Senior Director of Workforce Education Most of John’s time is spent in meetings across the county and occasionally into Hillsborough and Orange counties. He is rarely in his office a full day and on partial days – when he is in the office – he is catching up on his many, many emails and telephone calls. John’s position with Polk County Schools as Senior Director of Workforce Education has him in charge of East and West Area Adult Schools, Ridge and Traviss Career Centers and Gause Academy. He has been instrumental in starting many academies within our high schools and is branching into some middle schools. John believes in preparing students for the workforce as well as college.

Polk County Public Schools educate nearly 94,000 students at 163 school sites each day. And, thanks to the commitment of many business partners, those students also have support from positive adults during and after the school day. The Lakeland Chamber’s Talent Development and Education Committee is seeking ways
more men providing mentorship to young male students. One of their most effective groups is “Polk Men Read”. In this program, reading mentors meet once a week and read Joe L. Ruthven books with boys in The Ruthvens fifth, seventh, and ninth grades and then discuss them. There is another program founded by former NFL player, Desmond Clark with the 88Wayz Youth Foundation that supports character development and reading that has also been successful in the schools. The schools’ greatest collective need is for men of any age to become an accountability partner and mentor for a student. The group has consulted with Margaret Anne Wheeler, who is the Senior Coordinator for Community Involvement with the Polk County Public Schools. She has informed us that there are several existing programs that are seeking volunteers and mentors. She has indicated that one of their greatest needs is to have
motivator for helping students learn the skills they need to be fluent, competent readers. Simple activities like flash cards, going over vocabulary, reading to an individual, small group or large group of students make a big difference in the abilities of struggling readers.” Margaret Anne Wheeler Senior Coordinator Community Involvement The School District does provide a twohour training program that could be brought to any business that has a group of people who would like to be mentors or volunteer in the schools. A Florida Department of Law Enforcement background check is required and paid for by the volunteer. The process from application to matching with a student takes about four weeks.

Education is a crucial issue that has a substantial impact on the economic sustainability of Polk County. The Workforce Education Department, led by Senior Director John Small, has worked tremendously hard implementing Polk Career Academies and Pre-Academies within the middle and high schools in the district. These Academies work to engage students within specific career and technical areas of interest. The Polk Career Academies span a threeor four-year course of study, and expose students to a variety of
career fields in a small, personalized learning community. High school Academy students also have the opportunity to earn FREE college credit in their high school course of study through a Career Pathways partnership program with Polk State College. Students enrolled in the Academies consistently outperform students in the traditional school setting. Data proves this point: Graduation rates are higher, Academy students have higher GPAs and FCAT scores, attendance is better. The Lakeland Area Chamber of Commerce
and its partners are keenly aware of the importance and value of strong education partnerships which contribute to the community. By supporting existing entities and their efforts to educate, train, or retrain the local workforce, the Chamber and it’s membership are ensuring that Lakeland’s economy remains strong for the future. But some children do not have the vocabulary they need to express their wonder. Some bright and capable five-year-old children do not know their body parts, can’t say their names in a sentence, and can’t follow simple directions. Some have no books in their homes and have never heard a bedtime story. Children who start behind, stay behind. These frustrated children often drop out of school and make choices that will haunt their lives forever. It doesn’t have to be this way. Providing individual attention to young children levels the playing field and builds a strong foundation for academic
success. The gap between children of privilege and equally capable children who have not had the same advantages can be eliminated. The United Way of Central Florida’s Women’s Leadership Council early literacy initiative, “ReadingPals,” is seeking 175 diverse volunteers interested in helping children discover the joy of reading. The initiative, sponsored by Carol and Barney Barnett, focuses on engaging, training and deploying volunteer “ReadingPals” “We so strongly believe that the future of our state rests in the hands and minds of our youngest that we have
personally contributed to the launching of “ReadingPals” -- an early literacy initiative in ten Florida regions. Our goal is to ensure that more children are reading at grade level by the end of third grade,” says Carol Barnett. Volunteers interested in becoming a ReadingPal will receive training provided by Learning Resource Center at one of six schools where they will work with pre-kindergarten or kindergarten children at risk of school failure. Teaching experience is not required. Training and on-going support will meet the individual needs of every volunteer.
ReadingPals are asked to volunteer for one hour, one day a week under the supervision of classroom teachers using a curriculum designed by Polk County Schools. Student assessments and standardized tests will be used to monitor the progress of students. The “ReadingPals” initiative will demonstrate that students from similar backgrounds who work with a ReadingPal will outperform similar students who did not receive this extra attention. A ReadingPal can change the life of a child forever. But not as much as the child will change the ReadingPal’s.

A Gala to
Celebrate her Majesty’s
Queen Elizabeth II’s Diamond Jubilee is coming to Lakeland, along with a most fascinating ambassador of the House of Windsor. Fifty-five years ago, Her Majesty donated two of her regal swans. The swan community that grew out of her generosity is now a beloved symbol of our city. To honor that connection, Her Royal Majesty’s Swan Marker, David Barber, plans to visit Lakeland in September for a once-in-alifetime celebration. Mr. Barber’s trip is part of Queen Elizabeth’s ongoing Diamond Jubilee commemoration, which marks her 60 years as queen. Lakeland will be the only American city that Barber visits. Mr. Barber will come to Lakeland to discuss his royal role, share photos of the Diamond Jubilee project, build awareness of swan conservation efforts, and raise money for the Regal Swan Foundation, a U.S.-based group that has helped Lakeland with its own swans. The Polk Progress Index (PPI) continues to climb as the Polk county economy shows improvement in nearly all facets. The PPI increased 3% in the first quarter of this year and is at its highest level since the first quarter of 2008. This is driven by a continually dropping local unemployment rate, now below 10%, and increases in both taxable sales, up 3.3%, and hotel and motel sales, which are up 6% over the previous quarter. The local improvements reflect the slowly improving conditions nationwide as we work through the remaining housing inventory and high unemployment rates. As we continue to stabilize and improve we should expect to see unemployment continue to drop, which is likely to be pushed along further by the reduction in longterm unemployment benefits. Globally, the markets ended June strong, cheering
the European bank recapitalization, however there are still looming issues regarding the viability of the euro and several European countries. If they continue to make progress towards a controlled workout, we should expect uncertainty to ease and confidence to increase both at the national and local levels. China’s production has shown signs of slowing as they continue to build a middle class and shift from heavy industry production to consumerism. There is a growing concern that China may not be able to sustain the necessary growth to support their economy. While global demand for Chinese products slowed, demand within China has picked up the slack. The Chinese finance ministry released a statement saying that they are confident that they will hit their growth target of 7.5% for the 3rd quarter of this year. China is likely to
continue to stimulate their economy with both monetary and fiscal policy while pushing forward with a revamp of their financial policies for long run growth and stability. Much of the focus of the next several months will be on the upcoming election and which candidate is better suited to lead our nation. It is likely that the economy will remain the topic of choice and the ultimate winner will reflect the state of the economy come November. The national unemployment rate stood at 8.2% on June 1. Only Ronald Regan won reelection with an unemployment rate higher than 7% since 1976 and he had the benefit of a 3.6% drop in unemployment over the preceding 2 years. With unemployment not projected to fall below 7.7% by Election Day we will have to wait to see if the 2.5% drop from its peak in October 2009 will suffice for this incumbent.

Innovation in Florida’s school system is nothing new in a state that is one of the leaders in school choice and technology. Thanks in large part to educators, students, parents and the business community, Florida has gone from 31st out of 50 states to 11th highest in education achievement rankings. Florida’s gains now serve as a model for other states, including Louisiana, Indiana, Oklahoma, Arizona and Colorado. Most recently, a national report card by the Institute for a Competitive Workforce awarded Florida’s College System an “A” based on student access and success,
and efficiency and cost-effectiveness. The Florida rating was better than states including: California, Massachusetts, New York, North Carolina, Ohio and Texas. Florida’s college system now ranks in the top five for cost per completion and state and local funding per completion according to the report. The system also received high marks for diversity. Florida’s 28 colleges are attended by 65 percent of the state’s high school graduates who choose to pursue postsecondary education. Polk County’s own Polk State College was recently recognized for ranking first in preparing
students transferring to the State University System. These students achieved a grade point average of 2.5 or higher as transfers into the State University System. Within Florida’s K-12 system continued innovation is helping to bring a new model for educational opportunities to Florida classrooms. Through a new and exciting partnership, Florida is the first state in the nation to offer the Microsoft IT Academy to middle school students. They will join high school students and teachers at 214 schools throughout the state helping to provide access to realworld technology skills
necessary to flourish in an increasingly global economy. The Microsoft IT Academy program is a college and careerready program designed to provide students with 21st century technology skills necessary to earn Microsoft Certifications and be competitive in the globally evolving workplace. Students will have access to hundreds of web-based e-learning courses and receive handson experience with the latest Microsoft software and programs, giving them an edge to gain job-ready skills and industry credentials while still in school. As a state, Florida will continue to work its
way up the educational ladder of success and innovation, but must continue to recognize that reform in the classroom is an ever evolving process. The state and business community must continue to work together to provide top quality education for our best and brightest helping to create the next generation of business leaders. We started our cleaning services because we saw a need in the community for a reliable, trustworthy, and affordable residential cleaning service. Our family was affected by the recent economic downturn and downsizing. We decided that with hard work, determination, and my background in marketing we could start our own small business. Our name - Lakeland Cleaning Services - came from the thought if we used a recognizable and easy to remember name, everyone who found out about our services could easily spread the word. It has been successful so far! The community responded with open arms. Building relationships with our clients has moved us in the commercial cleaning side of the businesses.
