WOW! Over 40 vehicles participated in the Car Cavalcade on Sept. 5, Labor Day weekend: antique and classic cars, newer unique cars, WWII Jeep, motorcycle trike, and campers. The cavalcade was led by Lake of the Woods Fire Department’s new fire engine with its siren alerting viewers the cavalcade was on its way. A LOW Security vehicle followed up for safety.

Many people in mail stations, intersections, yards, and along Lakeview Parkway got to see these beautiful vehicles. Others got to view them close up in the clubhouse lower level parking lot following the cavalcade. The vehicles were parked at least one space apart to allow safe distancing for drivers and spectators.

The weather was beautiful. What a nice event when we could not have the regular parade, Clubhouse Point festivities, and fireworks.

President’s Letter

It is my honor to serve as your Board President for the next Board year. I am grateful to Cliff Wilks, Leighton Cumming, and Larry Morlan for the examples they have set as Presidents since I joined the Board in 2016.

There are three matters I would like to address in my first letter to the Association. The first is maintaining financial stability during COVID-19. The second is how to use ZOOM to attend meetings. The third is to address member concerns about uncorrected violations.

The Board held its Retreat on Sept. 10 and 11. Our primary goal this year is exploring financial options toward 2021-2022 Budget decisions that enable LOWA to sustain itself through COVID-19 by offsetting anticipated amenity and administrative income loss. Our focus is on making prudent financial decisions that promote financial stability, avoid an assessment increase of more than three percent, and deferring maintenance while protecting Association assets. You will notice that the Finance Committee’s FY 20202021 Budget Guidelines, listed under item 6.5 on the Board’s Sept. 16 Agenda, reflect similar concerns.

Thanks to COVID-19, Board and Committee meetings are now via ZOOM. If you would like to make a comment during Member Comments at Board meetings, you will need to use ZOOM. If you would like to attend a Committee meeting as a guest, you will need to use ZOOM. The link for using ZOOM is at the end of every Agenda, whether a Board or Committee Agenda. Click on the link. If you do not have the ZOOM app, you will be asked to download the app. It is generally quite simple to follow the instructions. If you have difficulty, however, please contact Amber Hubbell or Tracie Hayes at zoomhelp@lowa.org and they will be happy to help you.

It is your right as a member to attend Board and Committee meetings, and ZOOM is how to do it during this pandemic.

Finally, I would like to address member complaints about why the Board is not correcting lot violations. Remember question 2 of the Referendum?

Question 2 would allow LOWA to assess fines for violations. Without your vote, it can take up to a year for a member to rectify a violation. First the ECC sends letters asking the member to bring the violation into compliance, then the matter comes to the Board, the Board votes to send the member a demand letter, then we can initiate a lawsuit, and guess who pays for the legal action? You do. The members. The Board may need to budget more money during the next fiscal year for legal fees to correct violations. Who should be paying for the violation? The member who is not in compliance, not the members at large. Think about it.

Minutes of the Fiftieth Annual Meeting of the Membership September 7, 2020, Approved Minutes 10:00 a.m., Community Center 1. Call to Order President Clifton D. Wilks called the Fiftieth Annual Meeting of the Membership to order at 10:00 a.m. in the Community Center for the purpose of giving the Annual Report of the Association, acknowledging outgoing Board members and the preliminary results of the election of new Board members, and recognizing the contributions of volunteers. All members of the Lake of the Woods Association were urged to attend via the Zoom teleconferencing platform.

2. Pledge of Allegiance 3. Confirmation of Quorum and Meeting Notice Secretary P. Brown confirmed that a quorum of members exists and remains by virtue of the members present and by proxy, and further confirmed that proper notice was made to all members of record.

Close of Voting: Without objection, President Wilks took up Item 10 of the Agenda and announced the close of voting for the 2020 Director Election at 10:02 a.m.

by Phil Rodenberg, General Manager CMCA®, AMS ®, PCAM® You likely noticed all the political yard signs that have been posted in member yards across the community ahead of LOWA’s six-week posting period. Members feel strongly on both sides of early posting. Those in favor say it is because of early voting in Virginia and their First Amendment right to Freedom of Speech. Those against say signs detract from the look of the community and members should follow the regulation and wait for the yard sign posting period to begin Sept. 22. So where does this leave the Association when it comes to enforcement? Here are a few things to know about signs at LOWA. 1. This year is crazy because of COVID-19, the presidential election, and protests. Members are expressing their opinions and feelings through all kinds of yard signs, including political signs for their favorite candidates.

The start date for political yard signs for the Nov. 3 General Election was Sept. 22. Many members started posting signs in August. LOWA previously asked members in Lake Currents and on email blasts to voluntarily remove their signs until Sept. 22 to save staff time in enforcing the regulation.

2. All signs on private lots are governed by our Declarations of Restrictions (Recorded Covenants) and require approval by the Environmental Control Committee. Section 8 (g) reads: “All signs, billboards, or advertising structures of any kind are prohibited except upon application to and written permission from the Committee.”

3. It would be a major hassle for individual members to apply to the ECC every time there was an election, and so LOWA has given permission for certain signs (for sale, political, yard sale, trespassing) through Regulation V. Regulation V.H.3. Political Signs reads: “Only one political sign per issue or candidate, no larger than 4 square feet may be displayed on any residential lot. Political signs may be displayed no earlier than six weeks prior to an election and must be removed the day after the election. Political signs on Association property are not allowed except for two exceptions. The first exception is on Election Day. The second exception is on the day of a political event at which the candidates will appear. For both exceptions, the signs must be in an area designated by the General Manager.”

4. Is this a free speech issue? No. LOWA is not a government. It is a contract matter. Lot owners have an agreement with LOWA to abide by the terms of the LOWA Governing Documents beginning with the Declarations of Restrictions.

5. Is the political signs regulation clear enough? It could be amended to be a bit clearer. Instead of six weeks prior to an “election”, it could say “Election Day”. LOWA has always considered these to be one and the same.

6. Is six weeks long enough if early voting is the new norm? Six weeks is a long time to see political signs, but perhaps, say, seven or eight weeks would give everyone more time to express their views. That would be for the Board to decide after receiving member input.

4. President’s Recognitions and Remarks On behalf of the Association, President Wilks presented a check to LOW Volunteer Fire & Rescue, Inc. Chief Mike Cianci in appreciation of the many services LOW Fire & Rescue staff provide to the local community.

President Wilks acknowledged and thanked all Board past presidents, current Directors, Committee Chairs and members, and the General Manager for their valuable contributions to the work of the Association. He presented a special President’s Award to LOWA’s entire staff of Front Line Workers in recognition of the excellent job they have done accommodating changes to operations as follows: Clubhouse, Administration, Fareways, Communications, Community Activities, Equestrian Center, Finance Department, Golf Operations, Maintenance and Security.

In his remarks, President Wilks addressed the new challenges faced by the Board and management due to unprecedented restrictions on operations needed to mitigate the spread of COVID-19 in the community. Still, significant progress was made on established Board goals in the areas of stormwater management, improving financial controls, preventing amenity use by uninvited guests, and golf course maintenance and business plans. Efforts to solicit more votes in the Referendum continue. Registration of short-term rental properties is still ongoing. It is expected that there will be significant revenue challenges to meet in the next two budget cycles.

1. Maintaining Financial Stability During COVID-19 Explore financial options toward 2021-2022 budget decisions that enable LOWA to sustain itself through COVID-19 by offsetting anticipated amenity and administrative income loss. Consider (1) deferral of new capital projects, (2) use of New Construction & Replacement (NCR) Reserves income toward Replacement Reserve expenses and (3) use of other prudent financial decisions that promote financial stability and avoid an assessment increase of more than three percent, and avoid expensive deferred maintenance while protecting Association assets. Consider managing the FY 2020-21 and FY 2021-22 budgets as complementary to optimize the effectiveness of the Paycheck Protection Program Loan.

(Overarching Goal 7) 2. Updating the Lakes Management Plan Complete the update to the Lakes Management Plan by August 2021, rather than the original schedule of completion by August 2022. The Plan is designed to assess improvements to lake health since the 2012 Williamsburg Environmental Group (WEG) Lakes Management Plan and to set new priories for improving lake health by decreasing sediment and pollutants in both lakes, and improving stormwater management in the community. The new Plan actions will be paid from the Repair & Replacement Reserve.

Complete the easement acquisition and design of the Patrick Henry Court to Small Marina Drainage Improvement Plan.

Include the 2018 stormwater hots spots identified by the Board in the Five-Year Capital Plan.

(Overarching Goals 1, 2) 3. Modifying FEMA Insurance Maps Strongly urge the Federal Emergency Management Agency to modify its new flood insurance maps to accurately depict the 100-year flood stage of both the Main Lake and Keaton’s Lake. The preliminary maps show a flood stage that is 2.3 feet higher for the Main Lake and 1.3 feet higher for Keaton’s Lake. Enlist the support of both Orange County Supervisors and the 862 Lakes waterfront owners to effect the change in the new flood insurance maps.

(Overarching Goal 2,8)

4. Exploring Wake Boats Regulation Explore options for regulating Wake Boats on the Main Lake to protect shorelines, prevent erosion, and improve boater safety. Work with the Lakes Committee and Safety & Security Committee, lakefront owners and the boating community to consider the range of options including time restrictions, grandfathering current watercraft, and an outright ban of Wake Boats.

(Overarching Goal 3, 4) 5. Exploring Modifications to Commercial Vehicles on Residential Lots Regulations Consider amending Regulation V.C. regarding prohibitions against overnight parking on residential lots of vehicles with commercial markings (writing or graphics) and larger vehicle body types, to facilitate Members with take-home business vehicles. Survey Members and consider their inputs about commercial vehicles on residential lots.

(Overarching Goal 1) 6. Registering Short Term Rental Properties Continue to identify and register short term tenant properties, including Airbnb’s, to ensure the Tenant Fee is paid. Work with lot owners and agents to help ensure short term guests follow rules and regulations.

Review Declaration of Restrictions, and Regulation III, Registered Tenants, and consider solutions to any identified problems.

(Overarching Goal 4) 7. Automating Annual Assessment Payments and Amenity Payments Evaluate and implement an online portal that directly integrates with LOWA’s Member Management System (JONAS) and permits Members to make Annual Assessment and Amenity payments using Automated Clearing House (ACH), Electronic Funds Transfer (EFT), credit cards, or other electronic payment options. The portal will allow Members to select one of the pre-defined Annual Assessment payment schedules and integrate payment application directly into Jonas. Automation will provide more control to Members over the payment process, save Member time, reduce LOWA risk with additional protections over Member personal data, and save LOWA administrative cost by significantly reducing the time and cost of manually posting Annual Assessment and Amenity fee payments to Jonas. Evaluate Member charges used to offset the cost of the portal. Complete the integration, testing, and implementation of the portal by Feb. 28, 2021.

7. Election of Officers Election of President: President Wilks asked for nominations for President of the Board. Director P. Brown nominated Jennifer Zukowski. There being no other nominations, nominations were closed. Jennifer Zukowski was unanimously elected President of the Board.

Are there good signs and bad signs? No. LOWA must look at all unauthorized yard signs the same. This includes the other signs that have been posted since the start of the Coronavirus Pandemic. At some point soon, all these signs need to come into conformity with the Declarations and Regulations.

Bottom line. LOWA must make sure its sign restrictions are reasonable and uniformly enforced. 2020 is unique because of COVID-19, the presidential election, and protests. I ask everyone to please remove your political signs on Nov. 4, the day after Election Day, to save the LOWA Covenant Enforcement staff the time and effort to enforce our sign restrictions. Further, I believe it is reasonable to ask that all other unauthorized signs be removed no later than Jan. 1, 2021. If you would like to comment, please write me at GMOffice@Lowa.Org. LOWA Salutes Hometown Heroes

Your committee was thrilled by the response to our request for nominations. Sixteen Hometown Heroes were saluted for their service to the LOW community and our neighbors during this unprecedented time of the COVID-19 virus.

Because that same virus constrained audience participation, all awards were presented in absentia at the annual meeting. Our heroes were notified by letter, and copies of the full nominations have been placed in a blue binder on display at the Clubhouse. You are invited to scan the binder to better appreciate the wide range of activities of those being honored. A special plaque will be placed in our Hall of Fame in the stairwell entry to the lower level of the Clubhouse.

Separately, Board President Cliff Wilks presented framed certificates of appreciation to each department that has worked so tirelessly to assure the safety and health of our community.

On behalf of LOWA, we gratefully thank you. Your service has benefited so many in so many ways, both within LOW and in the wider community. This year and your service will be remembered.

Jeanne Allen is an active member of the LOW Garden Club. With her colleague, Val Protiva, she collects donations for the Wilderness Food Pantry. Together they have been hosting monthly drop-off food drives in the Clubhouse portico. They have collected and delivered approximately 2,500 pounds of food since the start of the pandemic.

Reggie Alston is a respiratory therapist at Culpeper Hospital.

Reggie is a retired Army Jeanne Allen Ranger and medic. He has been on the front line in the grueling battle with COVID-19, working long shifts. Reggie interacts with patients first-hand and cares for them on a different level, as our hospitals have been closed to visitors and family. With compassion and empathy, he has stepped up to be that support for patients during the pandemic.

Mary-Jane Atwater is the current secretary of LOWLINC, which is dedicated to enabling seniors to continue to live independently in LOW. She provides leadership in communications, fund raising and member outreach, all critical in sustaining vital functions and connections with members. These areas have been moving targets this year, as LOWLINC modified plans due to the pandemic. As services were restored, Mary-Jane assisted with the creation of Safety Assurance Kits for volunteer drivers.

Nicki Buell, like many in LOW, risked safety and left the comfort of home to ensure that those in need received food during the pandemic. She has served as co-chair of the Wilderness Food Pantry for the last three years, and continued to work tirelessly during the time when venturing outside your home or being near anyone other than family was considered unsafe, to keep the food pantry operating. During this time, the pantry has been safely serving over 100 families a month.

Nicki Buell Pastor Adam Colson, when COVID-19 struck this area, and schools were closed due to the pandemic, Pastor Colson knew that many children who depended on the food program at school would go hungry. Although the county was providing food for a feeding program, it was only accessible through Orange County High School. Pastor Adam and his team collected provisions for a week’s worth of food to be picked up by families at the LOW Church and the Living Water Community Clinic on Route 20. When this program ended, he founded “Outside the Box,” a community Adam Colson program which has provided more than 30,000 meals inside the lake and in the surrounding area,

Ari Colson is a “chip off the old block” as she serves the underprivileged and marginalized alongside her dad. She plans and organizes her peers to love and serve in the community. In behind-the-scenes support of the “Outside the Box” program, on Monday mornings she can be found at the local Wal-Mart, helping gather groceries for the day’s food distribution. On Thursday nights, she often serves the special-needs friends who participate in the RISE program. She also serves children transitioning into foster care, placing necessary supplies in the bags of children who experience such unfortunate circumstances.

Larry Eiben is a man with the character of caring and was the “go to” guy when president of LOW AARP Chapter Nine. He has been a member of LOW Fire and Rescue for years as a driver. Larry has worked with numerous clubs, committees, and organizations in LOW and Orange County, and has also always encouraged fellow members to get involved with the community.

Desmond & Betsy Flanigan

Desmond and Betsy Flanigan are caring Larry Eiben neighbors, always ready, willing, and able to take on the many little, but necessary, chores that need to be done, but are somehow not within the mission of large charitable organizations. They are involved in many LOW organizations, clubs, and committees, including Lions and Lioness. They regularly pick up food from Food Lion for the Wilderness Food Pantry.

Cecil Hurst is considered a most kind, gentle, and generous man by people who know him, always doing something for a friend or neighbor. He works diligently in his garden and generously offers the vegetables he grows to others. He seems to spend more time fixing other people’s things than his own. He makes a difference in many families’ lives every day.

Paul Jacobson is chairman of the LOW Cecil Hurst Pickleball Club, which helps people keep fit, stay engaged and be active with their friends and neighbors. Under normal circumstances, Paul has done an outstanding job. Now during the pandemic, he has tackled the hard decisions to be made under the new rules for play and scheduling and has kept the club together during these difficult times.

Tena Marangi was the first president of the LOW Pickleball Club, which has become the second largest member amenity, with over 200 players currently. She was the driving force in converting two tennis courts to six pickleball courts, creating another desirable amenity for homebuyers. She inspects court conditions and reports to the General Manager about maintenance that may be needed.

Larry Morlan is a LOWA Past President and the publisher of Tena Marangi the Neighborhood Watch Newsletter, which provides information on the many happenings in LOW. Each week he collects information covering security activities, Orange County Sheriff activities, COVID news, and local social activities for email distribution to LOW residents. LOW members have grown to appreciate this information on what is going on in the neighborhood and more.

Barbara Robinson is a member of the LOW Childhelp Auxiliary, which Val Protiva supports the Alice B. Tyler Village in Lignum. The village is a residential facility, part of the national Childhelp organization, that serves children who have been abused. Early in the pandemic, when masks were in short supply, Barbara donated her time and talent to making masks for the village staff. She then began making masks for members of the community, leaving them in a Barbara Robinson box outside her home and asking people to make a small donation to Childhelp. This effort has raised thousands of dollars, allowing the Auxiliary to make a $2,000 dollar donation to the national Childhelp organization to support their child abuse hotline.

by Tom Sheridan, Chair, Ad Hoc Woods Center Complex Committee The Ad Hoc Woods Center Complex Committee was created and is charged with development of a long-term conceptual plan for improving the Woods Center area to meet the growing needs of LOWA members. As an effort of this project, we developed a survey of our community members to gather LOWA membership interests, opinions, and suggestions involving Fareways Café operations.

One of our community’s more popular amenities is the Fareways Café, located in the Woods Center at Lake of the Woods Golf Course. Fareways Café patrons enjoy the all-day breakfast feature as well as a variety of sandwiches and light fare during lunch and afternoon hours. In response to user input in 2016, Fareways Café was renovated and expanded. Since 2016, total revenue has grown over 115 percent. Services and hours were extended into the evenings with music provided by local talent, karaoke and trivia nights, special music events such as Acoustic Onion, special sports events, darts competitions, and family nights. The successful Fareways Café evening events pushed the occupancy limits to capacity and created the need to identify future priorities.

All members of the LOW community are encouraged to participate and complete an online survey that will be available beginning Sept. 25. The feedback received will be beneficial to our planning process. The survey will be issued as a link via email, and the survey will be accessible online at www.LOWA.org/FarewaysSurvey2020. The survey will be open until Oct. 30.

Carolyn Rourke is the chair of LOWLINC. During the current crisis, she monitored critical websites to determine direction and response for resources to help the community navigate the daily changes that ensued, posting alerts on the LOWLINC website.

When it became necessary to cancel some services to protect members and volunteers, replacement activities via technology were set up to maintain as many services as possible. In addition to keeping LOWLINC informed on the virus, she made masks for distribution to members and volunteers as needed, and kept a stash of gloves, hand sanitizer and disinfectant on hand to share.

Shellee Williams is a member of the LOW Garden Club, handling communications, sending caring cards to members who need a lift. She chairs the Home and Garden Christmas Decorating Committee. As a LOW Lioness, she collects food for the Wilderness Food Pantry, and helps out at the pantry as well. If illness, death, or other problems affect neighbors and friends, she is there with comfort and support for as long as needed.

Fareways Survey

Lake Currents September 25, 2020

On Sept. 16, LOWA received results that indicated that levels of cyanobacteria (blue-green algae) in Keaton’s Lake were higher than the state threshold permits. While it is never desirable to have high levels of blue-green algae in our lakes, that algae can be found naturally in all local waters, and “feeds” on excessive nutrients like phosphorous and nitrogen. When conditions are right, large blooms can occur. Many of the lakes in our area (Lake Anna, Lake Wilderness, etc.) have many algae blooms every year.

Lake of the Woods Association has a comprehensive Lakes Management Plan that helps mitigate poor water quality and harmful algae blooms and takes many preventative actions to mitigate cyanobacteria blooms.

We have restored streams and constructed forebays (13th Fairway Stream Restoration, Eastover Park Water Quality Retrofit, 14th Pond Retrofit with Forebay) to mitigate nutrient-rich sediments from depositing in Keaton’s Lake. We have a dredging program to remove sediments laden with excessive nutrients. We reconstruct roadside ditches around Keaton’s Lake to mitigate soil erosion, which also carries excessive nutrients to Keaton’s Lake. We have rules for our members stating No Phosphorous in fertilizers, which feed blue-green algae. We have two aeration systems with eight bubblers around Keaton’s Lake to help with natural water column circulation, and we regularly maintain them to ensure vertical mixing at each location.

We have a year-round water quality testing program and when blue-green algae levels indicate a treatment is needed; we have the lake treated with algaecide (as was the case with the Sept. 16 occurrence).

Since beginning work here at LOWA in 2014, I have seen the water quality at Keaton’s Lake improve because of the implementation of our Lakes Management Plan. Before the forebays were constructed and the streams were restored (the first one was finished in fall of 2014), it was typical for Keaton’s Lake to have two to three blue-green algae blooms every year, requiring algaecide treatments. The past four years, we have had one or no blue-green algae blooms per year on Keaton’s Lake. The process is improving water quality on Keaton’s Lake, and we will continue to work for water quality there.

Oct. 2 through Oct. 17, you can join us for our Harvest Moon Silent Auction (Bids for Kids). This auction will be held online for those two weeks, and in person at the Clubhouse on Oct. 17 from 4 to 8 PM, at which time the auction will close. At the in-person auction at the Clubhouse, we will have a cash bar, snacks, and provide some light background music for your enjoyment as you view all the wonderful donated items on display for auction.

Appropriate Covid-19 practices will be observed at the Clubhouse.

We started late and had to cancel so many of our annual events due to the Covid restrictions. Thanks again to Loretta Yurkus, Karen Cakouros, and Lisa Halpin for all the hard work they continue to do to keep our Tuesday tournaments going in a safe way.

The LGA End of Season Scramble is scheduled for Tuesday, Oct. 27.

Look for the sign-up sheet in the ladies’ lounge at the Woods Center.

The final event for the 2019/2020 season will be the Fall Awards Luncheon to be held on Friday, Nov. 6. The new Board will be inducted at that time. Look for the sign-up sheet and details soon.

24 Ways to Kill a Tree

by Bonnie Appleton, VA Tech, VA Cooperative Extension Submitted by LOW Garden Club Few residential trees die of “old age.” Mechanical damage and improper tree care kill more trees than any insects or diseases. Avoid making the treedamaging mistakes listed below. Few of these items alone would kill a tree, but multiple problems will certainly stress, and could eventually kill, a tree.

1. “Top” tree to encourage waterspouts that weaken the tree and encourage pests.

2. Leave co-dominant leaders to encourage “V” growth and splitting during winds and storms.

3. Leave crossing branches to rub protective bark and create wounds.

4. Ignore insect or disease damage.

5. Coat pruning cuts with paint or sealer to slow healing and promote pest problems.

6. Leave broken branches unpruned to encourage pests.

7. Spray unapproved herbicides over tree root area to weaken tree.

8. Damage roots and trunks with lawn equipment.

9. Rip through roots when digging trenches.

10. Plant close to house or obstacle to reduce adequate tree and root growing space.

11. Attach items to tree to damage bark and girdle branches with wire and rope.

12. Prune randomly to leave branch “stubs.”

13. Prune flush cuts to reduce wound closure.

14. Leave tree staked until guy wires girdle trunk.

15. Leave wrap on to constrict trunk growth and rot bark.

16. Pile up excessive mulch to encourage rodent damage and bark rot.

17. Put non-porous black plastic under mulch.

18. Stack items atop roots to cause soil compaction.

19. Leave ball roping on to girdle trunk.

20. Plant near downspout to assure excessive water or water lightly to encourage shallow root growth.

21. Leave top of wire basket in place to girdle roots.

22. Leave treated or synthetic burlap on to prevent root growth.

23. Dig hole too narrow and over-amend backfill to discourage proper root spread.

24. Dig hole too deep or fill with gravel to collect water and drown roots.

The next meeting of the LOW Republican Club is Oct. 12, at the Community Center, at 7 PM. Face masks are required. Presentations will be given on 7th Congressional District Candidate Nick J. Freitas, US Senatorial Candidate Daniel Gade, and on President Trump’s campaign for reelection. The primary focus will be on President Trump’s major prison reforms and related accomplishments.

Our guest speaker is Lisa Kratz Thomas, whose topic is: From the Crack House to the State House. as Like no one you have ever heard before, Thomas om h T z brings a message of conquering adversity and unleashing t Lis a K ra potential. She powerfully communicates the courage to change, sharing her stirring account of survival from drug addiction, prostitution, abortion, and incarceration. You will never look at your own life the same way again!

Thomas went from the crack house to the state house, from living on the streets in our nation’s capital, to being appointed to a Senate Sub-Committee studying prisoner reentry in Virginia. During her tenure on this committee, she submitted three pieces of legislation that later became state law. Today she is recognized as a leading authority on prisoner reentry, and as the pioneer of an innovative, one-of-a-kind prisoner reentry program in Virginia.

She continues to work toward reconciliation for both the offender and society. In May 2013, she was honored to speak at the Governor’s press conference regarding non-violent felon restoration of rights.

In 2014, she was inducted into the Virginia Opportunity Hall of Fame - an award bestowed by Virginia’s First Lady, recognizing programs, organizations, and individuals who embody the idea of creating community.

Thomas travels across the nation, speaking to correctional associations, corporations, and colleges, as well as non-profit fundraising events. In the fall of 2018, she spoke at the Liberty University Convocation, before 12,000 students.

Her newest book, Light in Our Darkness, focuses on the value of all life.

The book shatters the delusion that some lives are considered throwaways, while some are considered indispensable.

Children’s coats, hats and gloves are especially helpful. The Lions Wilderness Food Pantry will be coordinating the distribution of donated clothing to local children and adults in need.

Collection boxes will be located in the entrance foyer of the Clubhouse, in the entrance foyer of the Holcomb Building (ground floor), and in the entrance foyer of Fareways Café. 5. Annual Report of the General Manager, Phil Rodenberg.

General Manager Phil Rodenberg summarized the accomplishments achieved at each of the Operation Centers, amenities and common grounds throughout the Community this past year. Pandemic restrictions lowered our revenue and budget expectations considerably, as new ways to transact business, conserve revenue and retain staff became a priority task. A Small Business Association PPP loan of $782,100, likely to be forgiven, ensured operating cash would be adequate to meet creditor obligations through the current 2020/21 fiscal year. Assessment collections remain on target with a low delinquency rate of 1%. Some planned projects are being delayed, and others moved into future years in order to conserve capital where possible. Both new home construction and real estate resales are up considerably over last year.

Our amenities experienced a range of reduced operations. While the golf course and boaters experienced fewer restrictions, our restaurants, fitness center and pools experienced considerably more. Large community events were cancelled from spring through the fall of this year. LOWA management continues to abide by the Virginia Governor’s directives relating to health safety and public gatherings, and will continue to monitor the situation and increase activity level options and hold events when it is considered safe to do so.

President Wilks then handed the gavel over to President Zukowski and retired. President Zukowski presided over the rest of the meeting.

Election of Vice President: President Zukowski then asked for nominations for Vice President. Director Diercks nominated Philip Brown. There being no other nominations, nominations were closed. Director Philip Brown was unanimously elected Vice President of the Board.

Election of Treasurer: President Zukowski then asked for nominations for Treasurer. Director Zukowski nominated Walter Diercks. There being no other nominations, nominations were closed. Director Walter Diercks was unanimously elected Treasurer of the Board.

Election of Secretary: President Zukowski then asked for nominations for Secretary. Director Clawson nominated Teri Vickery. There being no other nominations, nominations were closed. Director Vickery was unanimously elected Secretary of the Board.

8. Adoption of the Annual Board Meeting Calendar for 2020-21. (D-20-98) Motion by Vickery, passed unanimously, that the Board adopt the 2020-21 Annual Board Meeting Calendar as presented.

B. Finance Committee Chair Jane Haltmaier reported the Committee approved the proposed FY2020-21 Budget Guidelines on September 8th The Finance Committee is prepared to support the Board, General Manager and staff who will be called upon to carefully manage budget expenses this fiscal year, including deferring capital and maintenance projects where possible without incurring substantial costs. The Committee acknowledges the difficult decisions ahead for creating the next budget, considering the inability to forecast the longevity of the pandemic environment.

4.4 Presentation (via Zoom) A. Employee Health Insurance, McGriff Insurance Services, Inc. Account Executive Heather Marr reviewed the process used to solicit and compare competing bids for the 2020-21 LOWA Employee Health Insurance package. Coverages and costs were considered before their final recommendations were felt to be the best overall value for employees of the Association. The Employer (LOWA) portion of the cost of the renewal with Anthem for 2020-21 represents an estimated 15.3% savings ($64,197) over what was actually budgeted for this health insurance year.

B. July and August, 2020 Financials As of July 31, we collected $365,605 in current year lot assessments, for a total of $5,532,773, or 76.9% of total lot assessments billed. The Unaudited Income Statement Budget-toActual Comparison Summary showed an unfavorable variance of ($18,663). Adjusting for the interest expense variance on the CARC loan totaling $45,347, Operations Budget vs. Actual for the first 3 months of FY2020-21 came in favorable at $26,684. Delinquency rate on July 31 was 6.7%.

In August, we collected $206,440 in current year lot assessments, for a total of $5,739,213, or 79.8% of total lot assessments billed.

As of August 31, the Unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $77,786; delinquency rate was down to 5.4%.

The adjusted favorable balances in both months was primarily the result of higher than budgeted New Construction Reserve (NCR) fees received. All amenities continue to be negatively impacted by the business downturn related to the COVID-19 pandemic. We do not see this changing for the foreseeable future, and will continue to manage operations accordingly.

C. Lakes Management Report LOWA Roads Crew has reconstructed approximately 728 feet of roadside ditches toward their annual target of 4000 feet. Additional canoe/kayak racks were installed last month at the Harpers Ferry Mail Station put-in, and one at the small marina. LOWA passed the Virginia Department of Conservation and Recreation annual inspection of Keaton’s Run Dam which was given their highest rating of “Satisfactory”. Water quality testing results at Keaton’s Lake this week reported the presence of blue-green algae. A “No Swimming” advisory was sent to members and the lake will be treated later this week.

D. Other Business Tub grinding has been started again at the 9.9 leaf drop site.

Excess debris will be trucked off-site but some mulch will be retained for member use.

4.3 Committee Reports (via Zoom) A. Pools Committee Chair Janet Klingensmith reported pool attendance this year was half of what was projected due to new attendance procedures and requirements. Water Fitness classes were held with little disruption.

There are no new capital projects scheduled for next year, but funds are still being sought for shade structures at the pools and at the Snackbar. They are looking at planning some low-cost events for next year. The Committee would like to have more control over Snackbar operations, currently run by Clubhouse/Fareways staff. A Survey on pool use is being issued this month to gather member feedback.

5. UNFINISHED BUSINESS 5.1 Consideration of Reducing the Posted Speed Limit on Monroe Street Notice of Board Approved to 15 mph. (D-20-101) Speed Limit Change Motion by Clawson, passed unanimously, that the Board approve reducing the posted speed limit on Monroe Street to 15 mph.

5.2 Consideration of Approving the Sale of Mixed Alcoholic Beverages on the Golf Course.

(D-20-102) Motion by H. Brown that the Board approve selling mixed alcoholic beverages to persons 21 years and older from the Fareways Café Bar, and allow the drinks to be taken onto the Golf Course. Vote: Yea: P. Brown, Diercks, Monroe Street Vickery, Forest, H. Brown and Clawson.

Nay: Zukowski. Motion passed 6 to 1.

5.3 Consideration of Approving Amendments to Regulation IV.H.: Individual Behavior, Wheeled Devices, Regarding a Prohibition at the Clubhouse Pool/ Fitness Center Sidewalks and Entryway. (Resolution 2020-23) (D-20-103) Motion by Clawson, passed unanimously, that the Board adopt Resolution 2020-23, a Policy Resolution, Amending Regulation IV.H: Individual Behavior, regarding prohibition of wheeled recreational devices at the Clubhouse Pool/Fitness Center sidewalks and entryway, and other clarifying updates to the Regulation.

6. NEW BUSINESS 6.1 Consideration of LOWA Amenities, Events, Meetings and Offices Coronavirus Status.

A. Financial Status (D-20-104) Finance Director Charles Maneval provided an update on the financial picture for LOWA, confirming we will be able to meet our obligations through the end of FY2020-21.With July and August financials now available, the Finance Department has been able to recalculate the financial forecast which is much improved over prior estimates. Based on operations expenses incurred over the past 16 weeks, the Director of Finance and LOWA Treasurer have determined LOWA should qualify for a full waiver of the $782,100 Paycheck Protection Program loan amount borrowed, and recommend moving forward with preparing the necessary documents for submission of a waiver.

September 16 Board Minutes from p. 16 Motion by Diercks, passed unanimously, that the Board authorize the Treasurer and the Director of Finance to move forward with preparing and submitting an Application for Waiver of the loan received from the Small Business Administration (SBA) through Village Bank for the Paycheck Protection Program (PPP) in the amount of $782,100.

6.2 Consideration of Approving Employee Health Insurance Package for November 1, 2020 through October 31, 2021. (D-10-105) Motion by Diercks, passed unanimously, that the Board approve the recommended LOWA Employee Health Insurance Program for the period November 1, 2020 through October 31, 2021; namely: three health insurance plan options through Anthem; a Dental Plan through Anthem; Life, Accident, Long-term Disability, Employee-paid Short-term Disability Insurance through Mutual of Omaha; Employee-paid Critical Illness and Accident coverages through Allstate; and an Employee-paid Eyecare Plan through Ameritas.

6.3 Consideration of Awarding a Contract to B Z Excavating, Inc. for Mt. Pleasant Drainage Project and Crossover Pipe Replacement Projects, Funds to Come for the Repair and Replacement Reserve. (D-20-106) Stormwater Inspector Nick Blankenship provided details of the proposed projects and responded to questions from the Board.

Motion by Clawson, passed unanimously, that the Board award a contract to B Z Excavating, Inc. for the Mt. Pleasant Drainage Project and Crossover Pipe Replacement Projects in the amount of $280,320, funds to come from the Repair and Replacement Reserve.

6.4 Discussion of Approving Board Goals.

The General Manager reviewed the seven Board goals identified by the Board at their September 10/11, 2020 Retreat and received comments and recommendations for adjustments from Board members. The list of goals will be published in Lake Currents and put on the October 3, 2020 Board meeting agenda for final adoption.

6.5 Discussion of Budget Guidelines as Recommended by the Finance Committee.

Treasurer Diercks acknowledged the considerable effort made by the General Manager and Finance Director to keep financial forecasts current.

Treasurer Diercks had no suggestions for modifications to the Guidelines at this time. A schedule for adopting individual guidelines will be developed as the budget process progresses.

6.6 Consideration Approving a Change to the Equestrian Committee Charter.

(D-20-107) Motion by H. Brown, passed unanimously, that the Board approve the Equestrian Committee Charter change.

Orange County

The Locust Grove Campus of the Germanna Community College is establishing an Emergency Medical Services curriculum this fall. In support of that program, I suggested to Dr. Gullickson, the Germanna president, that Orange County routinely replaces and upgrades its ambulance fleet, and that a surplus ambulance might be available to support that curriculum. Dr. Gullickson formally requested an ambulance donation for use as a mobile lab and, at a recent Supervisor meeting, a 2009 Chevy ambulance was donated to Germanna Community College in accordance with the county surplus disposition policy. The ambulance will be used in support of students obtaining several state certifications as Emergency Medical Technicians. The ambulance will supplement the classroom work by serving as a mobile laboratory to provide realistic training in the confines of the back of an ambulance. It will also be used to showcase the Germanna EMT program at recruitment fairs in the area.

Orange and Spotsylvania Counties are beginning a process to better define the boundary line between the two counties. If you look at a map of the area between the two counties, you will see a straight-line boundary.

That straight-line appears to split many parcels of land. The line was established in 1734 by the Virginia General Assembly, splitting Orange County off from Spotsylvania County. The endpoints of that straight line are not defined sufficiently to accurately survey the boundary and the expense of such a survey was considered not worth the effort when this was discussed several years ago. For many years, the Commissioners of Revenue of the two counties have informally divided the land parcels along the undefined boundary for purposes of taxation. In 1997, the General Assembly permitted establishing the boundary line using the Geographic Information System (GIS) and established the process for defining the boundary line.

The two counties have begun the process and have agreed to a new county boundary line that follows along parcel boundaries. This new county boundary line will keep affected citizens in the county where they currently pay taxes, send their children to school and vote. It will appear on a map as a jagged line that approximates the current straight-line seen on maps. Each parcel will be wholly in one county. Under the straight-line boundary, a split parcel could be subject to zoning and subdivision ordinances of two counties.

With parcels now in just one county, that difficulty disappears. Where Wilderness Run forms any part of the boundary, its centerline will be the new boundary. The maps for the new county boundary line can be viewed on the county website under the Sept. 8 agenda.

The process for changing the boundary requires appropriate notice to affected individuals, public hearings in both counties, approval by both Boards of Supervisors and a petition to the Circuit Court of Spotsylvania. The new county boundary has already been negotiated between the counties, but the process still gives affected citizens the opportunity to have their input.
