Maintenance Response to Winter Storms: Snow Removal Policies and Procedures

The LOWA Maintenance Department wants all members to understand the procedures the crews use to respond to winter storms in an efficient and effective manner. We have already stockpiled salt and readied trucks and equipment. The snow plowing priority list may be of interest to members.

LOWA’s Program of Work: The objective of the snow and ice removal effort is to provide reasonably clear road conditions before, during, and after a winter storm. Above all, motorists should drive responsibly, and understand that LOWA personnel are working around-the-clock to improve road conditions. The Maintenance Department uses four trucks at night and six trucks during the day shift. The Director of Facilities places staff on a “12 on 12 off” schedule even before the storm arrives and becomes severe. These shifts are 7 AM-7 PM (day crew) and 7 PM-7 AM (night crew). The shift changeover takes about an hour for refueling, equipment checks and briefing the new crew on the status of the previous shift’s work. This takes place at the Maintenance Department. During this changeover time, there is no need to call and report that trucks are not on the road. The Maintenance Department requests that residents stay off the roads during a weather emergency and please refrain from “joy riding” in four-wheel drive vehicles.

President’s Letter

We are so fortunate to have many loyal, long-time employees at LOWA. On Dec. 8, many were honored with a special breakfast at the Clubhouse. Service pins were given out for those hitting their 5- 10-, 15-, 20-, 25and 30-year marks! (see front page). Four of the longest serving are Matt McKenna- 20 yrs, Louis Gonzalez and Dianne Carter-25-yrs , and Joey McClung-30 yrs! These dedicated people make LOWA such a wonderful place to live. One of the “newer” members of the longevity club, Phil Rodenberg, received his 10-year pin from Vice President Teri Vickery. On behalf of the Board and the whole community, I offer our sincerest thanks to all of you for what you do!

Since my last letter, we are deeper into the budget process. The Board, General Manager and Staff received recommendations from the Finance and Planning Committees during the annual Budget Hearings. Changes have been made in the draft budget, and the work continues. We are trying to balance our financial needs with the impact on our HOA assessment, while dealing with rampant inflation. More revisions and tough decisions will likely occur before final adoption of the budget on Feb. 16.

We held the annual Christmas tree lighting on Dec. 3 at the Clubhouse Area Recreational Complex. It was a fun, cold, outdoor evening with hot cocoa and cookies. All joined in singing Christmas songs led by the LOW Players. Santa made a surprise visit and gave out candy canes to the very happy children. (Word has it that he will make another visit on a firetruck tonight as you are reading this.) Lastly, during this holiday season, take some time to count your blessings. Tell the people you love how much they mean to you. Happy Holidays and Merry Christmas to all!

Long-Serving Employees Keep LOWA Moving Forward

by Phil Rodenberg, General Manager, ® CMCA, ® AMS, ® PCAM We are in full holiday mode here at LOWA. It won’t be long before Santa is riding his big red fire truck past all those homes lit up for the Holiday Home Decorating Contest.

On Dec. 8, I had the honor of recognizing 38 employees for years of service to LOWA. (See Years of Service on Page 1.)

Among these were four individuals who have been with LOWA 20, 25 and 30 years. They deserve a highlight here and a hearty thank you the next time you see them: • 20 Years: Matthew “Matt” McKenna, Golf Operations Lead Bag and Cart Attendant. Matt joined Golf Operations in 2001. He is originally from Connecticut. He has his own business, painting and pressure cleaning area homes.

• 25 Years: Louie Gonzalez, Maintenance Roads Crew Foreman. Louie is originally from Queens, New York. He made Virginia his home since beginning his first tour with LOWA in 1989. He returned for a second tour in 2015.

• 25 Years: Dianne Carter, Clubhouse Prep Cook. Dianne grew up in Spotsylvania County and joined LOWA in 1996. She is known as the “Waffle Lady” because she has overseen the waffle station for Sunday Brunch.

• 30 Years: Joey McClung, Maintenance Custodian. Joey originally hails from West Virginia, but at an early age moved to Culpeper. When Joey began with LOWA in 1990, he was a truck driver with the Roads Crew. In 2006, he took on the distinction of being the only custodian in the Maintenance Department.

My hat is off to Matt, Diane, Louie, Joey, and other long-serving employees who keep our community moving forward. Without them we would not be as strong!

Budget Briefing. Mark your calendars for Jan. 18 at 7 PM for the GM’s Proposed Budget Briefing to the Membership for the fiscal year that begins May 1, 2022. We will be at the Community Center and on Zoom. This is your opportunity to ask me, and senior staff, questions about the budget and annual assessment before the Board reviews it for amendments on Feb. 5, and approves it on Feb. 16.

The snow removal crew follows an established set of priorities for plowing, salting, and sanding. They are as follows: 1. Entrance and exit at main gate.

2. Fire and Rescue entrances.

3. Lakeview Parkway, rear entrance, and Equestrian Center.

4. Secondary (feeder) roads, with emphasis on hills, curves, and intersections. During periods of heavy accumulations of snow, these roads may be kept plowed to a one lane width.

5. Except for an emergency, all other roads, cul-de-sacs, and dead ends will be plowed when the accumulation of snow terminates. Removal will then be done systematically, section by section, until all roads are open.

6. Mailbox stations and trash compactor site.

7. Parking lots. (Parking lots for Association offices and facilities will be cleared prior to opening for business.)

All streets will be cleared at least one plow width during the storm. Culde-sacs will be plowed in and out, but no cleaning until the storm is over.

Dead-end streets are not plowed during the hours of darkness unless an emergency exists. This is due to the hazard of backing the plows down the road with multiple driveways at the end; leaving the driver with no place to push the snow.

Once the storm is over, the efforts shift to widening the plowed roads, mail stations, intersections, cul-de-sacs, dead ends, and Clubhouse entrance.

During last season’s storms, temperatures were well below freezing. At these temperatures, salt does not melt the snow. Except in a few places, our department chose not to use salt on the roads due to temperature impact. Also, we wanted to use salt only when absolutely necessary to protect the environment within LOW. The less salt applied, the less damaging runoff into the lakes.

Member Responsibilities: Consider waiting to shovel the end of your driveway until the storm is over. There is no way to plow the roads without pushing the snow and ice into members’ driveways. When shoveling your driveway, push the snow at the street edge to the right side of your driveway when facing the street.

This will insure minimal throwback from the plow onto the driveway. During the previous year’s snowfall, removal efforts were hindered by a group of four-wheelers out on the roads within LOW. Please stay off the roads except for emergencies. Also, please remember not to park your vehicles on the side of the road. Do not park close to the edge of the road. Parking behind the culvert pipe in your driveway is a good rule of thumb.

LOWA is not responsible for reporting or repairing power, telephone, cable, or water/sewer outages. Members will need to contact the appropriate utility company for help with these issues. TV Streaming Device Replaces Cable Set-Top Box

The old way of watching TV is rapidly giving way to a method that streams shows to you when you want to watch them, often without commercials. Older adults used to watch TV shows that started at a specific day and hour. You got about 40 minutes of program, interlaced with 20 minutes of commercials, repeated once a week. The rented cable company set-top box decoded an encrypted signal which forced you to pay. But now a massive shift is underway to return that set-top box and replace it with inexpensive hardware called a TV streaming stick. Common TV sticks are Amazon Fire TV, Google Chromecast, Roku, or Apple TV box. They are small and plug into your TV’s HDMI connector.

TV streaming frees you from the captivity of the cable TV box and fixed schedules. When the hardware stick is combined with a direct-to-consumer content provider, your TV viewing will change forever. You can watch movies or series episodes which can be binge watched in rapid succession.

The low price of the TV streaming stick allows you to buy multiple sticks, each with its own remote control, one for every TV in the house. This helps you standardize where the buttons are on the remote and what menus to navigate through to your selection. The streaming stick uses your Wi-Fi to connect to the Internet and the content providers. When we do this our Internet data usage jumps up and hence our collective data here at LOW begins to strain the current cable internet provider. To handle the much higher data usage, we need to connect our homes to the Internet not through copper coax cable but with fiber optic light. LOWA Hosts In-Person Committee Fair

It was a sunny but crisp autumn day on Nov. 20 when the LOWA Committee Fair, hosted by the Communications Committee, was held at the Clubhouse.

The cool weather did not deter the enthusiasm of those LOWA residents who attended, nor those committee representatives who had set up tables in the committee exhibit space in the Great Hall of the Clubhouse.

All 21 LOWA committees had information at their tables for residents to pick up, QR codes to scan for committee applications, and an opportunity to meet one-on-one with committee representatives. The committees were amazing in their support of the planning and on-site support of the fair. Many got into the full swing of the day by colorfully and creatively decorating their tables to reflect their committee’s work products and activities.

LOWA Board President Pete Brown and five other LOWA board members mingled throughout the fair. Some thanked attendees for attending and supporting the fair. Some also included remarks of appreciation to all the committee members who work so diligently to serve LOWA and to make it such an enjoyable, and dynamic place to live. In his opening remarks, Brown said, “This year the in-person event created a lot more opportunity for potential members to interact with the committees of their choice and really learn about the work and workings of those committees. I thank all who participated in this effort.”

Several attendees noted they were not aware of how many committees existed. One attendee, Lion’s president Bill Kay, commented, “I found it enjoyable, educational and fun. I signed up for a committee where I think my skills and expertise could be put to good use”.

A special thank you to the LOWA and community vendors who contributed wonderful raffle prizes: the LOWA Clubhouse, Fareways Cafe, the Golf Pro Shop, and the Equestrian Center. Also, contributing: Divine Nails, Gemma’s Hair Salon, Graze Steak House, Clearwater Grill, The Flower Cottage, and AFM Bowling-Fredericksburg.

Last, but certainly not least, a very heartfelt thank you to the members of the Communications Committee, who as the host committee, lent their time, talents, and energies to collaborate with the other committees, and who provided on-site fair responsibilities to ensure its success; Jeanne Allen, Diane DiPasquale, Judy Flynn, Geraldine Hodson, Lois Powell, Allen Priester, and Richard Troast. Thank you all!

LOWA Second Annual Holiday Home Decorating Contest Lake of the Woods Association has once again partnered with the LOW Garden Club to host our second Annual Holiday Home Decorating contest. The LOW Garden Club provided three separate teams of judges who went around the community over the weekend of Dec. 10-12.

by Fred Pulis, Member, LOW Veterans Club The LOW Veterans Club held its annual Christmas Party on Friday, Dec. 3 at the Clubhouse and honored all veterans in attendance. Members of the club, along with their guests, enjoyed an excellent dinner as well as music provided by DJ Charles Estes.

Santa Claus even showed up as a surprise visitor.

The club Christmas tree featured over 70 pictures of service members along with Christmas bulbs representing all branches of the armed forces. We salute each one of you and your family in service to this country. Also, the tree is topped with the 2017 White House ornament. The LOW Veterans Club Christmas tree will remain on display at the Clubhouse until early January.

A special thanks from the Veterans Club to the Garden Club for their support in allowing Photo by Fred Pulis us to participate in decorating The LOW Veterans Club Christmas the Clubhouse during the holiday Tree and the individual photos season. attached are displayed in The Veterans Club Memorial recognition and appreciation of Walkway Project recently the service in the armed forces of received a holiday boost from an veterans, both past and present, anonymous donor. The donor and of their families in our LOW wanted to provide a free 4x8 inch community. brick for any LOW Veteran Club member who served in the Armed Forces during the 1940’s and 1950’s. The intent was to get more brick representation from the Persian Gulf and subsequent operations. The club is very appreciative of this generous donation.

Over 125 Memorial Bricks have been purchased so far. More information about brick types can be found at lowvets.club. The project is still on schedule for a Memorial Day 2022 dedication ceremony.

A reminder to all members that dues for 2022 are due and payment should be mailed to Mike Landers at 109 Green Spring Road, Locust Grove, VA 22508. Prospective new members can receive application forms from him also.

Before last year, we never heard the words Covid, lockdown, or social distancing. Our life has changed due to the pandemic. Things were slowly starting to be taken away from us. You couldn’t gather with family, go to a sporting event, or even see Santa. Our hearts broke for the children, and we could not sit on the sidelines and do nothing. My wife came up with a plan to do a drive thru at our house where we could maintain social distancing and still give the children and the community a chance to still have some Christmas Magic.

The Santa Drive Thru was born.

I dress as Santa and my wife as Mrs. Claus. Even our dog, Misty Rose, is our reindeer helper, as well as Elves to direct the traffic! We had a huge success that first year. From people driving by saying “we love you Santa” to many thanks for bringing joy and happiness! I even got cookies! We decided that we had to do it again this year!

This coming Wednesday you have an opportunity to come by and say hello to Santa and Mrs. Claus! We love seeing how happy people are, and we love this community! We are grateful to be able to give back, so to help families in need this Christmas, we are doing a food drive!

Congratulations to the members of Friends of Wildlife at the Lake who recently completed the Wildlife Care Academy’s course, Introduction to Rescue, Handling and Transport of Wildlife offered through The Wildlife Center of Virginia. Great job!

In the course, participants learned rescue and handling techniques so that they will be able to work with wildlife more effectively while also ensuring the well-being of both wildlife and themselves. Appropriate methods of capture and restraint for commonly encountered species were also covered.

Finally, in order to help the animal feel as secure and stress-free as possible, transporting tips were provided.

The LOW Photo Club is back in action after a long COVID hiatus, and we welcome new members to join us. The club meets on the fourth Monday of the month at 7 PM in the Community Center, Meeting Room 2. Our focus is on sharing our photography, learning new skills and techniques, and exploring the world together with cameras (and cell phones) in hand on monthly field trips. A recent Club field trip was to do twilight and night photography, including shooting at the First Day at Chancellorsville barn.

January is a little bit busier than usual for the club.

Our January schedule is: Monday, Jan. 3, at 7 PM at the Community Center – Karen O’Donnell will give a presentation on abstract and macro photography, including a demonstration of the setup she uses at home to capture her innovative images.

Sunday, Jan. 9, from noon to 3 PM at the Community Center – Our field trip this month will be inside the Community Center. We will have multiple setups around the room to try out the macro and abstract skills and techniques Karen shared. Bring your camera!

Monday, Jan. 24, at 7 PM – Marco deVito will give an interactive presentation on critiquing photography so that we can provide more constructive feedback to one another when sharing our images.

LOW Garden Club: For the Holidays

We invite everyone to visit the Clubhouse this holiday season to admire the creativity of the Garden Club members who crafted this wonderland in blue and white.

Three members deserve special mention. They are Mary Sims, Jan Davis, and Shellee Williams. These talented and energetic ladies organized, scheduled, and oversaw the production. Still, it takes a village. In this case, husbands, maintenance, and ground crews provide the muscle and height needed. Finally, we should thank the Clubhouse staff for providing the caffeine, snacks, and lunch to keep everyone fueled.

If you had entered the Clubhouse earlier, you would also have been overwhelmed by the overflowing box of toys donated for Toys for Tots. A big thanks to all of you who have made their Christmas a bit brighter.

Garden Club members enjoyed a holiday celebration on Dec. 13 to socialize and take time to appreciate their artistry. Thank you to the board and committee chairs who provided the refreshments.

All too soon, the decorations must come down, and members are urged to help on Monday, Jan. 3. As a reward, there will be no regular meeting in January, but the Board will meet to prepare a budget.

The LOW Garden Club is a member of the Virginia Federation of Garden Clubs, and the National Federation of Garden Clubs.

As we come to the end of a Covid-confused 2021, it’s time to give thanks to a lot of people. First, to all the members of the LOW Childhelp Auxiliary, who give up hours and hours of their time to patiently sit and help children read, to be pen pals with children, to wrap presents for birthdays that a lot of children have never had before, to make blankets and pillowcases they get to choose when they enter the village (maybe one of their first independent decisions).

For all the parties that get planned for absolutely no reason at all—just for fun. For all the special events and outings that get dreamed up (including finding that person who always manages to bring large snakes for the kids to ooh and scream over) or to pick out their own pumpkins on a hayride.

For all the presents wrapped and delivered Christmas Eve to be found on Christmas morning. For the Easter, Valentines, Fourth of July, Halloween, and Christmas parties, the ice cream truck visits throughout the summer, the Luau party, and when they leave, the special note to them inside the duffel bag (with their name on it) to take all their accumulated stuff, and the wonderful love and experiences they’ve had at the village. But, equally important, a huge thank you to our wonderful LOW community. You have supported Childhelp through your donations and coming to the annual Harvest Moon Dinner Dance and Silent Auction. And to Divine Nails, for your generous and steadfast support all through the year. You may not have known it, but through the year, your support has made this all possible, and we are not at all confused in 2021. Thank you, and may your holidays be peaceful and filled with joy.

Orange County Teacher Innovative Grant winners and administrators.

Through the support of the LOW Lions Club’s Teacher Innovative Grants program, Orange County educators are able to conduct projects for their students that otherwise wouldn’t happen. Awards were presented in this competitive teachers’ grants program at the Lions meeting last month and announced by Renee Honaker, Director of Secondary Education, ESL and Gifted Education for Orange County Public Schools, and Judy Anderson, Director of Primary Education for Orange County Public Schools. The award winners were selected by the Lions Teacher Innovative Grant committee, made up of Charlie Ostlund (Chair), Beth Ridpath, Jean Schumitz, Doug Smith, and Dick Unser, all former educators.

Judges Top Award Grants were awarded to Rebecca Burnett, Bridge Academy/Alternative Ed (project: Skype-an-Artist); Kristen Boudreau, Prospect Heights Middle School (project: Nature Journaling); and Cristy Lee, Orange Elementary School (project: Reading Together Makes Reading Fun).

Judges Choice Award Grants were awarded to Theresa Bradford, Orange County High School (project: Tree Identification & Maple Syrup Production); Katherine Hogsten, Prospect Heights Middle School (Project: WPBC-PHMS Broadcast); Laurie Kerr, Locust Grove Primary School (project: Enhanced Learning w/Flexible Seating); Sharon Mohrmann, Orange Elementary School (project: O is for Orange); Rhonda Persinger, Locust Grove Elementary School (project: Literary Circles) and Janice Wilson, Unionville Elementary School (project: One Book/One School).

LOW Lions provided funding for the teachers’ projects totaling $6,000; checks were handed to the winners by LOW Lion’s President Bill Kay. The LOW Lion’s dinner meeting on Nov. 18 allowed Lion’s members to enjoy sharing a turkey dinner with the teachers and their administrators, to hear a summary of each teacher’s project, and to show their appreciation for the hard work being done by Orange County educators. It was a wonderful evening for members and teachers.

This support group seeks to share information about Parkinson’s disease, to help people in the community understand Parkinson’s, and to share developments in health and wellness for those living with this chronic illness. We are starting off 2022 with two speakers: For Jan. 13, Mr. Derrick Mathis of Veritas. This company delivers courses on caregiving.

For Feb. 10, Dr. Zoila Ortega, Director of Career Nursing Academy. Her academy trains medical nurses.

LOW Players

With all the shopping, gift wrapping, and card sending, take some time to relax and spend an evening or afternoon listening to the music of this time of year and do some caroling too. The first performance of We Need a Little Christmas was last night. There are four more performances this weekend. Tickets are still available for $20 for adults and $18 for students.

The Ladies Golf Association had our first Christmas Tea at the Clubhouse. Some wore hats and gloves, while others chose Christmas attire.

Everyone had a great time. Thank you to Ryan Richardson and his staff.

They provided us with very tasty teatime treats. Musical entertainment was provided by the very talented team of Chris and Mark. We enjoyed wonderful holiday music, as well as lots of sing-along Christmas tunes. We were so happy that some of our Golden Girls joined us. Special thanks to Linda Compton, hospitality chair, and her committee. They did an outstanding job.

It was a great way to kick off our holiday season!

The LGA collected an additional $1,760 since Nov. 1 for the food pantry, plus the donation of many food items. The LGA also collected over $3,600 for families in need this Christmas. Special thanks to Nicki Buell, one of the many LGA workers at the food pantry, for selecting the families this year.

Reminder: Please remember to pay your annual dues of $25 (and $5 for the Golden Girls) before the end of the year, so that your name and contact information will be in the 2022 handbook. If you have any changes, please contact the membership chairs: Deb Newton – 18 Holes; Mary Ann Birchett – 9 Holes; Sue Collie – Farm Team; and Lisa Halpin – Golden Girls. Also, your $40 handicap fee for 2022 is due, payable at the Pro Shop. The fee is included in your Annual LOWA Golf Membership.

Heidi Brown is arranging winter golf. She will book three tee times for Tuesday morning play. The sign-up sheet is in the Ladies Lounge and is open to 9- and 18-hole golfers.

Wilderness Food Pantry donations of non-perishable items can be left in the LGA Closet. Dottie Lohr will collect and deliver the items to the pantry.

Orange County

The Supervisors recently received a briefing from the Rappahannock Electric Cooperative on their operations in Orange County. They serve 22 counties with electricity and have fiber optic lines in 15 counties. Parts of Orange County are served with over 1,000 miles of electric lines and over 12,000 electric meters. Currently, 11% of the electricity they provide comes from renewable sources. REC has a number of electric service initiatives including net metering for homes with solar panels and peak time rebates. They expect to launch a pilot program for electric vehicle charging this year.

The Supervisors recently approved a resolution to participate in a proposed settlement of Opioid-Related claims against several corporations that contributed to the opioid crisis in the United States. Orange County has experienced and will continue to experience significant costs associated with the opioid epidemic. A negotiated settlement of $23 billion nationwide with four of the corporations has been made to resolve the many claims across the country. Virginia is expected to receive about $530 million of these funds.

Of these funds, 15% will go to localities for unrestricted use, 15% to localities for opioid abatement purposes, 15% to the state and 55% into the Opioid Abatement Fund. An authority appointed to administer the Opioid Abatement Fund will provide grants, donations, or assistance to abate and remediate the epidemic throughout the state.

Orange County is expected to receive 0.638% of those funds going directly to localities. This would result in Orange County receiving about $1 million. However, these funds are expected to be received over several years. At least half of these funds will be used to treat, prevent, or reduce opioid use. Such use could include support of people in recovery, drug treatment and detoxification, recovery courts, prevention of overprescribing, discouraging opioid use, treatment of babies born with addiction, and other opioid specific uses.

At many of the Supervisor meetings, local business owners and or operators are provided an opportunity to showcase their business not only to us, but to meeting attendees and those watching on Zoom or later recorded meetings. Many of those appearing before us are starting new businesses in the county and their appearance can introduce their business to the public.

By watching these meetings, you may learn of some business that would be of specific interest to you.

Over the years, Orange County has assisted the volunteer fire companies by providing them with fire apparatus (fire trucks). This year it is the Lake of the Woods Volunteer Fire & Rescue Company’s turn to get a new fire truck.

At our last Supervisor meeting, we approved a lease-purchase of a 2023 Pierce Tanker Truck, subject to approved bank financing. Delivery can take up to a year.

Obituary Charles T. Bowyer of Lake of the Woods died November 27, 2021.

Charlie was born April 22,1947 in Washington, DC. Charlie had a BA in Economics from the University of Virginia, and a JD from the University of Virginia Law School.

In between his undergraduate and graduate studies at UVA, he served for three years in the US Navy, during Vietnam. After law school, Charlie joined the Miles & Stockbridge law firm in Baltimore.

He worked there as an Estates & Trusts attorney for 38 years, until his retirement at the end of 2013.

Charlie loved golf, playing the piano, collecting and playing classical guitars, and traveling.

He is survived by his wife of eighteen years Linda S. Bowyer, his son James F. Bowyer, and his brother William B. Bowyer. Charlie’s ashes will be buried in Harrisonburg, beside Linda’s parents and sister.
