Fall seems to be making an appearance. The leaves in LOW rival the colors in the mountains. I just wish they would stay on the trees! Lake of the Leaves season has begun. The Board will be receiving the recommendations of the Planning Committee on the list of New Asset and Improvement Reserve Projects at the Nov. 6 Board meeting. After review, the Board will consider these projects for Budget and Planning purposes on Nov. 16. This is the second half of our capital budgeting. The Repair and Replacement reserves have already been reviewed and will be considered for Budget and Planning purposes on Nov. 6. Once all capital projects are identified, staff will present operations budgets by department. Our annual joint budget hearings with Planning and Finance Committees will be held on Nov. 30, Dec. 1 and 2, beginning at 9 AM each day. Holidays are kicking off. We had well over 300 children participate in Treats on the Point. Thanksgiving is always a big time for visiting families here in LOW. I know my own family likens any visit here to a mini vacation. We all have much to be thankful for. Sometimes our time is consumed by thinking about things such as the events of the world, Covid, elections, and misinformation. We forget how truly lucky we are to live where we live. I hope you will tune out these distractions and enjoy this holiday season.

PRESENTATIONS Lakes Management Implementation Plan Semi-annual Report Nick Blankenship, Environmental Resources Manager updated the Board on the current status of the Plan, starting with a review of the physical properties of the lakes by comparing pre-project data with post-project data recorded after completion of major water quality improvement projects. He covered projects completed to date, works in progress, roadside ditch reconstruction, the stormwater management program and Patrick Henry Court drainage improvement projects. Regular water quality monitoring, nutrient load measurements and bacteriological testing is ongoing. Future plans include adopting additional sediment/nutrient removing structures, continued reconstruction of roadside ditches, and public education on maintenance of ditches, using only phosphorus-free fertilizer and proper handling of pet waste.
2. Most of LOWA’s streets are built for low speeds. They are narrow. There are hills and curves. Bike riders, walkers, runners, stroller parents, etc., share the road with vehicles of all sizes. Drive slow and courteously. Watch for pedestrians. 3. Speed awareness and education is a first step. Speed enforcement is the next step. There might be a patrol officer near that flashing speed sign. Remember our Security officers are Special Conservators of the Peace and can issue $50 summonses to the Legal and Compliance Committee, or Uniform Traffic Summonses to Orange County General District Court for reckless driving by speed (20 MPH over posted speeds).

OPEN SESSION Pledge of Allegiance 2.1 Motion by Clawson, passed unanimously, to enter into Open Session at 2:02 p.m. and to affirm that the Board met earlier today in Executive Session for the purpose of discussing and considering contracts; and discussing matters involving violations of the Declaration and Regulations for which a member, his family members, tenants, guests or other invitees are responsible; and discussing personnel matters. 2.2 Confirmation of Quorum and Meeting Notice Secretary Rappoport confirmed that a quorum is present and proper notice made to all members of record. 2.3 Approval of Agenda Motion by Vickery, passed unanimously, that the Board approve the Agenda. 2.4 Approval of Minutes of October 2, 2021. Motion by Rappoport, passed unanimously, to approve the minutes of the October 2, 2021 Regular Board of Directors meeting.
Drive 25: It takes a focused effort on a driver’s part to go 25 MPH or slower in our community. To help remind drivers of their speed, LOWA bought a speed indicator, made by Traffic Logic, that will be deployed on the side of the roadway in various locations. The sign is yellow with YOUR SPEED in yellow numbers. If you are speeding, the sign will flash SLOW DOWN. The display shuts off if a driver tries to set the “high score” for speeding. The first location will be Lakeview Parkway near the curve at the Veterans Dam spillway. When it is first installed, the speed indicator sign will not display the speed, but the unit will be recording speeds for analysis of high/ low/average speeds. After a few days, we will turn on the speed indicator to remind drivers to slow down. The speed sign will remain in one place for approximately 60 days. Then we will move the sign to a new location. The next location will likely be at Spotswood Park in Section 14. If the speed indicator proves effective, we want to purchase two or three more. Here are some important facts: 1. Approximately 65% of speeders are guests of members, according to Security Chief Scott Walker. This includes contractors. When you check in your Thanksgiving guests you will want to remind them to “Drive 25.” Please use TEK Control to check them in rather than call Security. Enter their mobile phone or email so that they will receive a QR code to be scanned by Security for smooth entry. Remember Thanksgiving Day is one of the busiest days at the Main Gate!

New Pay Method for Daily Pickleball and Tennis Fees
Keeping The Plates Spinning at The Clubhouse

LOWA has implemented a system using Square Online Payments to purchase daily membership for Pickleball and Tennis Courts. LOWA Members and their guests can now pay the daily fee at the Pickleball and Tennis courts using their smartphone! Payment is as simple as aiming your phone’s camera at the QR code and following the payment options displayed. Play at the Pickleball/ Tennis facilities requires payment of either the annual Pickleball/Tennis membership fee or the daily fee of $5 per person. All Pickleball/Tennis players must pay an amenity fee for either Annual or Daily Memberships. Annual amenity membership fees can only be purchased at Member Services, however daily fees can be purchased at the courts using your phone. You may still pay at Member Services or the Community Center during regular business hours. Once purchased, Guest(s) can receive a key for outdoor play at the Community Center or Holcomb Building, during hours of operations, with proof of payment of the daily fee. Keys are also available after regular business hours at LOW Security. By using the Pickleball/Tennis Courts, you agree to follow and be subject to the LOWA Rules and Regulations. The circus always had a “Plate Spinner.” Someone would balance plates on long sticks, make them spin, and run around trying to keep them all going without any stopping or falling. A monumental feat and impressive when done right. The Lake of the Wood Clubhouse team has spent the past 18 unusual months keeping, not only the plates but the bowls, saucers, and glasses, spinning at our Clubhouse during a pandemic. At the start of the pandemic, rules and regulations were changing daily. The orders from the CDC and the state had to be followed by the Clubhouse team, which was quick to maneuver and adapt. In March, the order came to shut down. Events, weddings, club events, and celebrations had to be canceled or postponed. All the while, management worked with every group and individual to plan events. It was a difficult and uncertain time for our team. When the restaurant was allowed to reopen, for take-out and delivery only, the team rolled up their sleeves again and gave it their all. Special nights, like take-out prime rib night, were created and were wildly successful. Then we opened with limited seating. As more people started going out to eat, some were hesitant about dining inside. Having outdoor space available is where our expanded deck showed its worth. As the spring/summer of 2021 arrived, live music was offered, to entice and entertain while eating on the deck. Now the entire clubhouse is back up and running. As we get to the other side of the pandemic, more challenges lay in our path to normalcy. Worldwide supply chain issues, food processing interruptions, and cost issues created havoc on restaurants. Management, the chef, and the team had to adjust menus daily to meet customers’ needs. Some of these issues persist, although conditions are improving. Then, a labor shortage affected all service industries. We currently have many positions open (check Lake Currents classifieds for specific jobs). To stay open and serve our membership successfully, some adjustments have been made. These adjustments ensure a skeleton crew does not get overwhelmed and can better serve you. Everyone does every job. Our management staff has worked as servers when necessary. Along with those measures, some adjustments to hours have been made. Sunday night service has been curtailed, but hopes are to have it back open soon. As we go into the fall and holiday season, our team at the Clubhouse is ready to see you! Not just for dinner, but for many fantastic upcoming events: Nov. 25, Thanksgiving buffet; Dec. 11, the Silvertones; Dec. 12, Dinner with Santa; and Dec. 31, New Year’s Eve celebration. Check Lake Currents and social media for details. Seating at the firepits on the deck is available (weather permitting). Restaurants can be a circus! Many restaurants were not up to the challenge and, sadly, folded. Our team at the Clubhouse rose to the occasion, and kept the plates spinning! C. Referendum Final Report Secretary Rappoport reported that voting on the Referendum was closed on October 6 at the Special Meeting of the Membership. The final results will be published in the October 22 issue of Lake Currents. 5.2 Report from the General Manager, Phil Rodenberg A. LOWA Community Activities and Business Operations: Coronavirus Status LOWA management and staff continue to meet weekly to discuss possible changes to current safety precautions. Roughly 68% of staff are fully vaccinated. B. September Financials In September we collected $100,992 in FY2021-22 lot assessments for a total of $6,166,038, or 83.2% of total lot assessments billed. This compares to 81.1% collected by this time in the prior fiscal year. As of September 30, the Unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $202,488, primarily the result of better than budgeted performance by almost all departments, most notably Clubhouse, Fareways, Golf Operations and Fitness Center. He briefly reviewed those amenities that are doing well and the reasons for those experiencing a negative variance to budget or are negative but improving. Like so many other businesses, our restaurants are experiencing a staffing shortage, resulting in a cutback in hours at Fareways. C. Other Business Director of Facilities Bobby Jones is working on getting the wornout hydrostatic valves and damaged pool pump bearings at Sweetbriar Pool repaired/replaced. Wet areas at the 17th green and 18th fairway have been corrected by installing additional drainage pipes. LOWA has registered 3000 boats this year, 1930 of those are non-powered. Several paving and construction projects will be underway throughout the Community over the next few weeks.

We need to think about how our internet data usage has gone up over the years. In 2018, the average home used about 215 gigabytes per month. Now we are typically near 500 gigabytes for a 2-person house and near 1,000 gigs for one with four people or more. Annualized, that is about 29% growth per year. What that means is the old coax cable that our current provider uses is going to be twice as busy versus just 3 years ago. That growth puts a lot of stress on the electronics in those little grey boxes with the green lights that you see on power poles throughout LOW, the ones that send and receive our data. Sometimes in the evening when we are all using the internet, bottlenecks show up and delays happen in getting those bytes to us. Fortunately, our local leaders in Orange County saw this and are building a 100% fiber optic internet system outside of LOW (called Fiberlync). They were smart and projected out 10 or 20 years and applied the same growth rate. The math shows data rate needs hundreds of times faster than what we have today. For that type of demand, most communications engineers will tell you it can only be done with fiber optic cable to the home. It’s a shame our current provider doesn’t change and go this way. A working team at LOW has tried to get them to convert to all fiber to the home, but they won’t. We may have to do it another way. Shortly, this working team at LOW will be organizing a town hall meeting to begin the decision making for a fiber-optic Internet system here at LOW that will be better and compete for your Internet dollar. 5.3 Committee Liaison Reports A. Maintenance and Ecology: Proposed Charter Changes Director Clawson reported that the Committee made recommendations on July 14, 2021 to: 1) rewrite their mission statement so it is more in line with that of other Committees, and 2) reflect some main responsibilities of M&E and acknowledge the Lakes Committee now has certain primary responsibilities. The Board will consider approval of the recommended changes at a later date following review. 5.4 Committee Reports: None (External Affairs Committee report was moved to the November 6 Board agenda.) 6. UNFINISHED BUSINESS 6.1 Consideration of Adopting Board Goals for the 2021-22 Board term. General Manager Phil Rodenberg reviewed the most recent draft of the five Board Goals selected for the 2021-22 Board term. He presented a draft proposal of a timeline for completing each goal for the Board members to review. The Board took no action today but will consider approval and final adoption at their November 6, 2021 Board meeting.

7. NEW BUSINESS 7.1 Discussion of Level II Replacement Reserve Report FY-2022. Management submitted the updated Level II Replacement Reserve Study and requested the Board review it and submit any questions they may have. There are 855 line items listed for replacement over a 40-year period. The present draft estimates an increase to reserves of $161,593 for FY2022, for an estimated increase of $37.94 per lot in the annual assessment. A special Board meeting has been scheduled for October 26 for a detailed review and discussion of the updated Replacement Reserve Study, in preparation for the Board to consider adopting it for planning and budget purposes at their November 6 meeting.

OPEN SESSION President Brown called the meeting to order and into Open Session at 9:00 a.m. in the Community Center for the purpose of discussing the annual update of the Replacement Reserve Study prepared by Miller Dodson Associates, Inc., capital reserve study consultants. 1.1 Pledge of Allegiance 1.2 Confirmation of Quorum Secretary Rappoport confirmed a quorum was present and proper notice made to all members of record. 1.3 Approval of Agenda Motion by Vickery, passed unanimously, to approve the Agenda. 2. Discussion and Review of Annual Update of the Replacement Reserve Study. President Brown and General Manager Phil Rodenberg led the Board in a discussion and review of the updated Replacement Reserve Study document. Recess: President Brown declared a short recess at 10:30 a.m., and reconvened the meeting at 10:43 a.m. to continue discussions. The Board considered the following motions: Motion by Vickery to consolidate and move the Golf Course/Route 3 split rail fence replacement project from FY2022-2027 into FY-2023. (Ref: Miller Dodson Replacement Reserve Study Report, page B52, Items 679-683.) Vote: Yea: Brown, Diercks, Vickery, Rappoport and Zukowski. Nay: Wilks. Absent: Clawson. Motion passed 5 to 1. Motion by Vickery to move the Chip & Tar Road Maintenance Program from the Operating Budget to the Replacement & Reserve Budget, effective in 2022. Lions/Lioness Golf Tournament: A Success!
Tournament organizer Charlie Ostlund said that many Lions and Lionesses were instrumental in the success of this event by helping to obtain over 50 sponsors and coordinating registration. On the day of the tournament, they completed set-up, placed signage, managed raffle and mulligan sales, served as greeters and course marshals, and much more. A special thanks to Joe Clark, Lee Frame, Reggie Gavett, Candy Hovanetz, Bill Kay, Dawn Kay, Joe Lentine, Bean Lohmann, Lee Merrell, Kathy Merritt, Gail Stoner, Dick Unser, and Ken Zwickl. The Lions and Lionesses extend our gratitude for support from the staff at the Lake of the Woods Golf Course, especially PGA Pro Jack Diehl, Carletta Johnson and Sandy Stanley at Fareways as well as LOWA Communications Director Carolyn Brodeur.

Lower Veterans Dam Walking Trail by Jeanne Allen and Mary Sims, LOW Garden Club
Have you ever walked on the Lower Veterans Dam Walking Trail on a hot day? It could use some shade, couldn’t it? The Garden Club is working toward that goal. It began when LOWA celebrated our 50th Anniversary. The Garden Club donated a tree for each decade and added that year’s Arbor Day tree also. So, Phase 1 of the project began in 2017 with three Eastern Redbuds and three Serviceberry trees. Each succeeding Arbor Day, we added another tree. In 2018, a Colorado Blue Spruce was planted, dedicated to Rod Ahlfield, who was then Grounds Foreman and planning to retire. Additional trees were another Colorado Blue Spruce, planted in memory of Carolyn Graham, 2017-2018 president of the Garden Club. Then three American Holly, a Little Gem Magnolia, and three ‘Acoma’ Crepe Myrtles completed Phase 1t. Phase 2 began with a 2021 meeting between Grounds Foreman Grant Christie, and Jeanne Allen, Jan Davis and Mary Sims, project chairs. Jeanne has been our landscape designer; her vision for Phase 2 will include a grove of five ‘Profusion’ Crabapple trees along Lakeview Parkway, and two Lacebark Elms flanking the gazebo. Grant thought it was a good plan and said he would be willing to plant everything this fall. So, Phase 2 began and was completed the second week in October. Our project has not been without disappointments. The Colorado Spruce had to be replaced because of disease and one auto accident, and one of the Redbuds perished. However, they were replaced and are all thriving. We hope to complete the final, Phase 3, of this project next summer. Look for more trees along the path; we especially thank Grant Christie for his cooperation with the Garden Club in implementing this plan. The Clubhouse Garden project is complete. LOW residents should watch for notices about an upcoming celebration ceremony soon. Our Nov. 8 meeting, at 1 PM in the Clubhouse, features Kim Jefferson, from Windmill Heights Nursery in Culpeper, who will do a presentation on succulents.

The annual Selven Powell Memorial Golf Tournament returned this fall after being cancelled in 2020 due to Covid. The tournament happened at the Golf Course on Friday, Oct. 1, with a 1 PM shotgun start. There were 64 golfers participating, with dozens of volunteers assisting to ensure that the day went as smoothly as possible. The Tournament raises money for the Wilderness Food Pantry, as well as for the LOW Lions and Lionesses Student Scholarship Programs which provide financial assistance to deserving students from Orange County. The Golf Tournament raised over $8,000 to benefit these important causes. Selven Powell, for whom the Tournament is named, was an extraordinary man: educator, mentor to many, former Lions Club President, outstanding golfer, Winning team members (Land founder of the tournament. A R) Terry Sindt, Steve Cain, Alan highlight of this event is the support Lofdahl, Jim Corsones celebrate we receive from the Brotherhood their victory in the tournament. Golfers Association, founded by Selven to bring together men for fellowship, leadership, and personal growth through golf. The tournament was flighted into four divisions, with the overall winning team of Jim Corsones, Steve Cain, Alan Lofdahl and Terry Sindt posting an extraordinary 55 gross score for 16 under par. Jim Corsones won the putting contest, Terry Sindt won the Long Drive for Men, Alan Lofdahl, the Closest to the Pin for men, Nicki Buell, the Long Drive for Women and Sue Flores, the Closest to the Pin for women.

What a wonderful community we live in! Susannah Chandler Chapter’s Service for Veterans Committee has started working with the Virginia-HUD, who finds housing and support for veterans in need. DAR member, Pat Unkle, who is a LOW Lion as well, teamed us up with the LOW Lions Club, who generously helped with donating furniture and household goods for our first veteran who has received an apartment through this program! We are looking forward to helping many more veterans that are receiving assistance with this program. Our chapter also supports the VA Clinics here in Fredericksburg through donations. DAR is a women’s service organization which began in 1890, dedicated to promoting historic preservation, education, patriotism, and honoring the patriots of the Revolutionary War. The Lake of the Woods Democratic Club will conduct a food drive for the Lions Wilderness Food Pantry from 10 AM to 2 PM, Saturday, Nov. 6. Donations of non-perishable food items will be collected across Lakeview Parkway from the security guardhouse at the front entrance of LOW. The food pantry is preparing to provide Thanksgiving dinners to 70 needy families in Orange County. In addition to donating food items, community members are encouraged to write checks made out to the Wilderness Food Pantry. These funds will be used to purchase food for these holiday dinners. The Food Pantry is operated by the LOW Lions Club and the LOW Lioness Lions Club. The pantry building is located on Route 20 in Locust Grove behind, and to the right of, the Locust Grove Town Center mall. Deadline for submissions to the Nov. 19 issue of Lake Currents is Nov. 8.
The Alice Tyler Village is open again. And that means. . . visits and parties! A Halloween party, with lots of goodies for the children, happened Oct. 29. Plans for the annual holiday party in early December are underway. Reading buddies are welcome back to the village to sit with their buddies and help them read for as long as the child wants. All good signs, both for the children and the auxiliary — we have missed visiting with the children. Our Harvest Moon Dinner Dance and silent auction was a huge success this year. We raised nearly a record amount to support activities and other items at the village; 160 friends, neighbors, and village staff gathered at the Clubhouse to enjoy a great dinner and dancing on Oct. 16. Ryan and his staff did a wonderful job serving all of us — I never cease to wonder how so many people are served, not just a delicious, but hot, meal, within minutes of each other. Guests also seemed to enjoy the on-line auction and the immediate feedback they received when they were outbid, so they could make decisions to keep bidding if they wanted that item. Every one of the 60-plus items went home with someone—not one of the items were left on the table when the evening was done. So, save the date for next year and we’ll do it again on Saturday, Oct. 22. Mark the date on your calendar! We would love to see you again; tell your friends. by Fred Pulis, LOW Veterans Club The LOW Veterans Club will conduct its annual Veterans Day Ceremony at 10:30 AM on Thursday, Nov. 11, at the Community Center. The public is invited and encouraged to attend. The 11 AM celebration of the signing of the World War I peace treaty will feature Mike Ferguson as the guest speaker. The war ended by an armistice agreement at 11 AM, on Nov. 11, 1918. This year the Veterans Club will toll the bell 21 times as part of a nationwide bell-tolling “Bells of Peace” solemn reminder of the sacrifice and service of veterans and spouses. At exactly 11 AM, the bell will be rung to honor those Americans who served 100 years ago during World War I, especially the 116, 516 who died. In the spirit of honoring veterans, the Clubhouse will offer a free meal to any LOW resident Armed Service veteran on Thursday, Nov.11 (Veterans Day). Menu entrée selections include Chicken Parmesan; Tilapia; 6oz marinated sirloin; or liver and onions. All entrées will include garden salad as well as lemon berry Mascarpone cake for dessert. All eligible veterans are encouraged to make reservations with their menu selection by contacting the Clubhouse at 540-972-2221. Two meal-seating times are available: either 5 PM or 7 PM. The requests should be made quickly, due to limited seating. Non-veteran guests will be charged regular prices. The Veterans Club expresses our gratitude to the entire team at the Clubhouse for providing this offer. The Veterans Club continues to offer for purchase individual memorial bricks along the Veterans Memorial Walkway in front of the Clubhouse. The Addams Family Musical was a great success. The last four performances were sold out. The cast and crew want to thank all our patrons and attendees for their support. The Players could not put on these productions without that support. We are looking forward to having that same support for the upcoming Christmas concert We Need a Little Christmas. Beginning the first week of November, Rappahannock Electric Cooperative (REC) will begin a six-to-seven-month effort to re-clear power line rights of way at Lake of the Woods. Work will begin at REC’s Lake of the Woods substation and move through sections 6, 7, 8, and 9 this fall and then continue with sections 12, 11, 10, etc., until all the work in each section is complete. This is part of our 5-year scheduled routine vegetation management cycle. During this cycle, as in previous cycles, we will employ Tree Pruning Best Management Practices to prune trees growing within or on the edge of the right of way to maintain a safe distance. This procedure includes natural, directional pruning methods to encourage the trees to re-direct growth away from the power lines and limit the amount of re-growth/re-sprouting due to poor pruning cuts (commonly referred to as stub cuts). Following these practices ensures the trees are cut in a healthy manner and the wounds left from the pruning cuts can heal over quickly. This will also include removal of overhanging limbs that can be reached by the tree crews’ bucket trucks. As in the past, REC will take down any dead or dangerous trees as deemed necessary. This work is essential to REC because it is a part of our ongoing effort to improve service reliability and reduce the number of tree-caused outages. Unmaintained areas within the right of way may be mowed with a brush hog on a case-by-case basis. How often do we clear our rights of way? Why don’t we do our right of way maintenance on a regular basis as was done in the past? REC performs tree pruning and brush clearing on a regular cycle. In the past (more than 10 years ago), REC cleared its rights of way every 3 to 4 years. We are currently attempting to clear our rights of way on a 5- year cycle (every 5 years). Does REC need the member’s approval to trim or take down trees on their property? REC has established rights of way easements on nearly all our members’ properties, which allows us to maintain the vegetation so that it does not cause safety or reliability issues. The answer partially depends on whether the tree is causing, or is likely to cause, a problem with service to our members. If a tree has grown into our conductors and causes a power outage, we will prune it prior to restoring service with no member contact. If a tree is dead, rotten, uprooting, leaning toward our power lines, or in any way represents an imminent hazard (Emergency) to our lines, REC will remove the tree without contacting the property owner. We will deal with any problems caused by this approach after the hazardous situation has been eliminated. Generally, our approach is that REC may prune any tree that could conflict with our electric lines once the member has been notified that we plan to complete routine clearing of the power lines in their neighborhood. Notification for routine clearing is accomplished by mailing a postcard to every customer served by the substation scheduled for vegetation maintenance. We do not ask permission to prune trees. However, if a customer refuses to allow REC to prune a tree, we will handle the situation on a case-by-case basis. We generally do our best to get any tree conflicting with a 3-phase line pruned enough to last for a couple of years. Except for trees posing an imminent hazard to our electric system, REC attempts to identify the property owner and request their permission to take down trees that conflict with our overhead conductors. The bottom line with respect to routine vegetation clearing is we obtain the landowner’s permission prior to taking down trees, but simply notify them of our intent prior to pruning trees. How much pruning may a property owner do on a tree near our power line? By Federal law, only Qualified Line Clearance Tree Trimmers are permitted to prune or remove a tree that is within ten (10) feet of on overhead

wire (cable TV, telephone, or electric lines). This means any part of the tree within ten (10) feet of the wire, not just the main trunk. REC cannot stop a property owner from pruning any tree on their property or cutting them down. We encourage them to call us and schedule a serviceman to drop the wires for them prior to them pruning or removing a tree that is near our secondary power lines; property owners are strongly encouraged to contact REC regarding trees near the primary power lines. How much pruning does REC specify for its contractors, to establish rights of way for five years of tree growth? This clearing is part of REC’s regular cycle of vegetation management maintenance, which is scheduled to occur every five years. In the past, REC has pruned the trees to get a desired clearance of 10-15 feet depending on the species and how quickly it grows. This involves pruning any tree within this distance or any tree that could grow within 10 feet of the power lines during the 5-year gap between maintenance. The right of way width on all primary lines in Lake of the Woods is 30 feet (15 feet on each side of the poles/lines). If a tree is in our right of way, does REC clean up the debris? If a tree is on the member’s property, is it their responsibility to remove debris? Let’s start with the basics. REC does not own our rights of way. We simply have an easement that permits us to construct and maintain the electric facilities on the property (including the right to prune or remove trees that interfere with our facilities). The land still belongs to the property owner, not REC. Therefore, it does not matter where the tree is located (on the right of way or off the right of way) – the tree is still the property of the landowner, not REC. In the case of our routine planned maintenance, REC is responsible for cleaning up debris resulting from our pruning of a tree. It is important to recognize that a separate crew is generally responsible for chipping the branches, so clearing debris may remain in a yard for up to 48 hours before being cleaned up (occasionally, the crews forget to go back and clean up the branches). We try to chip pruning debris in yards by the end of each week, so it is not left over a weekend. In wooded areas that are not maintained by the landowner, REC generally grinds the debris with a bush-hog mower, rather than chipping it. In such locations, pruning debris may be on the ground for up to five days (weather permitting) before the mowing crew can return to complete the cleanup. If a member requests REC to prune a tree, we generally will chip the branches at the same time. However, if the member requests REC to take down a tree, part of the agreement may be that the member is responsible for all the cleanup. We may chip the branches (if the take down was to our benefit), but we do not remove the wood in any situation. Who is responsible for removing the wood after a tree has been cut down? In the case of routine clearing where REC has gotten permission to remove a living tree that conflicts with our power lines, REC will clean up the branches resulting from the removal and cut the large wood into manageable lengths (firewood length in maintained areas). The wood is then piled on the edge of the right of way or next to the stump and any further cleanup is the

REC from p. 15 responsibility of the member/property owner. This is explained to the member prior to our take down of the tree. In rare instances where the take down of the tree is a great benefit to REC, we may also remove the wood from the property, but this is an extremely rare situation. If the tree in question is dead, our contractors will not chip the branches because they often shatter and represent a safety hazard to the workers. Therefore, all the wood and branches from a removed dead tree will generally remain on site for the property owner to clean up. If the member has requested the take down of a tree, it is their responsibility to get rid of any wood remaining from the take down, and probably the branches as well, unless the take down was done in connection with our routine clearing of a substation. If a tree falls during a storm, REC will simply clear the tree enough to repair the damage to our facilities. It is the member’s responsibility to clean up the tree and dispose of all branches and wood. The only time that REC will complete clean up after a storm is if we cut additional trees during the process of restoring the electricity, or if we moved the wood onto some other landowner’s property during the restoration process. Additional Comments: Ornamental trees, such as dogwoods, crepe myrtles, or redbuds will be pruned only as needed. As well, underbrush in the rights of way will be bush hogged or chipped as necessary (Brush will be chipped in all maintained areas). Individual overhead service rights of way will also be pruned as needed (3-5 feet of clearance when necessary). Rappahannock Electric Cooperative has contracted Wolf Tree, Inc. (beginning in late fall) and Xylem Tree Experts (start date TBD) to perform this work. They will have general foremen on-site at all times and a Forester from REC (Daniel Ricotta) will also be in Lake of the Woods while the crews are performing this work. Wilderness Friends of the Library: Back in Business! by Karen Kovarik, President
While the Wilderness Branch Library coped with the pandemic with e-books and curbside pickup while the library doors were closed, the Friends were laid off until preparations for the fall book sale began with the collection of books from Don Lundry’s estate. Our work continued behind the scenes arranging books and pricing for the sale. The sale was successful thanks to the staff (Amy Cryst) who cashiered to keep within pandemic guidelines for the library. The Friends, who are of course all volunteers, met at Bella Cucina for breakfast (Dutch treat) to determine how best to spend the money for the benefit of the library. This is the fun part of our membership! We quickly agreed to the librarian’s request to fund accu-cuts, which are used on a die cutting machine to cut a variety of shapes to help decorate the library. It is a bonus that these fun shapes have much child-appeal. We also agreed to donate to the LOW Garden Club to offset the cost of renovating the Library Garden. The renovation will include the use of native plants. Separately we agreed to donate to the library for the purchase of Virginia Native Plants by Hal Wiggins, an environmental scientist who works for the Army Corp of Engineers in Fredericksburg. We made tentative plans for programs for the library which must comply with library policy during the pandemic. The Friends have a healthy membership but, due to attrition, always welcome new members. As I mentioned in a previous article, the 2020 Census required realignment of the five Orange County voting districts to equalize population between the districts. Since Lake of the Woods has experienced a population growth rate faster than the rest of the county, District 5 now has too many people, and the district will be reduced in physical size. That area on the other side of Route 20, currently in District 5, will be moved to District 2. However, that part of District 5 that is located within Lake of the Woods will not be affected, nor will the polling places be changed. At the required public hearing on Oct. 26, there were a few comments. During that public hearing, several changes were made regarding polling places and the public hearing was held open to the next Supervisor meeting on Nov. 17. Also, Virginia statutes prohibit adopting a redistricting ordinance 60 days prior to an election. The Supervisors expect to adopt the new districts, new precincts, and polling places at the Nov. 17 meeting after the Nov. 2 election. This information will be sent to the Attorney General’s office for final review and approval. Because of Census delays, the redistricting did not affect this year’s elections as it has in the past. As many of you already know, radon is a naturally occurring radioactive gas that, at high concentrations, can lead to greater incidences of lung cancer. Orange County is in the region of highest levels of natural radon concentration in Virginia. There are construction techniques that can reduce radon concentrations in the home. Because of the county’s location in a high radon concentration region, the Supervisors approved a county ordinance change that would require new construction in the county to include radon resistance techniques. The ordinance adopts a section of the International Residential Building Code which is part of the Virginia Uniform Statewide Building Code. This applies to single and two-family homes, but homes with a crawl space ventilated to the outside are exempt. The technique involves passive ventilation of the area below the slab on which a home is built to the outside of the home. Installing this ventilation during home construction is inexpensive and can reduce radon concentrations that could be harmful.
