2018 Annual LOWA Honor Awards

Each year the LOWA Honor Awards committee accepts nominations of members for the Honor Awards Program. The Honor Awards recognize and reward individuals and groups for their outstanding contributions toward advancing and promoting the community welfare of property owners at Lake of the Woods.

The awards are presented at the LOWA Annual Meeting of the Membership.

LOW Realtor’s Fall Open House Sunday, October 7

You may list your home Be sure to check out our with a Realtor or sell by owner. The Open House generally attracts a large number of advertisers here in Lake Currents or visit perspective buyers.

The Open House begins at the LOWA.org/RealEstate.

Clubhouse where visitors pick up a map that includes the address and selling price of all houses on tour. Listings are placed on the wall so visitors may see details about the houses. The map helps them plan the tour of houses they want to see. Often perspective buyers are visiting Lake of the Woods for the first time. Clubhouse committee members will be available to answer questions.

The recipient of the Warren Lodge Award has provided outstanding support to his neighbors as an Emergency Medical Technician and life member of the LOW Rescue Squad for over 15 years. He has served as president of the Rescue Squad and in a variety of squad leadership positions.

As a medic and team leader, he responded to a 911 call on Sept. 11, 2001, when the Pentagon was attacked. He and his crew provided casualty assistance and helped the FBI in their response.

He is also known for his musical talents. At The LOW Church, he is a drummer in the praise band and he o k also plays for the LOW’N’ Brows German band. In addition, he oco B s e l r a Ch plays with the Orange County Community Band.

Distinguished Service Award This next recipient is currently serving as the LOW Lions Club president. He has served and is serving as Team Leader of the furniture pick-up team, picking up furniture donations from LOW and Orange County. He also participates in the Lions weekly food pick-ups from the Fredericksburg Food Pantry to stock the Wilderness Food Pantry. Among other activities, he has participated in building wheelchair ramps for people in need, in partnership with The Lake of the Woods Church. He is on the LOW Planning Committee and the Security Committee. As the head of the LOWLINC maintenance committee, he has helped rt our neighbors to make sure their homes are safe and in good opo p p a repair.

As a member of the Woodworkers Club, he has helped R ick R build new counters and shelves at the Food Pantry. He has consulted with a committee at The LOW Church with revising their safety plan.

President’s Letter

Agenda (Tentative) Regular Board of Directors Meeting October 6, 2018, Community Center

I am proud to have been elected President of the Board of Directors. My thanks to the Directors who voted for me and I want to assure all Officers and Directors that I will do my best to ensure that all our voices are heard during the process of governance of our community. Thanks to Jennifer Zukowski for serving as Vice-President, Bob Hoh returning as Treasurer, and Walt Diercks for serving as Board Secretary. Welcome to Heidi Brown, Walt Diercks, and Pete Brown as newly elected directors. Carl Clawson rounds out the director slate continuing to serve his three-year term. Our new Board members bring with them a plethora of experience. Walt’s training and experience as an attorney will be a bonus as we consider the serious financial issues before the community. Heidi’s training and military experience brings analytic and decision-making skills honed when people’s lives are in the balance. Pete brings real world experience in the HOA world to the mix. I believe that all of us have the best interests of the community in mind and I look forward to working with them.

We just finished two days of our Board retreat where the newly elected and current Board members received our annual legal briefing, and we began discussions on goals for the upcoming year. Whether a goal or not, we are going to try to answer the questions of our members. We may choose to answer questions in one or more ways: they could be answered during a director comments portion of a meeting or by placing an article in Lake Currents. If the question concerns a member’s lot, the answer will be provided to them alone.

The board reserves the right to filter questions that they feel are leading or loaded with insinuation. A loaded question is one that contains a false, unjustified or controversial presupposition. It means that the question is heavy with meaning or emotional impact or charged with hidden implication.

Often, there is no way a board member can answer these questions without implying that we agree to the question’s false assumptions.

We will encourage members to provide their questions in writing or by approaching a Board or staff member at the end of Board meetings.

The novelist Frank Herbert said, “The undeserving maintain power by promoting hysteria.”

If you need information about the Association, then ask Board members and/or the staff and we will strive to provide answers. I encourage you not to seek your answers on social media, as the information provided tends to feed whatever conspiracy theory has been proffered that day.

Lastly, on the pending financial matter, please know that we are working with the appropriate authorities, auditors, and others to fully determine the missing funds. We will provide updates when appropriate.

This summer, as in summer 2016, all LOWA’s swimming pool activities were consolidated at ONE pool, which made for some logistical challenges! This year, all activities were at Sweetbriar Pool, as the Clubhouse Pool is being replaced. We really appreciated the patience of the water aerobics, swim team, and leisure swimmers as we worked through accommodating the classes, practices, meets, and special events of the season.

Rain dampened activities all summer long, with a total of six complete rainout days and several partial days. Our plan to open two post Labor Day weekends was foiled by rainy, cold weather. We had to close the final weekend (September 15-16) as Hurricane Florence was threatening Virginia.

Orange County Schools opened earlier this year. Still, Winkler Pool reported a total of 20,004 pool patrons at Sweetbriar Pool.

Minutes of the Forty-eighth Annual Meeting of the Membership September 3, 2018, Unapproved Minutes 10:00 a.m., Community Center Note: These minutes are provided to members for review

CALL TO ORDER President Cumming called the Forty-eighth Annual Meeting of the Membership to order at 10:03 a.m. in the Community Center.

• Participation: Families of all sizes participated, but mostly 1-2 per household. The process of obtaining IDs went well. Most folks visited the pool 1-3 times a week. Those that didn’t go to the pool had various reasons, including a preference for the Lakes.

• Lifeguards: Lifeguards were friendly and courteous, maintained a safe environment, and paid attention to duties. They got graded a bit lower on enforcement of rules.

• Condition of Facility: The main pool and the activity pool (wading pool) were clean, safe and well maintained. The bathhouse could use some more attention.

• Other suggestions for improvement included: Longer hours (earlier in morning, through August after school starts), more shade structures, enforcement of rules (including lap swim), improving the condition of lounge chairs and cleaning lounge chairs and tables.

Next summer, we will have both pools on operation, and pool patrons of all ages will find the pool that best suits their swimming needs.

We at the Association truly appreciate member participation in surveys.

The Pools Committee reviewed the results at its recent meeting. We hope to have more surveys coming your way this fall.

Communication: • April 30 Information Session was a success with 109 members participating.

As the season was winding down, LOWA conducted a Pool Customer Feedback Survey which yielded 38 returns (32 electronic, 6 paper). LOWA will use the results to help evaluate our pool management contractor Winkler Pool Management, and to help improve service for the 2019 season.

Below are two questions which have been asked numerous times followed by the answers: 1. Why are there partial votes for six of the candidates?

Some lots have multiple owners. One example is as follows: Two members share ownership of a lot that is located between their lots. Therefore, each member retains half the votes for this lot; total vote for this lot is one (1).

2. If you multiply the total number of valid ballots cast by three (the number of candidates for which each member was able to cast a vote), why does it not equal the total number of votes cast?

Not all members’ ballots submitted voted for three candidates. Some members voted for only one or two candidates. Also, based on the percentage each member owns per lot, a partial vote may be counted for the ballot cast.

Fall Two Person Team, 9 AM Shotgun Golf Committee Meeting (Fareways Café), 3-4 PM Lions Golf Tournament, 1 PM Shotgun (all regular play shotguns off at 8:30 AM) Orange County High School Golf Event, 9 AM Shotgun

On September 5, the MGA held the Pappy Yokum Golf Event at Lake of the Woods. This is a tournament where “the guys will invite the gals” to play golf. We had 62 participants in the event. The temperature was Hot – but so were the scores! We had three flights. First place winners were: Eric Barnes and Sharon Carmical, Rich Cox and Pat Shrader, and Dana Compton and Johnnie Brock. A special thanks goes to Don Smith, the MGA president for organizing this tournament.

Our LOW Senior Men played a tournament to finish off the year. Their record was 9-8-1 for the 2018 season. The event that they played was a “shamble.” Players would tee off and then select a ball. All of the players would then finish the hole. They would then total their scores. The winning team was Mike Taylor, George Brock, and Luis Amador. Mike Taylor had a Hole-In-One on #17. Way to go Mike!

I would encourage everyone to play in the Lions Golf Tournament and Orange County High School Golf Tournament scheduled for the end of September. Team foursomes are still available!

Ladies Golf Association since 2006-- Treasurer, Vice President, Hospitality Chair, and Tournament Chair. LOW Lioness since 2002-- served as 1st, 2nd, 3rd VP, President; co-chaired numerous committees over the years to include eye glass recycling, publicity, Holiday House Tours, and fundraisers. LOWA Activities include Honor Awards, Nominations, and Election Committees. She also coordinates the Wilderness Food Pantry volunteers. This nominee became active in the Democratic Club 14 years ago when she moved to LOW. She has helped set up speakers and programs; she also started a newsletter to keep everyone up to date on current topics.

She also became a Director on the Board of the Lake Youth Foundation and became an active participant in their various activities. She has served on the Lake Youth Foundation Scholarship Committee that awards three to four scholarships each year to LOW high school graduates.

Has extended LOWLINC service to the LOW community by initiating a monthly Speaker Series with programs on Alzheimer’s, physical therapy, medical power of attorney and advanced directives, and dealing with shoulder pain.

Distinguished Service Award This next gentleman has made many contributions to the AARP organization. These include serving as Co-Chair for AARP Election Day Chicken BBQ. This allows the group to help the Headstart Program, Police Academy, Orange County K-9 program, Lake Youth Foundation, Fire and Rescue, and other programs. He has donated two days of his time in support of a “Day of Service” at the Paul Stephan Foundation in Orange County. He was involved in establishing a “Recognition Award Program” later changed to Joh the Carla Wascalus Award Program. This is awarded to n Tr ac h members who go above and beyond in serving the community.

When Hurricane Harvey hit in Houston, he started all the dialogue about providing support for the victims. Working with Sheriff Amos, two large vans loaded with supplies/food were sent to the people of Houston.

This LOW resident began volunteering for LOWLINC in 2016, when the organization was first started. She has performed 246 services for LOWLINC members, contributed 124 hours, and driven 504 miles. This LOW resident is honored for her exceptional volunteer work at Locust Grove Middle School. She volunteered every week for the last three years, supporting teachers in whatever they needed.

At the end of the school year in early June, a prom was planned for the graduating 8th graders. There was concern that some of the girls might not be able to attend the dance for a variety of reasons.

When a teacher asked her help to make this a memorable time for these young girls, Karen went right to work. She sought contributions from friends and organizations in LOW. Generous donors contributed K ar en S over $1000 in money and gift cards. Every girl was given a $10 tr o ll o gift card to spend on herself and treated to a special pair of slippers.

Karen was able to find prom dresses for all the girls from donors and thrift shops.

As a result of Karen’s efforts and many helping hands, 26 girls had a wonderful time at their first prom. Everyone felt wonderful and special.

Community Service Organization - Lake of the Woods Lions Club

The next nominee has worked with her husband for many years to deliver food from the Wilderness Food Pantry to shut in families. Through LOW Lioness Club she has spearheaded drives for Safe House, a nonprofit that provides shelter for abused women and children. She has also led several drives for school supplies for Orange County Headstart. Another activity she is involved in is setting up social activities at Germanna Heights Apartments, a low income 55+ housing community.

Outstanding Service Award This next nominee has been a member of the Ladies Golf Association since 1990. Over the years she has served as Secretary, Vice President, and President; she has also served on various committees. She started and ran the Sadie Hawkins event and organized a Member/ Member Tournament. She also organized a Cancer Tournament and sends cards and sentiments to members who have been ill or died.

Outstanding Service Award Five years ago this nominee started project Turn Orange Blue for Autism Awareness. The goal was to get every school involved this project. This year was the fifth year and all nine schools were involved for one week in the month of April. Students are provided with facts about autism, characteristics, and needs of their fellow classmates.

He also participates with Bugles Across America. He has performed Taps at military funerals and veterans events in Virginia., D.C., and Maryland. He has played at Arlington and at LOW Veterans events. He also teaches chess to local n er elementary school students.

President’s Award The recipient of the President’s Award has served LOW in a multitude of ways. Stan has been involved with so many service projects that they are too numerous to mention. Stan is a member of the Lions Club and has been a key volunteer in supporting many of their projects. Stan’s crowning service to our community has been his leadership on coordinating the annual LOW Independence Day Parade.

Lake Currents September 21, 2018

This group has been serving Lake of the Woods and Orange County since 1982. Services include the Wilderness Food Pantry, medical equipment program, scholarships for Orange County High School and Germanna Community College, teacher grants for Orange County schools, blood drives, eye glass recycling, eye glasses and hearing aids, and one-time emergency financial support.

Some recent accomplishments include: The Food Pantry fed 500 families and distributed 38 tons of food.

The scholarship program provided $10,000 in scholarships.

There was $5,000 in teacher grants.

The eye glass recycling team collected, cleaned, and classified over 40,000 pairs of eyeglasses to be distributed all over the world.

by Greg Stoner, LOW Pickleball “I don’t need therapy, all I need is pickleball” was my philosophy after I went through quadruple heart bypass surgery in 2012. My surgery occurred five months after I was introduced to pickleball, and I had become addicted to the sport. My cardiologist told me that I had to wait six months before resuming pickleball. Playing pickleball again in six months was my mental and physical prescription for therapy.

Pickleball Magazine recently featured two articles about people who reaped the emotional and physical health benefits of the sport.

The first profile is of Kory Kelly, a veteran battling Post Traumatic Stress Disorder, who became hooked on pickleball after participating in a local tournament. Kory and a friend, who also suffers from PTSD, joined a YMCA to play pickleball. As Kory says, “That’s when we both realized pickleball had become more than a sport to us. It had become therapy for our mind, body and soul, and that’s when we began adopting the name ‘Pickleball Therapy’ for our time on the court.”

The second profile features Andrew Leighton, who suffers from Parkinson’s Disease. Andrew says that he “found a medicine better than anything else when it comes to alleviating his symptoms – pickleball.”

Andrew feels like Parkinson’s is a lesser part of his everyday life because pickleball helps him with balance and footwork and he also enjoys the social aspect of the game.

Here at LOW, the Pickleball Club is starting two very special programs.

One is for the special needs population living in LOW. We have two players signed up so far, and we would love to see a lot more. The other program works with the LOW Childhelp Auxiliary to introduce pickleball to children at the Alice Tyler Village, a residential facility for abused, neglected and at risk children. The LOWPBC and the Auxiliary have donated equipment. The

Military Care Package Drive

BOD President Cliff Wilks and GM Phil Rodenberg to Address Civic Club

The things taken for granted are few and far between for the men and women serving our country in combat areas around the world. In November the Blue Star Mothers of Fredericksburg will send care packages to hundreds of U.S. military service members, and the LOW community is helping to collect items to put in those care packages.

The LOW Women’s Guild is sponsoring a collection box at the Gathering Place at The LOW Church from mid-September until October 2.

There is another collection box in the entry way to the Member Services area in the Holcomb Building through November 1.

Requested items for care packages include multi-blade disposable razors, eye drops, lip balm, and single-serving sizes of high-protein meal replacement bars, jerky, trail mix and other snacks. Cards and letters are also welcome and greatly appreciated by our service members.

Please drop off your donation and help send some love and comfort from home to those who dedicate their lives to a purpose greater than themselves.

Newly-elected BOD President Cliff Wilks, along with General Manager Phil Rodenberg, will have an update for us on BOD goals for the upcoming fiscal year, as well as updates on current projects. Wilks is beginning his second year of a three year term as a LOWA Board Member; his first as President. He was elected to the LOWA BOD in 2017, C li f and subsequently elected by the Board as Vice President in f W il k s his first year. Cliff had been an active member on LOW committees from 2012 until being elected to the BOD. He has won two LOWA awards: an Outstanding Service Award in 2015 and the Outstanding Committee Chair award in 2016.

He has a combined 22 years of Human Resource experience with the US Patent and Trademark Office as well as the US Postal Service.

He retired from the US Patent and Trademark office as a Supervisory Human Resource Specialist in 2009.

He and his wife Mary Kay have been permanent residents of LOW since 2003.

General Manager Phil Rodenberg, LOWA’s GM since 2011, is responsible for the day-to-day management and security of all of LOWA’s properties. He has extensive management experience, having held positions as rg City Manager of the City of Fredericksburg, Deputy Town e b e n Manager of the Town of Leesburg, and both Assistant City P hil R o d Manager and City Manager of Williamsburg. by Charles Brewer, President, Civil War Study Group On Oct. 26 at 6:30 PM in the Clubhouse Grand Ballroom, the Civil War Study Group will hold its annual Battle of the Wilderness Dinner. This year’s speaker is a well-known Civil War historian from the University of Virginia, Dr. Elizabeth Varon.

Varon is the author of more than a few well-received books on the Civil War. Her talk at the dinner will focus on Elizabeth Van Lew, an antebellum Richmond socialite whose fondness for the concept of Photo provided the union of the states led her to Elizabeth Van Lew provide information beneficial to the Union war effort.

The meeting for Sept. 27, at the normal 10:30 AM start time, will feature Locust Grove Middle School 6th grade teacher Sharon Grubbs. Providing immediate chest compressions is essential for patient survival from cardiac arrest. First responder manual compression is the first line of defense in cardiopulmonary resuscitation, but providers can quickly become fatigued. Automatic mechanical chest compression devices offer the benefits of consistent rate and depth of compression, with adequate run times to handle cardiac emergencies including transport to the hospital. Their use can substantially improve patient survival.

The Lake of the Woods Rescue Squad is pleased to have the latest technology for automated chest compression as a result of a generous grant from the Culpeper Wellness Foundation and citizen donations. The generosity of our patrons has enabled the purchase of two LUCAS Automatic Mechanical Chest Compression Systems. The LUCAS system provides a substantial advance over older technology, as it is lighter, more compact, easier to store and carry, and is simpler for providers to use. This system can be put in place while manual compressions are initiated. Medical research has shown that this LUCAS system provides increased patient survival rates.

The Squad has been training with the new device for the past month and has now put the devices on the ambulances resulting in improved care to our neighbors.

The Lake of the Woods Visual Arts Council 36th Annual Art Show and Sale will be held at the Community Center from 10 AM to 5 PM on Saturday, Sept. 22 and Sunday, Sept. 23. Sunday afternoon, you may also enjoy wine tasting from noon to 4 PM next door in Sweetbriar Park at a LOWLINC fundraiser. Complete details at LOWLINC.org.

Every show is different, with a mix of familiar artists from prior shows as well as new artists recently moved to LOW. We expect to see more photo exhibits as a new Photographers Group has started at LOW. Lake Authors will be back promoting their latest books.

Judging for the Woodworkers Club first 1x3x8 Challenge will take place at 9 AM on Saturday.

Although school just recently started, some of the Orange County teachers will have displays of student art. Each year, after the show, we distribute the sale’s proceeds to art teachers to supplement their budgets. LOWVAC retains only enough funds to pay for the next year’s show.

Remember to bring your Christmas list as this is a SHOW and SALE! You will want to stock up on original cards, too, and find that perfect picture for a blank wall! Tickets for the drawing will be available until Sunday afternoon, when winners will be notified (you do not need to be present to win).

There is so much to see and do! Be sure to attend this outstanding community event!

The LOW Men’s Senior League team concluded its season on Thursday, Sept. 6 with nine teams competing in the annual “SHAMBLE” event. First place went to the team of Mike Taylor, George Brock, and Luis Amador with a combined score of 321. Second place was the team of Jim Funk, Bill Baker, Jim Hoffmann, and Dana Compton who also card 321 but lost in a score card comparison on the back nine. Third place finishers were Jeff Hutchinson, Marvin Snoddy, and Roy Stein. Finishing fourth were Earl Porter, Charles Mincey, Lark Ahn, and Tom Wertz. Fifth place was taken by Mike Snelson, Mark Strickler, JT Darby, and Jim Ogletree. The highlight of the day was a HOLE-IN-ONE by Mike Taylor on hole #17! Congratulations, Mike. (Note: The MGA hole-in-one pool is still intact as Mike had not joined the pool. The cost to join the pool is $2 for MGA members.)

The third annual MGA Lamborghini Match Play Tournament concluded on Friday, Sept. 7 when JT Darby and Mike Hill defeated Jim (Coach) Brant and Dana Compton in 19 holes. Third Place went to the team of Dave Witmer and Lark Ahn. Fourth Place was taken by Keith Neeley and Luis Amador.

Winners were recognized at the Sept.19 MGA Annual Meeting.

The MGA annual Christmas Luncheon will be held at the Clubhouse at noon on Dec. 8. The cash bar will open at 11:30 AM. The cost is $10 for all MGA members. If you have not already paid the $10 along with your annual dues of $20, you may do so by putting your check for $30 in the MGA box at the Pro Shop.

It’s hard to believe that the LGA golfing season is nearly over for 2018.

This was the most challenging year ever for our dedicated tournament chairs.

The first few months were dominated by the monsoons. When it finally dried out, Mother Nature turned up the heat to the melting point. This resulted in way too many last minute cancellations on Tuesday mornings. That resulted in major headaches for Loretta, Janice, and Karen. They deserve a lot of credit for managing to get things regrouped and get the golfers out on time.

Mark Sept. 29 on your calendars. Red, White, Bleu and Brew, across the street, is holding a fundraiser for The LOW Players starting at noon. This is a chance to meet some of the cast members and maybe hear some of the songs, plus get to know others in our group. This neighborhood cafe and gourmet shop features beer, wine and cheese from local sources, as well as domestic and international offerings. If you have not been into their shop this is the perfect time. Maybe we can interest some of you to join our group. We always welcome anyone interested in any aspect of theater. Many Americans find European wine labels confusing. The following general and more specific information, based upon European Union standards, will hopefully assist you in selecting future European wines.

Generally, EU wines are broken down into three categories: Quality wine – From specific appellations (i.e., regions within a country), such as St. Julian in France. The abbreviation will be “QWPSR”, Quality Wine from a Specific Region, in English. In some European languages it is identified as “VQPRD.” These terms encompass QmP in Germany, DOC in Spain, and DOCG in Italy.

Table wine – Other wines, not defined as “Quality Wine.” This includes the French “vin de pays,” or country wine and the Spanish “vino de la tierra.”

These wines are looked upon as a higher quality within the “Quality Wine” category. This category also contains wines which may contain country of origin and the vintage of the wine.

Wine – All other wines not indicated as above. This category also includes wines not from the EU. However, a wine in this category, such as a Cabernet Sauvignon from Napa Valley, has a higher status,-since the grape varietal(s) and/or vintage year is indicated - than any other wine(s) in this category.

More specific information on a bottle of EU wine may be present: Vintage: This only indicates the year in which the grape(s) were picked.

This type of wine is more appealing to customers, since they can then be compared to vintage charts that indicate great, good, or mediocre years.

Non-vintage: Wines that are made in multiple years and then blended together. This type of wine has unnecessarily been given a bad rap. There are some really good wines in this category, but they are not necessarily complex, or able to cellar for very long.

Reserve: Each EU country has a defined, specific, standard for each region, town, or village. Spain, for instance, has several sub-categories within the “Reserve” category. Not so for wines from the New World (it could even mean a wine has been in an oak barrel for two weeks longer than their “regular” wine).

LOW Community

Despite gloomy forecasts of little to no wind, five undaunted boats of the Lake of the Woods Sailing Club arrived at the starting line Saturday, Aug. 25, for the club’s annual distance race, the Round Turtle Island Challenge.

Four Flying Scots and one Sunfish encountered better than expected conditions, and finished the endurance race down the length of the Main Lake, around Turtle Island, and returning to the starting line in approximately two hours.

Numerous lead changes demonstrated the competitive atmosphere of the day, with each of the four Flying Scots leading the race at least once.

A unique feature of this local sailboat race lies in how unreliable wind conditions in the narrow and constricted Turtle Island Cove area are handled.

The club racing rules (for this race only) allow for any non-motorized means of propulsion to be used while transiting that area, and most racers opted for crew members using paddles to manage the around the island section of the race.

This year’s winner was Flying Scot skipper Dan Kilgore, with grandchildren Katie and Alex Reif handling crew and paddling duties.

Both grandchildren were first-time graduates of the LOWSC Junior Sailing Program Beginner Sail Camp in June. Apparently, they paid attention!

A second place photo finish went to Bill Wemmerus, with Bob Oldach as crew, narrowly edging out Gary Close and his crew of Bill Ruark and Tony “Muddog” Everhart.

John Sellers, with Jimmy Lee crewing, took fourth place, while lone Sunfish entry Jean Westholt finished fifth. A mere sixteen minutes separated all competitors at the finish line.

PRESIDENT’S REMARKS AND RECOGNITIONS President Cumming welcomed members to the Annual Meeting and provided a brief overview of the progress made this year toward maintaining our infrastructure and facilities. Adoption of the final plans for replacement of the Clubhouse Pool/Fitness Center and recreation area and establishing a financing plan to cover the cost was the most significant capital project undertaken.

President Cumming explained the reason for postponing the release of the FY2017/18 financial audit by PB Mares, Accountants, and advised members that they will be informed when a new date for its release is set.

President Cumming recognized and thanked all past Board presidents and the current Directors, LOWA administrative officers and staff, Committee Chairs and Committee members for their valuable contributions to the work of the Association. Special thanks was given to our General Manager, Phil Rodenberg for his exceptional management of the daily business of the Association.

On behalf of the Association, President Cumming presented a check for $42,000 to LOW Volunteer Fire & Rescue, Inc. President Simon Gray in appreciation of the important services Fire & Rescue provides to LOW and local county area residents. Mr. Gray gave a short statistical report on staffing and service calls Fire & Rescue responded to this past year.

ANNUAL REPORT OF THE GENERAL MANAGER General Manager Phil Rodenberg provided the annual state of the Association report which celebrates accomplishments over the past fiscal year and discusses future challenges.

LOWA remains in good financial condition with a $3.3M balance in the reserve funds, and holds a capital spending plan of $6.5M, which includes the new Clubhouse pool complex. Our assessment delinquency rate at yearend was 1.9%, beating the industry standard of 5% by a considerable margin and the lowest level in six years.

There are currently 3832 completed homes in LOW and close to 8000 residents, making LOW the largest concentration of homes and the highest population area in Orange County.

The Board made significant progress toward completing the nine goals they set last September.

Mr. Rodenberg reported details of the changes to key personnel and provided an overview of the programs, events and the many infrastructure and facility projects undertaken during the year at our amenities and throughout the community. He thanked the Board members, the operation center managers, management team and staff who worked to make this past year another successful one.

HONOR AWARDS Honor Awards Committee Chair JoAnn Buttimer introduced the members of the Honor Awards Committee and thanked them for their service this year.

Awards were presented by Ms. Buttimer and Karen Kovarik to the following LOWA members in recognition of their volunteer service and contributions to the community: Certificate of Appreciation: Karen Strollo.

Outstanding Service Award: Ben Corner, Chris Carr, Michelle Senft, Eileen Appleyard, Dorothea Barnes and Loretta Yurkus.

Distinguished Service Award: Richard Rappoport, John Trach, Carolyn Rourke and Karen Cakouros.

The Mergelland Mannenkoor male choir will be performing at the Orange Baptist Church on Saturday, Sept. 29, at 7:30 PM. This free concert honors the 8,301 American soldiers who died liberating the Netherlands during World War II and who are buried in American Cemetery in Margraten. The soldiers’ graves were adopted by Dutch citizens who maintain them in appreciation for the ultimate sacrifice these men gave to liberate Holland.

The choir members are descendants of families who are deeply attached to the importance of the Netherlands American Cemetery. There is a waiting list to adopt a grave.

Which is better, ignorance or speculation? Ignorance is missing the possibilities and speculation can be the cause of errors and, unfortunately, finding out too late after you have signed the final papers.

A great concern for a family making a significant life changes is understanding the implications of what they are agreeing to. People who are proficient in their job will forget to take a breath while they are explaining and by the time the brain catches up, they are off to another section that needs to be signed before understanding the consequences of what they are agreeing to.

Nothing is more important than fully understanding what you are signing. If you do not understand, forego the signature line and ask more questions until you are 100 percent clear. And if you are not clear, ask for another person to help you to understand it. People explain in different ways and you want to make sure you can repeat back with clarity what you are agreeing to. Asking questions and knowing the long term answers can help you to make the right decisions and never walk out from a meeting more confused than when you arrived.

by Fred Pulis, Member, LOW Veterans Club One element of the LOW Veterans Club mission is to educate members and non-affiliated veterans about benefits available to them. For veteran residents of LOW, many such services are made available by the Virginia Department of Veteran Services. The Virginia Department of Veterans Services is organized into six service delivery sections: benefits; veteran and family support; veteran’s education, training, and employment; care centers; veteran cemeteries; and the Virginia War Memorial. The applicable information is provided free of charge.

The VDVS Benefits Services division advocates for Virginia veterans and identifies to them the benefits and services they have earned. Information on current federal, state, and local veterans’ programs, entitlements, and referral services is available to them in Virginia via a network of 26 benefit services offices.

The Veteran and Family Support division monitors and coordinates behavioral health, rehabilitative, and supportive services through an integrated and responsive system of care. The division provides peer and family support and care coordination to Virginia veterans. Their specific emphasis is on veterans suffering from stress-related conditions or traumatic brain injuries resulting from military service.

The Veterans Education, Training, and Employment Division provides relevant educational information, including G.I. Bill-approved secondary education, licensure, certification, entrepreneurial, and Virginia colleges and universities.

The VDVS Veterans Care Centers provide affordable long-term nursing care for Virginia veterans at two locations. The Richmond and Roanoke centers are designed to enhance quality of life with a clean, caring, and dignified setting for veterans who have served their country with honor.

Virginia’s three veterans’ cemeteries are located in Suffolk, Amelia, and Dublin. These cemeteries provide a final resting place for veterans and eligible dependents.

The Virginia War Memorial located in Richmond honors our fallen heroes by passing their personal stories to future generations through many outreach and on-site educational programs. The memorial has regular patriotic events, educational seminars, historical museum exhibits, a research library, first person historical documentary videos, and the nearvirtual reality film, Into Battle.

Official Voting Information for Orange County Voters

by Jim Hopkins, District 5 School Board Member The school year is well underway as students and parents adjust to having the first day of school in early August. This is a growing trend in Virginia as K-12 schools follow the example of colleges and universities. The goal is to end the first semester by Christmas. To accomplish this and meet the state requirement for hours of instruction, it necessitates three weeks of school in August.

The Orange County School Board is made up of five members elected by district. Unfortunately we lost one of our members in August with the passing of Judy Carter. Judy and I served together on the school board for 11 years. She was a dear friend, an outstanding school board member. She will be missed.

The school board is searching for an interim representative to fill her unexpired term. During early September, the school board will accept letters of application from District 3 residents. On Monday, September 24, at 6 PM, the school board will hold a public hearing to allow citizens to express their thoughts related to the interim appointment. On Monday Oct. 1, the school board plans to appoint a District 3 resident to the school board to fill the unexpired term through Dec. 31, 2019.

Following the retirement of Superintendent Brenda Tanner, the school board has appointed Cecil Snead to be our new Superintendent of Schools.

He signed a 4-year contact and took over leadership of the school system on July 1. Cecil and his wife Sherrie plan to move to Orange County, but first need to sell their house in Buckingham County. The Sneads have looked at houses in LOW, but nothing can be finalized until their current home is sold.

Snead will be the guest speaker at the Civic Club meeting at 7 PM, Wednesday Oct. 10, in the Clubhouse Great Hall. I encourage you to attend the Civic Club meeting and meet our new Superintendent of Schools.

Join Us for Women’s Guild

Women’s Guild of Lake of the Woods Church meets regularly on the first and third Thursday of every month September through May. The meetings are open to all women in the community and new faces are eagerly welcomed. Each meeting consists of a short devotion, prayer, and a featured speaker, plus a light lunch and time for fellowship. In addition, the group undertakes a service project each month to benefit the wider community.

Registration is not necessary, and there is no cost to attend. However, if you need childcare, please contact the church at 540-972-9060 by the Monday preceding the Guild meeting.

The Oct. 4 meeting will feature speaker Kay Zello and special music by Pete and Carol Brown. After the meeting, Nancy Bowles will offer a wreathmaking session for those who wish to participate. Cost of supplies is $3.

On Oct. 17, Brooke Chumley from SAFE House in Culpeper will speak.

SAFE House provides shelter and support for victims of domestic violence and sexual assault. October’s service project is to collect needed items for SAFE house.

Lake Currents September 21, 2018

Orange County recently received a grant of $846,000 from the Federal Emergency Management Agency to replace the self-contained breathing apparatus (SCBAs) for all county and volunteer firefighters. The new SCBAs have the latest safety features and sufficient masks will be procured to provide each firefighter with their own mask fitted to them. This grant was a 90 percent grant and the county will have to fund $84,000. The entire amount was planned for next year’s capital program, so those funds can be shifted to other capital projects. The county has been very fortunate to have department heads that have been very successful in researching and taking advantage of various grant opportunities for a variety of projects. As a result citizen needs are being met while providing savings to the taxpayers.

The Supervisors also approved and presented a Resolution of Recognition to the Orange Volunteer Fire Company for their performance in the Virginia State Firefighters Association competition. This Fire Company, based in the Town of Orange, scored five first place and one third place finishes in eight events. The Company won the overall competition; their 21st overall win and 15th straight win. The coach and 15 team members were mentioned by name in the resolution. It is apparent that this team is setting the standard for Virginia.

The Supervisors regularly approve resolutions and actions for a number of routine functions of governing. At our last meeting, we approved two resolutions for local roads to be included into the Virginia Department of Transportation Secondary Road System. Action items included budget amendments for FY18 and FY19, disposition of two surplus vehicles, insurance renewal for accident, sick, property and casualty insurance for the volunteer fire & rescue organizations, position description changes for nine positions and an interim appointment for a Zoning Administrator/Subdivision Agent to replace a vacancy. Most of these actions are non-controversial but still require careful attention to the details.

At a recent meeting the Supervisors approved a zoning ordinance change that revises the requirements for Planned Residential-Traditional Design districts. The zoning for Planned Development-Mixed Use and Planned Development-Business districts were previously approved and this completes the regulatory zoning changes for the Germanna-Wilderness Area. These new zoning categories have not been approved for any specific properties yet, but are available to developers to use when they apply for a zoning change for a new development. What is unique about these new zoning categories is that there fewer specific requirements. The developer provides a master plan that lays out his design for land uses, utilities, transportation, open space, common areas and recreational facilities. This provides a more comprehensive description of what a development will look like before approval. Once that rezoning is approved, any significant change to that master plan requires a new approval.
