Junior Golf League Finishes Fall Season by Brian Barnes, LOW Junior Golf Coach
The Lake of the Woods 13u and 17u PGAJR Leagues competed in their last match, completing their fall season. A special thanks to the volunteer coaches who helped make this season happen: Brian Barnes, Dan Cianci, and Eric Wildermuth. 13u Team Members are: A.J. New Equipment in the Fitness Center
by Greg Stoner, Member, Fitness Committee LOWA has placed two new pieces of equipment in the Fitness Center. To maintain proper social distancing requirements, one has been placed in the main exercise room and the other in the exercise classroom. The new SciFit REX 7001 Recumbent Ellipticals provide for a smooth, natural knee movement that replicates climbing stairs to improve functional gate. These new elliptical machines allow one to have a knee-to-elbow core exercise. The orthopedic footpads with safety edge provide a comfortable and sturdy foot position. These newest pieces of exercise equipment have a swivel seat for easy access. This will be especially helpful for individuals with a physical disability or handicap that hampers their ability to move onto a piece of Photo by Greg Stoner equipment easily. Due to arrive any day will be three new DX Recumbent Lifecycle Exercise Bikes and three new Integrity Elliptical Cross-Trainers. More information and pictures of these new pieces of equipment will be in a future edition of Lake Currents. All these new pieces of equipment are replacing equipment that has met its Expected Use Life. Also, don’t forget that as of Nov. 1, the cost of joining the Fitness Center has been reduced by 50%. Therefore, the new rates for membership from Nov. 1, 2020 to April 30, 2021 are as follows: Individual: $66, Couple: $75 and Family: $90. If a household has an Individual who was a paid member prior to Nov. 1, it only costs $9 to add a member as part of the Couple membership to April 30, 2021. Now, that’s quite a deal! Memberships must be bought at the Holcomb Building.

President’s Letter by Jennifer Zukowski
It will soon be Thanksgiving, a time to consider all the things we can be grateful for. Families gather to share meals and celebrate. This year, however, we must consider the implications of COVID-19. News reports emphasize the danger of spreading the virus while gathering for parties and family celebrations. No matter how you decide to deal with these implications, there is much we can be grateful for. As President of the Board, I am extremely grateful for the opportunity to work with fellow Board members. I appreciate their advice, questions, and suggestions. I am grateful for LOWA Management and all the employees who work diligently to support the Association. The newly reconstituted Board has already begun taking action-steps over the past two months toward achieving this Board year’s Board Goals, with Management’s help. Our first goal is to enable LOWA to sustain itself through COVID-19 by offsetting anticipated amenity and administrative income loss. The budget process has begun with goal number one in mind. The Board approved the Miller Dodson Associates for planning and budgeting purposes at its Nov. 7 meeting. Management is already putting the draft budget together, which will be reviewed by the Finance Committee, Planning Committee, and the Board during the Dec. 1-3 Budget Hearings. The second goal is to update the Lakes Management Plan. An RFP goes out in December requesting bids to identify which company LOWA will work with to update the plan. The third goal is doing what we can to modify FEMA Insurance Maps. The Board voted, at its Oct. 21 meeting, to approve a resolution formally requesting that FEMA modify insurance rate maps to accurately depict the flood stages of the Main Lake and Keaton’s Lake. Our General Manager wrote an article in the Nov. 6 Lake Currents regarding the proposed FEMA maps and included a letter that members could send to the Orange County Planning Commission. While we cannot control FEMA, we are doing our best to influence FEMA’s decisions regarding LOWA. Our fourth goal is to Explore Wake Boat Regulations by looking at options for regulating wake boats on the Main Lake to protect shorelines, prevent erosion, and improve boater safety. On Nov. 9, our General Manager put together a Wake Boating Working Group to explore our options. The working group is composed of two members from the Lakes Committee, two members from Safety and Security, one member from Maintenance & Ecology, one member from the Board of Examiners, and one member from the Environmental Control Committee. Staff members include Nick Blankenship, Bobby Jones, Chief Walker and Jamie McGuire. Board members include Carl Clawson, Board liaison for Safety and Security, and Jennifer Zukowski, Board liaison for Lakes. We will be meeting Thursday, Nov. 12 at 3 PM, Thursday, Nov. 19, at 3 PM, and Friday, Dec. 4, at 3 PM. The GM will host a Town Hall meeting via Zoom during the week of Dec. 7. One topic will be the FEMA map changes. On December 1st there will be a Public Hearing on the self-storage area. Mr. Frame will be available to meet with any LOW homeowners whose property may be affected. The County Treasurer’s office will be closed for two weeks due to a Covid incident. RSA continues to suspend service disconnections due to unpaid bills. Payment plans can be

Community Members and third parties now have a new user experience when dialing the main office number, 540-972-2237. Instead of going directly to a Member Services Receptionist, the caller is now offered a menu of call routing options to help get them to the Staff person who can most quickly handle their call requirements. Callers can now: - Press 1 for Security - Press 2 for the General Manager’s Office - Press 3 for General Maintenance which includes options for Roads, Grounds, Buildings, Lakes, and Custodial Services - Press 4 for Restaurants and Community Activities - Press 0 to speak directly to a Member Services Representative

Thanksgiving is here and I am remembering good advice to “be a thankful person”. I am particularly thankful this year for the Association employee men and women who serve the members every day. During this Coronavirus pandemic, the staff has their regular duties - fixing, serving, cleaning, setting up, adding up, shoveling, raking, protecting - to name a few - plus all the COVID-19 cleaning and distancing duties added on. I hope you are staying safe and will be in touch with your loved ones and friends this holiday season. I’m thankful for all the LOWA members who keep this community glued together with their good deeds for their neighbors during this unusual holiday time. Right now, think of who you are inviting for Thanksgiving, and instead of waiting to call Security with the name to authorize entry, go to TEK Control and register them. They will thank you later when their trip through the Main Gate is smooth. You can even add their email or cell phone and push a button and BOOM, they will receive a QR Code to show to the Security Access Control Officer. Every visitor with a TEK Control QR Code saves 15 seconds at the gate, because the guard does not have to look up the records. While you are prepping for your holiday feast, please take a moment to take down your political sign and other temporary signs. Our Covenants Enforcement staff is sending letters to lot owners with signs, and it would be helpful if everyone took their signs down now. Every letter we send costs at least $20 in time and postage, when there are much bigger lot enforcement items out there. Let’s all do our part and take down the temporary signs by Thanksgiving! There are no good or bad temporary signs and right now there are none that are authorized. So please remove any sign in your yard. All the members and staff will be truly thankful! Happy Thanksgiving!

Please note that all main phone numbers have remained the same, but extensions are now four digits instead of three. Only the call handling functions have been updated. Treasurer’s Report
by Walt Diercks, Treasurer, LOWA Board of Directors LOWA’s overall financial position remains good. Actual results for October and the second quarter came in slightly better than expected; we are hopeful that this trend will continue. But we remain cautious now as the weather is turning colder, more activities are coming indoors, cases are increasing everywhere, and further State restrictions took effect on Nov.15. And while the entire organization has felt the primarily negative impact of the pandemic on its operations, there have been some unexpected upsides for the Equestrian Center and Community Activities over the past several months. We continue to regularly monitor Operations and Reserve spending, deferring expenditures as much as possible without negatively impacting genuine maintenance requirements. We are currently moving into budget season, with the annual budget hearings scheduled for the first week of December. As previously reported, we did receive a loan from the SBA under the Paycheck Protection Program in May and have now formally submitted a request for a waiver, as provided for under this program. We expect to receive a final determination on this application within the next 60 days.

When the LOW Arts annual art show (formerly LOWVAC) was cancelled in September, our members looked for new ways to share our art with the LOW community. We decided to pursue the creation of a “virtual” studio tour and to make our artwork available for purchase in an online art gallery. Big steps! We are proud to announce the LOW Arts Virtual Studio Tour will be available to view on Channel 18 in December. Please check the schedule in Lake Currents for timing. Our artists stepped well out of their comfort zones to participate in the filming and we thank VCU film student Amelia Berg for doing a wonderful job of filming and editing our segments. As the winter holidays approach, the Garden Club has a sleigh full of projects to dispel winter blues. But, first let us wish you all a Happy, if quiet, Thanksgiving. Our work on the Memorial Garden continues; be patient. We must bend to mother nature and space availability as we work to improve the appearance. We will be decorating and donating a Christmas tree to the Living Water Gala, continuing one of our most rewarding traditions. Each year, the Garden Club decorates and donates a Christmas Photo Provided tree to the Living Waters Community The tree topper is milkweed Clinic for their yearly fundraiser to help pods, sprayed gold, with a star those eligible uninsured patients in the anise pod in the center. area receive free medical, counseling, spiritual and soon dental care. This year, the Garden Club volunteers created ornaments to reflect our chosen theme, Back to a Simpler Time. Dried orange slices, apple slices and whole clementines, cinnamon stars, cinnamon scrap trees, grapevine wreaths and pinecone angels now decorate the tree, topped by a milkweed pod star. Our tree would be right at home in Colonial Williamsburg! The Holiday Home Decorating Contest announced in the last issue of Lake Currents replaces the annual Christmas party at the Clubhouse, and the Garden Club will participate. We will judge! Yes, we will still be decorating the Clubhouse and encourage you to come and dine in a “Winter Wonderland” (appropriately masked and distanced, of course). While COVID-19 has forced the cancellation of our annual Christmas tea, the Board has not forgotten you, and members will find a small surprise awaits. Enjoy. The orange slice has been dried and a star anise pod added.

Cause 4 Paws Raffle Tickets & Donations

by Mary Kay Wilks, Fundraiser Coordinator Unfortunately, the Christkindlmarkt event scheduled for Dec. 5 has been cancelled due to new restrictions by Governor Northam. However, we are still selling our raffle tickets which can be purchased by sending us a check made out to Cause 4 Paws to Cause 4 Paws, P.O. Box 301, Locust Grove, VA 22508 and we will make out your ticket stubs or call me. Raffle ticket prices are: $2 for one ticket, $5 for three tickets and $10 for eight tickets. The grand prize is a generously sized Cat Quilt constructed by the Fredericksburg Modern Quilt Guild. The quilt is made up of squares of various colors of kitty faces. Many other prizes will be awarded donated by local businesses. Cause 4 Paws is a 501(c)(3) non-profit charitable organization supporting feline rescue. We are continually in the need of volunteer foster homes, monetary donations, and donations of the following cat/kitten food: Purina Kitten Chow, Purina Cat Chow, Friskies Pate canned food and Fancy Feast Kitten Wet Food. Proceeds benefit feline rescue and donations may be tax deductible. Donations can be mailed to Cause 4 Paws at the above address. by Heather Kuzma, Communications, LGA Ladies, our organized Tuesday golf is officially over for 2020. If Mother Nature smiles on us, we can still enjoy lots of days on the golf course. It’s a great way to stay active over the winter. LGA dues for the 2020/21 season are $25. Please make your checks out to LOW LGA, and note if you are a 9 or 18 holer. Place the checks in the box in the Woods Center ladies’ lounge. The deadline for paying dues, if you want to be listed in the LGA booklet, is Jan. 15. If you are a new member or need to update your email address or phone number, fill out one of the forms available next to the lock box. If no forms are there, contact Deb Newton or Mary Ann Rogers. The LGA is collecting for our annual LGA Christmas Families Fund to support local families in need over the holidays. If you would like to donate, make your check out to LOW LGA and note “for Christmas family” or put cash in an envelope with the same note on it. Deposit your donations in the box in the ladies’ lounge at the Woods Center no later than Dec. 15. Handicap fees are due by Dec. 31. The fee for the 2021 season is $38. Check with Kim or pro Mike Harvey in the pro shop about payment. Your check should be made out to LOWA. If you are a Golf Annual Member, the handicap fee is included in your amenity payment. Dottie Lohr will continue to deliver LGA donations to the Wilderness Food Bank. Leave your donations of non-perishable food items in the LGA closet at the Woods Center. The club has decided to invite and provide free meals at the Christmas dinner to all LOW World War II veteran residents and their spouse and care giver. All other veterans and active duty members of any Armed Services and their guests are encouraged to attend. Business attire is suggested, and tuxedo/dress uniform is optional. 2020 has certainly been, without doubt, the most challenging year most of us have ever seen. And that may be an understatement. Yet, we still have much to be thankful for as the holiday season approaches and the year draws to a close. First, looking back over the past month, the children at the Alice Tyler Village were able to enjoy their Halloween pumpkins arriving at the village, along with costumes, candy, and bags to decorate for a safe trick or treat. Second, this year we were unable to have our normal Harvest Moon Dinner Dance, so we tried something new—we held the first-ever on-line auction, finishing up with an in-person auction held at the clubhouse on Oct. 17. It was a great success! We had well over 60 items donated for auction, and while the auction was a learning experience for us, it was relatively as financially successful as in previous years, including the quilt raffle/auction. Once again, thanks to everyone who participated, helping us raise funds to keep supporting the village. Last, and most of all, in spite of the challenges of the year, we are thankful that our members and our community are safe in these Covid times, and especially that the children at the village are safe, being safely cared for, and loved. Happy Thanksgiving, everyone!

Participation and enthusiasm continue to be high for MGA Day with in excess of 40 golfers each week. The MGA welcomes all adult male property owners/tenants. If you’re not an MGA member, consider joining and come out and enjoy a day on the course with your neighbors. The annual dues are $20 and can be paid by either cash or check. Place your dues in a marked envelop and deposit it in the MGA box located in the Pro Shop. Checks should be made out to LOW MGA. On Oct. 20, there was a first-place tie in the Two Best Balls game, with a score of 130. The two winning teams were (1) Steve Cain, Chuck Liddick, Nigel Goodwin, and Dana Compton and (2) Ed Smariga, Ralph Debnam, Mike Hill, and Jim Ogletree. On Nov. 4, the warm weather brought out the best in everyone (well, maybe not everyone) for the Three Best Balls game. Twelve four-man teams competed, with six teams finishing in the winner’s circle. The team of Jim Corsones, Hank Bassford, George Brock and Joe Marks tied with the team of Mike Rieley, Mark Strickler, Rick McInnis, and Dave Witmer for the top spot with a team score of 202. Remember to obey the cart restrictions, place sand in divots, repair ball marks on the greens and rake the bunkers (leave rake outside of bunker). The leaf rule is in effect. There are four tournaments tentatively scheduled thus far for the 2021 season. They are as follows: Fisher House/MGA Veterans Tournament---June 12 Sadie Hawkins---June 29 Pappy Yokem---Sept. 8 St. Jude Tournament---Sept. 21
November is moving fast already, with many events taking place Virtually! We started the month “attending” the 15th Annual Genealogy Workshop hosted by Fauquier County Court House Chapter, DAR & Culpeper Minute Men, SAR. We had 10 people attend from both our DAR chapter and the Community Genealogy Study Group! On Nov. 14, the Culpeper Minute Men DAR Chapter is hosting our Four Chapter National Defense Event (held the closest Saturday to Veterans Day), which we hosted last year at the LOW Clubhouse. It will be presented this year via Zoom. Our November chapter meeting will also be via Zoom, on Saturday, Nov. 21, which is also the 400th Anniversary of the Landing of the Mayflower! (We have several Mayflower descendants in our chapter!) Our Community Service Projects, including donations to the Fredericksburg VA Clinics and book fundraiser for school children learning virtually at home, are ongoing. Referendum Update Secretary Vickery reported that as of November 7th, 2174 votes have been received, 1492 electronic. 4.7 Report from the General Manager, Phil Rodenberg The monthly financial report for October will be presented at the midmonth Board meeting on November 17th. The first draft of the FY2021-22 budget will be released just before Thanksgiving. A. Coronavirus Status of LOWA Amenities, Events, Meetings and Offices. The GM updated the Board on the current status of LOWA community activities and business operations. There have been no significant changes in safety policies since last month’s report. Residents are suffering from Covid-19 fatigue, but are urged to stay disciplined and maintain protective measures against infection. LOWA has been partnering with some of the clubs to hold special events to replace or modify traditional ones. B. Lakes Management Report LOWA Roads crew began work on the Mt. Pleasant Beach erosion and sediment control project. The improvements will direct stormwater into the lake and mitigate beach erosion. BZ Excavating completed the 2020 crossover pipe replacement project on October 23 at six separate locations. C. Other Business On November 2, LOWA facilities converted from Shortel to the Mitel phone system. In October, Equestrian Center staff provided 80 lessons. Most of these were given to students in virtual learning programs and fulfill school physical education requirements. Income from alcohol sales at Fareways since adopting the sale of mixed beverages has met with inconclusive results. October 2020 sales were $600 less than the prior month, and $2600 less than in October of 2019. Bad weather and the absence of special events and tournaments may have contributed to lower sales. 4.8 Committee Report A. Golf Committee Chair Bill Halpin reported the Committee has been meeting regularly and will be working on updating the Golf Business Plan over the winter to present to the Board in the spring. The plan includes strategies to achieve goals. Other issues that will need future attention are course playability and appearance, cart erosion, drainage, root pruning and out-of-bounds stakes. The General Manager is recommending our contract with IGM for golf course maintenance be extended for one more year.

5. UNFINISHED BUSINESS 5.1 Consideration of Accepting the Replacement Reserve Annual Update Report by Miller Dodson Associates for Planning and Budgeting Purposes. (Resolution 2020-24) (D-20-118) Motion by Diercks, passed unanimously, that the Board adopt Resolution 2020-24, an Administrative Resolution, accepting the Replacement Reserve Annual Update Report by Miller Dodson Associates for planning and budgeting purposes.

LOW resident Doug Rogers was appointed to another term on the Economic Development Authority. 4.2 Report from Orange County Sheriff Mark Amos: No report. 4.3 Report from Allied-Universal Security Chief Scott Walker reported October was a good month. The Treator-Treat scavenger hunt and haunted house were very popular. Vandalism was reported at the Campgrounds and patrols there have been increased. Staff responded to 187 calls for service. Of note were 16 animal complaints, 12 noise complaints and 7 MVA’s. Patrol staff issued 164 summonses. 4.4 Report from LOW Volunteer Fire & Rescue, Inc. Jeff Leibold reported in October the Fire Department received 23 calls, 13 inside LOW and 10 outside. Rescue had 23 calls, 16 inside LOW and 7 outside. Community Risk Reduction education focused on fire prevention in October, and November will focus on safety in the kitchen, carbon monoxide risks and generator use. Their annual food drive is scheduled for November 14 and 15 from 9 am to 3 pm. A drop-off location has not been confirmed. Donations directly benefit our local Wilderness Food Pantry. 4.5 Report from Orange County School Board Representative Jim Hopkins reported the School Board has been meeting regularly for the past six months using Covid safety guidelines. Instruction for students has been ongoing using the hybrid model for the past two months, where students take instruction at home but attend class in person on limited days. Both teachers and parents are reporting problems they are encountering using the hybrid model, which does not work very well for the K through 2nd grade students, in particular. It is expected high school sports will start again on December 7. 4.6 Reports of Officers The President, Vice President, Secretary and Treasurer had no report. A. Executive Session Actions: Motion by Wilks, passed unanimously, that the Board accept the appeal in Case #20-1107-86. B. Committee Liaison Reports Secretary Vickery reported that the Communications staff is working on how to design a Committee Fair event that is safe for participants. Director Wilks reported that ECC has forwarded another issue to the Board for their consideration of a possible Regulation change. C. Committee Changes Motion by P. 5.2 Consideration of Sending to the Rules Committee and the LOWA Attorney Amendments to Regulations X.5.a, X.5.d and X.7.b, Regarding Changing the Time Water Activities on the Lakes Must Cease from Sunset to 30 Minutes After Sunset. (D-20-119) Motion by P. Brown, passed unanimously, that the Board send to the Rules Committee and the LOWA Attorney amendments to Regulations X.5.a., X.5.d. and X.7.b., regarding changing the time water activities on the Lakes must cease from sunset to 30 minutes after sunset. 5.3 Discussion of Renaming the Main Marina as North Marina and the Small Marina as South Marina. After renovating the marinas, what was commonly called the” small” marina was now bigger than the “large” marina near the dam, prompting consideration of renaming the marinas. Directors gave their current suggestions on re-naming. Secretary Vickery reported that feedback from members resulted in no predominantly favored new naming scheme. No decision was made at this time. The General Manager will consult with the County 911 Communications Manager and come back to the Board with more information on how naming might affect timely 911 response in emergency situations.

6. NEW BUSINESS 6.1 Consideration of LOWA Amenities, Events, Meetings and Offices Coronavirus Status. No action was taken by the Board at this time. 6.2 Discussion of Five-Year Capital Plan. The General Manager prepared a draft of the Five-year Capital Plan and requested Board input before it can be finalized. Specific budget guidance for FY2020-21 was requested on the best year to do ditch repair, walking trail design and the small marina security gate projects. The Board recommended the projects be ranked to assist with setting priorities. The General Manager requested general guidance from the Board regarding consideration of refinancing the CARC loan to lower interest payments for members. Board members were in favor of further exploring possible lenders for a 4-year term refinance. The Lake of the Woods Lions Club is hoping to restore some joy for the victims of the virus with the funds raised by donations to the Tree of Love, which will be dedicated and lit on Saturday, Dec. 5. All money raised will be shared among families the Lions identify as facing financial challenges. If you haven’t donated yet, there is still time for you to do so. As our colleagues at the National Fire Protection Association remind us, by following a few simple safety tips you can enjoy time with your loved ones and keep yourself and your family safer from fire. Top 10 safety tips • Stay in the kitchen while cooking on the stove top; keep an eye on the food. • Stay in the home when cooking your turkey and check on it frequently. • Keep children away from the stove. It will be hot; kids should stay three feet away. • Make sure kids stay away from hot food and liquids. Steam or splash from vegetables, gravy or coffee could cause serious burns. • Keep knives out of the reach of children. • Be sure electric cords from an electric knife, coffee maker, or other appliances are not dangling off the counter within easy reach of a child. • Keep matches and utility lighters out of the reach of children — up high in a locked cabinet. • Never leave children alone in room with a lit candle. • Keep the floor clear; don’t trip over kids, toys, pocketbooks, or bags. • Make sure your smoke alarms are working. Test them by pushing the test button. Thanksgiving fire facts • Thanksgiving is the peak day for home cooking fires, followed by Christmas Day, Christmas Eve, and the day before Thanksgiving. • In 2017, U.S. fire departments responded to an estimated 1,600 home cooking fires on Thanksgiving, the peak day for such fires. • Unattended cooking was the leading contributing factor in cooking fires and fire deaths. • Cooking equipment was involved in almost half of all reported home fires and home fire injuries, and it is the second leading cause of home fire deaths.

As the chairman of the Council for Virginia Career Works (VCW), Piedmont Region, I frequently receive updates on the status of unemployment claims in the state and Orange County. Unemployment claims are processed by the Virginia Employment Commission and their workload has grown exponentially since the COVID-19 pandemic. During 2019, about 11,000 claims were filed each month. Since March 15, that number has grown to 300,000 claims per month. Over one million claims have been filed in the seven months since the beginning of this year. That is more than were filed in the last five and a half years. 91 percent of the claims were paid within 14 days, and over $6.2 Billion was paid since March 15. Over 60,000 of the claims were flagged for administrative hearings resulting in initial delays or denials of benefit payments. Benefits can be denied for several reasons including ineligibility, having been fired for cause, failure to file weekly certification, incorrect social security or bank account numbers and previous disqualification for benefits. In Orange County, unemployment claims peaked in March and April at about 400 to 600 per week with the maximum number of claimants at about 1,800. Recently claims have dropped off to about 40 per week and about 400 now receiving unemployment benefits. This would represent about 3% of the workforce receiving claims. That does not represent the unemployment rate, since not all unemployed are eligible for benefits. The best estimate for the unemployment rate is 5% for Orange County and about 6% for Virginia. VCW Piedmont implements the Federal Workforce Investment and Opportunity Act which provides funding for adult, youth, and dislocated workers. It provides a variety of services including career assessments, education and training, resume writing and assistance to employers needing to fill positions. It is rewarding to see some of the success stories for individuals using VCW Piedmont services even during the COVID-19 pandemic. One single mother was able to obtain her Certified Nursing Assistant license and is now employed in that area. Another man, recently released from the Coffeewood Correctional Center, is now employed as an assembler in a cabinet manufacturing firm. Another case involved a man who wanted training to get a commercial driver’s license, but whose driver’s license was suspended because he was behind in child support. His career support specialist worked with the child support enforcement office to get this man’s license restored and kept that office appraised of the man’s training progress. The man completed training, received his CDL, and is now fully employed and making full child support payments. The child support enforcement office has asked VCW Piedmont to accept other referrals for training. As the weather changes, we begin to plan for the holidays and time to gather with friends and family. This year will certainly look different; however, we ask that you keep fire safety in the kitchen in mind as you plan for your holidays. Did you know? Home fires caused by cooking peak at Thanksgiving and Christmas. In 2018, fire departments responded to an average of 470 home cooking fires per day.
