The Board approved its goals for the 2022-2023 Board term year at the Oct. 19 Board meeting. As I mentioned in my last letter, these five goals reflect what the Board believes are currently the most important issues for our membership. Three goals focus on key issues: 1) prioritize capital projects to improve the health of our lakes; 2) mitigate the adverse impacts of wakes on the main lake; and 3) implement plans to address congestion at the main gate. The other two goals recognize the continuing negative impact of inflation and focus on identifying and developing revenue sources and using automation enhancements to decrease expenses. The General Manager gave an update on the Wake Boat Study being conducted by A. Morton Thomas at the Oct 19 Board meeting. AMT has completed the literature search, site visit, and community meeting. We are still in the 45-day comment period which ends Nov. 4. I urge all of you to send your photos, videos, and comments to wakeboating@LOWA.Org

Many of you have heard and read about the TEKWave All Box. At the Oct. meeting, the Board voted unanimously to approve use of the All Box for guest entry at the main gate from 10 PM to 6 AM beginning on or after Jan. 2, 2023. When surveyed, 52.4% of responding members supported the All Box. This is for guests, not members (unless you don’t have a bar code on your car). Statistics show that there are on average only 13 guests entering through the main gate between those hours. By switching to an automated system for checking in invited guests overnight, LOWA is projected to save about $56,400 per year in labor costs. I know that many members are concerned about security, but we will continue to have two road patrol officers on duty during these hours. Also, additional entrance and exit gates will be installed along with posts and chains to impede any unauthorized entry. The implementation of the All Box is in line with the Board’s goal to use technology to decrease expenses. If the All Box is successful, the Board will explore other opportunities to use this type of technology to decrease expenses without increasing security risks. For example, many members have already asked if the All Box can be installed at the back gate for guests to enter.

One of the things that I love about living in Virginia is that we have four seasons. I especially like fall for the crispness of the air and the changing colors of the leaves. Unfortunately, with that comes the cleaning up of fallen leaves. For many of us it is an annoying and seemingly never-ending chore, but one that is so important for the health of our lakes. So, I urge all of you to do your bit to rake up your leaves and deposit them at 9.9 so that they don’t impede the flow of water in our ditches and culverts.

As I mentioned in my last letter, we have reinstituted Coffee and Conversation with the Board. Vassa Olson and I will host the first event at the Clubhouse on Oct. 27, from 6 to 7 PM. If you can’t make it, don’t worry, since the plan is to have them about every two months, at separate times of the day and in different locations. This will hopefully allow all members to have an opportunity to meet individual Board members, ask their questions, and make suggestions. One recent suggestion was that we change the date of the Annual Meeting of the Membership away from a holiday. That is currently being considered by the Board. We welcome all of you and want to hear from you.

We Want to Hear from you About Wake Boats on the Main Lake by Bobby Jones, Director of Facilities

LOWA is seeking input from Members regarding the use of Wake Boats on the Main Lake and the current wake boat moratorium (which may expire or be renewed on April 20, 2023).

The 45-day comment period began Wednesday, Sept. 21, and runs through Friday, Nov. 4. LOWA has hired A. Morton Thomas and Associates and Greene Engineering to conduct a study. LOWA will share submitted comments and member information with the study team.

4. REPORTS

4.1 Report from Orange County Board of Supervisors

Supervisor Lee Frame reported FiberLync has received good initial response from residents wishing to subscribe to their internet fiberoptic cable service. About 287 miles of cable have been laid, passing 5,566 homes and resulting in 3,160 subscribers, or a 57% “take” rate.

The County will continue to work with VDOT on coordinating plans to alleviate traffic congestion on Route 3. The goal is to preserve capacity. A transportation impact analysis will be done to evaluate the impact of the proposed Wilderness Crossing development on Route 3.

The developer has provided a plan to mitigate environmental pollution issues associated with gold mining in the County. The plan is undergoing more study and review.

Can Courtesy Contacts Make a Difference in Resolving Lot Violations?

It has been a beautiful transition from summer. It’s nice to see members enjoying fall boating and park activities. We host Treats on the Point on Halloween Monday, which is a fun event for the candy giver and receiver!

Based on an idea from the LOWA Board of Directors Retreat in September, the Covenant and Site Inspector and her Environmental Control Committee staff colleagues are conducting a three-month pilot project to see if courtesy contacts (email and phone call) help resolve lot violations ahead of sending lot violation letters. Good news. We have seen some early successes. We are still learning what works best.

The big idea is to resolve issues without the formal process and to build good will along the way. Can this effort save the time and expense of a formal process that has, as its ultimate step, court action?

In the community association world, courtesy contacts before enforcement letters are a standard operating procedure. Here at LOWA, we have always done some of that informally, but now we have a pilot program to determine if a courtesy contact at the beginning can make a difference in resolving issues sooner, and on a friendlier basis. Examples are tall weeds, unregistered vehicles, downed trees, trash cans not put away, RV on the lot, etc.

Program Objectives:

1. Resolve issues through voluntary compliance without resorting to the formal letter process with the idea the issue is not a violation quite yet.

2. Promote a sense of community.

3. Foster cooperation among residents.

4. Build good will for LOWA in the community.

5. Save time and expense of the formal process.

The GM gathered practices from other large-scale community associations like LOWA and worked with the ECC staff to set up a program. Other associations use emails, calls, and door hangers. Knocking on doors is normally not used by the larger community associations.

The term of the pilot program is Oct. 1 through Dec. 31. At the end we will see if the program has indeed resolved issues sooner and built good will.

Tree Removal Requests

As of Nov. 15, the ECC will not be accepting any tree removal requests (live or dead) until the spring. The exception to this would be if the tree(s) present a hazard or danger to the lot owner or his/her property. If you have any questions, please contact the ECC office at 540-972-2211.

Board Seeks Member Input on Amending Regulation IV.C: Individual Behavior, Regarding Toys or Similar Devices Capable of Firing Projectiles Such as Gel Ball Guns

The Board of Directors is seeking member comment regarding proposed amendments to Regulation IV.C: Individual Behavior Regarding Toys or Similar Devices Capable of Firing Projectiles Such as Gel Ball Guns. Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by Nov. 4.

What is proposed? The proposed amendments to Regulation IV, Individual Behavior, to prohibit anyone from bringing toys or similar devices that produce any type of projectile to any of the common areas, including the parks and beaches, and an amendment to IV.C, Use of Firearms and Related Items

Why? On two occasions at Sweetbriar Park in March and April 2022, youths received injuries from Gel Ball Guns.

Who proposed it? The General Manager recommends the proposed amendments to Regulation IV, Individual Behavior. The LOWA Attorney and the Rules Committee have reviewed the proposed amendments. Input from the Rules Committee and LOWA Attorney have been incorporated into the draft documents. The LOWA Security Chief has also provided input.

What is the Effect? The intent of the amendment is to prohibit toys or similar devices that produce a projectile including Gel Ball Guns, airsoft rifles, and paint ball guns from being brought to parks, beaches, or any of the other common areas. Nothing in this amendment would restrict someone from playing with toy guns on private lots.

C. USE OF FIREARMS/ WEAPONS AND RELATED ITEMS

1. Firearms are not permitted within LOW except as provided for by Federal and State law.

2. No person other than a law enforcement officer in the performance of his duty shall may discharge a firearm within LOW at any time.

3. No person shall may discharge a spring or pneumatic gun, such as BB, or pellet, paint or gel-type rifles or pistols within LOW. Except for firearms permitted by Federal and State law, as referenced in subparagraph 1, above, nNo toy or other similar device capable of firing any type of projectile (such as BB, pellet, paint or gel-type guns, and crossbows, wrist rockets and slingshot type devices) that can produce any type of projectile that may cause injury or property damage is allowed on any LOWA common property. No person may discharge a prohibited device on or into any LOWA common property. (1/1991)

5 The laws of the Commonwealth of Virginia govern the use of Fireworks on private property within Lake of the Woods. No Fireworks may be discharged on LOWA property except with the permission of the General Manager.

Prohibited Items: the following types of Fireworks require a permit to be discharged on private property: firecracker, torpedo, sky-rocket, or other substance or thing, of whatever form or construction, that contains any explosive or inflammable compound or substance, and is intended, or commonly known, as fireworks and which explodes, rises into the air or travels laterally, or fires projectiles into the air.

b. Allowed items: The following types if of Fireworks do not require a permit to be discharged on private property: sparklers, fountains, Pharaoh’s serpents, caps for pistols, or pinwheels (also commonly known as shirligigs whirligigs or spinning jennies) (4/2005)

LOWA Land Use Study is Here! by Allie Felder, Vice Chair, Planning Committee

According to the Planning Committee charter, the committee must update the LOWA Land Use Study every five years “…to identify future replacement, expansion, acquisition or disposal of land facilities that promote the general welfare of LOWA.” Last updated in 2016, the LUS focuses on land within our community, with particular emphasis on how property owned by the Association is currently used, or might be used in the future. It specifically addresses real property, parcels of property, and the structures on those parcels. It links them to specific items on the Replacement Reserve Inventory contained in 2021 Replacement Reserve Report.

This LUS is based upon a data set of land parcel information obtained from the Orange County Geographic Information System, updated with information from LOWA. The 2022 LUS includes maps and photos to better represent how LOWA is using its land and incorporates information from the annual “End-Year Status, Major Capital Projects” reports published by the Association every summer. Developed over eight months, the 2022 LUS has been reviewed by the Planning Committee and representatives from the LOWA Staff and other committees.

The 2022 LUS concludes that LOWA is approaching build out, with only 229 of 4,260 Member-owned lots unbuilt as of June. This means that in upcoming years LOWA must plan for reduced New Construction and Renovation Fees, since new house starts will diminish.

While developing the 2022 LUS, the Planning Committee consulted both LOWA Operating Centers and committee representatives on potential land use needs. For the purposes of this LUS, only land use needs which require additional space or repurposing of existing space/buildings are listed. The fact that land use needs appear in this LUS does not infer endorsement by the Planning Committee, that there is a favorable business case, or that LOWA has decided to prioritize the need. The LUS identifies land needs and matches them to potential locations within LOWA. Each land use need will have to compete on its own merit within the established LOWA capital planning and budgeting processes. Recommendations are grouped into three categories: Recommended Acquisitions of Non-LOWAOwned Property, Recommended Dispositions of LOWA-Owned Property, and Recommended Repurposing of LOWA-Owned Property. The study also recommends land use items for further study. The 2022 LUS will join other reports and studies on the lowa.org website for viewing by Members.

The BOS is expected to approve putting $90k into an emergency services improvement program to help pay for a new ambulance for the LOW Volunteer Rescue Squad. The County plans to eventually own all the Fire and Rescue equipment used by the various districts throughout the County.

4.2 Report from Orange County Sheriff: No report.

4.3 Report from Allied-Universal Security

Interim Security Chief Richard Harrell submitted the statistics for August and September. Of note, in August there were 166 calls for service and 78 summonses issued. In September there were 179 calls for service and 39 summonses issued. Over the two-month period, there were 33 animal complaints, 15 noise complaints, 11 motor vehicle accidents, 11 incidents of vandalism and only 1 report of drug activity.

Considerable time and effort is being put toward training of access officers, who undergo four days of instruction followed by on-the-job training. The Security Survey feedback was helpful in identifying areas for improvement. He responded to questions from the Board and members on the overnight guest entry AllBox project.

4.4 Report from LOW Volunteer Fire & Rescue, Inc.

President Dan Cianci reported they have been very successful recruiting students for the EMT training classes. They have graduated several new EMT trainees and drivers with a new class now underway. Plans are to send a few EMTs to Richmond to attend additional Symposium classes. A Fire-fighter #1 class also just started. Radio communications with key dispatchers and emergency/law enforcement personnel has improved considerably with the new radios. F&R staff continues to provide speakers for various local and County groups.

4.5 Report from Orange County School Board

Representative Jim Hopkins shared details of former LOWA President Doug Rogers’ leadership in the community and Orange County. 4.7 Report from the General Manager

A. Coronavirus and LOWA

Orange County is currently considered to be in a “low transmission risk” phase for Coronavirus. No changes to current safety practices are planned at this time. LOWA employees remain 93% fully vaccinated.

B. Lakes Management Report

Keatons Lake is under a Use Advisory while being treated for a harmful algae bloom.

C. Replacement Reserve Study Update

A copy of the Replacement Reserve Study update from Miller Dodson was distributed to the Board today. This updates the Level 2 report prepared last year which reflects changes to the remaining economic life of all assets. A special meeting of the Board is scheduled for October 25, 2022 for their review following internal review by LOWA staff. Final approval is expected to take place on November 5.

D. International Golf Maintenance Contract and Golf Mechanic Services

LOWA has not been able to maintain a qualified mechanic since the former one retired. IGM can provide this service but it will require a change in our contract with them. The GM will provide the Board with cost information before their October 19 meeting.

E. AEDs at Hollyfield Park Proposal (Pickleball/Tennis Committee)

LOWA management and legal counsel do not support this proposal due to weather exposure, insurance liability issues and high risk of theft or vandalism. Security road patrol vehicles carry AEDs. The Board would like to get more information, and requested the Assistant General Manager do more research and get back to the Board in mid-November/December.

F. Life-ring Stations at Clubhouse Dock and Marinas Proposal. (Lakes Committee)

Management supports adding Life-ring stations and fire extinguishers at the Clubhouse dock and marinas. It is recommended this be added to the Five-year Capital Plan, cost estimated to be about $6,000.

G. Golf Simulator Business Plan. (Golf Committee)

Staff and Golf Committee representatives will be visiting other businesses with Golf Simulator operations to help determine the best location for one at the Woods Center.

H. Woods Center Parking Lot Lights. (Fareways Committee)

LOWA is waiting for REC to re-send a corrected right-of-way agreement with a construction start date. The project upgrades lighting at the Woods Center parking lot.

I. Other Business

Delivery of new Playground equipment at the Campgrounds is expected in December. Chemung Contracting will be doing paving work at several locations from September 30 through October 26. Additional projects and

A. Pools and Community Activities

Chair Janet Klingensmith reported pool attendance was up this year over previous years. Nine events were scheduled, three of them new, with seven more planned for the current fiscal year. The Committee worked with several other Committees to expand use of our amenities through youth and family activities/events, and this will continue. Goals are to explore new event ideas, propose options to enhance efficiency of the pool attendance process, and recruit new Committee members.

Recess: President Vickery called for a short recess at 12:06 p.m., and brought the meeting back into Open Session at 12:13 p.m.

Motion by Rappoport that the Board adopt Resolution 2022-29, an Administrative Resolution, modifying Main Gate operations to enable overnight closure and electronic attendant for guest entry using TEKWave AllBox from 12:00 midnight to 6:00 a.m., beginning January 2, 2023.

Motion by Rappoport, passed without objection, to amend the original motion to use AllBox for guest entry between the hours of 10:00 p.m. to 6:00 a.m. Vote on the original motion as amended passed unanimously.

6.2 Discussion of 2022-2023 Board Goals.

The General Manager reviewed the five Board goals which will be published in the October 7, 2022 issue of Lake Currents and scheduled for final adoption in mid-October. It was agreed by consensus to expand the scope of Goal 2.c. to communicate regularly with members as the Wake Boat Impact investigation progresses. The next step will be to establish plans for funding and a schedule for implementing.

6.3 Consideration of Entering Lots for Maintenance and Lot Violation Enforcement.

Not So Creepy Critters

Snakes, spiders, and bats, oh my! It wouldn’t be “spooky season” without them, but they don’t deserve the fear their names elicit. Wildlife isn’t only important when it’s cute. Everything has a role in the ecosystem.

Snakes are free rodent control! They can get into places traps can’t, and even help control certain diseases, like Lyme, by eating rodents that host ticks. Did you know snake venom is used in many prescription medications, like Captopril for high blood pressure?

Copperhead venom specifically is currently helping scientists develop a drug that stops the growth and spread of breast cancer.

Spiders and house centipedes are not pests; they eat pests. That makes them free and environmentally friendly pest control! All our local native spiders are harmless, except for female black widows, and even they don’t deserve their nasty reputation (learn more about them on Halloween by joining our Facebook group: Friends of Wildlife at the Lake PUBLIC GROUP). There is no need to squish them. Instead, use a cup and a sheet of paper to escort them outside.

Over a dozen species of bats call Virginia home, and none of them have a thirst for blood, only bugs. One bat can eat 1,000 insects in an hour. Can you guess what I’m going to say next? That’s right! Bats are free and environmentally friendly pest control! In tropical climates, fruit-eating bats are important pollinators. Without them, we wouldn’t have bananas, mangoes, agave (used in tequila and as a sweetener), or many other fruits. Speaking of bats, join the LOW Garden Club and FOWL at 12:30 PM on Nov. 14 at the Clubhouse for a talk on bats, with bat expert Bonnie Miles.

Preparing for Spring!

The days are shorter and cooler, the leaves are turning, but it’s not time to leave the garden. Putting our beds and tools in order sets us up for an easier spring.

First, put down your clippers! Most of your woody perennials, shrubs, and trees should be pruned in late winter or early spring. Doing it now may promote tender growth that dies with frost.

Before you put away your gardening tools for winter, they need to be cleaned, disinfected, and lubricated.

Remove diseased and pest-infested plants; burn or trash them. DO NOT COMPOST! Pull weeds. Collect brushy material and make a nice pile at back of garden; this provides cover for birds.

While you’re at it, clean and fill your bird feeders and suet feeders. Clean and store hummingbird feeders. Consider adding a bat house. Clean your birdhouses. Leave seed heads on plants -- free bird food!

Bring in tender bulbs and store in a cool, dry place. Bring herbs inside for winter use. Plant spring bulbs, rhubarb, garlic, hardy greens, trees, and shrubs. Keep watering until the ground is frozen. Plants are dormant, not dead. Test your soil and add amendments and compost now. They work into the soil so it’s ready for spring planting. Consider a cover crop for veggie beds.

Compost your leaves or mow over them and leave in place. They will decompose and add free fertilizer! If you love raking, put them in your beds to add nitrogen.

Bring your houseplants in after a good wash with insecticidal soap. Isolate them indoors for two weeks to protect plants that stayed inside. Repot as needed.

Finally, pamper your tools. Scrub all with soap and water. Drain your clean hose and hang to thoroughly dry before storing. Wash and dry all empty pots. Bring terra cotta inside. Check metal tools for rust and remove with steel wool.

After it’s all dry, disinfect with rubbing alcohol. Spray metal parts with WD40, rub wooden handles with linseed oil. Store everything.

Now go inside, make your favorite hot beverage, and relax!

Photographers, want-to-be photographers, and anyone else interested in photography - Join the Club! At our September meeting, participants shared their monthly themed photos providing interesting interpretations of a “silhouette.” The learning portion about calibrating your monitor and a refresh of the exposure triangle by fellow club members was beneficial from the ensuing discussion, no matter your photographic level.

The October theme is Landscapes! Get out and shoot some fall color or whatever captures your imagination. The meeting learning topic is planning a travel photography trip. Please join us Oct. 24!

The LOW Photo Club meets the fourth Monday of each month at 7 PM in the Community Center. Our members range from beginners to very experienced photographers shooting with everything from the latest mirrorless cameras to cell phones. Everyone is welcome and no matter how much we think we already know, we are always learning from each other.

A portion of our meeting is spent sharing our work and a portion learning from each other. We organize photography field trips and travel together or meet up to find the best local photo opportunities.

Square Dance Club Goes on the Road by Dick Unser, President, Square Dance Club

In addition to dancing at regional dances, as well as state and national square dance conventions, LOW Square Dance Club members have also been busy dancing for the entertainment of others. They danced for the residents of Chancellor’s Village Retirement Community in Fredericksburg on Sept. 21. Charlie Shoemaker, the square dance caller, put the LOW Club dancers through a series of tips (patter and singing calls) that demonstrated the dancers’ skills at dancing some complicated modern western square dance mainstream and plus calls. The residents clapped their hands and tapped their feet to the music. Then some adventuresome residents joined the club members in dancing to basic calls. The members of the LOW Square Dance Club enjoy chatting with, and dancing for, the residents of senior living facilities. The residents enjoyed the entertainment, thanked Charlie and the dancers for visiting, and asked them to come again.

On Sept. 26, club members travelled to the Virginia State Fair in Doswell, to perform in the Farm Bureau Center. While there, they joined other Virginia square dancers and caller Gene Chamberlain to put on a demonstration dance for fair attendees. After observing for a while, audience members were encouraged to join in the fun and dance with the club members. Club members enjoyed dancing with friends from other square dance clubs and with the beginning dancers. Next year, when you attend the Virginia State Fair, plan to stop by the Farm Bureau Center and have fun square dancing.

Lions/Lioness Winter Clothing Drive by Kathy Merritt, Winter Clothing Drive Committee

Again this year the Lions Wilderness Food Pantry is collecting clean, gently used, or new warm coats, sweaters, gloves, and hats for local area needy residents. Children and teens coats, hats, and gloves are especially needed. Donations must be received by Tuesday, Nov. 8.

Volunteers will be handing out the coats and other items on Saturday, Nov. 12, from 10 AM to noon (Rain Date, Sunday Nov. 13, from 1 to 3 PM) at the Wilderness Food Pantry (Route 3 at the Locust Grove Town Center). All donated Items will be distributed to local children and adults in need. Drop off boxes will be located at the following places:

Oh! The surprises LOW Arts members are putting together for you. Join us for the Fine Art Show and Sale on Saturday and Sunday, Oct. 29 and 30. Hours are from 10 AM to 4 PM both days at the Community Center. Over 50 LOW artists will gather to exhibit original artwork for sale. The room will be filled with paintings, jewelry, pottery, sculptures, textile art, photographs, woodworking, glass art, books by local authors, and more. Artists, authors, photographers, and woodworkers will be available to chat with you about the creation of their work.

We will once again be holding our raffle and sealed bid auction. The table will be loaded with beautifully crafted objects of art. A donation will be made from the proceeds to benefit the Orange County Public Schools art programs. Our market table will display a collection of recently created art cards. Multi-packs representing a variety of artists and media will be available for purchase. Admission is free

Speak Up! Make Virginia a Better Place to Age

Community members aged 60 and up! The Virginia Department for Aging and Rehabilitative Services (DARS) invites you to complete the Community Assessment Survey for Older Adults, an important survey that will inform the development of the next State Plan for Aging Services, 2023-2027.

The State Plan for Aging Services guides the Commonwealth’s implementation of Older Americans Act programs and services and seeks to coordinate a statewide response to meeting the needs of older Virginians. Results will help state agencies, local governments, community-based organizations, the private sector, and other community members understand more thoroughly, and predict more accurately, the services and resources required to serve older Virginians and their caregivers.

The online survey opened earlier this month, and will be available only through next Thursday, Oct. 27. Polco, the DARS contractor conducting the survey, is committed to a strict privacy policy—they will only share anonymous, combined results. Participants’ individual data and responses are not shared.

LOWLINC volunteer Mary-Jane Atwater recently completed the survey. She says it took about 10 minutes to complete, and is an excellent opportunity for those of us in Lake of the Woods to weigh in on issues facing older adults in our area of Virginia.

“The survey questions covered a wide range of topics, including transportation, healthcare, housing, recreation, and quality of life for older adults,” she said. “As older adults, it’s important for our voices to be heard. Completing the survey is a great way to help Virginia policy makers understand our needs and determine priorities.”

Solos November Schedule

The LOW Solos Club meets on Wednesdays for brunch or dinner. There are just a few weeks left before opening night for Scrooge the Musical. This fun musical, based on the Charles Dickens novella, A Christmas Carol, is a treat for all ages. The miser Ebenezer Scrooge is forced to see his life brought to him by three ghosts. The first makes Scrooge see his life as it was, the second fills and refills Scrooge’s cup with “the milk of human kindness,” as Scrooge is taken to various sites of the people and places he knows, as he watches everyone enjoying the season. The third ghost demonstrates what will be if he continues as he is now. All of this is done with song and dance. We hope to see all of our friends and neighbors at the shows.

Tickets have been selling fast. Performances are Nov. 11, 12, 18 and 19 at 7:30 PM and Nov. 13, 19 and 20 at 2 PM. The price for an adult ticket is $29, for students, $24, and for kids under 12, the price is $15. As the weather turns colder and leaves slowly bronze, 2022 is transitioning to one of the most dynamic times of the year. The rakes are out, treats are sweet, and the light is shining earlier and earlier on the American flag in front of the Clubhouse. All the Memorial Walkway bricks will be installed by Veterans Day, Nov. 11. The Veterans Club Director of Internal Communications, Mike Landers, has been a guiding force behind the Memorial Walkway. The club is thankful for his intricate care, diligent work, and long hours establishing a project to be proud of in years to come.

We honor our deployed troops every day. This day, Wednesday, Oct. 26, is a reminder of their sacrifice and bravery, as well as the trials their families go through without their presence. Since 2011, Oct. 26 is recognized in the United States as the Day of the Deployed. This observation kicks off at an opportune time to link with local chapters of veteran-supporting organizations to send care packages. Displaying a yellow ribbon is also a way to show support for deployed troops. Connecting with SoldiersAngels.org is an excellent option; they offer multiple programs to help bolster the spirits of the American deployed.

This Veterans Day, Friday, Nov. 11, the Clubhouse will honor veterans–make your reservations today. The Clubhouse is offering two seatings to veterans, at 5 PM and 7:30 PM. The veteran’s meal is free while all alcoholic drinks and meals of guests will be charged as normal. Orange County Supervisor’s Letter by Lee Frame, District 5 Supervisor

Orange County has a Solid Waste Committee and a Litter Control Committee. The Solid Waste Committee plans and schedules special events for recycling of electronic equipment, collection of hazardous waste, and amnesty for disposal of tires. The electronic recycling event a couple months ago collected about 9,000 pounds of recyclables from 91 separate vehicles. Other than labor to assist in collection of the electronics, there is no recycling cost to the county. The recent hazardous waste collection event received hazardous material from 153 vehicles. Hazardous waste disposal costs the county about $25,000. The Orange County Landfill normally charges $2.50 for the disposal of used vehicle tires. Once a year, the county holds a voucher amnesty event for citizen tire disposal to encourage disposal at the landfill instead of local ditches. Last August’s tire amnesty cost the county $1,250

The Litter Control Committee’s mission is to reduce littering in the county by promoting proper waste disposal habits. It coordinates and, in some cases, funds efforts to clean up litter throughout the county. Recent clean-up events included 12 Youth Council members collecting about 7,500 cigarette butts and other trash in the Town of Orange, and volunteers from the Orange County Democratic Committee collecting 31 bags of trash from a two-mile stretch of Lahore Road. The committee also sponsors collection of printer toner cartridges for recycling.

For the third year in a row, Newsweek has recognized Dogwood Village as one of the best nursing homes in America. The Newsweek study looked at the 25 states with the highest number of nursing homes and selected 475 nursing homes out of 11,722 homes. Seventeen nursing homes in Virginia were selected for recognition, and Dogwood Village ranked fourth out of those 17. The three ranked above Dogwood were from Richmond, Fairfax, and Norfolk. Orange was the smallest town of the 17 areas rated.

The nursing homes were evaluated on four criteria. These include a performance data score and the score for facilities accredited by the Joint Commission International, an independent, non-profit healthcare standards organization. Another criterion was peer review from thousands of professionals in the health care industry. The last criterion was a COVID-19 score using Center for Medicare and Medicaid Services data, to identify nursing homes which have had the best possible response and protocols during the pandemic.

I am personally proud to serve on the Orange County Health Commission, which guides Dogwood Village. However, all the credit for achieving this amazing recognition belongs to the dedicated managers and, especially, the day-to-day staff that routinely goes above and beyond to ensure the best care for Dogwood Village patients and residents.

GOLF – Golf Professional Part-Time. The primary focus of this position is to ensure guest satisfaction, provide golf instruction, implement and coordinate golf events, tournaments, outings, leagues, junior/ youth golf camps, teaching clinics and other golf programs designed to improve services to enhance competitive positioning in the marketplace. Requirements include a PGA Level A1 certification or higher. Hours are flexible and compensation is negotiable. Excellent written, verbal, and interpersonal communication skills are required along with social media proficiency. This position will require working evening and weekend hours.

ENVIRONMENTAL SERVICES:

• Erosion & Sediment Control Inspector, Full-Time hourly position to provide inspections and enforcement for land disturbing activities. Requirements include: (1) Able to obtain DCR E&S Inspector Certification (2) Minimum 1 year experience in constructions & storm water management, (3) Some college with degree preferred in environmental science or related field; (4) Proficiency in Microsoft Office software (5) Knowledge of GIS programs preferred

• Environmental Resources Manager, Full-Time salaried position. To provide expertise and make management decisions for recreational lakes and surface water issues. Additional responsibilities include: budgetary and personnel items pertaining to lakes, marinas, stormwater management, and regulation enforcement. This position conducts monitoring, research, data collection, and analyses related to lakes and tributaries for implementing long-term watershed management strategies, operating two dams in accordance with VA regulations. Require skills include GIS, technical writing, interpreting environmental data and ability to communicate effectively orally and in writing with administration, community committees, and other association departments. Qualifications: A minimum of B.S. in limnology, biology, ecology, environmental science, natural resources management or other closely related field. Two-three years’ experience in management of water resources especially recreational lakes can be substituted.

MAINTENANCE: Roads Full-Time hourly position. Operate vehicles and equipment as required to maintain and repair streets, patch holes, install/ maintain street signs, cut brush and seasonably remove snow and ice. Must be able to lift 50 lbs., use a variety of hand tools, chain saws and vehicles. Work is performed outdoors in all weather conditions in loud noise level and exposed to fumes, hot liquids, and materials. HS diploma required with one year related experience.

• Custodian Full-time hourly position, responsible for keeping assigned building clean and pleasant for workers and residents. The majority of work is performed in LOW facilities and common areas. Some prior experience is preferred.

• Building Maintenance Technician Full-Time hourly. Responsible for performing preventive maintenance and repair of building systems including water, sewer, electrical, carpentry, heating, cooling and ventilation. Experience with HVAC systems a plus. HS diploma or GED equivalent, trade or technical school diploma or certificate preferred. Five years’ experience in facilities maintenance may be substituted for educational requirements. Must be able to lift, carry, push, pull or move objects weighing up to 80 pounds, climb on ladders, walk on scaffolding, operate basic equipment, tools and machinery of the trade.

EQUESTRIAN CENTER: Part-Time Stable Worker. Assist with barn chores, cleaning stalls and paddocks, Previous experience working with Equines required.

CLUBHOUSE. Part-Time positions:

• Servers. Excellent customer service skills, enthusiasm, and energy. Work schedule: 4 to 10 PM, Wed. through Sun. along with some holidays. Must be 18 and older. Some restaurant experience preferred.

• Grill Cook. Accurately prepare and cook a variety of meats, poultry, seafood, vegetables and other food items using various kitchen equipment. Comply with Clubhouse standards for portion sizes, cooking methods, and other policies essential. 2 yrs. min. experience.

• Dishwashers. Load, run and unload dishwasher, wash/store all tableware and kitchenware. Maintain adequate level of cleaning supplies.

• Food Expeditor to bring food from the line to the table ensuring proper garnish and food temperature, keep expo station clean and stocked.

FAREWAYS CAFE- Part-Time positions:

• Servers. Must be 18 years or older and able to work flexible hours including weekends. Some restaurant experience preferred.

• Line Cooks. Accurately and efficiently prepare hot food products. One year experience is preferred, ability to work flexible hours and a team spirit.
