Equestrian Center Horse Show

by Susan Flores, Equestrian Committee Join us for our fall Horse Show at the LOW Equestrian Center, Sunday, Oct. 10, at 9 AM. Our Equestrian Center typically sponsors four horse shows a year -- Virginia Horse Show Association and Battlefield Horse Show Association recognized hunter series.

Adult and junior students are welcome to participate in horse shows both at home and in the local circuit. Lake of the Woods is proud to host the longest running hunter show series in the Fredericksburg area!

President’s Letter

We all recently enjoyed a wonderful weekend of “end of summer” type weather. It was perfect for three fundraising events that occurred. Friday was the final Concert on the Point with Chris and Mark raising money for St. Jude Children’s Research Hospital. On Saturday, LOW Arts hosted the first day of the annual Art Show and Sale which raises money to support Orange County Schools Arts programs. Sunday capped off the weekend with the Art of Wine which raised money for LOWLINC. I am always amazed at the generosity of our members in supporting these and other events and the volunteers who work so hard to host them.

By the time you read this letter, the Planning Committee will have hosted their annual town hall review of the 2022-2026 Capital Plan. They evaluate proposed repair and replacement and major lake management improvement projects valued over $100,000, and all new capital projects. They will rank all and make their recommendations to the Board. The Board will have completed our two-day retreat to formulate our goals for the upcoming fiscal year. We will also have had the LOWA Special Meeting of the Membership on Oct. 6, regarding the 2019 ECC Referendum.

Now we transition to fall weather and leaves are upon us. I hope you read the Fall Leaf Removal Guide Do’s and Don’ts in the last issue of Lake Currents.

(Hint: please keep them out of the ditches!). I encourage everyone to read their Lake Currents for information about our community. Our LOWA.org website and official Facebook page can also guide you to contacts for accurate information.

So, Board goals and objectives are still being discussed, the goals will be published in the October 22 issue of the Lake Currents. Budget guidelines have been approved, and the General Manager and staff have begun preparing the annual budget for fiscal year 2022-2023! This process continues until the budget is adopted in February. In the meanwhile, the GM and staff continue to operate LOWA on a day-to-day basis, and the Board and Committees do their ongoing business. It takes many people and a lot of work to make Lake of the Woods a wonderful place to live. On behalf of our community, thank you one and all!

Bottom Line Up Front: It is a sign of a healthy community association when the Board of Directors funds and Management implements its Replacement Reserve Study.

Each year the LOWA Board and Management review the Replacement Reserve Study prepared by a Reserve Specialist company to make sure LOWA plans for the eventual replacement of community assets when they reach the end of their useful lives. On Oct. 26, the Board will meet to review the newest Replacement Reserve Study prepared by Miller-Dodson Associates.

What is a Replacement Reserve Study? It is a study to determine the necessity and amount of funds required to be reserved to repair, replace, and restore capital components. A Reserve Specialist, an engineer by training, comes to the community to see for him/herself all the components that make up the study.

September 29, 2021 Call to Order 1. OPEN SESSION President Brown called the meeting to order at 9:00 a.m. for the purpose of discussing Board goals for the coming year.

2. Confirmation of Quorum Secretary Rappoport confirmed that a quorum was present and proper notice made to all members of record.

4. Discussion of Major Issues and Goals President Brown and General Manager Phil Rodenberg led the Board in a discussion of major issues and potential Board goals for the coming Board year.

Recess: President Brown declared a short recess at 10:13 a.m., and reconvened the meeting at 10:23 a.m. to continue discussion.

5. Recess Without objection, Secretary Rappoport called the meeting into Recess at 4:44 p.m., to reconvene at 9:00 a.m. September 30, 2021 in the Clubhouse.

What are capital components? They are the hundreds of assets LOWA owns, excluding long-lasting items such as buildings. We have 844 replacement components in the new reserve study! Think of items such as Clubhouse kitchen equipment, Equestrian Center horses, Fitness Center treadmills, Sweetbriar Pool pump, Golf mowing equipment, Lakes buoys, and Roads dump trucks. Recently we replaced our aging amphibious excavator, used for dredging lakes coves, with a new Caterpillar land-based excavator to be mounted on a barge with a 15-year useful life. The replacement study tells us when such replacements should take place.

Other reserve study facts: • The Commonwealth of Virginia requires a community association to conduct a reserves study at least every five years, and that the Board review it annually. LOWA does its study every three years (to keep it responsive to changing costs) and reviews it annually.

• This year’s study is a “Level II” study that includes an Inventory of common community facilities and infrastructure components that require periodic replacement, a Condition Report of that inventory, and a Financial Plan for maintaining the inventory.

• The study details replacements over 40 years – every year from 2022 to 2062.

• LOWA’s 2021-2022 assessment includes a Repair & Replacement Contribution to Reserves totaling $1.7 Million ($1,698,017), which is $399 per residential lot.

Board Seeks Member Input on Amending the Bylaws and Regulations Amendment Process The Board of Directors is seeking member comment regarding proposed amendments the Bylaws and Regulations Amendment Process. Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by Oct. 22, by 2 PM. What is proposed? Why? The Bylaws and Regulations amendments primarily focus on Step 2 of the amendment process, but there are updates to other sections as well. Director Wilks noted that the GM and Executive Assistant prepare the policy resolution for Board action rather than the Rules Committee.

The amendment is also being revised to allow the Rules Committee to formally register an opinion that runs contrary to the Board and streamlines the process for approving non-substantive amendments with out further review.

Who proposed it? Director Cliff Wilks worked with the Rules Committee on clarifying the committee’s role in the Bylaws and Regulations amendment process.

The LOWA Attorney also provided comments which have been incorporated.

What is the effect? The amendments will clarify the process by which a policy resolution is prepared and sent to the Rules Committee. It will also allow the Rules committee an opportunity to formally express its opinion when it differs from the Board. The amendment also enables the Board to approve an amendment without further review if the amendment is “wholly administrative and non-substantive.”

The Board of Directors will upon adoption, announce the effective date of the proposed and/or modifies Regulation(s).

Step two: The Rules Committee conducts research to determine if the request is redundant or in conflict with the governing documents or any other regulation. If the Rules Committee determined that the proposal is redundant or conflicting it shall report this conclusion to the Board. Otherwise, the Rules Committee shall prepare a resolution using appropriate language in congruence with the governing documents and submit the resolution to the Board.

The LOW Wilderness ‘Tiques will sponsor a food drive for the Lions Wilderness Food Pantry on Saturday, Oct. 23, from 9 AM to 2 PM, in the parking area directly across from the security gate. You won’t even need to leave your car.

The ‘Tiques are a chapter of The Questers, an organization to educate its members on places and events of historical significance and to support historical preservation and restoration.

The Wilderness Pantry has long been a beacon of hope for families in our community. And as the pandemic continues, the need for food continues to be great. With your generous donations, we will be able to help those in need!

With Thanksgiving just around the corner, the pantry would especially like to have traditional Thanksgiving items. The pantry expects to feed 70 families this Thanksgiving.

Here is a suggested list of donations for the pantry: Dry or canned pasta, tomato sauce; hamburger/Tuna Helper; canned tuna or chicken; dry side dish packages – all kinds; macaroni & cheese; canned fruits/vegetables; juices; dry beans - all kinds; cereals – all kinds; crackers, all kinds; condiments; tea bags and coffee; reusable plastic bags.

Pete Reeled in Another One!

The LOW Woodworkers Club held their fourth 1” x 3” x 8’ Woodworking Challenge which ended on Sept. 25.

Pete Brown was the sole entrant, and he was awarded $85 in gift certificates. His creation, The Angled Fish, was a colorful interpretation of one of Pete’s many ”catches” in the Lake. The award was presented by Glynn Smith, president, LOW Woodworkers Club, at the Arts Fair held at the Community Center.

The Angled Fish incorporated not only woodworking but introduced Pete’s artistic talent to enhance the presentation. Pete said that it took him about three days to design, cut the pieces, configure, and paint. Many of the people visiting our table were amazed at the creativity and ingenuity of Pete’s project. Pete generously decided to donate The Angled Fish to Childhelp’s 2021 Silent Auction.

The LOW Woodworkers Club collaborated with the LOW Arts Club to construct and ”put some make up on” six pull toys which were raffled off at the Arts Fair. (The pull toys were designed by one of our members, Jim Klein). Rick Rappoport, also one of our members, contributed a beautiful end-grain cutting board toward the raffle.

Our members exhibited many of their personal projects as well as projects they made for the 2021 Childhelp Auction (go to www.lowchildhelpauxiliary.org for info).

Sponsors for this year’s contest were Bacchus Winery, BBQ Exchange, Champion Icehouse, Clearwater Grill and Catering, Mission BBQ, and Mi Rancho.

The LOW Woodworkers Club has been active in the community for over 20 years. We hold monthly meetings on the fourth Tuesday of every month.

Though woodworking is usually an individual craft, our group enjoys sharing techniques, working on community projects together, and going on field trips to venues featuring woodworking.

The LOWA Board of Directors unanimously approved the LOW Veterans Club Veterans Memorial Walkway Project surrounding the flagpole in the front of the Clubhouse. The Veterans Club will now start soliciting individual contractors for completion of the project. Tentative completion date will be prior to the dedication goal of Memorial Day of next year.

The Veterans Memorial Walkway will consist of individual bricks to honor our heroes who have served their country honorably. The bricks will either be 4x8 or 8x8 inches with a personalized engraved message established by contributors.

Specifically, the names should be submitted by LOW residents. The collection of money for the bricks has been approved by the Board of Directors.

Persons desiring to order a Memorial Brick are provided with two options.

First option is to go to the website, mybrick.com/lowvets and select your brick size and the desired engraving and desired graphic. Follow the prompts and submit your order. Send your $50 or $100 check, payable to “Low Vets Club” to Mike Landers at 109 Green Spring Road, Locust Grove, VA 22508.

The second option is to go to the lowvet.club website and download the Brick Order Form, fill out appropriate blocks and mail check and completed form to Mike Landers. He is available for answering questions at 703-568-3136 or at mike.landers4@verizon.net. Non-specific individual or organizational donations are welcome, and checks can also be sent to Mike Landers.

The LOW Veterans Club will hold its annual officer nominations by Oct. 11, and elections at our next monthly meeting to be held on Thursday, Oct. 28 at the lower level of the Clubhouse. Elected officers include President, Vice-President, Treasurer, and Secretary. Appointed positions include Quartermaster, Publicist, Events Coordinator, and Final Salute Coordinator.

Rapidan Service Authority Installs New Water Line

The Rapidan Service Authority recently completed a new segment of 12-inch PVC water line from Route 3 to the 6-inch line that runs along Mt. Pleasant. This new water line should improve service to Section 1 in Lake of the Woods.

The most significant aspect of the improvement is the greater amount of fire flow to the fire hydrants in that area. Estimates are increased hydrant flow from 500 gallons per minute to 1500. Prior to this new line, if heavy fire flow was demanded, pumps at the ground level tank on Fairway Drive would kick in to provide that flow. After some time of observing the operation of the new configuration, it may be possible to remove the Fairway Drive tank, although that is not yet in the Capital

Improvement Program.

Another aspect of the new line is the connection of the 6-inch line that runs along Route 3 serving the businesses to this new 12-inch line. That 6-inch line was originally only connected near the LOW entrance and now that it is connected at both ends it provides a loop that more reliably serves those businesses if there is a problem or line maintenance is needed. The picture you see is the new 6-inch connection to the new 12-inch line.

For the last several years, the RSA leadership has challenged the staff and engineers to improve water pressure to all parts of LOW as a part of its Capital Improvement Program. These improvements have been funded with rate increases that we initiated in 2018.

Our annual St Jude Tournament was very successful. The LGA raised $23,246.27, which was donated to St. Jude Children’s Research Hospital.

Thanks to all the donors and participants who helped make this possible.

Tournament chair Anne Smith, her committee, and volunteers worked hard and long to put on a well-run tournament followed by a delicious lunch, with great prizes. A special thanks to Tom Wertz for his support of this event for the past nine years. Congratulations to all the winners. The first place team consisted of Eric Barnes, Lori Barnes, Gary Reese, and Denise Reese with a score of 60.

The LGA organized golf season ends next Tuesday with the 18-Hole Fun Scramble. Kudos to our dedicated, hardworking Tuesday tournament chairs for providing weekly tournaments and special events for all the members to enjoy. It’s always a difficult job, and this year had lots of challenges with the ongoing pandemic issues. The 18-hole chairs are Pat Shrader and Phyllis Sakole. The 9-hole chairs are Mary Jane Atwater and Judy Ludvigsen. If you see these ladies, be sure to thank them for their efforts.

The Fall Awards Luncheon is scheduled for Friday, Oct. 29, at the Clubhouse. Festivities will start at 11 AM. Look for details in the ladies’ lounge at the Woods Center.

Dottie Lohr will continue to collect non-perishable food items for the food bank. You can leave donations in the LGA closet at the Woods Center.

The sale starts at 9:30 AM (no early birds, please, we need time to set out plants for your pleasure). The sale will end at 12:30 PM. An assortment of plants has been donated by members or harvested from the Clubhouse renovation project and the Wilderness Branch Library garden. The plants include both perennials and houseplants including ornamental grasses, liriope, dwarf Mondo grass, dieffenbachia, hens and chicks, and more. This is the ideal time for outdoor planting before cold weather sets in. Plant now for your future gardening reward.

Our regular club meeting on Oct. 11 at the Clubhouse at 1 PM, hosts Ashley Applin, of the Cooperative Extension, who will speak on Deerscaping, planting to discourage deer.

The LOW Garden Club is a member of the Virginia Federation of Garden Clubs, and the National Federation of Garden Clubs.

The 37th Annual Lake of the Woods Fine Art Show and Sale is now one for the history books, and what a wonderful weekend of art and community fellowship it was! Mardi Gras Dinner Dance— Save the Date!

LOW Community

by Julie Phend, Member, Lioness Lions Club The LOW Lioness Lions Club will host a Mardi Gras Dinner Dance on Saturday, March 5, 2022, at the Clubhouse. Save the date for this fun event and fundraiser for our local community. The festive evening will begin with a cocktail hour at 6 PM, followed by dinner at 7. The Reunion Band will play from 8 to 11 PM, for your dancing and listening enjoyment.

Dress is semi-formal, with Mardi Gras masks and finery optional.

Included will be a silent auction and 50/50 raffle to raise money for the Lioness Lions Foundation, which supports local causes including Wilderness Food Pantry, Orange County Animal Shelter, Living Waters Free Health Clinic, Piedmont Dental Clinic, LOW Fire and Rescue, SAFE House, and scholarships to local students, as well as Lions Hearing Foundation, Sight Foundation, LOVF Disaster Relief, and others. Plan to pack your purse and put on your dancing shoes for a fun evening that supports these worthy causes.

Reservations will be available after the new year. Watch for detailed information in January. In the meantime, invite your friends to save the date and join your table. This is an event you won’t want to miss!

Our first in-person meeting this year was held on Sept. 11. It was wonderful to see members and friends once again!

We will be celebrating our 19th Anniversary with an Open House – What Is DAR? on Saturday, Oct. 9, 1 PM at the Community Center. Come by and find out what DAR is all about and what we can do for you!

Everyone is invited! Refreshments and goodies will be served.

We will be holding our DAR Day of Service on Oct. 10, and will be placing flowers and flags on “neglected” gravesites at a local cemetery. We are gathering new and gently used artificial flowers for the event, so if you would like to donate any flowers, we would be very grateful. We attended to over 80 gravesites last year, so even a few bunches help. As a service organization, we are involved in many community service projects and events, including veterans, education, schools, and historic preservation. Deer in the Headlights

Deer are most active during fall mating season (October through December). This is when approximately one-half or more of all deer/vehicle collisions occur. The bucks especially are focused on following the does, and not on traffic. And, because they have excellent night vision, they often freeze in the middle of the road as they are stunned and blinded by headlights. So, how can you save the deer and your vehicle? Here are some suggestions from the experts: 1–Slow down and drive defensively, being especially careful at dawn and dusk.

2–If there is no oncoming traffic, use your high-beam headlights to better illuminate the eyes of deer. You might also try your fog lights, which often illuminate roadsides better.

3–Watch for their glowing eyes and ask if your passengers will do the same.

4–In areas where you see VDOT deer-crossing warning signs, slow down and be especially vigilant. Believe the signs!

5–If you see a deer crossing the road, slow down until you have gone past that point. Expect additional deer to cross, as they frequently travel in groups and bucks may trail does.

6–Do not swerve in an attempt to miss a deer. Brake firmly and stay in your lane. Hitting an oncoming vehicle or a tree is much more dangerous than having a deer/vehicle collision.

7–If you are involved in a collision that kills a deer or bear, the law requires you to immediately report the accident to a Conservation Police Officer (Game Warden) or other law enforcement officer in the county or city where the accident occurred.

8–According to the Department of Wildlife Resources, “Drivers who collide with a deer or bear may keep the animal for their own use, provided they report the accident to a law enforcement officer where the accident occurred.

The officer will view the animal and give the person a possession certificate.”

9–There is no data or research that shows deer whistles are effective in avoiding collisions. Save your money.

October 2 Board Minutes from p. 15 miles of fiberoptic cable have been installed in the County, with 1600 residents signing up for service to date. A rezoning application for Wilderness Crossing has been submitted with proposed plans for development. The GWAP commission is working with the developer to correct plan deficiencies.

Orange County Planning Commissioner Bryan Nicol explained the application process and steps the application must go through prior to rezoning approval.

4.2 Report from Orange County Sheriff’s Office: No report.

4.3 Report from Allied-Universal Security (via Zoom) Security Chief Scott Walker reported statistics for September showed there were 2 thefts, 3 incidents of vandalism and 2 reports of breaking and entering. Of note were 10 animal complaints, 16 noise complaints and 3 motor vehicle accidents. Staff issued 100 summonses and responded to 175 calls for service. Security staff is already preparing to adopt procedures to improve access control at the front gate over Thanksgiving. They will also be monitoring the bus stops this fall to identify any safety issues. The Orange County Sheriff’s department is sponsoring a drug take-back day on October 23rd in the Clubhouse lower level parking lot.

4.4 Report from LOW Volunteer Fire & Rescue Company, Inc. President Dan Cianci reported they are looking for opportunities to hold an EMT class. They will be participating in a food drive for the Food Pantry again this year. Staff is helping to provide emergency service coverage at the High School during football games.

In September, the Fire Department responded to 25 calls, 12 inside LOW and 13 outside. The Rescue Squad had 42 calls, 23 inside LOW and 20 outside.

4.5 Report from Orange County School Board Representative Jim Hopkins reported students are back at school 5 days a week. Some bus drivers are doing double runs due to a shortage of drivers caused by the pandemic. New applicants are not available until they complete a training course to be licensed. The School Board is adhering to the state mandate for masking of students and school personnel.

4.6 Reports of Officers President and Secretary: No report.

Vice President Vickery said there will be a Committee Chair meeting on October 8 to prepare for the Committee Fair on November 20.

Treasurer Diercks reported that following prior approval of the Board, the Finance Team has completed moving our primary banking relationship from Atlantic Union Bank to CIT Bank, N.A. It is anticipated this move will reduce bank annual service charges by $5,500 and increase our return on investments by about $15,000/year.

Secondly, on September 23, LOWA made an additional principal payment of $60k against the outstanding CARC loan balance; another additional principal payment of $30k will be made on October 10. This shortens the loan repayment period by about 6 weeks and reduces interest paid by about $8500. The final payoff is now set for December 2024. Staff will look for opportunities to make additional early principal payments to shorten the loan term even further.

One hundred percent of the $191/year CARC assessments have been, and continue to be, applied to pay for the construction of the CARC project and service the debt, and not for any other purpose.

4.7 Report from the General Manager, Phil Rodenberg A. LOWA Community Activities and Business Operations: Coronavirus Status The Board will be voting today on whether to adopt the proposed Covid-19 Vaccination Policy which addresses vaccination requirements for current LOWA employees, new hires and contractors. LOWA will continue to follow the Virginia Governor’s current and future guidelines regarding masks and social distancing, as management awaits updated rules to be issued by OSHA at the end of November.

B. Lakes Management Report The new dredging equipment has been received. Flat Run forebay will be the first location to have sediment and debris removed.

C. Lakeview Parkway Resurfacing Chemung Contracting will begin asphalt work at 12 different sites throughout LOW on October 4. All asphalt work is expected to be completed by the end of the month.

Motion by Wilks, passed unanimously, that the Board approve a change order in the amount of $37,495 to the Chemung Contracting Corporation contract for: 1) the Holcomb Building Parking area near the Fire & Rescue building; and 2) Sweetbriar Park Road, funds to come from the 502 Roads Tar and Chip program.

D. Level II Replacement Reserve Report FY-2022.

An updated FY-2022 Replacement Reserve Report from Miller Dodson Capital Reserve Consultants is still a work in progress and will be distributed to the Board on October 8. The Board will discuss the updated report at a special meeting for that purpose on October 26, in preparation for adopting it for budgeting and planning purposes on November 6.

4.8 Committee Reports – Lakes Committee Chair Leif Henecke gave the semi-annual report. They have seven members and four advisors but no alternates at present. Issues awaiting resolution include naming of the marinas, the installation of a gate and trash can at the south marina, boat maintenance environmental issues, swimming off boats/docks during Clubhouse events, and effectiveness of the new wake-surfing and wake-boarding regulations. Plans under discussion and development include a Lakes Usage Master Plan, the continued negative impact of wake sports, a boat numbering plan, boating safety education, and stormwater lake level management, among others.

5. UNFINISHED BUSINESS 5.1 Consideration of Adopting Proposed Amendments to Regulation XVII: Use of the Community Center. (Resolution 2021-24) (D-21-112) Motion by Zukowski, passed unanimously, that the Board adopt Resolution 2021-24, a Policy Resolution, regarding amendments to Regulation XVII: Use of the Community Center, effective immediately.

5.2 Consideration of Adopting Proposed Amendments to Regulation III.A: Registered Tenants, Regarding the Tenant Fee. (Resolution 2021-25) (D-21-113) Motion by Diercks, passed unanimously, that the Board adopt Resolution 2021-25, a Policy Resolution, regarding amendments to Regulation III.A: Registered Tenants, regarding the Tenant Fee, effective November 1, 2021.

6. NEW BUSINESS 6.1 Consideration of Adopting Budget Guidelines for FY-2022/23. (D21-114) Motion by Diercks that the Board adopt the Budget Guidelines for FY2022/23, including the General Manager’s recommendations as stated in the memo dated September 24, 2021.

Motion by Vickery, passed unanimously, that the Board amend the motion to delete Budget Guideline #10. The Board will propose a Board goal to continue efforts to automate payments, including membership amenity fees, guest passes and all applicable liability waivers.

Motion by Zukowski, passed unanimously, that the Board amend the motion to add to the guidelines a stormwater management crew of three employees.

Vote on the original motion as amended passed unanimously.

6.2 Discussion of Board Goals for the 2021-22 Board Term.

General Manager Phil Rodenberg reported the Board met on September 29 and 30 this past week to decide on a set of goals for the 2021-22 Board term. The five proposed goals will be published in the October 8 Lake Currents for members can comment on them before being adopted by the Board at their October 20, 2021 meeting. Once adopted, the General Manager will work with staff to develop a plan to complete the goals by next September.

6.3 Consideration of Adopting an Employee Covid-19 Policy. (D-21-115) Motion by Wilks, passed unanimously, that the Board adopt the Employee Covid-19 Policy dated October 2, 2021.

Orange County

Orange County will conduct a hazardous waste collection event on Oct. 9 from 8 AM to noon and the Orange County Landfill. Now is the time to get rid of that potentially dangerous stuff in your basement or garage. Bring paints, solvents, pesticides, chemicals, oils, batteries, fluorescent light bulbs, antifreeze, flammables (5 gallon max) and other hazardous materials that should not go into our landfill. They cannot take explosives, compressed gas tanks, medical waste, TVs or appliances, tires, yard waste, or unknown or unlabeled cylinders or material. This collection event is for Orange County residents and not for business waste.

The 2020 Census results require Orange County to realign the five voting districts to equalize their populations more closely. Since the 2010 Census, the population of the county increased by 2,773 to 36,254. Equalized voting districts would now have a population of 7,251. Using my district, District 5, as an example, the current population of my district is 7,809 which requires redrawing the District 5 boundary to reduce that number. At a recent meeting, the Supervisors proposed new voting district boundaries to better equalize district populations. The area between Route 20 and the Spotsylvania boundary extending to Gold Dale Road is currently in District 5, but will be moved to District 2. This reduces District 5 population to 7471 which is greater than the ideal number, but within limits. Residents of Lake of the Woods who are currently in District 5 will continue to remain in District 5 and should remain in the same voting precinct with the same polling place.

The current and proposed voting districts will be posted on the Orange County website along with information on how to make comments on the proposed districts. There will be opportunities for input at the Oct. 12 Supervisor meeting and a Public Hearing at the Oct. 26. meeting.

After long lobbying by the Virginia Association of Counties, the Virginia General Assembly recently passed legislation allowing counties to have the same taxing authorities that cities and towns have. One of those taxing authorities is a cigarette tax. The legislation requires that counties implement any cigarette taxing authority by a regional board of no less than six counties. At a recent meeting the Supervisors held a public hearing and approved Orange County’s entry into such a regional board known as the Blue Ridge Cigarette Tax Board. Currently seven other counties are considering entry to this board.

Orange County’s entry does not establish a cigarette tax. It merely allows the county to participate if a cigarette tax is implemented. The legislation limits the tax to two cents per cigarette, which results in $40 cents per pack or $4 dollars per carton. A smaller tax can be implemented. At the maximum rate as much as $300,000 additional county revenue could be expected. Implementation of any cigarette tax will require an additional public hearing and Supervisor decision.

The time and place of such a public hearing will be announced.

CLUBHOUSE. Assistant Clubhouse Manager Full-Time Salaried Position: The ideal candidate will oversee and coordinate the planning, organizing, training and leadership, ensure all safety, sanitation and food handling standards are consistently met and all State laws pertaining to alcoholic beverages are strictly adhered to, including staff training and certification. Experience in closing procedures including cash reconciliation desired. Excellent customer service skills essential. A minimum of 3-5 years progressive experience required.

EQUESTRIAN CENTER – Part-Time Stable Worker to assist with barn chores, including cleaning stalls and paddocks, cleaning and filling water tubs, feeding the horses, and blanketing when weather requires. Some assisting with pony rides, trail rides and helping with special events. Previous experience working with Equines required.
