. The Clubhouse is poised to continue to service our membership through the COVID-19 pandemic and forward; we are in the process of booking events for the spring and summer of 2021 to offset lower than expected sales in 2020.

There are four LOWA owned horses (Patton, Prescott, Ivy, Over the Moon (aka Juliette), three boarded horses (Gunner, Snip, JoeJoe) two leased ponies (Fancy and Elvis {who left the barn after being here just for the summer).

This summer, the Equestrian Center offered seven weeks of Pony Camp. Pony Camp usually operates with 12 campers per session, but due to COVID-19 restrictions, we operated safely with eight campers in each session. All the camp sessions were filled. Many LOW families opted out of Pony Camp, and instead enrolled their children in private lessons to limit group contact. Staff operated Camp as safely as possible, cleaning all shared equipment between riders, and having all staff and participants wearing masks and using hand sanitizer multiple times per day. In September 2019, the Lower Barn received a new concrete apron and aisle way on the washstall side. In Winter 2020, the Equestrian Center office was renovated to include new floors, a fresh paint job with new moldings and installation of a tech cabinet. New bleachers were installed around the show ring and the

Judge’s Stand was refurbished as well. Unfortunately, the Equestrian Center had to cancel the May, June, and September horseshows, but we are looking forward to the October horseshow. In November 2018, the Equestrian Center began offering walk-in hours to the community on weekends. At this time, the Equestrian Center is not able to accommodate walk-ins, but we will happily set an appointment for trail rides, pony rides or lessons.

The Office of Voter Registration and Elections is committed to helping all eligible registered voters maintain the ability to cast a ballot in the upcoming Nov. 3 General Election.

For your safety and to minimize risk of exposure to COVID-19, you can request a ballot and vote by mail.

Voter Registration Deadline to register to vote, or update an existing registration is Tuesday, Oct. 13. You may do this online at https://www.elections.virginia.gov/citizen-portal/, or you can request an application be mailed to you, or stop by our office.

Early Voting Virginia no longer requires a reason to vote absentee. Starting on Sept. 18, you can cast your ballot in person by visiting our office. Recently Orange County entered the final phase of obstruction removal at the county airport. The removal process began in 2008 and involves removing telephone poles and lines, a building, trees, and treetops. The removals are accomplished to allow safe glide slopes to the airport runways. Originally, a 20:1 approach was considered for visual approaches, but it was later decided to create a 30:1 approach to allow GPS instrument approaches during low visibility conditions. Creating these approaches involved 26 privately owned parcels in the vicinity of the airport. Two of the parcels were purchased, one involving the removal of a house. Other parcels involved acquiring from the owner what is known as an avigation easement. This involves gaining the right to remove treetops that would interfere with the runway approach.

Obtaining these avigation easements involved negotiations with the owners and paying them a negotiated price. Since a significant portion of the easement cost was covered by the FAA, they had to agree to whatever cost was negotiated.

Since the airport is a public facility, the county always had the option of using eminent domain as a means of taking these easements, but that can create very hard feelings, not only with the landowners but with the community at large. Fortunately, negotiations were successful, and the easements have been obtained. Normally, the grants have the FAA covering 90% of the costs, the Virginia Department of Aviation covering 8% and the county picks up the last 2%. However, in this case, the FAA will cover 100% of the costs, and it has provided a grant of $1.225,000 for design and removal of the airport glide path obstructions.

In addition to the above grant, Orange County received a $212,000 grant from the Virginia 9-1-1 Services Board to implement next generation 9-11 service. These funds will be used for new call-handling equipment and services and a text-to-9-1-1 upgrade. Additional grant funding of $46,539 per year for the next two years will cover increased AT&T monthly service fees.

Orange County staff also applied for and received three more funding grants. The Orange County Tourism Department received a $10,000 grant from the Commonwealth’s Virginia Tourism Corporation to promote tourism in Orange County. The Orange County Office on Youth received an $18,450 grant from the Department of Criminal Justice Services for programs to help youth and young adults make better decisions and give crime victims a voice in efforts for accountability from offenders. A $4,000 Assistance to Firefighters Grant was received to provide coronavirus personal protection equipment to Fire & EMS staff and volunteers. I am continually impressed by the efforts of county staff to find and successfully apply for grant opportunities that supplement and augment the services provided to county residents.
