Yienger Completes Birthday MCM10K

2018 Christmas Tree Lighting Ceremony

When Lake of the Woods resident Coral Yienger celebrated her 90th birthday, she checked off a 45-yearold bucket list item by completing the Marine Corps Marathon 10 K run.

Long before the bucket list came into popular use, Yienger decided one of the things she hoped to accomplish in her life was to run a marathon. In later years, heart troubles convinced her that a full marathon run was no longer a practical aim. Still, when her children pressed her to decide on a special way to commemorate her 90th birthday, she chose this sub-event of the annual Marine Corps Marathon.

Special Board of Directors Meeting/Retreat October 30, 2018, Unapproved Minutes 6:00 p.m., Community Center

As we approach the holiday season, I wanted to take this opportunity to reflect on all the wonderful people that we have here in LOWA. I am grateful for all of the volunteers and staff that we have who work so hard to keep this organization working like a well-oiled machine.

I am also thankful for all those who work to serve our members and our community through charitable causes and service groups.

Thank you for the privilege of serving you as your board president, and I wish you and yours a very Happy Thanksgiving!

Clubhouse Area Recreation Complex Project Update

Call to Order With a quorum present, President Wilks called the meeting to order at 6:00 p.m. in the Community Center for the purpose of discussing the annual update of the Reserve Study prepared by Miller Dodson. Associates.

1.3 DISCUSSION: Annual Update of the Reserve Study Prepared by Miller Dodson Associates.

The General Manager, Assistant General Manager, Finance Director and Facilities Director presented background information regarding the annual update of the Miller Dodson Reserve Study and responded to questions from the Directors.

During their detailed review of the Reserve Study, Directors made the following motions: (D-18-112) Motion by Clawson that the Board approve removing from the reserve schedule (i.e., Do Not Reserve) that portion of Item 82 on page B08 (TV System, FY2019-20) representing replacement of televisions at the Clubhouse, in favor of replacing TVs as needed as part of expendable furnishings from the operating budget; and retain that portion of Item 82 representing the sound system in the amount of $3,500. Vote: Yea: P. Brown, H. Brown, Clawson, Wilks, Zukowski and Diercks. Nay: Hoh. Motion passed 6 to 1.

Motion by Diercks, passed unanimously, to move Item 741 on page B55, Stormwater system management, in the amount of $50,000, from FY2021-22 to FY2020-21.

Motion by Zukowski, passed unanimously, that the Board approve removing from the reserve schedule (i.e., Do Not Reserve) Item 382 on page B31, Cushman Core Harvester, in the amount of $13,000 from FY2021-22.

Bidding: Complete. Board awarded construction contract to Wack General Contractor (Thos. J. Wack Company) May 16. Contract executed June 8.

Call to Order 1. EXECUTIVE SESSION Motion by Zukowski, passed unanimously, to enter into Executive Session at 8:34 a.m. for the purpose of consulting with legal counsel. Motion by P. Brown, passed unanimously, to exit Executive Session at 10:05 a.m.

3. REPORTS 3.1 Reports from Orange County Board of Supervisors Supervisor Lee Frame reported the Board recently authorized a contract for $12 million to build a new Public Safety Facility. This will house the 911 Center, the County’s IT infrastructure, Fire and EMS Departments and the Sheriff’s Office.

Discussions with the Town of Orange on easements for the broadband cable are moving ahead. A European firm that manufactures cold patch asphalt products will be locating in Orange County and provide about 10 new jobs. As of August the unemployment rate in the County is 2.9%, which is about the same statewide. There have been several new small business startups. The County has 29 children in foster care, and could use more foster parents to provide homes for them. The County Library reported they have had 160k visitors this year. Donald Embrey was recently appointed to the Library Board. Mr. Frame encouraged members to attend the joint meeting of the Supervisors with the LOWA Board on November 14 at the Clubhouse.

Have you scheduled your Thanksgiving guest arrivals through our dwellingLive Visitor Management System? It helps save time at the gate as your dinner guests arrive on one of the busiest days of the year.

I am reminded to “be a thankful person,” for the many blessings we have in our country and in our community. At the holidays I am especially thankful for the men and women who comprise the workforce here at LOWA. In addition, many others volunteer time to serve on boards, committees and clubs that help make our community like no place else in Virginia.

In Virginia, reckless driving is a Class 1 Misdemeanor, and the typical fine is $250. These offenses cannot be prepaid.

As the days get shorter, please take extra precautions as you drive LOWA’s roadways. LOWA Security’s primary duty is to enforce the speed limit. Security also enforces the laws governing secondary roads in the Commonwealth of Virginia, including proper vehicle registration and operator licenses. Happy Thanksgiving!

Board Amends LOWA Regulations to Prohibit use of Electronic Smoking Devices in LOWA Buildings The Board of Directors approved amendments to LOWA Regulations IV.F, VIII.A.4, XII.E.1, and XVII.D.1 at its Nov. 3 meeting. The amendments are effective immediately.

What has changed: The amendments provide clear guidance regarding the prohibition of smoking, including electronic smoking devices such as vaping, e cigarettes, etc., in LOWA buildings, vehicles, enclosed spaces, pavilions and gazebos on LOWA-owned property, including the Clubhouse, swimming pools, and the Community Center.

The amended regulation sections read as follows: IV. INDIVIDUAL BEHAVIOR Sections A-E and G-H remain the same.

F. SMOKING 1. Smoking, including the use of electronic smoking devices is prohibited in LOWA buildings, LOWA vehicles and enclosed spaces, pavilions and gazebos on LOWA -owned property; provided however, the General Manager may designate areas where smoking, including the use of electronic smoking devices, is permitted. The General Manager may designate areas where smoking is permitted.

2. For the purpose of this Regulation “Electronic Smoking Device” means any electronic device that can be used to deliver an inhaled dose of nicotine or other substance, such as an e-cigarette, e-cigar, e-pipe e-hookah, or vape pen, or under any other product name.

VIII. USE OF THE CLUBHOUSE A. GENERAL 1. No alcoholic beverages are permitted in the Clubhouse except in strict compliance with Regulations established by the Alcoholic Beverage Control Board of the Commonwealth of Virginia.

2. No outside commercial catering will be permitted in the Clubhouse OR on its grounds without the express approval of the Board of Directors.

3. The various facilities of the Clubhouse will be open at such hours as are determined by Management and the membership will be informed of those hours through the various LOWA means of communication.

4. Smoking, including the use of electronic smoking devices, (see IV.F.2.) is not permitted in the Clubhouse or on the Clubhouse Deck.

Smoking, including the use of electronic smoking devices may be permitted in designated areas outside.

5. For the purpose of this regulation, Management shall be interpreted to mean the General Manager or the General Manager’s designee.

Designees include Assistant General Manager, Clubhouse Manager, Clubhouse Management Consultant, Dining Room Manager or other employees as necessary. (2/2009) Sections B – F remain the same.

XII. USE OF THE SWIMMING POOLS Sections A – D remain the same.

E. RULES OF CONDUCT 1. Water Safety Rules pertaining to the pool and pool areas, including but not limited to the following, will be posted and enforced at all times: *No pushing, running, dunking, wrestling or other actions that could result in injury; *No fireworks, sparklers or explosive devices; *No weapons of any type; *No spitting, lewd behavior, abusive or foul language; *No chewing gum or glass containers;

*No alcohol, except for events with written approval of the General Manager; *No illicit or illegal drugs; *No smoking; including the use of electronic smoking devices (see IV.F.2.); *No throwing objects or playing on the pool deck; *No prolonged underwater swimming for time or distance.

2. Playing water games in the Pool is subject to lifeguard approval.

3. Only Type II or Type III Coast Guard approved personal flotation devices (PFD) may be worn by children with adult supervision. The following flotation devices are not permitted in the pools: rafts, arm water rings, water round rings, and swimsuits with flotation devices. Exceptions to the abovementioned flotation devices may be used during instructor-led aquatic classes.

4. Kickboards may only be used in the lap lanes.

5. Noodles may be used in the shallow end of the pool, but not in the deep end or lap lanes.

6. Consumption of food and beverages will be limited to the designated table areas provided at the pool facilities. Members/tenants/guests are responsible for cleaning up their area before departing.

7. Designated lanes are for lap swimmers only.

8. In addition to the rules herein, use of diving board and slides is also subject to any and all rules and regulations. (6/3/17) The Association, Board of Directors and lifeguards will not be held responsible for loss or damage to any personal property of any kind.

These rules may be revised or amended at any time at the discretion of the Board of Directors.

Patrons who violate these rules or a reasonable request of staff may be ejected from the pool and pool area(s) and shall be subject to any and all applicable sanctions authorized by the LOWA’s Declarations, Bylaws, these Rules and applicable law or regulation.

XVII. USE OF THE COMMUNITY CENTER Sections A- C and E - G remain the same.

D. CONDUCT 1. Smoking, including the use of electronic smoking devices, (see IV.F.2.) is not permitted in the COMMUNITY CENTER. 2. No advertising shall be permitted except as approved by the Management.

3. No items shall be stored in the COMMUNITY CENTER without express permission of the Community Operations Manager or GM. 4. No publications, pictures, decorations, dished, utensils, or other articles or property of any kind shall be removed without permission from the Management.

5. Flowers and shrubbery around the grounds are not to be cut for personal use.

6. Pets are NOT permitted in the COMMUNITY CENTER without the express permission of the Community Operations Manager or General Manager. A person with a disability shall have the right to be accompanied in and around the Community Center by a dog trained and in service as a service animal. (1/2013) 7. Rough or boisterous conduct or use of profane language is not permitted.

8. Telephones will be used only for official LOWA business or in the event of illness or other emergency. Telephones may be used for short messages, such as a request for pickup after an event.

9. Suggestions and complaints should be made to the Management directly, or in writing, for appropriate action.

10. No items shall be left in the refrigerator overnight without the express permission of the Community Operations Manager or the GM. 11. Users are liable for damage caused to LOWA property and / or the property if individuals or groups that have prior permission to store items in the COMMUNITY CENTER. Effective: November 3, 2018

Tips on Bicycle/Pedestrian Safety

In the most recent Safety and Security Committee meeting, some safety issues were brought up about vehicles vs bicycles and /or pedestrians. With that in mind, I put together these reminders: 22 24

Thanksgiving, Pro Shop opens from 9 AM-2 PM (shotguns off at 9 AM) 8th Annual Turkey Trot, 8:30 AM Start

On Saturday, Nov. 3, Lake of the Woods hosted the Golf Channel Amateur Tournament. The golfers played our course and everyone enjoyed the event. They have already rescheduled the event for the summer of 2019.

On Saturday, Nov. 24, we will have the Eighth Annual Turkey Trot. The walk/run will start at 8:30 AM. Please bring a donation of a non-perishable food item for the Wilderness Food Pantry. You will get a 20 percent discount on your meal at Fareways Café after your walk. The first 60 participants will receive a cell phone charging stand. You can sign-up in the Pro Shop. I’ll see you on the course!

Bicycles are vehicles when ridden on roads and streets: Follow rules that apply to drivers of vehicles: • Obey all traffic signs, signals, lights, and markings • Ride on the right side, with traffic • When turning, use motor vehicle turn lanes • When significantly slower than other traffic, travel in the rightmost lane or any designated bike lane or paved shoulder • Ride single file when moving slower than traffic • When riding on the sidewalk or paths, call to pedestrians when approaching from behind and to pass, and give right of way to pedestrians Always: • Use hand signals for turns and stops. When turning or crossing, look LEFT-RIGHT-LEFT • Carry children securely in special seats or trailers • Use white head lamps visible 500 feet, rear reflectors, and a red taillight when bicycling between sunset and sunrise Don’t: • Carry passengers on bicycles built for one rider • Wear earphones in both ears

Motorists must respect bicyclist and pedestrian rights: • Approach and pass bicyclists at a reasonable speed and with a safe gap of at least 3 feet • Always yield to pedestrians and bicyclists who are crossing the road in a crosswalk, especially when turning • Allow pedestrians time to cross safely • Don’t drive and use mobile devices • Come to a full stop for a blind pedestrian crossing with a cane or guide dog (non-compliance is a Class 3 misdemeanor) Bicycle Helmets: Everyone should wear a helmet while bicycling. While there is no statewide helmet law in Virginia, helmets greatly reduce the risk of serious brain injury from a bicycle crash.

Crosswalks/Pedestrians: Pedestrians are required by law to cross at crosswalks whenever possible. Many pedestrians are struck by cars when they cross mid-block, between intersections. So be alert!

Before crossing, stop, look LEFT-RIGHT-LEFT, and over the shoulder for turning traffic. Pedestrians: don’t disregard traffic! Though pedestrians have the right of way, the Code of Virginia says: “No pedestrian shall enter or cross an intersection in disregard of approaching traffic.” Motorists and bicyclists must yield to pedestrians in crosswalks.

Passing School Buses in LOW Just Got More Expensive

As the Communications Manager, I have had the pleasure of working to improve our online tools and resources for our members. In September of 2017 we launched a newly redesigned website for www.LOWA.org. Since then I have added many new features, such as the site search engine.

To help our members better navigate a site that is loaded with content, nearly 1,400 indexed web pages and documents per our site search engine, I offered a website tutorial on Nov. 8 and my plan is to offer more opportunities in the future. I have also created a video tutorial which is now available on www.LOWA.org/TV18, Facebook and Comcast TV18.

We have a large population of members with a wide variety of technical abilities, and large websites like ours can often be intimidating. Additionally, as an HOA, we often use language that may be unfamiliar to most of our members; this can make it difficult for members to find what they are looking for.

For example, a member may search for a “Home Sale Packet” or “Inspection Packet” when the language that we use is “Disclosure Packet.” This can cause frustration for most members who are unfamiliar with HOA jargon. If you are uncertain of what you are looking for, or what you need, then I encourage you to contact member services at 540-972-2237 and they will help you figure it out.

Lastly, the latest update of the website features a brand new boat test page. All members and guests must pass the LOWA Boat Test prior to operating a watercraft on our lakes. In recent years, the old boat test site (designed in 2011), had become obsolete and was very complicated for members to use. The new test is now fully integrated into the LOWA. org site, and does not require a separate username and password. It utilizes Google Forms for the test and is now much easier and more intuitive to use. Security will also have easier access to members’ pass / fail status so members just need to retain their test results email in lieu of a certificate. The new test can be found at www.LOWA.org/BoatTest.

The Board of Directors, at its Nov. 3 meeting, approved a policy change to include passing a school bus with its loading/unloading signals activated, to the offenses for which Orange County traffic citations may be written by Special Conservators of the Peace (SCOP)-qualified LOW Security officers When, in 2014, the Board successfully requested that the Orange County Supervisors designate LOW roads as “highways” for the purposes of law enforcement, they specified that our Security Officers would only use the new authority to issue traffic citations enforceable in Orange County courts for excessive speed violations within the lake, defined as traveling more than 20 miles per hour faster than the posted speed limit.

The Board’s new action will allow our SCOP’s to issue citations (for passing a school bus which has activated its signals) that will be enforceable in county court. Previously, traffic citations issued for driving violations within the lake were handled exclusively by the Legal and Compliance Committee, and, were limited by Virginia Code to a maximum fine of $50. The new citations will allow Virginia points to be assigned, as well as fines higher than LCC fines.

Passing a school bus is classified as reckless driving under the Code of Virginia, and is punishable by a fine of $250 and the assignment of six points.

Allied Universal, LOWA’s Security provider, is contractually committed to having one SCOP-qualified officer on each shift, although in practice some shifts may have more than one.

On Saturday, Dec. 15, Friends of Wilderness Battlefield will host our 10th annual event: A 19th Century Christmas at Ellwood Manor.

The doors will open at 9 AM, and children of all ages may visit with Santa and enjoy making period arts and crafts until noon. Parents will want to be sure to bring their cameras! After Santa departs, the house will remain open until 2 PM. The house will be open again on Sunday, Dec.16, from noon to 3 PM, with live period music provided

by Evergreen Shade, for visitors who would prefer to enjoy Ellwood in a more relaxed setting. Friends of Wilderness Battlefield volunteers will be available to talk with visitors about the history of the house and volunteer opportunities with the organization throughout the day.

As always, this event at Ellwood is free and open to the public.

His talk will look at the man who once was the most aggressive division commander the Army had; his noisy, rapid climb through the high command of the Army of the Potomac; and his performance at Chancellorsville (April 30 – May 6, 1863). It’s a case study in how responsibility modifies behavior.

Boy Scout Troup 197, sponsored by the Lake of the Woods Church, supported the Germanna Historical Society with the construction of two benches, a picnic table, and a cooking and preparation table. Life Scout Matthew Delahoussaye devised and directed this activity as a part of his Eagle Scout Project.

The benches and tables were constructed at LOWC’s scout cabin and then moved to the Germanna property where they are now supporting members and visitors. In a previous Eagle Scout project, now Eagle Scout Christian Colson designed and built an outdoor chapel for the scout cabin. Christian received scouting’s highest award for this work in a ceremony on June 2, which included a special segment of the ceremony based upon his membership in the Brotherhood of the Order of the Arrow, the national honor society of the Boy Scouts.

Our troop has been very active serving our community in a variety of other projects including conducting numerous old and worn-out flag retirement ceremonies and maintaining firewood for those in need during the wintertime.

We are especially proud of the very high percentage of our scouts (many times higher than the national scouting average) who obtain the coveted Eagle Scout status by virtue of their contributions to our community.

Our fundraising activities (waffle breakfasts at the church, selling Christmas wreaths and supporting the Marine Corps Marathon through after-race road cleanup) make possible our summer camping trip to Camp Shenandoah, as well as the fall Apple Harvest Camporee in Palmyra, the Camp Crockett camping trip to Madison, which included forestry merit badge training at James Madison’s Montpelier, and the future Klondike winter camping trip, where we will design and build sleds for carrying cold weather camping gear.

The Lake of the Woods scouts of Troop 197 would like to thank LOWC and our community for all of their support. Our goal is returning this support by helping our neighbors through community programs. We encourage all of you to help to make this possible by purchasing Christmas wreaths at the LOW front gate over Thanksgiving weekend.

LOW Community

The LOW Veterans Club will hold its annual Christmas Party Dinner on Friday, Dec. 7 at the Clubhouse. The dinner service will begin at 6:30 PM while attendees listen to DJ Dicky Estes, who will continue until 10 PM. Favorite World War II requests will be played, along with other tunes.

Additionally, the dinner will feature a Christmas tree decorated with pictures of veterans. Any veteran may submit a picture (in uniform) prior to Dec. 1. Also, a submitted picture of family member in uniform is welcome.

Members of any armed service and their guest are encouraged to attend.

Business attire is suggested and tux is optional. Wearing of military medals or ribbons on lapels is encouraged.

Reservations can now be made for the Christmas Party. The cost of the dinner is $25 per person. The menu consists of one of four choices, which include Chicken Chardonnay, Chancellor’s Beef, Tilapia with Lobster Cream Sauce, and Stuffed Acorn Squash.

“I had 30,000 people at my birthday party,” Yienger said, grinning.

With 21 family members spanning four generations and additional friends running with her as Team Tutu, she completed the 6.2 mile run on Oct. 28.

Never a previous runner, Yienger began her preparation some three months earlier, walking 6.2 miles in her home, monitored by her Fitbit, and eventually running the first three miles.

About six weeks prior to the big date, however, a bout of Plantar Fasciitis derailed her preparations. It took two weeks for her to get on her feet again.

“I wasn’t really in very good shape,” she recalled.

Nevertheless, she finished the 10K in just over 2 hours and 14 minutes, finishing ninth in the Over 80 age division, and was presented an MCM10K finisher medal.

Yienger has lived in Lake of the Woods for nearly 20 years, first on Creekside Drive, and more recently on Confederate Drive. “I married into this house,” she said. Twice widowed, she lost her second husband, John, some six years ago.

She remains active with the Square Dancers, the LOW Visual Arts Council, Freethinkers, and the new Meditation group. She particularly credits her participation in Donna Jackson’s fitness class with helping to ready her for her 10K birthday run.

And for her next birthday?

“I want to skydive next year,” Yienger says, with a grin.

New officers for 2019 will be introduced at the luncheon and members who contributed to the club’s success during 2018 will be recognized.

The cost of the luncheon is $25, including the meal, taxes and gratuity.

There was a very good turn out as the past year’s events were reviewed, tournament trophies awarded, and the new board was inducted. The Hospitality Committee, chaired by Nadine Daniel, did a great job of decorating the tables in the clubhouse and a delicious luncheon was served very efficiently by the clubhouse staff.

November 3 Minutes from p. 3 3.3 Report from Allied-Universal Security Chief Scott Walker reported that Trick or Treat at the Clubhouse attracted over 400 children.

He and Director Diercks met with residents of LOW Section 16 to discuss camera and gate systems for the entrance area on Rapidan Road.

He reported that around October 14-15 there were several “car-shopping” incidents reported at Freedom, Saylor’s Creek, Liberty and Parliament roads; several items were stolen from unlocked vehicles and some have already been recovered. Statistics of note for the month of October included 8 thefts, 3 incidents of vandalism, 15 animal complaints, 3 motor vehicle accidents, and 18 medical responses. Staff responded to 211 calls for service and issued 107 traffic summonses.

3.4 Report from LOW Volunteer Fire & Rescue: No report available.

3.5 Report from Orange County School Board Representative Jim Hopkins reported that Superintendent of Schools Dr. Cecil Snead has moved his family into LOW. The FCC has approved a 1-year extension of the school broadband project which should save taxpayers about $500k. He encouraged members to attend the next School Board meeting on November 5 at 6:00 pm. at the Locust Grove Middle School. The Robotics Competition will be held November 17 at Orange County High School.

3.6 Reports of Officers The President, Vice President and Secretary had no report.

Treasurer Hoh reported that the Investment Committee met this past Monday. The good news is our investments are secure, but it was noted interest rates are going up along with inflation. The Finance Committee will be meeting on November 5 at 7:00 p.m. in the Community Center and will be open to members.

A. Executive Session Actions: None B. Committee Liaison Reports Director Pete Brown explained the need to upgrade our Route 3 community boundary due to anticipated significant future increases in pedestrian and vehicular traffic, and commercial development and activity.

A preliminary draft for a LOWA Security Fencing Ad Hoc Committee Charter of limited duration was also presented for Board review and comment. No action was taken to approve a Charter at this time.

3.7 Report of the General Manager, Phil Rodenberg A. September Financials In September LOWA collected $114,451 in current year lot assessments, for a total of $5,516,280, or 82% of the FY2018-19 lot assessments billed.

As of September 30, the Preliminary Unaudited Budget Summary shows a favorable variance of $126,563. The reasons for the negative variances in the Golf, Equestrian and Security Operation Centers were discussed. Winter staffing at the Golf Course will be scaled back to save on expenses.

B. Lakes Management Report On October 24, LOWA hosted a mandatory pre-bid meeting for four contractors that expressed an interest in the 14th Pond Retrofit/Forebay project.

C. Clubhouse Area Recreation Complex Project Update Olympia Pools reported that the excavation of the pool is complete and they are working on installing the plumbing. Bieringer Concrete has dug footers and set piers.

D. Other Business The LOWA Grounds crew completed storm recovery maintenance to all beaches. E. coli levels tested very high in one of the coves on the main lake this week due to an RSA force main break. This will be monitored.

On October 24, Applications By Design, Inc. Sales Manager Chuck Eberle gave a presentation of their software package for gate and amenity access and visitor management. The next step would be to develop and release a Request for Proposal for the project.

At the request of the Board, management investigated the use of hydroraking for removal of rooted vegetation in the lakes. Details of its usefulness and advantages were shared with the Board, but management is not recommending it at this time.

3.8 Committee Reports Golf Committee Chair Earl Porter summarized the projects the Committee has been working on since his last update. The Committee is recommending the Board use a “three-year average” as a basis for development of the next Golf budget and keep the fees the same as last year. They would also like to raise revenues through better marketing strategies. Areas of concern are security, and more money for tree removal and marketing initiatives.

4. PRESENTATION - Planning Committee Priority List of New Asset and Improvement Projects in the Five-year Capital Plan.

In order to assist the Board with preparing the FY2019-20 budget, Planning Committee Chair Allie Felder presented the results of the Committee’s review of proposed Capital Projects for FY2019-23 and recommendations they are making to the Board using ranking and scoring criteria for each project. He explained the steps in the process used to evaluate each project and submitted a detailed table itemizing all projects, including comments on the rationale used to prioritize them. He responded to questions from Board members.

The Committee plans to participate in the budget hearings with the Board later this year.

5. Member Comments on Business Agenda Two members reported severe flooding events on their property and requested LOWA help evaluate the problem and provide guidance to improve stormwater management.

9. Director Comments Director H. Brown advised members to call RSA or REC and Security for any emergency water/sewer or electrical problems. Director Zukowski said LOWA has saved money as a result of some members paying their CARC assessments early. Director Diercks said that residents of Section 16 are strongly in favor of installing video camera surveillance, but do not yet agree on the installation of a gate. He also assured the community that stormwater management remains one of the major Board goals for next year.

by Lee Frame, District 5 Supervisor The Finance Office recently provided the Quarterly Financial Status Report for the fourth quarter of FY 201718. This report provided information on the financial results for the entire past fiscal year. Comparing this fiscal year to the previous year showed revenue up by 1.9 percent and expenditures down by 4.7 percent.

Most categories of tax revenue were within about 1 percent of the previous year’s numbers. However, fees associated with new construction such as building permits, plat reviews and erosion and sediment control plans showed an 11 percent increase. The Local Government Investment Pool, where we keep our funds until they are expended, resulted in significantly more revenue due to the increase in yield from 0.5 percent to 2.0 percent.

The 4.7 percent drop in expenditures was driven mostly by a very large transfer to the capital projects fund last year that was not repeated during the 2017-18 fiscal year. Otherwise there were some significant expenditure increases over last year. One of the largest was associated with public safety including the Commonwealth Attorney, the Sheriff’s Office, 911 Dispatch consolidation, Fire & Rescue Services and Corrections and Detention. This was a $1.4 million or 10.9 percent increase, mostly for the county contribution to the Central Virginia Regional Jail. Another major increase, which I have mentioned in past articles, was for the Children’s Services Program which increased 10.2 percent. This program funds foster care, special education private placement and residential care. The residential care decreased, but costs for foster care increased 37 percent and special education private placement increased 52 percent. Another area of direct service to the citizens is the landfill, including all the waste collection sites.

Orange County has self-insured health insurance plans. During the previous fiscal year 2016-17, expenses exceeded revenues due to a heavier than expected claim volume. As a result, we budgeted an increase for the FY 1017-18 fiscal year. However, this last year’s actual monthly claims were about 13 percent lower than budgeted so the self insured fund reserves increased and instead of an anticipated 8.0 percent increase for the next 2018-19 fiscal year, we should see a 2.3 percent decrease.

The Orange County Office of Economic Development continues to promote Orange County as a place to do business. Their recent quarterly report indicated that they are actively working 21 different business prospects with a potential capital investment of $22.4 million and 142 new jobs. The majority of these prospects are in agribusiness and manufacturing. They are also pursuing another dozen leads. The county’s Economic Development Authority sold some land in the Industrial Park to a company making cold patch asphalt repair material. This company is making a $2.3 million investment and plans to provide 10 jobs at an average annual wage of $57,000. The quarterly report also indicated that the county unemployment rate in August was 2.9 percent, down from 4.2 percent two years ago. The county unemployment rate is the same as Virginia’s, which was one percent less than the national rate. This low unemployment rate is great for people seeking jobs, but makes it difficult for local businesses to find employees.

(Resolution 2018-23) (D-18-118) Motion by P. Brown, passed unanimously, that the Board adopt Resolution 2018-23, a General Resolution, authorizing LOWA Security Force Special Conservators of the Peace to issue County Uniform Traffic Citations when drivers pass a school bus with flashing lights.

7.3 Consideration of Approving Union Bank and Trust Resolutions and Internal Control Policy and Procedures. (D-18-119) Motion by Hoh, passed unanimously, that the Board approve Union Bank and Trust Resolutions, including LOWA internal policies included therein.

In addition, the Investment Committee approves all new investments and directs the transfer of all funds between accounts, and authorizes the Director of Finance to communicate the Investment decisions and transfers between accounts to the Raymond James Financial Advisor.”

The General Manager provided background information on the Fiveyear Capital Plan prepared by the Planning Committee which will be used by management to prepare the FY2019-20 budget. Discussion today is preliminary preparation prior to further discussion and final adoption of the Five-Year Plan (FY2019-23) for planning purposes at their November 13, 2018 Board meeting. The Plan included a timeline and incorporated Board goals for the coming year.

Motion by Diercks that the proposed Five-year Capital Plan budget for FY2019-20 be amended to include a new item for stormwater management in the amount of $100,000.

Vote: Yea: Diercks, Clawson, P. Brown and H. Brown. Nay: Hoh, Zukowski and Wilks. Motion passed 4 to 3.

7.6 Consideration of Approving and Authorizing the President to Sign a Right-of-Way Agreement with Rappahannock Electric Cooperative to Relocate and Bury a Power Line at the Clubhouse and Pool/Fitness Center Building. Member General Comments Former ECC Chair Mike Musatow offered the Board a number of points to consider and investigate prior to undertaking any action to eliminate flooding or formulate any long-range plan. External Affairs Chair Doug Rogers provided more information on progress being made by the Ad Hoc Working Group exploring and finding solutions to bring broadband to LOW.

Five years ago, when I started with Toastmasters, I was not afraid to speak, but I was afraid to make mistakes and make a fool out of myself. I had done that in the past over 20 years ago, and when I walked off the stage, I said that would never happen again. My never happen again was to never speak in front of a group of people. In 2009, I was afforded the opportunity to speak at a convention in front of 1,200 people. I was comfortable and knew my business, but never looked at myself as a speaker; yet I was earning money by talking to people. So why did I decide to join Toastmasters?

Because I knew there was room for improvement, and Toastmasters offers a self-improvement program that helps people gain confidence.
