EVERYONE GOES HOME INITIATIVES PROGRESS REPORT 2018—2019
EVERYONE GOES HOME |
BACKGROUND In August 2018, Fire Chief Ralph M. Terrazas introduced the “Everyone Goes Home” Firefighter Safety Program in collaboration with the United Firefighters of Los Angeles and Chief Officers Association. This followed the creation of the National Firefighters Foundation (NFFF) whose mission is “to honor and remember America’s fallen fire heroes, to provide resources to assist their families in rebuilding their lives, and work within the fire service community to reduce Firefighter deaths and injuries.” The efforts of the NFFF led to the establishment of the “Everyone Goes Home® Life Safety Initiatives.” The 16 Initiatives are directed at reducing Firefighter fatalities, injuries, and illnesses (https://www.everyonegoeshome.com). The Los Angeles City Fire Department (LAFD) adopted ten of the 16 Initiatives as a way to improve our Firefighter safety and well-being. The goal is to empower our members through increased awareness and actions to ensure that “Everyone Goes Home” after each shift, and eventually, to live a long and healthy life in retirement.

CULTURE OF CHANGE The culture of the fire service has evolved through a complex process of group learning and is perpetuated through the cultural process that individuals are introduced to when they participate in paramilitary-style training. Cultural Change within the LAFD begins with adaptations in concept, policy, and procedure. The transformation has to occur progressively and begins with modifications in assumptions and beliefs that will gradually result in changes with the values accepted by individuals in the organization. This is further strengthened by incorporating leadership, management, supervision, accountability, and personal responsibility. In order to reduce firefighter deaths and injuries, we must make revisions in organizational attitudes and values to promote behavioral changes towards safety.

SAFETY The LAFD addresses firefighter safety by examining factors that cause or influence firefighters to make decisions and engage in actions that involve unnecessary and avoidable risks, which often places their own lives, and potentially the lives of their fellow firefighters, in danger when there are less dangerous options available. These measures are reinforced by an ongoing commitment to improving our safety culture at the organizational level and among individual firefighters and their crews. Evaluating, developing, and implementing strategies will lead to a change in the value system, where safety will be prioritized as equally as being effective in controlling fires and saving civilian lives.

ACCOUNTABILITY At the core of accountability lies reliability and personal responsibility. We value the ability of our firefighters and the organization to honor commitments geared to the community and toward one another. The LAFD promotes a culture of accountability by implementing leadership strategies to improve the quality of service and improve the health and safety of its personnel. In order to sustain organizational accountability, we must take ownership of our work, promptly correct mistakes, and define clear expectations.

SIGNIFICANT EVENT & INJURY The LAFD thoroughly investigates all firefighter fatalities, injuries, and near misses. Efforts to prevent firefighter line-of-duty deaths and serious injuries include identifying and defining the characteristics of line-of-duty deaths and the dissemination of prevention strategies throughout the Department. We will continue to utilize documents such as Blue Sheets, Green Sheets, After Action Review Reports, Lessons Learned, Incident Analysis Reports, and NIOSH reports as training materials to assist in eliminating future firefighter line-of-duty deaths and significant injuries.

APPARATUS, FACILITY, EQUIPMENT & DESIGN Reducing the potential for injury and deaths related to fire service apparatus and equipment failures/ shortcomings is one of our highest safety priorities. We are committed to working collectively with manufacturers on new equipment to refine safety standards within the fire service with the advances in modern technology and current NFPA standards to improve and innovate apparatus equipment and design. The changing nature and responsibilities of fire and emergency services contribute to the design and renovations of fire stations and public safety facilities. The LAFD will utilize a thoughtful approach to the architectural design of new fire stations by strategically positioning stations, embodying sustainability, and collaborating with key stakeholders to create innovative and safe work environments.

BEHAVIORAL HEALTH Through the Behavioral Health Program, the LAFD promotes prevention and early intervention to equip members with coping mechanisms to learn to help themselves and how to recognize peers in need of help. We are committed to the health and wellness of each member, sworn and civilian, by providing mental health services and support, and through identifying the impact of stressors prior to the development of individual, family or occupational crisis. The Behavioral Health Program provides prompt access to counseling and psychological services to all members including their families. We utilize psychoeducational resources and critical incident stress management in order to reduce the negative impact of occupational stress and ensure the continued safety of the members and community we serve.
