Holiday Event Weekend at LOW LOWA kicked off the holiday season with three holiday events. The Annual Tree Lighting Ceremony, Christkindlmarkt and the LOWA Member Holiday party were filled with festive fun for everyone.

On Dec. 6, the Tree Lighting Ceremony had 150 people in attendance and featured our brand new Norway Spruce from Grelen Nursery of Orange County. LOWA would like to thank RRMM Lukmire of Arlington, A. Morton Thomas Associates of Richmond, and Downey and Scott Construction Management Services of Warrenton, who each provided a $500 donation toward the purchase of the tree.

Christkindlmarkt, held on Dec. 7, was full of amazing local vendors selling crafts, décor, and baked goods. Vendor spaces all but sold out on the first day and more than 500 people perused the vendor tables and seasonal merchandise in the Community Center.

On Dec. 8, The LOWA Member Holiday party had a record attendance of over 900 people. Over 600 gifts were donated by members for the Orange County Children’s Toy Box, the largest charitable Christmas gift haul in years, helping to make the season brighter for children in need in Orange County.

President’s Letter

Merry Christmas or Happy Holidays to all of you and your families. It has been my pleasure to serve the entire Association. As we approach the holidays, we should all be thankful for the many blessings given to us. We live in an excellent community with amenities to provide enjoyment to any of us in some way, be it use of the lakes, pools, community center activities, or participating in and with clubs and service organizations.

On Dec. 6, for the second time, I was honored to preside over the Christmas Tree Lighting in front of the new Pool/Fitness Center building. It seemed to me that there were more children present this year, and they got to see Santa. The choir was appropriately festive, and it was again a very positive event.

We had to replace the previous Christmas tree, but we received $1,500, nearly half the cost, in donations from Downey and Scott Construction Management, RRMM Lukmire, and A. Morton Thomas Associates toward its replacement.

On Dec. 8, the Clubhouse Committee and your Board of Directors welcomed attendees to the Association holiday party at the Clubhouse.

Many of the attendees expressed support for the Board. The number of gifts donated for children was staggering; the collection filled two tables plus the floor in front of them. Thanks to all of you for providing gifts to help needy children enjoy the holidays.

On Dec. 3, 4, and 5, I attended, along with other Board members, the Joint Finance/Planning Committees meeting on the proposed budget. I heard many interesting and positive ideas about the proposed budget, which the General Manager and the Board will consider before final approval of the budget in February. The Finance Committee has provided their positive recommendations which will be considered and incorporated as the Board decides.

Last year, on Dec. 12, we had a Special Town Hall Meeting of the Board of Directors, to allow Chris Haney, of the Forensus Group, forensic accounting and investigative advisors, to provide answers to Members questions about the embezzlement. On Nov. 19, this year, the judge sentenced Mr. Mayberry to some six years in prison and ordered him to repay the approximately $114k we spent recovering his theft.

This community is a great place to live and, on behalf of the Association, I wish you a Happy Holiday season and New Year.

1. CALL TO ORDER President Wilks call the meeting to order at 7:02 p.m. in the Community Center for the purpose of considering closing the Referendum voting period or declaring a recess and continuing at a future date.

2. Pledge of Allegiance 3. Establishment of a Quorum Secretary P. Brown confirmed that a quorum of members exists because of the members present and by proxy; and further that proper notice was sent to all members of record.

 Level 2: Potential dam failure situation, rapidly developing  Level 3: Urgent; dam failure appears to be imminent or is in progress Here are five things to know about our dam readiness: 1. LOWA Maintenance conducts an inspection of the Veterans Dam on the Main Lake and Keaton’s Dam on Keaton’s Lake every day of the year.

5. President’s Remarks President Wilks explained the benefits to LOWA members to vote for approval of the two separate and independent proposed Amendments to the Declaration of Restrictions in the Referendum to: 1) Amend Section 5, subsections B, D and E; and Section 6, Subsection C of the Declarations to clarify an Environmental Control Committee (ECC) quorum and establish an ECC appeal to the Board of Directors; and, 2) Amend Section 12 of the Declarations to add a new Subsection H to establish Board authority to assess charges for violations of the Restrictive Covenants (Declarations), Rules and Regulations.

2. Each year, LOWA hosts either a tabletop exercise or a drill exercise to fulfill the requirements of our Operation and Maintenance Certificate issued by the Virginia Department of Conservation and Recreation, Division of Dam Safety.

5. Balloting Report At the request of Secretary Philip Brown, Elections Committee Chair Lisa McKinney reported the current ballot count as follows: Electronic ballots cast: 1037. Paper ballots cast: 669. Total ballots cast: 1706.

4. Approval of Agenda Motion by R. Hancock and seconded, passed unanimously, to approve the Agenda.

On Dec. 16, LOWA hosted a Tabletop Exercise for our Emergency Action Plan related to the Veterans and Keaton’s Dams, with the aim of being ready in case a real issue related to the integrity of the dams develops. All in all, 17 representatives from various departments and agencies of LOWA, LOWA Security, Orange County, and Spotsylvania County, plus our Dam Engineer, participated in the morning-long event at the Clubhouse. Environmental Resources Manager Bobby Jones led the exercise that included identifying and taking action to correct a hypothetical problem and notifying and coordinating with county and state agencies. The scenario evolved from a Level 1 issue to a Level 2, then a Level 3, as a severe storm rolled in. The good news is that, in the end, the threat was averted, and the dam repairs were made to ensure the integrity of the dam.

When there is an actual dam issue, LOWA makes an Emergency Level Determination at one of three levels and contacts our agency partners, including the Orange County Emergency Service Department. The levels are:  Level 1: Unusual event, slowly developing

Fiscal Year Ended April 30, 2019 Financial Audit is Now Complete

Over the past several months, we have made good progress in improving our financial systems and reporting. We have now completed, and the Board has accepted, the financial audit reports for the fiscal years ended April 30, 2018 and April 30, 2019. Both of these audit reports, together with the forensic audit report completed in November 2018, are available on the LOWA website and in the reading room at the Holcomb Building. As you review the annual audit reports, there is an item we want to highlight that you may have a question about.

The total Excess of Revenues over Expenses shown for the fiscal year ended April 30, 2019 of $1,283,147 is considerably higher than the $46,032 reported for the prior fiscal period ended April 30, 2018. This increase is primarily due to two items. The larger item is the annual $191 CARC-related portion of the assessment.

This is a new item in 2019 and is classified as additional Revenue in the 2019 audit report. This revenue is used to make the loan payments for the new Fitness Center and Clubhouse Pool facilities and accounts for $813,278 of the additional income. The other item is the $173,020 budgeted increase in our contribution to overall Reserves for fiscal year 2019 versus 2018. This item was also classified as additional Revenue in the 2019 audit report and accounts for $173,020 of the additional income.

It has been a pleasure meeting all of you and Thank You again for welcoming me to Lake of the Woods!

Cooler temperatures are setting in and some of you have put the clubs away for the winter season. For those serious about your game, now is the time to kick back, think about your weaknesses (could be you or your equipment), figure what you need to work on and put a plan in place.

One thing that I need to do is get in shape, which is my plan this winter. We all do a lot of sitting around during the holidays for whatever reason. Dinners with family, driving from place to place, working at your desk or just sitting around catching up with family and friends. One thing I have recognized over the years is that my body doesn’t work like it used to when I was younger. Sound familiar?

Think about something for a minute…we tee it up on the first hole, it takes about 3 to 5 holes to loosen up and then after every shot we sit in a golf cart and drive to our ball. God forbid if there is slow play; then we end up sitting even longer.

I’ve noticed after getting good and loose, I begin to tighten up again on the last few finishing holes and end up making a bad swing due to the stiffness. Long story short, flexibility is crucial and maybe something we should think about working on over the winter months. You never know, you may gain a few yards!

I’ve had a few people ask me about lessons over the winter. This is something I plan to put together for January and February and hope to provide these lessons indoors at the Community Center. Along with lessons, I am a certified Club-Fitter and Club Repair Specialist. I opened my own business back in 2005, Proper Stix Golf and have kept all my equipment related to club repair. Some of the services I hope to provide to all members include loft and lie adjustments, shaft replacement, shaft shortening or lengthening, swing weighting, grip sizing, frequency analyzing and of course grip replacement. Golf equipment can be hard to understand when you begin talking about all the specifications that come with one club. Believe it or not, sometimes your clubs can be the cause of some of your poor shots. Length alone can be an issue. Most drivers on the market today are 45 to 46 inches, which is too long for some to control and make “center” contact on the clubface.

It doesn’t sound like a lot but an inch to a half inch in either direction (longer or shorter) can make a huge difference.

As most of you know, we have different groups that play during the weekday evenings: LOWA L.E.G.S. on Monday, Farm Team on Wednesday (Thank you, Nancy!) and Industrial League on Thursday. I plan to add a few more next year and hope I can attract some of you to come out and try this great game we call golf. Some ideas include group clinics/lessons, weekly morning and afternoon short game clinics, individual lessons, group lessons, skins game and more couple fun events. If you have a group of people that would like to learn in a comfortable environment, stop by and let’s talk about it. I can customize lessons to meet your needs or the needs of your group. Juniors are a key factor to growing the game and sustaining the game. I do provide lessons for juniors of all ages. If golf clubs are an issue, no worries; we have a few junior sets you can borrow. I’ve also brought in brand new sets of rental clubs. So tell your guests they do not need to bring their clubs when they travel, we can accommodate all!

Our Internet Bandwidth Needs

A few years ago, Route 3 was a two-lane road. Once, that was sufficient, but fortunately, more lanes were added so today’s trips are fairly smooth. Our cable TV and Internet are facing a similar situation – increased traffic.

If Santa Claus brought some cool electronics, we may have to rethink our Internet service. For a 4K Ultra High Definition TV, Netflix recommends a constant 16Mbs rate. Assuming other Internet devices share your connection, you should increase that data rate by another 50% to about 24Mbs. Typically, two or more streams are needed per household, so you need 40Mbs per house. And that is before the kids and grandkids show up with their devices!

We have over 3,800 homes in LOW; that adds up to about 100,000 Mbs total, or 100 gigabits per second for all of us. Our current cable system would not be able to handle this amount of data.

Cable companies use fiber optic cable for the long haul to get near us.

This can handle much larger amounts of data. The slowdown is when our data reaches copper coaxial cable.

Our cable provider uses a hybrid system that uses fiber optic feeders up to those grey boxes with the green lights you see on telephone poles. From there to your home, they use copper coax cable, shared with your neighbors.

This section’s capacity, called “bandwidth” is small. To cope with the bandwidth limit, the company must balance the number of homes, level of users and strength of equipment. Balancing the number of houses on a grey box is tough because of location of boxes and street layouts.

With ever-growing advances and reliance on the Internet, today’s copper coax cable to houses eventually will not be able to support our community’s needs.

A study group has been looking at eventually moving to “fiber to the home” for the LOW community. Fiber Optic cable directly to our homes would increase the internet speeds we can get by about 40 times.

Michael D’Ostilio, AARP State Volunteer, can help! He presented programs to Locust Grove AARP Chapter 5239 last year, and will present a new program on Decluttering on Monday, Jan. 20.

D’Ostilio retired from the U.S. Army in 1995 and from the Federal Government in 2015, where he served as the Chief of Investigations, Assistance, and Hot Line Branch for the Army Inspector General Mi Agency. He was also a senior instructor at the Army cha Inspector General School where he developed curriculum and el D ’ O s t il i o monitored instruction.

He began working with AARP as a legislative volunteer in 2016, and has participated both at the state and federal levels, talking with legislative officials on healthcare and caregiving initiatives affecting seniors. He is also a member of the AARP Virginia Speakers Bureau and has presented topics on brain health and home fit. In 2017, D’Ostilio was presented with the AARP Virginia Rookie of the Year Award.

After an energizing election season in 2019 resulting in a new Democratic majority in the Virginia Senate and House of Delegates, the members of the LOW Democratic Club will turn their attention to preparing for the 2020 election season.

Members and interested LOW residents are encouraged to join us at the first meeting of the new year on Wednesday, Jan. 8 at 1:30 PM at the Community Center.

Bettina Weiss, campaign manager for the re-election of Rep. Abigail Spanberger, will address the club on plans for the election.

Weiss will provide an update on Rep. Spanberger’s accomplishments during her first year in the House of Representatives. A member of the Foreign Relations and the Agriculture Committees, Rep. Spanberger has already distinguished herself as a pragmatic problem-solver who is working across party lines to propose and pass legislation that will benefit her constituents and enhance national security. As important has been her constituent services work which has returned more than $570,000 to constituents and solved more than 600 cases in 2019.

In addition, there will be presidential “straw poll� to gauge support for the Democratic candidates in advance of our Virginia “Super Tuesday� primary on March 3. Participants will have an opportunity to speak on behalf of their favorite candidate.

Each participant will have his/her art work placed in a bookmark plastic sleeve as a reward for participation. Then a panel will select several of the best submissions and have them professionally printed/laminated and made available for a child to select a birthday book and a birthday bookmark. The back of the bookmark will recognize the Childhelp Auxiliary for donating the books to children.

They consist of books the children can learn to read from and those books which can be read to the children to ask them questions about story line, art work etc. We now have close to 60 such books to address this new reading requirement. There are now also below-level-one books in the birthday book program for a child at this level to select.

The reading grade level of each new arrival is measured by Penny when the child arrives at the Village so that teachers, staff, and reading buddies have an accurate assessment about each child’s reading level.

Why I Don’t Feed Deer

The LOW Veterans Club held its annual Christmas Party on Dec. 6, at the Clubhouse and honored all veterans in attendance. World War II veterans Alex Salustri and Frank Liberti were guests of the club and were provided special recognition as well as free meals. That was also true for their spouses.

Members of the club, along with their guests, enjoyed an excellent dinner as well as music provided by DJ Charles Estes. Santa Claus even showed up as a surprise visitor.

The Veterans Club announced it $1,000 donation to the Families of the Wounded. In addition, the newly elected officers for 2020 were introduced.

Club President Dan Greene presented our newly-designed service coin to Clubhouse Manager Ryan Richardson, photographer Dan Reams, and Charles Estes for their outstanding service to our organization. They deserve special thanks, as well as the LOW Garden Club who let us place our Christmas tree inside the Clubhouse. Garden Club President Nancy King donated the patriotic Santa that is next to the tree.

The Club Christmas tree featured over 60 pictures of service members, along with Christmas bulbs representing all branches of the armed forces.

Also, the tree is topped with the 2017 White House Christmas ornament. The tree will remain on display at the Clubhouse until early January.

Who hasn’t enjoyed a picturesque scene of deer? Having camped extensively in my earlier years in the U.S. and three Canadian provinces, I’ve treasured a generous number of sightings of this beautiful creature. I’ve even sometimes appreciated seeing them in Lake of the Woods.

The fact is, though, based on what I have learned about deer from my studies in natural science, and confirmed by my observations, I don’t feed deer, because I want the best for them. I also want the best for my neighbors, as well as for my family and myself.

To be realistic, deer in these parts get some of their food at Lake of the Woods. I have no reason to think that will change anytime soon. This said, it makes sense to not feed the deer and not have feeding stations in our yards.

Doing so encourages their more frequent presence in some places, at times, which comes with a number of costs to the deer and to us.

Feeding deer can increase the frequency of their street crossings while we are driving in Lake of the Woods, as well as increasing the frequency of them eating our ornamental plants that are not protected by a repellent. It also increases the risk of our exposure to deer ticks. Another cost is attracting other creatures to our yards, including, but not limited to, rodents, raccoons and, theoretically, black bears, which have been known to wander through our community.

Feeding deer can also lessen their dependence on their natural food and can cause an unhealthy metabolic change in their digestive system. It can also desensitize them to human contact, which does not bode well for them when they wander into nearby areas during hunting season.

Sailing Club Honors 2019 Winners

The Lake of the Woods Sailing Club honored its top performers of the year at an awards luncheon Dec 7 at the Clubhouse.

Commodore and Master of Ceremonies Gary Close welcomed 34 members and guests to the annual celebration. David Florence provided musical entertainment. The program’s speaker was Past Commodore Jimmy Lee, who discussed the sailing club’s 40-year history.

Award winners honored included Most Improved Sailor John Keating, and Scatchard Sportsmanship Award winner Richard Chitty. Dan Kilgore scored his second straight win in the Round Turtle Sailing Club Past Commodore Island Challenge Race. Jean Westholt Jimmy Lee reminds luncheon was honored as Club Champion, and guests of high points in the Lee was awarded the Wilderness Cup. sailing club’s 40-year history.

The club’s Spring Racing Series will begin Saturday, April 18 with the first race scheduled to start at 11 AM. The 38th Annual Invitational Regatta will be held the following week, Saturday, April 25.

LOW Garden Club: A Winter Wonderland

by Karen Kovarik, Publicity Chairman The Garden Club, with assistance from our grounds crew, has transformed the Clubhouse and grounds into a winter wonderland, and we hope you all will visit the Clubhouse to admire the results by New Year’s Day. All hands on deck Thursday, Jan. 2, at 8:30 AM when we must undecorate the Clubhouse.

No regular meeting will be held in January, but a field trip is planned for Tuesday, Jan. 14, to tour Color Orchids greenhouses. We will meet at 12:15 PM at the lower level of the parking lot to car pool. This promises to be a real day brightener for a January day.

Finally, put Wednesday, Feb.12, on your calendar for our annual Chocolate, Cheese and Wine affair. This will be by ticket only and reservation information will follow.

Congratulations to Richard Stanton and Scott Michanco for winning the 2019 Anglers of the Year Award. Well deserved and hard fought. The Fall Classic tournament winners were Steve Lovelace and James Hostekla.

Overall for 2019 the Lake produced some of the largest weigh-ins the club has ever seen. Five-limit bags over 19 pounds were the norm, with multiple weigh-ins over 20 pounds. We had great turn outs averaging 11 or more boats per event.

For those interested in joining the club or coming to our next meeting, it is scheduled for Jan. 16, from 7 to 8 PM, in the Community Center.

3.2 Report from the General Manager, Phil Rodenberg A. October Financials In October we collected $317,503 in current year lot assessments for a total of $5,834,789, or 83.9% of the FY2019-20 lot assessments billed. As of October 31, the Unaudited Income Statement Budget- to-Actual Comparison Summary showed a favorable variance of $221,080, with overall operations performing well and on track against budget for the year. Delinquency rate on October 31 was 4.2%, slightly higher than last month due to member payment delays. Final notices of delinquency have been sent out, and 65 members have been sent to collections.

B. Lakes Management Report On November 19, three construction companies attended the mandatory pre-bid meeting for the Flat Run Forebay Project. Final bids are due December 19, for a contract award on or about January 4, 2020.

C. Other Business Holiday events have been very well attended, especially Christkindlmarkt and the Member Holiday Party. The Turkey Trot Golf Event attracted only 13 participants. The Clubhouse served 387 meals on Thanksgiving.

3.3 Committee Liaison Reports A. Lakes Committee/Safety & Security Committee Director H. Brown led a discussion on two proposed amendments to LOWA Regulations as follows: 1) A Resolution from the Lakes Committee recommending a Speed Limit change from 15 mph to 8 mph from Sunset to 7 a.m., with alternative speed recommendations from the Safety and Security Committee; and, 2) Proposed changes to the wording of the Regulations governing Water Sports activities from the Lakes Committee, specifically addressing Ski Flag use. (technical language fixes).

President Wilks reported that the Safety & Security Committee met and offered their perspective on the night time speed and recommended that a speed of 10 mph may be used as many watercraft cannot measure speeds below 10 mph. They also offered alternative language on the ski flag proposal.

Without objection, President Wilks asked that these requests be put on the agenda for the January 4, 2020 Board meeting for referral to the Rules Committee.

3.4 Committee Reports Legal & Compliance Committee Chair Mike Cianci could not be present, but submitted a written report to the Board. The number of plea categories was reduced from three to two.

Statistics on the number of cases heard and outcomes were also provided.

4. PRESENTATION 4.1 Report on the Independent Financial Audit for Year-end 2019: Steve Bernhardt, Auditor Senior Manager with Adams, Jenkins and Cheatham.

Mr. Bernhardt provided highlights of the audit report covering cash flow, balance sheets, liabilities, member equity and income and expenses and other key areas. Overall the auditors assigned LOWA a rating of “unqualified opinion” to the FY2018-19 audit, the highest rating available.

There were no questions from the Board members or members.

Without objection, President Wilks took up Item 7.1 on the Agenda at this time for a vote by the Board.

4.2 FY2020-21 Budget Overview The GM provided the Board with an overview of the proposed FY202021 Budget which included a few modifications already made to the initial proposal. He reviewed the major revenue/expense factors and capital projects driving the need for an increase in the assessment, and pointed out areas where costs can be lowered and income increased. Currently, the assessment for FY2020-21 is projected to be $1721, which is a 5.4% increase or $88 higher than the current assessment. Changes to the budget are still possible.

The budget is scheduled for final approval by the Board on February 19th.

December 11 Board Minutes from p. 15 Capital Plan report for the Board. In FY2019-20, LOWA has 92 capital projects in the Capital Spending Plan, including carryovers from previous years. Of those, 39 are complete, 49 are in progress and 4 are on hold. Of the total $1,096,224 spent on completed projects, there was a savings of $60,407 over the total amount budgeted for those projects.

Motion by Clawson, passed unanimously, that the Board accept the Mid-year Capital Report.

7.3 Consideration of Modifying the Golf Course Front Nine Fairways Renovation Implementation Schedule.

Motion by H. Brown, that the Board modify the golf course frontnine fairways renovation implementation schedule a follows: 1) Only sprig two holes in May 2020 (numbers 1 and 5) and review growth results before proceeding; and 2) Sprig the remaining six holes in August 2020 or carry over the remaining six holes to May 2021. (There are 12 total acres to be sprigged on the front nine.)

Motion by H. Brown to amend the motion that the Board modify the golf course front-nine fairways renovation implementation schedule as follows: Remove all trees that have been previously identified for the project, seed and/ or sod where necessary, and hold sprigging to 2021 for re-evaluation.

AGM Chester Guzek responded to questions from the Board during discussion.

Brown, passed unanimously, that the Board approve $5000 for a Fairway Redesign Study for stormwater drainage improvement for the 10th Fairway, funds to come from the Administration 101 Budget Engineering Consultation line item.

7.6 Consideration of Sending to the Rules Committee and the LOWA Attorney Proposed Amendments to Regulation X: Use of the Lakes, Regarding Wake-surfing. (D-19-140) Motion by H. Brown, passed unanimously, that the Board send to the Rules Committee and the LOWA Attorney proposed amendments to Regulation X: Use of the Lakes, regarding wake-surfing.

7.7 Consideration of Sending to the Rules Committee and the LOWA Attorney Proposed Amendments to Regulations VI.I and VI.K: Use of LOW Roads and Parking Lots; and IV.G.1: Individual Behavior, Regarding Overnight Parking on LOWA Property. I recently attended a Virginia Association of Counties (VACo) conference where the primary purpose was to prepare the VACo legislative program for the next session of the Virginia General Assembly. This legislative program is a list of county priorities in areas of economic development, land use, environment, agriculture, finance, transportation, general government, health and human services. These priorities are initiated by seven VACo Steering Committees.

I serve on the General Government Steering Committee and am the Vice Chair of the Health and Human Resources Committee. There were over 80 specific recommendations on these areas of government. You can see these recommendations by going to the VACo website.

Orange County participation in developing this program is very important since laws and budgets passed by the General Assembly significantly impact county governing in terms of activities that we are required to be or prohibited from doing and costs that impact local taxpayers. A continuing complaint that local governments have is unfunded mandates. Virginia legislators will come up with something that they think is good for the citizens, but donâ&#x20AC;&#x2122;t want to raise the taxes to implement it, so they will require local governments to implement and pay for it. Another complaint is that county governments are required to provide the same services to their citizens as towns and cities, but do not have the same taxing authority as the towns and cities. VACo staff will lobby for counties during the sessions of the General Assembly and the VACo legislative program provides the basis for the lobbying effort.

The VACo conference also offered the opportunity to meet with state legislators and senior members of Virginiaâ&#x20AC;&#x2122;s executive branch. There were a dozen breakout sessions where state legislators and officials made presentations on current issues affecting local government. I moderated a session with State Senator Favola and Carl Ayers, the Virginia Director of Family Services, that addressed new federal laws on foster care. In the past, local social services could not tap into federal funds for foster care until the child had been removed from the home. An interesting aspect of this new federal Families First Prevention Services Act is that Title IV-E federal funds can now be utilized for family support services in advance of child removal, thus avoiding the need for removal. Other breakout sessions covered topics such as broadband, solar projects, workforce development, conflict of interest and the Chesapeake Bay. In addition to our participation in the VACo effort to affect General Assembly legislation, the Orange County Supervisors prepare a separate list of legislative priorities that we provide to our state senator and delegate.

Many of these priorities mirror those proposed by VACo. However, there are additional issues that are specific to our county or other rural counties.

For instance, Orange County schools do not receive the same Cost of Competing Adjustments that surrounding counties get for higher cost of living and this affects our teacher recruitment and retention.
