As told to: Equestrian Manager Bridget Hutchens Hello all, Mr. Squishy here. I am a resident of the Equestrian Center and I have been asked to keep the community updated on our events. We have been busy, that is for sure!

On Oct. 14, we wrapped up our show season with our year-end horseshow. Lake of the Woods riders and horses received many notable prizes and ribbons-I am so proud of everyone! Especially Skylar Ruggeri on Ticket to Ride, Alyssa Strain on The Scotch Scoundrel and Savannah Buttram on Le Cheval’s Sherry Gail, who all worked so hard in their lessons to prep for the show.

Last weekend, Fancy and I helped throw a fun birthday party for a very special girl who turned 9. Since the weather was drizzly and overcast, we held the entire party in the covered ring, and it was a great success! I love helping with birthday parties-if you’d like to have a party at the Equestrian Center, please call Bridget or Melissa!

We have an exciting event coming up on Nov. 3, The Fall Dog Festival. I will be working with my friend Fancy to give pony rides for $5 from 11 AM to 4 PM. We will be hosting dog adoption booths in an effort to support local rescues and to help dogs find homes.

I am seeking new equine roommates and new tiny human friends. I love meeting new boarders and showing them the ropes, so please consider bringing your horse and using our facility for this upcoming winter! I also love meeting new children and teaching them how to steer and trot in lessons. If you would like to join me for a pony ride or lesson call 540-972-2238.

Our forensic investigators are continuing their process of getting the facts about our financial irregularities. When we have a report or reports, and it is appropriate to disclose it, we will present it to the community. In the interim, our financial team has implemented internal controls to prevent the same or similar activity. There will be more refinement of internal controls as we go forward.

The recent storms and storm water runoff reminds us that this community was not constructed when stormwater management by today’s standards was part and parcel of construction. We will be looking to address those issues that are the responsibility of Lake of the Woods in due course. We ask for your patience and help during those efforts and that Members address those issues on their lots for which they are responsible. It is likely that addressing those issues will be costly. Members with drainage concerns are encouraged to reach out to Friends of the Rappahannock and Culpeper Water and Soil District for assistance.

On Oct. 30, the Board will have a Special Meeting to discuss the reserve study update. At this meeting we anticipate that Directors will bring forward their concerns and suggestions regarding various projects. This is an important function to enable the staff to prepare the proposed budget for consideration. There are three projects - resurfacing Lakeview Parkway (second phase), replacing the Freightliner vehicle with the tar spreader, and roadside ditch reconstruction - that comprise roughly $600,000 with many other projects of lesser cost but, in some cases, still important. All of the Directors care about this community and look to make decisions that will serve its needs. The Reserve Study is a management tool for setting aside proper funding for the replacement for the existing assets of the Association.

 Roads crew is spending a lot of time repairing washouts along the roadside ditches from recent heavy rains. The crew did a yeoman’s job keeping the ditches open during the storms, but the damage left behind has kept them busy. Leaf pickup for the ditches will begin around Thanksgiving.  Grounds crew is busy with fall landscaping and fall cleanup. Members are still throwing their household trash into LOWA dumpsters and common area trash cans. Not fast food bags. I’m talking big white household bags full of trash like eggshells, coffee grounds, discarded food, and the like. Maintenance will often dig through the bags and identify and summons the owners. Please be mindful that dumping household trash in common area trash cans and dumpsters is a violation of Regulation IV.G.2. “Except for the dumping allowed at the designated Lake of the Woods Compactor Site, and dumping of leaves (removed from their bags), and dumping of tree limbs, not to exceed two (2) inches in diameter, allowed at LOWA Area 9.9; all other dumping, and littering anywhere in LOW (on LOWA and private property), is prohibited.

(1/2010)” Grounds maintains 150 trash cans at the nine beaches, five parks, Campground, Clubhouse Point, Pavilions, walking trails and other places on the common areas.  Maintenance removed the Woods Center planter boxes to create eight new parking spots for the golf course and Fareways Café.  The Maintenance Building is getting closer to completion and the staff will move into new quarters in early November. The Buildings crew will be putting in their own sweat equity by painting the walls to get the job done. This means space in the Woods Center and Community Center used for temporary offices will soon return to their regular uses.

I’m thankful for all the men and women in the Maintenance Department for their dedicated efforts to keep the Association moving forward.

3.2 Report of the General Manager, Phil Rodenberg A. CARC Project Update Progress has been slower than anticipated due to multiple rain events in September. Thomas J. Wack Construction is continuing grading operations to prepare to pour new building footers. Olympia pools is working on site grading and stake out.

B. Five-year Capital Plan Update Discussion of the Five-year Capital Plan has been moved to the November 3 Board meeting so the Planning Committee can provide their input and priorities. Management provided a list of their recommended priorities for potential 2019 (first year) projects, funds to come from the New Asset and Improvement Reserve. None of these are funded at present.

C. Other Business A Small Business Day was held at the Community Center on September 29. Twenty-six vendors participated and over 100 people attended.

The Golf Course will host Schutzenfest on October 20. Scaryaoke is scheduled at the Fareways Café on October 26 from 7-11 p.m., and the course will be open for a Fright Night Golf event at 6 p.m. that evening.

Peter Stalteri has been hired as our new Controller in the Finance office.

3.3 Committee Liaison Reports The Maintenance & Ecology Committee forwarded a motion they approved to request the Board establish a metric to measure effectiveness of ditchlines and forebays. Director Zukowski presented the proposal and asked for Director comments. President Wilks asked Bobby Jones to address developing a metric in his Lakes report later in today’s meeting.

Director Pete Brown summarized the recent activities of the External Affairs Committee. In addition to attending Common Interest Communities meetings in Richmond, they participate in a county Economic Development Partners Group. They also track progress made on the GermannaWilderness Area Plan. Seven new communication towers are to be built in the County to facilitate communication among law enforcement and emergency services. A public hearing will be held in Orange County on October 4 for a proposed 55+ community on Route 3.

Director Brown also reported there was a ribbon-cutting at the new outdoor Pickleball courts this morning. Social and tournament event dates are being coordinated with the Tennis chair. Four special needs players have recently started playing Pickleball. The club is looking to have a Pickleball social event with Fawn Lake in the spring, and has also donated equipment to the Alice Tyler Village in Lignum for use by the children.

Director Clawson said Community and Youth Activities will hold a Halloween Costume Party on October 28 at 5:00 p.m. at the Clubhouse, which will include adults and children.

3.4 Committee Reports A. Equestrian Committee Chair Laird Knights reported the election of new officers. LOWA owns 4 horses and 2 others are on lease. Several repairs have been made around the facility, with more to be done.

The staff would like to have more budget input from management. They have an Ad Hoc Working Group to review contracts. They submitted a request to the Board to have more weekend hours at the Equestrian Center.

There being no objection, the Board approved expanding weekend hours if staffing and scheduling can be arranged.

4. Presentation 4.1 Lakes Management Implementation Plan (LMIP) Semi-Annual Report Environmental Resources Manager Bobby Jones provided an update on progress made and work in progress for the Flat Run Forebay and 14th Pond Retrofit with Forebay. Other topics covered included public education, dredging status, progress on roadside ditch reconstruction, water quality testing results, fishery habitat management and aquatic vegetation surveys.

A brief overview of the health of our lakes was provided based on water quality data standards.

Test results continue to show nitrogen and phosphorous levels in both lakes score consistently higher than EPA standards and are areas of concern that will continue to be addressed using current strategies. He responded to questions from the Board and members.

5. Member Comments on Business Agenda Finance Chair Olive Kelly informed the Board they have reviewed the proposed new projects and Miller Dodson report and are prepared to help with setting priorities.

Several members shared information on flooding of their lots due to clogged culverts, excess stormwater runoff and inadequate drainage of ditches following significant rain events. One member commented on nonmember use of the Golf Course.

6. UNFINISHED BUSINESS 6.1 Consideration of Adopting Board Goal #5: Construction Advisory List.

(D-18-109) Motion by Clawson, passed unanimously, that his previous amendment be replaced with the following language and approved as Board Goal #5: “Develop a Construction Advisory List (CAL) to leverage community volunteer member expertise to advise the Board on construction projects from RFP development through final acceptance. Individuals will work with and assist LOWA when requested by the Board and/or staff on LOWA construction projects that exceed $25,000. When requested by the Board and/or staff, members from the list may advise the Board and/or staff on one or more of the following tasks: observing on-site progress; identifying and tracking cost overruns and their causes; reviewing bidders list; request for Proposals (RFP’s); reviewing bids/proposals; identifying potential problems; reviewing contract documents and specifications (plans) and other tasks associated with their expertise. Participating members will report any findings to the Board regarding their observation of deficiencies; potential omissions, non-conforming work, design inconsistencies; and other items to be identified and brought to the Board’s attention in the interest of LOWA. The List will include volunteer members with construction experience who have been credentialed in their respective fields. Participating members agree to execute a confidentiality agreement including a prohibition against disclosing information obtained during their assignment on social media or by other electronic means, other than with the Board, participating members or LOWA staff.

The participating members will not have the ability to change work, stop work or revise contract provisions.”

7. NEW BUSINESS 7.1 Removed from Agenda.

7.2 Consideration of Authorizing Culvert and Ditch Reconstruction Funds for Golf Course Stormwater Runoff Projects. (D-18-110) Motion by Hoh that the Board authorize the use of funds for Capital Projects R#723 Roadside Ditch Reconstruction, and R#690 Culvert Replacements, for work on LOWA Golf Course and common areas as follows: 1) 6th Fairway drainage repairs: $32,600; 2) Holyfield Park to small Marina Drainage Study $33,000; 3) Sandtrap Lane at 12th Tee on Golf Course $11,950; 4) Roadside ditch reconstruction at Dogwood Court $4,550; and 5) Roadside ditch reconstruction at 3103 Lakeview Parkway $6,635.

Following discussion, Director Hoh accepted as a friendly amendment the inclusion of project R#349, culvert repairs/replacements on Gold Valley Road. Vote on the motion as amended passed unanimously.

7.3 Discussion of Replacement Reserve Study Report for FY-2019.

The General Manager recommended the Board have a high-level discussion today of factors driving the costs of replacement and repair in preparation for a more in-depth discussion of specific projects at a Special Board meeting on October 30th. It is anticipated this preliminary work will prepare the Report for adoption for planning and budget purposes at the November 3 Board meeting.

7.4 Removed from Agenda.

Recess: President Wilks declared a 10 minute recess at 4:28 p.m., and called the meeting back to order at 4:38 p.m.

8. Member General Comments Members addressed several issues related to improving stormwater management to prevent flooding events on private lots.

9. Director Comments Director P. Brown suggested considering a security gate at the small marina to prevent vandalism. Director H. Brown advised homeowners to contact the appropriate utility provider and/or LOWA maintenance for assistance in urgent situations. Director Clawson suggested members work to keep their culverts clean of leaves and debris.

by Michael Barnett, Erosion & Sediment Inspector The question has been brought up: Who owns and maintains the ditches in Lake of the Woods?

First, let’s talk about the ownership of platted drainage easements.

LOWA Restrictive Covenants 10.D states: “On each lot, the rights-of-way and easement areas reserved by Declarant or dedicated to public utilities purposes shall be maintained continuously by the lot owner but no structures, plantings or other material shall be placed or permitted to remain or other activities undertaken which may damage or interfere with the installation or maintenance or utilities, which may change the direction of flow of drainage channels in the easements, or which damage or interfere with established slope ratios or create erosion or sliding problems.”

Over time, debris collects in the channel of the easements and inhibits the flow of water, causing the water to find the path of least resistance, which may lead to flooding of surrounding areas. The question is how can we help alleviate or eliminate flooding from our easements during heavy rain storms.

The first step would be with basic routine maintenance. On a regular basis, especially during the rainy season, the channel should be cleared of debris, i.e. leaf build-up, sticks, logs and trash. Also, if the property owner’s easement happens to be a creek, the owner should inspect the banks of the channel and determine if there are any small saplings that are creating blockages and trim only those. By over trimming or removing the saplings you could cause the banks to collapse. Inspect the channel, looking for any eroded areas that can be repaired with rip-rap. If your drainage easement has a culvert pipe, inspect the pipe for functionality and any obstructions. If the platted drainage easement requires more than routine maintenance, contact the Erosion & Sediment Inspector for a permit and to discuss plans. Prior to any work, aside from routine maintenance, property owners must have an approved plan and permit from the Environmental Control Committee.

The drainage easements (ditches) along the road side are the responsibility of the LOWA Maintenance Department, to the point of the homeowner’s driveway culvert. All driveway culverts must be maintained in accordance with LOWA Regulation XVI.G.1.g., which states: “The owner must repair or replace any existing culvert that is disturbed by construction, fair wear and tear or other activity for which the owner is responsible, to ensure proper drainage throughout the entire ditch-line.” By keeping your culverts free of sediment and debris, proper drainage will be maintained. If you believe your ditch is overly filled with sediment, contact E&S inspector 540-972-2220 to come inspect your ditch. Remember, prior to paving or replacing your driveway culverts, you are required to get a permit and approval. Remember that keeping the channels clean and culvert pipes open for proper drainage can help alleviate the flooding during heavy rain falls.

On Oct. 20, Lake of the Woods and the Industrial League hosted the Eighth Annual Schutzenfest. The first part was a 9-Hole Tournament, Front 9 and Back 9. For this event, we had 100 golfers playing. For the Front 9, the winners were: Matt Kube, Mark Curtis, Nancy King, and David Kerr. Their score was a 29. For the Back 9, winners were: Keith Hayes, Guy Breeden, Dave Allen and Barry Priddy. Their score was 28. The fall weather was beautiful.

After everyone finished golf, we had Bean Bag and Horseshoe Tournaments. All of the money raised went back to the community. The Swim Team made over $3,000, $400 went to Toys for Tots, and $400 went to a retired firefighter from Mine Run who was in a bad car wreck. The Low-‘n-Brows played oompah music while the Fareways Café was cooking Bratwurst, potato salad, sauerkraut and serving two types of Octoberfest beer. This was Paul Hibbs, III’s last year running the event. Next year, Keith Neeley will take over the job. Thanks again “P3.”

The Orange County Board of Supervisors is the main legislative body for the county.

It is comprised of five members elected by the voters of the county and who serve four-year staggered terms. Each November, a supervisors’ meeting is held in LOW to provide residents a convenient first-hand look at how their local government decisions Photo provided are made.

LOW is a tradition in part because the meetings are well attended.

In an effort to maintain that tradition, the Civic Club has elected to forgo its regular monthly meeting and to encourage increased attendance at the supervisors’ meeting.

On Nov. 14, the supervisors’ meeting will include a message from Cliff Wilks, president of Lake of the Woods Association, and a presentation of a working draft of the Capital Improvement Program for FY2019–23. County Administrator Bryan David will report on the supervisors’ Two-Year Strategic Priorities and their Legislative Priorities for the next session of the Virginia General Assembly.

At 7 PM, the supervisors will provide time to receive public comments.

Anyone wishing to address the supervisors during this Public Comment period must sign in on forms that will be located on a table outside the Great Hall. The forms will be submitted to the Chief Deputy Clerk, and speakers will be called in order. After Public Comment, the supervisors will recess for dinner with the Lake of the Woods Board of Directors.

We look forward to seeing you at the Board of Supervisors meeting on Nov. 14. Before or after the meeting, consider having dinner at the Clubhouse. The view of the lake from the Clubhouse is spectacular.

The Rules Committee is a LOWA committee that reports to the Board of Directors. Its primary focus is to make recommendations that assist the BOD in their consideration of changes to the Association governing documents.

Who should consider membership on the Rules Committee? ANY member interested in maintaining the Association’s quality of life. The time commitment – surprise - is one meeting on the third Tuesday of each month.

The Committee’s Charter is found on the LOWA website at Administration, Committees, select Rules Committee, then Charter. As a committee member, you will have the benefit, as well as the opportunity, to be on the front line addressing matters of interest to members.

The LOWA Member community deserves the best volunteer minds available. Bring your skills and enthusiasm; join the RC members who work as a team, problem solving, and analyzing issues, to produce common sense proposals and recommendations to the BOD. At 7:30 PM on Saturday, Nov. 3, at Eastern View High School in Culpeper, Stage Alive is proud to present Vocal Trash, whose intent is to reconnect us with our planet and its inhabitants. This green-minded troupe rescues items from landfills to create a meaningful experience unlike any other. Toolbox guitars, a milk-churn bass and numerous repurposed industrial percussion props accompany singing, break-dancing, and comedy, leaving the audience not only entertained, but inspired to spread peace, love and recycling. Along with their annual coast to coast touring, Vocal Trash has recently toured Europe, Asia and the Middle East to help promote their new original musical collection/CD Let Peace Begin. The group’s focus is to spread their message at home and abroad, utilizing the universal language of song and dance.

Vocal Trash fuses world-class entertainment with world-saving awareness. This mantra may very well be the reason this Texas-based group is garnering world-wide attention from not only new-found followers (affectionately known as “Trash-Heads,”) but also the green industry. Lions Host Selven Powell Memorial Golf Tournament

This year’s LOW Lions golf tournament was again in honor of Past President Selven Powell, one of the tournament’s founders and a founder of our Youth programs.

Dr. Mike Zollicoffer, Selven’s friend and a fellow member of the Brotherhood Golf Association, offered a special tribute to Selven.

We would like to thank our players, sponsors, and many community partners for a successful tournament on a beautiful September afternoon at the LOW Golf Course. We Photo provided would especially like to thank Dr. Mike Zollicoffer pays tribute to our PGA golf Professional Rea Lions Past President Selven Powell.

Hargraves, Fareways Manager Carletta Johnson, and their entire team for outstanding support. Our winning team consisted of Charlie Ostlund, Ryan Ostlund, JoAnne Roth, and Bernie Hamilton. Our putting contest was won by Lee Merrell. With strong support from the players, more than 50 hole sponsors, and prize donors, the Lions Club raised money to fund many community projects including: sight and hearing programs, Wilderness Food Pantry, Teacher Grants, Orange High School scholarships, and the medical equipment loan program.

We especially appreciate the participation and support of our extended Lions family, including the Culpeper Day Lions Club and the Fredericksburg Host Lions.

Holidays Ahead! All Hands on Deck

Women’s Guild of Lake of the Woods Church meets regularly on the first and third Thursday of every month from 10 AM to 12:30 PM. The meetings are open to all women in the community and new faces are eagerly welcomed. Each meeting consists of a short devotion, prayer, and a featured speaker, plus a light meal and time for fellowship.

Coming up on Nov. 15, Nicole Pappas, president of the local chapter of Blue Star Mothers of America, will talk about the work of their organization.

The meeting will conclude with a light lunch provided by volunteers.

On Dec. 6, Women’s Guild will celebrate the season with a holiday brunch, a devotional talk by Dr. John Howe, and a presentation on how the Christmas carol began, with historical stories of some of our favorite carols. Join us at 10 AM for a morning of fellowship, food, music and holiday inspiration.

She holds a master’s degree from Georgetown University in Health Statistics, and for eight years was the first director of the Alzheimer’s Association of Greater Washington. She has been executive director of Aging Together for two years.

The LOW Veterans Club will conduct its annual Veterans Day ceremony on Sunday, Nov. 11 at the Community Center. The public is invited and encouraged to attend. The 11 AM celebration of World War I will feature Mike Rugless as the guest speaker. That war was ended by an armistice agreement at 11 AM on Nov. 11, 1918.

This year the Veterans Club will toll the bell 21 times as part of a nationwide belltolling Bells of Peace solemn reminder of the sacrifice and service of veterans and spouses. At exactly 11 AM, the bell will be rung to honor those Americans who served 100 years ago during World War I, especially the 116, 516 who died.

In the spirit of honoring veterans, the Clubhouse will offer a free meal to any armed service veteran on Friday, Nov. 9. The LOW Veterans Club expresses its gratitude to the team at the Clubhouse for providing this offer. Further details are included in this Lake Currents edition.

Elections were held at the last Veterans Club meeting. A spokesman for Families of the Wounded provided a presentation about the mission and purpose of this organization, one that the LOW Veterans Club provides a substantial donation to.

by Dick Gullickson, LOW Church Soon it will be that time of year again - the annual Arts and Crafts Bazaar to benefit Youth Missions at The Lake of the Woods Church. It will be held Saturday and Sunday, Nov. 10 and 11. As always, our doors will open at 9 AM on both days, so be sure to come early!

This year, we’ll have all new Christmas ornaments, new quilts in much larger sizes, exciting new jewelry, gorgeous table runners, American GirlŽ and Wellie-WishersŽ doll clothes that rival anything you’ve seen in stores or catalogs, including the prices! We’ve worked feverishly this year to bring you lots of new items for the home, too. And, of course, we’ll have wall hangings and wreaths just for the season, so you’ll have no reason not to come.

LOW Book Club

by Mary R. Nolan, LOW Book Club The selection for the Nov. 14 LOW Book Club meeting is The Forgotten Seamstress by Liz Trenow. It is the fictional story of a young orphaned girl with exceptional needlework skills who is selected to work at Buckingham Palace in 1910. However, hers is no fairy tale experience, as she encounters startling and unexpected personal trials. A beautiful patchwork quilt, an important royal connection, and a mystery uncovered decades later combine to make this a real page-turner. The book is available in all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional).

The LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. The book chosen for the Dec. 12 meeting is the classic A Tree Grows in Brooklyn by Betty Smith, still read and loved 75 years after it was first published.

The LGA is gathering today at the clubhouse for our Fall Luncheon. This marks the official end of the golf season and the beginning of the 2018/19 LGA year. Even with all the weather challenges that we faced this year, the officers, various tournament and committee chairs, and many volunteers managed to make it a fun and memorable season. We are so fortunate to have such a hardworking, dedicated group of lady golfers here at LOW. Thanks to the outgoing officers for the last two years of service. Do you believe there is power in knowledge? The Knowledge Club wants to give you the power to know who can help you, what resources are available, where you can find them, when they have been revised and how you can use those resources to your benefit.

In October, we had a very engaging and interactive meeting with three professionals from local health organizations who explained the differences when choosing health care facilities for family members or how to start looking now before you or a family member has a need. In fact, we have already set up a date in 2019 for their return.

Coming up, we have a few new topics on our calendar to include tax free investing, how to outsmart the scammers and their latest schemes, women, retirement and learning about Medicare choices (especially during open season), estate planning and more. Do you have a pressing need and want more information about a specific topic? Let us know. Our goal is to have speakers that will help you learn more of what you need.

The LOW Woodworkers held their first 1” x 3” x 8’ Woodworking Challenge which ended on Sept.

22, at the Visual Arts and Craft Fair. Pete Brown was the sole entrant, and therefore the First Place Winner. Hal Wood, president of the LOW Woodworkers Club, presented Pete with $40 in merchandise (donated by Lowes, Culpepper) and $35 in cash for his creation, The Crane.

Pete said that it took him a day to design and cut out the pieces of wood for his crane. He used only a skill saw to make the cuts. He then screwed the pieces together the following day. Many of the people visiting our table were amazed Photo provided at the creativity and ingenuity of Woodworkers Club President Pete’s project.

Arts and Craft Club for providing a table at their Craft Fair. In addition to the Woodworking Challenge entry, many woodworkers displayed their woodworking projects.

Many of the visitors to the Woodworkers Club’s table said that they wished they had participated in the 1” x 3” x 8’ Woodworking Challenge. The LOW Woodworkers are intending to sponsor a second annual 1” x 3” x 8’ Woodworking Challenge in the summer of 2019. So, for those who want to get a head start on the contest, what better gift for Christmas than a 1” x 3” x 8’ piece of pine and IMAGINE!

For those new to the area, Childhelp’s Alice C. Tyler Village, in Lignum, is a nonprofit residential facility dedicated to the healing and treatment of children suffering neglect and abuse. Thanks to the generosity of our community, our Auxiliary is able to bring joy to the children through programs such as this rock climbing wall, seasonal parties and events; birthday backpacks; personal blankets, pillowcases and duffel bags; as well as Star Outings, among other initiatives. I should mention the core initiative for our auxiliary, driven by the need at the establishment of the Village, is the Reading Buddy program. The only cost is our time and effort. In November, Mary Lou McFarland will lead the Star Outings children in a service initiative to sort and stack non-perishables at Wilderness Food Pantry. We have heard only great reports on the children’s’ impeccable behavior from the food pantry volunteers. These children love this work! Behind the Table

A few weeks ago, the team at the Community Center invited LOW small business owners to showcase their local businesses. Walking around the event, it was easy to see who was not afraid to talk to people and who hid behind their tables. It was fun to learn about the different businesses, but it was interesting to see who stayed seated behind tables or gathered in the walkways to share and demonstrate their products.

In Toastmasters, we are gathered in the same manner and given the opportunity to showcase who we are and how to build our speaking skills that will help us to engage in conversations with others. The platform of Toastmasters opens up the doors to learn how to communicate who you are and what you are selling. If your business puts you in the spotlight, are you able to comfortably express within a few minutes who you are, what you are selling and who your target audience is? Toastmasters will help you to corral your networking skills, speaking skills and presentation skills in a matter of a few speeches. If you are the person behind the table, isn’t it time to move out front, to be able to present your message confidently and effectively?

Wine Talk

Despagne, Biface, Bordeaux, France, Vintage 2015 – For those who don’t really like a highly grassy and herbal Sauvignon Blanc, this is a wine you should try. Made from 50 percent Sauvignon Blanc and 50 percent Semillon, this wine is fruity, with lovely white fruit and passion fruit aromas and flavors.

A nice creamy texture is also present. Pair this wine with anything you usually pair with a fruity Chardonnay. Price: About $15 a bottle.

Samuel Robert, Pinot Noir Vintner’s Reserve, Willamette Valley, Oregon, Vintage 2017 – What a joy this Pinot was to try. So much cherry and cinnamon aroma, along with an elegant mouth-feel. There are a lot of pricey Pinot’s from Willamette Valley these days. This one is loaded with red fruit flavors and hints of pepper and spice. This is an “easy drinker,” to serve with roast turkey (keep Thanksgiving in mind!). Price: About $16 a bottle.

San Gregorio, Single Vineyard, Loma Gorda (fat slope?), Calatayud, Spain, Vintage 2013 – I don’t care how this wine’s name is translated, it’s really good! James Suckling, renowned wine consultant, rates it at 93 points.

He is definitely correct. Loads of flavors of black plum, earth, pepper and spice, with hints of licorice really come through, with big tannins. This wine needs a good aeration, as it is quite intense. Certainly a wine to pair with grilled foods, and red meats. Price: About $12 a bottle.

SOLO’s November Events

It looks like Jack Frost got an early start this fall. He’s making up for all the hot weather we had. Now that the days are shorter, we’ll try to get an earlier start on Wednesday evenings. If you’ve been keeping up with our group by way of the Lake Currents, you’ll know that we gather at local restaurants to enjoy a meal each Wednesday. If we are going out of town, we carpool from the lower level parking lot. If you’re single and would like to join us, just call Bob and he’ll give you the info you’ll need. His number is below.

by Lee Frame, District 5 Supervisor The next Supervisor meeting will be held at the Lake of the Woods Clubhouse on Wednesday, Nov. 14. You will be able to see the full agenda on the county’s website prior to the meeting. As in past years, the county’s budget process starts at the November meeting, held in LOW, when the Finance Director presents the Five-Year Forecast. This is a once-a-year opportunity to observe county governing in action without having to travel all the way to the Town of Orange. Each of the Supervisor meetings has a period for public comment and this is an opportunity to provide your thoughts on any aspect of county business. I encourage you to take advantage of this opportunity.

When the Virginia General Assembly goes into session, legislative actions that our legislators take can affect Orange County and, in turn, affect the citizens of the county. Prior to the convening of the General Assembly, we advise our state senator and delegate on issues of importance to our citizens. This year we are providing inputs on fair share funding for state-mandated services that we provide locally, several inputs on school funding formulas, support for various economic development programs, water quality improvement funds and the policies and funding for at-risk families and children. We also request that the state does not alter the county’s existing authority for taxation and land use decisions. There has been mention of turning over the responsibility for maintenance of local roads to the counties, along with the appropriate funding.

However, we are much opposed to that idea, since it is hard to imagine that the state funding would ever continue to remain adequate.

One item of interest to LOW is the request to adequately fund the Virginia Invasive Species Management Plan. The full list of the county’s proposed inputs can be viewed on the county website under the Nov. 14 agenda.

The Supervisors just authorized executing a contract for the construction of a new Public Safety Facility. We were pleased that the contract bid came in at $12,187,000 or about one million dollars less than our estimate. This contract represents major progress. The facility will house the 911 Center, which recently combined fire and rescue dispatch with the Sheriff’s Office dispatch.

It will also house the county’s Information Technology infrastructure. Both of these are currently located in the basement of the Gordon Building in the Town of Orange; because of being located below ground level, both are at risk of any significant flooding. The new facility will also house the Fire and EMS Department and the Sheriff’s Office. The remaining function for the facility is the Emergency Operation Center to manage major casualties that might occur in the county. That space will also be used on a regular basis for Supervisor meetings and can be used for other purposes such as training. The Public Safety Facility is planned for opening in early 2020.

Domaine Piégonne, Cȏtes du Rhone, Cȏte de Ventoux, France, Vintage 2016 – Most red wines from the southern Rhone valley are earthy and intense, with pronounced flavors of pepper and spice. This red is an exception. The Ventoux area is higher in altitude - red grapes here produce less robust wines than down in the Rhone Valley. This is a very elegant wine - aromas of raspberry and flavors of red raspberry, black currant, and mild spice. Its creamy texture is quite appealing. Definitely a wine to pair with barbecue, grilled meats, and medium-to-heavy cheeses. Price: About $13 a bottle.

If you did not have a chance to see Hello Dolly, you missed a really delightful show. We had great audiences. The LOW Players again wish to thank all the volunteers, the seamstresses who made the beautiful period costumes, those who loaned us costumes and furnished many of our props.

Another thank you goes to our construction crew who designed and made our sets. A huge thanks goes to our patrons, the many donors who made purchasing the needed supplies so much easier and the businesses who supported us by buying ads in our programs. The Players could not exist without the support of this community and others who come from many different places. What a great community we live in.

The Inn at Kelly’s Ford has asked the Players to provide Christmas season entertainment for a dinner show. We agreed, and on Dec. 14, 15 and 16, we will put on the play A Nice Family Christmas. This show is a mix of comedy with the various family interactions. It is a show for adults, and not suitable for children.
