Vote Yes and Yes! Why are we writing yet another article on this topic?

Because too much confusing and incorrect information has been published on social media and elsewhere. Let us break this down very simply: The Appeal (Question 1) This Referendum should strike a personal note with every one of you. A woman told us recently that LOW is her “Happy Place.” She will live here until she passes. Many of us feel that way. We all want our happy place to be as beautiful as possible. Our governing documents allow us to build or modify our homes to create our happy places. But what if there is something you’d like that hasn’t been incorporated into these documents and you are denied your plan just for that reason? Or the ECC decision violates one of our rules? Do you really want to hire a lawyer for upwards of $1,000, or more? Wouldn’t you rather save your money and have the opportunity to appeal that decision to the BOD? We would. Regardless of what you’ve been told, your ability to appeal to the BOD does not exist without this referendum. We know this firsthand. Save your money. Make the BOD work for you. Vote Yes for the Appeal.

Violation Charges (Question 2) The community is better served when we all abide by the rules. We all purchased homes in LOW and agreed to follow these rules. After many costly letters (most by certified mail) for violators, LOWA’s only recourse is to expend funds to clean up others’ property. It is personal. It is your money being spent.

The only means to collect from the property owner at this time is to put a lien on the property. Do you really want to continue paying for the upkeep of others’ property? Vote Yes to the violation charges.

Vote yes on Question 2.

If you approve Question 2, you will enable us – your Association - to better manage lot violations.

If we have the ability to charge fees to people that don’t maintain their lots, then they incur the costs, not you, and they ultimately will clean their lots.

Now the budget process begins shifting into high gear. First, at the Oct. 5 Board meeting, the Board goals were adopted by unanimous vote, and budget guidelines received from the Finance Committee were adopted with some additions.

Regarding the Board goals, building the Flat Run Forebay is the first goal, and the Board will shortly be provided with a sole source justification to accelerate its construction. Due consideration will be given to advertising the construction for bid. Both methods are part of the Procurement Policy. The third goal is continuing to improve our internal controls, policies and procedures; to that end, we authorized specific funds for a part of that. The fourth goal is improving the golf amenity, and we authorized additional funds for part of that goal. We approved other goals as well, including improving stormwater management, approving the ECC Appeal and Violation Charges Referendum, increasing voter participation, registering short term rentals and preventing amenity use by uninvited guests.

We added to the budget guidelines by charging the General Manager and staff to incorporate the following four additions (1) keep the CARC portion of the assessment at $191 in order to pay the loan quicker, (2) budgeting $28,500 for two software programs for the maintenance department, (3) budgeting $7,500 for a fixed asset software program for the Finance Department, and (4) budgeting $45,000 for tree maintenance and removal under the Golf Maintenance department (an increase of $20,000 from last year). When the General Manager submits the proposed budget, the above items will be included. However, they are not final until and unless the Board approves the budget in February.

This is a very busy time of year for the Board and committees as the budget is prepared and goes through the process for refinement and eventual approval. A big step in the process is the Joint Finance and Planning Committees meeting on Dec. 3, 4, and 5. Stay tuned for more information

EXECUTIVE SESSION Motion by P. Brown, passed unanimously, to enter into Executive Session at 8:57 a.m. for the purpose of discussing and considering contracts.

Motion by Clawson, passed unanimously, to exit Executive Session at 9:43 a.m.

3. REPORTS 3.1 Report from Orange County Supervisor Supervisor Lee Frame said that due to multiple requests, more recycling bins have been added at the Convenience Center. Information on strategic priorities of the Board of Supervisors (BOS) has been posted on the Orange County website. Real estate property reassessment notices will be sent soon to all homeowners. He mentioned that the Civil War Study Group had to wade through multiple approvals to replace the historical marker for the Mine Run Campaign. The BOS will be holding their November meeting at LOW. 3.2 Report from Orange County Sheriff’s Office Sheriff Mark Amos reported that in September there were 1770 calls for service from the County, 47 warrants issued, 673 civil papers served, 24 criminal transports and 204 traffic summons issued. In LOW, there were 110 calls for service, 78 civil papers served and 43 traffic tickets written on Route 3. There were 15 calls from Walmart, for a total of 69 year-to-date.

He reported on two arrests in relation to two separate cases involving criminal sex offenses. The Department will be getting ballistic vests for their two active canine units.

Security Contract Renewal: Congratulations to Security Chief Scott Walker and Allied Universal Security on winning a new contract to provide access control, LOWA asset protection, road and lakes patrol services. On Oct. 5, the Board of Directors awarded AUS another three-year contract with two optional one year renewals.

AUS demonstrated it had the best value to LOWA, a combination of price, qualifications, and relevant experience. Chief Walker and AUS have been here since May 1, 2013.

2. Clubhouse Complex. Did you see that big pile of concrete rubble near the Clubhouse Pool/Fitness Center? Members have noticed ongoing construction work in the area of the new facilities. That is warranty work that does not cost the association anything. Some of you have also commented on the black silt fence that is still up around the project. That remains until the soil and turf is established, which could be several more weeks.

3. Clubhouse Blue Spruce. The large blue spruce we decorated for the LOWA Christmas Tree Lighting appears to be dying. Despite efforts to feed it and protect it during construction, it seems the watering to establish the grass plus parking lot runoff damaged the roots as confirmed by a tree service and local arborist Gary Teates. We are working on getting a new Spruce to replace it on a nearby spot.

4. Short Term Tenant Properties. Do Airbnb’s complement or detract from our community? LOWA is gathering information about Airbnbs in our community. The Board has established a goal to identify Airbnbs inside LOWA and to survey members about their opinions. Many of the owners of these properties already are registered with the Finance Department and pay the prorated tenant fee. Others are not; we will be identifying them and contacting the owners. Such properties must also register with the Orange County Commissioner of the Revenue. If you have information, please email GMOffice@Lowa.Org. 5. Spotswood Playground. Did you notice that the Spotswood Playground has been torn down? We decided to remove it after a recent playground inspection. It was over 20 years old and at the end of its useful life.

LOWA plans to replace it this year, once a design has been approved.

We will be asking members about their opinions on a new playground.

1. OPEN SESSION Motion by Wilks, passed unanimously, to enter into Open Session at 9:04 a.m.

2. CONFIRMATION OF QUORUM Secretary P. Brown confirmed that a quorum was present and proper notice given to all members of record.

3. PRESIDENT’S REMARKS, DIRECTORS REMARKS, GENERAL MANAGER’S REMARKS. Officers, Directors and the General Manager commented on major issues and expectations for the Board year.

A reminder to all members who plan to boat on Keaton’s Lake: LOWA Regulation X.4.b says: Only electrically-powered Motorized Watercraft, NonMotorized Sail Watercraft or Non-Motorized Watercraft (See X.A.1.) are permitted on Keaton’s Lake. Gasoline, diesel or similarly powered watercraft, regardless of engine deployment/utilization, are prohibited, except for official Electric Trolling Motor - ALLOWED lakes management operations of LOWA and its agents.

This means that boats with gaspowered outboards, even if they are tilted up, and not touching the water surface, are NOT ALLOWED on Keaton’s Lake.

2019-2020 Board Term

1. Implementing Lakes Management Implementation Plan Build Flat Run Forebay on the Main Lake. Evaluate accelerating the construction project to complete by spring 2020.

2. Improving Stormwater Management Complete design of the Patrick Henry Court to Small Marina Drainage Project by September 2020.

Continue to address 2018 storm damage hot spots with design and construction solutions.

3. Improving Financial Internal Controls and Risk Management Continue to improve internal controls policies and processes, and review quarterly updates from the Director of Finance.

Consider creation of a risk/audit function.

4. Improving Golf Amenity Evaluate the cost effectiveness of bringing golf maintenance in-house.

Revise and update the Golf Business Plan to improve financial performance and golf course use.

5. Approving ECC Appeal and Violation Charges Referendum Secure passage of the referendum to amend the Declarations of Restrictions with member’s participation of at least 2,600 lots through a comprehensive Board communication and outreach campaign.

6. Increasing Voter Participation Increase electronic voting, add telephone voting, and continue the advance towards a paperless voting process.

7. Registering Short Term Rental Properties Identify and register short term tenant properties, including Airbnbs, to ensure the Tenant Fee is paid. Work with lot owners and agents to help ensure short term guests follow rules and regulations.

Survey membership to get feedback regarding short term rentals including AirBnBs. Review Declaration of Restrictions, and Regulation III, Registered Tenants, and consider solutions to any identified problems.

8. Preventing Amenity Use by Uninvited Guests Review enforcement of Regulation II, Admittance to LOWA, to help ensure only members, tenants, and invited guests use recreational amenities.

Open House Summary: Love Where You Live!

1” x 3” x 8’ Challenge Winners

It was a beautiful day in the neighborhood as LOWA welcomed over 200 potential homebuyers to the Realtor’s Open House. There was a wide range of 65 properties participating; 12 waterfront, 6 water view, 9 golf course, 38 internal/off shore and 13 lots; home prices ranged from $1.2 million to $170,000. Even the winner of the Parade of Homes was on tour. Something for everyone. Reports from Realtors indicated good participation at their houses. We know the open house is successful when potential homebuyers return to the Clubhouse after their tour with more questions and go for a cocktail in the Member’s Lounge to enjoy that million dollar view = SOLD! As we near build out with about 200 lots left, it seems Lake of the Woods is moving into a new phase in its evolution from a campground to year-round living. Houses built in the 70’s (like mine) are being bought and remodeled or in some cases, demolished and a great new house is built. This is a wonderful place to “love where you live” and it just seems to be getting better!

Many thanks to the staff at the Clubhouse and Holcomb Building, Pat Licata (liaison with Realtors), the many Realtors who participate and advertise, tour map maker Russ Ambroziak, LOWA Communications for a great web page and Security for their cooperation. The Second Annual Woodworking Challenge received 12 entries from the LOW Community and the Orange County High School Carpentry class.

The projects covered a wide variety of subject matter from a horse, to a cigar holder, and a wine rack. The contestants made it hard on the judges. The top nine projects were separated by only 8 points; 43–35 points (out of 45 possible points). Rising to the top was first place winner (and LOW resident) Jay Libby with his entry Manger Scene Puzzle. Second and third places were awarded to OCHS Students, Addison Kell, for The Mug, and Michael Barnes, for Decorative Jewelry Box. Jay used a scroll saw to make a clever wooden puzzle featuring the Nativity Scene. Addison incorporated 12 degree angle cuts in his Mug. Michael used a wood burning tool to enhance the top of his jewelry box.

Many visitors to our display commented on the uniqueness and quality of the workmanship as well as the pleasant aroma of wood.

Making this year’s challenge a success were the following organizations and merchants: Orange County High School, for incorporating the challenge into their carpentry class curriculum; LOWVAC for providing space for our event at their Arts, Crafts, & Photography Show; the LOW Lions Club for providing materials for the high school carpentry students. The following merchants provided gift certificates which were awarded to the prize winners: 2 Brothers Italian Restaurant, Basilico, Generals’ Quarters, My Avocado, and the Silk Mill Restaurant. Our judges were Larry Morlan, Joe Freeland, and George Hedrick. Most importantly, we extend our appreciation to all the entrants who participated.

For those of you who did not enter the challenge this year, we will be having a Third Annual 1” x 3” x 8’ Challenge in September 2020. So get your wood, and fire up your imagination. You can go to our Facebook page for ideas for your projects.

On Saturday, Oct. 12, Stage Alive! is delighted to welcome back Alina Kiryayeva, a classical pianist whose remarkable talents and stage presence make her a perfect choice for our 50th anniversary season. The concert will take place at Culpeper County High School at 7:30 PM. Kiryayeva is a professional concert pianist and chamber musician, globally renowned for her powerful command of the instrument, unique interpretations, and clarity of sound. Her new program, Modern Piano, is a fusion Ali na of classical and popular styles from the most exciting and Kiry a ye v a colorful masterworks by Liszt, Chopin, and Beethoven. Brilliant light-classical music. As always, you may preview this amazing artist as well as the other artists engaged for the 50th season at www.stagealive.org.

The Culpeper County High school offers free parking and the school is handicapped accessible. Tickets are available at the door. If you hurry, you may still subscribe online, credit cards are accepted only online, but as time is short, you would pick up your tickets at our ticket desk in the lobby that night.

On two different occasions, members of the LOW Square Dance Club visited local senior living facilities. They danced for the residents of Dogwood Village in Orange on Sept. 12 and for Harmony at Falls Run in Stafford County on Sept. 26. At both facilities, square dance caller Charlie Shoemaker put the LOW club dancers through a series of tips (patter and singing calls) that demonstrated the dancers’ skills at dancing complicated modern western square dance mainstream and plus calls. During the dancing, the residents clapped their hands and tapped their feet to the music. Then some adventuresome residents joined the club members in dancing to some beginner calls. The members of the LOW Square Dance Club enjoyed chatting with, and dancing for, the residents of these senior living facilities. The residents definitely enjoyed the entertainment. They thanked Charlie and the dancers for visiting, and asked them to come again. The LOW Square Dance Club looks forward to future outreach opportunities in the local community.

The Kairos Prison Ministry provides a “short course in Christianity” to address the spiritual needs of prison residents.

Our Kairos team of approximately 30 volunteers will spend Oct. 16-20 at the Buckingham Correctional Center in Dillwyn, Virginia, to add 40 new members to the Kairos Christian community. Over the last 29 years, the Kairos program has more than 1,500 graduates who participate in the closing ceremony at each of our two sessions per year, welcoming new members to the community. The impact of the Kairos weekend is to provide residents with a Christian family within the correctional center where they can share their faith, feelings, and let down their guard among fellow believers. Virginia state prison officials have recognized the Kairos program as a major factor contributing to making Virginia the state with the lowest prison recidivism rate in the nation.

On the weekend of Sept. 21 and 22, Hollyfield Park was alive with the sounds and energy of dinking, pinging, smashing, drop-shots and volleying, as LOW hosted its first open Pickleball tournament which was named The Battle of the Wilderness. The event featured 66 two-person teams who competed across seven skill rated divisions in double elimination bracket matches during morning and afternoon sessions each day on the six outdoor courts.

The teams came from LOW and local areas including Fawn Lake, Fredericksburg, Culpeper, Warrenton and Spotsylvania. Over the months leading up to the event, a dedicated tournament team, consisting of Toni Keating, Barbara Schach, Linda Kadar, Jim Bois, Scott Walker and Joe Lentine, planned and prepared all aspects of the tournament and carried them out with smooth precision. Once the matches started, the action within each of the divisions was fast and furious with hard fought games that displayed high levels of Pickleball skills, to the delight and amazement of the many interested spectators. Is your humor so dry that people are cracking a smile because they are not sure whether you are humorous or serious?

Dry humor can seem offensive to the person who doesn’t understand your humor or body language. In everyday life, we have to find the laughter, and many speeches are inspired by the everyday occurrences of life. When you are telling your friends about funny stories that happened over the weekend, you are actually putting together an outline for a great speech that can draw an audience.

Finding humor in life is not very hard when you are carrying on a conversation that brings comedy and laughter. I remember telling stories that were so funny, I couldn’t stop laughing long enough to tell the story. It’s been a long time since I have had that much fun storytelling, and I cannot remember the topics that created that kind of laughter, but some have experienced it in Toastmasters.

Speech opportunities are everywhere, from everyday life to family relationships and job. It is easy to share humor in Toastmasters, because everyone has a funny story to tell.

Join us on the first and third Tuesday at the LOW Community Center at 6:30 PM. Our door is always open to guests and no experience is necessary.

The Friends of the Wilderness Library will hold their Semi-Annual Book Sale on Friday, Oct. 18, from 10 AM to 5:30 PM. The sale will continue on Saturday, Oct. 19 from 10 AM to 2 PM. There will be available hard back books, some new, some a little older; paperback books; children’s books; CD’s, DVDS and audio books. The prices are right. The holidays are coming; perhaps you can find a treasure for a certain someone.

All monies made from this fundraiser go back into the library to purchase new books, computers and other goodies needed to maintain our very fine community library. Come, browse, and buy. All WFOL members receive one free book worth one dollar.

A cloudy and rainy Saturday was followed by a perfect Sunday for the 37th annual art show, attended by more than 500 people who enjoyed some new displays this year. Also, student art was showcased in a different way this year. Each Orange County art teacher was given a canvas with instructions to cover the canvas in any way they chose. LOWVAC members picked up the completed work and were delighted with the results! Some chose to make it a group project, others chose a single student to complete the project. These art works were included in the raffle drawing, too.

Lake Authors of the Wilderness had an outstanding display of books and brisk sales. We are pleased to have so many published writers in our community! The Woodworker’s Club had a good response to their 1”x3” Challenge. LOWLINC had a perfect afternoon for their Third Winetasting Fundraiser.

LOWVAC raffle winners were: berry bowl won by Joan Albertella, oil painting won by Becke Blood, watercolor painting won by Karin Mollard, and Linda Southern won the stained glass class.

Student canvases were also included in the raffle and the following won: Karen Cakouros, Linda Kadar, Kurt Heinz, Alex Minor, Laura Fitch, Jen Heinz, John O’Donnell, Weston Doane, Cam Crump.

On Wednesday, Oct. 14, the Garden Club will have two meetings, a rare double feature. Our regular meeting at 1 PM in the Great Hall of the Clubhouse will feature Shawn Appling, who will help us put our gardens to sleep for the winter. He will discuss the trees and shrubs to plant in the fall, planting techniques, pruning advice, clean up tips, and finally lawn practices.

Appling serves as the Agriculture & Natural Resources Agent, Horticulture, based in the Culpeper Extension Office and serves Culpeper, Madison and Orange Counties. His responsibilities include providing educational programming and diagnostic services for commercial horticulture, homeowners, and green industry professionals. He also coordinates the Extension Master Gardener Program (Rapidan River Master Gardeners) in these counties. WOW! As always, guests are welcome. Light refreshments and a period for socialization will follow the meeting.

Our evening meeting will start at 6:30 PM at the Sweetbriar Park Pavilion.

Now is the time to divide some of those overgrown perennials in your garden, dig up a clump and bring along with pruners. Mazanne deBoer will show us how to divide those perennials into healthy plants, ready to replant or share!

The Susannah Chandler Chapter, NSDAR, of Locust Grove provided a display at our local Wilderness Branch Library for Constitution Week in September.

Constitution Day was Sept. 17 and the library was pleased to have this display. Our chapter did a great program on the Constitution for our regular monthly meeting on Saturday, Sept. 14, in the Community Center. We meet the second Saturday of each month from 1 to 3 PM and our meetings are open to any and all interested.

Next meeting on Saturday, Oct. 12, will feature the founding and history of the DAR and show Today’s DAR video. We will also offer assistance to Genealogy Workshop participants who would like additional help at our meeting on Oct. 5 at the Wilderness Branch Library.

• Crush egg shells and add them to plant water, or add the shells to the bark for orchids. The shells add calcium.

LOWLINC’s Art of Wine fundraiser on September 29 drew close to 300 enthusiastic, wine-loving residents who sampled wines from seven local wineries, enjoyed offerings from two food trucks and a local cheese vendor, and relaxed at the picnic tables in Sweetbriar Park with a glass of wine. It was a true community event. Many thanks go to everyone who came out that day, but special thanks go to the Art of Wine planning committee and 55 volunteers and supporters who made this event run smoothly. We also appreciated the assistance of LOWA staff, including Tracie Hayes, Amber Hubbell, Jessie Graves, and Chester Guzek as well as LOWA Security. LOW Book Club

by Mary R. Nolan, LOW Book Club Little remembered, or known of today, the Kentucky Pack Horse Library Project of the 1930s brought reading materials to the isolated mountain regions of the state. During the Great Depression, books were, of necessity, low among the priority needs of the poor. The women who delivered these books became heroines and rare sources of contact with the outside world for the people living in the hardscrabble conditions of the time and terrain.

For those who could not read, the deliverers read to them!

The fictional story of one of these women is told in The Book Woman of Troublesome Creek, by Kim Michele Richardson, the LOW Book Club’s selection for discussion at its Nov. 13 meeting. Afflicted with an extremely rare, but very evident, genetic physical condition, the 19 year-old heroine battles the distrust and antipathy her appearance brings, while delivering, through her books, an escape from daily hardships and hope for better days.

The book is available, in multiple formats, in all three local library systems (Orange County, Culpeper County, and Central Rappahannock Regional).

LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome, and no prior notification or attendance commitment is necessary.

Cause 4 Paws Plans Fundraiser

Cause 4 Paws, a 501(c)(3) non-profit charitable organization supporting feline rescue operations, will be having a fundraiser at Lake of the Woods Clubhouse on Sunday, Oct. 13. Have a meal at the Clubhouse between 5 and 8 PM, present your server with a donation ticket (see below or obtain a ticket before the event from any Cause 4 Paws member) and the Clubhouse will donate 15% of your check excluding drinks, tax or tips to Cause 4 Paws.

We will be selling raffle tickets with the grand prize being a beautiful Queen-size quilt made especially for Cause 4 Paws and donated by the Fredericksburg Modern Quilt Guild. There will also be many additional prizes from our local businesses. Tickets are $2 for one ticket, $5 for three tickets and $10 for eight tickets. The drawing will be held at noon on Thursday, Dec. 12, in the Cardinal Room at the Golf Clubhouse. You need not be present to win, but we would love to see you there. At Sunday’s fundraiser we will also be selling animal-themed t-shirts and jewelry.

Members will be present to provide information and to accept donations. The following cat/kitten food is also needed: Purina Kitten Chow, Purina Cat Chow, Friskies Pate canned food and Fancy Feast Kitten Wet Food. We continue to need volunteers if you would like to assist Cause 4 Paws at any of our functions.

The LOW Veterans Club next meeting is Thursday, Oct. 24 at 7 PM at the Clubhouse lower level. The featured speaker will be retired Navy Senior Chief Petty Officer D.J. Mallmann. He has over 40 years of experience as an imagery analyst concerning areas of expertise in military, political, terrorism, and underground facilities for North Africa and the Middle East. Also, Mallmann retired as a senior analyst for the CIA. He currently is a resident author at the Lake of the Woods. His published book is entitled Shibboleth and he will be discussing it as well.

Nominations for elected club officers including president, vice president, secretary, and treasurer are needed. In addition, consideration will be given for the appointed positions of event coordinator, communications chairman, and historian. All members are encouraged to notify the nominating committee in order to seek nomination and election for the term beginning in January. The nominating committee members are: Chairman Bill Derryberry, derrybeb.aol.com; Fred Pulis, scpopulis@gmail.com; and Ed Kessler, roxedk@comcast.net.

At that same meeting, veterans are encouraged to bring pictures of them in uniform for the LOWA Clubhouse Christmas Tree. The unique concept was a great success last year, according to visitors to the Clubhouse.

At our Sept. 26 meeting, multiple questions were answered about veteran’s rights and privileges by guest speakers Jason Rector and Kevin Paul representing the Virginia Department of Veteran Services. Located in Fredericksburg, their office provides assistance to all veterans in areas such as health benefits, disability compensation, VA pensions, survivor benefits, and criminal justice related items.

They are not affiliated with the Veterans Administration, but represent the Commonwealth of Virginia. Their office accepts walk-ins from 8 to-11 AM and by appointment from 1 to 3 PM Monday thru Friday. October 5 Minutes from p. 3 3.3 Report from Allied Universal Security Chief Scott Walker reported September was a very busy month for security staff who participated in several community events. Extra staff will be brought on to manage the increase in activity over the holidays.

Administration has provided IT support for working out the kinks in the new TechWave visitor management system.

In September, staff responded to 202 calls for service. There were three vandalism reports, and one each of theft and breaking and entering.

There were 19 animal complaints.

3.4 Report from LOW Volunteer Fire & Rescue, Inc. – John Farrell In September, the Fire Department responded to 41 calls, 27 inside LOW and 15 outside.

The Rescue Squad responded to 35 calls, 13 inside LOW and 22 outside.

Several major Community Risk Reduction messaging activities were held throughout the month. October will focus on National Fire Prevention Month and fire safety preparedness.

3.5 Report from Orange County School Board Representative Jim Hopkins reported that the Virginia Department of Education announced that all Orange County Public Schools are fully accredited.

He provided information on the special program for talented and gifted 9th through 12th grade students offered at the Blue Ridge Governors School.

3.6 Reports of Officers The President, Treasurer and Secretary had no report. Vice President Zukowski said that almost all Committees could use new members, and she will provide an article for Lake Currents to solicit new members.

Referendum Update Vice President Zukowski emphasized that the Referendum only allows for a limited appeals process to address ECC decisions, and encouraged members to vote in favor of the two Referendum questions. There have only been 839 ballots returned to date, while it is forecast that at least 2600 ballots are needed.

3.7 Report of the General Manager, Phil Rodenberg A. August Financials In August, LOWA collected $252,941 in current year lot assessments, for a total of $5,441,478, or 78.3% of FY2019-20 lot assessments billed. As of August 31, the Unaudited Income Statement of Budget-to-Actual Comparison Study showed a favorable variance of $418,355, with Operations performing favorably against plan. Delinquency rate was 5.5% at the end of the month, which is in line with expectations at this point in the budget cycle.

B. Lakes Management Report Keaton’s Lake was treated with SeClear algaecide on September 24th following the discovery of a harmful blue-green algae bloom. Follow-up water testing results returned on October 1 found the lake to have returned to safe levels for human use.

The Grounds crew performed turf restoration tasks at the top of Keaton’s dam in September.

C. Other Business The Grounds crew demolished the Spotswood Park playground this past week due to safety concerns. The Board will be asked to consider action for immediate replacement of the playground at their October 16 meeting.

Management is requesting the Board review the Replacement Reserve Study Report. The General Manager pointed out changes made since last year’s report. A Reserve Study Review session is planned for October 29 at 9:00 a.m. in the Community Center.

6.2 Consideration of Entering Lots for Maintenance. (D-19-112) Motion by H. Open enrollment for Medicare Prescription Plans and Medicare Advantage Plans runs from Oct. 15 to Dec. 7. Learn about new features and changes for the 2020 plan year, whether it will be advantageous for you to swap plans and, if so, how to do it. Resource specialists from our Area Agency on Aging--Rappahannock Rapidan Community Services--will be on hand to present this important information to help you get the most out of your Medicare insurance coverage next year.

Aging Support Coordinators Poppy Foddrell and Jenny Zamora from RRCS will present information on the different drug plans (Medicare Part D) available to Orange County Medicare enrollees and will advise attendees on how to get help finding the one that best fits their requirements. They will also discuss Medicare Advantage Plans, and the coverage choices for our area. They will be taking reservations for one-onone assistance in their Culpeper office during open enrollment.

Papercraft at the Wilderness Branch Library

Each participant will use paper bags, patterned papers, cardstock, ribbon, personal photos, and other embellishments to make their own scrapbook. Basic paper crafting supplies will be provided. Each participant should bring photos, stickers (pictures, shapes, and/or letters and words), buttons, stick on jewels, and other embellishments to personalize their memory book.

This program is free and open to 12 Adult participants 18 and over.

The LGA golf season is almost over. Be sure to sign up for the Closing Day Fun Scramble, scheduled for Tuesday, Oct. 29. This is one of those rare times when the 9 and 18 hole ladies get to play together.

Our Fall Luncheon takes place on Friday, Nov. 1, at 11:15 AM at the Clubhouse. This event is free to all LGA members this year. The 2019 officers will be inducted and awards will be handed out to winners of our special tournaments.

The sign-up sheet will be posted at the Woods Center with all the details.

The LGA raised $11,119.88 for St. Jude Children’s Research Hospital.

Chris Forzano and Mark Tarallo also gave a check for $10,000 from tips they received throughout the year when they entertained at various LOW venues.

That’s an impressive total of $21,119.88 donated to a wonderful cause. Many thanks to the LGA committee that worked very hard, to all the volunteers (too many to mention in this space), and to everyone who played in the tournament.

Four of our LGA members were honored at the LOWA Annual Membership Meeting with Outstanding Service Awards. Congratulations to Maureen Callahan, Dottie Lohr, Kathy Smith, and Jeanne Woodward for so many jobs well done. You can read about their many contributions to the LGA and the LOW community in the Sept. 13 edition of Lake Currents. We are lucky to have these dedicated women in the LGA. Women’s Guild Fall Programs

Come check out Women’s Guild of Lake of the Woods Church. It’s a warm and welcoming group of women, with interesting programs and good food. New faces are always welcome.

Women’s Guild meets the first and third Thursday of every month from 10 AM to noon in Friendship Hall of LOW Church. Each meeting consists of a short devotion and a featured speaker, followed by a simple meal and time for fellowship. In addition, the group participates in a service project each month to benefit the wider community.

Oct. 17: Fabric artist BJ Elvgren will give a talk called Piecing it Together.

It is almost time for Joseph and the Amazing Technicolor Dreamcoat.

Several weeks ago, we asked for help with sewing all of the costumes.

There were so many to be sewn. We want to thank those volunteers, Jeannie Dietz, Denise Miller, the twins from the cast and a special friend of “Pharaoh” for the work they did for us. A very special thanks goes to Gayle Fargo, who has headed costumes for several seasons now, doing so much of the work that goes into some of these intricate garbs, and Sue Simmons, who is at her best making garments and redoing sizes where needed. I do not think the audience can understand the time these people volunteer to produce each piece. For this show, we did have some help from Riverside Dinner Theatre too.

The week ahead, we casually call “he__ week” as everything comes together. Equipment for sound and lighting comes in, final props are gathered and there are extra rehearsals, sometimes with last minute changes. It is a hectic time for everyone, finally culminating in opening night. We hope you will come and see all of the work that goes into a production and enjoy our show.

By the way, the Clubhouse is serving a special desert in honor of the show, the Technicolor Cheesecake. My mouth is already watering. We also want families to know that this show is for the whole family and as such there is special pricing for those under 12.

If you are at all interested in how these shows are produced please come and join our group for one of our meetings. Our meetings are held on the second Wednesday of the month at the Community Center in Classroom 1, starting at 7 PM. Our next meeting will be after the show on Nov. 13.

Lake Currents October 11, 2019

The Supervisors recently received the quarterly update from the Virginia Department of Transportation Resident Engineer. Most of the update concerns rural roads throughout the county.

One item of direct interest to people coming from Fredericksburg through the Route 3/20 intersection is that VDOT will be trimming some trees to give a better view of the intersection as you approach. There will also be some shifting of the traffic lights at the intersection. When the intersection improvements are completed, VDOT plans to install the Opticon Emergency Vehicle Preemption system at the intersection. This allows emergency vehicles to get a green light when they approach the intersection when using their emergency lights. This fall VDOT plans to resurface Route 3. After the resurfacing, they plan to install edge-line rumble strips on both sides of the roadway (inside edge of inside lane and out-side edge of outside lane) along the full-length of Route 3. Studies have shown that the edge line rumble strips reduced single vehicle run-off road fatal and injury crashes by 29%. On other roads where a centerline rumble strip is in place, crossover vehicle crashes are also significantly reduced. Our Resident Engineer has been most responsive to the Supervisors and to individual citizens who have contacted him.

As we go into the next county election cycle, it would be appropriate to look at the strategic priorities that the Board of Supervisors established after the last election. In 2018 we established two areas of focus with three tasks under each area. The first focus was on Vibrant Economic Development, with specific tasks related to affordable high speed broadband, collaboration with the towns, and the Germanna Wilderness Area Plan. The second focus was Effective, Reflective Government, with tasks related to coordinating the budget and capital improvement with the schools system, the constitutional offices and outside agencies, correcting specific ordinance language and improving citizen access to information, transactions, and engagement in county business while maintaining adequate information security. The latest status of the Board’s strategic priorities is available on the county’s website.

Orange County is a member of the Rappahannock-Rapidan Regional Commission, which is one of 21 regional commissions in the state. The purpose of these commissions is to facilitate regional cooperation on common issues. Four other counties (Culpeper, Fauquier, Madison and Rappahannock) and nine towns are represented on the RRRC. The RRRC programs include housing, mobility, transportation, tourism and local food promotion and in several of these programs RRRC is partnered with other organizations.

The RRRC recently issued their FY 2019 Annual Report highlighting the activities during the last year. They completed a regional hazard mitigation plan and assisted local governments in developing plans to identify potential hazards and identify strategies to reduce the impact of these hazards before they occur. RRRC was also active in coordinating inputs for the Phase III Watershed Improvement Plan to meet Environmental Protection Agency requirements for reducing pollutants into the Chesapeake Bay. Transportation, housing and tourism were areas of significant RRRC activity during the year. The RRRC website (www.rrregion.org/) provides more information on their programs and activities.
