LOW Garden Club Angels Among Us

The Garden Club extends heartfelt thanks and appreciation to members of the Woodworkers Club who worked to shore up the lovely bridge in our Memorial Garden.

We heartily thank Jim Klein, Glynn Smith, George Hedrick, and Hal Wood for the donation of their time and much-needed Photo by Mary Sims expertise.

Memorial Garden Bridge A little history of the bridge--in 2013, the Garden Club received an honorarium from the family of deceased Garden Club member LaVanche Hall. The gift was used to fund a new wooden bridge over the existing stream, upgrading a previous one, and we enlisted the aid of the Woodworkers Club for construction. Over the years, settling and recurring flooding from the stream caused the bridge to shift position. We contacted Woodworkers Club President Glynn Smith, and they once again came to our rescue. The bridge’s position was remedied with pressure-treated lumber and hard labor.

The Memorial Garden, adjacent to the lower-level Clubhouse parking lot, was constructed by the Garden Club Landscape Committee in 1985. Over the ensuing 35 years, it has been lovingly maintained by Garden Club volunteers. It is dedicated to all past members of the LOW Garden Club, and a monument at the top of the garden bears this inscription: “To those members, our friends, who have passed along the way. They left their mark by beautifying our community.” The purpose of the garden has always been to provide a tranquil place for reflection.

The Garden Club invites the entire LOW community to visit the Memorial Garden. You are welcome to sit on a bench and contemplate the natural beauty of the quiet spot or walk the path along the stream through the beautiful woodland area and enjoy the peace and solitude. Why Does the Board Support Collecting Fines for Lot Violations?

Two of our LOWA Members emailed the Board with questions regarding fines for lot violations. I would like to share Management’s response to these questions with you.

1) How does the process begin for addressing lot violations?

The Covenants Inspector sends two warning letters. After the two warning letters, the violation is brought before the Board to decide whether LOWA can clean the lot or whether the violation goes to the attorneys. If the Board the chooses the lot cleanup route, it costs approximately $300 in staff time, postage, prep for Board action, scheduling and meeting with a contractor, reinspection, adding charges to the member’s account, plus the cost of the cleanup itself. Only the cleanup can be billed to the lot owner. We use our collections attorney to collect the cost of the cleanup if it remains unpaid for several months.

If the Board chooses the legal route, the cost is approximately $1,000 which includes staff time, postage, LOWA Attorney demand letter charges, reinspection, and the result of the inspection letter. Recently, we have sent three demand letters. All three lot violations were brought into compliance.

The lot owners paid nothing; the membership did.

If the violations had not been brought into compliance, the Board could sue. An uncontested lawsuit costs $2,000; a contested lawsuit is $6,000. We could ask the judge for attorney’s fees, but there is no guarantee that the judge would grant our request. Needless to say, we do not want to spend Association money in that manner.

Please, dear Lake Currents reader, do me a kind favor. Go down to the end of your driveway and look at your residential number post - the one with the numbers of your street address. Do the post and numbers meet the three-way test of the LOWA Regulations?

If not, please replace that post and/or those numbers to make sure fire and rescue, law enforcement and security can find you in an emergency.

A favorite line from the movie Jerry Maguire is applicable here: “Help ME help YOU.” We can’t find you if we don’t know where you are. LOWA Security Chief Walker is concerned that many homes in LOWA do not meet the three-way test. Please go to the nearby True Value (or other local store here in Orange County) and get and mount the reflective three-inch numbers.

Residential Number Posts

by Matilde Barone, Covenant/Site Inspector Fire and Rescue personnel sometimes have difficulty finding the correct house when the number post is not in place or readily visible. For a lifethreatening emergency, minutes can make a difference.

LOWA Regulation V.F.2. states: All house numbers shall be displayed on a post or similar structure at the street property line using reflective numbers of contrasting colors at least three inches high. The numbers must be placed so that they may be read from either direction. The numbers must be displayed so that they are readable from the street at night when illuminated with vehicle headlights.

None. The Board is reluctant to sue for lot violations because of the cost to the membership. We would rather the member with the violation pay a fine rather than have the membership pay attorney fees. That is the reason behind our support for Question 2. of the Referendum. We don’t want the membership to pay for lot violations. It is much simpler and quicker to charge a fine and let the lot owner in violation pay the costs.

Upcoming LOWA Phone System Upgrade

On Monday, Nov. 2, all LOWA offices and locations, including Security, will be migrating to a new phone system. In addition to having all the functionality of the current phone system, this new system will be cloud based, eliminating the maintenance and support costs of hosting a separate phone server. Staff will also now be able to access instant messaging and desktop audio and video conferencing functionality (think “Zoom”) right from their desktop. They will also have the ability to seamlessly forward and transfer calls from any device connected to the system.

Community Members and third parties will have a new user experience when dialing the main office number, 540-972-2237. Instead of going directly to a Member Services Receptionist, you will be offered a menu of call routing options to get you to your favorite amenity, the main office, or Security, quickly and efficiently. Of course, you will still have the option to speak to one of our Member Services representatives, get answers to TEKControl questions, and reach Security as needed.

We are very excited about this new system and the additional opportunities and functionality it will provide. We expect it to be a big step forward in improving productivity and reducing costs.

A First for Lake of the Woods: A Drive-Through Flu Clinic

LOWLINC volunteers passed out “goodie bags” and talked with residents after the vaccinations. The goodie bags, filled with juice, snacks, and hand sanitizer were the LOWLINC and CVS way to say thank you for helping to keep our community healthy and safe by getting a flu shot. We thank Lake of the Woods Fire and Rescue, Security and LOWA, which all assisted with logistics.

LOWLINC was pleased to receive grant support of $760 for the flu shot clinic from The Power of Change program. This program receives funding from Rappahannock Electric Cooperative members who volunteer to have their electric bills rounded up to the next highest dollar as a tax-deductible contribution. We plan to provide a second drive-through clinic for flu shots again next year, but hopefully without the dual threat of the flu and coronavirus. The Drive-through Flu Shot Clinic, sponsored by LOWLINC and CVS Pharmacy, serves LOW members in their cars.

On Oct. 7, 13 teams made up of 50 golfers participated in the weekly competition. The team of Eric Barnes, Bill Baker, Dave Witmer and Bill Halpin came out on top of the Two Best Balls (Net) game.

It has been noted that not all golfers are posting scores as they should.

Members are reminded to post scores to ensure that a current and accurate handicap is considered for competition. Your score should be neither artificially high nor artificially low, to be fair to other golfers and yourself.

Members are again reminded to respect the course by following cart restrictions, placing sand in divots, repairing ball marks on the green and raking bunkers (leave rakes outside the bunkers).

Repairing a fresh ball mark or divot takes only five seconds. A freshly repaired ball mark will heal completely in 24 hours. A fresh ball mark left unrepaired for just one hour takes15 days before the ugly scar has healed satisfactorily. Let’s all do our share to help keep our course “Best in the Burg.”

Over 200 Lake of the Woods residents received a flu shot on Saturday, Oct. 3, while staying in their cars and staying at the Lake! This very successful event, conceived and organized by LOWLINC, took place in the lower level Clubhouse parking lot. Pre-registration was required on the LOWLINC website. LOW residents came prepared with masks and medical cards, and the flow of traffic moved smoothly throughout the four-hour period.

Our local CVS Pharmacy provided the staff and vaccines for both the adult/child and the high dose senior vaccine. LOWLINC, a non-profit service organization within the Lake dedicated to helping seniors continue to live safely and independently in their homes, managed logistics and provided the volunteers to help with traffic flow and hospitality.

After months of meeting via Zoom, the LOW Arts artists and art lovers enjoyed a “field trip” to Ellwood Manor on Wednesday, Oct. 7. The weather was perfect, and the fall colors were just starting to appear. Many thanks to LOW Arts member Diane Smith, who is also a docent at Ellwood Manor, for organizing the outing and providing the group with the history of the site and best spots for photography and sketching. Our appreciation, as well, to the Ellwood Manor staff and Friends of the Wilderness Battlefield for providing access for our group. Several highlights of the day, including a plein air painting by Lisa Spencer Ballard, are shown.

As we begin our fall season, our meeting format may have changed, but DAR service to our country and community is full steam!

Currently, we are working with the VA Clinics in Fredericksburg and participating in a Community Classroom/Literacy project helping to supply books to school children learning virtually at home.

Plans for continuing our Community Genealogy Study Group are underway and information will be sent out soon to previous participants.

Anyone interested in joining the group, please call or email for more information. Assistance in genealogical research is always available through our group members. Everyone is welcome!

So many things were shut down earlier this year, but our members still “participated” in the first DAR Continental Congress held virtually, as well as District meetings, State meeting and workshops and other virtual programs, and now we plan to hold our November and December meetings via Zoom as well! Hopefully, we will be able to hold our first “in person” meeting again in January at the LOW Community Center. Our programs are open to the public, and everyone is welcome!

Pedestrian Safety Month

Lake Authors of the Wilderness is a writers group serving the Orange County community, including Lake of the Woods and the surrounding area.

The club supports and educates writers in polishing, promoting, and selling their work. Our members range from novice writers to published authors.

We write both fiction and nonfiction, and have published novels, short stories, young adult books, children’s books, poetry, anthologies, and blogs.

Meetings are held on the third Saturday of each month, currently on Zoom.

The U.S. Department of Transportation’s National Highway Traffic Safety Administration has designated October as the first-ever national “Pedestrian Safety Month.” The agency is making pedestrian safety the focus of October as part of its continuing efforts to improve safety for vulnerable road users.

“With this designation of October as Pedestrian Safety Month, the Department is affirming its commitment to working closely with our state and local partners to make our roads safer for pedestrians,” said U.S. Transportation Secretary Elaine L. Chao.

“At some point in the day, we are all pedestrians – especially right now, when everyone wants to get outside for some fresh air,” said NHTSA Deputy Administrator James Owens. “Everyone has a role to play in ensuring pedestrian safety. We must keep working to reduce pedestrian deaths from traffic crashes and this first-ever Pedestrian Safety Month will help save lives in communities across the country.”

“At FHWA, we partner with states and local communities to implement innovations in pedestrian safety by promoting proven safety countermeasures,” said Federal Highway Administrator (FHWA) Nicole R. Nason. “Collaboration will be key as we all work toward the shared goal of reducing the number of fatalities and serious injuries on our roadways. We must work together to make our roads safer for our most vulnerable road users – pedestrians.”

Each week of the month, NHTSA will highlight dangerous driving behaviors that put pedestrians at risk, as well as ways to improve pedestrian safety. NHTSA has developed resources to help states and local communities identify, address, and improve pedestrian safety, including a data visualization tool, safety tips, and social media graphics and messaging.

Lions Tree of Love

by Peter Williams, Member, LOW Lions Club With Christmas two months away, it is time to turn our attention to the less fortunate among us. For many years the Lake of the Woods Lions Club has decorated a tree with Christmas lights donated by members of the local community, either in memory of deceased family members and friends or in honor of individuals who have provided comfort and support to people in time of distress or need at this time of the year. We also decorate a second tree, in honor and memory of U.S. military veterans.

The lighting of the trees, to be dedicated by Rev. Adam Colson, Senior Pastor of The Lake of the Woods Church, will take place at 2 PM on Saturday, Dec. 5. They will remain lit until the early days of January.

The trees will be located on the grass in front of the Wilderness Center at the intersection of Routes 3 and 20. Throughout the coming weeks, until the early days of December, we invite our neighbors to purchase lights on the trees. White lights are in memory of the deceased, red lights of special people to be honored, and purple lights for veterans. Each light can be purchased for a $5 donation. All proceeds will be given to a family or families in Orange County most deserving of help, due to their strained circumstances and facing a joyless Christmas season.

To make a donation to the Tree of Love, please send a note to the Lions, giving the names of the individuals to be remembered and the color of the light requested, accompanied by your check for $5 for each person named, payable to “LOW Lions Foundation,” to LOW Lions Club, Tree of Love, P. The 2020 LGA Match Play Tournament ended on Thursday, Oct. 8.

Margaret Darby and Deb Newton tied for second runner up. Congratulations to all the winners.

The Fall Luncheon is scheduled for Nov. 6 at the Clubhouse. There will be a Thanksgiving-style served buffet. The cash bar will open at 11:15 AM and lunch will start at noon. We will have memorial tributes to LGA members who died recently: Gladys Southern, Joan Burnett, Dorothea Barnes, Barbara York, and Cindi Webb. Memorial donations for these members have been made by the LGA to the designated charity chosen by each family.

The newly elected board will be installed, and a short business meeting will follow. Look for the signup sheet and details in the ladies’ lounge at the Woods Center.

Dottie Lohr reported that, since March, very generous LGA members have donated $7,765 to the Wilderness Food Bank. We also donated many pounds of assorted food items. This year, Dottie also has collected over 20 donated coats. The coats will be given out at the Food Bank in October.

Dottie will continue to check the LGA closet at the Woods Center for donations that she will deliver.

The Express will be arriving at the LOW Church Auction on Nov. 20. Our membership is honored that the Church will be displaying the Woodworkers Club handmade train set as one of the items that will be up for auction. Proceeds from the auction will go to the benefit of two clinics that the Church supports.

During the COVID social distancing, the Woodworkers Club has been busy building a wooden train. Each of the cars was constructed of oak (the cars/ engine) and walnut (the wheels) by an individual member of the club. It was an appropriate project; each member could build their individual car at their own location and be compliant with social distancing. Special thanks to Jim Klein, who was the “Engineer” of the Trian Committee, and to Gil Churchill, for making all the trucks (wheel assemblies) for each car. Gil also made a bonus car, an operating crane car! Club members Max Hildreth, Ed Hoffman, Glynn Smith, and Hal Wood contributed by each making a car. The engine and six cars are each approximately 12” long and 5-6“ tall (the crane is a little taller).

What a great accent around the Christmas tree or gift for a special grandchild! So, get on board and help make the LOW Church auction a success in their efforts to support their very special clinics.

When Covid-19 pandemic restrictions caused the necessary cancellation of the Sailing Club’s Fall Racing Series, Club Handicapper Richard Chitty proposed an unofficial race series, sailed single-handed to enable proper social distancing. The races came to be known as the Pandemic Cup series, and, under Chitty’s management, proved to be quite successful in producing a higher-than-average number of solo racers on the starting line.

A few weather-driven cancellations forced several make-up races, but in the end, 12 races were completed.

Sunfish sailor Jean Westholt took a runaway win for the series, logging six first place race finishes. Flying Scot sailor Dan McFarland placed second, with four firsts, with Chitty taking third place aboard his Sunfish. Club Commodore Gary Close, with the remaining two first place finishes in his Flying Scot, was fourth.

Other members competing included Dan Kilgore and John Padgett in Flying Scots, Bill Ruark, Bill Wemmerus, and John Keating in Sunfish, and new club member Carol Donaho in her shiny red Sandpiper.

Committee Boat duties were handled ably by Dwight Westholt, Ed Hoffman, and Mike Musatow.

School Desks for Orange

What is the benefit of a desk for a child stuck at home for virtual school? It gives them a dedicated space to focus on education. A sense of pride.

There is a need for kids to have a small student desk or even a TV tray and, if possible, a designated space for virtual school. Many children are using kitchen tables, beds, and couches for online classes. Sometimes there are distractions in these areas. A desk is conducive to concentration and learning.

About a month back, I initiated a project to collect desks, suitable for online classes, for kids that need them. Desks or TV trays that are suitable for a laptop computer are needed. I was able to distribute 13 of these desks at the Lions Club Wilderness Food Bank. Some of the desks and TV trays were donated by residents of the Lake; some were purchased and donated.

One mother stated, “I’m so glad to get my son off the kitchen table.”

If you have a suitable desk or TV tray to donate, I will be glad to pick it up at your house. If you want to purchase a computer desk, lap desk or TV tray to donate, I will be glad to pick them up at Home Depot or Walmart. You will need to designate me, Bill Derryberry, as the pick-up person. There are suitable desks at both stores for $40 or less.

The desks will be made available at the Lions Club Wilderness Food Bank. If a child living in LOW needs one, I will deliver it to the child’s home.

With funding from the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), the Orange County Office on Youth has announced a grant opportunity for parents or guardians of children who have seen an increase in child care expenses due to COVID-19. The program will assist in childcare for school age children, kindergarten through age 12, who have been impacted by school closings and modified schedules. It will cover expenses from Aug. 24, 2020 through the end of this year. The specific details of eligibility are available in a county news release that can be seen on the county’s website under the news section of the Living in Orange tab. You can get an application by calling the Office on Youth at 540-672-5484.

The Supervisors have completed selecting their strategic priorities for the next couple years. The priorities cover two separate areas, economic development and effective government.

One priority under economic development is the implementation of an open-access fiber optics network to provide affordable high-speed broadband to all residents and businesses in the county. Another is the implementation of the Germanna-Wilderness Area Plan (GWAP), including land use and planning for infrastructure (water, sewer, transportation, and telecommunications). I am encouraging town hall-type meetings in advance of the formal GWAP application submission, so that citizens have the opportunity to review and comment on the proposal.

Under effective government, we want to implement “Digital Citizen,” where all citizens have easy and secure access to all county information and the ability to securely conduct engagement and transactions with the county.

The other priority for effective government is implementing the improved Land Mobile Radio System and the new Public Safety Building. This building will house the 911 call center, the Sheriff’s facilities, the Fire & Rescue Department, the IT facilities, and the combined Emergency Operation Center/new Supervisor Boardroom. Also included is the upgrade of networks analysis of county functions and organization. The priorities can be viewed on the county website.

One of my collateral roles as a county supervisor is serving as Chairman of the Orange County Health Commission that oversees the Dogwood Nursing Home and Senior Living. On Oct. 2, Newsweek and Global Data Research Statista announced that Dogwood Village has been selected as one of America’s Best Nursing Homes for 2021. The ranking identified the 400 top facilities across 20 states. Dogwood Village ranked in the top ten best facilities for Virginia. The ranking placed emphasis on COVID-19 response by facilities and the protocols put in place to keep residents safe. Dogwood Village residents continue to remain Covid-19 free, thanks to continued efforts by the Dogwood staff. I am extremely proud of the Dogwood staff and the citizens of Orange County who have supported Dogwood in many ways for many years.
