President’s Letter

On Aug. 31, we informed our members of a personnel and legal matter involving financial irregularities that were brought to light during our audit process. As a result of this incident we have engaged the services of the Forensus Group, a forensic investigation firm based in Richmond.

Managing and Senior Directors Chris Haney and Kevin Mikolashek began their work on Oct. 5, and it will continue until completion.

They have been onsite several times and we are cooperating fully with the investigation. We will get a report of all fraudulent activity that may be discovered along with identification of deficient financial controls.

Chris Haney, CPA, CFE, is the Founder and a Managing Director of the Forensus Group specializing in financial investigations, forensic accounting, and healthcare disputes. He has been admitted as an expert witness in federal court and he regularly provides advice to clients regarding financial damages and statistical analysis. Previously, Chris was a member of the FBI’s Forensic Accounting Unit specializing in complex white collar and healthcare violations.

Chris has led extensive financial investigations with experience spanning criminal, civil and internal corporate matters.

Kevin Mikolashek JD, MBA, served for over ten years with the U. S. Department of Justice, where he led investigations into allegations of fraud. A substantial part of Kevin’s practice involved leading teams that included federal law enforcement officers and other subject matter experts. Kevin served for eight years as an Army officer, where he was a prosecutor and legal advisor to combat commanders. This firm was selected after review and consideration of five potential firms to perform the investigation. I particularly thank a Finance Committee member, himself a member of the Association of Certified Fraud Examiners, in providing advice on offers provided by the two final potential firms.

When the opportunity arises, we will provide more detailed information about the results of their investigation; for now, the investigation is ongoing. This thirdparty firm is engaged by the Board of Directors and should members contact them, Forensus will redirect such inquiries to the Board.

On a positive note, Director Pete Brown and I hosted a Coffee and Conversation with 14 or so members on Sept. 29. There were general questions about the Flat Run forebay, how to seek answers to questions about what to do on one’s property, and what the rates might be for the new fitness center.

Members questioned the referendum for ECC and whether such charges, if eventually levied, would be appealable to the LCC and then to the Board.

Members were inquisitive, cordial and thanked the board for its service. One member, toward the end, asked what they could do as a member to help make the community better. This is an excellent and positive question, and the short answer is that members should continue to maintain their properties and to get involved in clubs and committees.

Management by Paddling Around (Turtle Island) Eighth in an Occasional Series

It’s Columbus Day Monday. I set out on my standup paddleboard to paddle from Edgemont Beach to Turtle Island and back. It is a one mile round trip. The water in the Main Lake is cool, but not cold, on this partly cloudy early October day. I see members along the cove enjoying the quiet morning. As I reach the mouth of Edgemont Cove, I pass to the right of the small, tree-covered McCullough’s Island. I paddle toward Ramsey Beach and make a lazy circle into Turtle Cove. The beauty of paddling in this area of the Main Lake is that it is well within the No Wake Zone buoys. Smooth going today with only a slight breeze. A flock of geese fly by. I say hello to a SUP paddler. We talk about getting the boards dinged up, which means we are getting good use out of them. Farther into the cove, I notice the vast array of boats, docks, and lake accessories. I always like seeing how members enjoy their life on the lake. I pass a sign, “Welcome to Turtle Cove”.

There’s a miniature lighthouse, sea captain and cannon. Very fun loving!

Turtle Island is a tree-covered, natural rock outcropping in the cove.

The island is a little longer and a little narrower than a regulation football field. It is home to various types of wildlife. You can paddle around it. Dipping my paddle, I notice the cove is getting shallower. It is about 3 feet around the island. Eventually it is 2.5 then 2 feet as I reach the back of the cove.

Siltation from upstream is a real and ongoing problem here.

At the back of Turtle Cove is the entry point of Flat Run into the Main Lake. Flat Run flows through Flat Run Farm, passes under Route 601 (Flat Run Road) through culvert pipes, then through a spillway next to Back Gate Road, and under a road culvert at Lakeview Parkway. I float right up next to the road culvert. I’m at the top of the Main Lake. My SUP fin is hitting some of the large rocks in this shallow area. I surprise a triploid carp that churns up the water as it scoots away.

This shallow area is the very spot where LOWA intends to build the Flat Run Forebay Project. Flat Run is a major contributor of sediment to the Main Lake. The forebay will help trap sediment so that LOWA can remove it with our aquatic dredger.

The conceptual design calls for an area to be excavated that includes a portion of the parking lot next to Lakeview Parkway. In the excavated area, the design calls for a gabion wall (large rocks inside welded mesh a few inches under the water) to help trap sediment. Our environmental design consultant has stated this in-lake forebay will catch at least 303.2 tons of sediment per year for removal. This amount meets sediment reduction goal for Flat Run Forebay set in the Photo by Phil Rodenberg 2012 Williamsburg Environmental Paddling toward Lakeview Parkway Group Lakes Management Plan. On and the Flat Run Overpass.

3. REPORTS 3.1 Report from Orange County Board of Supervisors Supervisor Lee Frame reported that next Tuesday’s Supervisors’ meeting will have four public hearings. Topics include land grading, animals running at-large, a trespass ordinance and the short-term rental registry. On November 14 the Supervisors will have their meeting with the LOWA Board here at the Clubhouse. Legislative priorities for the coming year include looking at possible state funding support of substance abuse programs for Orange County.

3.2 Report from Orange County Sheriff’s Office: No report.

3.3 Report from Allied Universal Security: No report.

3.4 Report LOW Volunteer Fire & Rescue, Inc.: No report.

3.5 Report from Orange County Schools School Board Representative Jim Hopkins reported that Mike Jones was appointed to the School Board to replace Ms. Carter. The Board met in Gordonsville last Monday and declared October Bullying Prevention Month.

Our new Superintendent of Schools, Dr. Cecil Snead, will be the speaker at the Civic Club meeting next Wednesday at 7:00 p.m. at the Clubhouse.

3.6 Reports of Officers President Wilks reported that he and Director Pete Brown hosted 14 members at the Coffee and Conversation event this past week. There was an interesting discussion on using SCOPE officers to issue summonses for school bus violations. He told members LOWA administration is taking steps toward securing a forensic audit.

The Vice President, Treasurer and Secretary had no report.

B. Committee Liaison Reports Director P. Brown reported that the Board of Examiners is looking at changes to the boating test text and data storage for the names of those who have passed the test. The Safety & Security Committee has asked to be included at any meetings discussing changes to the Guest Entry system. On October 27 they will participate in the County drug take-back program.

Director Hoh reported that the Golf Committee is working on the budget.

Revenues were down considerably this year due to 61” of rain since January.

He reported the Finance Committee is discussing budget goals for next year.

The Board of Directors proposes to amend the LOWA Regulations, Section IV.F.2, regarding Individual Behavior, Smoking, E-Cigarettes and Vaping.

Members are asked to review the proposed changes and are welcome to forward written comments on the proposed amendment to the board by Nov. 2.

Comments may be emailed to: board@LOWA.org.

What is proposed? Why? The proposed amendment prohibits the use of e-cigarettes and vaping at LOWA Buildings and Amenities. The proposal adds Clubhouse Deck, pavilions and gazebos. The current regulation does not expressly prohibit it.

Who proposed it? This amendment was initiated by the GM and the HR Coordinator as a result of updating the LOWA Employee Manual. Both the Rules Committee and the LOWA attorney recommend these changes to the four pertinent sections of LOWA Regulations. Further changes resulted from Board discussion.

Current Regulation IV. INDIVIDUAL BEHAVIOR Sections A-E and G-H remain the same.

IV. INDIVIDUAL BEHAVIOR

F. SMOKING (8/1999) Smoking is prohibited in LOWA buildings, vehicles and other confined spaces.

The General Manager may designate areas where smoking is permitted.

3. The various facilities of the Clubhouse will be open at such hours as are determined by Management and the membership will be informed of those hours through the various LOWA means of communication.

4. Smoking is not permitted in the Clubhouse. Smoking may be permitted in designated areas outside. (2/2009) Sections B – F remain the same.

XII. USE OF THE SWIMMING POOLS Sections A – D remain the same.

1. Water Safety Rules pertaining to the pool and pool areas, including but not limited to the following, will be posted and enforced at all times:  No pushing, running, dunking, wrestling or other actions that could result in injury;  No fireworks, sparklers or explosive devices;  No weapons of any type;  No spitting, lewd behavior, abusive or foul language;  No chewing gum or glass containers;  No alcohol, except for events with written approval of the General Manager;  No illicit or illegal drugs;  No smoking;  No throwing objects or playing on the pool deck;  No prolonged underwater swimming for time or distance.

1. Smoking, including the use of electronic smoking devices is prohibited in LOWA buildings, LOWA vehicles and enclosed spaces, pavilions and gazebos on LOWA -owned property; provided however, the General Manager may designate areas where smoking, including the use of electronic smoking devices, is permitted. 2. For the purpose of this Regulation “Electronic Smoking Device” means any electronic device that can be used to deliver an inhaled dose of nicotine or other substance, such as an e-cigarette, e-cigar, e-pipe, e-hookah, or vape pen, or under any other product name.

by LOWA and the Pools Committee on Sept. 22 was once again enjoyed by all dogs big and small. The free event also collected $320 in donations, as well as 45 pounds of dog/cat food for the Orange County Animal Shelter. We would like to thank all who donated.

The dogs were judged in seven categories by some of the finest Pool Committee members. Each dog went home with a Thank You for Participating certificate with their name on it.

We would also like to thank Fresh Start Photo by Barbara Marsh Photography for coming out Maggie and Brodie enjoy a day at the pool. and capturing some great photographs of the event! Barbara Marsh’s photo shows just how much dogs “big and small” enjoyed the day.

All members are reminded that, according to Restrictive Covenant 8A(i), “every outdoor receptacle for ashes, trash , rubbish or garbage shall be installed underground, screened or so placed and kept as to not be visible from any street, lake, or golf course at any time except during refuse collections.”

It is reasonable to expect that trash receptacles would be placed for pick up on the evening before, and removed from sight the evening of the collection.

Members and tenants who do not abide by this restriction will receive a letter from the ECC and may be fined for the violation. Special thanks to members who are already mindful of this restriction and who take the time to put their trash bins away. Thank you for helping to keep LOW beautiful.

Quarterly and Semi-Annual Assessments Due Quarterly statements have been mailed. Payment is due Nov. 1 for Members who elected the Quarterly or Semi-Annual payment plan.

Members who previously opted in to receive Quarterly statements via electronic transmission will not receive a paper statement this quarter. If you have a balance due and do not receive a statement either by email or regular mail, please contact Member Services at 540-972-2237, so we can verify we have your correct information on file.

Prescription Drug Take Back Day

On Saturday, Oct. 27, the Sheriff’s Office will sponsor the first Prescription Drug Take Back Day at LOW. This nationwide program is a partnership between local law enforcement agencies and DEA to provide a safe and secure method for citizens to dispose of unused or expired medications.

Secure disposal prevents these medications, particularly narcotic prescriptions, from being stolen, abused by other family members, or disposed of in ways that are toxic to our environment. Both the EPA and the FDA have advised that disposing of unused medications by flushing them down the toilet or throwing them in the trash poses safety and health hazards. Since its inception in 2010, the Prescription Drug Take Back Program has collected and safely destroyed about 4.9 tons of medication nationally.

The LOW take back location will be the information kiosk in the lower level of the Clubhouse parking lot. Between 10 AM and 2 PM, anyone can drive up to the kiosk and hand off their unused, expired or unneeded prescription medications. Citizens are not required to provide any identification, no paperwork is necessary, and no questions are asked – it takes only seconds!

Sheriff Amos will provide a deputy to oversee the security and transportation of the medications collected. Mark your calendar now, sort through your prescription medications, and do your part to protect our community and our environment. authorize Stantec Consulting Services to proceed to detailed design of the project. Once Stantec reaches the 30 percent design stage, LOWA will host a member information session to get member feedback on the design and the project. This will likely be in January, after the holidays.

I start back and glide close to the rocky outcrops where turtles are sunning themselves. They slip into the water as I get closer. As I glide along I see a member tending her garden. She hears me before she sees me. “I thought you were a fish,” she says. I see contractors at work on the private lots: trimming a tree, repairing a roof, and adding a fire pit.

Back in Edgemont Cove, I paddle to the very back of the cove near where Edgemont Circle meets Lakeview Parkway. The aquatic dredger is stationed here. LOWA Dredge Operator Roy McNally will be back at work the next day. The dredger is scheduled for use in the Main Lake until October 2019, and then it will be moved to Keaton’s lake for a year of dredging there. The dredge pattern is two years in the Main Lake and one year in Keaton’s Lake, then repeat. Sediment from the dredger is scooped onto a barge, and then transferred to a dump truck to be hauled to LOWA’s holding pit in the 9.9 Maintenance Areas.

All in all, it has been an easy, enjoyable voyage. I PROJECT AREA encourage members to SUP, canoe and paddle this same route.

In light of all the rain we have had this season and with the heightened awareness of water quality due to issues affecting Lake Anna, LOWA has received numerous questions about our water quality testing and our process for notifying members if there is a problem. We monitor the water quality consistently and the test results have shown that there is no cause for concern and not one swimming advisory has been issued this summer.

Water quality is an important issue on our Lakes. LOWA monitors water quality at our beaches through monthly E. coli sampling during the swimming season from April through October. Swimming advisories are a method of public notification issued by LOWA to advise recreational water users of health risks that may be present in natural bodies of water. Swimming advisories are typically issued when water sample results exceed the State Water Quality Standard for bacteria in natural waters. LOWA issues swimming advisories based on Virginia’s Water Quality Standards, which are based on national epidemiological studies conducted by EPA. These studies demonstrate that people are more likely to experience illness when exposed to natural waters above the determined concentration of bacteria.

LOWA uses 235 Colony Forming Units (cfu)/100 ml of water as the standard for E. coli in freshwater. LOWA tests water samples for E. coli bacteria using EPA-approved methods. These bacteria serve as indicator organisms for fecal pollution of natural freshwaters. They are not harmful themselves, but indicate that other potentially harmful organisms may be present. Posting an advisory sign in plain view at the swimming location occurs when water sample results exceed the State Water Quality Standard for bacteria in natural waters. Beach swimming advisories are lifted when additional sampling demonstrates that results are below the State Water Quality Standards for bacteria. Lake of the Woods will be hosting a free tutorial to help members learn to better navigate LOWA.org. The tutorial will be held on Nov. 8, at 6 PM in the Community Center, Classroom Two. All members and tenants are welcome to attend. Participants are welcome to bring their own laptops or devices to follow along, but they are not required. Coffee will be provided.

The handicap parking spaces located in front of the Clubhouse are no longer available, due to the Clubhouse Pool Fitness Center project. The spots are now closed, so that the contractor can level and grade the area and prepare for the future parking spaces.

New handicap spaces have been placed near the dock and in the spaces that were formerly assigned to the Clubhouse management staff. The Clubhouse also provides “car to door” golf cart transportation for those who need additional assistance.

This event had three divisions-- Men, Senior Men and Ladies.

Due to heavy rain on Sunday, the tournament was reduced to an 18-hole event (from 36). For the Menâ&#x20AC;&#x2122;s Division: Low Gross went Matt Hibbs and Paul Hibbs III with a 70. Low Net went to Lee Dusing and Dustin Priddy with a 66. For the Senior Men, Low Gross went to Dave Lloyd and Mike Snelson with a 70. Low Net went to Bill McClellan and Jim Hoffmann with a 65. For the Ladies, Low Gross went to Nancy King and Anne Smith with an 86. Low Net went to Denise Reese and Debbie May with a 65.

On Saturday, Sept. 29 the Lions Golf Tournament was held at Lake of the Woods. They had 59 players. The weather was nice and everyone had a great time. The winning team was Charlie Ostlund, Ryan Ostlund, Bernie Hamilton and JoAnn Roth, shooting a 62. The tournament made over $8,000. The event was sponsored by Lee Merrell from the Lions Organization.

On Sunday, Sept. 30, the Orange County High School held a golf tournament at Lake of the Woods, hosting 36 players. The event was held in conjunction with the Orange Homecoming and raised $3,000. Orange Athletic Director Michael Neeley sponsored the event.

The one-day course includes a working lunch. Please bring a brown bag lunch and snacks since there will be no time to go out to lunch. There will be coffee in the morning. The LOWVAC 36th annual Art Show and Sale was held Saturday and Sunday Sept. 22 and 23. Familiar artists joined 10 new exhibitors to present an outstanding show, with well over 500 attending the two days.

The LOWLINC wine-tasting fundraiser in Sweetbriar Pavilion was an added feature on Sunday, thoroughly enjoyed by many in spite of rain!

Raffle items donated by Nate Smith, Linda Sutphin, Patty Bell and Bob Gibson were won by: Gail Stoner, Mary Jane Atwater, Barb Hensel and Gary Neighbors. Art teachers of Kindergarten thru high school-age children exhibited examples of student projects. We appreciate the outstanding art education available in Orange County Public Schools and will be donating funds to supplement teachers’ budgets.

The Woodworkers had a smaller than anticipated response to their first 1x3x8 challenge, but enjoyed showing club projects and recruiting entrants for a future challenge. Lake Authors of the Wilderness had authors present and a display of outstanding books.

We appreciate all who attended, purchased raffle tickets and bought art objects. See you all next year for the 37th show Sept. 28 and 29.

LOW Community

Lee Frame, an Advanced Emergency Medical Technician and team leader for Lake of the Woods Volunteer Rescue Squad, ran his last shift on Wednesday, Oct. 3, after 16 years of service. Lee signed up to run with the squad after 9/11, when he realized that if a major casualty occurred here in Orange County, there might not be enough trained providers to care for his family and neighbors. Lee cites the valuable training and guidance he received from the many Rescue Squad volunteers that preceded him.

As a nuclear submarine commander, military leader, and DoD senior civilian, Lee learned to be a confident leader in stressful situations. His experience as a student working his way through college in a children’s psychiatric hospital (where he met his wife, Sandra, a student nurse), gave him the confidence to work with difficult patients, and demonstrated that he enjoyed helping people and especially liked working with kids.

Over his long career on the Rescue Squad, Lee had the chance to help many kids as well as his adult neighbors. He especially enjoys being able to respond to the home of someone he knows, and comments that seeing a familiar face can put the patient at ease, leading to a more successful outcome The Rescue Squad also took advantage of Lee’s leadership as Rescue Squad Captain from 2006 to 2008, where he forged our positive partnership with Orange County and made sure that each crew was manned at a time when our volunteer squad provided nearly all of the rescue support.

As Lee retires from active running with the squad, we anticipate that his wisdom and leadership will continue to be relied on as we face changing requirements. He says that the Rescue Squad has the added benefit of directly helping a friend or neighbor at a time when he or she is experiencing a personal crisis. It is very satisfying when you are the one who helps to alleviate that crisis. He recommends the Rescue Squad to others who are looking for the opportunity to make a difference in the lives of others.

You just found out the title of the next play to be performed, and it is your favorite. You have watched the movie many times, have memorized the characters’ lines and believe you would be perfect for a role in the play. The lines are embedded deep in your memory, and the opportunity is right in front of you, but fear is stopping you from putting yourself in front of people to audition. Does this sound like you?

Your story can hold many reasons and it can prevent you from trying out, but are some of them merely the thought of speaking in front of people, butterflies, sweaty palms or perhaps you have never spoken in front of people. Maybe it was the grade school play when you forgot your lines and have never forgotten how it made you feel.

Allowing yourself to stay in fear will never allow you to show your talents.

When you step up and kick your fear out of the way, you are giving yourself permission to overcome what scares you the most. Once you recognize that you have a grip on what is holding you back, you won’t want to look back.

Wilderness Toastmasters meets on the first and third Tuesday of the month at the Community Center at 6:30 PM. This is a safe place to make mistakes, laugh, cry and learn. Remaining in your safe place allows you to be safe. Leaving your safe place gives you an opportunity to learn something new and have fun.

Making Joyful Noise Presents: Music from the Heart

The LOW Church‘s season of monthly concerts continues with the dynamic music duo of Mary Mancini and Mario Tacca on Saturday, Oct. 20, at 7 PM at The LOW Church.

Mary is a world-class artist with vocal versatility and command of all styles of music. Able to sing in eight languages, she consistently brings audiences to their feet with her international favorites, Broadway music, opera arias, classics, pop and sacred music. She has been called “The Woman with the Golden Voice.”

Mario Tacca, born in Italy, began Mary and Mario his musical studies at a young age, imitated songs his mother used to sing, and walked three miles weekly to his teacher with his instrument strapped to his back! He is called “one of the pre-eminent Accordion Virtuosi in the world,” dazzling audiences across the US and around the world with his unmatched virtuosity of international music, the classics, and pop.

Lions Tree of Love

by Peter Williams, Member, LOW Lions Club With Christmas just over two months away, it is time for us to turn our attention to the less fortunate among us in Lake of the Woods and this part of Orange County. For many years the Lake of the Woods Lions Club has decorated a “Tree of Love” with Christmas lights representing monetary donations from members of the local community. Donations can be made in memory of deceased loved ones, or to honor living individuals who are special to the donor. Last year the Lions added a second tree for donors who wish to honor U.S. military service members and veterans, and this will become part of our Tree of Love tradition from now on. The trees will be erected in front of the Wilderness Center at the intersection of Routes 3 and 20.

We invite our neighbors to purchase lights for the trees. White lights are in memory of the deceased, red lights to honor special living people, and purple lights to honor service members. Each light can be purchased for a $5 donation. All of the proceeds will be given to needy families in Orange County so that they, too, may purchase a few gifts for the kids or be able to put a nice holiday meal on their table during the Christmas season.

To purchase lights for the Tree of Love, please mail LOW Lions with the names of the individuals to be remembered, the color of the light requested for each, and a check for the total amount ($5 for each person named) payable to LOW Lions Foundation. Donations should be addressed to LOW Lions Club, Tree of Love, P.O. Box 605, Locust Grove, VA 22508. The LOW Lions Foundation is a 501(c)(3) non-profit charitable organization and donations may tax-deductible.

The Lighting of the Trees dedication ceremony, officiated by Rev. John Howe of The Lake of the Woods Church, will take place at 2 PM, on Saturday, Dec. 8. The Tree of Love will remain lit until the early days of January.

by Heather Kuzma, Publicity Chair LGA We are finally having some beautiful, dry summer weather, and the calendar tells us that itâ&#x20AC;&#x2122;s October and the LGA golfing season is almost over. Our Closing Day Fun Scramble will take place on Tuesday, Oct. 30. Be sure to sign up for this event. It is one of the few times that our 9 and 18 holers get to play in the same foursome. The shotgun start time this month is 9 AM with sign in by 8:30.

The LGA Fall Luncheon is scheduled for Friday, Nov. 2, at the clubhouse.

Social hour begins at 11:15 AM. Lunch will be served at 12:15, followed by a business meeting, installation of new officers, awards, and prizes. A sign up sheet for the luncheon is posted in the ladiesâ&#x20AC;&#x2122; lounge at the Woods Center.

The cost of the lunch is $24. Checks should be made out to LOW LGA and placed in the box in the ladiesâ&#x20AC;&#x2122; lounge.

On Tuesday, Nov. 6, at 6:30 PM, the Wilderness Branch Library will host a presentation on dyslexia tackling the above questions. There will also be a dyslexia simulation at the end of the presentation. If your child has been diagnosed with dyslexia, you will want to plan to attend.

3.7 Report of the General Manager, Phil Rodenberg A. August Financials As of August 31, the Preliminary Unaudited Budget Summary shows a favorable variance of $161,102. After sending out 151 delinquency letters, 95 members have since responded, made payments or set up assessment payment arrangements. He briefly mentioned areas of concern relative to revenue and expenses detailed on the Operation Center Summary sheet. The Finance Department has developed a draft for a new Operation Center Income Statement to track monthly operating revenues/expenses when compared to budget. Management is requesting feedback from the Board on the draft.

B. Lakes Management Report The Board will be considering authorizing Stantec to proceed with the detailed design on the Flat Run Forebay project at today’s meeting.

C. Clubhouse Area Recreation Complex Project Update Olympia Pools has mobilized equipment in preparation for excavation of the new pool.

Twenty-four days of work were impacted by rain, impeding progress planned for September.

D. Other Business Management has started interviewing for the vacated Finance Director and Comptroller positions.

Safety Coordinator Bill Belt conducted initial workplace safety inspections at each LOWA facility last month to identify hazards that could compromise worker safety. Corrective action has already been taken for easy-to-fix issues; those requiring more time or materials are in progress. Follow-up audits will be performed and safety training provided in the future.

Several drainage and ditch restoration projects are on the agenda at various locations throughout LOW. These will be discussed at the next Board meeting to help set priorities.

A Prescription Drug Take Back Day will be held at the Clubhouse lower level parking lot on October 27 from 10 a.m. to 2 p.m.

Recess: President Wilks called for a 10-minute recess at 11:37 a.m.; the meeting reconvened at 11: 47 a.m. c) Motion by Hoh, passed unanimously,“To Review and update the Quality Management System as needed, beginning with financial controls and communications, expanding the review to other cost centers or functions and augmenting the staff as necessary to complete the review.” d) Motion by P. Brown, passed unanimously, “To construct, open and operate the new Clubhouse Complex facilities. Keep construction project on track. Determine Fitness Center staffing.” e) Motion by Hoh, that the Board “Form a Construction Advisory Panel (CAP) to leverage community expertise to augment staff work on construction projects. Panel to work with and assist, when requested, the Board and/or staff on LOWA construction projects that exceed $100,000 in cost. In limited Circumstances members of the panel may be asked to perform one or more of these functions: site observations, identifying and tracking cost overruns and their causes; identify potential observed problems, review of plans, and other tasks associated with their expertise. The panel will consist of members with construction experience who are certifiable as experts in their respective fields. Panel members must execute a confidentiality agreement, including a prohibition from disclosing any information obtained during their assignment on social media or other electronic means.”

Motion by Clawson to amend the motion by substituting the following language: “Form a Construction Advisory Panel (CAP) to leverage community expertise to augment staff work on construction projects. Panel to work with and assist the Board and/or staff on LOWA building projects that exceed $25,000 in cost. In appropriate circumstances members of the panel may be asked to perform one or more of these functions: review bidder lists, RFPs, review received bids/ proposals, inspections, identify and track costs both external and internal on covered projects, identify potential observed problems, review plans, and other tasks associated with their expertise. The panel will consist of members with construction-related experience who are certifiable as experts in their respective fields. Panel members must execute a confidentiality agreement including a prohibition from disclosing any information obtained during their assignment.

This prohibition will include use of social media and electronic means other than communications with panel members, board or LOWA staff members.

Following discussion, Director Clawson accepted a friendly amendment to add the words “When requested by the Board of Directors and/or the staff…” into the proposed language. After further discussion on the name of the process, motion by Wilks to change the word “Panel” to “List” passed by a vote of 6 to 0; Clawson abstained.

Following further discussion concerning the text of the proposal, motion by Zukowski to postpone further consideration to the October 17, 2018 Board meeting with the understanding that the President would wordsmith the proposal and send it to the Directors. Research and determine proposals to use Vote.Now.com for all paper and electronic voting, including a system where a trusted third-party agent handles every aspect.”

LOW Veterans October Meeting

A lot of new and exciting things will occur at the LOW Veterans Club meeting on Oct. 25. First of all, Retired Army Major General Heidi Brown will be the featured guest speaker. The meeting will start at 7 PM in the Game Room of the Community Center.

Second, Nominating Chair William Derryberry will announce the slate of officers for 2019-2020. Additional names may be submitted at the meeting.

Immediately thereafter the club will hold its election of officers.

Third, a spokesman for Families of the Wounded will provide a presentation about the mission and purpose of this organization. This organization is one to which the LOW Veterans Club provides a substantial donation.

Additionally, tickets will go on sale for the Dec. 7 Christmas Party at the Clubhouse. The cost of the four entrée dinner is $25. The LOW Veterans Club has decided to invite all LOW World War Two veterans and their spouses and care givers. More details will be forthcoming as more information becomes available.

Joe McEuen won the pair of tickets to tomorrow’s performance of Hello Dolly.

by Lee Frame, District 5 Supervisor The Rapidan Service Authority has established a website, rapidan.org. It provides useful information about RSA, including reading your meter, water quality reports, improvement projects and job announcements. The website also includes information on RSA Board members and meetings, and identifies appropriate operations and administrative staff personnel and provides their contact phone numbers. Various options for paying water and sewer bills are also on the website. For Locust Grove customers, there is a more extensive description of the water and sewer systems, the billing system and how to find water leaks. The website is not complete and additional information is planned. If you look at the website and do not find information that you would expect, please let me know and we will try to add it.

At their last meeting, the Supervisors held public hearings and approved four changes to the Orange County ordinances. The first dealt with a change to the zoning ordinance which would permit the grading of properties prior to the completion of the site plan details addressing all features of the development.

This would save developers time in getting projects completed. The second ordinance change would align the violation and fines with state law for animals running at large. This would apply to horses, mules, cattle, hogs, sheep and goats. Not much applicability to LOW, but there is a separate ordinance dealing with dogs that was not changed. The third change involved trespass.

It would allow individual property owners to designate the Sheriff’s Office as “lawfully in charge” of the owner’s property to deal with trespass when the owner is not present. Currently, if a deputy sees someone lurking on private property, he does not have authority to ask them to leave. If an owner provides formal designation, this provides authority.

The fourth ordinance change involved short-term rentals of residential property. It requires property owners who have residential property which they offer or rent for periods of less than 30 days to register that property with the Orange County Commissioner of the Revenue. The primary purpose of this registration is to ensure that the 2 percent transient occupancy tax is collected. The recent change to the Virginia Code allows local governments to impose this registration, but exempts time shares, hotels, motels, bed and breakfasts, campgrounds and property owners represented by real estate professionals. The exemption for real estate professional-managed property relies on the requirement that these professionals must follow all appropriate laws. While most ordinances are in effect when approved by the Supervisors, this one was delayed to Nov. 1 to give property owners time to respond.

To reduce the administrative burden, the Supervisors made a last minute change to exempt property owners who were already paying the appropriate occupancy tax, since that met the registration requirement.

To assist property owners who are renting their homes through one of the web-based services, the county has prepared a brochure that discusses various aspects of home rental such as insurance or safety. Copies of that brochure should be available at the Holcomb Building prior to the ordinance effective date.

How many times have you purchased the greatest new product because the infomercial made it look so easy or are you drawn in and tempted by commercials? Our minds are triggered by shiny bright objects, things that will make our life easier and the newest upgrades. Organizations make upgrades every year to improve their services and when the upgrades come, the information changes and when the information changes, the program offers new and improved benefits or remove benefits that impact us.

Either way, once the program changes, the consumers using their services are affected. In the event the change affects us, we often are the last to know. The Knowledge Club keeps up with many of the changes, and that is why we invite guest speakers to share the changes with you.
