Santa to Visit Lake of the Woods

by Carolyn Brodeur, Communications Manager With many holiday events canceled, LOWA wanted to create some opportunities for members to take those great holiday family pics that they can share with people. Carolyn Brodeur, LOWA Communications Manager, reached out to Lake of the Woods Arts and the LOW Woodworkers Club who worked their Christmas magic to pull this project together.

There will be photo op sites that will be available for members to use at any time. The sites will both be in the area near the Clubhouse/Fitness Center LOW Arts members (L-R) Patty Bell, handicap parking lot and the LOWA Jill Iglehart, Pete Brown, Jen Heinz, Christmas tree. The official sites will be and Sallie Wallace put finishing unveiled at the Dec. 4 Virtual Christmas touches on the Photo Op Sandwich Tree Lighting Ceremony.

Attention residents! We have a special visitor taking time out of his busy schedule to come and visit you just before the holiday. The Lake of the Woods Volunteer Fire & Rescue Company Inc., will continue its tradition this year as Santa Claus will be visiting the various residents, and businesses, located in the Locust Grove, Germanna and Wilderness areas of Eastern Orange County along Route 3 and Route 20.

Santa Claus is once again partnering with your local volunteer fire and rescue members to visit the community on the evenings from December 18, 19, and 20.

This holiday season is a bit different than in years’ past. Because of the pandemic, Santa will be unable to stop and take pictures or interact with community members.

Even though he cannot meet you personally, Santa is excited to spend time passing through our community and greeting all of you. Santa and the fire department have developed a route that will be posted to our website and our Facebook, allowing us the most efficient way to pass by and give you a big, jolly hello!

“We have heard from many residents that this tradition is one that they look forward to each year and that this year especially having Santa visit was very important to the community, adults and children alike,” said Fire Chief Mike Cianci.

Please understand that, due to a variety of safety constraints, Santa and our firefighters will not be able to stop and interact. Instead, you will get to see them in the big red fire truck as they wave hello all along the way. We ask that you please keep in mind the CDC’s COVID-19 distancing guidelines and ask that you do not create a traffic hazard by standing in or parking in the road.

What do you think of the “For the sake of the lakes, Please rake” signs at our mailbox stations? Send me an email at bodzukowski@gmail.com.

There are a few reminders I would like to highlight.

The first addresses walking in the dark. If you need to walk after dark, please take a flashlight, wear something reflective (like a vest or headband), make sure your dog is wearing a reflective collar, wear light colored clothing, anything that will help drivers see you. If you are wearing all black and walking on the edge of the road, it is difficult for drivers to see you.

Second, please take down your signs. We get emails and phone calls from members asking why aren’t the signs down? We’ve sent reminder letters to members whose signs are still up. Please, as a courtesy to your fellow members, take your signs down.

Third, a word about lake violations. In the past, the Lake Patrol’s focus was on educating lake users when they were in violation. Lake users tended to shrug it off. The LCC is now recommending the Board suspend lake privileges for 30 days during the boating season for two violations. We want you to enjoy your time on the lake, not suffer two violation charges and a thirty-day suspension.

By the time you’ve read this article, the Board will have attended budget hearings with the Finance and Planning Committees and Management.

The 2021-22 draft budget is conservative. We do not know what the effects of COVID will be in the next fiscal year, even if we have a vaccine. As mentioned in two previous articles, the Board’s number one goal is to keep the assessment from going up more than 3%. Management was able to pull it off despite our amenities bringing in less revenue. Thank you, Charlie and Phil. Thank you also Walt, for recommending a conservative budget.

I hope everyone had a terrific Thanksgiving holiday with family and close friends. LOWA Security reports the overall gate count on Thanksgiving was down compared to last year, signaling less travel in this COVID-19 sensitive environment.

Nobody likes to be stuck in traffic at the Back Gate behind a nonbarcoded vehicle, especially a large truck. Despite all the signs on Route 601, we still have non-barcoded vehicles trying to enter. “It happens every day,” is what Security Chief Walker tells me. Everyone must back up to let the non-barcoded vehicle get out.

Approximately 500,000 vehicles enter through the Back Gate each year, and so an efficient operation is critical to avoiding a backup onto the two-lane Route 601 (Flat Run Road) Members call me from time to time to complain. “Can’t we do something?”

Yes, and we are always looking for one more thing to reduce Back Gate woes and lessen congestion.

The most recent thing we have done is to ask VDOT for help. With the assistance of Resident Engineer Alan Saunders of the VDOT-Louisa Residency, the VDOT Transportation Operations Center has coordinated with GPS partners/providers WAZE, TomTom, and HERE to propose routing all traffic using their services for directions to LOW to the Main Gate entrance off Route 3. This assumes LOW residents familiar with the area roadway network do not need directions to the Back Gate. Wow! If this works, it could be a real game changer.

Alan Saunders also suggests Google Map users go to the Google Maps website and send feedback that the Back Gate is closed to the public. It can’t hurt and might help!

Another thing you can do is always tell your guests, contractors, and delivery companies to use the Main Gate from Route 3. P.S. Always remind them LOWA Security strictly enforces the 25 MPH speed limit.

We will soon know if map rerouting by the GPS partners/providers makes a difference. In the meantime, please stay safe and healthy as we approach Christmas and the New Year.

Legal and Compliance Committee Supports the Referendum

Vines, The Silent Killers

Drive down any road in LOWA, look at the trees, and you will notice that quite a few of them have vines growing up into them. Some are evergreen (e.g. English Ivy) and are visible throughout the year; others are deciduous (e.g. Poison Ivy) and are less so this time of year. Whether evergreen or deciduous, they pose a great risk to the trees, and often to nearby structures or, in severe cases, people.

Vines rely on trees as a support system, and if left alone, they will grow incredibly fast (look up Kudzu), and then the damage begins.

As the vine moves up into the tree, it begins to envelop all the branches until it becomes the dominant force. The biggest threat is that the vines start to rob the tree of sunlight, and therefore inhibit the photosynthesis process, essentially starving the tree to eventual death. Before most people even notice what is going on, the vine is the only thing living, with a dead tree to support it.

As the vines continue to grow larger, the base of the tree, where the roots flare out, becomes an area where moisture is trapped around the crown, leading to possible fungal and bacterial diseases. Crown Rot is a slow unseen killer, and usually surprises people when a perfectly fine-looking tree just topples over one day.

One of the other big threats, which we have witnessed locally in the last few years, is when powerful winds blow through. When vines grow up into trees, they act like sails, and instead of blowing through the natural canopy of the tree, the vines catch the wind, and the tree is blown over.

So, what do you do now? I carefully (so as not to damage the tree bark) cut the vine around chest height, and gently pull out of the tree what I can.

Sometimes the vines are so entangled in the canopy that you cannot pull them out, so best left alone in my opinion. You have already cut off their food source, so they will eventually wither and die; they may be unsightly up in the canopy for a while but will disappear in time. The reason I cut at chest height is that is a comfortable position to work from, and I now pull the vines back as far as I can and start pulling the roots with it. Vines have very tenacious root systems as well, and when they start to grow back, I spray them out with herbicide, and monitor the area for future invasions.

When is the best time to get rid of vines? For deciduous vines, the best time is the winter months when they are dormant and do not have any leaves. For evergreen vines, any time is a good time.

Trees need attention throughout their lives and paying attention to vines that may be silently choking the life out of them will go a long way to ensure a long, healthy, and esthetically pleasing existence.

The Legal and Compliance Committee would like to stress the importance of all LOWA members casting their vote on the current Referendum.

It is the mission of the LCC to hear and resolve all allegations of violations of the rules of conduct at LOW. It is very important that all members have the opportunity to be heard, and that there is a process in place for an appeal. However, if our regulations cannot be enforced and adjudicated by the LCC, then the process must be taken through the Orange County Court systems and this requires substantial expense to all members.

Traffic summons would carry point penalties, court costs, car insurance penalties, much higher fines, and no appeal within LOWA. Enforcement of any LOWA regulation through the Orange County Court system would result in vastly increased court and legal fee costs to LOWA which would be paid with increases in your fee assessment. We find no benefit to LOWA members in these scenarios. Please cast your vote on the current Referendum and vote on both the appeal process and the ability to enforce our regulations within LOWA. Chair John Yurechko updated the Board on activities since their last report in August. They continue to implement State of Virginia Phase 3 guidelines for safety of members as pandemic conditions persist, and no Fitness Center members have been denied access due to elevated temperature readings since March. Stored equipment has been returned to the floor for use, and the Committee recommended purchase of a calf raise machine. As of November 13, there are a total of 500 Fitness Center memberships and 1018 users.

4. PRESENTATION - Golf Maintenance Contract Renewal Management has recommended that the contract with International Golf Maintenance (IGM) be renewed for one more year.

IGM Regional Manager Tyler Minamyer noted the abnormal challenges facing golf maintenance this year but emphasized their ability to adapt from a performance and safety standpoint. Teamwork was felt to be the basis for their success in the past, with IGM management working closely with LOWA staff and the Golf Committee to accomplish mutual maintenance goals and implementing good quality control standards. Costs related to wages will slowly rise between 2021 and 2026 due to new Virginia laws governing minimum wage requirements. Any cost savings will be passed along to LOWA.

7. NEW BUSINESS 7.1 Consideration of Actions Related to Covid-19 LOWA Community Activities and Business Operations.

Finance Director Charles Maneval updated the Board on our financial position and steps taken to continue to conduct business. Our financial position remains good, and we anticipate sufficient revenue from assessments and other activities to support us through the end of the fiscal year. Actual results for October came in better than expected, but more adjustments may have to be made in the coming months as we face uncertainty in the course of the pandemic. No new action taken by the Board at this time.

7.2 Consideration of Sending to the Environmental Control Committee, Rules Committee and the LOWA Attorney the Proposed Amendments to Regulation V.H.: Use of Individually-owned Property, Regarding Political Signs. (D-20-124) Motion by Wilks that the Board send to the Environmental Control Committee, Rules Committee and the LOWA Attorney the proposed amendments to Regulation V.H: Use of Individually-owned Property, regarding political signs.

Motion by Wilks, to amend the motion to change the earliest date for posting political signs from 6 weeks to 60 calendar days prior to election day.

A. Executive Session Actions Motion by Wilks, passed unanimously, that the Board suspend the boating privileges in Case #20-1117-226, effective immediately and through and inclusive of May 31, 2021; and until the individual successfully passes the LOWA Boating Test and pays all related charges.

Motion by Wilks, passed unanimously, that the Board suspend the boating privileges in Case #20-1117-122 for 30 days, effective May 2, 2021 through and inclusive of May 31, 2021.

Motion by Wilks, passed unanimously, that the Board take no further action in Case #20-1117-66.

Motion by Wilks, passed unanimously, that the Board suspend the boating privileges in Case #20-1117-76, effective immediately and through May 1, 2021, pending payment for an applicable boat decal for years 2020 and 2021 and any related charges by May 1, 2021.

B. Committee Changes: None C. Referendum Update Secretary Vickery reported 2174 ballots have been cast in the Referendum, 1492 of those were electronic ballots. This reflects no change since November 13, 2020.

5.2 Report from the General Manager, Phil Rodenberg A. Coronavirus Status of LOWA Amenities, Events, Meetings and Offices.

The GM updated the Board on the current status of LOWA community activities and business operations. Due to a recent increase in coronavirus cases in Virginia, the Governor has issued new directives that gatherings be limited to 25 people, and anyone 5 years of age or older is required to wear a face mask in public. Two employees at the Clubhouse tested positive for coronavirus, and they are being quarantined. The Clubhouse will be closed for two weeks, but plans are to make Thanksgiving dinners available for carry-out only. Members will be advised of all holiday event cancellations.

B. October Financials In October, we collected $420,907 in current year lot assessments, for a total of $6,327,681, or 87.9% of the total lot assessments billed. The delinquency rate at the end of October was 3.5%, which includes members on payment plans. As of October 31, the preliminary Unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $145,403. This was primarily a result of greater than budgeted income from NCR fees, combined with expense deferrals offset by CARC interest expense. The Equestrian Center posted increased income from riding lessons, and Community Center expenses were low without the annual fireworks and member holiday party.

LOWA is applying for a Rebuild, VA Grant offered through the Virginia Department of Small Business and Supplier Diversity. If approved, the grant would cover Covid-related expenses not covered by the Paycheck Protection Program loan.

5.3 Committee Liaison Reports Director Wilks reported that at the last ECC meeting they approved six new building applications. Added to those approved in October, that makes 14 new approvals in the past two months, in addition to other homes already under construction.

The LOW Veterans Club annual Christmas Dinner and Dance Party scheduled for Dec. 4 has been postponed until further notice. When a rescheduled date is identified, it will be publicized.

The 79th anniversary of the bombing at Pearl Harbor should not be forgotten.

This terrible event resulted in the United States becoming the leader of the free world. Plenty of American men and women went into the war as innocent young persons and returned as new world-wise experienced veterans.

The Veterans Club encourages all Photo by Bill Derryberry readers to participate in the nationwide LOW Veterans Club President “Wreaths Across America” ceremony.

Dec. 16-19 at the Quantico National Cemetery in Triangle. Times to place wreaths on graves are from 10 AM to 3:30 PM daily. These times are set aside to lay wreaths in front of over 37,000 gravestones at that location. Volunteers are needed to assist in the placement of wreaths. Volunteers place a wreath at veteran’s gravesite then “say the name” on gravestone to ensure that the legacy of duty, service, and sacrifice is never forgotten. There is no age limit to volunteer and share in this patriotic experience. Club members have and will participate in support of this recognition event. Also, the club has purchased several wreaths for placement.

The Veterans Club encourages LOW residents to visit the newly opened National Museum of the U.S. Army at Fort Belvoir. The free-admission facility traces the glorious 245-year history of the U.S. Army. The museum consists of 11 galleries with 1,400 artifacts and covers 84 acres and 185,000 square feet.

A bugler is still desired by the club. Applicants should contact the club president. LOW Veterans Club annual dues are now due. The $5 checks should be mailed to Gil Churchill at 110 Cumberland Circle, Locust Grove, VA 22508.

Once you see the studios, you will want to explore the artwork available from our artists. Our new Online Art Gallery is now open for sales on our website at www.lakeofthewoodsarts.com. Stained glass, jewelry, paintings, photography, mixed media, and pottery are all available – and more items will be added, so check back regularly. Our artists are providing prompt home delivery in and around Lake of the Woods. We aren’t shipping just yet as we get the gallery up and running, but our quick, free delivery will allow you plenty of time to ship special gifts to loved ones. We appreciate your support of local arts and artists.

We hope you will head up to the Fitness Center area and take some photos in December at the holiday “photo ops” created as a collaboration between the LOW Woodworkers Club and LOW Arts artists. Our participating artists were Patty Bell, Pete Brown, Jen Heinz, Jill Iglehart and Sallie Wallace.

There are some who see an upside to this pandemic lockdown – the people who are scared to death to get in front of a crowd and speak. Whether it’s for work, church, or some social occasion, for these folks public speaking is the most frightening thing they will ever have to do. But in this age of social distancing, we can’t have large groups, and that is a relief for those who fear public speaking. This pandemic is not going to last forever; then what?

Now is the perfect time to join Toastmasters! You can work on the skills needed to overcome that fear, all in the comfort of your home. Wilderness Toastmasters has gone virtual, with our meetings now on Zoom. All you must do is look into the camera and start speaking. And we are here to help you every step of the way. You will not only learn techniques on public speaking, but also become more comfortable with yourself. Practicing your speeches on Zoom is easy and nonthreatening. We also have programs on leadership, organization, and presentation skills.

Wilderness Toastmasters is now meeting on Zoom every first and third Tuesdays of the month at 6:30 PM. Not only is Toastmasters a great learning experience, but it’s also a place to meet new people and have some fun. Do not let the fear of public speaking hamper your work and social life. On Saturday, Nov. 14, Cub Scout Pack 197, sponsored by Lake of the Woods Church, helped clean the eight historical panels gifted to LOWA over the years by the Civil War Study Group. In addition, the Pack cleaned twigs and leaves from the Spotswood Cemetery, and the Memorial to the Fallen at Lake of Woods Church.

Inspection of the results demonstrated a great job done! We are most appreciative of the Cubs stepping forward to assist in keeping history clean!

In addition to helping keep history alive (and clean), Pack 197 joined forces with Boy Scout Troop 197, also sponsored by LOW Church, to collect over 247 pounds of non-perishable food that was delivered to the Culpeper Food Closet on Nov. 16 by leader Jack Simons.

The next meeting of the LOW Democratic Club on Wednesday, Dec. 9 at 1PM on Zoom will feature a conversation with Delegate Elizabeth Guzman, candidate for Lieutenant Governor. Delegate Guzman currently represents the 31st District, covering parts of Fauquier and Prince William counties. She was elected in 2017 and has been a champion of progressive legislation, including holding corporate polluters accountable, providing raises for teachers, and Eli za b the expansion of Medicaid to more than 400,000 e th Virginians. She serves as Vice-Chair of the House Guzm an Education Committee and Chair of the Sub-Committee on Social Services. Del. Guzman holds master’s degrees in both Public Administration and Social Work, and is raising four children with husband Carlos. We look forward to hearing about the upcoming legislative session and the platform for her candidacy.

The meeting will also include volunteer appreciation, as we recognize the many volunteers who helped during the fall campaigns that re-elected Rep. Abigail Spanberger and Sen. Mark Warner, and elected Joe Biden as President and Kamala Harris as Vice President. We’ll also thank outgoing Chair Shirley Pfile for her eight years of leadership of the Club, and Chris Carr for serving for 13 years as Historian and Chair of the Special Events Committee. Their contributions to the success of the Club over the years cannot be overstated, and we hope their many friends and fans will join us on Zoom to express our appreciation.

As we look ahead to 2021 at this meeting, we’ll also elect officers for the upcoming calendar year. Referendum!

I just received the November 6 Lake Currents and to my dismay on Page 5 is a announcement that the board is increasing its “VOTE CAST TARGET” on the referendum from 2600 to 3167.96. So after board authorization to move forward on this referendum in June 2019 now some 16 months later since they still do not have enough “Yes” votes to pass “THEIR” proposal they want to move the goal post. The current 2167.96 cast ballots has met the threshold of a “Majority” of members voices yet the board choses to ignore the majority! The limit on words imposed by the association to respond here handcuffs me from additional comments.

Ralph Debnam On behalf of our dedicated team of poll workers, we’d like to take this opportunity to thank Clubhouse Manager Ryan and Assistant Manager Eric in planning with us for and executing their necessary part in setting up the polling site for the November 3 election. In addition, we’d like to thank Chief Walker and his staff tor unlocking and subsequently securing the location, allowing for setup in the days prior to as well as Election Day (early!) morning and late at night, and providing security cones as requested by GM Rodenberg. Due to pandemic concerns we appreciate the patience displayed by voters, especially the necessary cleaning of poll booths between users.

A historic high almost 77% of registered voters in the Clubhouse precinct voted, about 53% on Nov 3 and the remainder early in-person and mail-in votes. This is an amazing display of commitment to the democratic system our Founding Fathers gave us, and we congratulate you!

The LGA is collecting for our annual LGA Christmas Families Fund to support local families in need over the holidays. Deposit your donations in the box in the ladies’ lounge at the Woods Center no later than December 15. LGA member and Food Bank volunteer, Nicki Buell, has identified a few local families who could use our support.

On Sunday, Nov. 15, members of Lake of the Woods Volunteer Fire & Rescue Company concluded their fourth annual food drive to benefit the Wilderness Food Pantry. The event certainly looked different this year, due to COVID, since volunteers were not able to have any of their firetrucks, or ambulances, stationed at the collection points. However, the food drive still added over 500 pounds of food to the shelves of the Food Pantry, located in the Locust Grove Town Center on Route 20 and over $500 to their coffers.

All funds and food collected as part of the two-day event were transferred to the pantry to help neighbors in need.

“We were so grateful for everyone in the community who helped to make this event happen, especially our local Walmart (Facility #5731) and Food Lion (Store #973) stores who allowed us to station collection boxes at their respective stores,” said Past Fire Chief and Food Drive Chairman Dick Ferguson as he surveyed the boxes and cans that were collected at the two drop off locations. “In these unusual times, families need assistance from food pantries more than ever and our local pantry continues to see an increase in the number of households in their program.”

Insurance: The biggest risk is not having any.

In past articles, I have described the history of the Personal Property Relief Act, where the state of Virginia provides partial tax relief on personal-use vehicles. This started in 2006 and was part of a Governor’s campaign promise to eliminate the dreaded car tax. The state provided a 63% car tax rebate in 2006, but due to the financial impact on the state budget, that percentage has been decreasing since then. For the last several years the state provides a fixed amount to each county. Orange County receives $2,763,073 each year and allocates that across all tax bills for personal-use vehicles in the county. The percentage changes each year, since the age and number of cars change each year and that affects the total value of cars against which that fixed amount is allocated. Usually with more people in the county having more cars and cars with greater value, that percentage decreases. This year however, the Supervisors approved an increase in the relief percentage from 32.01% to 32.64%. That is not a significant change, but, interestingly, it is a result of a 5% decrease in the total number of eligible vehicles and fewer vehicles with values over $20,000, where the value above $20,000 is taxed at full rate.

As a reminder, personal property taxes are levied on vehicles that you own on Jan. 1. If you sell it a few days later, you still pay taxes for the whole year. If you trade it in for a newer, more costly, vehicle, you don’t start paying taxes on the new vehicle until the next year. In the past, you were asked to fill out or verify a form for vehicles you owned on Jan. 1, but now the Commissioner of Revenue obtains that information from the Department of Motor Vehicles, saving you and the county time and postage.

Orange County has implemented an electronic monthly newsletter as a means of keeping residents and employees connected with their government and helping them stay informed about the people and projects that keep our community moving. The Orange County Insight offers more information about the county than I can provide through these articles. For those of you interested in more of what is going on in the county, I encourage you to sign up by going to the county website under the Communications Department.

A part of the Orange County government is the Economic Development Authority. The EDA is responsible for marketing the industrial park, and working with local, regional, and state agencies to market and promote the county to businesses. It can provide funding for matches to state incentive programs and offer other incentives to attract high value jobs and commercial development to diversify the local tax base. The EDA works to create a business-friendly environment for existing local business and any business considering locating in the county. Members of the EDA include County Supervisors and staff, representatives from the towns and one appointee from each county district. Recently, the Supervisors appointed Doug Rogers as the District 5 EDA member.

The holidays are upon us and most of us will be celebrating at home, trying to stay well and free of COVID. We expect to get back to live productions in 2021. The Players are making plans to present 4 Weddings and an Elvis in May. We plan to hold the play at the Sweetbriar Park pavilion, next to the Community Center. The performances will be May 14, 15, 16, 21, 22, and 23. We hope that a distanced, outdoor venue in beautiful spring weather will be safer for our performers and patrons.

Auditions for various roles will be scheduled in March, so if you are interested, watch the Lake Currents and our social media for time and place.
