It is my honor to present the Annual Report to the Membership of the Lake of the Woods Association. This annual gathering is to hear the State of the Association, celebrate accomplishments, and discuss future challenges. LOWA is a resilient and enduring Association that will withstand the test of time, just as it has for 51 years.

We are four months into our fiscal year and collections are on target. Reserve Fund Balance is $3.3M, and Reserve Cash plus bank loan funds are adequate to cover this year’s capital spending plan of $6.5 million, which includes the Clubhouse complex project. Operating Cash stands at $2.8 million, adequate to meet our operation and maintenance obligations. Most Departments and Amenities are at or near budget. Assessment delinquencies last year were 1.2 percent, beating the industry standard of 5 percent and reflecting the lowest levels in six years.

EXECUTIVE SESSION Motion by Clawson, passed unanimously, to enter into Executive Session at 12:30 p.m. for the purpose of considering matters involving violations of the Declaration and Regulations for which a member, his family members,

LOWA remains the largest concentration of homes and population in Orange County with 3,832 completed homes on the 4,257 private lots, up 17 homes from last year. We are 23 percent of the county population, exceeding the 2015 estimate of 7,926 full time residents, especially on busy holiday weekends like this one.

Our housing stock is a key indicator of a healthy community, and so it is good news that from May 2017 to April 2018, the Environmental Control Committee approved 37 new home construction projects (up 3 from previous) and approved 163 renovation projects (up 39 from previous). Our Finance Department issued 367 resale packages during the same period for properties changing hands (up 51 from the previous year).

The Board of Directors and Management spent great effort on the nine stated Board Goals which included new Lakes Management Projects, the start of the replacement of Clubhouse Pool/Fitness Center and Beach Bathroom, implementation of electronic voting, implementation of a LOWA Amenity loyalty program, improving income streams, integrating the tennis and pickleball courts, determining timing of major capital projects, opening the new dog park, and creating a plan for more youth programs. The Board adopted the Five Year Capital Plan, amended the LOWA Bylaws and updated Regulations on pool rules, admittance and parking, and incorporated pickleball rules.

When we look back on the year, we will remember ALL THAT RAIN! June 22 was an absolute downpour. In July, according to our Sutron Weather gauges, Keaton’s Dam received 5.59 inches of rain, and Veterans’ Dam received 4.43 inches of rain. The list of Capital Projects of Note is led by the complete replacement of the Clubhouse Deck and Clubhouse Dock.

We also constructed a new Dog Park at Life Estates, converted two outdoor tennis courts to six pickleball courts, and replaced a worn out privacy fence between Section 14 and the Route 3 commercial properties.

As for personnel, there were significant changes. Daniel Smith was promoted to Buildings Foreman, replacing Daryl Hale. We hired Brian Matte as Assistant Clubhouse Manager replacing Stacy Hawkins, and Tracie Hayes was promoted to Community Operations Manager replacing Sylvia Zelinsky.

Communications launched the new LOWA website on September 6, 2017. In April, the communications staff worked redesigned the LOWA Summer Amenities Guide. Communications Manager Carolyn Brodeur worked with the Communications Committee to develop a Communications Plan for CARC, to include the Round-Robin Info Session that 109 members attended. The staff streamlined invoicing and closed FY17-18 with no outstanding advertising balances. In June, LOWA upgraded TV18 broadcast computers, and in August, Comcast upgraded the fiber transmitter. Also in August, we launched the LOWA Low-Down which mixes information and humor. o We switched from Constant Contact to Clubhouse Online and sent at least one e-blast each week. Clubhouse Online has 4,553 subscribers, 2,011 more than Constant Contact. o Facebook has 2,777 Likes, an increase of 402. o Website averages 4,358 users per month, an increase of about 349 users per month. o YouTube has 8,007 total views, an increase of 6,491.

Challenges ahead include preparing TV18 for the eventual transition from cable broadcast to digital stream and identifying more ways to meet the community’s demand for increased communications.

Board Amends the LOWA Bylaws Art. IV. Meeting of Members, Article V. Board of Directors

The Board of Directors approved the amendment to LOWA Bylaws Article IV. Meeting of Members, Article V. Board of Directors at its August 15, 2018 meeting. The amendments are effective immediately.

What has changed: The amendment provides clear, concise and consistent Bylaws on the matter of Member petitions and Member meeting agendas.

The amendment raises the meeting quorum requirement from 1/10th (425.7 votes) to 800 votes entitled to be cast. The Amended Bylaws are as follows.

Article IV. Meeting of Members Section 2. Special Meetings.

A Special Meeting of the Members of the Association may be called at any time by the President, or the Board of Directors, or upon a petition presented to the Secretary of the Association which is complete in accordance with this Section 2, signed and dated by at least eight hundred (800) of all the Voting Members of the Association in good standing who are eligible to vote, one signature per lot. For a petition entry to be valid, the Voting Member must print their name, lot, and section number on the petition, sign the petition, and date their signature, all of which MUST be on the same page on the petition as the specified purpose(s) for which the Special Meeting is to be held. The Board, or its designee, shall determine and verify, in its reasonable discretion, the validity of each voting member’s entry including, but not limited to, whether the Voting Member satisfied the petition criteria above. If deemed valid by the Board, any entry on a petition requesting a Special Meeting shall be valid only during the period between the date of the first signature and a signature one-hundred and eighty (180) calendar days after the date of the first signature. The petition must (1) specify the purpose(s) for which the meeting is being held; and (2) be delivered to the Secretary. No business other than that stated in the petition shall be transacted at such Special Meeting. A Special Meeting shall also be called to close referendum voting on amendments of the Articles of Incorporation and Declarations.

Section 4. Agenda of Meetings.

At least one week prior to each Annual or Special Meeting of the Members of the Association, an agenda listing separately the matters to be discussed or voted upon at such meeting shall be published in a bulletin or other publication which the Association shall mail to its entire membership.

Failure to so publish the agenda shall in no way affect the validity of the action taken at the meeting. The agenda for the Annual Membership Meeting should be, when practicable, as follows: • Call to order • Pledge of Allegiance • Secretary establishes a quorum of the membership • President’s Remarks and Recognitions • The Annual Report by the General Manager • Awards, Certificates and Honors • Comments from Members in attendance • Announcement of Board Annual Meeting, date, time and location • Announcement of next regular Board Meeting • President announces closing of voting for election of Directors and/or other matters before membership

•Announcement of Voting Results, if available (if results are not available, they will be published the next business day)

The agenda for a Special Meeting of the Members of the Association should be, when practicable, as follows:

•Call to Order •Pledge of Allegiance •Secretary establishes a quorum of the membership •Presentation and Discussion of the Purpose of the Special Meeting •Secretary reports on ballots received •President announces closing of voting on matter(s) before membership •Announcement of Voting Results, if available (if results are not available, they will be published the next business day) •Adjournment

Section 7. Quorum.

At any Annual or Special Meeting of the Membership of the Association when the Membership is voting on any question, a quorum shall exist if Members holding 800 the votes entitled to be cast, in accordance with these Bylaws, shall be present in person or by proxy. If, however, such quorum shall not be present or represented by proxy at any meeting where a vote is to be taken, the Members entitled to vote thereat shall have the power to adjourn the meeting from time to time, by majority vote of those present in person and by proxy, without notice, other than announcement at the meeting, until a quorum as aforesaid shall be present or be represented.

Article V. Board of Directors – Selection – Term of Office Section 3. Removal. Any Director may be removed from the Board, with or without cause, at a Special Meeting of the Members of the Association called for that purpose by written petition signed and dated by at least eight hundred (800) Voting Members, in accordance with Article 4, Section 2 of these Bylaws. The number of votes as of the date of the Special Meeting required to remove a Director is a majority of those attending in person and by proxy.

Article X. Committees Section 9. Tenure. When a voting member’s term expires, resigns, or is removed from the committee the Board shall fill the vacancy, considering the Chair’s recommendations. The term begins at date of appointment as a voting member and ends three years after that date. After serving 2 threeyear terms and at the sole discretion of the Board of Directors, a committee member may be reappointed for any additional period as determined by the Board at that time to ensure that a committee has a quorum of members or for any reason in the best interest of the Association. Once a Committee member’s tenure expires, they need wait for a one-year period before rejoining the same Committee.

The Board of Directors approved an amendment to LOWA Regulation V, Use of Property, at its August 4 meeting. The amendment is effective immediately.

What has changed: The amendment provides clear, concise and consistent regulations on the matter of overnight parking. The amendment specifies overnight parking for the purposes of this regulation as between 11 PM to 4 AM or longer, and clarifies the weight class of vehicles. The amended regulation reads as follows.

The Board of Directors approved the amendment to LOWA Regulation XIII, Use of the Pickleball and Tennis Courts, at its August 4 meeting. The amendment is effective immediately.

What has changed: The amendment provides regulations for the Pickleball and Tennis courts. The amendment adds rules and regulations pertaining to Pickleball. The amended regulation reads as follows: XIII. USE OF THE PICKLEBALL AND TENNIS COURTS A. FACILITIES DESCRIPTION AND ACCESS TO COURTS Courts are designated for pickleball and tennis play only.

1. Pickleball facilities consist of six outdoor, lighted facilities at Hollyfield Park and the indoor court at the Community Center in Sweetbriar Park.

Tennis facilities consist of four outdoor, lighted courts at Hollyfield Park: Courts 1 and 2 are hard courts. Courts 3 and 4 are soft courts.

2. Lock combinations will be issued to persons paying annual memberships. Keys will be issued to persons paying annual or daily deposits. Keys or combinations are not to be shared with others. Keys must be picked up and returned to Security at the end of each day.

3. All applicable annual, daily and guest fees must be paid to use the courts.

B. OPERATION 1. Pickleball and tennis courts are available for daily play between the hours of 7:00 a.m. and 11:00 p.m., seven days a week.

2. Before beginning play, each player must record his/her name on the registration sign-in sheets which are posted for each court on or near the entrance gate. Guests must record their own names and add the name of their sponsor in parentheses ().

3. Court lights are switch operated and may be used until 11:00 p.m.

4. Last individuals to leave the courts at night must turn off the lights upon exit.

C. RESERVATIONS 1. Pickleball Courts. a. Pickleball court reservations are made by signing up on the Association’s online reservation program. If an issue arises preventing the use of the on-line reservation program, please contact the Community Operations Manager. b. Pickleball play is primarily doubles play. Singles play is far less common, except in tournaments or when short of players. In either case, singles or doubles, the same court is used with no size adjustments needed.

Time slots are designated for a maximum of eight individuals per court for a total of two and one-half hours of time. If a Pickleball court reservation is not claimed by the start of the reserved time by at least two of the reserving party, the court shall be made available to the next waiting twosome or foursome or one player may be invited to complete the foursome of the reserving party. If the incomplete reserving party leaves their reserved court, they must wait until an empty court becomes available since they have now missed their reserved time slot. c. Block time reservations sponsored by LOWA, for tournaments, USAPA leagues, Pickleball lessons by the LOWA sanctioned Pickleball Instructors, LOWA Pickleball-sponsored socials, and other LOWA special events, such as hosting other community associations for competitive play, shall have priority use of the six Pickleball courts. These events will be annotated on the reservation sign-up program.

by Allie Felder, Chair, Planning Committee The Planning Committee will host its annual Town Hall Meeting on Major Replacement and Requested Capital Projects, 2019-2023 Budget on Tuesday, Sept. 25, at 6:30 PM in the Clubhouse.

The Committee will present Members with a “first look” at all major (over $100K) projects under consideration for the 2019-2023 budget which will take effect in early 2019. This will include all proposed major Lakes Management Improvement projects, major repair and replacement capital projects, and submitted new capital asset requests. This is the beginning of the Planning Committee’s annual review and evaluation of these projects, culminating in recommendations to the Board of Directors.

Members are invited to this Town Hall review of 2019-2023 proposed projects, and are invited to comment on their value to our community. Please come and give us your feedback on these proposed projects.

For purposes of this Regulation, a “truck” is any vehicle used for transporting materials, moving products, or otherwise used for business/ commercial purposes or is *titled/licensed or tagged as a truck. (*Reference: Restrictive Covenants Section 8.A (o)) 2. The vehicles and equipment listed below shall not be parked on any LOW residential lot overnight (defined solely for this rule as 11 PM to 4 AM) or longer, except during and in connection with approved construction projects on that lot: a. Any truck at or more than a one-ton classification, except a truck with a pickup style body. b. Any truck with a flat bed, or dump body. c. Any van with a higher than standard top or with a wider than a cab body except a Sprinter or similar van used for residential purposes. d. Any truck with a utility body or vehicles with commercial markings (writing and or graphics) or with ladders or commercial equipment visible from or on the exterior of the vehicle except those housed in an ECC approved garage or sufficiently screened from view from the street, lake and golf course. 2. Tennis Courts. a. Tennis court reservations are made by signing the posted reservation sheets located on the bulletin board next to Court #4 (nearest the parking lot). Tennis court reservations can be made by signing up on the Association’s on-line reservation program once it is introduced. b. Time is reserved one hour for singles play or one and a half hour for doubles. Longer play may be permitted in one hour increments if a tennis court is available. c. If a tennis court reservation is not claimed by the start of the reserved time by at least two of the reserving party, the tennis court shall be made available to two or more players who are present and ready to play.

Duration of the new play will be as scheduled in the original reservation. d. Block time reservations sponsored by LOWA, for tournaments, USTA leagues, tennis lessons by the LOWA sanctioned tennis professional, monthly LOWA Tennis Club-sponsored socials, and other special events shall have priority use of the tennis courts. Sweetbriar Pool: A Successful Season

by Carol Greeney, Advisor, Pools Committee Although we were down to one pool, although the swim team, water fitness classes and swim lessons had to share the pool, the season was a success. The swim team gave up one hour of its practice time and still came out as the champs of the league. Water Fitness classes were shortened to 45 minutes and still had a record number of participants and our pool supervisor, Tanner Kelson, fit swim lessons in whenever he could.

We had two great social events--the Wine and Cheese Party for our adults and the Teen Pool and Pizza Party where the teens played games, won prizes, ate lots of pizza and had a fun evening.

The Pools Committee wants to thank FLOW for sponsoring the Wine and Cheese event and raising over $600 which was used to support our lifeguards throughout Lifeguard Appreciation Week by providing meals all week long. In addition, it allowed for the Pools Committee to sponsor swim lessons for those who could not afford them. Thank you FLOW for all the good you do!

The final social event of the season will be held on September 22 for our four-legged friends with the Soggy Doggie Swim. Be sure to register on or before September 20.

We all look forward to 2019 when programs will not have to be modified and we have a brand new pool and fitness center!

Glad You Asked: What’s Going on With the Audit?

by Bob Hoh, Treasurer, LOWA Board of Directors As many of you are aware, the reason for the annual financial audit report being delayed is due to some irregularities uncovered during the audit.

On Thursday, August 23, at approximately 1:15 PM, the auditor notified the General Manager of these irregularities. Unfortunately, my previous Lake Currents article had already been submitted and the paper printed earlier in the week.

Since that time, the auditors and LOWA staff have identified a shortfall in LOWA funds. Our Director of Finance is no longer an employee of LOWA. Appropriate legal counsel and law enforcement agencies have been notified and we are cooperating with them. We will not fully know the actual amount of funds missing until a thorough investigation has been completed. At this early point in the investigation, I believe there will not be an impact on the stability of LOWA finances or member assessments.

As this is a personnel matter, and due to the ongoing investigation, we are unable to provide more information at this time. As we receive releasable information, we will pass it on to members via our website, Lake Currents and Facebook.

Thanks for your patience as we work our way through this unfortunate situation.

Lake Currents September 7, 2018

On Friday, August 17, the LGA held the Jefferson League Scramble at Lake of the Woods. We had 52 ladies participate in the event, including ladies from Lake Monticello, Farmington, Birdwood, Spring Creek, Green Hills, Glenmore, Waynesboro, as well as Lake of the Woods. The winning team was Debbie Burke, Judy Osterholt, Kathy Smith, and Patricia Smith with a 37-38 =75. Everyone had great time!

On August 18 and 19, LOWA held the Ladies Club Championship. This tournament was scheduled for 36 holes. The Low Gross winner was Kathy Smith. She shot a 95-94=189. The Low Net winner was Sheran Marks. She shot a 79-71=150. The 9-hole winner was Dorothea Barnes.

For two weeks, we had the Men’s and Senior Men’s Club Championship.

This year, it was Match play. On the first date we were qualifying players for competition. Then they played Match Play. The Men’s Club Champion was Matt Hibbs III. The Senior Men’s Club Champion was Dave Lloyd.

Soggy Doggie Swim Sweetbriar Pool will be hosting LOW’s 4th annual dog swim this year!

Saturday, September 22, 2018 LOW Sweetbriar Pool will be open exclusively for our resident pups! Bring your favorite four-legged pal for a dip in the pool 10am to 12pm.

There is NO registration fee, although we ask for a donation of dog/cat food or a check payable to the Orange County Animal Shelter.

Pre-Registration and proof of vaccinations is REQUIRED. Dogs must be leashed when not in the water and owners must be prepared for clean-up duty.

NO SWIMMING is allowed in the pool with the dogs at any time.

Space is limited so don't hesitate, registration will only be accepted until September 20, 2018

WFOL: Trick or Treat?

by Karen Kovarik, President, Wilderness Friends of the Library Wilderness Friends of the Library honors the American Literary Master of Horror, Edgar Allan Poe. Although Poe was born January 19, 1809, October seems to have become the month for celebrations by Poe enthusiasts. Is it because of the bizarre circumstances surrounding his death on October 7, 1849? Or does the literary heritage of this American master of horror surface with October’s signature holiday, Halloween?

Madeline Salustri, resident of Lake of the Woods and member of the Wilderness Friends of the Library will discuss those possibilities and perform a dramatic reading of what some consider his most famous short story The Tell Tale Heart. The program begins Friday October 12, at 2 PM in the community room of the Wilderness Library. The program is free and open to the public. It is not suitable for young children.

by Dave Meadows and Nola Turner, Coordinators Looking for a new, low-key bridge game? Then you have found it in LOW Winter Bridge. It provides an opportunity to establish new friendships and continue old ones in the comfort of LOW residents’ homes.

Each team plays every other team once over the course of six months, with pairs of teams scheduling when they will play each other and who will host. Hosts generally serve light snacks and drinks. Matches may be played at any mutually convenient time. Each match is composed of five rounds of four hands each, using Chicago scoring. Chicago scoring procedures will be explained in the rules.

The entrance fee is $80 per team. All funds will be applied to the end-ofseason luncheon, tournament and to cash prizes.

Pairs of players may sign up now through Oct. 1. The roster, rules, instructions, and score sheets should be in everyone’s hands by Oct. 6.

Matches may begin as soon as you receive the roster. All competition must be completed by April 13, 2019.

The Winter Bridge luncheon will be held on Thursday, April 18, 2019 at 10 AM. All participants are invited to the luncheon and tournament. The luncheon will be held at General’s Quarter in Locust Grove. Expect to play bridge before and after lunch. At the end of the luncheon, a group meeting will be held where cash prizes for winter and luncheon bridge will be awarded.

Is that your reaction when you are tagged to speak before a group? The fear of public speaking is a phobia shared by many. Madeline Salustri, a resident of Lake of the Woods and a member of Locust Grove AARP 5239, will address that phenomenon as speaker at the organization’s September 17 meeting.

She presents a practical, informative and humorous approach to how to tame those butterflies in your gut when speaking before a group.

Her talk is research based, with real life stories, some famous, about public speaking experiences.

Her talk is also experience-based. Madeline was a teacher, curriculum developer and library administrator before her retirement. In her first retirement, she taught public speaking and enjoyed participation in theater and lecturing. Now in her second and “real” retirement she loves just sharing those experiences.

Both days, the action will occur from 10 AM until 5 PM. As usual, talented LOW residents will exhibit creative works in all media: paintings in oil, acrylic and watercolor, artistic photography, pottery, woodworking as well as original stained glass pieces and jewelry. According to members who attended, the Luau was super. After dress-up and a photo op, everyone had a blast on the Big Wave water slide. It was hot and sunny and the pool only had a brief closure when thunder threatened. Party leaders Karen Woods and Diane Ogranovitch, send thanks to all who helped.

For those new to the community, Childhelp’s Alice C. Tyler Village, in Lignum, is a nonprofit residential facility dedicated to the healing and treatment of children suffering neglect and abuse.

Join us for a community-focused Speaker Series on Sept. 12. Orange County Sheriff’s Office Chief Deputy Major Mike LaCasse will talk about police enforcement and safety-related issues in our community, and explain how the Sheriff’s Office works with LOW Security. Lake of the Woods Neighborhood Watch Coordinator Randy Schwabenbauer will discuss how this citizen’s group operates in the Lake and coordinates with the Sheriff’s department. The Smart 911 program, and the importance of signing up for it, will be highlighted.

The LOWLINC Speaker Series is open to LOWLINC members, volunteers and Lake residents. Please tell your friends and neighbors and invite them to come on Wednesday, Sept. 12, 1:30 to 3 PM at the Community Center.

The LOW Lions Club has announced that it will donate all proceeds from its Saturday Oct. 6 yard sale to benefit Lions humanitarian sight and vision relief programs around the world.

Calling it “World Relief Saturday” the Lions hope that the LOW community will turn out from 9 AM to noon to make a purchase (or a donation) to help visually impaired people around the world.

The LOW Lions Club is part of Lions Clubs International (LCI), the largest volunteer organization in the world, with over 1.4 million members in 4,600 clubs in 200 countries. In 1925, Helen Keller challenged the still-young Lions organization to become “Knights of the Blind” and join her crusade to serve the blind and eliminate preventable blindness. Since then, helping the blind and preserving vision has become the signature effort of LCI. The Lions Clubs International Foundation (LCIF) funds a variety of vision programs that eliminate river blindness, provide guide dogs, conduct blindness research and much more. LCIF also partners with other organizations such as the World Diabetes Foundation, Johnson & Johnson, the Bill & Melinda Gates Foundation, Special Olympics, the World Health Organization and the Carter Center. Here in LOW, volunteers at the Lions’ Tom Walker Eyeglasses Recycling Center (near the compactor site) clean and calibrate over 60,000 donated eyeglasses each year for distribution in foreign countries.

The LOW Lions Saturday yard sale is well known, selling household items and furniture donated by the generous people in LOW. All other yard sale proceeds support the Lions local charitable programs, including the Wilderness Food Pantry, a medical equipment loan program, sight and hearing screening for Orange County school children, provision of eyeglasses to local people who cannot afford them, support to LOW Volunteer Fire & Rescue and student scholarships and teacher grants.

LOW Garden Club members bid a sad farewell to President Carolyn Graham at a Memorial Service on Saturday, Aug. 25. She will be greatly missed. Carolyn lived her theme, “the Added Touch,” encouraging each member to participate, supporting their endeavors, and promoting new ideas and projects for the Garden Club.

Because the Garden Club was so important to her, we know she would want us to celebrate, not mourn. With that in mind, it is time to turn our thoughts to the annual picnic at Sweetbriar at 4:30 PM on Monday, Sept. 10.

It is potluck, with the club providing the entree and beverages (but bring your own wine or beer). We will be honoring new members. Spouses and special friends are welcome.

So, what is malware and why should you care? Join us to find out.

Our main course will be fried chicken, and we are asking everyone to bring a side dish, dessert, or bread to be enjoyed by all. Sept. 8, Locust Grove AARP 5239 is hosting a Food Drive from 9 AM until 1 PM. Members will be at the front gate of Lake of the Woods collecting donations for the local Food Pantry.

Our Food Pantry serves 500 residents of the Orange County community each month. Non-perishable food items are needed. Donations of cash or checks will also be gratefully accepted. Sept. 29, The LOW Lions Golf Tournament will be on Saturday,

The challenge ahead is consolidating multiple software platforms for our access control, into one unified system that will also include the new License Plate Recognition system at the front and back gates.

The emphasis of the Security Force continued to be on reducing wait times at the front gate and working closely with Orange County Sheriff to deter crime. We hosted our second National Night Out event in August with a large turnout of members. Total front gate/back gate count for the year was 2.49 million, an increase of 44,000 vehicles through the back gate. We received 1.9 million vehicles through the front gate, same as last two years.

I encourage members to use the dwellingLive phone app rather than call Security to manage their guests. Chief Scott Walker continues to emphasize good customer service and high visibility on the roads and on the lake. Allied Universal is in its sixth year with LOWA, and challenges include identifying unregistered tenants, assisting Orange County Sheriff on criminal matters, improving boating safety, and accommodating private lot construction. In this steady economy, construction-related vehicle entry and road use was heavy this summer.

Our Finance Department had a busy year with heavy property transfer activity bringing many new members to the community. In the past 12 months, 356 properties have changed hands. The Finance team supported the Board’s annual update of the Replacement Reserve Study, continued the collection effort to hold delinquencies at the 2 percent rate achieved for the last four years, and assisted in the expanded use of both the electronic notice regarding member accounts and electronic voting using Vote-now. com. Challenges are to keep assessment delinquency rates below 2 percent, absorb the ongoing loss of tenant fees given the trend of a decline in tenant properties, improve internal controls, and manage the budget.

Our Maintenance Department, led by Facilities Director Jessica Graves, takes great pride in maintaining the dams and lakes as well as the roads, parks and buildings. Veterans’ Dam and Keaton’s Dam received annual inspection by a licensed engineer. Both dams are in excellent condition. The Buildings Division’s plumbing repairs helped reduce operating costs at the Clubhouse, Stables and Community Center. The Grounds Division has revamped the landscaping efforts to include colorful flowers across the Association. Roads Division has completed resurfacing of Lakeview Parkway near Clubhouse and Shoosmith Road, along with three mail station parking lots. Health of the Lakes remains our overarching great concern and Environmental Resources Manager Bobby Jones along with Erosion and Sediment Inspector Michael Barnett are leading a concentrated effort to combat nitrogen and phosphorous levels that are 3 times the EPA standard in Keaton’s Lake and 2.5 times the EPA standard in the Main Lake.

Keaton’s Lake water clarity has continued to improve, but we have much more work to do.

As part of our Lakes Management Improvement Program for the Main Lake, LOWA is working on the design, permitting, and construction of Flat Run Forebay, which is currently in conceptual design phase. This project has the potential to catch and contain over 303 tons of sediment per year at the Flat Run entrance to the Main Lake near the Back Gate. Here, the sediment can periodically (estimated at once every 1.4 years) be removed before it enters the Main Lake. This can improve water clarity and water quality for the Main Lake. Maintenance oversaw two more miles of roadside ditch reconstruction in 2017, and continues to reconstruct roadside ditches in-house weekly, for a total of nearly 11 miles of reconstructed ditches. Six years into the Program, we have completed 49 percent of the 23 miles of roadside ditches. One mile of reconstructed roadside ditch removes 54 tons of sediment a year from entering the Lakes.

The challenge on the horizon is resources (man power, funds, and management coordination) to repair damages done to our roadside ditches during the many storm events which occurred from May through July.

FY2018 contains $70,000 for outside contractor work in our roadside ditch reconstruction program. These funds are allotted to reconstruct one mile of roadside ditches, as recommended in our Lakes Management Plan. LOWA’s Roads Crew will also reconstruct sediment filled ditches throughout the year, along with its seasonal daily duties. Additional resources will be needed to repair the damages caused by the culmination of storms Lake of the Woods encountered, and still be able to keep up with daily operation tasks.

At the Community Center, Manager Tracie Hayes and her team hosted several special events. Community Center use increased to 38,672, up almost two thousand from last year, mostly attributed to absorbing the loss of meeting spaces in the Lower Level Clubhouse and Fareways Trophy Room.

Tennis Courts 1 & 2 at Hollyfield Park were converted to pickleball courts.

Now the 142 plus pickleball members are able to enjoy six new outdoor courts! The Summer Concert series brought out hundreds to four concerts, thanks to sponsors picking up the tab for the musicians. Sweetbriar Pool had 19,323 people using the pool this year. This is down from 22,351 from last year, possibly due to the many rainy summer days. Our Junior Tennis Clinic hosted a total of 22 participants. Fitness Center was temporarily relocated to the Lower Level Clubhouse, and has 563 families. With the help of the Community and Youth Activities Committee, we hosted seven events including one movie night, two Bingo Nights and an End of School Cookout.

GM Report from p. 15 Join us for the Arts Show and Wine Event in September, our Annual Treats on the Clubhouse Point at Halloween, and the Christkindlemarkt in December. Challenges for the upcoming year include continuing to accommodate groups and organizations at the Community Center during the construction of the new pool and fitness center.

Our Golf maintenance contractor IGM has been with us since 2005 and Superintendent Mike Kuhn and his crew are keeping the Golf Course in excellent condition. Golf Operations Manager Rea Hargraves and his team report golf rounds at 19,144, up from last year and back in line with our 2016-2017 total rounds played. Annual memberships are at 133, up slightly from last year’s 131, and showing consistent memberships year over year.

Immediate challenges are to continue to grow membership and increase afternoon rounds played through the Virginia State Golf Association and GolfNow. We continue to promote play through physical improvements including tree removal and trimming. Golf is proud of hosting four junior golf camps with 30 participants, and of hosting a PGA Junior Golf League with 14 children. Golf hosted several tournaments including the Schutzenfest which brought in 92 golfers, 2,000 plus participants, and the Low-n-Brows oompah band! The 8th Annual Schutzenfest is Oct. 20.

Fareways café revenues of $430,184 exceeded budgeted revenue goals.

Fareways chits increased from 34,412 in 2016 to 35,191 in 2017. Fareways has a variety of entertainment for your enjoyment: Karaoke, Tuesday Open Mic Nights, Wednesday acoustic guitar and singing, and Monday Night Football. Carletta Johnson, Douglas Semerling, and the rest of the Fareways staff look forward to serving you! A challenge for Fareways in the upcoming year is controlling expenses to achieve the goal of zero subsidy.

Ryan Richardson and the Clubhouse staff has hosted a variety of events in the past year including wine tasting, Club events, weddings and bridal shows to name a few. Staff hosted 45 special events this past year more than double the prior year! We have expanded our menu to offer monthly and daily specials along with seasonal menus and farm to table offerings.

Top line revenue was just under $1.1 million, eclipsing the $1 million in sales mark for the sixth straight year, with scheduled events and a busy year in banquets and restaurant dining. Staff served 2,649 more guests this year than last year. Clubhouse is poised continue the upward sales momentum thanks to our loyal membership! The handheld order system is in place and has decreased ticket time by 8-10 minutes per order helping us to serve you in a more timely and effective manner.

In May, the newly expanded Clubhouse Deck and Fire Pits opened; we now have seating for 145 members at dining tables, an additional 45 from years past, and 45 seats in the fire pit area. Challenges for the Clubhouse include continuing to provide great service to the membership along with increasing the number of events we host.

Bridget Hutchens along with Assistant Manager Melissa Zukowski and the Equestrian Center staff care for 11 equines, that is, five LOWA horses, four boarded equines, and two leased horses. The Covered Ring Project was completed in October, and has been a helpful addition. It has prevented many lessons and pony rides from being cancelled, due to either sun exposure/heat or rain. Equestrian Center hosted 48 children in summer pony camps, with 10-20 students taking riding lessons on a regular basis.

Two horses and riders participated in the LOW Independence Day Parade this year with all of Session 4’s Pony Camp campers marching along. Siding of the Lower Barn was completed before Thanksgiving. Now that both of the barns have matching siding, and the Covered Ring is complete, the Equestrian Center aesthetics have markedly improved.

We host four Hunter Horse Shows a season, with the final shows coming up on Sept. 9, and Oct. 14. LOWA is currently in First Place in the race for High Point Trainer, High Point Rider, and our horse Patton is the first in line

to receive High Point Horse. Upcoming challenges are updating the main electrical lines for the entire facility and developing after school programs and camps to really utilize the Covered Ring to its full potential.

In April, Stage Alive! Community Concert Association awarded Colette Marie Ciskanik of Orange County High School their $1,000 music scholarship. Colette will use this scholarship to help in her freshman studies in music at James Madison University.

Stage Alive! encouraged her to apply for the $2,000 Horace Davenport Memorial Scholarship, sponsored by Live On Stage, and we endorsed her application. At the Live On Stage annual national conference held in Nashville, August 2-4, it was announced that Colette had been selected to receive this prestigious scholarship from among many aspiring musical students in a nationwide competition.

Colette lives in Lake of the Woods and has been a very active musician for the last several years. Her musical talents are not limited to performing brilliantly on the piano, but also include composition – she composed the music for the Orange County High School song, The Orange and Blue, including a piano accompaniment arrangement. Her goal upon graduation is to embark on a career as a composer, particularly in the field of films.

Stage Alive! Community Concert Association draws its subscribers from the counties of Culpeper, Fauquier, Louisa, Madison, Orange, Rappahannock and Spotsylvania. Seniors in the public and private high schools in the seven counties who intend to study music at university or college with a view to pursuing a career in music are invited to apply for the Stage Alive! scholarship; music teachers should encourage suitably qualified students to consider this opportunity.

The Lake of the Woods Church‘s new season of monthly concerts begins with the Farm Hands gospel and bluegrass group. The concert will be held Saturday, Sept. 29, at 7 PM. With over 50 national awards and nominations, the Farm Hands are one of the most exciting and in-demand bluegrass bands in America. Touring with over 150 dates each year, this talented foursome features veterans of the world famous Grand Old Opry, Grammy award winners, hit songwriters, and celebrity instrumentalists.

The Farm Hands, consisting of Tim Graves, Don Hill, Keith Tew, and Daryl Mosley, have been awarded the album of the year, gospel group of the year, song of the year, songwriter of the year, and dobro player of the year. Tim is a member of the Bluegrass Hall of Fame and selected as the dobro player of the year; Daryl has been awarded song writer of the year twice, and nominated as vocalist of the year five times; Don is the state banjo champion of Kentucky, Tennessee, and Alabama; and Keith is a Grammy-nominated singer and songwriter and three time awardee for guitar player of the year.

There will be a Cookie Concerto reception with a chance to meet with the Farm Hands following the performance. The concert is free and any voluntary donations will support LOW Church Worship Arts Program. Please call The LOW Church at 540-972-9060 for questions and directions.

The LOW Veterans Club encourages all military retirees and family members to attend the Annual Retiree Appreciation Day on Friday, September 21, at Fort Belvoir. Non-retiree veterans of all services are welcome to attend, but must be sponsored by active or retired military personnel.

The morning session from 8 AM to 1 PM at Spector Field House will consist of a Health Fair, including flu shots and blood pressure checks for retiree attendees. The afternoon session, from 1 to 3 PM, will consist of briefings on the Delta Dental plan and its new replacement plan. Answers to questions will be provided during both sessions.

Retired Army Master Sergeant Carol D. Barker will be the featured guest speaker at the September 27 LOW Veterans Club meeting. The meeting will start at 7 PM in the Game Room of the Community Center.

The 21-year veteran of the Army National Guard, Air Force Reserves, and North Carolina Air National Guard will discuss her career as an Aeromedical Technician. This career included deployments to Iraq in 2005 and to Afghanistan in 2011-12.

Barker was assigned as First Sergeant to 127 personnel. She assisted wounded warriors from point of injury until their return to the United States.

All veterans and guests are encouraged to attend this and future meetings. The LOW Veterans Club is always seeking new members. We are a local social and informational veterans club, not affiliated with any other national veterans group.

Protecting Yourself from Scammers Every day new scams are devised and a crook will target the ones that are most easily victimized. Seniors and the younger generation are most commonly targeted, but as scammers discover new ways to steal, they are becoming very clever in targeting all ages and will use the easiest schemes to deceive you, including leaving out one word to make the offer sound legitimate, or spotting something that needs repaired and offering to fix it at a very reasonable cost.

Here are some of the most popular scams. Remember, these are professional criminals ready to steal your money and/or your identity.

• Medicare will not call you about your new card and ask you for your social security number.

• Never tell a person a name if someone calls you saying they are your favorite grandchild. They are not in the Caribbean; or they may tell you they have a large repair or rent is due and they need money wired.

• If a phone number pops up on your computer to call immediately, DO NOT CALL. They will steal your information.

• The power company will not threaten to shut off your power when you have paid your bill.

• The vacation club is not giving you a free vacation that you forgot to take.

• You have not inherited or won a large sum of money; don’t spend money to receive money.

• Do not pay in full first before the job is started, they probably will not be back.

• The IRS will not call you and put out a warrant for your arrest.

• Never let a stranger take you to the bank to withdraw money.

Remember, the job of a thief is to steal.

Six Optimist Pram sailboats, having been accepted by Friends of Lake of the Woods and transferred to the Lake of the Woods Sailing Club for use in the club’s Junior Sailing Program, await next year’s summer Sailing Camps.

The Lake of the Woods Sailing Club Junior Sailing Program has been operating sailing camps for young would-be sailors for more than 15 years.

With a limited number of training boats available, in recent years not all applicants have been able to be accepted, resulting in wait lists for camp slots.

Earlier this year, Sailing Club officials learned that the Boys and Girls Club of Orange was discontinuing their youth sailing program on Lake Anna, and wished to donate several small training boats to another youth training program with a 501(C)(3) non-profit designation. The LOW Sailing Club is applying for, but has not yet received, that necessary certification.

After being made aware of the situation, Friends of Lake of the Woods readily agreed to accept the donated boats and to provide them to the Sailing Club for use in its Junior Sailing Program.

On August 17, six Optimist Pram sailboats were delivered to Lake of the Woods by officials of the Boys and Girls Club program, and are now part of the Junior Sailing Program inventory.

Sailing Club Commodore Gary Close expressed the club’s gratitude to FLOW for their assistance in obtaining the boats.

“This once in a lifetime opportunity,” he said, “would not have been possible without the cooperation and partnership of Friends of Lake of the Woods. Their immediate and gracious response to our request for assistance will be of great benefit to our community, and will allow us to train an even larger number of young sailors next year, and in the future.”

B. Other Business The asphalt paving program is substantially complete. The road chip & seal program scheduled for Sections 10, 11 and 12 was delayed due to summer storms. Tub grinding is also complete for this year.

Channel 18 had some interruptions in service due to upgrading of the fiber transmitter by Comcast. The station is now back on the air and audio issues resolved.

The LOWA boat test has been updated and will be incorporated into our LOWA.org website rather than being hosted on its own website.

UNFINISHED BUSINESS 6.1 Consideration of Approving Amendments to the LOWA Bylaws Article IV: Meeting of Members; Article V: Board of Directors, Selection, Term of Office; and Article X: Committees. (Resolution 2018-14) (D-18-89) Motion by Wilks that the Board approve Resolution 2018-14, a Policy Resolution, regarding Bylaw Article IV: Meeting of the Members; Article V: Board of Directors, Selection, Term of Office; and Article X: Committees, to include an amendment to Section 7, Quorum, that states as follows…..”A Quorum shall exist if members holding 1/5 (20%) of the votes entitled to be cast, in accordance with the Bylaws, is present in person or by proxy.” This resolution shall be effective immediately. Director Sheridan asked that the proposed changes be taken up separately, original motion and second withdrawn by the makers.

7. NEW BUSINESS 7.1 Consideration of Authorizing a Change Order in an amount not to exceed $40,000 for Modification of the Middle Portion of the Clubhouse Lap Pool Depth from 3.6 feet to 4.0 feet. (D-18-92) Motion by Zukowski, passed unanimously, that the Board authorize a change order to modify the depth of the Clubhouse lap pool area from 3.6 feet to 4 feet in the middle portion of the pool, at a cost not to exceed $40,000.

7.2 Consideration of Modifying the Pool Contract with Winkler Pool Management, Inc. Regarding the Two Post-Labor Day Weekend Openings.

The General Manager reviewed the current pool operating hours and the latest budget status for the remainder of the pool season.

Management recommended, and the Board agreed, to make no change to the schedule for the final weeks of the pool season.

7.3 Consideration of Entering Lots for Maintenance. (D-18-93) Motion by Sheridan, passed unanimously, that the Board approve entry of the lots in Case #18-0815-01, 18-0815-02 and 18-0815-03 on or after August 15, 2018 to have the yard mowed and cleared of debris, and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

Motion by Sheridan, passed unanimously, that the Board approve entry of the lot in Case #18-0815-04 on or after August 15, 2018, to have a wrecked car towed and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

9. DIRECTOR COMMENTS: Director Wilks said that all the proposed changes to the Bylaws were published in Lake Currents for member review; at the same time comments from the Rules Committee on the proposed changes were also published.

3.3 Committee Liaison Reports A. Safety and Security Committee: Back Gate Traffic Control. (D-18-88) In order to reduce or eliminate traffic backups on Flat Run Road, the Committee is recommending the traffic control signage at the back gate be changed to require traffic from all directions be instructed to stop.

Motion by Wilks, that the Board authorize the General Manager to get a professional consultant to review the traffic flow pattern at the Back Gate and make a recommendation for any changes in signage to relieve congestion, cost not to exceed $2000. Vote: Yea: Wilks, Sheridan, Zukowski and Cumming. Nay: Hoh and Clawson. Motion passed 4 to 2.

3.4 Committee Reports A. Clubhouse Committee Chair Kathy Merritt summarized the Committee membership and changes made this past year. Point of Sale (POS) capability was adopted and the deck renovated to include fire pits resulting in increased seating capacity and increased revenues over the previous year. They continue to work on marketing of the Clubhouse using a variety of LOWA media.

Key performance indicators show wedding/banquet/special event revenues are up with a good number of bookings scheduled over the next six months. Goals include continuing to identify ways to increase business growth and sales. Temporary loss of handicap parking due to construction will be offset by increasing golf-cart shuttle hours.

B. Pickleball/Tennis Advisory Committee Tena Marangi reported the formation of a new joint committee for pickleball and tennis players took place in April of this year. Work was done on merging the Pickleball Charter, Bylaws and rules and regulations with the current Tennis Committee documents. New Committee members were added and officers elected. The new pickleball courts were opened for play in June and the Committee is discussing options for winter indoor play. Both clubs are providing free summer clinics and instruction classes.

Motion by Hoh to amend Item 1 in Section 3, under Requests for Proposals and Invitations for Bids from $1 million to $250,000 passed unanimously.

The design firm Stantec is expected to have a cost opinion ready by August 24. This will be followed by a conference call with Stantec to review it and discuss any changes. LOWA staff will then review the final design and construction costs with the Board at their September 19 meeting.

6.5 Consideration of Authorizing the President to Sign the LOWA and Friends of Lake of the Woods, Inc. (FLOW) Memorandum of Understanding.

4-H: More than Cows and Chickens

When one hears “4-H”, the first things coming to mind are farm animals or the county fair. However, today’s 4-H youth development program spans rural, suburban, and urban localities, and Orange County 4-H is hoping to start a program in the Lake of the Woods community.

Development of leadership, citizenship, and life skills is the mission of today’s 4-H program.

STEM opportunities include rocketry, robotics, environmental protection, and computer science, in addition to agricultural and animal science. There are performing arts projects, woodworking, healthy living, fashion design, bicycle, and photography specialties, to name a few.

As the nation’s largest youth development organization, 4-H delivers programming through volunteer-led clubs, day and residential camps, and school-enrichment programs.

LOW Community

Volunteers from LOW Players, along with volunteers and members of LOWLINC, show off hats they made for Hello Dolly!

One thing about our Hello Dolly! production, there are a lot of costumes and a lot of hats. We did get many volunteer seamstresses to help make the costumes, but how and where would we get those fancy turn-of-the-century hats? We looked around, and there were our friends from LOWLINC. The members and volunteers really wanted to help the Players by decorating hats. So Marilyn Davis, manager of the Players, decided to have a hatmaking contest, with the winner getting a pair of tickets to the show. It would be one of the many social activities LOWLINC provides for their members.

One hot August night, volunteers from the Players met with volunteers and members of LOWLINC and taught them how to make hats. Then there was no stopping these ladies. In a couple of hours, they made 19 hats! A winner has not yet been determined, but will be announced in a future issue of Lake Currents. The Players are very grateful to LOWLINC. The hats made will be featured on the cast and on the set. Be sure to check out these gorgeous hats when you come to see Hello Dolly!

Tickets went on sale Sept. 3. Ticket prices are $29 for adults and $24 for students. What are the dates for the shows? The dates are October 12, 13, 18, 19, and 20, at 7 PM, and October 14 and 21 at 2 PM. Tickets can be purchased on the website. You will learn the difference between THC and CBD, and between Indica and Sativa as well as emerging clinical applications for cannabis (medicinal marijuana) and cannabinoids. It’s Time to Fall Back and Start Walking

by Diane Clauson, Member, Walkers Club The weather will soon be somewhat cooler, which is great to start up your walking. I call walking the lazy persons exercise. All you have to do is walk.

In my opinion, it’s the best fitness that you can get. It’s a fitness that you can walk slow, fast, or in-between, but you still reap the benefits.

Breathing fresh air, meeting new people, and looking at the beautiful scenery in LOW is just all-around great exercise. You really can’t do it wrong. I always say you have to walk anyway, why not walk with the walkers and enjoy all the healthy benefits. Dogwood Village Senior Living recently won awards from the Virginia Health Care Association/Virginia Center for Assisted Living for their resident activities programs. Among assisted living facilities of less than 100 beds, Senior Living won three awards.

There was a second place for their year-round regularly scheduled activities, a third place for celebrating life stories during skilled nursing care week and a second place for their Dogwood Dispatch newsletter. Senior Living was the only assisted living facility in Virginia to win three awards. The Orange Master Gardeners won the group volunteer award for Dogwood Health and Rehabilitation. A similar award was won in 2014. These awards recognize Dogwood Village as excellent place for their patients and residents.

Moody’s Investor Service has recently provided a review of Orange County’s credit position. Orange County has a very good credit position, and its Aa2 rating is at the median of all US counties. The notable credit factors include a healthy financial position, a strong wealth and income profile, a solid tax base and moderate debt and pension liabilities. The financial position of the county is healthy and is slightly favorable when compared to the assigned rating of Aa2. The cash balance and fund balance as a percent of operating revenues is a little weaker than the US median. However, because Virginia counties’ operating funds include school operations, the median operating fund balance is generally lower than national medians.

Given the strong institutional framework Moody assigns to Virginia counties, which reflects their revenue-raising and expenditure-cutting abilities, their overall financial position can remain strong despite lower reserve levels.

Orange County has a very strong economy and tax base, in line with its Aa2 rating. The per capita tax base ($121,181) is stronger than the US median. Also, the median family income equates to a healthy 111.2 percent of the US level. The debt and pension liabilities of Orange County are midranged, yet they are weak in comparison to the assigned rating of Aa2. The net direct debt to tax base (2.2 percent) is well above the US median. The pension liability to operating revenues ratio approximates the US median.

Because Virginia counties are responsible for school operations, including capital borrowing, the median direct debt burden is generally higher than national medians. However, given the strong institutional framework we assign to Virginia counties, their overall debt profile can remain affordable despite elevated debt levels.

In Virginia, unpredictable revenue fluctuations tend to be minor, or less than 5 percent annually. Across the state, fixed and mandated costs are generally less than 25 percent of expenditures. Economic growth in the commonwealth continues to improve, but will lag the nation near-term.

Exposure to federal spending cuts is fading and Virginia remains a desirable place to do business. Projected job growth, primarily in service industries, will benefit counties going forward. Assessed values are expected to grow at a modest 1 percent to 2 percent rate as the housing market continues to recover. Economically sensitive revenues saw a decline during the recession, but are beginning to rebound. Overall, Virginia counties will benefit from their typically strong financial management, growing revenues, and typically solid fund balance levels.
