Halloween Scavenger Hunt Oct. 31, 2:30–4:40 PM

The Lake of the Woods Lioness Lions Club and LOWA are co-sponsoring a Halloween Scavenger Hunt this year for the community. Due to COVID-19, LOWA will not be hosting Treats on the Point. All participants must be in a vehicle, wear masks and social distance. Children are encouraged to wear their Halloween costumes!

CHECK-IN will take place at Sweetbriar Park. There will be a drive through check-in at 2:30 PM where participants will be given their CLUES and SAFETY GUIDELINES.

The purpose of this meeting is to vote on each of the two separate and independent proposed Amendments to the Declarations of Restrictions which would (1) amend Section 5, subsections B, D and E and Section 6, subsection C of the Declarations to clarify ECC quorum and establish an Environmental Control Committee (ECC) appeal to the Board of Directors, and (2) amend Section 12 of the Declarations to add a new subsection H to establish Board authority to assess charges for violations of the Restrictive Covenants (Declarations), Rules and Regulations.

By vote at the Special Board Meeting of May 28, 2020, the meeting was recessed and continued from June 3, 2020 to October 27, 2020 because of the Coronavirus Pandemic.

President’s Letter

Benita Forrest has resigned from the Board. On behalf of the Board and Management we wish to thank Benita for her service. It has been a pleasure working with her and we wish her the best.

The subject uppermost in my mind as President of the Board is COVID-19 and its ramifications. There are the challenges of protecting our members by requiring social distancing and wearing masks during LOWA activities and in LOWA buildings. There are financial issues which the Board will be considering during the upcoming budget cycle. There are also social issues such as limitations on how much we can socialize, especially those members with underlying conditions. Members on our street have been socializing by holding driveway get-togethers. They begin with one neighbor talking to another, then other neighbors join, then the folks who walk by come part way down the driveway and join in the conversation. All maintain social distancing or wear masks and talk about whatever is on their minds. I hope there are many outdoor gettogethers happening, where members maintain social distancing and/or wear masks and feel free to visit one another. We are all united in maintaining the health of ourselves, our loved ones, and the community.

Fall and spring are particularly good times to work in our yards, and we do our best to contribute to the beauty of living in a wooded environment. I sometimes think living in Lake of the Woods is like living in a national park. It is beautiful, especially if you look up at the trees. It is particularly helpful to look up at the trees when you pass homes and yards that are not adequately maintained.

What can we do? We can help our neighbor if our neighbor will let us. Fall is also the time when the leaves turn color and create a bright beautiful palette that makes living in Lake of the Woods so special. And then they fall and fill our ditches. Lake of the Woods road crews can take out some of the leaves, but not nearly all of them. They get into our lakes, they block culverts, they cause stormwater runoff. Please do your best to remove leaves from your ditch. If you live next to a member who needs help removing his or her leaves and you can help, please do so. We are fortunate to have a place where we can take our leaves in 9.9. If all of us do our part to remove leaves, we contribute to health of our lakes, to the beauty of our community, and to preventing stormwater damage. Let fall be a time of working together to take care of our community.

If you are one of the 862 lakefront property owners, you will want to watch the Oct. 21 presentation by our consulting engineer about the new Federal Emergency Management Agency Flood Insurance Rate Maps (FIRM) being established. Professional Engineer Don Rissmeyer of A. Morton Thomas & Associates will brief the LOWA Board of Directors during the Oct. 21 Board Meeting at 2 PM. FEMA is establishing new flood maps on our lakes which will add federal flood insurance requirements and Orange County building permit requirements. There is a big problem. FEMA’s maps establish a flood stage that is too high for the actual flood plain level.

Here are the key points for lakefront property owners: 1. LOWA lakefront lots are being added, for the first time, into the new FEMA Flood Insurance Rate Maps, following a 2018 FEMA study that added the Main Lake and Keaton’s Lake into designated flood zones.

2. LOWA wants to make sure the flood maps accurately depict the 100year flood stage of the lakes.

3. In 2018 LOWA, through its Consulting Engineer Don Rissmeyer, convinced the FEMA mapping team to lower the flood stage levels to be more accurate.

4. Preliminary FEMA maps released in August 2020 show flood stage levels that are still too high: o Main Lake is at 321 feet above sea level when it should be 319 feet. o Keaton’s Lake is at 288 feet when it should be at 287.

5. Once the final maps are published, LOWA lakefront lot owners will have new federal flood insurance and county building permit requirements.

6. The LOWA Board will formally pass a resolution supporting the map adjustments on Oct. 21.

LOWA has invited Orange County to attend the meeting.

Call to Order President Zukowski called the meeting to order at 9:03 a.m. in the Community Center for the purpose of holding a Community Association management exercise and setting Board goals for the next year. The legal briefing and attendance by members-at-large was accommodated using the Zoom teleconference audiovisual platform due to limits on in-person group meetings.

EXECUTIVE SESSION Motion by Clawson, passed unanimously, to enter into Executive Session at 8:17 a.m. for the purpose of discussing matters involving violations of the Declaration of Restrictions and Regulations for which a member, his family members, tenants, guests or other invitees are responsible; and to discuss a personnel matter.

Motion by Forrest, passed unanimously, to exit Executive Session at 9:53 a.m.

2. OPEN SESSION Motion by Forrest, passed unanimously, to enter into Open Session at 10:04 a.m. and to affirm that the Board met earlier today in Executive Session for the purpose of discussing matters involving violations of the Declaration of Restrictions and Regulations for which a member, his family members, tenants, guests or other invitees are responsible; and to discuss a personnel matter.

4. REPORTS 4.1 Report from Orange County Board of Supervisors Supervisor Lee Frame reported the Orange County Office on Youth is offering a grant program to people who have experienced additional childcare expenses due to school closings. Eligibility criteria and applications can be found on the Orange County website.

The Equalization Board has completed hearing property reassessment appeals. Of the 80 who applied for a review, 60 received a decrease in their assessment valuation.

The Career Work Center in Orange County will reopen October 6 to assist residents with job hunting and help employers find qualified workers.

The Board of Supervisors finished setting their priorities for the next two years, which include the Broadband initiative, updating the GermannaWilderness Area Plan and a number of other projects.

Dogwood Nursing Home in Orange was ranked #10 in Virginia in terms of overall quality of services and care provided.

4.2 Report from Orange County Sheriff: No report available.

4.3 Report from Allied-Barton Security Chief Scott Walker reported that in September, staff responded to 255 calls for service and issued 244 summonses. There were 21 noise complaints and 20 animal complaints. There was one theft and 7 reports of vandalism, and these are being investigated.

4.4 Report from LOW Volunteer Fire & Rescue, Inc. for September, 2020.

Chief Mike Cianci reported the Fire Department received 24 calls, 11 inside the lake and 13 outside the lake. There were 7 fire alarms and 2 fires. Rescue responded to 27 calls, 17 inside the lake and 10 outside. Risk reduction messaging for September centered around National Preparedness

Month, September 11th remembrance and Patriot’s Day. October messaging will focus on Fire Prevention Week. There will be no Christmas tree sale again this year due to low inventory from suppliers and prohibitive costs of importing trees from Canada.

4.5 Report from Orange County School Board: No report available.

4.6 Reports of Officers The President, Vice President, Secretary and Treasurer had no report.

A. Executive Session Actions Motion by Vickery, passed unanimously, that the Board declare that a continuing violation of the Restrictive Covenants exists on the lots in Case numbers 20-1003-01, 20-1003-02, 20-1003-03 and 20-1003-04; and that the Board suspend the voting rights and the use of the recreational amenities, including the Main and Back automatic gates until the violation is corrected in accordance with Section 12.G.b of the Restrictive Covenants, effective October 7.

Motion by Vickery, that the Board take no further action regarding Case #20-0715-109.

Vote: Yea: Zukowski, Diercks, Forrest, Clawson and P. Brown. Nay: Vickery. Motion passed 5 to 1.

Motion by Vickery, passed unanimously, that the Board suspend the boating privileges in Case #20-0715-169 for seven (7) days, effective after receipt of notice.

Motion by Vickery that the Board accept the appeal in Case #20-091626 representing Summons #06660, and deny the appeal represented by Summons #06661. Vote: Yea: Vickery, Zukowski, Diercks, P. Brown and Forrest. Nay: Clawson. Motion passed 5 to 1.

Consideration of Case #20-0916-72 was deferred to the October 21, 2020 Board meeting.

B. Committee Liaison Reports President Zukowski reported the Lakes Committee has submitted their report to the Board with recommendations relative to considering wake boating/surfing regulations.

4.7 Report from the General Manager, Phil Rodenberg A. Coronavirus Status of LOWA Amenities, Events, Meetings and Business Operations.

The GM provided the latest status report and highlighted changes to operations since his last report. Management continues to find ways to hold limited events where possible in lieu of outright cancellation.

B. August Financials In August, we collected $206,440 in current year lot assessments for a total of $5,739,213, or 79.8% of total lot assessments billed. As of August 31, the Unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $77,786, and the delinquency rate was 5.4%.

Beginning October 21, the GM will present the financials at the midmonth Board meeting, rather than the first meeting of the month.

Fitness Center attendants Philip Alcock and Zoe Paliakas were given a Commendation for providing prompt assistance to two members in distress in separate incidents.

C. Lakes Management Report The swimming advisory for Keaton’s Lake was lifted on October 1 following testing that showed no harmful bacteria on September 28. Work continues on the 14th Pond forebay project as armoring stone is installed.

H. In addition to all the remedies and authorities provided to it by this Declaration, the Bylaws, the Articles, the Rules and Regulations and the laws of the Commonwealth of Virginia, the Board of Directors has the authority to adopt reasonable rules and regulations as may be permitted by, and so as to comply with, applicable statute, including a rule permitting the Association to levy and assess any violation charges established by the Virginia Property Owners’ Association Act of the Code of Virginia, 1950, as amended (“Act”) or any other applicable statute.

5. ENVIRONMENTAL CONTROL COMMITTEE ….

E. The Committee shall have the right to disapprove any plans, specifications or details submitted to it in the event the same are not in accordance with all of the provisions of these Restrictions; if the design or color scheme of the proposed building or other structure is not in harmony with the general surroundings of such lot or with the adjacent buildings or structures; if the plans and specifications are incomplete; or in the event the Committee deems the plans, specifications or details, or any part thereof to be contrary to the interests, welfare or rights of all or any part of the real property subject hereto, or the owners thereof.

The decisions of the Committee with respect to plans, specifications, or details thereof shall be final. (Referendum Aug 1996) In the event that the Committee disapproves or denies the plans, specifications and/or details submitted, the Committee shall do so in writing to the submitting Owner, providing the date of the disapproval or denial and the Committee’s basis for the disapproval or denial, which shall include any provisions of the Declaration (i.e., recorded covenants), Bylaws, Rules and Regulations (hereafter “Governing Documents”) which the Committee deems applicable and/or supportive of its disapproval or denial.

Any such violation charges assessed against an Owner shall be collectible as an assessment, including but not limited to constituting a lien against such Owner’s Lot and being the personal obligation of such Owner.

Any disapproval or denial of plans, specifications and/or details by the Committee pursuant to this Section may be appealed by the submitting Owner to the Board of Directors (“Board”). The grounds for appeal are limited to (1) the Committee’s denial violates one or more provisions of the Governing Documents or applicable law or statute and/or (2) the plans, specifications and/or details submitted to and denied by the Committee are not regulated by the Governing Documents or law or statute.

Members are asked to vote “Approve” or “Disapprove” on EACH of the above proposed amendments. For those submitting proxy ballots electronically through LOWA’s trusted agent, Vote-Now.com, they must do so on or before 11:59 PM on October 26, 2020. Also, all paper proxy ballots mailed to VoteNow.com must be received by Vote-Now.com on or before October 26, 2020, or paper proxy ballots may be provided to LOWA prior to the announcement of the closure of the voting at the Special Meeting by the presiding officer. Any person designated by a Member as a proxy holder on the proxy ballot must attend the meeting in person for that proxy ballot to be valid. The appeal must be in writing, with the following information: (1) a copy of the submitted plans, specifications and/or details, (2) a detailed statement of the reasons for the appeal, specifically addressing the grounds for the appeal as limited herein, and (3) the remedy sought. If the tenth (10th) day falls on a Saturday, Sunday or legal Holiday, such receipt of the written appeal shall be due no later than the next business day.

1) Starting the week of Oct. 12, Lake of the Woods Way (road to the Clubhouse, NOT the main entrance) will be closed to traffic. A detour route will consist of Lakeview Parkway and the Clubhouse parking lot (please follow signage). Construction is expected to last two to five days (weather permitting).

2) Starting the week of Oct. 19, the section of Gold Valley Road (from Lakeview Parkway to Nugget Drive) will be closed to thru traffic. Residents in this area will be permitted to travel as needed. A detour route will consist of Nugget Dr (please follow signage). Construction is expected to last two to five days (weather permitting).

3) Starting the week of Oct. 25, the section of Stratford Circle and Mason Street (from Cloverhill Ct to Harrison Circle.) will be closed to thru traffic. LOWA Regulation IV.H Amended At its Sept. 16 meeting, the LOWA Board of Directors amended LOWA Regulation IV.H. regulating use of wheeled recreational devices. The amendment added a prohibition of wheeled device use at the Clubhouse Pool/Fitness Center Sidewalks and Entryway.

What is the effect? Adding these to the prohibition list will help deter skateboarders in areas where members are walking and will allow Security to enforce the rule.

The amended regulation IV.H, shown below, is effective immediately.

IV. INDIVIDUAL BEHAVIOR H. WHEELED RECREATIONAL DEVICES 1. The use of skateboards, roller blades, roller skates, scooters, or other similar wheeled recreational devices is prohibited on Lakeview Parkway, Mt. Pleasant Drive, Yorktown Boulevard, parking lots, mail stations, Clubhouse Point, the Clubhouse entry and driveways (see VIII.B.9), Clubhouse Pool/Fitness Center sidewalks and entryways, the golf course (see IX.A.2b), pickleball and tennis courts (see XIII.D.2.), park and campground pavilions and park equipment, the Holcomb Building, Community Center sidewalks, and the Stables.

2. Parents and guardians are responsible for use of helmets and other appropriate protective gear by minors who are using skateboards, roller blades, roller skates, scooters, bicycles, or other similar wheeled recreational devices.

3. The use or operation of skateboards, roller blades, roller skates, scooters, bicycles, or other similar wheeled recreational vehicles on LOWA property is done at the sole risk of the user, including injury and/or property damage.

Fall Leaf Removal Guide

by Carolyn Brodeur, Communications Manager Fall has officially arrived, and Lake of the Woods has no shortage of leaves. Here are some of the DO’s and DON’T’s for disposing of your leaves in a way that protects our lakes, roads, and amenities.

1. Maintaining Financial Stability During COVID-19 Explore financial options toward 2021-2022 Budget decisions that enable LOWA to sustain itself through COVID-19 by offsetting anticipated amenity and administrative income loss. Consider (1) deferral of new capital projects, (2) use of New Construction & Replacement (NCR) Reserves income toward Replacement Reserve expenses and (3) use of other prudent financial decisions that promote financial stability and avoid an assessment increase of more than three percent, and avoid expensive deferred maintenance while protecting Association assets. Manage the FY 2020-21 and FY 2021-22 budgets as complementary to optimize operating cash.

(Overarching Goal 7)

The DO’s!

1. Take your leaves to 9.9: Bag your leaves and take them to the 9.9 maintenance area where you must dump the leaves out of the bags. No bags or trash may be dumped at 9.9.

2. Start a compost pile: You can start a compost pile in an inconspicuous part of your property, and use later for flowerpots, raised gardens etc.

3. Mulch them: You may mulch them. By using your lawn mower, you can chop up your leaves. The leaves will biodegrade and provide nutrients for your lawn.

4. Leave them be: You can do nothing. However, uncut leaves take longer to biodegrade.

5. Clean ditches, culverts: No matter which option you choose above, be sure to clean driveway culvert pipes to allow stormwater runoff to flow clean and freely.

6. Remove leaves from hard surfaces: Clear hard surfaces such as paved driveways, and drainage areas where they can be washed into the lakes.

2. Updating the Lakes Management Plan to Integrate Lakes Management and Stormwater Management Complete the update to the Lakes Management Plan by August 2021, rather than the original schedule of completion by August 2022. The Plan is designed to assess improvements to lake health since the 2012 Williamsburg Environmental Group (WEG) Lakes Management Plan and to set new priorities in an integrated approach for improving lake health by decreasing sediment and pollutants in both lakes and for improving stormwater management throughout the community. The new Plan will be paid from the Repair & Replacement Reserve.

Complete the easement acquisition and design of the Patrick Henry Court to Small Marina Drainage Improvement Plan.

Include the 2018 stormwater hots spots identified by the Board in the Five Year Capital Plan.

(Overarching Goals 1, 2) 3. Modifying FEMA Insurance Maps Strongly urge the Federal Emergency Management Agency to modify its new flood insurance maps to accurately depict the 100-year flood stage of both the Main Lake and Keaton’s Lake. The preliminary maps show a flood stage that is 2.3 feet higher for the Main Lake and 1.3 feet higher for Keaton’s Lake. Enlist the support of both Orange County Supervisors and the 862 Lakes waterfront owners to effect the change in the new flood insurance maps.

(Overarching Goal 2, 8) 4. Exploring Wake Boats Regulation Explore options for regulating Wake Boats on the Main Lake to protect shorelines, prevent erosion, and improve boater safety. Work with the Lakes Committee and Safety & Security Committee, lakefront owners, and the boating community to consider the range of options including time restrictions, grandfathering current watercraft, and an outright ban of Wake Boats.

(Overarching Goal 3, 4) 5. Exploring Modifications to Commercial Vehicles on Residential Lots Regulations Consider amending Regulation V.C. regarding prohibitions against overnight parking on residential lots of vehicles with commercial markings (writing or graphics) and larger vehicle body types to facilitate members with take-home business vehicles. Survey of members and consider their inputs about commercial vehicles on residential lots.

6. Registering Short Term Rental Properties Continue to identify and register short term tenant properties, including AIRBNBs, to ensure the Tenant Fee is paid. Work with lot owners and agents to help ensure short term guests follow rules and regulations.

Automating Annual Assessment Payments and Amenity Payments Evaluate and implement an online portal that directly integrates with LOWA’s Member Management System (JONAS) and permits Members to make Annual Assessment and Amenity payments using Automated Clearing House (ACH), Electronic Funds Transfer (EFT), credit cards, or other electronic payment options. The portal will allow Members to select one of the pre-defined Annual Assessment payment schedules and integrate payment application directly into Jonas. Automation will provide more control to Members over the payment process, save Member time, reduce LOWA risk with additional protections over Member personal data, and save LOWA administrative cost by significantly reducing the time and cost of manually posting Annual Assessment and Amenity fee payments to Jonas.

Evaluate Member charges used to offset the cost of the portal. Complete the integration, testing, and implementation of the portal by February 28, 2021.

That means it is a great time to review these online safety tips from the National Cyber Security Alliance: KNOW THE RED FLAGS: If anyone contacts you and insists on payment by a wire transfer or gift card, it’s a scam. End the conversation immediately.

VERIFY TO CLARIFY: Be suspicious of emails, text messages, or phone calls that create a sense of urgency and require you to respond to a crisis or give sensitive information, such as your credit card or bank account number.

Don’t respond immediately. Hang up or walk away from the computer and contact a trusted source to verify the legitimacy of the request.

WHEN IN DOUBT, THROW IT OUT: Links in email, tweets, texts, posts, social media messages and online advertising are the easiest way for cyber criminals to get your sensitive information. Be wary of clicking on links or downloading anything that comes from a stranger or that you were not expecting.

LOCK YOUR DEVICES: You lock the front door to your house. You should do the same with your devices. Require a passcode to unlock your phone or tablet.

USE LONG, UNIQUE PASSPHRASES: Length trumps complexity.

A strong passphrase is at least 12 characters long. Focus on phrases that you like to think about and are easy to remember - for example, “IL0veCountryMusic!”.

PEOPLE AREN’T ALWAYS WHO THEY SAY THEY ARE ONLINE: Be wary of strangers and those appearing to be your friends or loved ones online. It is too easy for criminals to hide their identity and appear trustworthy. If someone asks to be your friend on social media, only accept their request if you know them. Don’t send money or sensitive financial or personal information to anyone you have never met.

Considerable research has been focused on the short and long-term aspects of wake surfing and how it impacts lake fronts and lake users. Traffic counts were taken for 18 days to help define high traffic times.

6. NEW BUSINESS 6.1 Consideration of LOWA Amenities, Events, Meetings and Offices Coronavirus Status.

No further action was taken by the Board. (See GM Report) 6.2 Discussion of Replacement Reserve Study Report for FY-2021.

The General Manager presented a draft of the FY-2021 Level 3 Reserve Study update from Miller Dodson Associates. The document included an inventory of 782 items scheduled for replacement over a 40-year study period. The study assists management in budget planning and determining annual contributions to reserves collected as part of the annual assessment. Efforts were made to lower capital spending for FY-2021 by deferring some projects a year or more to help manage cash flow in a stressed financial environment. Management requests the Board review the draft in preparation for further discussion on October 21 and 27th Board meetings to make any further adjustments. The Board will be asked to adopt the update for planning and budget purposes at their November 7, 2020 Board meeting.

6.3 Consideration of Entering Lots for Maintenance. (Removed from Agenda) 6.4 Discussion of Renaming the Main Marina as North Marina and the Small Marina as South Marina. Following discussion of several proposed names, the Board agreed to publish a notice in Lake Currents requesting member comments.

The survey will gather LOW community feedback and will be used to guide a long-term conceptual plan for development of Fareways Café to meet the growing needs of LOW members.

The online survey at www.LOWA.org/FarewaysSurvey2020 was made available on Sept. 25 and will be available until midnight Oct. 30. In addition to this Lake Currents announcement, LOWA Communications will be blasting periodic emails as reminders. Early survey responses have been above expectations. Keep it up! Local Mom Wins National Working Parent Scholarship

An Eclectic Show!

Job-Applications.com announced that a Lake of the Woods, Locust Grove mom was selected as the sole winner of the most recent round of the company’s national Working Parent Scholarship.

Job-Applications.com recognized the efforts of one student in the United States who balances the difficult tasks of parenthood, working and seeking a higher education. The national winner of this round’s $1,000 Working Parent Scholarship is Melissa Guido of Lake of the Woods.

Guido is in her third year at the Liberty University Helms School of Government, where she is working to obtain her B.S. in Law and Policy. Guido has a six-year-old son, a 14-year-old daughter and two stepchildren, ages 10 and 12.

Melissa Guido “As a working mother, winning this scholarship takes a lot of financial worry away. Higher education is so expensive, and financing school seems to get more unrealistic the older one gets. Soon, I will begin putting my oldest child through college, so finishing my own education is ‘now or never’ in my mind,” Guido said. “I come from humble means; neither of my parents attended a four-year university.”

Guido works as a full-time certified paralegal in Fredericksburg She says, “My goal is to become a licensed attorney one day. I’m determined to keep going until that is a reality, both for my children and for myself.”

In her winning essay, Guido wrote about the keys to her success: “My family’s buy-in, good communication, and commitment to work.”

A little drizzle and a chill in the air started the day out. But, coinciding with the arrival of the many eclectic 1”x 3”x 8’ Woodworking Challenge entries, the sun gradually started to peek out to help warm the event.

This year’s 1x3x8 Challenge winners were: Jay Libby, whose “Moby Dick” was awarded First Place, Pete Brown, whose “Duck” took Second Place, and Garth Lamb, whose “Time Out Chair” was awarded Third place.

Jay, who placed first in last year’s event with his “Nativity” band saw puzzle, continued his discipline with a “Moby Dick” band saw puzzle. Upon disassembling the puzzle, one would be surprised to find a wooden character of “Captain Ahab” hiding inside.

Pete, who has been a contestant in our two previous events with a “Crane” and a “Horse,” followed his “wildlife spirit” with his “Duck” creation this year. We know Pete always has skin in the game.

Garth’s “Time Out Chair” was a slimmed-down version of time out chairs he had made in the past, with a little “wood burning flair” added.

In addition to the winners, a great variety of woodworking was on display at the Challenge. Projects included a Mason Bee hive, a plant holder that went out on a limb, a hat rack, a serving tray that was assembled without any glue or fasteners, Native American flutes, a plantar fasciitis foot massager, and a step stool.

Special thanks to two LOW community members, John Rourke and Frank Heisler, who acted as judges.

Our membership enjoyed speaking with all the guests who visited the Challenge. Hope to see your project at the Challenge next year!

Civil War Study Group Historical Markers

The Garden Club emerged from dormancy with a flourish, a program highlighting Monarch Butterflies, and then our first plant sale of the year.

The campground pavilion proved the perfect setting and shelter from the morning mist. Appropriately masked members and patrons browsed among the plants, exchanging growing tips. The sale was successful not only as a fundraiser, but we gained two new members, and will have the satisfaction of seeing the results blooming in the spring!

Our October meeting (members only, sorry) moves to the Community Center at 12:30 PM to socialize, at 1 PM for the meeting, and an invitation to virtually tour the Philadelphia flower show.

Let’s Grow Native! Animal diversity starts with plant diversity. All energy is captured by plants and animals get their food from plants. Insects are the most important group of animals that transfer energy captured by plants to other animals. If you remove insects from an ecosystem, the ecosystem will collapse because so many other creatures depend on insects for food.

Ninety-six percent of all terrestrial birds rear their young on insects. No insects, no baby birds, and ninety percent of all insects that eat plants require native plants to complete their development. That is because plants protect their leaves with toxic chemicals. Insects can survive after eating those chemicals only after they have evolved physiological mechanisms for detoxifying them. This requires a long evolutionary history between insects and their host plants. Native insects only have such histories with native plants. They have not been exposed to plants that evolved in Europe or Asia long enough to be able to use them as host plants successfully. Every time we plant non-native plants, we are reducing the local insect population and thus depriving the birds and wildlife of the food they need to survive and reproduce. Non-native plants support 29 times fewer species of caterpillars than native plants. To share suburbia with wildlife, we need to plant native plants. So, Grow Native!

by Heather Kuzma, Communications, LGA The LGA held a fundraising day for St. Jude Children’s Research Hospital on Sept. 15. We started the day with a 9-Hole golf event, followed by a virtual St. Jude ABC’s of Cancer presentation at the Community Center.

There are so many people to thank for the success of this fundraiser. First, thanks to the LGA Committee: Lisa Halpin, Sheran Marks, Karen Woods, Louise Hoh, Linda Compton, Phyllis Sakole, Johnnie Brock, and Nancy King. Special thanks to Chris Forzano for inspiring the virtual presentation and to Mark Tarallo for providing the background music while the ABC’s of Cancer posters were being displayed. Special thanks to Tom Wertz, Board of Governors of St. Jude Children’s Research Hospital, who paved the way for this event, and to Danielle Amador, a former nurse at St. Jude for sharing her experiences at St. Jude Children’s Research Hospital. Special thanks also to our local communication experts and Lisa Surprenant, Market Director, ALSAC/St.Jude, for all she did to get this event up and running with the communication experts from St. Jude. LOW Veterans Club

by Fred Pulis, Member, LOW Veterans Club The next LOW Veterans Club meeting is Thursday, Oct. 22 at 7 PM at the Community Center. This is the last official meeting of the year. Club members are encouraged to arrive early because of limited social distance seating. Wearing of masks is required for attendees.

Nominations for club officers including President, Vice President, Secretary, and Treasurer are needed. In addition, consideration will be given for the appointed positions of Event Coordinator, Communications Chairman, and the newly created position of Quartermaster.

Because of COVID, nominations were not conducted in September, according to our By-laws. Therefore, nominations as well as elections will be held at this meeting. All members are encouraged to consider running for any of these offices for the one-year term starting in January of 2021.

At the meeting veterans are encouraged to bring pictures of them taken in uniform (whenever) for the purpose of hanging them on the LOWA Clubhouse Christmas Tree. This October meeting will be the last one in 2020, however pictures can be provided to Fred Pulis at our Veterans Day ceremony or that evening’s Veterans Day dinner at the Clubhouse. Pictures can also be mailed to Fred Pulis at 107 Meadowview Lane, Locust Grove, VA. Previously provided pictures will be displayed again this year. The unique concept was a great success last year, according to visitors to the Clubhouse.

Working to Correct Continuing Violations. Beginning in October, the LOWA Board of Directors is using another tool to urge uncooperative lot owners to bring their lots into compliance with the LOWA Restrictive Covenants (Declarations of Restrictions). At the Oct. 3 Board Meeting, the Board considered four cases of continuing lot violations. These are cases where LOWA has sent at least two letters urging compliance. The Board voted to declare that a continuing violation of the Restrictive Covenants exists on the four lots and that the Board suspended the voting rights and the use of the recreational amenities of those lot owners, including the Main and Back automatic gates, until the violation is corrected, in accordance with Section 12.G.b of the Restrictive Covenants, effective Oct. 17. The Board is giving the lot owners two weeks to correct the violations before the suspensions occur. I believe you will see more of these Board actions with uncooperative owners.

Maintenance Personnel Actions. I have appointed Bobby Jones as the Interim Director of Facilities and Nick Blankenship as the Interim Environmental Resources Manager. Bobby has been our ERM (aka Lakes Manager) for six years and Nick has been our Stormwater Inspector for almost a year. Nick will continue to be our primary point of contact on stormwater issues. Join me in wishing these gentlemen the best in their new roles.

The next meeting of the Democratic Club will be held at 1 PM, Wednesday, Oct. 14, via the Zoom online meeting application. All are welcome.

The meeting will feature a discussion with dedicated youth activists who have been working hard this year to both encourage voter registration and to support their peers in becoming more engaged with the civic life of our community as volunteers and leaders. Their goal is to work to create the world they want to live in, and to address important issues that impact our county, state, and nation. The discussion will include a participant in the Blue Ridge Governor’s School who is focusing her senior project on the impact of COVID-19 on the electoral process. Please join us as we celebrate the youth who are striving to make a positive difference in our county – and beyond.

We’ll also be hearing from field organizers from Rep. Abigail Spanberger’s re-election campaign about volunteer opportunities as we head into the final weeks of the election.

Early voting at the Orange County Registrar’s Office has been busy.

Many LOW residents were present Sept. 18 outside the Registrar’s office when Rep. Abigail Spanberger and Sen. Tim Kaine stopped by to help kickoff the early voting period.

Those voting absentee can place their ballots in a collection box inside the building vestibule as an alternative to placing it in the mail. Absentee ballots can also be delivered directly to the Registrar’s office.

We have four precincts to support with accommodations to support the Poll Workers, including tents, chairs, tables, literature and the logistical people to erect and disassemble and attend to it as well as the site preparation. Volunteers for Political Outreach are encouraged to attend and will be given schedules and instructions for working the poll sites by Dave Lyon, Chairman, Political Outreach.

As the response to the appearance of our guest speaker, Lisa Kratz Thomas and the subject of Prison Reform has been far greater than we currently can accommodate, she has graciously delayed her appearance until later due to COVID restrictions on the facility limiting us to 50 persons. Our Sergeant at Arms, is required to lock the doors when the maximum limit has been reached.

As I mentioned in a previous article, Orange County received about $3.3 million funding under the federal Coronavirus Aid, Relief and Economic Security Act (CARES Act) in May. This funding was made available to assist in the County’s response to the COVID pandemic. In July, the county received about another $3.3 million from the CARES Act. Again, these funds were allocated to four program areas, with 32% going to direct county response expenses, 25% going to business and community partner support, 7% going to family assistance and 36% to broadband access emergency projects. The direct county expenses included funding for the courthouse, personnel expenses, technology improvements, personnel protection equipment and ultraviolet lights in the ventilation system. The business and community partner support went to the Towns of Orange and Gordonsville and small business grants. Family assistance covered childcare support for individual grants and to the Boys and Girls Club that expanded their program to deal with children who are not always in school. The broadband emergency covered hotspots around the county enabling wider broadband access, primarily for school homework.

The Orange County Board of Equalization recently completed its review of reassessment appeals. Once the company that carries out the reassessment process for the county completes its work, they provide an opportunity for taxpayers to appeal the reassessed value of their properties. If taxpayers are not satisfied with the results of that appeal, they can appeal to the Board of Equalization. The Board of Equalization is appointed by the court on the recommendations of the Supervisors. If taxpayers are still not satisfied, taxpayers also have recourse to appeal directly to the court.

The COVID-19 pandemic delayed the process somewhat, but the Board heard 82 appeals during the month of August. Three were commercial properties and the remaining 78 were residential. During the last reassessment, there were only eight appeals to the Board. The increase may be due in part because there was insufficient time for taxpayers to appeal to the reassessing company. The Board’s appeal review resulted in 16 with no change in value, 2 with increased land value, 1 with an increase in improvement value, 10 with decreases in land value and 50 with decreases in improvement value. The overall reduction in county wide real estate value was about $2.8 million, saving all those taxpayers whose assessment was reduced about $20 thousand dollars per year.

Orange County’s personnel policy limits the maximum amount of annual leave and paid time off that an employee can accumulate. Employees with less than five years service accrue two weeks a year and those with over twenty years service accrue about four weeks a year. The maximum accrual ranges from about five weeks for employees with less than five years service up to about eleven weeks for employees with greater than twenty years’ service. Any accumulations over that time are forfeited at the end of the calendar year. The COVID-19 pandemic has limited many employees’ ability to take time off, due to the essential need of their position or their choosing not to travel to mitigate spread of the virus. The Supervisors voted to temporarily increase the maximum accrual by 80 hours for the calendar year 2020 and 40 hours for the calendar year 2021. Accumulations would revert to current levels in the year 2022.
