Parking and Towing

The holidays are right around the corner; soon family and extended family will be arriving and visiting our beautiful community. We want to maintain a safe, efficient, and happy holiday season for all.

As we all know, parking can be a problem at times due to not enough room in our driveways for guests, contractors, or extended family to park. Here are a few reminders to ensure everyone’s safety and compliance with all regulations:

LOWA Rules and Regulations – Read them and understand them. The num ber one complaint and reply we receive is, “I didn’t know.”

• Parking is prohibited on the roadway and shoulders at any time unless such parking is expressly authorized. Please call Security at 540-972-2210, if you must park your vehicle on the side of the road overnight due to not enough room in the driveway, or driveway is being paved, etc. We will note it in the log, so your vehicle or vehicles do not receive a warning.

• Parking in handicapped spaces without a handicapped sticker, and/or in emergency access areas, is prohibited.

• Unauthorized parking, including parking of construction-related vehicles, trail ers, or other equipment without the consent of the General Manager, will re ceive one written warning. Subsequent violations may result in LOWA having the vehicle(s) towed or immobilized, e.g., tire boot, at the owner’s expense.

• Vehicle parking is prohibited at all Mail Stations except in the Small Marina, Golf Course, and Spotswood Park locations or with the permission of the General Manager. Overnight and commuter parking is prohibited at, or adja cent to, all Mail Stations.

Please be safe during the upcoming holidays. Let’s ensure we take care of our guests and family members by keeping and adhering to the LOWA Rules and Regulations concerning parking.

President’s Letter

The arduous work of preparing a budget for fiscal year 2023-2024 continues. The Board accepted the Repair and Replacement Reserve Report (aka the Miller Dodson Report) for planning and budgeting purposes at the Nov. 5 meeting. This is one part of the budget, the operating budget and a budget for new assets and improvements being the other key parts. At the same meeting, the Planning Committee presented their recommendations for New Asset and Improvement Reserve Projects. The committee recommended that the Board approve or approve with conditions seven projects, delay six projects, and deny six projects. The Board discussed the FY 2023-2027 Five-Year Capital Plan, which focuses on these proposed new assets and improvements, prioritized, and allocated by year between 2023 and 2027, at its Nov. 15 meeting. The Capital Plan will then be approved for planning and budgeting purposes at the Dec. 14 Board meeting. The next important piece of the budget process is the three-day Budget Hearings chaired by the Finance and Planning Committees. These meetings will be held at the Community Center on Nov. 29 and 30 and Dec. 1, beginning at 9 AM each day (see schedule on p. 5). The Board attends these meetings as observers while the two committees work with the General Manager and his staff to go through the proposed budget, focusing on the operating budget but also addressing the Repair and Replacement Reserve and the New Asset and Improvement Reserve. These three components, along with a Contingency Reserve, make up the 2023-2024 budget which will be finalized in February 2023 and will determine the amount of your May 2023 assessment.

The Orange County Board of Supervisors held its Board Meeting on Nov. 16 at our Clubhouse. The LOWA Board attended the meeting and the two Boards then had dinner together. We informed the Board of Supervisors that the key issues for our LOWA membership are mitigating possible negative impacts from the proposed Wilderness Crossing development, the successful build out of FiberLync at Lake of the Woods, VDOT’s proposed R-CUT at the intersection of Route 3 and the Main Gate, and public safety (law enforcement, fire, and EMS).

Some of you may have heard that we are planning a refresh at the Clubhouse. The Clubhouse Committee has been working closely with Ryan Richardson, our Food and Beverage Manager, to improve the look and feel of the Clubhouse. These expenses are in the Repair and Replacement Reserve for the fiscal year 2023-2024. The Board has asked the Clubhouse Committee and the Communications Committee to keep members informed about this project. We want members to know what is being planned and to have the opportunity to ask questions and provide feedback. These two committees will work together to keep our members apprised before, during, and after the renovation because we want this effort to bring more members to the Clubhouse and to increase its revenues.

We are quickly moving into the holiday season. Many of us will host Thanksgiving at our homes. You may want to consider taking the family up to the Clubhouse for our Thanksgiving buffet dinner, so that you don’t have to cook! Dates have already been set for many holiday events including the Christkindlmarkt on Dec. 3 at the Community Center, a Dinner/Dance with the Silver Tones on Dec. 10 at the Clubhouse, and the always popular Dinner with Santa on Dec. 11 at the Clubhouse. Maybe I’ll see you at one of these events!

Please Repair Ball Marks

Golfers always see signs that say PLEASE REPAIR BALL MARKS no matter what golf course they might play throughout the year. Lake of the Woods Golf Club is no exception. When hitting approach shots into greens, many times the ball will make a little depression or crater in the grass. How high or hard the ball lands on the green will determine the size of the depression. Unrepaired ball marks are a nightmare for course grounds crews and fellow golfers. When a ball mark goes unrepaired or repaired improperly it can kill the grass and turn our beautiful and smooth greens into a crater-filled surface that might resemble the moon.

For all golfers, regardless of ability, it is important to get in the good habit of fixing their ball marks (an extra one or two wouldn’t hurt) after hitting onto the greens. I get the question all the time, what is the right and wrong way to fix a ball mark? I recently came upon this diagram of how to properly fix a ball mark. I hope this diagram will show you the right and wrong way to fix a mark and help us keep the LOW Golf Club greens in pristine condition.

Motion by Olson, passed unanimously, to enter into Executive Session at 9:04 a.m. for the purpose of discussing and considering contracts; and discussing matters involving violations of the Declaration and Regulations for which a member, his family members, tenants, guests or other invitees are responsible.

2.1 Pledge of Allegiance

Motion by Henecke, passed unanimously, to enter into Open Session at10:06 a.m. and to affirm that the Board met earlier today in Executive Session for the purpose of discussing and considering contracts; and discussing matters involving violations of the Declaration and Regulations for which a member, his family members, tenants, guests or other invitees are responsible.

2.2 Confirmation of Quorum and Meeting Notice

Secretary Henecke confirmed that a quorum is present and proper notice made to all members of record.

2.3 Approval of Agenda

Motion by Henecke, passed unanimously, to approve the Agenda.

2.4 Approval of Minutes of the October 19, 2022 Regular Board Meeting and the October 25,2022 Special Board Meeting.

3.PRESENTATION – Planning Committee

Committee Chair Allen Priester gave a Powerpoint presentation summarizing the Committee’s recommendations for items to include on the list of New Asset and Improvement Reserve projects in the Five-year Capital Plan. Nineteen projects were submitted. Following evaluation, 7 were approved with conditions, 6 were delayed and 6 others denied. The next step will be to consider adoption in the Capital Plan as part of the GM’s proposed FY2023/24 budget at the November 15, 2022 Board meeting.

U.S. Military Veterans on LOWA Staff

I hope this Veterans Day you were able to say “thank you for your service” to a family member, a friend, or just a person you saw in the store wearing a uniform, tee shirt, or hat with the military insignia of our great nation.

LOWA, as an employer, is proud to say we have veterans serving on our staff. Each and every day they bring to work that get-it-done commitment and attitude. I thought you might like to know who they are. Stop and say hi next time you see them.

Survey: Should LOWA Move the Annual Membership Meeting from Labor Day?

Historically, LOWA has hosted the Annual Meeting of the Membership on Labor Day Monday. The annual meeting is where we (1) elect the Board of Directors, although most vote by proxy ballot ahead of time, (2) present the Annual Report from the GM, and (3) honor outstanding community volunteers with achievement awards.

A member at the Sept. 5 Annual Meeting of the Membership suggested LOWA might want to move the date and time of the meeting from Labor Day Monday, and the Board of Directors is seeking member input on the possibility of changing the date of the meeting.

Fitness Committee Thanks Donors

Believe it or not, you can get an effective exercise workout from a chair. Whether at your home, office, or in a group classroom at your fitness center, chair exercises are a fantastic, safe, low impact exercise that develops strength, tones muscles, improves cardiovascular fitness, and incorporates movements into your workout routine. A class called Forever Fit is a very popular fitness option offered at the LOWA Fitness Center.

As this class grew, the Fitness Center needed to upgrade the chairs used for the Forever Fit and Yoga sessions to a safer, more versatile, piece of equipment. Unfortunately, even though there was student interest, the current LOWA budget cycle could not finance the purchase of new chairs. The Friends of Lake of the Woods came to the rescue and provided a means for accepting donations to be used for this purchase.

FLOW is a 501 (C)(3) corporation made up of civic-minded property owners who are dedicated to promoting and supporting the Lake of the Woods community. They assist in enhancing amenities and facilities by raising funds through tax-deductible charitable donations.

5.REPORTS

5.1 Report from Orange County Board of Supervisors

Supervisor Lee Frame reported the Supervisors continue to make their way through the Wilderness Crossing proffer statement. FiberLync is making progress with laying internet cable; they are one-third of the way through Section 7 but progress is slower than anticipated.

Residents are experiencing higher than expected personal property taxes due to increased valuation of their cars. The Board of Supervisors will hold their November dinner meeting with the LOW Board November 16th at the Clubhouse.

5.2 Report from Orange County Sheriff: None.

5.3 Report from Allied-Universal Security

Interim Security Chief Richard Harrell submitted statistics for September and October.

In September, there were 179 calls for service and 39 summonses issued. Of note were 19 animal complaints, 7 incidents of vandalism, 8 noise complaints and 8 motor vehicle accidents. In October, there were 151 calls for service, 9 animal complaints, 2 reports of theft and 2 of vandalism, 9 noise complaints and 7 motor vehicle accidents.

Security plans to place a second traffic speed sign along Lakeview Parkway.

5.4 Report from LOW Volunteer Fire & Rescue, Inc.

Fire Department Chief Michael Cianci reported that in October the Fire Department had 12 calls for service inside LOW, and 11 outside. Rescue statistics were not available. Staff has participated in numerous community events, and will be involved in several upcoming events.

The drug take-back event collected 94 pounds of unused/expired medication. A food drive for the Wilderness Food Pantry is set for November 12/13. Another EMT class has been scheduled. Awareness campaigns and messaging will include holiday equipment safety, cooking safety, smoke detectors and dryer vent cleaning among other topics. Santa will be riding the Fire Truck around the community on December 16, 17 and 18.

5.5 Report from Orange County School Board: None.

5.5A Report from Orange County Planning Commissioner on Wilderness Crossing

Commissioner J. Bryan Nicol provided an update on progress made since August on evaluation of the Rezoning Application for the proposed Wilderness Crossing development. Public hearings and Town Hall events will continue into 2023 to receive public comments. A number of Committee work sessions are planned with the next meeting set for November 10 to map out a schedule going forward.

6.Reports of Officers

President Vickery reported 25 members attended the Coffee and Conversation session with her and Director Olson last week. The next one will be scheduled in a couple of months with Directors Diercks and Clawson.

Secretary Rappoport reported the annual Committee Chair briefing was held on October 26. He encouraged members to join a Committee to support the work of the Board.

Motion by Kay, passed unanimously, that the Board task the Communications Committee and the Clubhouse Committee to work together on a communications plan for the Clubhouse Renovation Project.

5.7 Report of General Manager, Phil Rodenberg

A.Coronavirus and LOWA: This week the Orange County transmission rate is classified as “low.” LOWA staff vaccination rate remains steady at 93%.

B.Lakes Management Report: Dredging operations experienced a 6-8 week hiatus this past year to perform dredge and dump truck repairs.

C.Spring Paving Schedule: Residual road Tar & Chip funds will be used to contract Chemung Contracting to pave three areas identified as benefiting from conversion to asphalt.

D.Staff Changes: Nick Blankenship has resigned as Environmental Resources Manager, and Jamie McGuire resigned as Digital Projects Coordinator. Management is currently in the process of looking for their replacements.

E.Other Business: On October 20th, energy conservation opportunities at our amenities were discussed with operations managers, and an Earthquake drill was held for employees. New plants will be installed along the in/out lane ends at the Main Gate stone wall in mid-November.

Delivery drivers for FEDEX, Amazon, UPS and DHL will no longer receive a LOWA Summons for speeding. Special SCOP officers will be issuing a Virginia Uniform Summons to them to be handled in Orange County court.

5.8 Committee Report – Golf Committee

Chair Cris Collie provided commentary on Committee membership demographics, accomplishments and their list of future plans for improvements at the Golf Course. The Committee has 9 active members, 2 alternates and 4 advisors. Our golf course was voted “Best in the Burg” again in 2022. Seventy-two beginners were enrolled in the 2022 Farm Team. Our Introductory Membership offering attracted over 60 new members. Multiple ground projects helped to improve course conditions, and there was good success attracting outings. At the end of September, income exceeded budget and expenses were lower than expected. Efforts will continue to increase revenue and reduce expenses.

President Vickery declared a short recess at 12:15 p.m., and brought the meeting back into Open Session at 12:22 p.m.

6.UNFINISHED BUSINESS

6.1 Consideration of Accepting the Replacement Reserve Report from FY2023 for Planning and Budgeting Purposes. (Resolution 2022-33) (D-22-134)

Motion by Diercks, passed unanimously, that the Board adopt Resolution 2022-33, an Administrative Resolution, regarding accepting the Replacement Reserve Report for FY2023 for planning and budgeting purposes, effective immediately.

6.2 Consideration of Adopting Proposed Amendments to Regulation IV.C: Individual Behavior, Regarding Toys or Similar Devices Capable of Firing Projectiles Such as Gel Ball Guns. (Resolution 2022-34) (D-22-135)

Motion by Rappoport, passed unanimously, that the Board adopt Resolution 2022-34, a Policy Resolution, regarding amendments to Regulation IV.C: Individual Behavior, regarding toys or similar devices capable of firing projectiles such as gel ball guns.

6.3 Consideration of Adopting Amendments to the Nominating Committee Charter. (D-22-136)

Motion by Kay that the Board adopt the proposed amendments to the Nominating Committee Charter. Vote: Yea: Vickery, Rappoport, Diercks, Olson and Kay. Nay: Henecke. Motion passed 5 to 1.

7.NEW BUSINESS

7.1 Consideration of Adopting Amendments to the Golf Committee Charter. (D-22-137)

Motion by Olson, passed unanimously, that the Board adopt the proposed amendments to the Golf Committee Charter.

7.2 Consideration of Entering Lots for Maintenance and Lot Violation Enforcement. (D-22-138)

Motion by Kay, passed unanimously, that the Board declare a continuing violation of the Restrictive Covenants exists on the lot in Case #22-1105-01, and the Board suspend the voting rights and use of the recreational amenities, including the Main and Back automatic gates, until the violation is corrected in accordance with Section 12.G.b of the Restrictive Covenants, effective November 16, 2022; I further move that the Board authorize Management to send a legal demand letter to bring the lot into compliance, and after proper notice to the owner, authorize entry of the lot to perform the necessary work to repair the silt fence on or after November 16, 2022.

Motion by Kay, passed unanimously, that the Board approve entry to the lot in Case #22-1105-02 on or after November 6, 2022 to perform maintenance as stipulated in the ECC Chair’s letters to the individual lot owner, and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

8.Director Comments: Director Olson encouraged members to use the TEKControl visitor entry system to approve guest entry instead of calling the Guard Gate.

Lake Authors Member Launches Book

Lake Authors of the Wilderness is pleased to announce that member Carolyn Zacheis, writing under the pen name Carolyn Court, has launched her latest romantic suspense novel, The Key to the Lighthouse Cornerstone. While recent storm damage is being repaired, the cornerstone reveals a time capsule over 100 years old. Its history connects the Robert Louis Stevenson lighthouse-building dynasty, Captain James Cook, and the Venus Pointe Lighthouse in Tahiti to the Sea Crest Lighthouse. Grace, the Sea Crest historian, boards the next plane to French Polynesia.

The book highlights Carolyn’s travels in Tahiti and Scotland, including actual history she weaves into her writing. Carolyn has traveled to numerous countries, including France, Tahiti, Scotland, Ireland, Turkey, the Galapagos Islands, Costa Rico, Canada, and Mexico. She was a long-time member of the Caribbean Tourist Board in Washington, DC. She always took the path less traveled to reach their lighthouses. Garden Club Project Completed: Lower Veterans’ Dam Walking Trail

The Lower Veterans’ Dam Walking Trail begins at the lower-level parking lot on Lakeview Parkway, and continues along the base of the dam for 333 feet. Sid Steele, a former Garden Club member, began a fundraising initiative in 2008, with the goal of planting trees along the trail. The Club’s fundraising efforts continued for several years, resulting in a hefty fund for tree purchase and installation. However, the project stalled when LOWA dealt with an issue concerning the dam’s water level.

The Garden Club began a new beautification project for the trail in 2017 in celebration of LOWA’s 50-year anniversary, with the installation of a concrete bench, two Blue Spruce trees—one dedicated to then Grounds Foreman Rod Ahlfield, and another to the memory of our late Garden Club president, Carolyn Graham, who passed that year after an extended illness— three Serviceberry trees, and three Redbud trees. These formed Phase I of the project. Our goals were to complete the landscape design through the planting of trees along the trail and to beautify the area for both pedestrian visitors and passing motorists on the roadway. The walking trail and its trees have been the focus of our annual Arbor Day celebration for several years

Phase I was expanded in 2019 to encompass three semi-dwarf Crepe Myrtles across from the bench, three American Holly trees, and two Lacebark Elms flanking the gazebo provided by LOWA. Phase II, completed in 2021, contained a grove of five Crabapple trees. Phase III, completed in 2022, included the planting of nine additional trees—a copse of three Hawthorne trees, a Honey Locust behind an existing bench, a Tulip Poplar in the middle of the area, and a Black Gum tree along the roadway. Nearer the beginning of the trail, two evergreens were planted, an Austrian Black Pine, and a Japanese Cedar, along with a Fringe Tree at the entrance.

The LOW Garden Club considers the completion of the landscaping along the Veterans’ Dam Walking Trail to be a major accomplishment, creating a lovely environment for everyone who visits the gazebo with its recently installed seating, walks along the trail, or stops to take a break on the benches. We hope it is enjoyed by all who pass by along Lakeview Parkway. It is also an achievement that, we trust, will continue to enhance the community for years to come.

LOW Arts 2022 Grand Finale

All creative arts need an audience. Whether it be the performing arts, music, or visual arts, satisfaction is found in sharing our art with those who appreciate what is created. Our patrons outdid themselves this year by supporting our 38th annual LOW Arts Fine Art Show and Sale. Our sincere thanks go out to our patrons. LOW artists, members, and volunteers continue to move forward as we prepare for the next collaboration with Fareways Café. On Saturday, Dec. 10, from 2 to 5 PM, LOW Arts will once again celebrate a new rotation of fresh artwork on the Fareways walls. We invite our patrons and the public to join us for our artist’s reception, with another fun-filled day where we give back to you with live music, appetizers, and a meet and greet with our artists. Admission is free; this is open to the public.

There will be three new collaborative artworks featured in this exhibit, designed and assembled by our artists. The proceeds will benefit our mission by supporting the art programs in our local Orange County Schools. LOW Arts members and visitors were pleased to see the high quality and talent in the student art exhibit, displayed at our recent Fine Art Show and Sale. Our thanks go out to the students, teachers, parents, and schools. You bring the joy of art into the lives of so many. It is with great pleasure that LOW Arts continues to support young, artistic endeavors.

Photographers, want-to-be photographers, and anyone else interested in photography - Join the Club!

Our October meeting included welcoming new members, discussing the club’s participation in the forthcoming LOW Art Show, and sharing of the monthly themed photos “landscapes.” The learning portion, regarding planning a travel photography trip, by Patti Miller was thought provoking with equipment considerations for your destination, TSA tips, and a video packing demonstration.

The November theme is “Reflections.” Michael Fogarty has provided inspiration with his beautiful example of a reflection. Get out and find your reflection, or whatever captures your imagination. The meeting learning topic will be depth of field. Please join us Nov. 28.

LOW Community

The LOW Photo Club meets the fourth Monday of each month at 7PM in the Community Center. Our members range from beginners to very experienced photographers shooting with everything from the latest mirrorless cameras to cell phones. Everyone is welcome and no matter how much we think we already know, we are always learning from each other.

A portion of our meeting is spent sharing our work and a portion learning from each other. We organize photography field trips and travel together or meet up to find the best local photo opportunities.

AARP: Fall Can be More Than a Beautiful Season

Dr. Brian F Scott will be our guest speaker on Monday, Nov. 21 in the Great Hall of the Clubhouse. The meeting starts at 9:30 AM for coffee, treats and a chance to chat with both friends and newcomers. Guests are always welcome. The meeting convenes at 10 AM.

Did you know that one in four seniors (that’s most of us) will fall this year? Poor balance is a principal cause, and loss of independence the complication most of us fear.

Scott spoke to us pre-pandemic on the subject of neuropathy, a condition that can cause the deterioration of nerves affecting both feet and hands. This time, he will ad dress a related issue, falls and how to prevent them. There is a connection between our brains and feet, which is how neuropathy and its treatment links the two subjects.

While for many of us, fall is a welcome and beautiful time of year, fall with a thud is not. Come and learn how to avoid falls.

Friends of Wildlife at the Lake

Lake of the Woods draws people here to live and play due to its rich natural resources. That’s also the reason that a variety of animals and birds are attracted to reside here. As in any community, sometimes the differing needs of the residents are in conflict. The mission of Friends of Wildlife at the Lake is to foster positive relationships between residents and the wildlife that coexist here, to help preserve and protect habitats and species, and to help residents and the LOW Association gain a deeper understanding of the natural environment in our community. We hope to accomplish this mission by:

• Maintaining an accurate list of available wildlife rehabilitators, including the wildlife that they support.

• Transporting injured wildlife to rehabilitation centers, where appropriate.

• Serving as a resource to the Lake of the Woods community and LOW Association regarding wildlife issues and management.

• Consulting with residents to help them resolve issues with wildlife on their property.

• Being informed about the laws and practices that protect wildlife

In addition, FOWL provides education, not only to our group but also to the LOW community, through activities such as guest speakers, articles in Lake Currents, social media, and postings on our website. We co-sponsored, with Old Rag Master Naturalists, our first wildlife education event, FOWL Fest on Oct. 22. Attendees at the free, family-friendly event had the opportunity to meet professionals who are leaders in wildlife conservation, as well as individuals who care for sick, injured, and orphaned animals. The best part was a live meeting with an opossum, a box turtle, and even a few snakes!

FOWL would like to extend our thanks to everyone who participated. We hope to make it an annual event.

The Lake Youth Foundation will be taking reservations for this event, as it has in past years, so each child can have their own special time with Santa. Veterans Club: Happy Birthday, Marines

Thanksgiving is a time to gather, be thankful, and overindulge. Across the nation and in many chow halls around the world, those in military service will be walking past decorated paper turkeys and sitting down to the best culinary specialist’s pumpkin pie. If a service member or veteran is spotted on the street, the heartfelt phrase “Thank you for your service” is at times respectfully mentioned. One expression can contain a magnitude of representation. In 1989, and many years prior, this was not as readily said or spoken to veterans and members serving in the Armed Forces as it is today. There was an unearned stigma attached to the military that was sadly not far removed from the Vietnam War. Operation Desert Shield in 1990-1991 and Operation Desert Storm in 1991 were a shift towards the legacy of patriotism that lives on to this day.

In 1775, 247 years ago on Nov. 10, the Continental Congress of the United States authorized that “two Battalions of Marines be raised,” with the objective of safeguarding the ships of the American Navy serving overseas. The order came in time for the first Marine combat action in March of 1776 when a party of Marines charged an island in the Bahamas and seized control from the British. The United States Marine Corps was born and battle-scarred.

The dawn of Nov. 11, 1918, was off to a foggy start for fighting that continued until 11 AM Paris time; 2,738 men lost their lives on that last day of World War I. This day would evolve in 1947 to become Veteran’s Day in the United States.

Orange County Supervisor’s Letter

Dec. 6 is the due date for the 2022 personal property tax, and the second payment on the 2022 real estate taxes. Here is some interesting information on the assessed real estate values and real estate taxation in Orange County. As of 2022, total assessed value of all the real estate in the county is about $5.1 billion. Of that amount, $1.8 billion is land, and $3.3 billion is value of buildings. As a comparison, the total real estate value in Lake of the Woods is about $1.3 billion, with $323 million in land and $934 million in buildings. For the area outside LOW, 38% of the total value is in the land and in LOW 26% is in the land. There is not much farmland or forested land in LOW, partially explaining the difference.

Not all of the county real estate assessed value is taxed. Many years ago, Orange County adopted land use taxation for land that is actively farmed or harvesting timber. That reduces the taxable value for the land, but not the improvements on the land, and helps to keep farming in the county financially viable. Also, by state law, land that is placed in conservation easements also receives land use taxation. Land use taxation reduces the land value available for taxation in the county by 27%. This amounts to about 9.3% of the total assessed real estate value.

Another reduction in taxable real estate is tax-exempt properties, which include both land and buildings. Tax exemption applies to government, churches, educational institutions, and charitable organizations. Most of this is Orange County-owned real estate. Tax exemption applies to about 9.6% of total assessed real estate value. As a result of the land use and exemption, only about 81% of real estate or $4.1 billion is subject to real estate taxes.

There are no tax-exempt properties in LOW, however the land and buildings owned by the LOW Association have assessed values of zero, and are not taxed separately. State law assumes that the market value of homes in homeowner associations reflects a greater value because of access to association-owned properties and amenities. Therefore, LOWA properties are taxed indirectly through the tax on LOW homes.

In the past, I have heard complaints that LOW taxpayers are paying more than their share of the real estate taxes in the county. This is not the case. LOW assessed home value represents about 30% of the taxable real estate in the county. The population of LOW represents about 25% of the county. These percentages would appear to indicate that LOW taxpayers pay a higher share of real estate taxes, What is not taken into account is the number of homes in LOW where the owners do not reside in LOW, do not show up in census population numbers, and yet still pay county real estate taxes. The actual percentage of real estate taxpayers in LOW is somewhat greater that the population percentage. As an approximation of non-resident homeowners in LOW, the water and sewer bills are sent to 447 addresses outside the 22508 zip code.

• Environmental Resources Manager, Full-Time salaried position. To provide expertise and make management decisions for recreational lakes and surface water issues. Additional responsibilities include: budgetary and personnel items pertaining to lakes, marinas, stormwater management, and regulation enforcement. This position conducts monitoring, research, data collection, and analyses related to lakes and tributaries for implementing long-term watershed management strategies, operating two dams in accordance with VA regulations. Required skills include GIS, technical writing, interpreting environmental data, and ability to communicate effectively orally and in writing with administration, community committees, and other association departments. Qualifications: A minimum of B.S. in limnology, biology, ecology, environmental science, natural resources management, or other closely related field. Two-three years’ experience in management of water resources, especially recreational lakes, can be substituted.

MAINTENANCE: Roads Full-Time hourly position. Operate vehicles and equipment as required to maintain and repair streets, patch holes, install/ maintain street signs, cut brush and seasonably remove snow and ice. Must be able to lift 50 lbs., use a variety of hand tools, chain saws and vehicles. Work is performed outdoors in all weather conditions in loud noise level and exposed to fumes, hot liquids, and materials. HS diploma required with one year related experience.

• Custodian Full-time hourly position, responsible for keeping assigned building clean and pleasant for workers and residents. The majority of work is performed in LOW facilities and common areas. Some prior experience is preferred.

• Grounds Full-Time Hourly Positions. Join the crew and assist in performing general landscaping maintenance tasks for routine and special events. Must have experience in operation of basic grounds care equipment. Positions requires heavy lifting and working in all weather conditions.
