Luke is the Director of the Independent Patient Choice and Procurement Panel, which investigates and publishes advice on procurement disputes involving healthcare services in the NHS He has extensive experience working with the NHS's rules on choice, procurement and competition. Luke first moved into the NHS from the Competition Commission in 2008, to work for the Cooperation and Competition Panel, looking at mergers, procurement disputes and issues around patient choice He continued this in Monitor after the Lansley reforms and also worked with trusts to clear hospital mergers with the Competition and Markets Authority.
