The sailing club is winding up our 2021 sailing season and we’re looking to finish with a bang. We will be hosting our annual Parade of Sail on Oct. 24, at 1 PM, starting from the main marina area.

This is our premiere non-racing event and is open to all sailors on the lake. We invite club members and non-members to join us for a fun afternoon of sailing.

Depending on winds, we usually sail past several lake beaches and larger coves before ending up at club house beach for a “sail by” of the club house. This will be followed by an early evening social to toast our season of sailing.

So, before the cold weather locks us all into our homes and the boats go under covers and tarps, let’s get out on the water together and have some fun.

Final Referendum Results

At the Oct. 6 continuation of the Special Meeting of the Membership, member David Florence made a motion to close the voting on the referendum. The vote was taken, and the voting was closed. The result was that both parts of the referendum failed because we did not get 2,131 “Yes” votes for either part. (see final referendum voting results page 9.)

I stand behind the efforts of the Board over the past two years in initiating and pursuing the passage of the referendum. Passing both questions would have been a good thing for our community. There was overwhelming support for both issues from those Members who cast ballots.

Unfortunately, our covenants require 50 percent plus one “Yes” votes (2,131) to pass, not simply a majority of those who voted. This shows the importance of voting in all association matters. I thank everyone who voted, whether yes or no.

You voted your convictions. For those who didn’t vote for any reason, I hope you will become more engaged in association matters. For those who encouraged others not to vote, your actions helped prolong the voting efforts. The Board set the initial goal of 2,600 total votes to match a previous vote total and extended the voting window in pursuit of that goal. The final cost of the effort was $28,908.

Bottom line: All ECC decisions are final, no appeal. We will continue to enforce our covenants with all the tools available to us, and will be considering all lawful alternatives. The goal of question two was and remains compliance with our rules and regulations. Those who disregard our requests for compliance will find themselves facing more harsh remedies than a simple fine, such as going to Orange County General District or Circuit Court, vehicle towing and property liens. We may need to add a budget subline for increased legal expenses for covenant enforcement, which will impact assessments. We will be reviewing all regulations and updating them to match all available lawful tools. For members who must live near properties in violation, the remediation may take longer. No one got all they wanted or won in the short term, but the Board remains committed to ensuring the greater community will win in the long run. I urge everyone to obey the rules and requests for compliance to those rules. Again, compliance is the goal, not penalties.

Finally, I thank the Elections Committee, our staff, and my fellow Board members past and present for their efforts on behalf of our great community.

LOWA will continue to be a wonderful place to live.

1. Call to Order President Brown announced the time of recess has now expired and called the Special Meeting of the Membership to order at 5:00 p.m. in the Community Center for the purpose of declaring a recess and continuing at a future date, or closing the 2019 Referendum voting period.

by Phil Rodenberg, General Manager, ® CMCA, ® AMS, ® PCAM If you’ve driven anywhere around the community in the last few days you were probably slowed by traffic delays for Chemung Contracting, our asphalt paving contractor, who is paving the roadway on Lakeview Parkway, the Woods Center and Sweetbriar Park/Community Center lots and the Spotswood, Harpers Ferry, and Fairway Drive Mail Station and Holcomb Building west lots.

This is all part of LOWA’s capital replacement program. The Lakeview Parkway paving is two sections addressing the third and fourth worst paving sections. The first and second sections were addressed in 2018 and 2019. The latest are from the Holcomb Building to midway at the Clubhouse Parking lot and Liberty Boulevard to Constitution Avenue. We added wider walking areas to help separate vehicles from walkers on the Liberty-Constitution stretch and at the roadside between Birchside Circle and Fairway Drive.

We received favorable asphalt pricing from our contractor, so we converted the Woods Center and Sweetbriar Park/Community Center lots from chip and tar since hot asphalt lasts considerably longer - typically 15-20 years.

4. Approval of Agenda Motion by W. Diercks and seconded, passed unanimously, to approve the Agenda.

5. Secretary’s Report Secretary Rappoport called on Elections Committee Chair Leighton Cumming to provide the interim status report on ballot returns. Ms. Cumming reported that as of today, there were 2204 total ballots cast, and 2212.42 total weighted ballots cast.

7. Member Comments: None 8. President Brown then asked for a motion to close voting on the 2019 ECC Appeal and LOWA Violation Charges Referendum.

Motion by D. Florence, passed unanimously, to close voting in the 2019 Referendum proposing amendments to the Declaration of Restrictions; specifically with regard to closing the voting on the ECC appeal and LOWA violations charges.

Secretary Rappoport reported the final ballot tally as follows, and declared the amendments had failed:

Why does Lakeview Parkway get hot asphalt treatment and my road get chip and tar? That’s the question some LOW members are asking. The answer is we are maintaining the roads system handed down from the developer in the 1960s to now. But the roadways don’t have to stay that way. We could devise a plan to convert every street to hot asphalt paving to lengthen the life of the roads.

The main issue is the upfront costs. The rule of thumb is hot asphalt roads cost twice as much but last two to three times longer.

In LOW, the main roads carrying the most traffic, namely Lakeview Parkway and Yorktown Boulevard, are asphalt and the rest, with a few exceptions to resolve erosion issues like on hilly Edgehill Lane, are chip and tar. We use contractors to apply hot asphalt and our Roads Department applies the chip and tar on a five-year cycle. Chip and tar is less expensive but it has hidden costs such as the chips that get in the roadway ditches and culverts.

We can convert them to hot asphalt as we did Yorktown Boulevard in 2012. It will take planning for a phased program and a significant commitment of upfront funds. In the long run, we will be better off since hot asphalt roadways last longer and the Association’s investment in the roadways will translate to private lot value. This is good since LOWA exists to maintain and improve the value of the private lots.

President’s Remarks The Referendum proposed two amendments to the LOWA Declarations: Amendment #1 was to clarify ECC quorum and establish an Environmental Control Committee Appeal to the Board of Directors; Amendment #2 was to establish Board authority to assess charges for violations of the Restrictive Covenants, Rules and Regulations.

President Brown noted that in spite of several extensions to the voting period and multiple strategies employed to increase ballot returns, for several reasons the Referendum was unable to attract enough voting members over two years of earnest effort. Of those who did vote, most supported the proposed amendments. This ballot initiative has cost LOWA $28,908 to date.

Board Amends Regulation III, Registered Tenants, Regarding Tenant Fee Regulations, Effective November 1

The Board of Directors, at its Oct. 2 meeting, approved amendments to Regulation III, Registered Tenants, Regarding Tenant Fee Regulations.

Background Information: Per LOWA Regulation III, the purpose of the Fee is to compensate LOWA for the management and use of amenities and for the wear and tear on LOWA streets, parks, recreational amenities, assets, and resources by Tenants residing in the community. The Tenant Fee will be charged to the Member for each tenancy. Members may rent up to two homes within the Lake and Tenants must comply with all Lake of the Woods Covenants and Regulations.

LOWA has just under 200 rentals within the community, comprised of mostly long-term rentals and about 20 short-term rentals. Tenant fees are currently budgeted to bring in about $300,000 annually.

What is the effect? Members who had previously benefitted from the “Family Exemption” to the tenant fee may now be eligible for an exemption under the new “Authorized Occupant” policy. An Authorized Occupant is a person who resides in the home and who does not have any financial obligation to pay rent to reside in the home. After signing an Authorized Occupant Certification Form, Members with Authorized Occupants will not be required to pay the tenant fee.

The approved amendment(s) to Regulation III, Registered Tenants reads as follows: A.

GENERAL

1. LOWA is a community comprised of single family residence dwellings.

A Tenant is a Non-Member residing in a home in LOWA where the homeowner does not reside, pursuant to the terms of a rental agreement. A person who is an Authorized Occupant is not a Tenant and Members with Authorized Occupants are not required to pay the Tenant Fee established in Regulation III.A.3. An Authorized Occupant is a person who resides in the home who does not have any financial obligation to pay rent to reside in the home. Rent is money or any other consideration exchanged with the homeowner. For an Authorized Occupant to be recognized by the Association, prior to occupancy of the Authorized Occupant the Member must submit a signed Authorized Occupant Certification Form to the Association attesting that the Authorized Occupant does not have any obligation, either financially or other consideration of value, to pay rent to reside in the Lot and agreeing to notify the Association if the Authorized Occupant’s status changes to that of a Tenant. Failure of the Members to submit the Authorized Occupant Certification Form or submission of a materially false statement on an Authorized Occupant Certification Form will result in the Member being required to pay the Tenant Fee for the relevant fiscal year or years.

2. All Tenants (including Short-Term Tenants, who are deemed to be Tenants registered for thirty (30) days or less) must be registered

by Members. A Registered Tenant is anyone who (1) meets the Tenant requirements in Subsection A.1, (2) has a properly executed Tenant Information and Acknowledgement Form on file with LOWA documenting the Tenant/Member relationship, including a listing and contact information of all occupants of the property and acknowledgement and consent to LOWA’s rules and regulations, and (3) has Tenant Fees paid by the Member in advance of occupancy, and if applicable, annually thereafter. Short-Term Tenants shall be registered through Member Services or entered into the Visitor Management System with LOWA Security.

3. Members with Tenants (including Short-Term Tenants) must pay LOWA the Tenant Fee for all of their Tenants. The Tenant Fee is a fee charged to Members who make arrangements with Non-Members to allow them to occupy their Lots, in accordance with Paragraph 12.D of their Section’s Declaration. (See Regulation III.B). The purpose of the Fee is to compensate LOWA for the management and use of amenities and for the wear and tear on LOWA streets, parks, recreational amenities, assets, and resources by Tenants residing in the community. The Tenant Fee will be charged to the Member for each tenancy. The amount of the Tenant Fee will be set by the Board of Directors annually and will run in LOWA’s fiscal year from May 1 to April 30 of the following year. For purposes of measuring the length of any tenancy, one day of Tenant occupancy in a calendar month will be deemed as Tenant occupancy for that entire month.

4. Registered Tenants and Registered Authorized Occupants will be authorized to use LOWA amenities upon payment of applicable fees set forth in the Board Adopted Fee Schedule for such use.

In fact, the LOWA Board of Directors just set a goal to explore conversion of the roadways and parking lots to hot asphalt. The goal’s aim is developing a phasing and financial plan for conversion. In the meantime, the Board is considering funding a Roads crew of three staff to be dedicated during leaf season to cleaning the leaves from the ditches to keep the ditches operating properly and the leaves from our Lakes and then during the off-season working to keep the ditches working properly.

What do you think? Should we keep maintaining the chip and tar roadways? Convert them to asphalt paving? What about the upfront cost of conversion? These will be the topics of the day in the next few months as the Board, Management and Committees puzzle through the Board Goal.

Board Amends Regulation XVII, Use of the Community Center The Board of Directors, at its Oct. 2 meeting, approved amendments to Regulation XVII, Use of the Community Center.

What is the effect? The new regulation changes will clarify the consequences for violating the rules and regulations; violators may suffer penalties, including loss or suspension of their Community Center privileges, as determined by the General Manager or his/her designee.

The amendments also clarify the requirements for bringing alcohol into the Community Center, as well as the dress code for within the Community Center.

The approved amendment(s) to Regulation XVII, Use of the Community Center reads as follows: A. GENERAL 1. The Community Center has been established to provide meeting and recreational facilities for LOW members, non-profit civic/service, social, performance, educational, fitness, and recreational groups. User and cleanup fees will be established by the LOWA Board of Directors.

Situations and circumstances not covered by these regulations will be handled at the discretion of the General Manager.

2. In return for the use of these rooms, all groups and organizations are expected to contribute to the general cleanliness and order of the Community Center following use. All furniture and equipment must be returned to original locations All trash and debris must be removed from the building following each use. Privileges that are abused may be rescinded or a cleaning fee may be applied.

3. All Community Center users must abide by the Regulations and posted rules governing the Community Center. Violators of these Regulations and rules may suffer penalties, including loss or suspension of their Community Center privileges, as determined by the General Manager or his/her designee.

FOOD AND BEVERAGE Groups and other users of the Community Center may bring in commercially-prepared food and non-alcoholic beverages that will be served by volunteers of the group using the facility.

No outside commercial catering will be permitted in the Community Center without the express approval of the General Manager. The Clubhouse will have the right of first refusal for commercial catering in the Community Center. Commercial catering is defined as any food that is either: prepared on-site by a commercial entity, served in commercially-owned equipment and/or served by paid professional staff.

No alcoholic beverages are permitted in the Community Center except in strict compliance with the laws of the Commonwealth of Virginia, the Regulations established by the Alcoholic Beverage Control Board of the Commonwealth of Virginia, and the Rules and Regulations established by the Board of Directors and the General Manager of LOWA. With the express advance approval of the General Manager, groups may serve alcohol at social functions providing it is not sold or included in the price of admission. Provision of any alcoholic beverages brought into the Community Center must be under the direct supervision of a responsible adult over twenty-one (21) years of age at all times. Exceptions for sale of alcohol at community-wide events may be made with express written permission from the General Manager, as long as ABC license requirements are met.

CONDUCT Smoking, including marijuana smoking and any use of electronic smoking devices, (see IV. F. 2.) is not permitted in the Community Center.

No advertising shall be permitted except as approved by the Community Operations Manager or General Manager.

No personal items shall be stored in the Community Center without express permission of the Community Operations Manager or General Manager.

A person with a disability shall have the right to be accompanied in and around the Community Center by a dog trained and in service as a service animal.

Rough or boisterous conduct or use of profane language is not permitted.

Suggestions and complaints should be brought to the attention of the Community Operations Manager for appropriate action.

Users are liable for damage caused to LOWA property and/or the property of individuals or groups that have prior permission to store items in the Community Center.

Community Center users must adhere to the requirements of the Policies and Procedures for Lake of the Woods Association Meeting Rooms and Outdoor Facilities, the Regulations, the posted rules, and Facility Use Request Forms established by the Board of Directors, Community Operations Manager and General Manager.

DRESS CODE Shoes and shirt must be worn at all times. Muddy shoes must be cleaned before entering. Bathing suits must have proper covering.

Cleated shoes and other shoes that may mark the flooring must not be worn in the Community Center.

RESERVATIONS The operating hours of the Community Center will be determined by management, and membership will be informed through the various LOWA means of communication.

Individuals, groups, or organizations wishing to reserve space in the Community Center must make advance arrangements with the LOWA Community Operations staff. A user’s fee and a cleaning fee may be charged according to Community Center use policies, rules and regulations.

Winter can be hard enough on humans who have a warm house.

Even a mild winter is harder on the wildlife we share this community with. Here are some simple ways we all can help them survive and thrive in the season.

Please join us at the LOWA Committee Fair at the Clubhouse on Saturday, Nov. 20, from 1 to 4 PM. Do you know that our Lake of the Woods community has 21 committees that are designed to address a wide range of community needs? The committee members are all volunteers and residents of LOW. One of these committees might just be a match for one or more of your talents and/or interests. For example, are you interested in communications, golf, tennis, finance, horses, boating, safety? Whatever your interest is, you will have the opportunity to learn more about these committees at the Committee Fair.

The Communications Committee is the advising committee of the LOWA Communications Office and sees the Fair as an excellent way to share the vast wealth of fun activities and community services each committee provides.

Members from each of the 21 committees will have a table at the Fair, with representatives who will be able to answer your questions about the services/ activities of their committee and will provide hand-outs, including how you can join. They will also provide information about the goals and mission of the various committees. These LOWA committees liaison directly with the LOWA Board and provide invaluable service to our great community. They really are the backbone of our community and ensure that all our voices are heard.

Admission to the Fair is free, refreshments will be provided, and a great raffle will be awarded each hour of the Fair.

The LOWA Communications Committee came up with the idea for the Fair; it is the brain child of former Communications Committee Chair Linda Bowyer. She pictured it as a hands-on way for the community to learn, and participate, in the many fun activities and community services each committee provides. The Fair was originally scheduled for March of 2020. However, due to the pandemic, it was postponed. To make up for this, in May of this year, the Communications Committee, now led by Nadine Daniel, held a “virtual” fair to bring the cancelled event back to life. Here is the complete list of all 21 committees: Board of Examiners, Clubhouse, Communications, Elections, Environmental Control, Equestrian Center, External Affairs, Fareways, Finance, Fitness, Golf, Honor Awards, Lakes, Legal and Compliance, Maintenance and Ecology, Nominating, Pickleball, Planning, Pools, Rules, Safety and Security.

WATER: Clean water is essential for drinking. Also, birds must clean their feathers to keep themselves waterproof and warm.

Use a heater to keep bird baths and ponds from freezing.

FOOD: Provide a diverse selection of foods for a variety of birds. Black oil sunflower seeds, Nyjer thistle, suet, chunks of fruit, mealworms, or peanuts are good choices. Avoid cheap seed mixes, which consist mostly of useless fillers. Wait until spring to deadhead flowers and cut ornamental grasses.

Birds eat seeds and make nests from grasses. Critters store nuts and seeds from plants. Squirrels love unshelled peanuts, dried corn on the cob, or chunks of carrots and apples.

SAFETY: When deicing, calcium magnesium acetate is considered the most wildlife friendly. The worst option is rock salt.

PLANTING: As you plant, choose native plants and trees that produce seeds, nuts, and berries. Also select dense evergreen shrubs and trees.

Consider planting mulberry, blackberry, elderberry, crabapple, holly, rose, and sumac. Examples of plants that produce berries year-round include bayberry, viburnum, chokeberry, wintergreen teaberry, dogwood, and winterberry holly.

SHELTER: Fallen leaves suppress weed growth and fertilize the soil. But if you feel you must rake them, at least rake them into flower beds or wooded areas; they are great mulch and offer a habitat for ground birds and frogs.

Create a brush pile for housing—larger branches and cuttings topped with smaller debris. (This can be cleaned up later in the spring.) Provide basic wooden birdhouses on posts or hanging from trees.

The Lake of the Woods Lioness Club has many wonderful used books looking for good homes! From mystery to romance to the Civil War, and more, there are great selections from which to choose.

The book sale is held the last Saturday of the month (except for December and January) from 8:30 AM to 1 PM, at the Ferris Building. For your convenience, the books are arranged by category, and then alphabetically by author; one of the Lionesses is always available and happy to help you. There is a sign on our door: “If you learn to love to read, you will never be alone.”

So many have found this particularly true during the COVID confinement.

Daughters of the American Revolution Susannah Chandler Chapter

The Susannah Chandler Chapter celebrated our 19th anniversary with founding members Betty Larson (pictured L-R) and Martha Sukites. We kicked off the celebration with an open house, and enjoyed sharing the history, mission and activities of DAR and our chapter here in Locust Grove with videos, stories, food, and friendship! We had new faces, old faces, and visitors from afar!

On Sunday, Oct. 10, we celebrated DAR Day of Service, placing flowers and flags at a local cemetery.

It was both moving and rewarding. As a service organization, we are involved in many community service projects and events, including veterans, education, schools, and historic preservation.

Our next chapter meeting will be on Nov. 20, as our chapter will be co-hosting an annual National Defense Luncheon on Nov. 13 (our normal meeting day) at Graves Mountain Lodge.

The Community Genealogy Study Group meets next on Saturday, Oct. 23, at 1 PM at the Community Center. The group is open to anyone interested in researching their family genealogy; walk-ins are welcome. It is free with no obligation, and plenty of help is available. Individual sessions can be arranged at other times as well, by request.

Fall began with the Garden Club plant sale. Results were modest, but we still want to thank the members and the public who supported our sale. Proceeds will help with the Clubhouse Renovation project, which is scheduled to start Oct. 18, when “out with the old” begins.

Two members of the Veteran’s Club attended our last board meeting to brief the board on their plan to expand the brick circle in front of the Clubhouse to add commemorative bricks to honor veterans and to update the signage. The LOWA Board has approved the project, and the purpose of their visit was to assure us they would coordinate with our renovation.

A second Garden Club renovation project is the Wilderness Branch Library Garden. This begins with the Orange County Department of Public Works which will be digging “out with the old” to make way for new plantings.

The intent is to create a small path to facilitate maintenance, and to introduce more native plants. The library staff is enthusiastic, and the project will also be supported by the Friends of the Library.

The LOW Garden Club is a member of the Virginia Federation of Garden Clubs and the National Federation of Garden Clubs.

It’s that time of the year again for candy, treats, DJ music, a bubble machine, and a Lake of the Woods Fire Truck, all compliments of The Lake of the Woods Church. Children are invited to dress in their favorite Halloween costumes to enjoy a fun-filled evening on Saturday, Oct. 30, between 6 and 8 PM, at The Lake of the Woods Church. Church volunteers will decorate the trunks of their cars for everyone’s Halloween pleasure and excitement, and all treats will be pre-packaged for COVID-19 safety. All children are welcome to Trunk or Treat even if they have never attended the church.

Two years ago, over 200 costumed children attended this event. This year it is a Saturday event, which occurs the day before the Treats on the Point at Clubhouse Point on Sunday.

Directions to The Lake of the Woods Church: After entering the main gate, turn left onto Lakeview Parkway. Drive approximately 2.3 miles. A LOW Church sign will alert you to Church Lane.

Turn left and a traffic team will direct you.

The Farm Team sessions ended on Wednesday, Sept. 29. Thanks to Nancy King for continuing this group to encourage new golfers and introduce new members to the LGA. The Fall Awards Luncheon is scheduled for Friday, Oct. 29 at the Clubhouse. Festivities will start at 11 AM. The 2021-2022 officers will be inducted. The treasurer will present the budget. Revisions to the bylaws will be voted on. Awards will be presented to special tournament winners.

The Match Play Finals have been delayed. Results will be announced via email.

Thank you again to the Lake of the Woods community for visiting our art show over the Sept. 25-26 weekend. We had a great time talking with our visitors and hope you were impressed by the quality and diversity of the artwork created by your friends and neighbors.

Our next meeting will be Wednesday, Nov. 3, at 2 PM in the Community Center Game Room. We’ll start planning our 2022 activities, and our “artist in the spotlight” will be Allita Irby. In recognition of November as Native American Heritage Month, Allita will share her process of incorporating Native American “bundling” techniques into her mixed media artwork. This process was taught to her by a Native American friend. An example of Allita’s work is pictured here.

Visitors and new members are always welcome to attend our meetings. You don’t need to be an active artist to join us. All you need is an interest in art and an interest in spending time with new friends who enjoy it too. Please bring and wear your facemask for our indoor meetings.

Christmas is only 10 weeks away and the Lake of the Woods Lions will be erecting the Tree of Love at the Wilderness Center at the intersection of Routes 3 and 20, to mark their annual fundraising drive to benefit needy families in Lake of the Woods and Orange County, who are facing a bleak Christmas this year, particularly those with children.

There will be two decorated trees. The taller one will be donated by Meadows Farms and festooned with white lights in memory of family and friends who have passed away, and with red lights in honor of folks who may have shown kindness or performed services of benefit to the community at large. The smaller live tree will be decorated with purple lights in honor and memory of our veterans.

The trees will be lit on Saturday, Dec. 11, and will remain lit during the hours of darkness until the first week of the New Year. To contribute, please send the names of the individuals whom you wish to remember, together with your check for $5 per light, to LOW Lions Club Foundation – Tree of Love, P.O. Box 605, Locust Grove, VA 22508. The LOW Lions Club Foundation is a 501-C 3 charitable organization, and your donation may be tax-deductible. We are all born helpless infants, with no ability to meet our own needs, and our only way to express distress is to cry. How do we go from such a helpless state to a confident child? Are we born with an inner strength that is undeveloped but grows as we do? Or is that confidence nurtured? Most experts believe that confidence is nurtured, by a parent or other caregiver. Over and over, thousands of times, from infancy through childhood, a caring adult, who already has their own positive confidence, calms the infant or young child, and meets their needs.

As challenges become more complex, the child learns from those repeated thousand positive demonstrations. She learns to satisfy basic needs — hunger or, to put on a jacket when the weather is cold. Confidence builds. Even as a juvenile, when challenges become even more complex —in other environments where the parent may not be present — other caring adults or teachers, or even other older children, are able to help that young child. Confidence builds more.

Sometimes however, the helpless infant or child begins in an environment without those early needs met. Thousands and thousands of times, those needs are not met — not just physically, but emotionally. A child may experience food or housing instability, neglect, or abuse. They grow to believe they have no value, instead of being confident.

At the Village, adults strive to meet needs that were not met. Life’s clock can’t be rolled back, but confidence can still grow in a child’s life and begin to repair the damage. How? By active interaction and by the power of example, and demonstration of positive feelings, repeatedly. The children deserve this. That is the Village’s gift to them—compassionate, caring adults. Success comes when a child builds self-confidence to handle life’s challenges in a positive way.

The LOW Veterans Club will hold its annual officer nominations and elections at our next monthly meeting on Thursday, Oct. 28, in the lower level of the Clubhouse. Elected officers for the 2022 terms include President, Secretary, Internal Communications Director, and Quartermaster.

Additionally, the Veterans Club is seeking someone with a financial aptitude to volunteer to serve as Club Treasurer. The duties and responsibilities are to ensure that current records are maintained to reflect the financial condition of the Club. These records will include income, cash, outstanding advances, accounts receivable and other assets, accounts payable, and fund balances (net assets). Also, be responsible to prepare and submit an annual budget and disburse funds as directed by the Board.

The October meeting will feature Orange County Sheriff’s Deputy Ron Kesner who is the Orange County TRIAD Coordinator. The TRIAD program combines Law Enforcement, Senior Service Providers, and Senior Citizens working together to reduce criminal victimization of the elderly. It promises to be an informative as well as entertaining presentation.

To honor LOW veterans, the LOW Clubhouse will offer a free evening meal to any LOW resident Armed Forces veteran on Thursday, Nov. 11, (Veterans Day). Menu entrée selections include Chicken Parmesan; Tilapia; 6oz marinated sirloin; and liver and onions.

What fun to watch the macabre Addams family and their dead ancestors as they attempt to deal with a “normal” family for the sake of their young adult daughter. Evening performances are tonight, Oct. 22, and tomorrow, Oct. 23, with shows starting at 7:30 PM. Matinees will be on Saturday, Oct. 23 and Sunday, Oct. 24, starting at 2 PM. Ticket prices for the performances are adults $29, students $24, and children under age 12, $15.

LOW Book Club

by Mary R. Nolan, LOW Book Club In the 1920s, the Osage Indian Tribe of Oklahoma were considered the wealthiest people per capita in the world. The land on which they had been forced to settle, after their exile from Kansas, proved to be rich in oil reserves. Not surprisingly, such wealth was a magnet for greed, avarice, and violence. The years 1920-1924 became known as the Osage reign of terror.

Dozens of members of the tribe were murdered. When local law enforcement authorities were unable or unwilling to stop or solve these crimes, tribal leaders turned to a new federal agency, the FBI. The story of the events in this little-known episode in American history is skillfully told in David Grann’s Killers of the Flower Moon, the Osage Murders, and the Birth of the FBI. The book will be discussed in LOW Book Club’s Nov. 10 meeting.

The book is available, in multiple formats, from all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional).

The LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome, and no prior notification or attendance commitment is necessary.

Virginia Code requires a public hearing for budget amendments exceeding 1% of the total budget. On a regular basis, budget amendments are approved at almost every Supervisor meeting. Usually, these amendments involve small amounts, such as donations to the Animal Shelter or grants of several thousand dollars for various aspects of county governing. At a recent meeting, a public hearing was conducted for two budget amendments for the Orange County School System.

The first was for a $1.2 million carryover from the last fiscal year. Those funds will be used for seven new school buses, a lighting repair project at the Locust Grove Middle School, and an increase in health insurance rates. The second amendment was for $5.6 million from the American Rescue Plan Act and will be used for emergency relief for elementary and secondary schools and for special education. There were no public comments at the public hearing and the budget amendments were approved.

Every two years at the start of a new Board of Supervisors session after an election, the Supervisors establish a two-year set of strategic priorities.

The County Administrator provides a status report on those priorities every few months. Four strategic priorities were established in two broad categories.

Under the Vibrant Economic Development category, we wanted to implement an open-access fiber optic network, providing high-speed broadband which is affordable and available to all residents and businesses. As of the most recent report, the system is up and operating with 198 miles of fiber installed along county roads and over 1600 customers have signed up for service. The second priority under economic development is the implementation of the Germanna-Wilderness Area Plan, including infrastructure planning and land use. At this point, the Rapidan Service Authority has started the process for increasing water supply at this end of the county and a rezoning application for this area is under review by the county.

Under the category of Effective Reflective Government, the priority was to develop a Digital Citizen which would include ready access to county information, streamline transactions for citizens dealing with the county, greater engagement with citizens through a variety of media and better information security. At this point the county has a digital newsletter, ongoing human factor training for cyber security, deployment of digital payment options, and progress in utilization of social media. The second priority was the implementation of key enterprise projects and building staff capacity to better serve the public. Two big enterprise projects, the Public Safety Building and the Public Safety Radio System are well along in development.

The building is scheduled for move-in during October of this year. Towers have been constructed for the radio system, and radios are being installed in numerous vehicles. Organizational development and new human relations policies are under development for Supervisor review.

After the November election and at the beginning of the next Supervisor term in January, the existing and any new Supervisors will review and establish new strategic priorities.

• Banquet and Lounge Bartenders. Must be at least 21 years of age and willing to work flexible hours, weekends, and holidays. Must mix and serve beverages and possess superb customer service skills. TIPS certification will be provided. One–two years experience desirable.

• Dishwashers to remove soiled dishes from tables, sanitize tables, ensure silverware, glassware, napkins, condiments are available for patrons. Load, run and unload dishwasher.

• Expeditors to bring food from the line to the table in a timely and organized manner.

EQUESTRIAN CENTER – Part-Time Stable Worker to assist with barn chores, including cleaning stalls and paddocks, cleaning and filling water tubs, feeding the horses, and blanketing when weather requires. Some assisting with pony rides, trail rides and helping with special events. Previous experience working with Equines required.

FAREWAYS CAFE- Accepting Applicants for Part-Time Positions: • Servers are needed to assist with Café operations. Candidates must be 18 years or older and able to work flexible hours including weekends.

• Line Cooks needed to accurately and efficiently prepare hot food products as well as prepare and portion food prior to cooking. One year experience is preferred and ability to work flexible hours.

MAINTENANCE – Seasonal Leaf Removal Crew of three. For immediate hire to remove leaves from community drainage ditches and culverts. This seasonal work begins in October and continues through the end of the leaf pick-up season. Laborers will operate light trucks and assist with leaf vacuum operations and traffic control at work site areas. Must be able to lift 50 lbs., and work in all weather conditions in loud noise level. HS diploma/GED equiv.
