LOW Fire & Rescue Santa Visit

We invite you to join us for some Christmas Cheer at the Annual LOWA Member Holiday Party!

Santa will be visiting our neighborhood atop Engine 29 from the LOW Volunteer Fire and Rescue Company on Dec. 13, 14 and 15. Since this is a large vehicle to maneuver, Santa will be staying on the main roads, no cul-de-sacs. A brush truck, one block ahead, will lead the procession. This will allow residents to safely make it to their door to see Santa.

Additionally, you may follow Santa’s progress on the GPS located on the LOW Fire and Rescue webpage, lowfr29.com.

This schedule is tentative and may change, based on weather or calls for service; • Friday, Dec. 13, starting about 5 PM, the procession will be from the Front Gate to Confederate Circle on the marina side of the Lake; including the major side streets, then to the Sheetz, Food Lion and Walmart parking lots.

• Saturday, Dec.14, starting about 5 PM from Confederate Drive to the Front Gate on the golf course side including the major side streets; then to the Sheetz, Food Lion and Walmart parking lots.

• Sunday, Dec. 15, one trip around Lakeview Pkwy, then to Rapidan Drive, Wilderness Shores and Somerset subdivisions, then to the Sheetz, Food Lion and Walmart parking lots.

Each night, Santa will make at least one trip around Lakeview Pkwy.

How’s your holiday season going so far? We are getting into the spirit of the season here at LOWA. I hope to see you and your family at the Member Holiday Party at the Clubhouse this Sunday (Dec. 8) from 1 to 4 PM. Last year, the Board of Directors, GM, and Clubhouse Committee greeted between 550 and 600 members and their families. Come for the delicious food, beautiful decorations, and good cheer. Thanks to the Garden Club for making the Clubhouse look festive and inviting. Thanks also to our Maintenance Department for lights and decorations at the Front Gate.

Have you seen our new Christmas tree? It is a beautiful Norway Spruce, purchased from Grelen Nursery of Orange County, and planted near the Fitness Center at the Clubhouse Complex. The Christmas Tree Lighting Ceremony is tonight (Dec. 6) at 7 PM. The Association purchased the new tree because the large Blue Spruce at the Clubhouse Complex, that we used as a Christmas tree, died as a result of construction and was removed. We received $1,000 in donations towards the purchase of the Norway Spruce from two of our contractors on the Clubhouse Complex Project. Thank you for a $500 donation from A. Morton Thomas Associates of Richmond, our civil engineering firm, and a $500 donation from Downey and Scott Construction Management Services of Warrenton, our clerk of the works firm. We appreciate it!

REPORTS 3.1 Reports of Officers President Wilks read the Public Information Bulletin he had just received from the Orange County Commonwealth’s Attorney’s office detailing the sentence handed down to Roy Mayberry today following his conviction for embezzling funds from LOWA while serving as Finance Director. The sentence was a combination of incarceration, probation, restitution and community service.

The Vice President, Secretary and Treasurer had no report.

Fiber Optic Internet to Our Homes

Have you wondered why LOW doesn’t have fiber optic cable to our homes, but some communities do?

Some interested members have been studying how we might get fiber to the homes of members. This article is the first in a series that will explain where we are, and why it makes sense for members to think about super-fast fiber optic cable.

For 50 years, LOW had cable TV and, in the last two decades, Internet.

It has evolved from basic cable played directly on TV to extra cost for premium channels, requiring a set-top box. Cable TV is a one-way electronic pipeline of programs to cable customers, all at the same time. The signal comes off fiber optic cable in some places in LOW and is transmitted by coaxial cable, through a series of amplifiers, in one direction down our streets to our homes.

Now, with internet, each person can also select what he or she wants to watch or do at any time, including, for example, viewing on-demand or streamed movies, making video calls, using email and social media, doing Internet searches, and shopping. The list of devices that use the internet is also growing. It started with computers. Now, there are tablets, smart phones, smart TVs, virtual assistants (e.g., Alexa), and video doorbells, etc.

For each individual’s added use, and for each new device, each separate electronic signal is transmitted as a unique data package, in two directions on the cable, to and from our homes. A popular streamed movie being watched by 1,000 people is transmitted separately 1,000 times through the cable system - one possible cause of that annoying “buffering”. The faster the speed of the cable and internet plan, the lower the likelihood of a “traffic jam” or slower transmission speed. Fiber optic cable is faster and has greater bandwidth than coaxial cable and is able to handle anything we might need or want in the future.

With the holidays rapidly approaching, we wanted to send a friendly reminder of what to expect with your solid waste service collection this holiday season. Our offices and Operations will be closed in observance of Christmas and New Year’s Day. During these service weeks, if your collection (trash or recycling) falls on or after the holiday, please expect to receive service one day behind schedule as detailed in the amended service schedule below: Christmas Day - Wednesday, Dec. 25 – Operations closed. Trash and Recycling services will run one day behind schedule (beginning on the holiday) and for the remainder of this week.

Save the Date for Amore III

Goals for 2020 are drawing near. December seems to be the month when people line up their resolutions for what they want to change in the New Year. Knowledge Club has some goals in mind for 2020; our first is to help you get on track with hints and tips for setting up a budget and savings for the things you want to look forward to.

Whether it is home repairs, vacation, a family reunion or more, each event takes money and robbing Peter to pay Paul needs to stop for your own mental wellness. Much loss of sleep is over money that you need to spend, but that is not in your budget. We want to help you learn how to save for the unplanned.

The last Knowledge Club of 2019 will be Dec. 10, at 10 AM at the Community Center. Linda Clevenger will share organizational tips for retirement and beyond. Linda has tips to help eliminate clutter. This would be a perfect way to bring in 2020 with a bang, helping you clear out clutter using simple and easy tips.

We have a change to our meeting schedule for 2020. We will be meeting on the third Tuesday and Thursday at the Community Center. Tuesday’s meeting will be at 10 AM and Thursday’s at 6:30 PM. The Lioness Lions Club will hold its third annual Valentine’s dinner dance on Saturday, Feb. 8, at the Clubhouse. The festive evening will begin with a cocktail hour at 6 PM, followed by dinner at 7 PM. The Reunion Band will play from 8 to 11 PM for your dancing and listening enjoyment. Dress is semi-formal, and a photo booth will be available to capture attendees in all their finery.

Menu choices include: • Spring salad • Bourbon-glazed flat iron steak; asparagus; roasted red potatoes • Sea bass with lobster cream sauce; asparagus; rice pilaf • Quinoa meat ball and cheese tortellini with red sauce Lemon berry mascarpone cake There will be a silent auction and a special raffle to raise money for the Lioness Foundation, which supports local causes including Wilderness Food Pantry, Orange County Animal Shelter, Living Waters Free Health Clinic, Piedmont Dental Clinic, LOW Fire and Rescue, SAFE House, and scholarships to local students, the Lions Hearing Foundation, Sight Foundation, LOVF Disaster Relief, and others.

On Nov. 16, the Susannah Chandler Chapter hosted the National Defense Luncheon (held annually with Montpelier, Fauquier Court House, Culpeper Minute Men and Susannah Chandler Chapters) at the LOWA Clubhouse. We had a wonderful turnout, including members from the additional chapters, district officers, state officers, and members of the Sons of the American Revolution.

The National Defense Luncheon is held in conjunction with Veterans Day, and many attending were veterans of WWII, Korea, and Vietnam, as well as currently retired service men and women.

Our speaker was Laurie Nesbitt, Laurie Nesbitt Virginia state vice regent and national chair of the National Defense Committee for NSDAR, and an Army veteran.

She did a presentation on Edith Nourse Rogers, the first woman elected to Congress from Massachusetts (in 1925), who served 35 years. Rogers had far–reaching effects on American servicemen and women, including the creation of the Women’s Army Corp and the GI Bill. She was unwavering in her support for veterans and veterans’ hospitals.

Attendees brought donations for the Fredericksburg Veterans Affairs Clinic; we were able to deliver over $1,000 worth of clothing and supplies.

The DAR mission is to promote historic preservation, education and patriotism. We have many service activities here in our community, and participate in state and national projects.

Our next meeting will be held Dec. 14, at noon at the Community Center.

The program is on Early American Christmas, and will include a presentation on the 2019 DAR Open House at the DAR Museum in DC. Anyone interested is welcome to attend (but bring a goodie!); it is our Christmas Pot-Luck!

The LOW Veterans Club will hold its annual Christmas Dinner and Dance Party tonight, Dec. 6, at the Clubhouse to honor all veterans in attendance.

World War II veterans, their spouses and caregivers, are guests of the club and will be provided special recognition as well as free meals The 78th anniversary of the bombing of Pearl Harbor should not be forgotten. Many an American man went into the war as an innocent boy and returned as a new world-wise experienced veteran.

The Veterans Club has designed a Service Coin reflecting all services of the Armed Forces, and specifically identifying the Lake of the Woods Veterans Club. This unique 1.75 inch coin will be presented using criteria as determined by the club membership.

The Veterans Club encourages all readers to participate in the nationwide “Wreaths Across America” ceremony at noon on Saturday, Dec. 14, at Quantico National Cemetery. This day has been set aside to lay wreaths marking more than 37,000 gravestones.at Quantico. Volunteers are needed to assist in placing wreaths. Volunteers will place a wreath at a veteran’s gravesite, and then repeat the name on the gravestone to ensure that the legacy of duty, service, and sacrifice is never forgotten. There is no age limit for volunteering to share in this patriotic experience. Club members have, in the past, and will now participate in support of this recognition event. Also, the Club has purchased several wreaths for placement.

Two Receive CWSG Rainey Award

Jack Phend and Josef Rokus have received the Lake of the Woods Civil War Study Groupâ&#x20AC;&#x2122;s Dr. Peter G. Rainey Award.

The award, named for the organizationâ&#x20AC;&#x2122;s founding president, is given to someone â&#x20AC;&#x153;in recognition of significant contributions toward advancing the Groupâ&#x20AC;&#x2122;s missions of historical research, preservation, and education about historical events in Orange County and the surrounding area during the American Civil War.â&#x20AC;?

Phend received the award for the installation of a state historical marker to replace one that was destroyed. In 2016, he noticed a Virginia Historical Marker on Route 20, near Locust Grove Elementary School, had been knocked down by a vehicle. The marker told the story of the 1863 Mine Run Campaign in the area. Phend led a three-year effort to replace it, coordinating approvals from various commonwealth and county agencies and revising and updating the signâ&#x20AC;&#x2122;s wording. He then put together a campaign to raise $1,900 to pay for it. This summer, the new marker was unveiled at the original site of Robinsonâ&#x20AC;&#x2122;s Tavern, a key position in the Mine Run fighting.

Rokus received the award for leading a major transcription project for the Fredericksburg and Spotsylvania National Military Park. In 2016, he wrote a newspaper article about the Memorial Day tradition of flowers placed on the Fredericksburg National Cemetery grave of Sgt. Jerome Peirce, of the 36th Massachusetts Infantry, killed in the 1864 Spotsylvania Court House battle. In researching the story, Rokus contacted relatives of Peirce, who made available 258 letters he had written in pencil and sent home during his two years in the war. The NPS asked Rokus to computerize the letters for its archives. He organized and supervised two dozen volunteers from the CWSG, who painstakingly transcribed Peirceâ&#x20AC;&#x2122;s words for future researchers.

Virginia Federation of Garden Clubs has contributed 99 plantations from January through September of this year. Each plantation cost $68 and will plant approximately 200 native trees in a US National Forest.

This year, our club has purchased 3 plantations which will plant 600 trees in the George Washington and Thomas Jefferson National Forest in Virginia.

This is especially important due to fires, floods, and diseases, along with the natural planting cycles for trees, in the National Forest. Keep those pennies jingling! We can specify which state we want our donation to go to. We can also request a lovely certificate â&#x20AC;&#x153;in honor ofâ&#x20AC;? or â&#x20AC;&#x153;in memory ofâ&#x20AC;? a person or group when we send in our money for a plantation.

Poinsettia tips: December is time for Poinsettia displays. Things to pay attention to: they hate cold drafts; keep them away from doors that let in chilly drafts. They need moisture; evenly damp, not soaking wet. They thrive in n bright light. At the end of the holiday, donâ&#x20AC;&#x2122;t throw them out; keep them in a bright, cool place, and water regularly.

A modern fictional tale that utilizes a real life 17th century painting as a catalyst for the storyâ&#x20AC;&#x2122;s events is the LOW Book Clubâ&#x20AC;&#x2122;s selection for discussion at its Jan. 8, 2020, meeting.

The Goldfinch by Donna Tartt presents the first-person narrative of the bookâ&#x20AC;&#x2122;s protagonist, Theo Decker. After surviving an explosion at the Metropolitan Museum of Art, where thirteen-year-old Theo and his mother had gone to view an exhibit of Dutch masters, the boy believes he has been directed to take and safeguard the masterpiece, The Goldfinch, by Carel Fabritius. The lifelong consequences unfold in a complicated and mesmerizing saga.

The 2013 book received the 2014 Pulitzer Prize for Fiction. However, the critical reception was extremely polarized, with opinions ranging from â&#x20AC;&#x153;masterpieceâ&#x20AC;? to â&#x20AC;&#x153;contrived juvenile fiction.â&#x20AC;?

The book is available, in multiple formats, in all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional).

Visit with Santa at Ellwood Manor on Saturday, Dec. 14. The doors will open at 9 AM and children of all ages may visit with Santa and enjoy making period arts and crafts until noon. Parents will want to be sure to bring their cameras! After Santa departs at noon, the house will remain open until 2 PM. Ellwood will also be open from noon to 3 PM the following week (Dec. 15-20) for visitors to enjoy. Friends of Wilderness Battlefield volunteers will be available to talk with visitors about the history of the house and about volunteer opportunities with the organization throughout the day.

When you can command a room with your words, you draw the reputation of being a leader. It allows you to be more confident.

Have you ever been in a room with an unprepared speaker who spent a lot of time deep in thought, trying to formulate a logical statement? It is hard to follow an unprepared speaker who uses filler words, pauses and um’s to fill logical gaps. One aspect of Toastmasters that I truly enjoy is watching people learn and excel during their time with Toastmasters. As they become more confident in speaking, their filler words become less prominent and they learn how to use pauses to their advantage. Toastmasters can help you to be a better leader in your organization, home, or other environments.

When you begin to have more confidence in the words you choose, your overall presence will begin to fill the areas that need to be filled.

We welcome you to join us at Wilderness Toastmasters. We meet on the first and third Tuesdays at the Community Center at 6:30 PM. Our final meeting for 2019 will be Dec. 3, and we will resume on Jan. 7. For more information, contact WildernessToastmasters@gmail.com.

It was a great year for Locust Grove AARP and our members can be proud of their accomplishments in our 21st year serving the community. The chapter won the AARP Virginia Chapter Award for the second year in a row.

The AARP Chapter Awards are meant to recognize the education, advocacy, and service work by highlighting the impacts on their community. These awards give chapters the opportunity to showcase their countless hours of service devoted to enhancing the experience of aging.

In addition, Locust Grove AARP Chapter 5239 won the LOWA Community Service Organization Award. This award is presented to the organization in recognition of their outstanding contributions to our community.

Chapter 5239 will finish the year merrily at the annual Christmas Luncheon, a tremendous opportunity to share time socializing. It is also an opportunity to recognize several local charities that do so much for our community. Our members are proud to have provided support to 17 charities, in the amount of $13,145, during 2019. These funds were earned by the hard work of our many members through various fundraisers. This amount does not take into consideration the food and dollars provided to the Wilderness Food Pantry. As we enter 2020, Locust Grove AARP is excited about the continued opportunities to support our community.

During the winter months, we tend to spend more time at home with family and loved ones, so what better way to protect them than by making sure your home is protected from any fire hazards. Heating, holiday decorations, winter storms and candles all contribute to an increased risk of fire during the winter months. Let’s stay safe this winter by practicing some winter fire safety tips:  Have Your Furnace Checked. o It’s always better to know that something is not working properly, than to have it abruptly break down in those cold winter months when you need heat the most.  Check Your Chimneys and Vents. o Fireplaces can produce creosote, which has the capability of igniting. If your family lights the fireplace often, you should have an annual chimney inspection to make sure that there are no hazards capable of starting a fire.  Test Your Smoke Alarms and Carbon Monoxide Alarms. o You always want to double check that your alarms are working, that batteries are fresh and will last you through the winter. Always place smoke alarms in the kitchen, bedrooms, and the laundry room.  Always Cover Your Fireplace with a Screen.

 Either a metal screen or tempered glass will suffice to prevent sparks from leaving the fireplace.  Beware of Lighted Candles. o Only light candles when you are alert and able to watch them; blow them out whenever you intend to leave the room.  Beware of Space Heaters. o These devices require a large amount of space to be used without creating a fire hazard. Avoid placing heaters near curtains, tablecloths or other flapping fabrics. Always make sure your space heater has an automatic shut off switch, which forces the heater to shut-off as soon as it reaches a dangerously high heat level.

Finally, as part of good community risk reduction, each household should have a fire emergency plan that is practiced by all residents in the home. This practice should include fire drills at least twice a year. Your local volunteers are looking for community partners, such as yourselves, to help spread the word and reduce the risk of winter fires.

3.4 Committee Reports Fitness Committee Chair Teri Vickery reported that since the opening of the new Fitness Center, memberships have exceeded expectations by almost 10%, as well as revenues when compared to budget expectations. As of November 4, there were 215 individual, 433 “plus one”, and 118 family memberships.

Focus will be on increasing membership and identifying areas to improve members’ experience at the Fitness Center. A Fitness Center Open House and a Health and Wellness Fair are planned for next year.

Equestrian Committee Chair Laird Knights reviewed the Committee composition, several upgrade tasks completed this past year, and recommendations for improvements including location and disposal of horse waste, more parking, and widening of the road at the Lakeview Parkway/Tally-Ho Lane intersection. Pony Camp was full this summer. One pony, Shady, was retired, and a new horse, Irma, was added to our stock.

C. Referendum Update Secretary P. Brown reported that to date 1313 ballots have been cast, 813 electronic and 500 paper. Twenty-one hundred paper ballots were sent on November 12 to members who had not yet voted. Members of the Elections Committee will be holding an electronic voting session on December 7 to assist members in the voting process.

3.2 Report from the General Manager, Phil Rodenberg Mr. Rodenberg provided a brief “Snapshot” summary of the steps taken to date and status of the eight Board goals adopted for the Board year.

Fareways will be open till 9 p.m. on selected nights between January 1 and 15 while the Clubhouse is closed for annual cleaning.

Six-hundred forty-seven members responded to the Spotswood Park Playground Survey, and the winner was Option 1.Due to several requests for shade at the site, President Wilks signed a contract with Playground Specialists, Inc. for $47,497 for the new playground equipment, which includes a cabana type plastic roof. Work will be completed over the next two months.

A new Norway spruce has been planted near the Fitness Center, to replace the one that died following the CARC construction project. A Christmas tree lighting ceremony will be held on December 6 at 7:00 p.m. at the new site.

Management is working with homeowners offering AirBNB rentals to insure all are registered with LOWA. Administration is also preparing a survey for the membership regarding AirBNBs, and a draft of the proposed survey was presented for the Board to review.

Finance Director Charles Maneval provided a status report on progress toward achieving the Board’s 2019-20 goal of improving financial internal controls and risk management. Staff from several management sectors have reviewed current LOWA internal control procedures, and efforts have now begun to add new controls and/or strengthen currently existing controls. Areas covered in his report included the Control Environment, process reviews to identify weaknesses, procedure documentation, financial reporting, training, risk management, and information systems security. Plans for steps to be taken over the next three months were provided.

3.3 Committee Liaison Reports Director P. Brown reported that the Lakes Committee has forwarded a recommendation for a rule change to the Board. They have also approved applications for Adaptive Water Sports dates next summer, and a Sailboat Regatta to be held on April 25th.

Director Zukowski reported that the Communications Committee is sponsoring a Committee Fair on March 21, 2020 at the Clubhouse from 1:00 to 4:00 p.m.

Director Clawson said Youth Activities is hosting a Bingo Nite on Saturday at the Clubhouse. The Committee still could use more members.

Many of you have seen rather significant increases in the value of your homes as a result of the recent reassessment.

The last reassessment was four years ago for the 2016 tax year. If you have not made any improvements, the jump from last year’s assessment was not a one year jump but a four year increase. The assessment company did not necessarily need to inspect the details of your home. They looked at it to see if there were any major changes as viewed from the outside. If no major changes, they knew enough about your home to compare its value to the recent sale of similar homes as the basis for your assessment. By Virginia law, homes must be assessed at their market value.

I am seeing and hearing comments about the reassessment increases being interpreted as tax increases. That is not the case. All of Orange County is seeing assessed values going up. By Virginia law, the county cannot use an assessment increase to increase revenue without a public hearing to advertise a tax increase. If the average assessment increases 30% in the county (we don’t know that number yet), the tax rate is required to be lowered to keep total tax revenue the same. Tax rates can still be raised, but that is a separate Supervisor action from the assessment increase. If your assessment went up by more than the county as a whole, you will probably see a tax increase. If it went up less than the county as a whole, you will probably see a tax decrease.

The Supervisors recently held a public hearing for an ordinance to require triennial renewals for property tax exemption status. There are 562 tax exempt properties in Orange County with a total assessed value of about $3.2 million.

Some 227 of them are local, state or federal government properties with automatic exemptions, representing most of that dollar value. Virginia Code exempt status requirements are met by the other 335 properties, representing about $800,000 in assessed value. Non-profit organizations whose properties are used only for religious, charitable, historical, patriotic, benevolent, cultural or public park or playground purposes meet the Code requirements and receive tax exempt status. The county services provided to these properties are funded by the taxpayers and the purpose of the triennial renewals is to ensure that properties are still serving the exempted purpose. If a property changes ownership, that would trigger a review. If, however, a group home for the disabled is converted to rental for the non-profit organization’s income, that home would no longer be eligible for an exemption. There are other changes that may have affected the exemption status and the purpose of the new ordinance is to ensure that the citizens are really getting the benefits that exempt status provides. The renewal process is fairly simple for those who have met the requirements in the past.
